695 Singapore is right in its own way. Residual Andhra Pradesh should prefer FREEDOM.

Mr. Nara Chandra Babu Naidu, the Chief Minister of Residual Andhra Pradesh, is restless, and on a begging spree. First, he started with the Head of the State of Singapore. The Singapore Govt. promised to arrange for the Master Plan of Andhra Pradesh State Capital, FREE OF CHARGE, and whether they have really charged for it or not, they were paid approx. Rs. 120 million for making it. Then they were expected to build operate and transfer the Amaravati Capital City. It seems that Singapore Govt. and their associates have gone back, because they were not sure about the economic viability of the Amaravati Project.

Mr. Chandra Babu Naidu has been going on harping the tune of "I shall get for Andhra Pradesh a World Class Capital".

On 23rd July 2015, Residual Andhra Pradesh Govt. Officials said that Ultra Modern Amaravathi will get iconic Twin Towers, with 70-80 floors each.

On 17th Oct. 2015, the Dy. Head of Mission, British High Commission, Hyderabad and head of UK Trade and Investment (UKTI), Abhilash Puzhakara, said,

"...UK is ahead of many countries and can help Indian cities, especially in Andhra Pradesh to make them smart cities using latest technology. We will be happy to transfer our technology and partner with India in various sectors of mutual interest, especially to be part of the growth of Andhra Pradesh and development of its capital Amaravati...."

Somehow, this offer of UK did not get its due attention from Mr. Chandra Babu Naidu, because he appears to have been completely infatuated by Singapore, at that time.

On 24th Oct. 2015, on the occasion of the Foundation Stone Laying Ceremony of the Capital City, in the presence of Mr. Narendra Modi, the Prime Minister of India, Mr. S. Iswaran, representing the Singapore PM, said that Singapore minister S. Iswaran said they are preparing to submit a bid for the project.

Six months have elapsed, since then. Singapore seems to have lost interest in building Capital City for Residual Andhra Pradesh.

Mr. Chandra Babu Naidu might not have anticipated that Singapore would go back. May be to supplement the Capital available to the Singapore Govt. and its associate, and to make the Tender process (Swiss Challenge or by whatever name it is called) appear transparent, and to show that due process has been followed, Mr. Chandra Babu Naidu seems to have contacted countries like Japan, South Korea, China for help. Probably, reasons for their getting cooled down from the initial enthusiasm, may be the same as the reasons found by Singapore.

Now, in March 2016, Mr. Chandra Babu Naidu went to England, with a begging bowl, and an obedient, ever-ready to serve you face.

We should be grateful to the DeccanChronicle.com for publishing the news item titled "UK may partner AP capital" , "Singapore sceptical of promised returns, Britain gives CM new hope", in the DC dated 12th March 2016. This is found only in print Edition. I am unable to give any link to its Electronic Edition. Some important quotes from this report:-

A.P. Chief Minister, Mr. Chandra Babu Naidu, has assured Singapore that once the Capital City was constructed, the cost of land in Amaravati would increase dramatically to about Rs. 20,000/- per sq.ft.

However, the Singapore Govt. told the CM that its calculations showed that the cost of land in Amaravati would only be able to reach a maximum of Rs. 9,000/- per sq.ft., and that such poor returns could not match their investments.

The CM sas said that if Singapore did not get Rs. 20,000 per sq.ft., then the State Govt. would pay the remainder amount i.e. Rs. 11,000/- per sq.ft.

Sources close to the CM said that despite the assurance, Singapore was not convinced and that CM was now having his own doubts about the deal.

"...(A Senior Official) He said that the British High Commission in India had drafted a tender to choose the consultant for planning investment strategies to draw in international firms to the AP Capital Region. ..."

This promise to make the AP State Government to make good the shortfall of Rs. 11,000 per sq.ft. to the Singapore Contractor, is really atrocious. Mr. Naidu is elected for just five years. He is making a promise which will bind all the future Chief Ministers for the next 25 years.

About Real Estate prices, nobody can predict correctly. There can be so many imponderables.

Singapore might have based its calculations, with the help of standing forecasting methods, world, Asian and Indian Historic data, standard methods followed by Mathematical Quantitative Techniques, aided by Computer algorithms, projecting different scenarios and different rates of rents and prices. The best mathematical calculations, can and will work in astronomy, stellar Physics, space dynamics etc. But they may go haywire in respect of real estate prices, commodity prices, share and bond prices etc. etc. which are dictated and influenced by hunches of investors, rather than reasoning.

IN spite of stiff competition prevailing among global investors for good investment opportunities, and Contractors for Projects, in the context of the Current Global Recession, non-Singapore Consultants, and Experts may also employ similar Quantitative Methods and Techniques, to forecast the Rate of Return on Investment. That means like the Japanese, Chinese, South Korean investors and Contractors, UK Contractors also may not come forward for the Amaravathi Work, unless there is behind some benami Indian Industrialist, investing his stashed moneylaundered funds.

There can also be other reasons for Singapore predicting low returns, which may not be reflected appropriately in Project calculations: 1. Nearly 25% of the pooled land has to be given back to farmers. 2. Roads, parks, other public spaces take away another 25%. 3. Govt. may want to reserve some plots to its cronies such as Media, NGOs, political parties, Consulates, etc. etc. These complimentaries may take away another 15%. After deducting this 60%, 40% land or less will remain.

Less land means, a higher price will have to be fixed. For this reason, Singapore is expecting minimum Rs. 20,000/- per sq.ft.

Other factors: 1. Bribes to be paid at every level of the Govt. Machinery. This will increase the project costs phenomenally.

2. Govt. under pressure from various Groups such as farmers, industrialists and business persons, bureaucrats, may change the layouts and alignments. Even rules may be changed.

3. Remote location of Amaravati Seed Capital from the National Highway from Vijayawada, Guntur and Mangalagiri. Location of the A.P. Capital on the Guntur Vijayawada Road itself, or on the Vijayawada-Gannavaram Road, or on the Vijayawada-Kanchikacharla Road, might have reduced project costs, construction time, and raised the Real Estate Prices to the satisfaction of International Corporates.

4. Amaravati is Capital for 13 Districts. Out of these 13 Districts, Srikakulam, Visakha, East Godavari, Vijayanagaram are in North Andhra Pradesh. Visakhapatnam is developing as a focal and Smart City there. Visakha is a competitor to Amaravati. Sri City in Chittoor Dt., near Chennai is also attracting its own investments. Both Visakha, and Sri City have lower land costs when compared to Amaravati. Besides, they have the readymade infrastructure of Airports etc.

5. Amaravati may be earthquake prone, flood-prone, when compared to Visakha and Shri City.

If these factors are also taken into account, Singapore's conservatism in estimating Rental / Sale Price predictions for Real Estate of Amaravati seems to be understandable. But Mr. Chandra Babu Naidu may not be ready to understand it.



If Mr. Chandra Babu Naidu goes back, his own Ministerial colleagues, MLAs, former MLAs, MPs etc. will get annoyed, because many of them have purchased lands in Capital Region in benami names. This may be the reason for Mr. Chandra Babu Naidu's unwillingness to order a probe by a Sitting Judge or by CBI. He will prefer to threaten Mr. Jagan mohan Reddy to prove his allegations or that the Govt. will initiate action against him.

Now, there are reports that HUDCO has agreed to sanction a loan of Rs. 7,350 crore to A.P. Government, for Capital.

A.P. Government, seems to be finally settling for domestic sources.

SUGGESTION given earlier, again repeating

Not too late. The entire Capital project can be cancelled. The entire land, with the exception of 45 acres on which construction is going on for the Temporary Secretariat, can be given back to the original farmers who pooled their lands, with due apologies and a small bonus ex gracia. They will also be happy, because their lands were POOLED forcibly, threatening ACQUISITON. The returned farm lands are very fertile. They will go back to their multi-crops.

Nagarjuna University may be shifted to the New Building which is being constructed at Velagapudi, on the 45 acres land. AP's Temporary Secretariat, can be located in Nagarjuna University. High Court can be given to Tirupati. Assembly and Council can be shifted to Rajahmundry. Visakhapatnam can be given the Railway Zone. Kurnool and Anantapur can become Headquarters to some important State Level Directorates.

Gradually, three or four cities can be developed by building infrastructure needed for Capital Cities, in Rayala Seema, North Andhra, and South Andhra.

Cancellation of the Capital Project, will teach a lesson to all the Speculators who purchased lands in Capital Area with black money or by diverting bank loans. Next time, they will think twice before embarking upon such ghastly adventures.

Of course, Mr. Chandra Babu Naidu will not get credit, and a permanent place in the history of Andhra Pradesh, as the Architect of nayA-Singapore in Amaravati. But he will save a fertile area from becominga slum, and Krishna River from becoming a dirty cesspool. Drinking Water shortages at Prakasham Barrage can be prevented. Even if Amarvati develops as a Great City of Great skyscrapers, people will not be really happy, because the State Capital will be in the grips of foreigners. What truly independent people should love, is FREEDOM and not Cities full of restrictions.

Andhrajyothy.com No. 2 Top Telugu Daily, in its issue dated 29.01.2016, reported that the Government of Residual Andhra Pradesh has decided to hire buildings of closed Engineering Colleges and other buildings in Krishna and Guntur Districts, for locating its State Level Offices. But why did they take two years to take this simple decision? This ybrao-a-donkey has given this idea two years back. There was also another suggestion from Late Paladugu Venkata Rao, Former Minister, and supported by me: Build temporary sheds / G+1 buildings. The sheds could be used for other purposes later on, when permanent buildings arise elsewhere.

ybrao-a-donkey suggested in Feb. 2014 (two years back !!!) itself, temporarily hiring of Closed Engineering College, Private Aided /unaided College Buildings for locating Offices of Andhra Pradesh Government's New Capital. Readers may please see my post Nos. Had they looked into this suggestion 24 months back, and implemented it in right earnest and right spirit, today, the Administration of Residual Andhra Pradesh might have settled down and consolidated.

Important: ybrao-a-donkey have suggested that buildings can be hired at cheaper rental rates, if location of the State Level Offices are decentralised and spread all over the 13 Districts. Not just Krishna or Guntur Districts. Now, that internet and Telecommunications have developed enormously, and the World itself has become a Global Village, inasmuch as andorid phones are being used for inter-public-and-Government Communications, geographical diffusion should not become a problem.

590 Mr. Naidu seems to have deliberately omitted to ask for Special Status श्री चंद्रबाबु नायुडु इछ्छा पूर्वक ही, प्रत्येक स्टेटस नहीं पूछा, यह दिख रहा है। శ్రీ చంద్రబాబు నాయుడు గారు కావాలనే శ్రీ మోడీ గారిని స్పెషల్ స్టేటస్ అడగలేదని అనిపిస్తుంది.

Mr. Chandra Babu Naidu seems to have deliberately omitted to ask for "Special Status" and prayed for "Special Package". He now says that it was an inadvertant error. Ok. Let the Telugu People now ask him to write a Special letter to Prime Minister, correcting the oversight. IN the letter, he can also seek both Special Status and Special Package.

ప్రత్యేక హోదాతో సహా అన్నీ సాధిస్తాం.. హోదా బదులు పొరపాటుగా ప్యాకేజీ అన్నాను	Mr. Chandra Babu Naidu says that he has inadvertantly asked for "Package" instead of "Special Status", and that they are going to all, including "Special Status". This seems to be a deliberate error. This error would not have taken place, had he ascended the dais with a printed speech and adhered to it, though there could have been minor deviations for flexibility reasons. He ought to have told the media, that printed speech is to be treated as final. He seems to be changing his tongue to calm down Telugu people. If Special Status is not really possible, he should try to convince the people that it is not possible, owing to a similar demand being raised by other States and that there will be unrest in the country. Nothing wrong in telling a fact as fact. It will be better to tell the truth, and be cursed by people in short run, rather than misleading people with false promises, and ultimately ending up with a zero. Now, will Mr. Naidu send a modification letter to Mr. Modi, seeking Special Status and Package? Both Special Status and Special Package can be asked. Special Status was promised in the Parliament, in the presence and with the support of the erstwhile BJP leaders like Sushma Swaraj, Venkaiah Naidu and Arun Jaitley. If the promise is not fulfilled, it will be a dishonor to Parliament. If Ms. Swsaraj, Mr. Venkaiah Naidu, Mr. Jaitley were not in favour of Special Status to A.P. then and there in both the HOuses they should have opposed, and voted against the Bill. About Special Package, Mr. Modi has promised Rs. 125,000 crore (Rs. 1.25 trillion ) to Bihar. He can throw at least 40% of that to Residual Andhra Pradesh.

Mr. Chandra Babu Naidu says that he did not show temper, as any small error will turn the situation into "negative". He says that he has spoken carefully without any errors. --donkey's voice: Requesting for package instead of special status as promised in Parliament, is a major flaw in the speech of Mr. Naidu. A few days before the speech, he ought to have share his mind with opposition parties and obtained their written views. Not showing minimum resentment and meekly surrendering, is an indirect insult to the self-respect of the people of Residual Andhra Pradesh. Nobody expects him to insult Mr. Narendra Modi. At the same time, Telugu People expected Mr. Naidu, to reflect the peoples' minds, sentiments and resentments. For the sake of his personal businesses, future of Lokesh as a future Central Cabinet Minister in NDA Govt., etc., Mr. Naidu may want to kneel. Ok. But Residual Andhra Pradesh Telugu people need not kneel. They have lost everything when A.P. was bisected in 2014, with a sword.
రాష్ట్రం కష్టాల్లో ఉంది. విద్వేషాలతో సమస్యలు పరిష్కారం కావు. ... ఎవరినీ కించపరచకుండా హుందాగా కావలసినవి ఏమిటనేది చెప్పాల్సిన రీతిలో చెప్పాను.	While it is true that the State is in difficulties, and problems cannot be solved with hatred, his claim that he said everything with dignity and without insulting anybody, does not cut much ice. Giving respect to PM is different from meekly surrendering. Things can be asked politely in a straightforward manner.

Mr. Naidu claimed that he repeatedly called Mr. Narendra Modi, "Sir, Sir". Mr. Naidu claimed that he requested him with humility. --Donkey's voice: It is not clear, why Mr. Naidu became so servile, like a typical Indian bureaucrat who bangs his subordinates and prostates before his bosses. Though Mr. Naidu is claiming saying "Special Package" instead of "Special Status" was an oversight, it does not appear to be a slip of tongue. It seems to be deliberate.

Mr. Naidu should write a special letter to the Prime Minister, that he (Mr. Naidu) made an error in asking for Special Package, and that he meant Special Status. Mr. Chandra Babu Naidu does not properly consult the opposition or give them due respect. For him KCR, the Ministers of Japan and Singapore are more important than the opposition of our own State. In spite of showing them due courtesy and consultation, and if the Opposition does not attend the program, then people would have found fault with the Opposition.
ఈ కార్యక్రమానికి రూ. 400 కోట్లు ఖర్చు చేశామన్న విమర్శల్లో నిజం లేదు.	Mr. Naidu says that there is no truth in saying that Rs. 400 crore (Rs. 4 billion) was spent on the fete. Mr. Naidu can place the breakup of the total expenditure on Govt. Web site. He may end up with more than Rs. 400 crore.

Mr. Chandra Babu Naidu claimed that many people gave Helicopters, buses, cars, other vehicles freely, and that they sponsored many things freely. Here we must recall what Karl Marx said: "All human relationships are financial and pecuniary". They will later approach him for their pound of flesh like Shylocks.

Mr. Naidu says that with foundation stone ceremony one episode is completed, and that he would NOW chase the execution of the Master Plan. --Donkey's voice: Whoever they are, this has already started. Some miscreants have already inaugurated the task by burning harvested sugar crane in the field of a farmer opposing the Land Pooling.

Mr. Chandra Babu Naidu has, suddenly, somehow, become too eager to leave Hyderabad and work from Vijayawada. Mr. Nara Chandra Babu Naidu like his Senior Crony Capitalist Chum Hon. Prime MInister Shri Narendra Modi, is a great show master. As a part of the 146th birth anniversary of Freedom Fighter and Martyr Shri Mohandas Karamchand Gandhi , Mr. Naidu swept at Main Centres of Guntur and Vijayawada Cities in the Residual Andhra Pradesh State of India. He should have swept the Labor Welfare Centre's Building and its 12 acre premises at Kakumanuvari Thota, Near Arundelpet Shankar Vilas Centre, Guntur. Question: Why have you raised the issue of cleaning the Labor Welfare Centre at Kakumanuvari Thota, near Bongarala Bidu, Guntur, now after everything is finalised by Mr. Babu?

Ans: Municipal Workers, to their best of their abilities, clean the Jinnah Tower Centre, Guntur every day. What is the use of sweeping the same thing again and again? GMC Sanitary Staff has poured quintal of Bleaching Powder on the Donka Road (This road connects Guntur City Bus Station with the road which proceeds to Amaravati and Tadikonda , in other words the New Capital Area. Apart from the tokenism of Gandhi's Birthday, Mr. Naidu's visit might have prompted the authorities to close all the belt shops and wineshops on Donka Road (of course for the morning session of the day).

Then, there is another Achilles heel of Donka Road, between 4th and 5th lines of Arundelpet, where the Municipal drainage canal flows in the middle of the Road. The ostensible reason for the flow of the drainage channel in the middle of the road, seems to be a stay brought by an adjacent householder on the Donka Road, whose house might have been about 11 ft. demolished by GMC as a part of road widening. He seems to have raised some genuine grievance about the alignment of the Road between the Donka Road Railway Underbridge and the 5th line Arundelpet.

The alignment drawn by GMC seems to have virtually left out some houses on the South facing side under pressure from some influential persons. There seems to be a need to reopen the alignment and work out a fresh widening line, for which the GMC Officials seem to be reluctant. Whatever be the reason, whoever be at fault, thousands of people using the Donka Road heavy traffic are suffering owing to the flow of drainage canal in the middle of the road between 4th and 5th Lines. Nobody knows the efforts made by the GMC to get the court stay vacated. or some other compromise solution worked out by GMC, to alleviate the sufferings of thousands of people.

As a precautionary measure, the GMC Sanitary Staff seem to have poured one month quota of the bleaching powder consumption, on the 1st and 2nd days of OCTOBER itself. The remaining month, probably they may not drop even a spoon of bleaching powder.

Some people might have expected that Mr. Chandra Babu Naidu would visit the Donka Road area. This ybrao-a-donkey's wishful thinking was that Officials would dare to tell Mr. Naidu that there is a 12 acre site available at Labor Welfare Centre, Kakumanu vari Thota, which can be acquired from the Labor Welfare Department paying them some decent compensation, and allotting a smaller site (the building may need just about 500 sq.yds.) in an industrial area, and permitting them to use the millions of Rupees compensation which will be paid by the Govt. for the intended purpose of Labor Welfare.

The Centre is just a stone's throw away from the Guntur Main Railway Station and 10 minutes walk from it. The 12 acre site is also proximate to New Guntur Railway Station which links Guntur with Tenali and the Chennai-Calcutta Main Railway line. This type of proximity both to New Guntur, Guntur Main and Mangalagiri are very important for saving transport costs. On the 12 acre site, a 14 floor Building can be raised within six months, like the 14 floor LIC Building on Anna Road, Chennai. It would have provided a reasonably decent accommodation for the Secretariat of the Residual A.P. Over a long period of time, millions of Rupees could have been saved on motor transport rents, fuel, owing to proximity to the Rlwy. Station.

Mr. Naidu is hell-bent upon handing over thousands of acres obtained from Capital Area farmers with threats of impending land acquisition, on a gold platter to Singapore Government, which is a mask (mukhOTa ముసుగు) to some Private Sector fellow. Swami Vivekananda used to blame "karma" whenever somebody blamed. Apart from Mr. Naidu's itch of love towards Singapore, there is another hitch in locating some important Offices of A.P. State Government at this 12 acre site. Its East road faces the rear side of Bongarala Bidu Mahaprasthanam (grave). Astrologers would have definitely raised an objection. Earlier I did not write about this Labor Welfare Centre Building and its 12 acre site, because it is near my house, and location of a sky scraper at that site might have resulted in a Real Estate Boom in our area. At least some of my readers might have suspected that I have proposed the Labor Welfare Centre because of my selfishness. Actually, there is already a Real Estate Boom in our Area, and prices of house sites have skyrocketed in Arundelpet Area, like other areas of Guntur City.

The Rs. 350 crore (Rs. 3.5 billion) SAID TO HAVE BEEN released by the Govt. of INdia would have been sufficient to raise a 14 story building in the 12 acre Labor Welfare Centre Site, within six months. కేంద్ర ప్రభుత్వం విడుదల చేసింది అని చెప్ప బడుతున్న రూ. ౩౫౦ 350 కోట్లతో, ఆరునెలలలో, ఈ ౧౨ 12 ఎకరాల స్థలంలో ౧౪ 14 అంతస్తుల భవనాన్ని తేలికగా నిర్మించవచ్చు.

If A.P. High Court and Raj Bhavan are established at Tirupati (Governors and Supreme Court Judges, High Court Judges love Tirupati), it would have save millions of Rupees. Establishing A.P. Assembly and Council at Kurnool would have reduced some dis-satisfaction in the minds of Rayala Seema People. Shifting some State Level Offices to Visakhapatnam, RAjahmundry-Kakinada, Tadepalligudem, ONgole would have created some level playing ground for all the District towns/cities. It would have probably assuaged the feelings of some leaders like T.G. Venkatesh, Baireddy Rajasekhara Reddy, Shri Divakar REddy, Shri Raghuveera Reddy, Shri K.E. Krishna Murthy.

This type of 12 acre sites may also be available in other District Headquarter Towns of Residual Andhra Pradesh, where some high-level buildings can be raised every year, with Central help, but WITHOUT KNEELING BEFORE SINGAPORE OR JAPAN. ఇలాంటి ౧౨ 12 ఎకరాల ప్రభఉత్వ స్థలాలు మన రాష్ట్రంలో అన్ని జిల్లా కేంద్రాలలో దొరుకుతాయి. ఏటా ఒక భవనం చొప్పున నిర్మించుకున్నా వికేంద్రీకరణ విజయవంతం అవుతుంది.

SINGAPORE LIKE CITY even if it becomes a reality in Residual AP Capital Region, it will not really benefit the Lower Middle Class and the Working Class people of A.P. First of all Mr. Narendra Modi should release the Rs. 125,000 crore (Rs. 1.25 tillion or about $200 billion). My intuition says that he will not release, even if BJP wins in Bihar.

One solution
Mr. Modi should release the Rs. 125,000 package to Bihar now itself. After all why should Nitish Kumar & Lalu Prasad Yadav become Sukracharyas, as if Mr. Modi were Emperor Bali throwing away three yards of land sought by God VAmana? The should have the courage and moral conviction to say "Ok. We welcome the Rs. 1.25 trillion, if Mr. Modi releases the funds IMMEDIATELY. After all, Bihar will benefit. As a token of our gratitude to Mr. Modi, we shall withdraw all our candidates in the fray, to enable BJP form a Govt. in Bihar. We shall limit our role to watch and ensure that the new BJP leaders will not create new scams out of the Rs. 1.25 trillion. "
