1076 One elephant and two crocodiles-- Mr. Nara Chandra Babu Naidu's Saga


As on date, I am not a politician. Nor, do I have any plans to enter politics. Reason: Indian voters are not yet ready for Marxist Democratic politicians. Indian voters seem to follow the Telugu proverb: 'mabbullo nILLu cUsi munta volaka pOsukOnA?". English: Shall I spill away the water in my pot, seeing the aqua in Clouds? The voter says: "I must have something immediately. I cannot wait till your Communism / Marxism / True Socialism is implemented. You Serious Marxists promise "Removal of Private Property", which is not easy. Even bloodshed cannot usher in true total socialism.

Who looks like the legendary elephant? Which are the two crocodiles?


This cartoon is to be taken only in a lighter vein. I have no love or hate relationship with Mr. Narendra Modi, or Mr. Chandra Babu Naidu, or Mr. K. Chandra Sekhara Rao. They have their own merits and demerits.

All the three are masters in using harsh words against their political adversaries. Or else, they cannot communicate with Voters. Voters themselves do not have the capacity to demand more civilised and more meaningful discourses from the Leaders.

891 Mr. Nara Chandra Babu Naidu, Chief Minister of Andhra Pradesh (India), is too big for the people of Andhra Pradesh and probably India too


Mr. Nara Chandra Babu Naidu, the Chief Minister of Residual Andhra Pradesh, seems to be too big for the people of Anddhra Pradesh, and probably even for the people of India. He searches for collaborations with persons like with Mr. Dirk Hoke, CEO of Airbus, discussed on possible collaborations. (pic.twitter.com/WGdzjCrnDg), or shake his hands or legs with industrialists like Mr. Rahul Bajaj, or with Anne Cairns of MasterCard, or with Mr. Chambers of Cisco, or with Mr. Jonathan Woetze of McKinsey, or with Jan Suzuki, Teijin Ltd., or with Mr. Håkan Agneva of Volvo Buses, or with Stadler Rail Management.

Well, Mr. Naidu, is a Great Statesman, is entitled to his own ambitions, okay. But the people of Residual Andhra Pradesh are too poor. They have no such tall and high desires as collaborating with Great Corporations like AIRBUS or with Volvo Buses or with Stadler Rail Management.

All our desires and expectations are very very small. Our children in BC/SC/ST/poor students' Hostels, need some duppaTIs (bedsheets). They are sleeping on floors. Some mats can be supplied. In many hostels, not only is there no drinking water, but also water to bathe. They bathe every alternate day. Some of them defaecate in open. All our desires and expectations are very very small. "Let you have a thousand police men for your protection. But pl. save us from drunken hooligans entering College Hostel Rooms and behaving in a molesting manner. There are hostels which do not have windows, and toilet-doors.

In a disturbing incident in Andhra Pradesh's West Godavari, a girl was killed while her friend ended up being hospitalised after a drunk boy rammed his car into their scooty. According to police officials, the boy also sexually harassed the girls before the accident. An ANI report said that an investigation is underway to nab the accused. Mr. Naidu is thinking 24 hours, 7 days a week, 12 months in a year, about how to acquire land forcibly from farmers, and distribute them to Indian and foreign industrialists in the name of establishing industries. They take the lands, but avoid establishing the industries. While farmers lose lands, youth do not get employment as promised. Even if some units are set up and employment given, what will be the quality of employment? Remember what happened in Achyutapuram Textile/Garment SEZ which was leased out to some Gulf fellows (through Shri Lanka route) @ Rs. 1,000 per acre? While the Foreign Investors are squeezing every concession from the Central and the State Governments, why women are paid paltry wages? Why the floor Managers tap on toilet doors, when women go to toilets, to bring them back for work? Will the women workers sleep in toilets?

Question: When will Mr. Naidu, re-open the Godavari Dairy at Rajahmundry?

860 No need to break one's own head, or break others' heads for two hours everyday!


How can we distinguish between Mr. Narendra Modi, the Prime Minister of India, and Shri Nara Chandra Babu Naidu, Chief Minister of Residual Andhra Pradesh? Both claim that they are great hard workers. Both claim that they are incorrupt. Both dress immaculately. Both claim that they are great innovators. We can find, probably three differences:- 1. Mr. Modi claims that he has a 56" chest. Mr. Naidu does not make any such claims. 2. Mr. Modi does not blacken his hair. Mr. Naidu darkens his hair, but leaves his trimmed beard gray. 3. Mr. Modi rarely dos a volta facie. Mr. Chandra Babu Naidu does not mind doing a volta facie.

Shri Amit Shah, BJP All India President, has already confirmed that Mr. Modi will never take back his decision.

"... This is not a Manmohan Singh government... this is a Narendra Modi government and once he takes a decision, there’s no going back on it. ..."

"... The MPs should instead of complaining, they should convince their voters about the merits of demonetisation. ..."

Mr. Chandra Babu Naidu, wrote to Prime Minister, advising him to demonetize,-- on 12th October 2016. Mr. Narendra Modi fulfilled the wish of Mr. Chandra Babu Naidu on 8th Nov. 2016.

ON 9th Nov. 2016, Telugu Desam Party claimed "Victory for Chandra Babu Naidu over corruption".

There is no need break one's own head. Nor, there is a need to break others' heads everyday, conducting Review meetings, as if Bankers have no work, except attending Review Meetings.

Bankers are not fools. The problem with our beloved Prime Minister and Chief Ministers, is, they think otherwise i.e. Bankers are fools. Bankers bow and kneel to everything to PM and CMs say because the Bankers do not want to be ridiculed in Open Meetings. It is the failure of PM and CMs to utilise the creative capabilities of Bankers in a non-tyrannical non-despotic manner, by encouraging participative management.

ONE TEMPORARY, TENTATIVE, PROVISIONAL LOCAL SOLUTION for currency crisis



Mr. Chandra Babu Naidu is already exceedingly unhappy with Banks , particularly Public Sector Banks in Andhra Pradesh. They did not, in his view, co-operate with him in debt relief promised by him to AP farmers. They did not, in his view, take up tenant-financing on a very large scale. Now, they are not confiscating pos machines with merchants, and redistributing them to others, instantaneously.

Andhra Pradesh can make an SOS application to RBI through GOI, for establishing its own Bank, with say Rs. 1 billion as State Government's Capital. AP Government can everyday issue Usance Promissory Notes payable to bearer on the first of every month. They should have a validity of one month (or say max. three months). They should be valid only in the District of issue.

Alternatively, A.P. Govt's new Bank can issue post-dated cheques payable on first of every month. Once they are endorsed BLANK on the reverse by the payees (employees, pensioners, contractors, suppliers, etc.), they become payable to bearers. That means, they can be circulated just by delivery. They will become as good as currency notes. Only hitch will be: People should have trust on the State Government and its Bank. These also should be marked valid for one month (or three months) only. Circulation jurisdiction should also be made limited to one or two districts. Sub-Treasuries can also be authorised to issue this type of cheques payable at the new Bank.

Demand Promissory Notes payable to bearer become currency notes. They can be issued only RBI. Andhra Pradesh Government can also get this power / authority temporarily, by using good offices of Mr. Naidu with Mr. Narendra Modi, for getting an ordinance issued by President of India, later supported by a bill in both Houses of Parliament. As this is difficult, "Usance Promissory Notes payable to bearer" is a solution.

The Government of Andhra Pradesh can issue these notes to its employees, pensioners, suppliers, contractors. They can in turn get them exchanged with workers, employees, vendors, suppliers, as if the Usance Promissory Notes are valid for one month/three months, within Andhra Pradesh.

On due dates, Andhra Pradesh Government through its Sub-Treasuries /or through AP Government's newly established Bank, can honor the Promissory Notes by crediting presentor's accounts. They can also be paid in Local Clearing, when presented by Other Banks.

The newly established Andhra Pradesh Government Bank can extend loans to liberally to Tenant Farmers, DWACRA Societies, Self-Help Groups, Co-operative Societies and Co-operative Banks, wine shops and bars who are unable to buy/ lift liquor quotas from A.P. Beverages Corporation. The A.P. Govt. can also write off loans whenever it wants depending on elections. The new AP Govt. Bank can issue thousands and millions of POS machines to farmers liberally.

In this manner, Residual Andhra Pradesh Government can save itself from the headaches which Bankers are causing to it by their inefficiency.

839 Mr. Chandra Babu Naidu should stop riding over the backs of Public Sector Banks in Andhra Pradesh


One common factor Mr. Narendra Modi, our beloved Prime Minister of India, and Shri Nara Chandra Babu Naidu, our beloved Chief Minister of Andhra Pradesh share between themselves is, they cherish to ride over somebody else. While, Mr. Narendra Modi wants to pontificate to the Supreme Court Chief Justice, Supreme Court Justices, High Court Chief Justices, and Judges of States, Mr. Chandra Babu Naidu wants to ride over the backs of Public Sector Banks in Andhra Pradesh. Mr. Narendra Modi, soon after his coming to power, conducted a seminar for all judges in Delhi, and tried to impress upon them, so as to make them more ductile, malleable and pliable to the new BJP Rule. Mr. Nara Chandra Babu Naidu, frequently uses the monthly State Level Bankers' Meets organised under Lead Bank Scheme, to make the State Level Bank Bosses more ductile, malleable, and pliable. Though no judge in case of Delhi, and no banker in case of States have openly spoken about their resentment against political and bureaucratic intrusions into their terrains, strains can be read direct, or between the lines from the Media Reports.

Our Telugu newspapers and TV Channels have forgotten or deliberately omitted, to report the problems of Andhra Pradesh I.A.S./I.P.S. Officers, and the State Level Bankers, owing to long review meetings (a sort of lengthy haranguings?) by Mr. Chandra Babu Naidu. If any of the reporters care/cared to have at least an informal talk with the I.A.S./I.P.S. Officers and State Level Bankers, they MIGHT/WOULD have at least, off the record, expressed their dissatisfaction over the manner in which Mr. Naidu is hammering them with too-many, and too-long-hour review meetings video conferences / as well as personal-attendance jumborees, as a result of which the Officials are unable to attend to their legitimate duties prescribed by Indian Constitution, Indian Laws, various Government notifications and circulars.

If all their time spent in Conference Chairs, ears glued to what the CM says, with water bottles, and probably some cashew nuts to munch in front of them, by the time they go back to their offices (if they chose to go back to their office direct), or to their homes (if they chose to go back to their homes after the tedious-tiresome-monotonous-unilateral meetings, they will be ending with bloated stomachs filled with mineral water, some badam/cashew nuts/cookies and some intestinal gases. It is, none of our concern, after that, they may or may not be going to some night clubs or bars to unwind themselves from the morning's debacles / proceedings.

Deccan Chronicle News Paper Print Edition dated 23.11.2016, Page 1, has highlighted the problem with the heading CM MEETS, A PAIN. Lengthy talks make babus, bankers unhappy. I am unable to, at this moment, provide a link to this news report. I quote below some of the relevant things:

*A Senior IAS Officer said that the State Government has no role in banking affairs.

He said: There is no use holding meetings with local bankers and officials.

The bankers said that they have to act according to the directions of RBI,

Every meeting conducted by CM Naidu takes not less than four hours.

Monday's meeting took six hours.


CM trying to boss over Bank Officers, without any jurisdiction



Mr. Chandra Babu Naidu, also seems to have a habit of "instructing" State Level Bankers, for which he has no authority or powers. State Level Bankers are nodding to Chief Minister's utterances, only out of due courtesy, for the Head of the Government of the State.

NO LONGER, THE LURE OF FLIMSY, IMAGINARY DEPOSITS

Besides, earlier, State Government used to place some Term/Fixed deposits with various banks as "baits" and "lures". Now, as the State Government has transferred most of the funds in Term Deposits/ Bank Savings Accounts to GOVERNMENT PD ACCOUNTS OF TREASURES, State Level Bankers have lost their incentives to be the slaves of the State Governments. Earlier, Bankers used to be apprehensive that if they displease the Chief Ministers, the concerned State Govt. Departments may withdraw their Fixed Deposits. Now, there is no such fear.

NON-CO-OPERATION BY STATE GOVERNMENT IN RECOVERY OF BANK OVERDUES



Even in respect of the agricultural debt waiver scheme promoted by Andhra Pradesh / Telangana Governments, as the Governments have laid numerous impractical conditions for implementing the scheme, it appears that Banks are saddled with NPAs in respect of farmers who expected to get benefit, but could not qualify for the Debt Relief. In respect of these overdues, the State Government has at least a moral responsibility to help the Bankers in recoveries. Instead, Ministers of Andhra Pradesh seem to instigate farmers to question their Bankers.

RBI is the boss for BANKS IN ANDHRA PRADESH, NOT CM.



State Level Public Sector Bank Officers have to abide by the instructions received from their Central Offices, Reserve Bank of India. Even Government of India is not expected to directly instruct State Level Bankers. Central Government has to route its instructions through proper channel i.e. RBI, and the Central Managements of Banks, most of which are in Mumbai, and other Metros.

CM'S CONTRIBUTION TO CHAOS IN AND COLLAPSE OF, RURAL INSTITUTIONAL CREDIT DELIVERY AND RECOVERY SYSTEM



Mr. Chandra Babu Naidu, by asking farmers not to pay Bank Loans during his 2012 Election outings, has done great damage to the Rural Institutional Credit System in Andhra Pradesh and Telangana. So far, both the Telugu States have not recouped themselves from the damage caused by mass-defaults of farmers. It is a different thing if some debt-bitten farmers, or drought/flood struck farmers default in repaying their loans. Even those farmers who got good crops, good prices, good markets, defaulted, because Mr. Naidu had given a call.

POST-DEMONETIZATION SUFFERINGS OF FARMERS IN ANDHRA PRADESH AND TELANGANA



Now, after the demonetization by Mr. Narendra Modi, the sufferings of the poor farmers in Andhra Pradesh and Telangana aggravated. They are unable to pay wages to agricultural laborers, harvest-machine owners, rabi-seed suppliers, etc. because everybody insists on small denomination new currency. Mr. Chandra Babu Naidu's Assistants say that they have written many letters to RBI, seeking supply of notes.

when will new Rs. 500 notes appear in Andhra Pradesh?



But, not much seems to have emerged. RBI seems to have its own road map and schemes of priorities among States. Rs. 500 denomination new notes seem to have been released and reached in other States, while in Andhra Pradesh, we are not so far able to see them. Rs. 500 new notes could have eased the situation substantially. Mr. Naidu can ring up to mr. Narendra Modi, and Mr. Arun Jaitley, who are his pals, and Mr. Venkaiah Naidu, who is his bossom friend, to do something real.

Mr. Chandra Babu Naidu, on 10th September 2016, in a talk with Media took pride in not taking any dowry, when he married the daughter of Telugu Film Star, N.T. Rama Rao, Senior. His marriage day was celebrated with fanfare. On the occasion, he is reported to have declared "I have not asked for any dowry from NTR".

Is there anything to take pride in that? Did he marry a poor person's daughter? It is a custom in Indian wealthy families, to waive dowries, when brides are wealthy, and claim that they had an "Exemplary Ideal marriage" (Telugu: AadarSa vivAham), whereas it is a marriage of convenience.

He might have weighed great future prospects in marrying the daughter of a Super-Rich Film star, who has millions of fans, with future political potential. In a few years, Mr. NTR became Chief Minister of Andhra Pradesh. Mr. Naidu jumped from the Congress Party in which he was made a Minister at an young age, to his father-in-law's Party Telugu Desam. As long as Late NTR was CM, Mr. Naidu tried to drive the United Andhra Pradesh (figuratively a Vehicle) from backseat. It went on, till Ms. Lakshmi Parvati entered into the life of Late NTR, and took over the steering. Unable to endure the loss of 'de facto power' (de jurie CM was Late NTR), Mr. Naidu back-stabbed NTR and unseated him from the CM's throne. This is all history of the United Andhra Pradesh and the Residual Andhra Pradesh.

Did Mr. Naidu, marry his son Lokesh to a poor person's daughter? Ans: No, not at all. He got his son married, to the daughter of his brother-in-law, Balakrishna, s/o N.T. Rama Rao, Senior. True or not, it is possible, he might have taken into consideration, the aspect of "Retaining Wealth" in the same family. It will be like this: Mr. Bala Krishna's own earnings + Mr. Balakrishna's share of NTR's Estate + Ms. Bhuvaneswari's share of her father's property, all to be retained in the same family.

I do not find fault with Mr. Naidu for this method followed by Wealthy Indians, all over the country. It is a 'ghost' which haunts the Capitalist World, in which the landed castes of Andhra Pradesh, are small cogs in a big monstrous machinery.

I only pity them, because they do not know what they lose by being caught in Capitalism, and then pretending to be 'Ideal Humans' to be emulated by gullible persons.

This is no longer a private matter, because Mr. Naidu himself spoke to Media, for publicity or whatever be the reason, and the matter is now in public domain.

A Nation or a Province / Prefecture / State / County which wastes its resources can never prosper.

Most States in India are extremely impoverished, where people can never LIVE nor can DIE. It is an existence of bondage, misery, starvation and suffering. Yet, people in India never feel sad about their deprivation.

Mr. Nara Chandra Babu Naidu, the Chief Minister of Residual Andhra Pradesh, in India, has last month spent nearly Rs. 25 billion (Rs. 2,500 crore), on a River Water Festival called 'krishNa pushkarAlu', a twelve year bathing ritual in the River Krishna. Though some of the amount was spent on Public Works on the River Banks, such as for restoring ghats (rows of stairs), etc. , much of the amount was wasted. A rich country like Australia, Canada, Denmark or Norway-Sweden, does it, we need not grudge.

To understand the condition of poor in India, one or two examples of August 2016 will serve as a live demonstration:

Residual Andhra Pradesh does not lag behind in this type of live examples. Mostly, they do not get reported, because Media in Andhra Pradesh are engaged in blowing trumpets to the Ruling Party, with a hope that the Government will allocate them a few thousand yards/few acres of land in Andhra Pradesh Capital Region. There is an exception, Sakshi TV Channel, and Sakshi Telugu Daily. But, they are on the other extremity. Their promoters themselves are facing CBI Investigation for massive corruption.

According to News Reports Residual Andhra Pradesh State Government has sought permission of Government of India , for seeking a World Bank Loan of Rs. 7,000 crore (Rs. 70 billion or nearly $1.2 billion). But it appears that the Central Government has permitted Govt. of A.P., to apply only for Rs. 3,500 crore ($600 million).

Mr. Narendra Modi's Generosity to Vietnam


During his recent visit to Vietnam, the Prime Minister of India, Mr. Narendra Modi is reported to have offered a loan of $500 million to Vietnam, as a friendly gesture. Vietnam has long back parted away from the path of Communism. Its citizens, a la the Citizens of India, have developed / are getting trained in Western habits of Conspicuous Consumption, such as eating MCDowels Foods, as if they are fed up with local foods.

Had Mr. Narendra Modi given this $500 million to Residual Andhra Pradesh, and carefully monitored the proper end use of funds, by opening an escrow account with Reserve Bank of India, to be operated jointly by the Central and State Governments, there will not have been, any need for Andhra Pradesh to run to World Bank.

India and China seem to be suffering from a misconception that Nations can be tempted to join their bandwagon by offering loans. China and India seem to be competing with one another. China's situation is different. India's situation is different. India does not have a strong BOT, BOP. India is not a strong Nation in Exports of Goods. It has already fallen in a foreign investment trap (just like external debt trap). It is temporarily enjoying peace of mind, owing to depressed crude prices. Once the OPEC countries resolve their disputes and start curtailing Oil production, and the Oil pricees firm up, India will again run into difficulties.

Chandra Babu Naidu has allocated 200 acres at a nominal rate in Amaravati, the New Capital Region of Andhra Pradesh, to a University of Tamilnadu, by name "SRM University", for an ostensible purpose of setting up their Campus in the New Capital Region. Nobody knows, what were the hidden considerations which went into the deal. Now, one Shri Pacha Muttu, the Promoter of that SRM University is facing probe in Tamil Nadu for collecting nearly a billion Rupees promising Medical Seats.

788 Ms. Theresa May is likely to be harder/harsher than Ms. Margaret Thatcher


Ms. Theresa May, is the new Prime Minister of United Kingdom. Welcome. While no generalisations or pre-judgements can be made, there is a somewhat hackneyed maxim, which seems to be sometimes valid: "First Impression, is the, Best Impression". But, even first impressions can many times deceive. For that we have the maxims "APPEARANCES CAN BE DECEPTIVE. ALL THAT GLITTERS IS NOT GOLD". In my mother tongue Telugu, we have another maxim: "tellani vanni pAlu, nallani vanni nILLU kAvu." Approx. English Gist: All those which appear white in color, may not be milk. All those which appear black in color, need not be water". This proverb was of those days, when there were no synthetic milks or chemical milks. The proverb "FACE IS THE INDEX OF MIND" may also not reflect, a person's true personality.

Besides, what political leaders say, about anything need not be taken on their face value. They are intended for hoi polloi. Not for the consumption of leaders themselves.

Human Rights History or Record of Britain, was it ever clean? Only historians can tell. Even today, Britain has neither allowed freedom to all its colonial left over islands and territories, nor has it forgotten its ill-gotten colonial glories. Even Queen Elizabeth I seems to have encouraged British and European Pirates. Nor was she averse to slave trade. If everything was so pink and purple, why should there have been a struggle for American Independence culminating in its independence in 1776?

BRITAIN'S NEED FOR MORE FOREIGN IMMIGRANTS, BRINGING STASHED MOOLA INTO THE COUNTRY



Everybody knows that British Industries and Exports are stagnating. New scientific inventions which can be converted into EXPORTABLE COMMERCE are not taking place in Britain. They wanted Asian Immigrants into Britain, as domestic servants, cooks, hoteliers, menials. The British Masters enjoyed the low-paid slave-like services of the immigrants for decades. Then the immigrants became British Citizens, got their voting rights, and they have started influencing the vote-politics. Now, intolerance has begun.

While joining EU earlier, British rulers might have expected that their exports will grow multifold. But it did not happen. They found that both white Immigrants from Continental Europe, and the non-white immigrants from Asia and Africa were pouring through the tunnel Railway between France and England. Besides, Britain throughout its Colonial History was accustomed to giving orders from London. After its entry into EU, it had to taste the ignominy of receiving orders from the EU bosses and policy-makers from Bruxelles. It could not digest the very idea of becoming one of 35 odd countries of Europe, on par with Turkey or Romania. Britain wanted to control the world, as a joint-puppeteer of the United States. It could never reconcile to the idea of accepting the precepts of French and German Rulers. All this, culminated in the "yes" for Brexit Referendum.

If Britain, through its BREXIT wants to escape from the pangs of entertaining migrants, sharing spoils of International Commerce with EU Nations, nobody will stop it. Ms. Theresa May will have great responsibilities, strategies, and tasks to carry out, to steer Britain, out of its post-colonial mess. It is not going to be easy, for her, though she appears to be pragmatic and steel like her pioneer PM, Ms. Margaret Thatcher. This is because, quantitatively and qualitatively, the rot of Britain of 1980s was LESS, when compared to the BRIT ROT 2016. In 1980s Britain was not at the mercies of the wolves of Central-London Real Estate Speculators.

Will Ms. Theresa May open more Tax Havens like the Cave Man's Islands, British Virgin Islands? Will she invite and give shelter more economic offenders from non-Europe?

Mr. Narendra Modi has completed his 2016 July tour of the African countries. Whatever may be his goals in taking up the tour of African countries, I greatly appreciate his gesture. I do not know India's long term goals in Africa. Though as an Indian, I am not expected to write it so openly, yet I am taking some liberties. Mr. Narendra Modi seems to be competing with his Chinese counterparts, in wooing the African Nations. May be, he is expecting some support from African Nations in UNO General Assembly, when it reintensifies its efforts to get a permanent membership of Security Council with Veto.

What causes me some anxiety?


Though India boasts of comfortable foreign exchange reserves position, accumulated from inward foreign investments, and deposits from Non-Resident Indians, and PIOs (Persons of Indian Origin), in my humble personal view they are all volatile. In the context of some Brexit, or some other seemingly irksome International Market Crises, the Reserves may stand as some sort of barricade. But, when a real crisis comes, the Reserves may not last beyond one year. Hence, what is the use of offering loans, grants and donations from the too-thin-a-self-defensive-tool?

Offering loans and grants, may not really buy true friendships and loyalties. True friendships and loyalties are never exchanged for money. They are to be built over some decades, with mutual care and understanding of the problems of one another, forgetting racial backgrounds, religious backgrounds, etc. The only common facilitative factor will be the POVERTY OF INDIA AND THE AFRICAN COUNTRIES. India cannot afford to pretend to be a rich country, which is going to reach the Zenith of this Global Economic World.

India cannot absolve itself from its primary responsibility of promoting its exports, particularly VISIBLE EXPORTS, and HALVING its VISIBLE IMPORTS. Controlling India's population explosion ought to have been unquestionable the No. 1 Task, because a population under control can yield EXPORTABLE SURPLUSES and MITIGATE DOMESTIC SHORTAGES.

We know that African countries do not have the hard currencies like US Dollars, Euros to buy INdian goods. The aid, grants, loans offered by India helps the poor African countries to buy Indian goods, provided the rulers of those countries do not misuse them. If they misappropriate the funds, everything becomes "bUDidalO pOsina pannIru" (English: Floral perfume poured into ash). The timely Indian loans will work like a 'balm' or a 'pain killer', but lending per se, is not a real long term solution. The real solution is India should sit with every African country separately for several months, and work out lists of goods and services which can be bartered between India and Africa. For promoting India-African countries Counter-Trade, we can think of an Indo-African Counter-Trade Settlement and Clearing Bank.

Mr. Nara Chandra Babu Naidu, Chief Minister of Residual Andhra Pradesh State, India, visited Russia, to mobilise foreign investments, and seek assistance for building the new Capital for the State of Andhra Pradesh, at Amaravathi-Vijayavada-Guntur. Of course, the Commerce Minister Ms. Nirmal Sitaraman, Chief Minister of Maharashtra, Mr. Devendra Fadnavis were also present, at the inaugural ceremony of an International Industrial Exhibition named "INNOPROM- 2016" held in Russia. He seems to have invited Mr. Medvedev, the Russian Prime Minister, to visit Amaravati. The invitation seems to have been accepted by Mr. Medvedev. So far, so good.

I greatly appreciate the never-say-die spirit of Mr. Chandra Babu Naidu. Like a bee which collects nectar from a zillion flowers from thousands of trees, Mr. Naidu is visiting all the countries of the world with a focussed zeal.

But the problem is, the people of Residual Andhra Pradesh, though were poor in the past, are poor now, they were never beggars. Mr. Naidu, by his persistent and vehement begging all the 190+ countries of the world for investments and assistance to build capital, is making the People of Residual Andhra Pradesh a laughing stock. The people of Residual Andhra Pradesh were already irreparably hurt by both the top National Parties - the BJP and the Congress, who have quite unilaterally bifurcated the United Andhra Pradesh State in a cruel manner, closing the doors of Lok Sabha (Lower House of Indian Parliament), and making false impractical assurances in Rajya Sabha (Upper House of Parliament) without the Members of the House reading the contents of the Bill in depth. People of A.P. have not forgotten these insults. Now, these begging sessions and tours, by Mr. Chandra Babu Naidu all over the World, is adding more insults to the injuries of the People of A.P. The true feelings of the people of A.P., Mr. Naidu may not know, because he is surrounded by psychofants. Before being defeated by Late Mr. Y.S. Rajasekhara Reddy in 2004 A.P. Assembly Elections too, Mr. Naidu committed this type of mistakes, during his nine years tenure.

Mr. Naidu is neglecting the grassroots, while spending all his time abroad. When Residual A.P. State was formed in 2014, he could have immediately got a Cabinet Resolution passed for construction of Temporary Secretariat Building and a set of associate buildings for HODs at any place in the State. As it was only temporary, and nobody would have objected to it. To the same complex, he could have added construction of quarters for Officers and employees. Had he done this two years back, he could have saved millions of Rupees paid as rent for location of HODs in Vijayawada. Now, the State Govt. is paying Rs.30 per sq.ft rent per month for HOD buildings in Vijayawada. The State Govt. has also issued an order to arrange accommodation for residences of I.A.S. / I.P.S. Officers at rents as high as Rs. 40,000 per month! All this wasteful squandering of public funds could have been avoided, had Mr. Naidu acted with foresight. There is no alternative except to deduce that the real reason for the procrastination and undue haste-chase in shifting from Hyderabad to Vijayawada seems to be only Mr. KCR's threat to arrest Mr. Naidu in Hyderabad.

Who asked Mr. Chandra Babu Naidu for World Class Capitals? Did he conduct any Referendum? People want food, clothing to protect bodies from hot and cold climates, a dwelling to keep one's head under some roof, a little of education and health care, a little of old age security. None of these can be got by World Class Capital ! Above all, people want Peace of Mind ! Is peace of mind available in heaps in Singapore or Central London?

Today, all the villages, towns, and cities of Residual Andhra Pradesh are under the grip of "Telugu drunkurds", beating wives, children, and mothers at their homes. All the food prices having gone up, people are surviving on idlis and attus (flat pan cakes) cooked and served on wayside-carts. Even these idlis and attus are not genuine, because we cannot find blackgram lentils or greengram lentils in them. People are drinking adulterate tea, because most tea stals buy cheap tea powders to sell tea at affordable rates. We can't blame them also. People are wearing torn clothes. People cannot buy or take on rent houses with some water and clean toilets, because they are beyond their means. Only happy persons left in this State are TDP Ministers, MLAs, and the corrupt Govt. Officials.

783 A.P. High Court should be immediately established at Tirupati-Renigunta


Central Ministers in India, whether of UPA, NDA or Congress or BJP genre, have one typical habit of washing off their hands from problems, by passing on the buck to somebody else, and exacerbating the problems by neglect. There is also another tribe of Ministers and Chief Ministers in States, who allow things to decay for some years, suddenly wake up, and push everybody on the field to extremities. One such example of the first tribe is Mr. Sadananda Gowda, Union Law Minister. The example for the second type is Mr. Nara Chandra Babu Naidu, Chief Minister of Andhra Pradesh.

The problems of Residual Andhra Pradesh, the Union Government should have viewed and tried to solve with special attention, because it is the BJP and the Congress which have forcibly divided the United Andhra Pradesh, by passing Bifurcation BIll in Lok Sabha closing its doors, and TV Channel, and in Rajya Sabha, by making impractical assurances.

Neither the Lok Sabha Members nor the Rajya Sabha Members of both BJP and Congress seem to have read the contents of the Bifurcation Bill, but they chose to thrust it on the throats of the People of Residual Andhra Pradesh.

Having bifurcated the State in such China-butchery style, Congress has escaped from all its responsibilities, by losing power and by not getting the status of Recognised Opposition Party in Lok Sabha. BJP having come to power with full majority, now have an ethical if not legal duty to do justice to Residual Andhra Pradesh.

ABOUT BIFURCATION OF HIGH COURTS


BJP and the Central Govt. should have done the facilitating and follow-up work. Immediately after bifurcation became a reality, they should have requested the Supreme Court to take up the bifurcation of combined High Court, by separately allocating them funds of say Rs. 500 crore for construction of buildings, purchase of equipment, furniture, computer hardware and software, etc. etc. This they should have taken up on a war footing, and advised Mr. Nara Chandra Babu Naidu, Chief Minister of Andhra Pradesh, to take up construction of temporary HIgh Court Buildings at Tirupati, pending his long term dreams of Singapore, China, Japan, London, World Bank, what not investors coming and building some World Class Hell at Amaravati.

WHY THE URGENCY


Mr. Chandrasekhara Rao, his nephew Harish Rao, his son K. Taraka Rama Rao, his daughter Kavita have a nasty habit of making all sorts rabble-rousing comments about Prime Ministers, Union Ministers, Andhra Pradesh Leaders, his own Opposition Leaders in Telangana. The previous Congress Government at Centre failed to check them, and in fact helped them to introduce their family dynasty in Telangana State. BJP Government at Centre, and its supported common Governor for both the States, failed to rein in the KCR family, probably because BJP was hoping for an alliance with TRS, which did not anyway materialise.

The lawyers and Judges of Telangana State have grievances, some of which may be genuine. For example, in combined HIgh Court of both States in Hyderabad, 18 judges were said to be from Andhra Region and just 3 judges were said to be from Telangana Region.

KCR family has habit of igniting and enflaming REGIONAL HATRED, which can be as harmful as COMMUNAL HATRED. Once people get REGIONAL HATRED injected into their heads, even the instigating leaders will not be able to control them. The only solution for removing the Regional Hatred is, to eliminate Regional Injustices which might have arisen owing to faulty system of recruitments, selections, appointments, at various levels.

Mr. Sadananda Gowda, cannot just blame the Independence of Judiciary and the Collegium System for REGIONAL IMBALANCES, CASTE IMBALANCES, RELIGIOUS IMBALANCES, DIRECT RECRUITMENT VS. PROMOTION IMBALANCES etc. which might have arisen during recruitments and promotions owing to corruption and nepotism in State Governments, Central Government, Judiciary and Collegiums.

ROLE OF MR. CHANDRA BABU NAIDU


He is unnecessarily linking the establishment of A.P. High Court with the construction of World Class A.P. Capital by some Singapore Crocodile or Vulture.

I do not find fault with this, as I am too small a fry to do it and incur the wrath of Indians and Telugu people. After all, what for , we have an airport at RENigunTa (Tirupati)?

Yet, at the same time, won't it be apt that the Governor's Palace (rAj bhavan) of the Andhra Pradesh State, the new High Court of the State of Andhra Pradesh, if possible a South Indian Bench of the Supreme Court of India are established at RENi gunTa (Tirupati)?

On 3rd Oct. 2015 in post No. 577 we have again highlighted this "... If A.P. High Court and Raj Bhavan are established at Tirupati (Governors and Supreme Court Judges, High Court Judges love Tirupati), it would have saved millions of Rupees. ...".


A.P. State Government could have taken on lease in Tirupati a building of S.V. University or TTD for temporarily locating the A.P. High Court. Then, A.P. Govt. should have allocated some Govt. land for construction of permanent buildings for A.P. High Court, and requested in 2014 itself the Central Govt. to release funds for TEMPORARY Buildings, and for PERMANENT BUILDINGS.

After completion of World Class Capital at Amaravati Capital Region as per the dreams of Mr. Chandra Babu Naidu somewhere in 2025, the A.P. Government should have considered shifting of A.P. High Court to Amaravati, IF AT ALL NEEDED.

Tirupati-Renigunta though situated at a corner of the State, the People of Residual Andhra Pradesh visit the City regularly for having the vision of Lord Venkateswara. This is apart from Supreme Court , High Court, Lower Judiciary Judges, Governors, IAS-IPS Officers, Industrialists, Film Stars, Cricketers, who not? Location of High Court at Tirupati, might have to some extent satisfied the people of Rayala Seema who seem to have a feeling that injustice is being done to them by Chandra Babu Naidu though he belongs to Rayala Seema. Same High Court Buildings can be used for the needs of Rayala Seema State, when a separate Rayala Seema State is formed.

EVEN NOW IT IS NOT TOO LATE


A.P. Government can get on lease, a building from Sri Venkateswara University or T.T.D. for temporary location of A.P. High Court. Then, it should request Central Government , Supreme Court, the Chief Justice of Combined Hyderabad High Court to form the Residual A.P. High Court immediately, and shift it to Tirupati, new Temporary Campus. Simultaneously, A.P. Govt. should request Central Govt. for Rs. 500 crore for permanent A.P. High Court Buildings in Tirupati, and start their construction immediately.

NEED FOR TRIFURCATION OF RESIDUAL ANDHRA PRADESH


I have earlier suggested that Residual Andhra Pradesh should be divided into three smaller States for administrative convenience, to save expenditure on hiring helicopters, chartered aircraft, and also bring Government to the doorsteps of the people. Several States in North East, Himachal Pradesh, etc. will be smaller than Rayala Seema, North Andhra, South Andhra.

Central Govt. cannot evade its fecilitative role, because it is the BJP and Congress, it is the Central Government, it is the Lok Sabha and Rajya Sabha, which have imposed the punishment of bifurcation on the People of Residual Andhra Pradesh.

NEED FOR LEFTIST ALTERNATIVES


Somehow, I get an inescapable feeling that both Mr. Chandra Babu Naidu and Mr. Y.S. Jaganmohan Reddy are in the grip of Realtors, and land sharks. They are irreparable. By 2019, the people of Andhra Pradesh should explore Leftist Alternatives.

731 Part 2/10 of WHO SHOULD RANK WHOM? Should Prime Minister evaluate and rank MPs? Or the MPs should rank the PM? भाग २, कौन किसको मूल्यांकन करना ? భాగం 2/10 ఎవరు ఎవరికి మార్కులు వేసి ర్యాంకులు ఇవ్వాలి


Mr. Nara Chandra Babu Naidu, the Chief Minister of the State of the Residual Andhra Pradesh in India, is playing a ranking game. He wants to rank everybody for their performances. This type of RANKING GAMES may help him only in short run. In the long run, they may do greater damage to him, he will acquire more enemies. In blog post No. 555 (click-to-goto) we have discussed the question of "Who should rank whom?". In democracy, people elect their representatives, be they Members of the Legislative Assembly, Members of Parliament, Local Bodies, whatever nomenclature they are called. In countries like UK and USA also this happens. The People's Representatives in turn elect their Representatives in the second ladder upwards. This can go on to any number of levels in the ladder or the Triangle with voters at the base and the leaders at top. It is for the voters to rank their representatives. Representatives do not rank the voters. Nowhere in any democratic world it ought to happen. But it happens in Andhra Pradesh.

Voters of the respective constituencies have to evaluate their Representatives (M.L.A., M.P.s, Corporators etc.). If they wish to compare the performance of their Representatives with the performances of Representatives of other Constituencies, that they can do.

Now, what is happening in Residual Andhra Pradesh? Voters are not evaluating the performances of their Representatives. The Representatives who elect their leader, who eventually elect become Chief Minister or the Prime Minister are not evaluating the performance of the CM or the PM they have elected for the term 2014 to 2019. The elected Representatives have become stooges of the Chief Ministers or the Prime Ministers. The Chief Minister, who is supposed as a leader, to counsel his Ministers and MLAs who are running mafias of sand, liquor, granite mining, transport buses, educational mafias, extortions, is instead of discouraging them, and guiding them correctly, is playing a game of Ranking.

In the same manner, if the Chief Minister or the Prime Minister, is indulging in running mafias of any kind, the MLAs, M.P.s and the Cabinet Ministers are expected to counsel and guide the CM/PM in the right direction. Chief Minister or the Prime Minister, is just first among the equals. He is not superior to them. Not only in India, even globally, it must be considered as dangerous, to empower the Chief Ministers / Prime Ministers to have the prerogative of deciding who should , or who should not be in the Cabinet. If such pre-rogative is given, the CMs and PMs will become despots. The Members of their Cabinet will be shivering before the PMs/CMs, as any dissent will make the Cabinet members to be dismissed from the Cabinet.

This SHIVERING can take place even when there is only a slender majority for the ruling Party. This is because of the lacuna, of the Cabinet recommending a President Rule, Dissolution of Lower House, going for fresh elections. In India, there is a practice of Presidents accepting the Cabinet's recommendations for dissolving the Lok Sabha. This strange practice the Chief Ministers / Prime Ministers unchallengeable dictators. Reason: Facing Mid Term elections, no MLA / MP will like. Millions of bucks are to be spent in fresh elections. In hot summer, voters are to be approached door-to-door and votes are to be begged. Currency bundles, liquor bottles, and biriyani packets will have to be distributed. A threat of Mid Term Elections prevents the MLAs /MPs in revolting against their Chief Ministers / Prime Ministers. This possibility is not hypothetically. It is very much valid, and is happening in India.

Why are the Ministers and MLAs allowing themselves to be ranked by Chief Minister? Is it only because he allows them to run various businesses of amassing quick money and recoup/replenish themselves for the next round of elections? Or only because , the CM believes that they are all going to elect his son Mr. Lokesh as next Chief Minister of Andhra Pradesh, even while he is still alive?

The funniest part is, Mr. Chandra Babu Naidu is ranking even the Opposition M.L.A.s, and of course, placing them at the bottom of the heap.

One solution: Lower House of Parliament (in India: Lok Sabha at All India level, Legislative Assemblies at State Level) can be made PERENNIAL HOUSES Like the Upper Houses. Every two years, 1/3 of the House can be elected through rotation. Elected Members should have six year terms. 1/3 of the House can be elected by Geographical Constituencies instead of the present 100% by Geographical Constituencies. 1/3 of the House can be elected by farmers, allied-agriculturists, rural artisans. 1/3 of the House can be elected by Labor Unions of both Unorganised Sector and Organised Sector Workers. Implication of this arrangement for Indian Lok Sabha:

First rotation election: 500 members from Geographical Constituencies.

Second rotation election: 500 members from farmers, allied-agriculturists, rural artisans etc.

Third rotation election: 500 members from trade unions both of organised sector, and unorganised sector workers.

If the Govt. of Andhra Pradesh wanted to protect those who are raising fish tanks on Kolleru Lake near Denduluru and Unguturu in West Godavari District, it should have either taken up the matter in High Court / Supreme Court, or issued a suitable Government Order to the Divisional Forest Officer, to be lenient, and then face the court, when the matter reaches them. Why Mr. Chandra Babu Naidu is encouraging Denduluru MLA to insult Government Officers who do their duty? Earlier, the same Denduluru MLA is reported to have beaten an MRO handling sand reaches. Mr. Naidu has appointed an Enquiry Committee to investigate into the matter. What happened for it? Earlier, Mr. Naidu has ranked the Denduluru MLA, as a Top Performer ! Top performer in what?

PISCICULTURE KICKS UP CONTROVERSY

Context: Vigilance and Monitoring Committee Meeting presided over by Eluru M.P., Mr. Maganti Venkateswara Rao.

First, the Unguturu M.L.A. Shri Ganti Veeranjaneyulu expressed his grievance that Forest Officials were objecting to pisciculture at Poolla village.

The reply given by the Divisional Forest Officer in-charge Shri G. Shivasankar Reddy, and the reply of Denduluru M.L.A., and Government whip Chintamaneni Prabhakar, are worth noting.

"...Responding to it (Unguturu M.L.A.'s grievance), Divisional Forest Officer In-charge, G. Sivasankar Reddy said that they were not allowing any tanks against the norms for taking up fish culture in the area and added that they were not against any traditional fishing. He said that nearly 57 cases were booked so far, and added that they were facing in contempt of court cases if they were lenient towards commercial pisciculture in the area. ..."

"...Denduluru MLA and Government whip Chintamaneni Prabhakar wondered as to why trouble was coming up only in their area and asked the forest official not to trouble the farmers. He even asked the Official to protect the interest of the farmers if he wanted to continue to work and asked him to go away. ..."


This news seems to have been omitted to be reported by the pro-Government Telugu Newspapers and T.V. channels.

However, Sakshi Telugu Newspaper published some verbatim sentences of the Denduluru M.L.A. and the Forest Officer. These are worth noting. 703 Beget more children as advised by your Great Dynamic Chief Minister! जनाब चंद्रबाबु नायुडु साहॆब वोल् रहे हैं, आप ज्यादा बच्चों के पैदा कीजिये। తెలుగు వాళ్ళల్లారా, బాగా పిల్లల్ని కనండి.


It appears that the Chief Minister of Residual Andhra Pradesh, wants more slaves stripped of their creative abilities and dignity, whereas many things which are done by slaves can be efficiently got done with anthropoid robots, thus saving people from the ignominy of serfdom. True Socialism, which I promise and propose removes the Capitalism and its concomitant DRUDGERY सहवर्ती नीरस काम అనుబంధంగా వచ్చే బండచాకిరీ. There is a Telugu proverb which says "mandi ekkuvaitE majjiga palca baDatAyi. मंदि ऎक्कुवैते मज्जिग पल्च बडतायि. మంది ఎక్కువైతే మజ్జిగ పల్చ బడతాయి." - Approx. English Gist: When the number of people goes up (number of guests goes up), buttermilk gets diluted. This is based on the simple logic. When more and more guests come to dine, sometimes it may not be possible to replenish supplies owing to place, time, manner, cost logistic problems.

In four days, now our readers will find that Mr. Naidu is echoing what the preachers said !!! Context: He was preaching a group of athletes who met him at his Office, and some of whom prostrated before him, for his blessings.

In 1953-1956, when the Telugu people owing to their own misconceptions and prejudices went into a linguistic chauvinism and got separated from the erstwhile Madras State, local Telugu People, with Telangana and Andhra areas combined, were just 3.5 crore (35 million). Today, Residual Andhra Pradesh has a population of about 55 million. Telangana State has a population of about 4.0 crore (40 million). Where are the food grains for the additional 60 million?

QUESTION: MR. CHANDRA BABU NAIDU is raising the question of AGE-ING POPULATION?



Ans: The Ageing population in Europe, Japan, and China should not alarm us. Their problems are different from our problems.

Okay, let us assume Europe, Japan, ANZ (Australia-New Zealand), Canada, Russia and China are suffering from under-population, or Nobody-available-to-work Syndromes owing to ageing populations. Will they accept our excess populations at least even as casual laborers? No. They do not want to allow anybody from India to enter into their countries except ECONOMIC OFFENDERS like Lalit Modi, Mr. Vijay Mallya, with FAT money-laundered wallets !

ఎక్కువ మంది పిల్లల్ని కనాలి. Ekkuva mandi pillalani kanAli. (People should) breed more children.
ప్రస్తుత ఆధునిక యుగంలో ఒకే బిడ్డను కనడం ట్రెండ్‌గా మారింది. prastuta Adhunika yugamlO okE biDDanu kanaDam trend gA mArindi. It has become a trend to breed only one child in the modern age.
నేను కూడా ఒక అబ్బాయితోనే సరిపెట్టుకున్నాను. nEnu kUDA oka abbAyi tOnE sari peTTukunnAnu. I have also managed only with one son.
చాలామంది ఇప్పుడు పిల్లల్ని కనడం లేదు. cAlA mandi ippuDu pillalni kanaDam lEdu. Many people are not, now-a-days begetting any children.
చదువుకున్నవాళ్లు అయితే మరీ పెళ్లిళ్లే కూడా చేసుకోవడం లేదు. caduvukunnavALLu ayitE marI peLLiLLu kUDa cEsukOvaDam lEdu. Educated persons, more so, are not even marrying.
మరికొందరు ఎక్కువ మందిని కనడం అనాగరికంగా భావిస్తున్నారు. mari kondaru ekkuva mandini kanaDam anAgarikamgA bhAvistunnAru. Some persons are thinking that begetting more children is barbaric and uncivilised.
మన రాష్ట్రంలో ఏడాదికి ఎంత మంది మృతి చెందుతున్నారో, అంతే మంది పుడుతున్నారు. mana rAshTramlO EDAdiki enta mandi mriti cendutunnArO, antE mandi puDutunnAru. In our State, number of people dying and number of people taking birth are equal.
ఇంకొన్ని రోజులు పోతే పుట్టేవారి సంఖ్య తగ్గిపోతుంది. imkonni rOjulu pOtE puTTE vAri sankhya taggipOtundi. After lapse of some more days, number of people taking birth will go down.
ఒకే బిడ్డ నినాదాన్ని సృష్టించిన జపాన్‌లో ఇప్పుడు అంతా ముసలి వాళ్లే కనిపిస్తున్నారు. okE biDDa ninAdAnni srishTincina japAnlO ippuDu antA musali vALLE kanipistunnAru. In Japan, which has created the slogan of one child, only old people are found now.
వీలయితే ఒకరిద్దరిని ఎక్కువగా పుట్టిస్తే నష్టం లేదు. vIlaitE okariddarini ekkuvagA puTTistE nashTam lEdu. There will be no loss, if one or two more are given birth, if possible.
కానీ, అసలు పిల్లలు లేకుండా ఉండడం మంచిది కాదు. kAnI, asalu pillalu lEkunDA unDaDam mancidi kAdu. But, it will not be good, to have no children at all.
పిల్లల్ని కనాలి, అలాంటి అవసరం ఇప్పుడు వచ్చింది. pillalni kanAli, alAnTi avasaram ippuDu vachchindi. Children should be bred, that necessity has arisen now.
ఇప్పుడు పిల్లల సంఖ్య తగ్గితే భవిష్యత్‌లో అందరూ ముసలి వాళ్లే ఉంటారు. ippuDu pillala sankhya taggitE bhavishyat lO andarU musali vALLE unTARu. If the number of children falls now, in future, there will only be aged persons. తద్వారా వారు పనులు చేయకపోవడంతో రాష్ట్ర అభివృద్ధి కుంటుపడుతుంది. tadvArA vAru panulu cEyaka pOvaDamtO rAshTra abhivriddhi kunTu paDutundi. By that, as they do not work, State's development will get retarded. కనుక అందరూ ఎక్కువ మంది పిల్లల్ని కనాలి. kanuka andarU ekkuva mandi pillalni kanAli. Hence, all should beget more children.


Mr. Chandra Babu Naidu is reported to have said:

"...During my earlier stint as Chief Minister, I advocated family planning, women empowerment, and adult literacy. But now, the country is projecting a different picture, and AP is no exception. The drop in population will create more problems, especially in the human resource segment. ..."

"...China once advocated one-child policy, changed it and introduced two-child norm. ..."

"...Japan is facing a peculiar problem as the percentage of old people is on the rise while the newborns are considerably low..."


Ans: Though, in his earlier stints as CM, Mr. Chandra Babu Naidu advocated so many things like family planning, women empowerment, adult literacy, he achieved NOTHING. They were just speeches.

Proof: 1. Population of Residual A.P. is bursting at its seems. 2. If Women Empowerment is a success, there would have been no need for Mr. Naidu to promise loan waivers to DWACRA Women. 3. Adult Literacy, the achievements of A.P. are not in any way spectacular.

The apparent problem seen by Mr. Naidu and Mr. Modi, in Human Resource Segment, is a figment of imagination of the Capitalists who want labor at dead cheap rates, BELOW SUBSISTENCE.

In Capitalism, Governments and Rulers are slaves of Capitalists. The Rulers are under a bondage to Capitalists to supply labor at cheap rates. In True Socialism, there will be no place for Capitalists. Hence, there will be no bondage to supply labor at cheap rates. On the other hand, IN TRUE SOCIALISM, there will be a responsibility for the State, to arrange FREE ASSURED FOOD, CLOTHING, SHELTER, OLD AGE SECURITY, EDUCATION, HEALTH CARE, and anything else VANILLA.

At times, State may find it very difficult to provide even these basic needs to the entire population, owing to its OVERSIZE. Hence, there is GREAT NEED for population control. Beside, there is a promise to treat every member of the population equally. That means OCCUPATIONS INVOLVING DRUDGERIES AND HAZARDS are to be shared by all the citizens. Even a Judge has to clean his own clothes.

A SUB JUDGE ASKS AN OFFICE ASST. TO WASH HIS INNER CLOTHES



This happened Satyamangalam, Western Tamil Nadu. A Subordinate Judge, asked his Dalit Office Asst. to wash his inner clothes. On 4th March 2016, DeccanChronicle.Com published this newsreport. Link: Click to go to DeccanChronicle.com . We should be grateful to the DC for publishing this valuable news. The Sub-Judge gave a letter dated 1st March 2016, to the Asst. In the letter, the sub-judge is reported to have mentioned:

"...You do not properly wash the clothes put for washing in the house of the sub-judge. Especially, you feel very embarrassed to wash the inner garments and throw them away. When the officer and his wife questioned you about it, you talked back. Hence, you should respond within seven days as to why should disciplinary action not be taken against you. ..." When contacted, office assistant, Vasanthi told DC that she had been asked to wash the clothes, clean the dishes in the house of the sub-judge. "...On February 1, the sub-judge asked me to wash his inner garments. But I refused. So, he and his wife asked me to get out of the house. Then, he asked me to give an explanation within seven days...". Vasanthi said, in her taped conversation with DC. The office assistant had to finally tender an apology and get back to work at the sub-judge’s house. "...I have to save my job. So, I gave an apology and rejoined work. ..."


Mr. Chandra Babu Naidu, during his 2014 Election Campaign, promised an unemployment allowance of Rs. 2,000/- to Unemployed Youths in Andhra Pradesh. He is completing his two years in Office. Where are the Rs. 2,000/- per month?

Suppose people get more children, as advised by Mr. Chandra Babu Naidu. What will he promise them? Work as Coolies where?

Context: Mahabharata's Kurukshetra war had ended. (covered by Volumes 5, 6, 7, 8, 9, 10, 11). Millions is an exaggerated number. But thousands of soldiers, elephants, horses perished in the war.

Now, the time has come to share the spoils of the war i.e. the wealth which is left out. The Emperor YudhishThira alloted big buildings in the Capital Hastina pura, which were earlier occupied by Kaurava Princes,-- to Pandava Princes.

This verse in the Telugu prosody sIsam consisting of a main body consisting of four feet, and a supplementary verse of four feet, describes the palace of Suyodhana (derogatively referred to by priests and discoursers as dur-yOdhana).

the Emperor YudhishThira gave to Bhima, the second Eldest among the PanDava Princes.

Tikkana seems to have been tired of describing the houses allotted to the Pandava Princes Arjuna, Nakula and Sahadeva. He, simply, completes the allotment process in short sentences. The third PanDava i.e. Arjuna got, the Palace of DussasEna (also called duSSAsana). The twins Nakula and SahadEva got , respectively the palaces of DurmarshaNa and Durmukha.

DussAsana is an important brother among the 100 Kaurava Brothers. He notoreity lies in trying to disrobe uni-robe clad Draupadi in DhritarAshTra's Open Court, after the YudhiShThira lost everything in a fraudulent game of Dice.


We have to write about Capital House of U.S.A., All India Palace Allotment Politics, and of course, the Capital Battles of Andhra Pradesh, shortly.

The bitter obnoxious fight which is going on between Nara Chandra Babu Naidu, the Chief Minister of the Residual Andhra Pradesh, and AP's elected Opposition Leader Mr. Y.S. Jaganmohan Reddy of YSRCP, cannot be ignored, even by people of other States.

Just as the stakes in the PanDava - Kaurava Game of Dice, were of very large in magnitude, the Stakes in the Capital Politics of Andhra Pradesh are also extremely large, even by international currency exchange rates standards. This is because places like Shanghai, Las Vegas, Makao, Singapore, Hongkong, probably even London, Paris, Tokyo, and New York, are reaching their saturation levels, and there is an international need to spread tentacles into New FINANCIAL COLONIES (in the 17th and Centuries they were Imperial Colonies), to be built by Multi National Infrastructure Developers, of course with Indian Funds only, borrowing funds from Indian Banks, and of course, at the risk and responsibility of Indian Banks if the Constructions become NPAs, as the borrowing MNCs will be safe abroad, protected by foreign laws.

It is not that International Developers are not interested in Amaravati; the main hindrance seems to be the Kickbacks and Money Laundering needed to be negotiated into. The Greater and Greater, is the eagerness displayed by Mr. Chandra Babu Naidu, the meagerer and the meagerer will be the pretended RELUCTANCE SHOWN BY OVERSEAS INVESTORS.

The trigger for this particular blog post has come from the Andhra Pradesh Assembly Session of 14th March 2016, how Mr. Chandra Babu Naidu tried to isolate and insult Mr. Y.S. Jaganmohan Reddy, because Mr. Naidu has numbers, the support of the biased Speaker Mr. Kodela Siva Prasada Rao, Ministers and MLAs who are his slaves.

The excess zeal shown by the Ministers and MLAs supporting Mr. Naidu, and the rude words used by Mr. Naidu, will boomrerang against him. It will increase the sympathy of people and voters towards Mr. Jaganmohan Reddy, which Mr. Reddy does not deserve. The difference of votes between TDP and YSRCP in the 2014 Election was only 5,00,000. Fortunately or unfortunately, for the people of Andhra Pradesh, the votes of Mr. Reddy were concentrated only in few Districts instead of balanced dispersal along all the 13 Districts.

695 Singapore is right in its own way. Residual Andhra Pradesh should prefer FREEDOM.


Mr. Nara Chandra Babu Naidu, the Chief Minister of Residual Andhra Pradesh, is restless, and on a begging spree. First, he started with the Head of the State of Singapore. The Singapore Govt. promised to arrange for the Master Plan of Andhra Pradesh State Capital, FREE OF CHARGE, and whether they have really charged for it or not, they were paid approx. Rs. 120 million for making it. Then they were expected to build operate and transfer the Amaravati Capital City. It seems that Singapore Govt. and their associates have gone back, because they were not sure about the economic viability of the Amaravati Project.

Mr. Chandra Babu Naidu has been going on harping the tune of "I shall get for Andhra Pradesh a World Class Capital".

On 23rd July 2015, Residual Andhra Pradesh Govt. Officials said that Ultra Modern Amaravathi will get iconic Twin Towers, with 70-80 floors each.

On 17th Oct. 2015, the Dy. Head of Mission, British High Commission, Hyderabad and head of UK Trade and Investment (UKTI), Abhilash Puzhakara, said,
"...UK is ahead of many countries and can help Indian cities, especially in Andhra Pradesh to make them smart cities using latest technology. We will be happy to transfer our technology and partner with India in various sectors of mutual interest, especially to be part of the growth of Andhra Pradesh and development of its capital Amaravati...."


Somehow, this offer of UK did not get its due attention from Mr. Chandra Babu Naidu, because he appears to have been completely infatuated by Singapore, at that time.

On 24th Oct. 2015, on the occasion of the Foundation Stone Laying Ceremony of the Capital City, in the presence of Mr. Narendra Modi, the Prime Minister of India, Mr. S. Iswaran, representing the Singapore PM, said that Singapore minister S. Iswaran said they are preparing to submit a bid for the project.

Six months have elapsed, since then. Singapore seems to have lost interest in building Capital City for Residual Andhra Pradesh.

Mr. Chandra Babu Naidu might not have anticipated that Singapore would go back. May be to supplement the Capital available to the Singapore Govt. and its associate, and to make the Tender process (Swiss Challenge or by whatever name it is called) appear transparent, and to show that due process has been followed, Mr. Chandra Babu Naidu seems to have contacted countries like Japan, South Korea, China for help. Probably, reasons for their getting cooled down from the initial enthusiasm, may be the same as the reasons found by Singapore.

Now, in March 2016, Mr. Chandra Babu Naidu went to England, with a begging bowl, and an obedient, ever-ready to serve you face.

We should be grateful to the DeccanChronicle.com for publishing the news item titled "UK may partner AP capital" , "Singapore sceptical of promised returns, Britain gives CM new hope", in the DC dated 12th March 2016. This is found only in print Edition. I am unable to give any link to its Electronic Edition. Some important quotes from this report:-


A.P. Chief Minister, Mr. Chandra Babu Naidu, has assured Singapore that once the Capital City was constructed, the cost of land in Amaravati would increase dramatically to about Rs. 20,000/- per sq.ft.

However, the Singapore Govt. told the CM that its calculations showed that the cost of land in Amaravati would only be able to reach a maximum of Rs. 9,000/- per sq.ft., and that such poor returns could not match their investments.

The CM sas said that if Singapore did not get Rs. 20,000 per sq.ft., then the State Govt. would pay the remainder amount i.e. Rs. 11,000/- per sq.ft.

Sources close to the CM said that despite the assurance, Singapore was not convinced and that CM was now having his own doubts about the deal.

"...(A Senior Official) He said that the British High Commission in India had drafted a tender to choose the consultant for planning investment strategies to draw in international firms to the AP Capital Region. ..."

This promise to make the AP State Government to make good the shortfall of Rs. 11,000 per sq.ft. to the Singapore Contractor, is really atrocious. Mr. Naidu is elected for just five years. He is making a promise which will bind all the future Chief Ministers for the next 25 years.

About Real Estate prices, nobody can predict correctly. There can be so many imponderables.

Singapore might have based its calculations, with the help of standing forecasting methods, world, Asian and Indian Historic data, standard methods followed by Mathematical Quantitative Techniques, aided by Computer algorithms, projecting different scenarios and different rates of rents and prices. The best mathematical calculations, can and will work in astronomy, stellar Physics, space dynamics etc. But they may go haywire in respect of real estate prices, commodity prices, share and bond prices etc. etc. which are dictated and influenced by hunches of investors, rather than reasoning.

IN spite of stiff competition prevailing among global investors for good investment opportunities, and Contractors for Projects, in the context of the Current Global Recession, non-Singapore Consultants, and Experts may also employ similar Quantitative Methods and Techniques, to forecast the Rate of Return on Investment. That means like the Japanese, Chinese, South Korean investors and Contractors, UK Contractors also may not come forward for the Amaravathi Work, unless there is behind some benami Indian Industrialist, investing his stashed moneylaundered funds.

There can also be other reasons for Singapore predicting low returns, which may not be reflected appropriately in Project calculations: 1. Nearly 25% of the pooled land has to be given back to farmers. 2. Roads, parks, other public spaces take away another 25%. 3. Govt. may want to reserve some plots to its cronies such as Media, NGOs, political parties, Consulates, etc. etc. These complimentaries may take away another 15%. After deducting this 60%, 40% land or less will remain.

Less land means, a higher price will have to be fixed. For this reason, Singapore is expecting minimum Rs. 20,000/- per sq.ft.

Other factors: 1. Bribes to be paid at every level of the Govt. Machinery. This will increase the project costs phenomenally.

2. Govt. under pressure from various Groups such as farmers, industrialists and business persons, bureaucrats, may change the layouts and alignments. Even rules may be changed.

3. Remote location of Amaravati Seed Capital from the National Highway from Vijayawada, Guntur and Mangalagiri. Location of the A.P. Capital on the Guntur Vijayawada Road itself, or on the Vijayawada-Gannavaram Road, or on the Vijayawada-Kanchikacharla Road, might have reduced project costs, construction time, and raised the Real Estate Prices to the satisfaction of International Corporates.

4. Amaravati is Capital for 13 Districts. Out of these 13 Districts, Srikakulam, Visakha, East Godavari, Vijayanagaram are in North Andhra Pradesh. Visakhapatnam is developing as a focal and Smart City there. Visakha is a competitor to Amaravati. Sri City in Chittoor Dt., near Chennai is also attracting its own investments. Both Visakha, and Sri City have lower land costs when compared to Amaravati. Besides, they have the readymade infrastructure of Airports etc.

5. Amaravati may be earthquake prone, flood-prone, when compared to Visakha and Shri City.

If these factors are also taken into account, Singapore's conservatism in estimating Rental / Sale Price predictions for Real Estate of Amaravati seems to be understandable. But Mr. Chandra Babu Naidu may not be ready to understand it.



If Mr. Chandra Babu Naidu goes back, his own Ministerial colleagues, MLAs, former MLAs, MPs etc. will get annoyed, because many of them have purchased lands in Capital Region in benami names. This may be the reason for Mr. Chandra Babu Naidu's unwillingness to order a probe by a Sitting Judge or by CBI. He will prefer to threaten Mr. Jagan mohan Reddy to prove his allegations or that the Govt. will initiate action against him.

Now, there are reports that HUDCO has agreed to sanction a loan of Rs. 7,350 crore to A.P. Government, for Capital.

A.P. Government, seems to be finally settling for domestic sources.

SUGGESTION given earlier, again repeating



Not too late. The entire Capital project can be cancelled. The entire land, with the exception of 45 acres on which construction is going on for the Temporary Secretariat, can be given back to the original farmers who pooled their lands, with due apologies and a small bonus ex gracia. They will also be happy, because their lands were POOLED forcibly, threatening ACQUISITON. The returned farm lands are very fertile. They will go back to their multi-crops.

Nagarjuna University may be shifted to the New Building which is being constructed at Velagapudi, on the 45 acres land. AP's Temporary Secretariat, can be located in Nagarjuna University. High Court can be given to Tirupati. Assembly and Council can be shifted to Rajahmundry. Visakhapatnam can be given the Railway Zone. Kurnool and Anantapur can become Headquarters to some important State Level Directorates.

Gradually, three or four cities can be developed by building infrastructure needed for Capital Cities, in Rayala Seema, North Andhra, and South Andhra.

Cancellation of the Capital Project, will teach a lesson to all the Speculators who purchased lands in Capital Area with black money or by diverting bank loans. Next time, they will think twice before embarking upon such ghastly adventures.

Of course, Mr. Chandra Babu Naidu will not get credit, and a permanent place in the history of Andhra Pradesh, as the Architect of nayA-Singapore in Amaravati. But he will save a fertile area from becominga slum, and Krishna River from becoming a dirty cesspool. Drinking Water shortages at Prakasham Barrage can be prevented. Even if Amarvati develops as a Great City of Great skyscrapers, people will not be really happy, because the State Capital will be in the grips of foreigners. What truly independent people should love, is FREEDOM and not Cities full of restrictions.
