695 Singapore is right in its own way. Residual Andhra Pradesh should prefer FREEDOM.

Mr. Nara Chandra Babu Naidu, the Chief Minister of Residual Andhra Pradesh, is restless, and on a begging spree. First, he started with the Head of the State of Singapore. The Singapore Govt. promised to arrange for the Master Plan of Andhra Pradesh State Capital, FREE OF CHARGE, and whether they have really charged for it or not, they were paid approx. Rs. 120 million for making it. Then they were expected to build operate and transfer the Amaravati Capital City. It seems that Singapore Govt. and their associates have gone back, because they were not sure about the economic viability of the Amaravati Project.

Mr. Chandra Babu Naidu has been going on harping the tune of "I shall get for Andhra Pradesh a World Class Capital".

On 23rd July 2015, Residual Andhra Pradesh Govt. Officials said that Ultra Modern Amaravathi will get iconic Twin Towers, with 70-80 floors each.

On 17th Oct. 2015, the Dy. Head of Mission, British High Commission, Hyderabad and head of UK Trade and Investment (UKTI), Abhilash Puzhakara, said,
"...UK is ahead of many countries and can help Indian cities, especially in Andhra Pradesh to make them smart cities using latest technology. We will be happy to transfer our technology and partner with India in various sectors of mutual interest, especially to be part of the growth of Andhra Pradesh and development of its capital Amaravati...."

Somehow, this offer of UK did not get its due attention from Mr. Chandra Babu Naidu, because he appears to have been completely infatuated by Singapore, at that time.

On 24th Oct. 2015, on the occasion of the Foundation Stone Laying Ceremony of the Capital City, in the presence of Mr. Narendra Modi, the Prime Minister of India, Mr. S. Iswaran, representing the Singapore PM, said that Singapore minister S. Iswaran said they are preparing to submit a bid for the project.

Six months have elapsed, since then. Singapore seems to have lost interest in building Capital City for Residual Andhra Pradesh.

Mr. Chandra Babu Naidu might not have anticipated that Singapore would go back. May be to supplement the Capital available to the Singapore Govt. and its associate, and to make the Tender process (Swiss Challenge or by whatever name it is called) appear transparent, and to show that due process has been followed, Mr. Chandra Babu Naidu seems to have contacted countries like Japan, South Korea, China for help. Probably, reasons for their getting cooled down from the initial enthusiasm, may be the same as the reasons found by Singapore.

Now, in March 2016, Mr. Chandra Babu Naidu went to England, with a begging bowl, and an obedient, ever-ready to serve you face.

We should be grateful to the DeccanChronicle.com for publishing the news item titled "UK may partner AP capital" , "Singapore sceptical of promised returns, Britain gives CM new hope", in the DC dated 12th March 2016. This is found only in print Edition. I am unable to give any link to its Electronic Edition. Some important quotes from this report:-

A.P. Chief Minister, Mr. Chandra Babu Naidu, has assured Singapore that once the Capital City was constructed, the cost of land in Amaravati would increase dramatically to about Rs. 20,000/- per sq.ft.

However, the Singapore Govt. told the CM that its calculations showed that the cost of land in Amaravati would only be able to reach a maximum of Rs. 9,000/- per sq.ft., and that such poor returns could not match their investments.

The CM sas said that if Singapore did not get Rs. 20,000 per sq.ft., then the State Govt. would pay the remainder amount i.e. Rs. 11,000/- per sq.ft.

Sources close to the CM said that despite the assurance, Singapore was not convinced and that CM was now having his own doubts about the deal.

"...(A Senior Official) He said that the British High Commission in India had drafted a tender to choose the consultant for planning investment strategies to draw in international firms to the AP Capital Region. ..."

ybrao-a-donkey's humble comments. You have every right to differ with me. I respect your right. However, pl. examine this donkey's views also.

This promise to make the AP State Government to make good the shortfall of Rs. 11,000 per sq.ft. to the Singapore Contractor, is really atrocious. Mr. Naidu is elected for just five years. He is making a promise which will bind all the future Chief Ministers for the next 25 years.

About Real Estate prices, nobody can predict correctly. There can be so many imponderables.

Singapore might have based its calculations, with the help of standing forecasting methods, world, Asian and Indian Historic data, standard methods followed by Mathematical Quantitative Techniques, aided by Computer algorithms, projecting different scenarios and different rates of rents and prices. The best mathematical calculations, can and will work in astronomy, stellar Physics, space dynamics etc. But they may go haywire in respect of real estate prices, commodity prices, share and bond prices etc. etc. which are dictated and influenced by hunches of investors, rather than reasoning.

IN spite of stiff competition prevailing among global investors for good investment opportunities, and Contractors for Projects, in the context of the Current Global Recession, non-Singapore Consultants, and Experts may also employ similar Quantitative Methods and Techniques, to forecast the Rate of Return on Investment. That means like the Japanese, Chinese, South Korean investors and Contractors, UK Contractors also may not come forward for the Amaravathi Work, unless there is behind some benami Indian Industrialist, investing his stashed moneylaundered funds.

There can also be other reasons for Singapore predicting low returns, which may not be reflected appropriately in Project calculations: 1. Nearly 25% of the pooled land has to be given back to farmers. 2. Roads, parks, other public spaces take away another 25%. 3. Govt. may want to reserve some plots to its cronies such as Media, NGOs, political parties, Consulates, etc. etc. These complimentaries may take away another 15%. After deducting this 60%, 40% land or less will remain.

Less land means, a higher price will have to be fixed. For this reason, Singapore is expecting minimum Rs. 20,000/- per sq.ft.

Other factors: 1. Bribes to be paid at every level of the Govt. Machinery. This will increase the project costs phenomenally.

2. Govt. under pressure from various Groups such as farmers, industrialists and business persons, bureaucrats, may change the layouts and alignments. Even rules may be changed.

3. Remote location of Amaravati Seed Capital from the National Highway from Vijayawada, Guntur and Mangalagiri. Location of the A.P. Capital on the Guntur Vijayawada Road itself, or on the Vijayawada-Gannavaram Road, or on the Vijayawada-Kanchikacharla Road, might have reduced project costs, construction time, and raised the Real Estate Prices to the satisfaction of International Corporates.

4. Amaravati is Capital for 13 Districts. Out of these 13 Districts, Srikakulam, Visakha, East Godavari, Vijayanagaram are in North Andhra Pradesh. Visakhapatnam is developing as a focal and Smart City there. Visakha is a competitor to Amaravati. Sri City in Chittoor Dt., near Chennai is also attracting its own investments. Both Visakha, and Sri City have lower land costs when compared to Amaravati. Besides, they have the readymade infrastructure of Airports etc.

5. Amaravati may be earthquake prone, flood-prone, when compared to Visakha and Shri City.

If these factors are also taken into account, Singapore's conservatism in estimating Rental / Sale Price predictions for Real Estate of Amaravati seems to be understandable. But Mr. Chandra Babu Naidu may not be ready to understand it.

If Mr. Chandra Babu Naidu goes back, his own Ministerial colleagues, MLAs, former MLAs, MPs etc. will get annoyed, because many of them have purchased lands in Capital Region in benami names. This may be the reason for Mr. Chandra Babu Naidu's unwillingness to order a probe by a Sitting Judge or by CBI. He will prefer to threaten Mr. Jagan mohan Reddy to prove his allegations or that the Govt. will initiate action against him.

Now, there are reports that HUDCO has agreed to sanction a loan of Rs. 7,350 crore to A.P. Government, for Capital.

A.P. Government, seems to be finally settling for domestic sources.

SUGGESTION given earlier, again repeating

Not too late. The entire Capital project can be cancelled. The entire land, with the exception of 45 acres on which construction is going on for the Temporary Secretariat, can be given back to the original farmers who pooled their lands, with due apologies and a small bonus ex gracia. They will also be happy, because their lands were POOLED forcibly, threatening ACQUISITON. The returned farm lands are very fertile. They will go back to their multi-crops.

Nagarjuna University may be shifted to the New Building which is being constructed at Velagapudi, on the 45 acres land. AP's Temporary Secretariat, can be located in Nagarjuna University. High Court can be given to Tirupati. Assembly and Council can be shifted to Rajahmundry. Visakhapatnam can be given the Railway Zone. Kurnool and Anantapur can become Headquarters to some important State Level Directorates.

Gradually, three or four cities can be developed by building infrastructure needed for Capital Cities, in Rayala Seema, North Andhra, and South Andhra.

Cancellation of the Capital Project, will teach a lesson to all the Speculators who purchased lands in Capital Area with black money or by diverting bank loans. Next time, they will think twice before embarking upon such ghastly adventures.

Of course, Mr. Chandra Babu Naidu will not get credit, and a permanent place in the history of Andhra Pradesh, as the Architect of nayA-Singapore in Amaravati. But he will save a fertile area from becominga slum, and Krishna River from becoming a dirty cesspool. Drinking Water shortages at Prakasham Barrage can be prevented. Even if Amarvati develops as a Great City of Great skyscrapers, people will not be really happy, because the State Capital will be in the grips of foreigners. What truly independent people should love, is FREEDOM and not Cities full of restrictions.

520 Part 1: of Indian towns and cities should become great Centres of Equality, other things later.

The Chief Minister of Andhra Pradesh, Mr. Chandra Babu Naidu, after performing the bhUmi pUja (worship of the construction site) of the new Capital City to be built for the Capital of Residual Andhra Pradesh pompously declared that the new Capital will become a World Class Trading Centre, El Dorado, etc. etc.

1. What is the definition of the adjective and attribute "World Class" ? No body can define.

2. Instead, Indian towns and cities, not only the new Capital City of the Residual Andhra Pradesh, should become great Centres of Equality. This is possible only through Total complete Socialism, and Proletarian Democracy.

3. If it is not possible to share prosperity, INDIANS SHOULD NOT HESITATE to share poverty.

It may be easy to become a World Class (whatever the phrase meant) Centre of Trade, but not become a true Centre of true Equality.

4. World Cities (the dream cities of Mr. Chandra Babu Naidu) like Singapore, Hongkong, London, New York, Paris, Zurich and Los Angeles have one unannounced system of equalities, i.e. all of them revel in TREATING POOR ABOMINOUSLY IN EQUAL DEGREE.

I have shown the above photo of Gift City and the Tribal to a friend of mine and asked for his comment. He said: "Here is a great opportunity. The cooly should go to the Gift City and do some work in the AC buildings there. He should be happy. He need not any longer work in scorching sun. Governments are creating for him great opportunities."

This song makes AtrEyA one of the greatest Heart poets of all time, in the world, in all languages. It can be ranked among top all time 1000 lyrics of the world. I am not writing this because I am a fan of AtrEya, or because my mother tongue is Telugu. In fact, I am not a fan of AtrEya. Late K.V. Mahadevan composed equally immortal music for the song.

Question: Why are you quoting this song at this juncture?

Ans: The top three of Residual Andhra Pradesh Cabinet, handling the land pooling, land acquisition for Capital are playing with the hearts and minds of the farmers of the 29 villages identified for the Capital. 1) Mr. Chandra Babu Naidu,C.M. 2) Mr. Prattipati Pulla Rao, Agriculture Minister & Minister from Guntur District . 3) Mr. P. Narayana, Municipal Admin. Minister.

The latest two statements made by Mr. Narayana are worth studying.

Did he tell or did he not tell?
Here is a quote from page 6, Print Edition (Vijayavada) of Deccan Chronicle, dated 7.5.2015.

Wont use force to collect lands, says Minister

The CRDA Vice Chairman and Minister, Mr. P. Narayana, said the CRDA will collect farmlands from the farmers who are willing to give their lands under the Land Acquisition Act. The Minister came to Tullur on Wednesday and reviewed the progress of the CRDA land agreement process and distribution of annuity cheques. Mr. Narayana said the CRDA will not collect the lands of farmers who are unwilling to give their lands.

Why did Mr. Narayana change his mind in one day?  Did he consult Mr. Chandrababu Naidu, before promising that lands will not be acquired from unwilling farmers?  Why  Telugu news  daily Andhra Jyothy concentrated more on Mr. Salman Khan's jail, and did not publish this news item on 7.5.2015?

The sincerity of the Government requires testing EITHER by the farmers, OR by the Govt.

ONE method for testing the sincerity of the Govt.

The Government should issue an Official Notification giving permission to the farmers who have already given consent to Land Pooling, to withdraw their consent if they desire, before a deadline date, with a provision that pooling will be final after the last date. Govt. should include in the notification, the promise made by Mr. Narayana as quoted above, i.e. not to acquire lands of farmers who are not willing. The end result after the last date will show very clearly how many farmers are willing, and how many farmers are not willing. Then, it will also become very clear, that the promise made by Mr. Narayana is not a false promise.

People in general, farmers in particular, are not tree trunks or stones. They are just humans. Govts. cannot play their cruel games with them. Playing with their hearts and minds which revolve around their lands will not be good for a democratic Government. The Govt. should learn from the experiences of CPM in Nandigam, West Bengal, where the Bengal Govt. tried to snatch away the lands of farmers and entrust to Tatas.

Incomplete. To continue & revise thoroughly.

456 Should we name AP's new Capital City as NTR Nagar?

My readers may get angry.  Yet, this donkey has to express its views honestly without hide and seek.

Renaming places, particularly cities, in the name of individuals mostly lead to controversies and disputes.

Coming to NTR (Nandamuri Taraka Rama Rao, N.T. Rama Rao) first Non-Congress Chief Minister of United Andhra Pradesh 1983, was a great actor, politician, leader, campaigner etc.  ऎन टी आर् के बारे में कहना तो, (नंदमूरि तारक रामा राव , ऎन टी रामा राव) समैक्य आंध्र प्रदेश के प्रधम कांग्सेतर मुख्यमंत्री (१९८३) थे।  वह एक महानु नट सार्वभौम, राजकीय नेता, उद्यम कर्ता थे।  శ్రీ ఎన్ టీ ఆర్ (నందమూరి తారక రామా రావు, ఎన్. టీ . ఆర్ . రామా రావ్) విషయానికి వస్తే వారు సమైక్యాంధ్ర ప్రదేశ్ రాష్ట్రానికి ప్రథమ కాంగ్రెసేతర ముఖ్యమంత్రి ౧౯౮౩ మాత్రమే కాక మహా నటుడు, రాజకీయనేత, ప్రజానాయకుడు, ప్రచారకర్త మొ||.

But we should not suffer from error of proximity.

The goal of separate State for Telugu speaking people started as early as 1906.  Prior to that  the Telugu speaking people of Coastal Andhra, and Rayala Seema were a part of Tamil Nadu (erstwhile composite Madras State).

Among those who rendered valuable services to the cause of the Telugu people , were great freedom fighters like Andhra Ratna Duggirala Gopala Krishnaiah, Kasinathuni Nageswara Rao Pantulu, Ayyadevara Kaleswara Rao, Kalluri Subba Rao (Father of Rayala Seema freedom struggle),

After freedom, when the separate State movement reached its zenith, in Sept. 1951, Gollapudi Seetharama Sastry (Swami Sitaram) undertook a fast unto death, continued it for 35 days, and withdrew it after an appeal by Vinoba Bhave.

On 19th Oct. 1952, AmarajIvi PoTTi SrIrAmulu commenced his fast unto death for a separate State, persisted with his demand, and breathed his last on 15th Dec. 1952.  This sacrifice gave great momentum to the separate Telugu State movement, and finally led to separation of Ceded Districts (Rayala Seema) and Coastal Andhra from the Composite Madras State.

Among the above participants, some participants like Nilam Sanjiva Reddy, Acharya Ranga, Anantasayanam Ayyangar, Ayyadevara Kaleswara Rao, Tanguturi Prakasam (only partly), reaped and received their political benefits.  Leaders like Tenneti Visvanatham, Gautu Lachchanna, Vavilala Gopala Krishnaiah, enjoyed people's respects.  Late Garimella Satyanarayana died in Madras, in dire poverty.   Late Tarimela Nagi Reddy died incognito.  Prakasam died a pauper.   Tirumala Ramachandra was harnessed to an oil expeller gAnuga like a bullock and made to toil in jail as a freedom fighter.   We do not have any proper account of freedom fighters who were sent to Andaman Nicobar Jail and died there.

All these great people, were in no way, inferior to Late N.T. Rama Rao, except in the arena of films.

Persons like Kalluri Subba Rao and Gadicharla Harisarvottama Rao did not get their appropriate recognition.

Shri N.T. Rama Rao, born in 1923, we do not expect him to participate in Quit India Movement of 1942 as a 19 year old boy.   His entry into political arena was as late as in 1982, directly to become a Chief Minister, with film glamour.  Of course, he did some great things, which ordinary politicians would not have dared to do, such as removal of patel patvari munasab karaNams, introduction of Mandals, abolition of some unproductive institutions, abolition of Legislative Council, demand for abolition of Governor posts, to name a few.

He has some grave shortcomings also.  Discussing them, my critics will not like.  Discussing them at this juncture, will also not be really beneficial to the people.

Today, if TDP is in power, the TDP leaders may want to name the Capital city as NTR Nagar.   Later if YSRCP comes to power, they may change it to YSR Nagar.  If BJP comes into power, they may want to call the Capital Venkaiah Naidu Nagar.   If Lok Satta comes into power, they may change it to Jayaprakash Nagar.  Changing names, becomes an endless game of political play and political highhandedness.  Name-change games and movements divert the attention of the people from the original problem of poverty, and inequalities of income and wealth.

In the circumstances, it will be more apt to use the present geographical name of the Capital as Tulluru, if necessary we may make it, Tulluru16N80E to indicate its location.   The name, Amaravati is not bad altogether.  We can also examine a generic name like APCR16N80E or APCR1680 (Andhra Pradesh Capital Region 1680).  Or just APCr.  Or just 16N80E.

Final word of caution

Better, we gradually, reduce our thinking on linguistic and regional lines.  That will help us to concentrate on poverty and inequalities, from the angle of Classes (Working Class etc.).   Smaller States will help people immensely.  It will be more apt and desirable to try for three States: North Andhra, South Andhra, Rayala Seema, before animosities develop among the three Regions.

The seed for discontent may arise from the choice of Capital in Vijayawada-Guntur Area, Pattisam Lift Irrigation, neglect of Anantapur etc.   The present Government driven by Central Andhra Landlords and industrialists does not seem to be interested in decentralised balanced development of State.

To start with the decentralisation, we can straight go for the location of A.P. High Court  and A.P. Governor's Raj Bhavan, at Tirupati.  Reason:  Many High Court Judges, Supreme Court Judges, Governors (A.P. Governor probably every week), love to visit Tirupati every year with family and cherish to be received with temple honors such as pUrNa kumbhams.  We can, at least,  reduce expenditure to the exchequer for the pilgrimages, in the form of Special planes and helicopters, car rallies.  Renigunta Airport will be nearby.

441 Where is our share in butchered beef?

Approximate English Gist:

It may be recalled that Mr. Chandra Babu Naidu, the Chief Minister of  Residual Andhra Pradesh State, ridiculed the criticism of the left parties about the injustice in mobilising 34,000 acres for State Capital, stating that the left parties which said that 1,000 acres would be suffice for State Capital, are asking for 10 acres for their party offices.   Mr. B.V. Raghavulu, CPM supremo in Andhra Pradesh demanded that Mr. Chandra Babu Naidu should withdraw his unjust comments.

Mr. Raghavulu who responded to the comments of Mr. Chandra Babu Naidu, refuted them saying that it is a foolish thing to build Capital in cultivated crop lands.

HE alleged that Mr. Chandra Babu Naidu, who left out the Government lands which were available near Mangalagiri, has chosen Tullur as Capital and is doing real-estate business.

A butcher killed a cow in a heinous manner and got 340.(00) kgs. of beef (34000 acres of land).  A police man or a Villlage Revenue Officer appeared there and started demanding  his 10 kg. of beef (10 acres of land) from the butcher.  It is not clear , whether he demanded a specific beef piece like liver or brain or thigh bone.

The other political parties like YSRC, CPI, Lok Satta, BJP, apart from TDP, shall also be in queue, each demanding 10 kg. of the beef.  Who will like to miss the delicious Rajadhani meat?

There is an English proverb: Chase with the hounds, run with the rabbits.  Take your flesh, and also protest.  Media also will not lag behind.  They might have already placed their indent with the butcher.
