Land has been provided by the People of the Capital Region, sacrificing their banana gardens, vegetable fields etc.

Though meagre, Central Govt. is releasing some funds for construction of AP's State Capital for construction of Assembly, Raj Bhavan, High Court, Secretariat etc.

కొంచెమే అయినా కేంద్ర ప్రభుత్వం రాజ్ భవన్, శాసన సభ, సచివాలయం, హై కోర్టుల నిర్మాణానికి నిథులను ఇస్తున్నది. వాటికి అవి సరిపోతాయి.

State Govt. has already created a big Real Estate Speculative Scandal and Scam in the Capital Region, and is reaping fruits from its acts by collecting huge amounts as REGISTRATION FEE AND STAMP DUTY FOR registrations.

All these things show that every provision is being met by the People of Andhra Pradesh and the Central Government.

ఇవన్నీ మనకి ఏమి చెప్తాయి. ప్రతిదాన్నీ మనం దేశీయంగానే సమకూర్చు కున్నాము.

Then what for are the Japan and Singapore Institutions being invited? To build big hotels, pubs, gambling dens, casionos, massage parlors, money laundering Finance Institutions? Will AP and Government of India create a tax haven in Amaravati?

534 Central Government and the Judiciary should have their own FULL-FLEDGED Police Departments. केंद्र सरकार और न्याय पालिका को अलग स्वतंत्र पुलीस व्यवस्था होना चाहिए। కేంద్ర ప్రభుత్వానికీ, న్యాయ స్థానాలకు, ప్రత్యేక పోలీసు వ్యవస్థ అవసరం.

While the Central Government takes onto its head, goals, objects and tasks which are not necessary as an apex Administrative Organisation, it skips the essentials without accepting authority and responsibility, in case of its essential duties, on the ground that those duties fall under "States' subjects" of the Constitution, and that it should be the duty of the States to discharge their duties as enshrined in our Constitution.

We shall take up one example of Centre taking up non-essential items: The recent jamborees and hullabaloos that have taken place in the name of Yoga, and the International Yoga Day.

UNO has obliged to India's request to declare an International Yoga Day, because UNO was starving for funds, and it expected India to come to its rescue. A demand for raising India's subscription to UNO might have already been put up by UNO to India, or in the near future, they will put up. Besides, billions of Rupees have been spent by India for organising the half-hour or one hour yoga-show at every place where the GOI could exercise its influence. This is apart from the Chartered flights, expenses on fuel and vehicles for movement of VIP convoys, carpets and tarpaulins, etc.

Now, we shall take up one example of Central Govt. (and probably the Judiciary) neglecting their essential functions.

There is a need to check the dictatorial tendencies of KCR & Co dynasty with his nephew, son in the Cabinet, and his daughter an MP (said to be keen on joining Central Cabinet). Telangana Congress and BJP MLAs, MLCs, and MPs have to do it, but they are afraid of the abusive words of KCR & Co. If T Congress and BJP try to point out any errors of his, KCR & Co. will immediately launch attacks of abuse against T leaders.

KCR is instigating people of Telangana against the leaders of their own Region, as if they were enemies of Telangana. KCR&Co's main strength is their instigating skills. This animosity of T people against people of Residual A.P. is more pronounced and prominent in Warangal , Medak, Karimnagar, NIzamabad, Adilabad Districts, as they do not have any border with RAP. People of Mahaboobnagar, Nalgonda, Khammam Districts have blood and marital relations with people in Residual A.P. Enemity is being created by the A-K-N-W-M District people and, sadly, the people of Mahaboobnagar, Nalgonda, and Khammam are being misled.

Central Government: CBI, is today, not a full-fledged organisation. It does not have a proper law for its own constitution and functioning, except some ad hoc instructions. Suppose, if States refuse to implement the instructions of the Central Government, the Union Home Ministry has to break its own head, with no help forthcoming from their political bosses, unless the bosses themselves considered that they were under threat.

The weakness of the Central Government to enforce Rule of Law, should not be swept under-to the Carpet of the freedom of States and Federalism. Federalism will work, only if States function as per law, and without MALICE, political or otherwise. Fortunately, so far, States have not made major revolts. This may be for various reasons, such as earlier the Coalitions at Centre were dependent on the support from the Regional Sardars, and that was forthcoming amply provided they were allowed to rule their Sultanates with all dictatorial powers.

Only anti-incumbancy upheavals during the five year elections were changing the position. Example: In Tamil Nadu, whether Karuna Nidhi's DMK or Jayalalitaa's AIDMK rule their Sultanates in turns. Because Tamil Nadu was on the Southern-most tip of India, there were not major problems creating a situation for GOI to intervene. Though there were River water disputes between Tamil Nadu and Kerala, Tamil Nadu and Karnataka, which used to reach their 'critical stages', Tamil Nadu was a downstream State for waters, and it could not do anything if Karnataka or Kerala refused to release water. Some directions of High Courts and Supreme Court about release of water to Tamil Nadu could not be enforced against Karnataka or Kerala.

Same is the case with West Bengal. Central Government may land itself into situations where it has no Central Apparatus, to enforce its own orders or the orders of the Supreme Court, on the West Bengal Government.

Of course, we have a problem of the Ruling Party in Centre using its clout against Opposition Parties' ruled States, and create problems for the opposition ruled States. Eg. Problems created for Arvind Kejriwal in Delhi through Delhi's Lieutenant Governor.

To adjudicate inter-State disputes, and the disputes between the Centre-and-the-States, Judiciary should be sufficiently empowered, not only to send notices, hear to arguments, issue decrees, but also to enforce the court orders, against all the parties. In other words, Judiciary should also have its own Police to enforce its decrees, at all levels i.e. Supreme Court, High Court, Trial Courts.


KCR SHOULD BE HAPPY TO GET RELIEVED OF THE BURDEN OF LAW & ORDER IN HYDERABAD, instead why he is unhappy? He seems to be unhappy because he may to explain to Governor, every action of the TRS Government and seek Guv's. consent. Then, there is a danger of his evil intents coming out.
What I write here is not to be construed as a defence of the nefarious actions of Mr. Chandra Babu Naidu and his TDP Ministers.

KCR & Co. has threatened that KCR will undertake a fast in Delhi, to resist implemention of Sec. 8, Andhra Pradesh Bifurcation Act. Why? Doesn't he have any confidence on Governor? Is he afraid that, if he is indulging in corruption, illegal or unlawful activities, Governor will apply brakes to such corrupt, illegal, unlawful activities of TRS? Everybody knows that all is not well in allotment of lands to industrialists in Telangana. Mr. KTR is also accused of participating in land settlements. Telangana ACB has never bothered to look into them. Why singularly take up only one case of Cash for Vote Scam? Besides, there are accusations that Mr. Stephenson paid Rs. 12 million to get nominated as MLC. It is also said that KCR received Rs. 80 lacs, and the TRS intermediaries Rs. 40 lacs. It is alleged that Mr. Stephenson had to incur debts for paying this bribe, and that he initially tried to reimburse himself of his expenses, by selling his vote. It is said that the Gunman of Mr. Stephenson, brought it to the notice of the Telangana Government, when its ACB was said to have moved to bring him as a Prosecution Witness in the Cash for Vote Scam.

Suppose, let us visualise a situation, where Stephenson could get his MLC nomination without spending a single Rupee, probably he might not have fixed such a high price of Rs. 50 million and started with an advance of Rs. 5 million. He might have, at the most asked for Rs. 500,000/-.

MLAs, MLCs and MPs trying to get back their election expenditure through selling their votes for Councils, Rajya Sabha, etc. and if the amount so mobilised was inadequate, they also work as power-brokers to get things done in Government , on behalf of Corporate businesses and industries.

Mr. Chandra Babu Naidu might have committed some criminal offense in the Cash for Vote Scam. But then, there are enough reasons to suspect that TRS Government has also done some dirty work, in inviting Mr. Talasani Srinivasa Yadav, Mr. Tummala Nageswara Rao, Mr. Kadiyam Srihari into Cabinet. Whether there was a quid-pro-quo or not, Telangana ACB ought to have investigated, but it has not done it. Mr. KCR and his Government may be clean in inviting them and giving them Cabinet Posts. But KCR & Co. cannot be judges to decide on their own offenses. That investigation, and establishing the innocence of KCR & Co. is to be done either by a Central Govt. Agency or a Judicial Agency. If Mr. KCR is clean, he should have asked for a CBI investigation covering all the conversions (political) that have taken place in Telangana.

Truth or falsehood of all these allegations can be ascertained only if Central Government or Judiciary order an independent investigation. If necessary, Lie Detector Tests may have to be conducted on KCR (includes his dynasty proxies KTR, Harish Rao and Kavita), Chandra Babu Naidu (including his dynasty proxies Lokesh, Balakrishna), Stephenson, Mattaiah, Revanth Reddy, Talasani Srinivas Yadav, Tummala Nageswara Rao, Kadiyam Srihari, Governor himself (for blindly appointing Stephenson as nominated MLC), concerned bureaucrats in the Telangana Government who recommended Stephenson's name.

Desirability or otherwise of enforcement of Sec. 8 of the Andhra Pradesh Bifurcation Act 2014, is only a tip of the ice-berg. This Section 8 had a limited geographical purpose of ensuring that there is impartiality of Police, in HYDERABAD CITY ONLY. Then, it has a time limit of just ten years, i.e. till such a time the Residual Andhra Pradesh shifts it Capital to some place in RAP. These two limitations should have made KCR & Company very happy, because it relieves them of their burden of administration of Law & Order in Hyderabad, at least for ten years, so that they can concentrate on development of Hyderabad and Telangana. KCR & Co. should have requested for creation and deployment of Central Government Police, and take over the expenditure and responsibility of Law and Order in Hyderabad.

At present, State Police Stations and State Police Officials have a monopoly on all cases and crimes in the State. Unless a bribe is paid nothing really moves. If Police drag on in registering FIRs, the hapless victims have no place to go. Though, theoretically, victims can file a private case in Magistrate Courts seeking a direction to the Police, and sometimes it works, very often it does not work, because people have to pay push-money, chase-money everywhere.

There should be somebody in competition with the State Police to take up the FIRs. If there is a Central Police, and if there are Central Police Stations everywhere, aggrieved persons can lodge their FIRs with either of the two or even with both. This is not waste of resources. Monopolies never really help, whether in the arena of markets or in the area of Policing.

If there are going to be disputes between the State Police and Central Police, Judiciary can adjudicate and pass appropriate orders against both, in such a way that justice is done to the victims.

This is not going to lead to waste of resources, or multiple agencies. India is a highly populated country. There are also no signs of its being actively controlled. Establishing additional Police Organisations will only bridge the continuously neglected shortfalls.

It is said that Union Water Minister Ms. Uma Bharati has promised to deploy Central Industrial Security Force (CISF) to enforce law and order in the administration of gates of Irrigation Projects. She should have done it long back. Let us hope that it will not be an empty promise. If there is a Central Police, and Central Police Stations which specialise in examining law and administering law (not just using fire-arms and lathis), we can expect them to act lawfully.

CONCLUSIONS:

1. Need for Constitutional Amendment to make Law & Order a Concurrent Subject.

2. Need to establish full-fledged Central Police, Central Police Stations to compete with State Police Stations.

3. Authority to Central Police Stations to accept FIRS, investigate, file charge sheets, prosecute, a la the State Police.

4. Additional Police to Judiciary, to enforce Judicial Orders and Decrees.

Mr. Anumula Revanth Reddy, is TDP M.L.A. from Kodangal, Mahabubnagar District, Telangana State.

Mr. Anumula Revanth Reddy, one of the three musketeers of Mr. Nara Chandra Babu Naidu in Telangana State, was caught red-handed on 31st May 2015, with allegations that he entered into a pact to bribe Rs. 50 million (5 crore) to a nominated MLA in Telangana Assembly for voting in favour of Telugu Desam Party. The Telangana State Anti Corruption Bureau arrested him under Prevention of Corruption Act, and produced two videos in which Mr. Revanth Reddy was offering the bribe to Mr. Stephenson, the nominated MLA.

Soon after his arrest, Mr. Anumula Revanth Reddy, is reported to have said:

"...I came here after I received a call from my friend to discuss some urgent matter. I was at my camp office and I had an appointment with Chandrababu Naidu at 6 pm and came here before meeting my president. As soon as I entered, police attacked me, took away my wrist watch and I even suffered an injury on my right arm..."

"...I will not leave KCR. One day, I will ensure that cases are registered against KCR for his illegal activities and also see that the same policemen, who attacked me now, drag KCR and arrest him..."

Mr. Revanth Reddy was outspoken, and overactive, in defence of Mr. Chandra Babu Naidu and his party, in Telangana State. Consequently, TRS leaders developed a deep-seated dislike towards Mr. Revanth Reddy.

On 7th May 2015, a website by name Reporterbox.in reported that Telangana Revenue Officials were collecting details of all the properties held by Mr. Revanth Reddy in his own name, his family members' names, and in benami names. Readers who want to read this report, Click

Another website Nocorruption.in is showing that Mr. Revanth Reddy has properties worth Rs. 130 million (13 crore). In the videos released by ACB, Telangana, Mr. Revanth Reddy is reported to have claimed that he had the support of his Party, that he had their approval to pay upto Rs. 2.5 crore.

The videos produced by ACB, Telangana State give a strong indication that they are genuine.

Mr. Revanth Reddy should clearly and categorically say whether the videos were genuine or fabricated.

Mr. Revanth Reddy and Mr. Chandra Babu Naidu apparently knew pretty well that their movements were being watched by TRS Government. If that be the case, they should have been extra-careful in their conversations while approaching MLAs for votes.

After getting arrested, what is the use of thundering? Evidence is very strong. Of course, Chief Minister of A.P., Mr. Chandra Babu Naidu has promised:-

TRS also poached and pouched a large number of MLAs and leaders from other parties into its kitty. Latest in that list was Kookatpally (Hyderabad) TDP M.L.A., Mr. Madhavaram Krishna Rao. We can see what type of persons, Mr. Chandra Babu Naidu is giving tickets to and encouraging.

It is very difficult that every person who jumped into TRS went there only for the purpose of "principles". At lease one case of such desertions could have been on monetary considerations. Of course, Telangana ACB or Police will not act on such temptations, because both the bribe-givers and the bribe-takers do not complain. Throughout the world Police are like 'pet dogs' of those rulers in power. Without signals from rulers, police do not bite.

The case of Mr. Revanth Reddy should not be investigated in an isolated manner. There is also an adage: "Justice should not only be done, but should also appear to have been done". న్యాయం జరగటమే కాకుండా జరుగుతున్నట్లుగా కనపడాలి. If both the objectives are to be fulfilled, investigation in Revanth Reddy's case should not be handled in isolation by Telangana Police. ఈ రెండు లక్ష్యాలు నెరవేరాలంటే, ఈ ఒక్క కేసునే విడిగా పరిశోథించకూడదు. అంతే కాక, ఈ కేసును తెలంగాణ పోలీసులు పరిశోధించకూడదు.

Investigation into the present MLC elections of Telangana State, including ayaram-gayaram of Mr. Tummala Nageswara Rao, Mr. Talasani Srinivasa Yadav, Mr. Kadiyam Srihari, etc. in Telangana, should be investigated in toto. It should be entrusted to CBI. ఈ కేసులని సీబీఐ కి అప్పగించాలి. లేక హైకోర్టు, సుప్రీం కోర్టులు చొరవతీసుకుని తెలంగాణ లో జరిగిన అన్ని ఆయారాం గయారాంల పై ప్రత్యేక దర్యాప్తు బృందాన్ని నియమించాలి. శ్రీ తుమ్మల నాగేశ్వరరావు, శ్రీ తలసాని శ్రీనివాస యాదవ్, శ్రీ కడియం శ్హహరిలు టీ ఆర్ ఎస్ లోకి దూకటాన్ని, రేవంత రెడ్డి, కూకట్ పల్లి మాధవరావు కేసులతో పాటు విచారించాలి. First about the word "gudda" used by you:

Gudda is a common place, somewhat unparliamentary word in Telugu language to mean "ass".   In school science text books, ass is referred to as 'gudam' (anus).  The word 'gudam' is considered as acceptable.  Hence, in this answer, I shall use the word 'gudamu' to refer to anus.

Gudam is an export port (it exports or purges out excreta), whereas mouth is an import port (it takes in food and unloads it into stomach).

If we view mouth as some great organ in our anatomy, we have to attribute at least 90% equal greatness to gudam.   If gudam does not attend to its work, wastes will accumulate in colon- large intestines (pedda prEgulu), and our body becomes a moving garbage bin.  Unfortunately, society feels shy of speaking about gudam.

About washing one's own gudam, without bothering about the society or the country

This is the bane (SApam or curse) of India.   People take little interest in what happens in their surroundings and their society, except about which man is having illicit sex with which women!   Indians are big voyuers, apart from being big gamblers.

When Alexander invaded India, his troups were with co-operation of Ambhi, were trodding towards the Kingdom of Pauras (Purushottama) , the farmers on both sides of Alexander's army's marching path looked at the army just for a moment, and without further bothering they went ahead with their work.   When invading alien soldiers enter a country, what should its people do?  Watch the show for a moment, and go ahead unconcerned?

Same thing happened when Mohammed Ghazni invaded India 17 times in 17 years and took away great treasures, after breaking Somnath Temple, Gujarat !

Same thing happened when Prithviraj Chauhan was taken prisoner by Mohammed Ghori, along with maunds of gold and gems. !

Same thing happened when the last Yadava kings of Daulatabad (Devagiri) , Mahadev and Sankaradev were skinned alive and hung at the gates of Devgiri fort, by Alluddin Khilji!


Same thing happened when the last Hoyasala king Veera Bhallala III was skinned alive by Ghiasuddin Tughlak , and stuffed with straw, hanged it on the Fort of Madurai, paraded all over the kingdom  to show what would be the fate of persons who dared to oppose him.



Same thing happened when the last Kakatiya Prisoner Pratapa Rudra II was taken prisoner by Juna Khan (Mohd.Bin Tughlak) from Warangal to Delhi.  On the way, while crossing Narmada river on a boat, Pratapa Rudra II was said to have jumped from the boat and committed suicide.


Same thing happened when Chandra Babu Naidu, a marginal / small farmer of NarAvAri palle became a master of about Rs. 2,000 crore after entering politics.

Same thing happened when Y.S. Rajasekhara Reddy & his son made nearly Rs. 1,00,000 crore, squandering the Govt. lands of the State of A.P., and distributed the acquired lands of farmers to industrialists on quid-pro-quo basis.

People elected one plunderer as Chief Minister, and another plunderer as Opposition leader.

There are thousands of instances in our history where people concentrated only on keeping their own gudams clean,  and did not worry about the society.



While keeping one's own gudamu clean is important, it is also equally important, to attend at least partly the concerns of the society.  ఎవరి గుదము వారు కడుక్కోటం ఎంత ముఖ్యమో, సమాజంలో ఏమి జరుగుతున్నదో తెలుసుకుంటూ, తాను ఏదైనా పాత్రను పోషించగలనా అని ప్రయత్నించటం కూడ అంతే ముఖ్యమే.

This part, I can assure you, that you need not worry.  I am unable to write more about this because there are two sayings in Telugu language which are very valid:


1.  ninnu gurinci nIvu poguDukOku, evarU nammaru.  ninnu nIvu tiTTukOku, nindincukOku, antA nammutAru.

Approximate English gist:  Do not praise yourselves, people will not believe.  Do not blame / curse yourselves.  People will believe that it is true.

(Lesson: One should not indulge in self-praise or self-abuse).


2.  Atma stuti, para ninda erugani nA vanTi uttamuDiki A nIcunikI kalipi sanmAnamA?

Approximate English gist:  How can you (or they) felicitate me who does not self-praise , and that nincompoop jointly on the same dais? 

(Lesson: In this sentence, the speaker is indulging in self-praise and abuse of others).

Actually, the original object of blogs, is said to be to write about oneself, a sort of public diary.   If that is correct, there is bound to be some self-praise , self-pity and some abuse of others.

Again, we have two varieties, disclosing one's own name, and not disclosing one's own name.

There are some merits and demerits in each method.

Finally, though we can write a thousand pages or probably more about ourselves, one's own practical real life is the best message a person can give.  Thus our real lives become our messages. 

Someday, in future, if we meet one another in person, probably you will see a demonstration of my lifestyle as a message, and if you are keen to show me your lifestyle as a message you will be welcome.

Anyway, I am not angry with you.

Should leave sound-polluted cities like Hyderabad and Vijayawada.  హైదరాబాదు, విజయవాడ వంటి ధ్వని కాలుష్యనగరాలను వదలి వేయాలి.   हैदराबाद और विजयवाड जैसे ध्वनि कलुषित नगरों को छोड देना चाहिऎ।

Some days back the Deccan Chronicle daily reported that the Chief Minister of Andhra Pradesh felt annoyed as his Chamber in A.P. Secretariat, Hyderabad was not made sound-proof and he was disturbed by the sounds made by vehicles moving on nearby flyovers.

Our leaders forget their bodies and souls when they climb upto stage for rendering speeches.  మన నేతలు ఉపన్యసించటానికి   స్టేజీలను  ఎక్కినపుడు తమ శరీరాలను, మెదళ్ళను, తమ గత చరిత్రను కూడ మర్చి పోతూ ఉంటారు.  हमारे अगुएं लोग, जब भाषण देने के लिये मंच चढते, अपने शरीर और मन दोनों को भूल जाते।

They forget to distinguish between what is to be told to people, and what is not fit to be uttered before people.  ప్రజల ముందు ఏమి చెప్పకూడదో, చెప్పచ్చో  అనే విషయాన్ని కూడ  వాళ్ళు  మర్చి పోతూ ఉంటారు.  जिस चीज जन सम्मुख में बोलने लायक है, और जिस चीज भाषण निषिध्ध है,  उन लोग भूल जाते रहते हैं।

Reason can be anything under the sky.  కారణం, ఈ ఆకాశం క్రింద ఏదైనా కావచ్చు.  कारण तो , इस गगन के नीचे कुछ भी हो सकता है।

Leaders compete with one another in uttering profanities.  తిట్లకు లంకించుకోటంలో ఒకరితో మరొకరు పోటీపడతారు.  गालियाँ देनें में एक दूसरे से प्रतिस्पर्धा करते रहते हैं।

In the same manner, Mr. Chandra Babu Naidu too gave great encouragement to Mr. KCR, giving him assembly tickets repeatedly and taking him into his Cabinet, allocating good portfolios.  అదే విధంగా శ్రీ చంద్రబాబునాయుడు కూడ,కెసిఆర్ కు మరల మరల అసెంబ్లీ టికెట్లను ఇచ్చి, తన మంత్రివర్గంలోకి తీసుకొని మంచి శాఖలను కేటాయించి, చాలా ప్రోత్సహించాడు.  इसी तरह चंद्रबाबु नायुडू भी, कॆसीआर् को बार बार असॆंब्ली टिकॆट देकर, अपने मंत्रिवर्गं में लेकर, अछ्छे शाखाऎं देकर, बहुत प्रोत्साह दिया।

Ultimately, what happened?  చివరికి ఏమైంది?  अंत में क्या हुआ   ?

Modi gave a big hand to Vajpayee, Advani and Joshi without winking an eyelid.  శ్రీమోడీ గారు వాజ్ పేయీ, అద్వానీ, మరియు జోషీ లకు పెద్ద చెయ్యే ఇచ్చాడు. श्री मोदी महोदय वाजपेयी को, अद्वानी को, जोषी को , सब को बडे धोका दिया।

KCR is also creating a situation where Chandra Babu Naidu will not have a place to sit.  కెసీఆర్ కూడ తన గురువు  చంద్రబాబుకు నిలువ నీడ లేకుండా చేయటానికి ప్రయత్నిస్తున్నట్లు కనిపిస్తుంది.  कॆसीआर् भी अपने गुरु चंद्र बाबु को खडने के लिये भी हैदराबाद मॆं जगह नहीं देने का कंकण बध्ध दिख रहा है।

Govt. has law enforcing agencies in its hands.  It has plethora of Excise Officials ranging from Excise Commissioner to Constable, and great police officials from DGP to Home Guards.  All of them have fire weapons.  All of them have modern vehicles.  All of them have wireless sets.  They have helicopters.  They have wads of money to pay to informers who give info about belt shops.  In spite of all these, if the Govt. cannot catch hold of the belt shop organisers, how can hapless and helpless women can do it?

ప్రభుత్వం వద్ద చట్టాన్ని అమలు చేసే అధికారాలు, సంస్థలు ఉన్నాయి.  ఎక్సైజ్ కమీషనర్ స్థాయి నుండి ఎక్సైజ్ కాన్ స్టేబులు స్థాయి వరకు అధికారులు ఉన్నారు.  డీజీపీ నుండి హోం గార్డు స్థాయి వరకు పోలీసు అధికారులు ఉన్నారు.  తుపాకులున్నాయి.  ఆధునిక వాహనాలు ఉన్నాయి.  కొన్ని తక్కువైనా కొనగలరు.  వైర్ లెస్ సెట్లున్నాయి.  హెలికాప్టర్లున్నాయి.  (ఉన్నవాళ్ళలో కొందరు ఇళ్ళలో బట్టలుతుకుతున్నారు అనేది వేరే సంగతి).  వాళ్ల దగ్గర బెల్టు షాపులకు సమాచారం అందించే వారికి చెల్లించటానికి కట్టల కొద్దీ రహస్య డబ్బులు ఉన్నాయి. అన్నీ ఉన్న ప్రభుత్వమే చేయలేని బెల్టు షాపులను తొలగించే పనిని  భాగ్యహీన (భర్తలు తాగుబోతులవుతే స్త్రీలు భాగ్యహీనలు కాక ఏమవుతారు?), నిస్సహాయ స్త్రీలు ఎలా చేయగలుగుతారు?

सर्कार के पास कानून अमल करने के लिये अधिकार है, संस्थाएं हैं।  ऎक्सैज कमीषनर स्थायी से ऎक्सैज कानस्टेबुल तक अधिकार लोग हैं।  डी जी पी स्थायी से होम गार्ड तक पोलीस लोग हैं।  बंदूकें हैं।  अति आधुनक गाडियाँ हैं।  कुछ कम हुए तो भी खरीद कर सकते हैं।  वैरलॆस् सेट्स हैं।  हॆलीकाप्टर्स हैं। (रहने वालों में कुछ नौकर पोलीस और ऎक्सैज अधिकारियों के घरों में कपडे धो रहे हैं, एक अलग बात है।)  पोलीस और ऎक्सैज अधिकारियों के पास, समाचार देने वाले इन् फार्मर्स को पे करने के लिये रूपयॆ बंडिल्स भी रहते।  सभी रखने वाले सरकार, बॆल्ट षापों को नहीं निकाल सके तो, भाग्यहीन, निस्सहाय औरतें उन बॆल्ट षापों को कैसा निकाल सकते हैं ?

హైదరాబాదు నగరం పైన. ఉద్యోగులు అంతా ఆంధ్రప్రదేశ్ నుండే పనిచేయాలని కోరుకుంటున్నారని, శ్రీవారే చెప్పారు. తాను టెంట్లనుండికూడ పని చేయటానికి వెనుకాడనని తానే చెప్పుకున్నారు. షెడ్లైనా మేలేనని, గతంలో వివేకవాన్ సీనియర్ కాంగ్రెస్ నేత శ్రీ పాలడుగు వెంకటరావు గారు సలహా ఇచ్చి కూడ ఎన్నో నెలలు గడిచింది. అయినా, శ్రీచంద్రబాబు నాయుడు గారు హైదరాబాదునుండి కదలటానికి ముందుకు రావటంలేదు.

ఈమధ్య హైదరాబాదులో శ్రీ రామ దూత స్వామి అనే ఆయన చేసిన యజ్ఞానికి కూడ వెళ్ళి వచ్చారు. సికిందరాబాదు ఉజ్జయినీ మహాకాళీ దేవాలయానికి కూడ వెళ్ళి వచ్చారు.

లెజెండరీ జడ భరతుడిలాగా హైదరాబాదుపై వ్యామోహం వదలని శ్రీ చంద్రబాబు, వచ్చే జన్మలో పాతడేట్ ముల్కీగా పుడ్తారా లేదా అనే ప్రశ్న కన్నా, ఆయనను హైదరాబాదు నుండి కదిలించి, సీమాంధ్రకు తరలించి తెచ్చి రాష్ట్ర పాలనను సీమాంధ్రనుండి చేపట్టేలాగా చేయటం ముఖ్యం.






అవకాశ వాది యైన శ్రీచంద్రబాబు నాయుడు గారు, రాజధాని విషయంలో, 1937 శ్రీబాగ్ ఒడంబడిక ద్వారా, రాయలసీమకు రాజధానిని ఇస్తామని కోస్తాంధ్రులు చేసిన వాగ్దానాన్నే మరచిపోయారు.

మానవ జీవితంలో అన్నింటికన్నా కష్టమైనది, చేసిన వాగ్దానాన్ని నిలుపుకోటం. కారణం ఏమైనప్పటికీ, 1937 నాటి కోస్తాంధ్ర నేతలు, రాయలసీమకు రాజధానిని ఇస్తామని వాగ్దానం చేసారు. అలా ఇచ్చినందు వల్ల కోస్తాంధ్రకు పెద్ద నష్టం కూడ ఏమీ లేదు. వాగ్దానం నిలుపకోటం వల్ల తెలుగు జాతి ప్రతిష్ఠ పెరుగుతుంది.

రాజధానిని రాయలసీమలో నెలకొల్పటం వల్ల వచ్చే ప్రధాన సమస్య, కోస్తానుండి కొత్తరాజధానికి జరగబోయే భూస్పెక్యులేటర్ల, వలసలు. ఇది కాక పొట్టకోసం లక్షలాది మంది అన్ స్కిల్ డ్, సెమీ స్కిల్ డ్, స్కిల్ డ్ వర్కర్లు, కోస్తానుండి రాయలసీమకు వలస వెళ్తారు. దీనిని ఎవరూ ఆపలేరు. ఇది వారి జన్మహక్కు. (వలస శ్రామికుల జన్మ హక్కు, మానవ హక్కు).

ఈ సమస్యకు ఏకైక పరిష్కారం, ఆంధ్రప్రదేశ్ రాజధానిని పూర్తిగా పదేళ్ళకు పరిమితమైన తాత్కాలిక రాజధానిగా ప్రకటించి, ఉత్తరాంధ్ర, దక్షిణాంధ్ర, రాయలసీమ రాష్ట్రాల ఏర్పాటుకు కృషి చేయటమే. ఇది చంద్రబాబుకు, కిరణ్ కుమారుడికి, జగన్మోహన్ రెడ్డి కీ ఇష్టం ఉండదు. కాని తెలుగు ప్రజల దీర్ఘకాలిక సంక్షేమానికి ఇది అనివార్యం.

శేషాంధ్ర రాష్ట్రంలోని వివిధ జిల్లాల, వివిధ ప్రాంతాల ప్రజలకు, రకరకాల ఆకాంక్షలున్నాయి. అలా ఉండటం తప్పుకాదు. భౌతికంగా శేషాంధ్రకి మధ్యలో ఉన్నాయి అనే నెపంతో ప్రతి దాన్నీ విజయవాడ గుంటూరు చుట్టుప్రక్కలకు తెచ్చి పెట్తే, గతంలో హైదరాబాదులో ప్రతిదాన్నీ తీసుకువెళ్ళి పాతిపెట్టిన తప్పే మరల చేసినట్లవుతుంది.

విజయవాడ గుంటూరు లలో తక్షణ తాత్కాలిక ఏర్పాట్లు

హైదరాబాదులో ఇంకా ఎక్కువకాలం శేషాంధ్ర సచివాలయాన్ని, శాసనసభను, ఉండనివ్వటం ప్రమాదకరం. విజయవాడ నగర మధ్యలో ఉన్న స్టేడియంలో తాత్కాలిక సచివాలయ భవనాలను ఏర్పాటు చేసుకోవాలి. తక్కువైన వాటికి గుంటూరు బ్రహ్మానందరెడ్డి స్టేడియం లో తాత్కాలిక భవనాలను నిర్మించుకోవచ్చు.

విజయవాడ తుమ్మలపల్లి కళాక్షేత్రంలో శాసన సభా సమావేశాలను ఏర్పాటు చేసుకోవచ్చు. గుంటూరు శ్రీవేంకటేశ్వర విజ్ఞాన మందిరంలో శాసన మండలిని సమావేశ పరుచుకోవచ్చు. మరీ మాట్లాతే, శాసన మండలిని ఎత్తేసుకోవచ్చు.

కొందరు యోగులు, జ్ఞానుల ప్రకారం, విగ్రహారాధన అనేది దైవం మనసును నిలుపుకోటానికి మొదటి మెట్టే, ప్రతి వ్యక్తీ సగుణంలోనుండి నిర్గుణంలోకి మనసు నిలపటం అలవాటు చేసుకోక పోతే వాడికి మోక్షం ఉండదు, అంటూ బోధిస్తూ ఉంటారు.

కానీ కోరికలు అగ్ని శిఖలలాంటివి. మనం నెయ్యి పోస్తున్నకొద్దీ అవి విజృంభిస్తాయి. చివరికి అవి మనల్నే కబళించినా ఆశ్చర్యపోనవసరంలేదు.

ఇపుడు పులి మీద పుట్రలా రాలీలు, సభలు. కుక్కలను తీసుకువెళ్ళి నేలను వాసన చూపించటం. గ్రౌండు చదును చేయించటం. చలువ పందిళ్ళు వేయించటం. శ్రీరామ పట్టాభిషేకం కోసం నాటి అయోధ్య పౌరులు, దశరధుడి మంత్రులు చేసిన హడావిడి కన్నా ఎక్కువగా ఉన్నది. దీనంతటికి కనీసం ఒక రెండు కోట్లు ఖర్చయినా ఆశ్చర్యపోనక్కరలేదు.

చివరికి నాయకుడు గారు ఏమి చెప్తాడు? వడ్లగింజలో బియ్యపు గింజ. విగుంతే ని సింగపూరు చేస్తాం. మెట్రోరైలు మీ ఇంటి ముందుకే వస్తుంది.

ఈలోగా విగుంతే రియల్ ఎస్టేట్ వ్యాపారులు ఇదిగో పులి అంటే అదిగో తోకలాగా విగుంతే భూములను కొని పారేస్తున్నారు, అమ్మి పారేస్తున్నారు.
