ఆంధ్ర జ్యోతి దినపత్రిక పై నాకు అపారమైన గౌరవం ఉంది. అదే సమయంలో , నా దృష్టిలో , అది లోపభూయిష్ఠమైన దృష్టే కావచ్చు, వారు తమ 28.06.2015 నాటి పత్రిక సంపాదకీయంలో వ్రాసిన విషయాలు కొన్ని ఆలోచనలు రేకెత్తెంచేవిగా కనిపించాయి. కాబట్టి ఇక్కడ వ్రాస్తున్నాను. నాతో ఏకీభవించనివారు తమ అభిప్రాయాలను కామెంట్లలో స్వేఛ్ఛగా వ్రాయవచ్చు. వాటిని నేను తొలగించను. అదే సమయంలో, నా భావ వ్యక్తీకరణ స్వాతంత్ర్యాన్ని వినియోగించుకోటాన్ని తప్పు పట్ట వద్దని ప్రార్ధిస్తున్నాను.

"...పుష్కర కాలం క్రితం తెలంగాణ ఉద్యమం మొదలైనప్పుడు కేసీఆర్‌కు సొంత మీడియా లేదు కదా! ఇప్పుడు వారు ఆంధ్రా మీడియాగా నిందిస్తున్న పత్రికలు, చానెళ్లు ఉద్యమ వార్తలను ప్రచురించి, ప్రసారం చేశాయి. ఈ విషయంలో ‘ఆంధ్రజ్యోతి’ మిగతావారి కంటే ముందుండేది. ఇప్పుడు మమ్మల్ని నిందిస్తున్న కేసీఆర్‌, ఒకప్పుడు ఉద్యమానికి దన్నుగా నిలిచిన ‘ఆంధ్రజ్యోతి’ని అభినందించారు. అంతెందుకు, ‘తెలంగాణ ఉద్యమాన్ని మోస్తున్నది ‘ఆంధ్రజ్యోతి’ పత్రిక ఒక్కటే! ఆ పత్రికను మేనేజ్‌ చేస్తే ఉద్యమానికి ఊతం ఉండదు’ అని జస్టిస్‌ శ్రీకృష్ణ కమిటీ తన నివేదికలో పేర్కొన్న విషయం వాస్తవం కాదా? అనుమానం ఉన్నవాళ్లు ఆ నివేదికను చూసి తెలుసుకోవచ్చు. ఒకప్పటి ఉద్యమ నాయకుడైన కేసీఆర్‌ ఇప్పుడు తెలంగాణ ముఖ్యమంత్రి అయ్యారు. అధికారంలోకి రాగానే నాయకుల స్వభావాలు మారిపోతాయి. ఉద్యమ సమయంలో ఇంపుగా అనిపించినవి, ఇప్పుడు కంపుగా అనిపిస్తాయి. ఆనాడు తనకు సొంత మీడియా లేదు కనుక ఆంధ్రా మీడియానే ఆలింగనం చేసుకున్నారు. ఇప్పుడు సొంత మీడియా ఉంది కనుక ఇతర మీడియా సంస్థలు ఉండకూడదని కోరుకుంటున్నారు. ఇందులో వ్యాపార ప్రయోజనం మినహా తెలంగాణ ప్రయోజనం ఎక్కడ ఉంది? రాష్ట్ర విభజనను సమర్థిస్తూ, కాంగ్రెస్‌ పార్టీ వర్కింగ్‌ కమిటీ నిర్ణయం తీసుకున్న రోజే దాన్ని స్వాగతించిన ‘ఆంధ్రజ్యోతి’ తెలంగాణకు వ్యతిరేకం ఎట్లా అవుతుంది? రాష్ట్ర విభజనను వ్యతిరేకించిన జగన్మోహన్‌ రెడ్డి మీడియా తెలంగాణ చుట్టం ఎలా అవుతుంది?..."

గతంలో ప్రెస్ కౌన్సిల్ సూచించినట్లుగా పత్రికలు, టీవీ ఛానెళ్ళు వార్తలను యథాతథంగా ప్రచురించి, ఆ వార్తలపై తమ వ్యాఖ్యలను విడిగా బాక్స్ కట్టి ప్రచురించటమో, ఒక అడ్డగీత గీసిన తరువాత విడిగా ఇంకో రంగు సిరాతో లేక ఇటాలిక్స్ లో లేక చిన్న ఫాంట్ లేక భిన్నమైన ఫాంట్ లో ప్రచురిస్తే , ప్రజలకు వాస్తవాలు ఏవో, పత్రికాధిపతుల స్వంత అభిప్రాయాలు ఏవో స్పష్టంగా అర్ధం అయ్యేది. హైదరాబాద్ నుండి వచ్చే రెండు అగ్ర దినపత్రికలు అక్కడ స్థిర పడ్డ ఆంధ్ర యజమానుల చేతిలో ఉండటంతో వారు తమ కార్యాలయాలను, ఇతర వ్యాపారాలను, ఆస్తులను, కెసీ ఆర్ చేత రెచ్చగొట్ట బడ్డ గుంపులనుండి రక్షించుకోటానికి, తాము నిష్పక్షపాతంగా ఉన్నట్లుగా నిరూపించుకోటానికి , ఆ రెండు పత్రికలో తమ పల్లకిలో ఒక పక్క కెసీఆర్ ను, ఇంకో పక్క కోదండరాం నూ కూర్చో పెట్టుకుని, పెళ్ళికొడుకునూ, పెళ్ళికూతురునూ, పల్లకీలో కూర్చోపెట్టి ఊరేగించినట్లుగా, తాము బోయీలుగా మారి మోసాయి. పత్రికలు ఉచితంగా మోస్తామంటే వారెందుకు కాదంటారు ?

కెసీఆర్ & కో, కోదండ రాంలు, గద్దర్, కేశవరావు మొ|| నేతలు తెలంగాణ ప్రజలను వివిధ పధ్ధతులలో రెచ్చకొడుతున్నప్పుడు, వారు చేస్తున్నది తప్పని ఆరెండు పత్రికలు ఎందుకు వారికి చెప్పలేకపోయాయి. వాళ్ళ మెహర్బానీల కోసం తెలంగాణ ఉద్యమంలో జరిగిన అక్రమాలను, తప్పుడు వ్యాఖ్యలను, దాడులను, హింసలను అన్నిటినీ యథాతథంగా రిపోర్టు చేసి, తమ అభిప్రాయమేదో విడిగా ప్రత్యేక కాలంలలో లేక ప్రత్యేక పేజీలలో, పత్రికలు తెలంగాణ ప్రజలకు తెలియ చెప్పకుండా, కెసీఆర్ తమని ఆలింగనం చేసుకోగానే ముఖాన్ని చేటంత చేసుకోటం, కెసీఆర్ చెప్పేవాటిని ప్రజలు నమ్మేలాగా చేయటంలో తాము కూడ భాగస్వాములు కావటం, నాటి పత్రికల స్వార్ధ పూరిత వైఖరికి నిదర్శనం. తమ వ్యాపార ప్రయోజనాలు పత్రికాధిపతులు చూసుకుంటే, తమ అధికార ప్రయోజనాలు తెలంగాణ రాజకీయ నేతలు చూసుకున్నారు. అయితే ఈ విషయంలో నేను వారిని తప్పు పట్ట తలుచుకోలేదు. తమ మనుగడ కోసం వారీ పని చేయటం అనివార్యం.

ఫలితంగా నష్టపోయింది ఎవరంటే, సీమాంధ్ర ప్రజలు. హైదరాబాదులో ఉమ్మడి ఆంధ్రప్రదేశ్ ప్రభుత్వాలు, కేంద్ర ప్రభుత్వం, పెట్టిన పెట్టుబడులను అన్నిటినీ తెలంగాణ నేతలు తమ హస్తగతం చేసుకోటానికి ఆరెండు పత్రికలు తోడ్పడినట్లయింది. దుర్యోధనుడికి కర్ణుడు చూపిన స్వామి భక్తినే ఆరెండు పత్రికలూ చూపాయి, చూపిస్తున్నాయి, ఇంక ముందు కూడ చూపించబోతున్నాయి. కెసీఆర్ అనుగ్రహం కోసం ఆ పత్రికాధిపతులు పరితపించి పోతున్నారు. ఈసందర్భంగా పరస్పర కుచమర్దనాలు జరిగాయి కానీ, అప్పుడప్పుడైనా జరగాల్సిన సంభోగాలే జరగటం లేదు. అవి జరిగితే కొంత కాలమైనా వారికి సంభోగానంతర సుఖ సంతోషాలు లభిస్తాయి. అదే జరగటం లేదు.

పెట్టుబడిదారీ విధానంలో, తమకు ఏది లాభసాటిగా కనిపించి, ఏది తమ ఆస్తుల విధ్వంసానికి దారితీయదో దానిని పెట్టుబడిదారులు చేయటం అది ఒక పెట్టుబడిదారీ మీడియా వికారం. పెట్టుబడిదారీ విధానాన్ని నిర్మూలించినప్పుడు పెట్టుబడిదారీ పత్రికలను తీసివేయటం జరిగేదాకా మనకి పెట్టుబడిదారీ పత్రికల బెడద తప్పదు.

తెలంగాణ ఉద్యమానికి వ్యతిరేకంగా నాటి పత్రికలు , టీవీలు ప్రచారం చేసి ఉండాలని నేను వ్రాయటం లేదు. తెలంగాణ ఉద్యమాన్ని సమర్ధిస్తూ, విడిగా ప్రత్యేక వ్యాసాలు | సంపాదకీయాల్లో సక్రమ మార్గంలో తెలంగాణ ఉద్యమం నడవటానికి పత్రికలు, టీవీలు తగిన సలహాలు ఇచ్చి ఉంటే, రాష్ట్ర విభజన మెరుగైన పధ్ధతులలో జరిగి ఉండేది. అపుడు సెక్షన్ 8 యొక్క అవసరమే ఉండేది కాదు. హైదరాబాదులోని సంస్థల విభజనపై ఇంత ఘోరమైన కుమ్ములాటలు జరిగేవి కావు. ఆ రెండు పత్రికలు, పనిగట్టుకొని కెసీఆర్ ను అతిగా సమర్ధించినందు వల్ల, తెలంగాణ కాంగ్రెస్ నేతలు, తెలంగాణ టీడీపీ నేతలు, బీజేపీ నేతలు, తాము అసమర్ధులైన మితవాదులులాగా, వాజమ్మలలాగా కనపడకూడదనుకొని, వారు కెసీఆర్ తో సమానంగా సీమాంధ్ర ప్రజలను తిట్టటం ద్వారా తాము తెలంగాణ ప్రజల మెప్పును కెసీఆర్ కన్నా అధికంగా పొందవచ్చనుకుని అందరూ వోవర్ యాక్షన్ లోకి దిగారు.

ఫలితంగా కేంద్రంలోని అఖిల భారత నేతలకు కూడ దిక్కుతోచని పరిస్థితులు ఏర్పడ్డాయి. వారు కూడ అత్యుత్సాహం చూపించి, తమ రాజకీయ స్వార్ధాలకు అనుగుణంగా, లోక్ సభలో దౌర్జన్యకర పధ్ధతుల ద్వారా విభజన బిల్లుకి ఆమోదం పొందారు. రాజ్యసభలో తప్పుడు హామీలను గుప్పించారు. దురదృష్ట వశాత్తు సీమాంధ్ర నేతల అనైక్యత వల్ల, సీమాంధ్ర ప్రజలు అత్యధికంగా నష్టపోయారు.

ఆరెండు తెలుగు పత్రికల మెయిన్ పేజీలు, ఇతర ముఖ్య తెలుగు, ఇంగ్లీషు అన్ని పత్రికల మెయిన్ పేజీలు, హైదరాబాదులో కంపోజ్ అవుతూ ఉండటంతో, సీమాంధ్ర ప్రజల తరఫున వాదించే మీడియానే లేకపోయింది. 1966 కు ముందు ఉన్నట్లుగా , తెలుగు దిన పత్రికల ప్రధాన కార్యాలయాలు, మెయిన్ పేజీలు విజయవాడలో కంపోజ్ అయి ఉంటే, తెలంగాణ ఉద్యమాన్ని వీపున పెట్టుకుని మోసేవాళ్ళా. పత్రికలు, ప్రధాన కార్యాలయాలు హైదరాబాదుకు తరలి వెళ్ళటం, టీవీ ఛానెళ్ళన్నీ హైదరాబాద్ లోనే ప్రారంభం అయ్యి అక్కడే కేంద్రీకృతమై ఉండటం, వాళ్ళ ఆస్తులు, పెట్టుబడులు అన్నీ హైదరాబాదులో ఉండటం, ఇవి అన్నీ సీమాంధ్ర ప్రజల దౌర్భాగ్యానికి కారణం.

అదే సంపాదకీయం, తరువాత లైన్లలో.

"...నిజానికి ఏ మీడియా కూడా ఒక ప్రాంత ప్రజల ప్రయోజనాలకు విరుద్ధంగా వ్యవహరించలేదు. వ్యవహరిస్తే మనుగడ సాగించలేదు..."

తాము తెలంగాణ ఉద్యమాన్ని కెసీఆర్ ను, కోదండ రామ్ ను, గద్దర్ ను వీపు మీద పెట్టుకుని మోస్తున్నప్పడు, తాము తెలంగాణ ప్రాంత ప్రజల ప్రయోజనాలకు అనుకూలంగానూ, సీమాంధ్ర ప్రజల ప్రయోజనాలకు విరుధ్ధంగా వ్యవహరిస్తున్నట్లు ఈ పత్రికలు, ఛానెళ్ళు ఎందుకు గ్రహించలేదు ?

తెలంగాణ ఉద్యమం యొక్క మూలాలు హైదరాబాదులో ఖాళీ స్థలాలకోసం, విలువైన రియల్ ఎస్టేట్ ఆస్తులకొరకు, తెలంగాణ పెట్టుబడిదారులకు, సీమాంధ్ర పెట్టుబడిదారులకు, ఇతరరాష్ట్రాల పెట్టుబడిదారులకు, ప్రవాస ఎన్ ఆర్ అయి పీఐఓ పెట్టుబడిదారులకు, మరియు విదేశీ పెట్టుబడిదారులకు జరిగిన కుమ్ములాట అని పత్రికలు, మీడియాకు తెలిసి కూడ, తెలంగాణ ప్రజలకు, సీమాంధ్ర ప్రజలకు, సత్యాన్ని ఎందుకు చెప్పలేదు ? ఎందుకంటే, తాము కూడ తిలా పాపం తలా పిడికెడు అన్నట్లుగా ఆ పాప ఫలాలను తింటున్నారు కనుక.

ఇలాంటి పరిస్థితులు కేవలం హైదరాబాదులోనే కాదు దేశంలో పెద్దనగరాలన్నిటిలో రాబోతున్నాయి. నగరాలకు అతిప్రధాన్యం ఇచ్చి, స్మార్ట్ సిటీలు, మెగా సిటీలు మొ|| పేర్లు పెట్టి వాటిని అతిగా అభివృధ్ధి చేస్తున్నంత కాలం నిరుద్యోగులు అక్కడికి వలసపోక తప్పదు. వారు ఏదో ఒక బ్రతుకు తెరువును సంపాదించుకున్నాక చిన్న చిన్న ఇళ్ళను , అపార్టుమెంట్లను కొనటానికి ప్రయత్నించక తప్పదు. ఇది ఒక మానవ హక్కు. దీనిని శివసేన వాళ్ళు కానీ, తెలంగాణ వాళ్ళు గానీ , ఇంకోళ్ళు గానీ, ఇంకోళ్ళుగానీ ఆపటానికి ప్రయత్నిస్తే దేశ విభజనకే దారితీసే పరిస్థితులు ఏర్పడతాయి.

మేము నగరాలను అభివృధ్ధి చేయటం మానం, గ్రామాలను, చిన్న పట్టణాలను పాడు పెట్టటం మానం, అని బూర్జువా పార్టీలు అనుకుంటే, కేంద్ర పాలకులైన బూర్జువా పార్టీలు 20 లక్షలు దాటిన ప్రతి నగరాన్నీ కేంద్ర పాలిత ప్రాంతంగా ప్రకటించటమే, వెర్రితలలు వేస్తున్న ప్రాంతీయవాదానికి విరుగుడు.

534 Central Government and the Judiciary should have their own FULL-FLEDGED Police Departments. केंद्र सरकार और न्याय पालिका को अलग स्वतंत्र पुलीस व्यवस्था होना चाहिए। కేంద్ర ప్రభుత్వానికీ, న్యాయ స్థానాలకు, ప్రత్యేక పోలీసు వ్యవస్థ అవసరం.

While the Central Government takes onto its head, goals, objects and tasks which are not necessary as an apex Administrative Organisation, it skips the essentials without accepting authority and responsibility, in case of its essential duties, on the ground that those duties fall under "States' subjects" of the Constitution, and that it should be the duty of the States to discharge their duties as enshrined in our Constitution.

We shall take up one example of Centre taking up non-essential items: The recent jamborees and hullabaloos that have taken place in the name of Yoga, and the International Yoga Day.

UNO has obliged to India's request to declare an International Yoga Day, because UNO was starving for funds, and it expected India to come to its rescue. A demand for raising India's subscription to UNO might have already been put up by UNO to India, or in the near future, they will put up. Besides, billions of Rupees have been spent by India for organising the half-hour or one hour yoga-show at every place where the GOI could exercise its influence. This is apart from the Chartered flights, expenses on fuel and vehicles for movement of VIP convoys, carpets and tarpaulins, etc.

Now, we shall take up one example of Central Govt. (and probably the Judiciary) neglecting their essential functions.

There is a need to check the dictatorial tendencies of KCR & Co dynasty with his nephew, son in the Cabinet, and his daughter an MP (said to be keen on joining Central Cabinet). Telangana Congress and BJP MLAs, MLCs, and MPs have to do it, but they are afraid of the abusive words of KCR & Co. If T Congress and BJP try to point out any errors of his, KCR & Co. will immediately launch attacks of abuse against T leaders.

KCR is instigating people of Telangana against the leaders of their own Region, as if they were enemies of Telangana. KCR&Co's main strength is their instigating skills. This animosity of T people against people of Residual A.P. is more pronounced and prominent in Warangal , Medak, Karimnagar, NIzamabad, Adilabad Districts, as they do not have any border with RAP. People of Mahaboobnagar, Nalgonda, Khammam Districts have blood and marital relations with people in Residual A.P. Enemity is being created by the A-K-N-W-M District people and, sadly, the people of Mahaboobnagar, Nalgonda, and Khammam are being misled.

Central Government: CBI, is today, not a full-fledged organisation. It does not have a proper law for its own constitution and functioning, except some ad hoc instructions. Suppose, if States refuse to implement the instructions of the Central Government, the Union Home Ministry has to break its own head, with no help forthcoming from their political bosses, unless the bosses themselves considered that they were under threat.

The weakness of the Central Government to enforce Rule of Law, should not be swept under-to the Carpet of the freedom of States and Federalism. Federalism will work, only if States function as per law, and without MALICE, political or otherwise. Fortunately, so far, States have not made major revolts. This may be for various reasons, such as earlier the Coalitions at Centre were dependent on the support from the Regional Sardars, and that was forthcoming amply provided they were allowed to rule their Sultanates with all dictatorial powers.

Only anti-incumbancy upheavals during the five year elections were changing the position. Example: In Tamil Nadu, whether Karuna Nidhi's DMK or Jayalalitaa's AIDMK rule their Sultanates in turns. Because Tamil Nadu was on the Southern-most tip of India, there were not major problems creating a situation for GOI to intervene. Though there were River water disputes between Tamil Nadu and Kerala, Tamil Nadu and Karnataka, which used to reach their 'critical stages', Tamil Nadu was a downstream State for waters, and it could not do anything if Karnataka or Kerala refused to release water. Some directions of High Courts and Supreme Court about release of water to Tamil Nadu could not be enforced against Karnataka or Kerala.

Same is the case with West Bengal. Central Government may land itself into situations where it has no Central Apparatus, to enforce its own orders or the orders of the Supreme Court, on the West Bengal Government.

Of course, we have a problem of the Ruling Party in Centre using its clout against Opposition Parties' ruled States, and create problems for the opposition ruled States. Eg. Problems created for Arvind Kejriwal in Delhi through Delhi's Lieutenant Governor.

To adjudicate inter-State disputes, and the disputes between the Centre-and-the-States, Judiciary should be sufficiently empowered, not only to send notices, hear to arguments, issue decrees, but also to enforce the court orders, against all the parties. In other words, Judiciary should also have its own Police to enforce its decrees, at all levels i.e. Supreme Court, High Court, Trial Courts.


KCR SHOULD BE HAPPY TO GET RELIEVED OF THE BURDEN OF LAW & ORDER IN HYDERABAD, instead why he is unhappy? He seems to be unhappy because he may to explain to Governor, every action of the TRS Government and seek Guv's. consent. Then, there is a danger of his evil intents coming out.
What I write here is not to be construed as a defence of the nefarious actions of Mr. Chandra Babu Naidu and his TDP Ministers.

KCR & Co. has threatened that KCR will undertake a fast in Delhi, to resist implemention of Sec. 8, Andhra Pradesh Bifurcation Act. Why? Doesn't he have any confidence on Governor? Is he afraid that, if he is indulging in corruption, illegal or unlawful activities, Governor will apply brakes to such corrupt, illegal, unlawful activities of TRS? Everybody knows that all is not well in allotment of lands to industrialists in Telangana. Mr. KTR is also accused of participating in land settlements. Telangana ACB has never bothered to look into them. Why singularly take up only one case of Cash for Vote Scam? Besides, there are accusations that Mr. Stephenson paid Rs. 12 million to get nominated as MLC. It is also said that KCR received Rs. 80 lacs, and the TRS intermediaries Rs. 40 lacs. It is alleged that Mr. Stephenson had to incur debts for paying this bribe, and that he initially tried to reimburse himself of his expenses, by selling his vote. It is said that the Gunman of Mr. Stephenson, brought it to the notice of the Telangana Government, when its ACB was said to have moved to bring him as a Prosecution Witness in the Cash for Vote Scam.

Suppose, let us visualise a situation, where Stephenson could get his MLC nomination without spending a single Rupee, probably he might not have fixed such a high price of Rs. 50 million and started with an advance of Rs. 5 million. He might have, at the most asked for Rs. 500,000/-.

MLAs, MLCs and MPs trying to get back their election expenditure through selling their votes for Councils, Rajya Sabha, etc. and if the amount so mobilised was inadequate, they also work as power-brokers to get things done in Government , on behalf of Corporate businesses and industries.

Mr. Chandra Babu Naidu might have committed some criminal offense in the Cash for Vote Scam. But then, there are enough reasons to suspect that TRS Government has also done some dirty work, in inviting Mr. Talasani Srinivasa Yadav, Mr. Tummala Nageswara Rao, Mr. Kadiyam Srihari into Cabinet. Whether there was a quid-pro-quo or not, Telangana ACB ought to have investigated, but it has not done it. Mr. KCR and his Government may be clean in inviting them and giving them Cabinet Posts. But KCR & Co. cannot be judges to decide on their own offenses. That investigation, and establishing the innocence of KCR & Co. is to be done either by a Central Govt. Agency or a Judicial Agency. If Mr. KCR is clean, he should have asked for a CBI investigation covering all the conversions (political) that have taken place in Telangana.

Truth or falsehood of all these allegations can be ascertained only if Central Government or Judiciary order an independent investigation. If necessary, Lie Detector Tests may have to be conducted on KCR (includes his dynasty proxies KTR, Harish Rao and Kavita), Chandra Babu Naidu (including his dynasty proxies Lokesh, Balakrishna), Stephenson, Mattaiah, Revanth Reddy, Talasani Srinivas Yadav, Tummala Nageswara Rao, Kadiyam Srihari, Governor himself (for blindly appointing Stephenson as nominated MLC), concerned bureaucrats in the Telangana Government who recommended Stephenson's name.

Desirability or otherwise of enforcement of Sec. 8 of the Andhra Pradesh Bifurcation Act 2014, is only a tip of the ice-berg. This Section 8 had a limited geographical purpose of ensuring that there is impartiality of Police, in HYDERABAD CITY ONLY. Then, it has a time limit of just ten years, i.e. till such a time the Residual Andhra Pradesh shifts it Capital to some place in RAP. These two limitations should have made KCR & Company very happy, because it relieves them of their burden of administration of Law & Order in Hyderabad, at least for ten years, so that they can concentrate on development of Hyderabad and Telangana. KCR & Co. should have requested for creation and deployment of Central Government Police, and take over the expenditure and responsibility of Law and Order in Hyderabad.

At present, State Police Stations and State Police Officials have a monopoly on all cases and crimes in the State. Unless a bribe is paid nothing really moves. If Police drag on in registering FIRs, the hapless victims have no place to go. Though, theoretically, victims can file a private case in Magistrate Courts seeking a direction to the Police, and sometimes it works, very often it does not work, because people have to pay push-money, chase-money everywhere.

There should be somebody in competition with the State Police to take up the FIRs. If there is a Central Police, and if there are Central Police Stations everywhere, aggrieved persons can lodge their FIRs with either of the two or even with both. This is not waste of resources. Monopolies never really help, whether in the arena of markets or in the area of Policing.

If there are going to be disputes between the State Police and Central Police, Judiciary can adjudicate and pass appropriate orders against both, in such a way that justice is done to the victims.

This is not going to lead to waste of resources, or multiple agencies. India is a highly populated country. There are also no signs of its being actively controlled. Establishing additional Police Organisations will only bridge the continuously neglected shortfalls.

It is said that Union Water Minister Ms. Uma Bharati has promised to deploy Central Industrial Security Force (CISF) to enforce law and order in the administration of gates of Irrigation Projects. She should have done it long back. Let us hope that it will not be an empty promise. If there is a Central Police, and Central Police Stations which specialise in examining law and administering law (not just using fire-arms and lathis), we can expect them to act lawfully.

CONCLUSIONS:

1. Need for Constitutional Amendment to make Law & Order a Concurrent Subject.

2. Need to establish full-fledged Central Police, Central Police Stations to compete with State Police Stations.

3. Authority to Central Police Stations to accept FIRS, investigate, file charge sheets, prosecute, a la the State Police.

4. Additional Police to Judiciary, to enforce Judicial Orders and Decrees.

All the leaders apart from BJP and Congress bosses, including MPs and CMs of Regional Parties, knew at the time of bifurcation, it was not possilble to grant SPECIAL STATUS to Andhra Pradesh. They also knew that other States have a genuine claim, some of them are really more backward than A.P., to demand Special Status for themselves. But, the question, is why did they all allow the United A.P. to be cut into two, ignoring consequences? Why did the Regional Parties remain silent spectators?

When leaders make false promises, without knowing that they were making false promises, it becomes only misrepresentation.  But if leaders make false promises knowing pretty well that it is not possible (Not possible because other States will object, and because giving Special Status to one State, just for the sake of bifurcation), then it becomes a fraud, and the leaders will be guilty of cheating.  Mr. Venkaiah Naidu and Mr. Arun Jaitley are advocates and professionals.  They must know, when they make impossible promises.



If truth must prevail, we have to recognise that it will not be just to grant Special Status only to Andhra Pradesh, ignoring the claims of all other States. If Special Status is granted to every State, then the meaning of Special Status will be lost. In Telugu, we have a proverb: ' mandi ekkuvaitE majjiga palca baDatAyi. मंदि ऎक्कुवयिते मज्जिग पल्च बडतायि. మంది ఎక్కువైతే మజ్జిగ పల్చ బడతాయి. ' English meaning: If number of people (to share) goes up, the buttermilk (served to them) will become thin, i.e. water will have to be added. हिंदी मतलब: (पीने वाले ) लोग ज्यादा हो गये तो लस्सी भी पतला हो जाय । (मतलब - पीने वाले लोग ज्यादा हो गये तो, लस्सी में पानी जोडना अवश्य हो जायॆगा।

Mr. Venkaiah Naidu knows that sustainable self-development is more important than sustainable development of Nation or State. In the end, people will get sethAri on their head.

The post of Mr. Parakala Prabhakar, Special Advisor to A.P. Government, costs a lot for the starving exchequer of the State of Andhra Pradesh. A.P. Government should abolish this post immediately and save approx. Rs. 5 million per annum to the people of Andhra Pradesh. While appointing Mr. Prabhakar as Special Advisor, Mr. Nara Chandra Babu Naidu might have had great expectations. I do not find fault with Ms. Sitaraman and Mr. Prabhakar; they are too small a cog in the BJP machine.

Mr. Nitin Gadkari is India's 2015 Roads Minister.  Former President of BJP.  Said to be one of the think-tanks of BJP and confidants of Mr. Narendra Modi, of course after Mr. Arun Jaitley and Manohar Parrikar.

Knowledgeable readers know that Telangana State Govt. of K.C.R., K.T.R., Harish Rao, Kavita - family, and their cronies have unleashed a vindictive oppressive rule against the people of Residual Andhra Pradesh who come and go to Hyderabad, because it was their combined State Capital and is to continue so for another ten years.  As a part of that cruel action plan of theirs, they have started levying heavy road taxes on the buses plying from the Districts of Residual A.P.   As per their unilateral orders, bus operators registered in A.P., and plying to Hyderabad to carry people have to pay as much as Rs.176,000 per bus, per month.   The matter, is of course, sub judice.  We shall not, therefore, touch upon the justification or unjustification in a strictly legal view of their action.


The bus operators, will ultimately pass on the burden to the unfortunate people of Residual Andhra Pradesh who travel to Hyderabad for numerous purposes such as small jobs, visiting native places for festivals etc., apart from visiting the Offices of the A.P. State Government in Hyderabad as common Capital.


What Mr. Nitin Gadkari is reported to have said as per media:

"The decision to impose entry tax on AP vehicles entering into TS is within the jurisdiction of TRS Government. Centre can't interfere in the decision..."

1. I do not wish to say that Mr. Gadkari is a fool.  His words are foolish.


Reasons:


1. The increase made by Telangana Government hurts not only Residual A.P. Bus Operators, but also the COMMON PEOPLE who have to pay the increased fares, who travel under a compulsion to earn their livelihoods.

2. Telangana registered Bus Operators will not pay this tax, and they will have a competitive advantage.  In other words KCR & Co. wants AP bus operators to close down their shops, and that Telangana Bus operators to have a monopoly on buses plying to A.P.


3. All India B.J.P. and Congress have collusively and conspiratarily divided the United Andhra Pradesh for their selfish reasons.  Mr. Gadkari was also a part of that collusion.


4. Foreseeing the evil motives of KCR & Co., the people of Residual Andhra Pradesh wanted Hyderabad to be a Union Territory and common Capital for a few years till Residual A.P. settles with new Capital.  The BJP-Congress conspirators did not allow the just demand of Union Territory status to Hyderabad, but condescended to allow Hyderabad to be a common Capital for 10 years.


5. KCR & Co. does not want to wait even these ten years!  They want to drive out the people of Residual A.P. from Hyderabad by making their entry and existence impossible.   We can compare the conditions which KCR & Co. is creating to the conditions which Pakisthan has created for Hindus in West Pakisthan.  The idea of KCR & Co. is that:  the people of Residual A.P. who live in Hyderabad should be forced to sell their homes and flee back to Andhra like the Hindu refugees of the 1947 partition.  Just as Pakisthani Muslimis occupied the homes abandoned by Pakisthani Hindus, KCR & Co. and its supporting builder mafia want to buy properties of Residual AP people cheaply, or if possible, occupy them.


6.  Govt. of India appointed a common Governor for both the States, to clear the apprehensions in the minds of the people of the Residual A.P.   But the common  Governor proved to be a silent spectator.   Common Governor should have been proactive in preventing these oppressive actions of Telangana Government.  Unfortunately, he is busy visiting temples.  The Central Home Ministry who has to oversee all the arrangements to protect the migrants in Hyderabad does nothing concrete, in action.   That part, we shall take up in a separate blog.


7.  Mr. Gadkari should be able to visualise future.   People from all over India go to Mumbai and try to eke out their livelihood there.  Suppose the Maharashtra Government levy heavy road tax on buses plied by Non-Mumbai operators?  Mr. Gadkari as he is from Maharashtra, he will love it.  But how does Mr. Nitish Kumar, Mr. Shivraj Singh Chauhan, Ms. Vasundhara Raje think of it?

One must have an All India look.  If taxation on buses is a State subject, an exemption can be given to inter-State buses.  Or some other preventive process to reduce oppressive behaviors can be found.    Centre, is already eager to use ordinances, bye-passing the Parliament.  Centre can to start with, issue an immediate ordinance, followed by a bill in the next Session of Parliament.

All India BJP leaders should realise that providing justice is more important than, stabilising BJP in Telangana.


TAIL PIECE

Mr. Gadkari has begged the People of Telangana to elect a BJP Government in next Elections. 

Justifying the cruel-vindictive high road tax levied by Telangana Government, stating that Road Tax is a State subject, Mr. Gadkari is trying to win support of Telangana people.

Suppose Gadkari comes to Residual Andhra Pradesh, what will he say?  He will not raise this road tax issue.  He will say that there are strong bonds between Satavahanas of Paithan (Prathishtanapuram in Vidarbha) and Satavahanas of Dhanyakatakam (Dharanikota- Amaravati) AP's new Capital.

In Telugu language, we have a proverb: E roti daggara A pATa pADaTam.  Approx. English meaning:  In old days when there were no rice mills and flour mills, paddy and grain used to be dehusked and pounded with pestles in mortars.  Women used assist one another in the village, either freely as neighbourhood help or work for  labour charges.   Whatever it was, while pounding grain with pestles women used to sing folk songs.  Sometimes, these songs used to differ from one home to another or from one street to another.  Women used to change their songs and tunes wherever they went depending on the houses, streets, localities, castes etc. 


Political leaders are very adept in this.  In 2014 General Elections, when Mr. Narendra Modi visited Tirupati and Guntur in Residual Andhra Pradesh, he said that Andhra Pradesh was made orphan by the Congress Government, and promised the voters of Residual A.P., everything under the sky.

What were the special circumstances under which they (BJP) got passed the most unjust AP Reorganisation Bill (full of loop holes according to him)? Had BJP not prodded Congress to push through the bill, it would not have gone ahead with the bill. Even assuming that Congress went ahead with the bill adamantly and vehemently, what prevented BJP from voting against the bill, stating its stand very clearly that it would present a defect-free amicable reorganisation bill after coming into power in the 2014 May General election, which was not far away? Why did BJP drive Congress so rashly and rudely? Assuming that BJP supported small states, then why it did not support the cause of Statehood for Vidarbha? Is Vidarbha's cause not worth taking up?

Mr. Venkaiah Naidu used the proverb: dunnapOtu InindanTE dUDanu kaTTEyamannaTlu kondaru mATlADutunnAru. Approx. English for this: Some people are speaking as though they were asking the people to tie the calf to the pole, when they were told that a male-buffalo gave birth to the calf.

This proverb actually applies to BJP itself. BJP and Congress have colluded in cutting the throats of SImAndhra people, so as to derive political benefit in Telangana. While the strategy backfired on Congress, BJP made itself cosy, cuddling with Mr. Chandra Babu Naidu in Residual A.P. In Telangana, BJP's hopes went awry (गडबड, टेढा हो गया).

There is also another proverb which applies to BJP: 'tADi ceTTu endukekkAvurA anTE, dUDa gaDDi kOsam annADuTa.' English purport: A person climbed a toddy palm (presumably for toddy). He replied that, he climbed it, to gather grass for a calf.

BJP, now, wants to renege back (वायिदा करके मुकर जाना) from its promise of giving special status to Andhra Pradesh, as promised by them at the time of separation, whatever be the reasons. In the new proposed amendments to A.P. Reorganisation Act, they will include some escape clauses to avoid the grant of special status to backward areas of A.P., and substitute it with some other vague promises.

Alloting Andhra MP to TS and Telangana MP to A.P. is just a lame excuse and noose.

"We have no objection to stop the amendments if people object." --Mr. Venkaiah Naidu should have done it at the time of forced separation, when the United Andhra Pradesh Assembly objected to it.

People of A.P. would not have objected to division of A.P., if it was done amicably, using fool-proof bill. Both BJP and Congress wanted to embrace KCR by pleasing him. He used them (like concubines-- this may be an unparliamentary phrase and may even insult professional sex workers. Hence I am not using it.), and abandoned them like garbage. Now, because of the dictatorial and whimsical ways of both Mr. K.C.R. and Mr. Chandra Babu Naidu, people of both Telangana and Residual Andhra Pradesh are being boiled like little rabbits caught in a washerman's cauldron (हंडा, कडाई).

Now, that Mr. Venkaiah Naidu has received back his cherished Cabinet post, he can leave the people of Telangana and Andhra Pradesh to their own choices, instead of agonising them everyday with his words.

Where are the Rs. 1,000 crore (and another Rs. 1,000 crore to release after going back to Delhi) promised by Mr. Narendra Modi, our beloved Prime Minister, during his inspection of the Hudhud Cyclone catastrophe?  We hear that only Rs. 400 crore has been released.  Mr. Narendra Modi wants Indians to believe every word he says.   Shall we believe this word?

I am not a politician. I have nothing to do with Congress or BJP or any other party. I am writing this only out of genuine concern about the manner in which our rulers for their selfish purposes are making fools of people of India, (and of course people of Telangana and Andhra Pradesh).

2. B.J.P.'s role in this coercion is well-known. BJP prodded UPA rulers to push through the bill. Unable to bear the torture from TRS and BJP, and for its selfish political reasons, Congress went ahead with the defective ReOrganisation Bill in Lok Sabha and Rajya Sabha. BJP took credit for pushing through the bill in Parliament. Mr. Arun Jaitley, Ms. Sushma Swaraj, and Mr. Venkaiah Naidu bloated and boasted themselves with inflated claims of their achievement in bestowing Statehood to Telangana, without taking care of the genuine concerns of the people of the Seemandhra.

3. Mr. Narendra Modi was already a PM candidate when the A.P. Reorganisation Bill was passed in Parliament. It was true that he was not an MP when the bill was passed. But at the same time, as a key member in the decision making organs of BJP, he had a responsibility to oversee that BJP supported it only if the Bill was free of loopholes. He knew that granting "special status" and "special packages" to Andhra Pradesh would be objected to by other States, particularly other backward States. Their objections will also be genuine because many States in India are as backward as or , more backward than Telangana and Andhra Pradesh. Giving special packages and special statuses to A.P. and Telangana was not possible. For understanding this, no special acumen or IQ is necessary. In his election speeches in both States, Mr. Narendra Modi made lofty promises, though, of course, he did not make an express promise of special status. It would have been very honest and sincere on the part of Mr. Narendra Modi to tell his colleagues Ms. Sushma Swaraj, Mr. Arun Jaitley and Mr. Venkaiah Naidu, not to make false promises, and also not to drive Chidambaram-Jairam Ramesh-Manmohan Singh Company make false and vague promises, make vague provisions such as Governor's supervision on law and order in Hyderabad. Consequently, both NDA and UPA made false promises and pushed through the bill, though it may not be with absolute dishonesty, but with near-dishonesty.

Now saying that A.P. Reorganisation Act 2014 is full of loopholes, is nothing but sheer opportunism. All the four (dushta?) chatushtayam (Mr. Narendra Modi, Ms. Sushma Swaraj, Mr. Arun Jaitley, and Mr. Venkaiah Naidu + Mr. Chandra Babu Naidu) have a duty to apologise to the people of Andhra Pradesh.

ఈస్థితిలో విజయవాడ గుంటూరులపై అదనపు భారాన్ని మోపటం ఏమాత్రం సమంజసం కాదు.

ఇప్పటికే విజయవాడ , గుంటూరు, అమరావతి, మంగళగిరి, తెనాలి మధ్య వ్యవసాయభూములను దున్నేసి ప్లాట్లు వేయటం గమనార్హం.

గిద్దలూరు, న్యూస్ టు డే: గిద్దలూరు నంద్యాల మార్గంలో బోగద సొరంగం వద్ద ఆదివారం మధ్యాహ్నం బెంగుళూరు నుండి పూరీ వెళ్తున్న గరీబ్ రథ్ రైలు కొంతసేపు నిలిచిపోయింది. జీ5 ఏసీ భోగీలో (ఏసీ భోగం ఉంటుంది కాబట్టి భోగీ అంటున్నాను) ఏసీ గాలి వెనక్కిరావటంతో ప్రయాణీకులు ఆందోళన చెంది ఛెయిన్ లాగారు. దాంతో రైలు నిలిచి పోయింది. అనంతరం కొందరుప్రయాణీకులు భయపడి రైలునుండి క్రిందకు దిగారు. వెంటనే గార్డు బోగీ వద్దకు చేరుకుని ప్రమాదమేమీ లేదని ప్రయాణీకులకు చెప్పి బోగీలోకి ఎక్కించారు.

అక్కడ నుండి గార్డు తన బోగీ వద్దకు వెళ్ళే లోపే వాకీటాకీ సిగ్నల్ పనిచేయకపోటంతో డ్రైవర్ రైలును పోనిచ్చేశారు. కింద ఉన్న గార్డు సొరంగం నుండి రహదారికి చేరుకుని అక్కడనుండి దిగువమెట్ట రైల్వే స్టేషన్ మాస్టరుకు సమాచారం అందించారు.

దిగువమెట్ట రైల్వే స్టేషన్ కు మధ్యాహ్నం 12.45 కు వచ్చిన గరీబ్ రథ్, గార్డు వచ్చేంత వరకు ఆ స్టేషన్ లోనే నిలిచి పోయింది. గార్డు వచ్చిన అనంతరం, మధ్యాహ్నం 1.30కి అక్కడ నుండి ముందుకు కదిలింది.

వీటన్నిటినీ దృష్టిలో ఉంచుకుంటే, ఏదో ఒకరోజుకి రాయలసీమకి ప్రత్యేక రాష్ట్రం ఇవ్వటమే, రెండు ప్రాంతాల వారికీ (కోస్తా, రాయలసీమ) శ్రేయస్కరం అని ఋజువవుతుంది.

తెలంగాణ వోట్లు, సీట్లు లేకుండా తాము అధికారం లోకి రాగలము అనే నమ్మకం బిజెపికి ఉండి ఉంటే, బిల్లును అడ్డుకొని, వంద రోజుల తరువాత రెండు పక్షాలకు న్యాయం కలిగేలా విభజన చేపట్టేది. ఆ కోరిక, తీరిక, ఓపిక బిజెపికి, మోడీకి లేవు.

తెలంగాణ 60 ఏళ్లు ఆలస్యం కావటం వల్ల నష్టపోయింది సీమాంధ్ర ప్రజలే కానీ తెలంగాణ కాదు. ఈ 60 ఏళ్ళలో హైదరాబాదు లో పెట్టబడిన పెట్టుబడులలో కొంత భాగమైనా సీమాంధ్ర పట్టణాలకు చేరి అవి అభివృధ్ధి చెంది ఉండేవి.

చంద్రబాబు లాంటి తెలివితక్కువ నేతలు హైటెక్ సిటీని హైదరాబాదులో స్థాపించి పొరపాటు చేశారు. అలా కాక అన్ని ప్రాంతాలకు అందుబాటులో ఉండే ఏ నాగార్జునసాగర్ లాంటి చోట స్థాపించినా సరిపోయేది. లేదా మూడు హైటెక్ సిటీలు స్థాపితం అయ్యేవి. సినిమా రంగం ఆనాడే హైదరాబాదు, విశాఖ, తిరుపతి మధ్య విభాగితం అయ్యేది.

1972 లో సీమాంధ్ర ప్రజలు జై ఆంధ్రా ఉద్యమం చేశారు. తెలంగాణ నేతలు విభజన మాకు వద్దని అడ్డుకున్నారు. దీని వల్ల 1969 లో తెలంగాణ వారు చేసిన ఉద్యమానికి చెల్లుకు చెల్లు అయిపోయింది.

1999- 2004 మధ్య బిజెపి ఆధికారంలో ఉంది. ఉత్తరాఖండ్, ఝార్ఖండ్, ఛత్తీస్ గఢ్ ల డిమాండ్ కన్నా జైతెలంగాణ, జైఆంధ్ర ఉద్యమాలు పాతవి. పాతసమస్యలను పరిష్కరించకుండా బిజెపి కొత్తరాష్ట్రాలను ఎలా చేపట్టింది? నిజంగా తెలంగాణ ప్రజలమీద, వారి ఉద్యమం మీద బిజెపి కీ సానుభూతి ఉంటే చంద్రబాబు వద్దన్నా, ఉత్తరాఖండ్, ఝార్ఖండ్ రాష్ట్రాలతో పాటు బిజెపి ప్రత్యేక తెలంగాణ , ప్రత్యేక ఆంధ్ర రాష్ట్రాలను ఇచ్చి ఉండేదే. బిజెపి కనీసం ఆదిశలో ప్రయత్నించలేదు. అపుడే తెలంగాణ బిల్లును తయారు చేసి ఆంధ్రప్రదేశ్ శాసనసభకు బిల్లును పంపి అభిప్రాయం కోరి ఉండాల్సింది. ఎందుకు కోరలేదు?

నేడు సీమాంధ్ర ప్రజలను ''అతి భీభత్సంగా తిడ్తున్న కెసీఆర్ '', ఆంధ్రప్రదేశ్ శాసన సభలో తెలంగాణను సమర్ధించే వాళ్ళను ప్రోత్సహించకూడదని ప్రసంగించాడా లేదా? తెలంగాణ ఉద్యమం 60 ఏళ్ళదని నమ్మేవాడు తెలంగాణకు వ్యతిరేకంగా అసెంబ్లీలో మాట్లాడ వచ్చా? మంత్రివర్గంలో స్థానం కోల్పోగానే ప్రత్యేక తెలంగాణ ఉద్యమం ప్రారంభించాలనే తపన ఆయనకు ఎలా కలిగింది?

వేయి మంది తెలంగాణ యువకులు బలి కావటానికి కెసీఆర్ అండ్ కో, కోదండరాం అండ్ కో చేసిన విద్వేషపూరిత ప్రసంగాలే కారణం. వారిపై చర్యలు తీసుకోకపోటం కేంద్ర హోమ్ మంత్రి, ఆంధ్రప్రదేశ్ ముఖ్యమంత్రుల తప్పు.

సీమాంధ్ర ప్రజలను కెసీఆర్ అండ్ కంపెనీ ఛండాలంగా తిడ్తుంటే బిజేపీ గానీ, మోడీగానీ, సుష్మా స్వరాజ్ గానీ, అద్వానీ గానీ, రాజ్ నాథ్ సింగ్ గానీ, వెంకయ్య గానీ ఎప్పుడైనా ఖండించారా? ఎక్కడైనా ఖండించారా? తెలంగాణ బిల్లును ప్రవేశ పెట్టమని వెంట పడ్డారే తప్ప, ఇరు వర్గాలకు ఆమోద యోగ్యమైన బిల్లును తయారు చేయించి, ఎన్ డీఏ బిల్లుగా గానీ, ప్రైవేటు బిల్లుగా గానీ ఎందుకు ప్రవేశ పెట్టలేదు? లోక్ సభ నిబంధనలు, రాజ్యసభ నిబంధనలు, ప్రైవేటు బిల్లులను, ప్రతిపక్షాల బిల్లులను నిషేధించవే?

భారతయుధ్ధం అయిపోయింది. అందరూ చచ్చారు. ధర్మరాజుకి పాపం అంటుకున్నదన్న భీతి పట్టుకుంది. (మొసలి?) కన్నీళ్ళు కార్చటం మొదలు పెట్టాడు. నారదుడు కర్ణుడి జన్మ వృత్తాంతం చెప్పాడు. ధర్మరాజు గారు, ఆడవాళ్ళ నోళ్ళలో నువ్వు గింజ దాగదని ఒక శాపం పారేశాడు. ఈసందర్భంగా అభినయించిన పశ్చాత్తాపంలో ఒక పద్యం క్రింద ఇస్తున్నాను. ఈ పద్యానికి జవాబుగా అర్జునుడు నీతి బోధ చేశాడు.

Sammakka Sarakka jatara, the principal fair of Telangana takes place every two years. Nearly 10 million attend the fair. During the year of no sammakka sarakka jatara, they can introduce a Soniamma Chinnamma jatara (or a Sonakka Chinnakka jatara or a Peddamma Chinnamma jatara), which will be a biennial event. The Telangana Government can allocate Rs. 500 million for that purpose. The Central Government, (often run either by Congress of Soniamma or BJP of Chinnamma) can also allocate another Rs. 500 million towards its share.

People of Seemandhra (residual Andhra Pradesh) can also attend the fair, since Soniamma and Chinnamma are leaders worth remembering.

8. ధనికులకు పేదలకు మధ్య పెరిగి పోతున్న సంపద, ఆదాయం అంతరాలు. Disparities in income and wealth. Increase in the number of billionaires. Impoverishment of poor.

9. కుల వ్యవస్థను నిర్మూలించలేక పోగా కులాల వారీగా టికెట్లు ఎందుకు పంచుతున్నారో. నేరగాళ్ళకు టికెట్లు ఎలా సంతోషంగా ఇస్తున్నారు? ధనవంతులకే టికెట్లను ఎందుకు అమ్ముకుంటున్నారు? పేదలకు ఎందుకు టికెట్లు ఇవ్వలేకపోతున్నారు? Not only failure to eradicate caste system but also both Congress and BJP distributing tickets on caste basis to criminals. WHY they are selling Party tickets to filthy rich? Why they are unable to select poor people as canddidates for Lok Sabha and Rajya Sabha?

10. జనాభాను ఎందుకు నియంత్రించ లేక పోతున్నారు? కాంగ్రెస్ బీజేపీల పాలనలోనే కదా స్వాతంత్ర్యం నాటికి ౩6 కోట్లు ఉన్న జనాభా నేటికి 120 కోట్లకు చేరుకున్నది. Failure to control population growth. During the rule of these two parties, India's population rose from 36 crore to 120 crore.

Why Congress and BJP were/are unable to take difficult decisions in these areas which are more crucial and critical than dividing a small fry like Andhra Pradesh? సీమాంధ్ర ప్రజలు ఎంతో శ్రమజీవులు, ఎన్నో నైపుణ్యాలు ఉన్నవారు. ప్రపంచంలో ఎక్కడైనా గౌరవప్రద ఉపాధిపొందగల శక్తిగలవారు. వారిప్పుడు ఉపాధి కొరకు హైదరాబాదుకి వెళ్తే రెండవతరగతి పౌరులుగా మాత్రమే కాదు, చండాలురులాగ జీవించవలసి ఉంటుంది. గతంలో వారు హైదరాబాదును ఎంచుకోటానికి కారణం అది వారికి రాజధాని కావటమే. ఇప్పుడు తెలంగాణతో ఉన్న బొడ్డుతాడును అసమర్ధ, అవినీతి మంత్రసానులైన సుష్మాస్వరాజ్, సోనియా గాంధీలు తెంచేశారు కాబట్టి, ఆంధ్రులకు ఎక్కడికైనా ఎగిరిపోగల స్వేఛ్ఛలభించింది.

People of Residual Andhra Pradesh are very hard workers. They are multi-skilled and diligent. They can get employment anywhere in the world. Earlier they chose Hyderabad, because it was their Capital. Now that, that umbellical cord has been cruelly severed by the crude obstetricians Sonia Gandhi and Sushma Swaraj, SEShAndhras will be free birds to fly wherever they want. Like the people of Arunachal Pradesh and the North East, we can now fly to New Delhi.

ప్రస్తుతానికి తమ తాత్కాలిక రాజధానిని ఢిల్లీలో నెలకొల్పుకోటం మేలేమో.

It seems desirable that the temporary Capital of Residual Andhra Pradesh is established in New Delhi itself instead of in Hyderabad.

శేషాంధ్ర శాసన సభ్యులు, ఎంపీల మధ్య సయోధ్య Need for co-ordination between and among M.L.A. and M.P.s of Residual A.P.

2014 ఎన్నికల తరువాత ఈసయోధ్య యొక్క ప్రాముఖ్యత పెరుగుతుంది.

The importance of need for this link will grow multifold after the 2014 elections.

మన అవసరాలకు ఢిల్లీపాలకులనుండి అడుక్కోటమో, లేక మనకున్న 25 మంది ఎంపీల అండతో డిమాండు చేసుకోటమో సరిగా చేసుకోవాలంటే, రాష్ట్ర శాసనసభ్యులు, ఎంపీలు ఒకే చోట ఉండటం మేలు.

It may become necessary to seek fund and resource support from the Centre. Earlier Andhra Pradesh M.P. were slaves of Nehru Empire or the N.T.R. family. We can now use the strength of 25 M.P.s as live wires. It will, therefore, be appropriate if all operate at one place for a few years to come.

కార్యనిర్వాహక ఉపరాజధానులు Executive sub-Capitals.

శాశ్వత రాజధాని ఎక్కడ అనే దాన్ని గూర్చి తన్నుకుంటు కూర్చునే కన్నా హైదరాబాదులో ఒక తాత్కాలిక కార్యనిర్వాహక రాజధానిని,
--కర్నూలు, వి-గుం-తె, విశాఖలలో శాశ్వత కార్యనిర్వాహక రాజధానులను నెలకొల్పుకొని, శాశ్వత అసెంబ్లీ, సచివాలయం, హైకోర్టు, మొ|| వాటికి కావలసిన మౌలిక ఇన్ఫ్రా స్ట్రక్చర్లను నిర్మించుకోవాలి. ఢిల్లీలో తరచుగా సమావేశమయే ఎం.ఎల్.ఎలు, ఎం.పీ ల సమైక్య కమీటీ ఈనిధులకై కేంద్రంతో పోరాడవచ్చు.
Instead of bickering and squabbling over the location of new Capital for the residual State of Andhra Pradesh, we can have the following arrangement.
We can have in Hyderabad one temporary Executive Capital, to coordinate with Governor. We can have three permanent Executive Sub-Capitals at Kurnool, Vijayavada, and Visakhapatnam. We should, at these sub-Capitals, create all the essential infrastructures like Secretariat, High Court, Assembly Halls. The coordination Committee of M.L.A.s and M.P.s meeting frequently in New Delhi can fight for obtaining funds from the Government.

ఇక్కడ నిర్మించుకునే మౌలిక సౌకర్యాలు రాష్ట్రాల శాశ్వత రాజధానుల స్థాయిలో ఉండాలి. ఏదో ఒకరోజు ఉత్తరాంధ్ర, దక్షిణాంధ్ర, రాయలసీమ మూడు రాష్ట్రాలను ఏర్పరుచుకోటానికి strategic planning వ్యూహాత్మక ప్రణాలిక అన్నమాట.

The infrastructural facilities we create in these three cities should meet the requirements of permanent State Capitals, so that, someday, we should be able to create all the three States of UttarAndhra, dakshiNAndhra, and rAyala Seema.
