1055 How to compare the India ruled by our Hon. Prime Minister Shri Narendra Modi and his BJP Party, with Shri Ram Rajya, the India of thousands / hundreds of thousands of years back?


Where-When-Why-How, against whom did Shri Rama use his Sword Nandakam ? Trigger for this blog post is: Shri Rama PaTTAbhishEkam celebrations (Anointment Ceremony of Lord Shri RAma as King of Ayodhya) at Bhadrachalam Temple, Telangana State, India. The Priests have adorned the Shri Rama's Statue with a sword, calling it 'Nandakam'. During the Coronation Ceremony, a preacher of the Pancharatra-VaishNava Sect Shri Chinna Jiyyar was also present. He is reported to have presented a Gold-Crown to the idol of Shri Rama. The Video of the Ceremony can also be seen on YouTube. But at the same time, my Readers may be interested to know about this 'nandaka' - the sword (looked small in size like a dagger, probably because its size has to match with the idols' size). Hence I am writing this quote from the Vol. 7 named Uttara KAnDA of Valmiki Ramayan. Uttara = post, after. kAnDA= story, episode. Book seven deals with the remaining Part of the Story of Ramayana, after arrival back of Sita RAma Lakshmanas from the 14 year exile of forest, and Rama's Coronation as the King of Ayodhya.

अगस्त्यस्याश्रमपदं द्रष्टुमिच्छाम राघव ॥ 7.76.16 ॥

तस्य दीक्षा समाप्ता हि ब्रह्मर्षेः सुमहाद्युतेः

काकुत्स्थ तद्गमिष्यामो मुनिं समभिनन्दितुम्

To eliminate reinventing of the Wheel, I quote below English Translation of Chapters 73, 74, 75, 76 of the UTTARA KANDA, which contains the Story of the "Slaying of Shambuka". English Narration is by Late Shri Hariprasad Shashtri, his 1959 Translation of Valmiki Ramayana, kind courtesy Google and Archive.org.


An aged parent- a brahmin, bearing his dead child in his arms came to the palace gate, weeping and crying out again and again : —

What sin did I commit in a previous existence ?

Overcome with paternal grief, he repeated unceasingly, O My Son, My Son ! Ah ! Of what fault was I formerly guilty in another body that I should see mine only son meet with death ? This boy had not yet reached adolescence, his fourteenth year not having been completed ! To my misfortune, before his time, this dear child has been struck down by death ! In a few days, I and thy mother too will die of grief, O Dear Child ! I do not recollect ever to have uttered a lie ; I do not remember ever inflicting an injury on any animal or doing harm to any person ! For what misdeed has this child, born to me, gone to the abode of Vaivaswata this day, before he had performed a son’s duties to his sire ? Never before have I witnessed or heard of such a dreadful thing as, in Rama’s reign, for people to die prematurely. Rama must have committed a serious fault since in his kingdom, children succumb. Assuredly the young who inhabit other countries need not fear death ! O King, give me back the life of my child, who has fallen under the sway of death ! With my wife, I shall yield up my life at the gate of the king as if I were without a protector ! Thereafter, having been guilty of Brahmanicide, O Rama, be happy ! Mayest thou live long with thy brothers ! O Mighty Monarch, under thy rule, after a period of prosperity in thine empire, misfortune has now overtaken us, placing us imder death’s dominion, O Rama ! From now on we shall not enjoy the least felicity since the empire of the magnanimous Ikshvakus no longer has a support. With Rama as its protector, the death of children is certain. People perish under the unrighteous rule of an impious monarch. The evil conduct of a king brings about the premature death of his subjects. When, in the cities and country, crimes are committed and no supervision is exercised, then death is to be feared ! Undoubtedly the king will be held to be at fault in city and country, hence the death of this child.

Such were the countless recriminations that the unfortunate father addressed to the king whilst he clasped his son to his breast.

( CHAPTER 74 Narada’s Discourse )

The piteous lamentations of that unfortunate brahmin reached the ears of the king and he, in the profound distress he experi- enced, called together his ministers, Vasishtha and Vamadeva, with his brothers and the elders of the city also.

Then eight brahmins were ushered into the king’s presence by Vasishtha, who resembled a God, and they said : —

May prosperity attend thee !

Thereafter those foremost of the Twice-born, Markandeya, Maudgalya, Vamadeva, Kashyapa, Katyayana, Jabali, Gautama and Narada took their seats, and those Rishis being assembled, Rama paid obeisance to them w'ith joined palms. Then the ministers and citizens received a cordial welcome, as was fitting, and all those highly effulgent persons being seated near him, Raghava informed them of the reproaches of that Twice-bom One.

Hearing the words of the prince, who was filled with distress, Narada himself made this memorable reply in the assembly of the Sages ; —

Learn, O King, what has caused the untimely death of this child ! When thou art conversant therewith, do what thou considerest to be thy duty !

O Prince, Joy of the Raghus, formerly in the Krita Yuga, the brahmins alone practised asceticism ; he who was not a brahmin in no wise undertook it. At the close of that age, all was consumed and absorbed into Brahman. Thereafter the brahmins were re-bom enlightened and endowed with the gift of immortality. In that age, none died prematurely and all were wise.

The Treta Yuga followed when the sons of Manu were born, who practised austerities ; these noble men were the rulers, and full of power and heroism. In that era. Brahmins and Kshatriyas were equal in power nor could any distinction be found amongst them ; it was then that the four castes were established.

When that Yuga, which had been free from nescience, was consumed in the Fire,'® unrighteousness placed one foot on the earth and, on account of wrong-doing, glory waned and the span of life was diminished, O Best of Monarchs. Flesh that had been formerly eaten,* became impure food throughout the whole world and, in these conditions, men gave themselves up to good deeds, taking refuge in purity and justice to rid them- selves of evil.

In the Treta Yuga, brahmins and warriors practised asceticism and the rest were under the supreme obligation of obedience, proper to the Vaishya and Shudra classes ; the Shudras duty being to serve the other three.

O Great King, in the Dwapara Yuga, untruth and evil increased, unrightousness having placed a second foot on the earth, and then the Vaishyas began to practice penance, so that dharma, in the form of asceticism, was performed by the three castes, but the Shudras were not permitted to imdertake it during that time, O Foremost of Men.

O Prince, a man of the lowest caste may not give himself up to penance in the Dwapara Yuga ; it is only in the Kali Yuga that the practice of asceticism is permitted to the Shudra caste. During the Dwapara Yuga it is a great crime for one of Shudra birth to perform such practices.

At this time, in thine empire, a rigid penance is being imder- taken by a wretched Shudra, O Prince, and this is the cause of the death of that child.

The practice of unrighteousness, be it in the city or the country, brings about misfortune and the monarch who does not mete out an immediate punishment, goes to hell, of this there is no doubt.

An act of mortification that is prescribed is well done and a sixth of the merit goes to the king who rules wi± justice. But how should he, who does not protect his people, enjoy the sixth portion ? O Lion among Men, thou shouldst investigate the happenings in thy kingdom and put down evil wherever it is practised, so righteousness may flourish, man’s life be prolonged and the child be revived.

(CHAPTER 75 Rama makes a Tour of Inspection of his Kingdom ).

Hearing the nectar-like words of Narada, Rama was delighted and said to Lakshmana : —

O Dear Friend, thou who art faithful to thy vows, go and console that leading brahmin and cause the body of the child to be placed in a jar of oil with precious unguents and fragrant salves so that it is covered and does not suffer decomposition. Aa in such a way that the body of the child does not dissolve or decay.

Having issued this command to Lakshmana, who was endowed with auspicious marks, the highly illustrious Kakutstha thought of Pushpaka, and said Come hither ! Conscious of his inten- tion, the golden chariot’ appeared before him in the same hour and bowing, said to him : —

Behold, I am here at thy service, O Long-armed Prince !

Listening to the gracious words of Pushpaka, Rama paid obeisance to the great Rishis and ascended the chariot. Armed with his bow, his two quivers and his glittering sword, Raghava left the city in the charge of his two brothers, Saumitri and Bharata, and thereafter that monarch directed his course to the western region which he explored on every side ; then he went to the northern region bounded by the Himalayas, but found no trace of evil-doing there ; later the eastern region was carefully searched by him and that long-armed Prince, from on high in his chariot, beheld people of pure morals there, as stainless as a mirror. Then he, who causes felicity to the great Rishis, ranged the southern region and, on the side of the Shaivala Mountain, a vast lake appeared to him, on the banks of which the blessed Raghava beheld an ascetic practising an extremely rigorous penance, his head hanging downwards.

On this that Prince bom of Raghu approached the one who had given himself up to rigorous practices and said : —

Blessed art thou, O Ascetic, who art faithful to thy vows ! From what caste art thou sprung, O Thou who hast grown old in mortification and who art established in heroism. I am interested in this matter, I, Rama, the son of Dasaratha. What purpose hast thou in view ? Is it heaven or some other object ? What boon dost thou seek by means of this hard penance ? I wish to know what thou desirest in performing these austerities, O Ascetic. May prosperity attend thee ! Art thou a brahmin ? Art thou an invincible Kshatriya ? Art thou a Vaishya, one of the third caste or art thou a Shudra ? Answer me truthfully ! Then the ascetic, who was hanging head downwards, thus questioned by Rama, revealed his origin to that Prince born of Dasaratha, the foremost of kings, and the reason why he was practising penance.

Hearing the words of Rama of imperishable exploits, that ascetic, his head still hanging downwards, answered : —

O Rama, I was born of a Shudra alliance and I am per- forming this rigorous penance in order to acquire the status of a God in this body. I am not telling a lie, O Rama, I wish to attain the Celestial Region. Know that I am a Shudra and my name is Shambuka.

As he was yet speaking, Raghava, drawing his brilliant and stainless sword from its scabbard, cut off his head. The Shudra being slain, all the Gods and their leaders with Agni’s followers, cried out, Well done ! Well done!overwhelming Rama with praise, and a rain of celestial flowers of divine fragrance fell on all sides, scattered by Vayu. In their supreme satisfaction, the Gods said to that hero, Rama : —

Thou hast protected the interests of the Gods, O Highly Intelligent Prince, now ask a boon, O Beloved Offspring of Raghu, Destroyer of Thy Foes. By thy grace, this Shudra will not be able to attain heaven !

Hearing the words of the Gods, that hero of the region of truth, with joined palms, addressed Purandara of a Thousand Eyes, saying ; —

Since the Gods are gratified with me, let the son of that brahmin be resuscitated ! Accord me this, the greatest of all favours ! It is on account of my negligence that this child, the only son of that brahmin, has died before his time. Give him back his life ! May prosperity be yours I I have promised that I would restore his son to this Twice-born, do not let my words prove false !

Thus spoke Raghava and the foremost of the Celestials, full of joy, gave him this reply, enhancing his felicity : —

O Kakutstha be happy ! This very day that child has received new life and has been restored to his parents. The child was resuscitated at the instant that the head of the Shudra fell. Be happy I May prosperity attend thee ! Now let us go, O Raghava, O Foremost of Monarchs, we desire to visit Agastya’s hermitage. The hour of consecration is at hand for that great Rishi ! O Illustrious Prince, for twelve years, he has lived in the water. O Kakutstha, let us go together to offer felicitations to that ascetic. Do thou come and visit the foremost of Rishis also and be happy.

'Be it so' , said the enhancer of the Raghus’ joy , and ascended the gold-encrusted Chariot, Pushpaka. Meantime, the Gods had left in their vast chariots and Rama followed them without delay to the hermitage of Kumbhayoni.

It appears that in many Dalit Atrocity Cases, some bourgeoisie Police Officials seem to search for alibis, to save upper caste Culprits.

"...Police said that during their investigations, they had received complaints against the character of the boy. “Some villagers complained that the boy would perform stunts on the horse and on motorcycle whenever he confronted young girls. He also used to enter into fights, ...” Pravin Mal said.

"...Police said that they have also come across multiple complaints against Pradeep’s father for being involved in various incidents of land grabbing in the past. ..."


In this instant case, if there were previous complaints against the character of the boy, what corrective action was taken by the Head Constable, Asst. SI, Sub Inspector and Circle Inspector of the Area? Did they give him any written warnings? Did they make any entries in Police Records about the boy's behavior? Dis they inform their Superiors? Did they at least orally counsel the boy? Similarly, if the boy's father was involved in various incidents of land grabbing in the past what action was taken against him? Similarly what action was taken against the Land-grabbers of other castes in the Village and its surroundings? Why didn't the Police conduct a meeting of all the 3,000 people in the village, guide them properly, and try to set right the things? Why did the Police allow the things to culminate into a murderous State of Affairs? Now, these things may not end. There will be recriminations and retributions.

Are the Upper Castes of the Timbi Village running a Kingdom of their own, where they will administer their own punishments of killing, for misbehaviors and land grabbings, without reporting to the Police?

Does the misbehavior of the boy or his father justify the boy's killing? Even in the gravest of the gravest provocations and crimes, we cannot justify killings. There are many other ways of preventing communal strife.

Obviously, the alibis of --complaints against the boy and his father-- are only being shown as excuses for the monstrous murder, so as to reduce the seriousness of the Offense.

What similarities we can see in the manner in which the Superintendent of Police is speaking, and the Action of Lord Shri Rama who beheaded Shambuka with his Nandaka Sword, without applying his mind?

992 It is not easy to get meals or tiffin in dalit homes. Not to speak of the sumptuous and succulent dishes on banana leaves!!!


We frequently see on TV screens, and in print media, videos and photos showing our leaders like Mr. Rahul Gandhi, Mr. Yeddiyurappa, Mr. Amit Shah, dining in dalit homes, all over India. The banana leaves / leaf plates on which these sumptuous succulent dishes are served, often repeatedly asked and cajoled by host gents and ladies, gives an impression that dalit homes are rich. From this blogger's real life personal experience after working as a Bank Manager, in Mahaboobnagar District of Telangana State, it is difficult to convince a dalit householder to share food with additional persons, as they do not have enough food to spare, not to speak of providing sumptuous and succulent breakfasts, lunches and dinners to visitors. Not that the dalit householders are miserly or stingy. It is the miserable state of deprivation of their homes which makes them to hesitate to offer food to outsider guests. Exceptions, we can see only in case of marriage functions, post-funeral 10th day rituals where feeding villagers/relatives become UNAVOIDABLE RITUAL for religious reasons.

This type of breakfasts, lunches, teas-snacks, dinners are arranged in dalit homes by any Upper Caste or Upper SUdra landlord caste Party leaders (not only BJP, all political parties in India have this practice), at their own costs. Then also the dalits may not come forward to host breakfasts, lunches, teas, dinners at their homes, out of shyness, or out of repeated disappointments with political leaders. Then the landlord village leaders promise the dalit householders benefits such as homes under Government Schemes, buffaloes, sheep, autos, bullock carts, etc. etc. to motivate them.

The dalits may be real-life kuchElAs [kuchEla= a character in Mahabhagavata, who is a class-mate of Lord Shri Krishna. He approached his childhood friend Lord Shri Krishna, under pressure from his (Kuchela's) wife, to find a solution for his poverty], but Mr. Amit Shah is not a real life Sri Krishna. Amit Shah does not know who that dalit host is. For everything, he needs a prompting from the village landlord, Upper Caste/Upper SUdra BJP leader. The moment he gods back to Delhi or Ahmedabad, he is bound to forget everything, because this roll-play will have to be repeated thousands of times. And nobody, enters the details of the dalit homes into a mysql database for periodical reference.

During my work as Bank Manager in an area adjoining the Nalgonda District (Western border of Nalgonda District), following are my experiences.

1. When a politician / Government Officials of State and Central Governments / Police and Forest Staff visit Telangana villages, usually advance information goes to villages through village henchmen (called in Telugu: pettandars, pairavikArs). Whether advance information is given or not, the moment somebody(bodies) breakfast-lunch-snacks-tea-dinner worthy enter(s) a village, the Village sarpanch, Village Revenue Officer, local party leader, panchayat karobar, employees of the concerned Departments, whoever considers that it is necessary for himself-herself, will arrange to cut a poultry-cock for chicken, and/or a sheep or a goat (depending on the number of persons). If necessary he will also arrange for liquor bottles, some sweets/mixture/cool drinks etc. These things are arranged in either the Sarpanch's house, or any other landlord's house. Not at dalit homes. Only in case of election jumlas (show-tricks) dalit homes are visited.

Depending on the location of the village, i.e. whether the village is on the High Way at a crucial junction, or in a remote nook and corner, the pressure and the number of visits will vary. Sarpanches in Highway villages have to host more parties. But whatever be the case, the hosts will never bear the costs from their personal pockets. They pass on the costs to the villagers in various ways. The villagers also understand that, and they share the burden.

During my 2 1/2 years stay in the Mahaboobnagar District villages, I or my four staff members (all of them belong to Scheduled Castes)-- we have never dined at sarpanch-homes, patel-patvAri homes, vro-vdo homes, landlord homes, as we knew that the burden will be passed on to the other villagers. Besides, we were afraid of becoming puppets of our lunch-givers. We had about 16 villages to serve. Whenever, we had to visit villages for recoveries, inspections, etc. we used to start very early at 6 a.m., and return by 11 a.m., so that there would be no need to eat anywhere, except take tea in wayside teastalls (if at all they existed).

I have never revealed my caste to anybody. To the extent possible, I have never asked the caste of any person, except where it was necessary to fill Govt. forms, for extending subsidy, margin benefits, as stipulated in the relative schemes. The Sarpanches, landlords, former patel-patvaris (village revenue officials) have a tendency to insist that they alone should receive courtesies such as seats, teas in Banks, while BCs, SCs, and STs stand behind them. This system we have removed, which has hurt the ego-s of the sarpanches, former patel-patvaris, landlords. Besides, after coming to know that all my four staff members belonged to SCs, the village-rulers lost interest in us.

963 World, India, and Regonal Current Affairs


Osmania University, Hyderabad City, Telangana State, India is celebrating its Centenary year. President of India, Shri Pranab Mukherjee, 'flew into Hyderabad' on Presidential Aircraft for a one day visit, made his preachings, got felicitated by the Governor and Chief Ministers of Telangana State, and again flew back to Delhi in his Special Aircraft,. According to News Reports, Telangana State Government is spending Rs. 2 billion (about $3.5 million) for the Celebrations. This amount seems to be on a very lavish and extravagant, considering that the Rural Districts of Telangana State are going through severe drinking water shortage and drought conditions are prevailing in many places. Any Nation which wastes its scarce resources on ostentatious celebrations can never really prosper, as most of the funds spent go through the drains for unproductive stuff.

I obtained my first degree, 'B.Com' from this Osmania University, Hyderabad, in the year 1973 March. I studied B.Com., at Viveka Vardhini Evening College, Jambagh, between Ashok and Navrang Talkies-es, Hyderabad, during the years 1969-73.

There is nothing to coo about or caw about the University.

If at all, there is anything to say praiseworthy about, it must be said about the Viveka Vardhini College. The period during which I studied at the College were strife-filled, owing to the first failed Instalment of Telangana Agitation for separate State led by Late Marri Chenna Reddy. In those days, Osmania University students seemed to have considered 'copying' in examinations, as birth right. Many students of VV College of those days, I pray them to forgive me if I say, were also no exception to copy in the examinations. The-then Lecturers of the College were very sincere, hardworking, eager-to-teach, but all that became 'Telugu: aDavi kAchina vennela' (English: Moonlight in a forest'), and 'bUDidalO poSINA pannIru' (English: Flower-perfumed-water poured into embers').

China launching its second aircraft carrier, may be a great cause of concern to all the countries in South China Sea. Though China pretends to have Elections every ten years, it will be a matter of guesswork, how freely Chinese Voters exercise their franchise. Dictatorial and Totalitarian Nations seem to have greater greed for acquiring new territories, expanding its fleet of warships and aircraft. Of course, China may want to emerge as a challenger to United States in this Unipolar World. The (mis?)adventurism of Mr. Donald Trump also makes China and North Korea to display 'counter-exhibitionism'.

India must also be wary of Chinese manoeuvres. It may try to park its second Aircraft Carrier on Burma's Coast, with its aircraft ready to fly towards India, over Bay of Bengal. Or, it can extend some huge financial assistance to Shri Lanka, in return for Parking Space at Colombo.

930 The 4200 km. strain-stress full walkathlon (pAda yAtra) of Shri Tammineni Veerabhadram,CPIM General Secretary, Telangana, may get a few seats for CPIM, but it will not bring Communism/Marxism/Socialism to India


On the occasion of completion of the 4200 kms. of Walkathlon of Shri Tammineni Veerabhadram, General Secretary, Telangana State, of Communist Party of India Marxist, a jumboree like flood-lit mass meeting has been organised in Hyderabad, which has been addressed by Mr. Pinarayi Vijayan, Chief Minister, Kerala State. The Mass Meeting resembled the jumborees organised by bourgeoisie parties like TRS, BJP, TDP and Congress. It is not clear, who has provided funds to them for organising the jumboree. Ordinarily, bourgeoisie parties, when they organise jumborees, collect their funds from Corporates, Forest, Liquor, and Mining Contractors. It may not be possible for Proletarian Parties to collect such type of huge donations from Corporates and Contractors, because they have very few prospects of coming to power. A few years back, CPI Khammam arranged a grand jumboree in Khammam. Later, it emerged that Communist Parties in Khammam got their funds from Liquor Contractors. That issue was under police investigation,along with some other liquor cases which included some belt shops said to be benami-owned by Shri Botsa Satyanarayana, for sometime. Finally, everything was swept into/under the carpet.

909 Does the NOn-Existent God need 19kg. gold ornaments worth Rs. 50 million, at PUBLIC EXPENSE?


First of all, there is no proof of existence of God. Let us concede that he-she-it exists (approx. Telugu language equiv: 'unDenu pO'), is he-she-it a gentle soul, or a "metal-carrier" or "precious-stone carrier"? For the benefit of my readers, let us recapitulate that Lord Venkateswara is considered as an incarnation / manifestation of Lord VishNu for the Evil Age (Sanskrit language equiv: kali yuga). Preachers describe VishNu as 'alankAra Priya' (Approx. Engli: Lover of Adornments, Decorations, and Ornaments), while the third God of INdian Trinity Lord Shiva is considered as 'abhishEka priya' (approx. Engli: Lover of sacred bathings). The First God of the Trinity Lord Brahma, called 'caturmukha - brahma' (Approx. Engli: The Spirit-God of Four Heads, the Creator) has been spared by Priests, both from heavy ornamentation-s and profuse bathing-s. Indian High Class Society Ladies love gold and diamond ornaments, notwithstanding their weight, whereas Indian Women as a common-genre do not wear gold, except in their 'mangaLa sUtrams' (approx. Engli: golden-Sacred Threads worn in their necks as a sign of their having already been married, and being sacred women). There are millions of Indian poor women, who cannot afford to buy gold for their sacred threads, and who wear just a turmeric-applied cotton threads, to which is tied a small piece of turmeric (telugu language: pasupu tADu), to serve as their mangaLa sUtrams. In other words, gold is not compulsory even for sacred threads. High Society Ladies' Craze for gold and diamonds, is just an ugly appetite and fetish.

821 Mr. Donald Trump ought to have taken the assistance of Mr. KCR for his Campaigning and Debating


I am unable to determine whether to write in a lighter vein or in a serious tone about this. I write in a way as it comes, whether it is really worth it, or not worth it. At the end of the high-falutin and bloviating campaign talks of Mr. Donald Trump and Ms. Hillary Clinton, and the three high voltage TV debates between them which indicate that Ms. Clinton has won (at least in lashing the tongue), suddenly a feeling crept in me that Mr. Trump has not obtained the right type of assistance to secure a victory in the billion dollar each campaigns.

The fierce fight for Presidency, between two Multi Billionnaires is nothing new in United States. The Presidential canddidates are only proxies, for the business empires who were pumping them with Campaign Funds, with a view to collect their investments back later. We must also not forget that some Business Empires may be backing both the candidates covertly, so that they can reap a win-win sitution.

Question: Do you mean to say that American voters are fools, or will be fooled?



Ans: Voter foolishness, in a clearer perspective, is to be taken as global foolishness. We cannot have a narrow view that it is American Foolishness. The American voters, were fooled in the past, are being fooled, and will be fooled in future also. Just as in OOP (Object Oriented Programming) in Information Technology there are inheritances of objects, in the Technologies of Democracies are there are inheritances, Voter Foolishness is one among them.

Question: You seem to be biased against American Democracy?



Ans: My bias is not against American Democracy. My bias is against the monster of Capitalism. Otherwise how will you explain this situation? There are news reports that, in his last American Presidential Campaign, Mr. Barrack Obama has spent US$ 1 billion, which is not by an means a mean amount. There were jubilations that a "Blackman" was for the first time elected as American President. American Blacks were supposed to be poor. It must have been a dream for an ordinary American Black to mobilise a Billion bucks for spending in elections. Then, was Obama an extra-ordinary American Black, that American Business Empires condescended to pour in a billion greenbacks for Election Campaigns? Now, that gush and verve of electing a Black President is gone, this time there is going to be a euphoria of electing a first American Woman President. In this euphoria, reasoning will be lost.

What Reasoning?



Whether first American Black President, or the first American Woman President, or some other President, as long as they continue to be proxy and puppet Presidents in the hands of business empires, there is not going to be much change in the trials and tribulations of the American Havenots and American Unemployed/under-employed.

Question: Do you support or sympathise with Donald Trump and his misdemeanours and transgressions?



There is not much difference between Donald Trump and Ms. Hillar Clinton. Ms. Clinton looks more polished, and talks in a more refined manner. Whatever be his utterances on stage in his last talk during third Debate on TV, Mr. Trump has not only grossly mismanaged his campaigns, but also, in the process, spoiled the opportunities of his other Republican Rivals.

SOMETHING IN LIGHTER VEIN


There are news reports that the Telugu film Hero Akhil s/o Nagarjuna will be participating in Donald Trump's fund raising campaigns. Mr. Akhil may be in Cloud 9s for getting the unique opportunity, which no other Telugu Hero seems to have got. It is not clear, how much he is being paid for his appearance, but definitely it may not be FREE, even if free flight tickets both sides, free accommodation etc. are given. We shall have a 'no comment' about this.

Mr. Trump's principal hope for success appears to rest on the 'dissatisfaction' of the American White Unemployed and UnderEmpoloyed Persons whose jobs have been knocked away/ ARE BEING KNOCKED AWAY (as per their perceptions) by Chinese, Indians, Mexicans, and other coloreds. But, I believe that Trump might have failed to build a solid voter support base from this most important segment of American Democracy. It is not my intent to say that Mr. Trump is a novice or that he is naive. He ought to have taken the assistance of stalvarts in this field of proven expertise, the Emperor among whom is Mr. Kaluvakunta Chandrasekhara Rao, popularly called KCR, and KCR & Co. inclusive of his kith and kin KTR, Harish Rao, Ms. Kavita etc. He is at present the Chief Minister of Telangana State in India, which has a population of about 40 million.

People of Telangana have nursed a grievance that, emigrants from the Coastal Districts of Andhra Pradesh were knocking away their jobs. Mr. KCR who might have been a shepherd in Karimnagar (as per the comments of his enemy politicians) was encouraged by Late N.T. Rama Rao, and Mr. Chandra Babu Naidu, by making him an M.L.A., and a Minister. Subsequently, there were dissensions between KCR and Mr. Naidu, the then Chief Minister of the erstwhile United Andhra Pradesh State , presumably over the sharing of spoils of corruption and pelf.

Mr. Naidu did not, in his Cabinet, give a place to KCR. That infuriated KCR. He ignited the dormant Telangana dis-satisfaction of the people of Telangana, that Coastal Andhra Emigrants were knocking away their jobs, and stealing River Waters. In the process of running his movement, KCR specialised in his art of enflaming the hurt sentiments of Telangana People, and perfecting the art of throwing invectives and pouring profanities on the Emigrants from Coastal Andhra. Consequently, they have become aliens in their own country. KCR in his abuses and insults did not leave even the then Prime Minister of India, Mr. Manmohan Singh, whom KCR called a chaprasi. KCR's ENFLAMING CAMPAIGNS became so successful that All India Party Bosses of all Parties, wanted to satisfy his vanities. He spoke as though he wanted to create a Mini Pakisthan in INdia, by supporting the Nizam Navab. People of Telangana were not allowing the Telangana Leaders of other parties, Other State Leaders of other parties to enter Telangana. So much so, the MPs of all Parties of Telangana blocked the functioning of Indian Parliament for several days. Finally, both BJP-NDA, and the Congress-UPA surrendered to his dictums and wills. In 2014 elections, KCR's Party swept the polls and came to power. We need not say, KCR ditched both BJP and Congress.

So, what is the lesson?



Had Mr. Donald Trump invited KCR to design and address his Campaigns, KCR could have scaled new heights in throwing abuses, invectives, profanities, and created the right climate of HATRED required for capturing the votes of Unemployed and UnderEmployed of all Hues. True, that Trump was quite outspoken. But that may not be sufficient to create and garner HATE-BASED votes. After his success in American Presidential Elections 2014, KCR would have expanded his strategies to all Elections in Europe, Canada, and ANZ.

After all, what for- life is, except to lose opportunities?

Question: What will you say about the allegations of groping, philandering, and serenading attempts of Mr. Trump?



SOCIO-POLITICAL CULTURAL DIFFERENCES BETWEEN U.S. AND INDIA


Ans:- These things of expectations of personal character and family behaviors / behaviors towards women, from the aspiring Presidential candidates, may be of some special interest to the American voters. But in India nobody cares about the character or characteristics of politicians, particularly the top bosses. Sexual Relationships were never election issues in India.

The issue of extra-marital relationships of Members of Legislative Assembly, as far as I could remember, once came for discussion in the Assembly of United Andhra Pradesh State. At that time, the then Speaker of A.P. Assembly Mr. Suresh Reddy, constituted a House-Committee to study the seriousness of the problem. What happened? Nothing happened.

In India, more concubines and more paramours for a wealthy person, means more masculinity. The concubines and paramours of wealthy persons, are not looked down upon.

Chandrasekhara Rao (KCR) that it will be futile to perform Ayutha Chandi Yagam spending Rs. 120 million, 4000 kg. of clarified butter, 12000 kg. of rice boiled in milk and sugar? Why didn't they tell him that it would be suffice even if a leaf / flower / fruit / a spoon (called uddhariNe in Telugu) of water to immensely please Lord VishNu?

559 Did Mr. Harish Rao, and his Uncle KCR establish an IS State or Pakisthan in Telangana? क्या श्री हरीष राव और उनके चाचा कॆसीआर तॆलंगाणा मे एक ऐस स्टेट या पाकिस्थान को स्थापित किये? శ్రీ హరీష్ రావు గారు ఆయన మేనమామ కెసీఆర్ గారు తెలంగాణలో ఏదైనా ఐస్ స్టేట్ ని గానీ పాకిస్థాన్ ను గానీ సుల్తానేట్ ను గానీ స్థాపించారా?



Shri T. Harish Rao, nephew of Telangana Khalifa Shri KCR, does not know the Constitution of India, which entitles any Indian to be a leader in any Indian State, not to speak of an A.P. leader being a leader in Telangana or Hyderabad. In today's world, NRIs and PIOs abroad are developing ambitions to be Presidents of U.S.A. or Prime Ministers of U.K.  Even in the last Century, Mr. M.N. Roy (Manavendra Nath Roy) from India, became a global level Communist leader in Soviet Russia.


Mr. Harish Rao seems to be suffering from hallucinations that he is ruling an IS State or Pakisthan, and that Hyderabad is Islamabad. Hyderabad is not Islamabad. Mr. T. Harish Rao does not know what will be his own fate in Telangana, when Mr. KCR becomes old or passes away. Who will succeed him? K.T.R., Kavita or Harish Rao? What happened to Shiv Sena after the demise of Bal Thakre in Maharashtra? Uddhav Thakre succeeded Mr. Bal Thakre and not Raj Thakre. It is not a single instance. It is not only an Indian practice. It is a global practice, that sons when they succeed their fathers, may kick off Uncles and Cousins, as they are suspected as Challengers for the dictatorship at any time. It happened in North Korea, very recently.

Telangana leaders of Congress, BJP, CPI, and CPM Parties have a moral duty to correct the HATE LANGUAGE of KCR & Company, while the Union Home Ministry has a legal duty to counsel the Telangana Government.

If Home Ministry neglects its legal duty because of lethargy, or for some other political reasons, then it will be guilty of creating another Bhindranwale or Hitler in Telangana.

If leaders of other parties in Telangana State, neglect their moral duty of discouraging political propaganda of creating Regional Hatred, then they will in future be at receiving end of some other Hatred Campaign from the same KCR & Co.

By this time, leaders of non TRS parties ought to have learnt sufficient number of lessons of the consequences of encouraging KCR & Co's Regional Hatred Campaigns.


Tomorrow KCR & Co. can say that all Reddy leaders or all Kuruma leaders have to quit Telangana.

 Some other day, KCR & Co. can say that all SCs and ST leadrs should leave Telangana.

On another day they can say that only leaders from Siddhipet or Mahaboobnagar or Karimnagar should be CMs and people from Nalgonda or Khammam, should not be CMs.


After all KCR & Co. is famous for changing and twisting its tongue in several ways at lightning speeds. For example, Mr. K.C.R. promised to make a Dalit Leader, the First Chief Minister of Telangana. What did he do? He made himself CM, made his son Minister for a key Department, nephew another Minister in another key Department, made his own daughter an M.P. Got rid of one original TRS Dalit leader on some pretext, invited a TDP traitor into Cabinet and made him Dy. Chief Minister. The job of a Dy. Chief Minister has become worse than a petty clerk.

Another example: KCR promised to merge TRS in Congress, if Sonia Gandhi gave Telangana State.  He ditched her, after she gave Telangana.


Telangana people elected as Chief Minister only for five years.  They have not yet made him a Life Time Chief Minister.   After four years, what will happen in Telangana, nobody knows.  Even a Marathi person or Mr. Owaisi can get elected as Chief Minister.  In this mundane world, only CHANGE IS PERMANENT.  EVERYTHING ELSE IS TRANSIENT.

Besides, the prosperity of Hyderabad developed with the combined efforts and funds of Central Government, people of India, people living in and around Hyderabad, can be only transient, as already said CHANGE IS PERMANENT.  EVERYTHING ELSE IS TRANSIENT.  Now, Hyderabad will have floating population only from 10 Districts instead of 23 Districts.  That means gradually, VAT collection will go down.  Markets will get contracted.  Growth will not be as steep as it used to be.   What is happening to the City of Detroit, the Great Centre of Car Making in USA?  There are no buyers for large Real Estates in Detroit and the Municipal Corporation has become bankrupt.


Hence, it will be in the fitness of things if Messrs. KCR, KTR, Kavita, Harish Rao, shed their hatred of people living in bordering Districts.   They should also shed their arrogance.  Reasons:  It harms the people, particularly the POOR PEOPLE OF TELANGANA.   The real Campaign ought to have been: Workers of all States, Unite!  Not : People of Telangana, Hate people from your neighboring Districts.

542 How will you solve the problem of farmer suicides? किसानों के आत्म हननों को रोकने के लिये आप कैसै परिष्कार सुझाते हैं ? రైతు ఆత్మహత్యల సమస్యకు మీరేమి పరిష్కారాలను చెప్పగలరు ?


Quest: Six tenant farmers attempted suicide, and among them two persons died few days back, in a village in Guntur District, Andhra Pradesh, as the Government snatched away their livelihood, for auctioning them to maximise income. Telangana State is not lagging behind, in farmer suicides. One farmer by name Anjanaiah committed suicide in Godal Village, Balmur Mandal, Mahabubnagar District, Telangana. How will you solve this problem?

Ans जवाब జవాబు: Within the framework of Capitalism and Feudalism पूंजीवाद और भूस्वाम्यवाद परिथि में పెట్టుబడిదారీ మరియు భూస్వామ్యవాద పరిథిలో

Not possible to solve this problem. यह साध्य नहीं है। ఇది సాధ్యం కాదు.

Reason: Agriculture in India today, is highly monetised, and highly risky. Farmer has to buy all his inputs by paying money. Seed-quality, wageries of monsoons, pests, decide his fate. A week's dry spell is sufficient, to spell doom for him-her. Or a day's down-pour is adequate, to ruin him-her. Till 1947, farmers were not buying their inputs. Their farm animals, dairy animals, small animals (sheep, goats, etc.), biomass of trees in compounds, used to meet the needs of their manures. They used to produce their own seeds. For tilling their lands, they were not hiring tractors. They were either using bio-pesticides or no pesticides. As population was very less, their landholdings were large. Even after payment of 1/4, 1/3 of produce as taxes to State, they used to have surplus for consumption. All their daily needs used to be met by their farm, dairy and farm animals, small animals, domesticated fowls, vegetables grown in the home, etc.

Farmers were not incurring huge expenditures on children's school fees, electricity bills, cable TV bills, petrol for bikes, hospital expenses, cinemas, wineshops, domestic gadgets, cell phones. Today, everything is to be paid in Cash. Irrespective of crop failures, they have to generate cash for all these payments.

Consequently, borrowings both from institutional lenders, and non-institutional lenders, have become inevitable, at very high rates of interests. They borrow at rates as high as 60% to 120% p.a. from village money lenders. Our large industrialists make a hue and cry when Banks raise interest by 0.25% points. Our industrialists never borrow at rates of 60%, 120% p.a. It is a very profitable business for landlords in villages, who have good land records and land titles, to borrow from Banks and re-lend to small, marginal and tenant farmers, at usurious interest rates.

When the small, marginal and tenant farmers, fail to repay the loans, landlords and private money lenders abuse and insult not only the farmers, but also their family members. This ill-treatment, becomes unbearable, when there are series of crop failures and marketing problems, continously.

Of course, the Andhra Pradesh Government has announced an ex gracia of Rs. 500,000/- to the kith and kin of the deceased farmers. But this is post mortem, intended to subside media criticism and public outcry.



Question, प्रश्न, ప్రశ్న: Your knowledge seems to be bookish, and does not appear to be based on field-level facts.

Ans: I have worked as a Bank Field Officer both in Palnadu area (both dry and wet), as well as the Capital Region area (dry farming) of Guntur District and both dry and wet areas in Mahabubnagar District. I had also the fortune of working near Godal village, Balmur Mandal farmer suicide place, quoted above. Whatever I have written here, is based on hard realities learnt by me through close interaction with the farmers. Of course, it was about three decades back. But, the agricultural situation in India can only worsen year by year, as the population has doubled to 1.3 billion, and the lands got further fragmented.

Another unfortunate development during these three decades is: owners of lands have migrated to Cities for gainful businesses and occupations, like Government employment, trading, setting up industries, even for idle residence in the guise of children's education. In the process, they have become ABSENTEE LANDLORDS with passbooks and title deeds in their namess. Actual cultivation is done by oral tenants who do not have any written proof of their status. The Revenue Officials in the villages and the Mandals also do not change the names of the actual cultivators in the land records for three reasons: 1. The Revenue Officials cannot get proof of absentee landlordism. 2. They get annual bribes from the absentee landlords for continuing the land records in their name. 3. The village elders pressurise the Revenue officials to continue status quo ante. In the circumstances, tenant farmers become orphans in village unprotected by anybody, though they pay large amounts as rents for the land. The tenants cannot get Bank loans, as their names do not appear anywhere. The absentee landlords or the lazy landlords take the bank loans, showing the land records. When Govt. provides input subsidies, flood relief, drought relief compensations, agricultural debt relief, everything is pocketed by the land record holder, who has all the where-with-all to satisfy the bureaucrats administering the Govt. benefits.

Institutional lendings are misused by land-title holders and large farmers. Informal usurious lenders are none other than the absentee landlords and lazy landlords, who have a nexus with Banks and Govt. Officials.

Small and marginal farmers, as the quantum of lands in their own names will be very less (too small for sustenance), take more acres on oral lease. Thus small and marginal farmers often play a dual role of owner-farmer and tenant-farmer.

Summary: Existing feudalistic, Capitalistic system is not conducive to the welfare of small and marginal farmers, tenant farmers, and agricultural laborers in villages. Landholders do not reside in villages.


Question, प्रश्न, ప్రశ్న: How to solve the problems of small, marginal tenant farmers and agricultural laborers in a Total Socialist / Marxist set up, which you are keen on spreading?

Ans: All activities of production of goods and services both agricultural and non-agricultural sectors will be only in Government Sectors. There will be no private lands, businesses, industries, service institutions. Everything will be only in public sector. All risks in every activity are borne by the Government.


Question, प्रश्न, ప్రశ్న: You mean to say that there will be State Capitalism! State Capitalism failed in Communist countries and Socialist countries in the past!

There were no truly Total Socialist or Marxist countries in the past (also present). All those were dictatorships. Dictators will be interested only in their own luxuries and comforts. They have nothing to do with the welfare of the people, except when there were temporary crises and upheavals. For success of Total Socialism or Marxism, democracy of proletariat is an essential prerequisite. The proletariat should be sufficiently enlightened. The proletariat should be free from alcoholism, religion, and superstitions. Homogenization and paradigm uplift of proletariat needs to be developed at least for 20 years through enlightened teams of proletarians.

Radical changes such as removal of private property, abolition of currency notes, minimisation of number of private vehicles, abolition of private shares, abolition of banking system, have to precede or to be simultaneous with introduction of Total Socialism or Democracy of Proletariat. All this has to take place through ballots and elections only. There can be no place for violence. Every member of the proletariat should develop his awareness levels, and help other members to develop their awareness levels. Educational Institutions, Media, could have tremendously helped in this task, but they cannot do it, simply because they are owned by Capitalists and they have a stake in continuing the present exploitative set up. AnsIn Total Socialism: This problem will not be there, as entire agriculture whether irrigated or unirrigated will be in Government Sector. Where to irrigate and where not to irrigate will be the headache of the Govt. There will be no private farmers.

Ans: In Capitalist Set up: Palamur Project need not be objected to, as long as the equitable distribution of water is managed by the Central Government, and not left to the hateful KCR & Co.

Central Government should have a clear policy on to how many kilometers distance from the River bank, water can be carried to. It should not under any circumstances allow the water to be carried to long distances, without first satiating the water needs of all the dry areas adjacent to the rivers. It will be immaterial whether they will be in Telangana or Andhra. For example without completely irrigating Wanaparti, Gadwal and Achampet areas, water cannot be taken to Ranga Reddy, Medak, Nizamabad, and Adilabad. In the same manner, without satisfying all the needs of Anantapur, Kurnool, Prakasam, Guntur adjacent to Krishna River Banks, water cannot be allowed to be taken to Cuddapah and Chittoor. Similarly without completely wetting Khammam and West Godavari Dt. dry areas, East Godavari dry areas, Visakhapatnam dry areas, Godavari water cannot be transported to Vijayavada, and then to Chittoor. Mr. Chandra Babu Naidu (his predecessor Rajasekhara Reddy) and Mr. Devineni Umamaheswara Rao (A.P. Irrigation Minister), KCR & Co. seem to have this selfish-motives, to take the River Waters to their own constituencies, while leaving all the fields near the River Banks to get scorched. River Banks should get priority. Earlier this was not possible because rivers were flowing in low vallies, and Telangana lands, Rayala Seema lands were in high-elevation plateaus. Now that, we have modern methods like Lift Irrigation, Tunnel Digging, we cannot continue the old method of releasing all the water only to Deltas. Conversely, the Delta farmers too have to discontinue their practices of wasting water. They have an erroneously belief that more water means more output which is not always correct. Even in Delta areas, the farmers who have their fields near to Canal bunds, do not show any mercy to farmers having their fields at tail ends. Consequently, tail end farming has become worse than dry land farming. A dryland farmer clearly knows that he must depend only on Rain God, and perform marriages to frogs. A tail-end farmer's life is haunted by uncertainities. We can write 1000 pages on this topic.

The plight of the 21st Century kucEla is worse than the Potana's kucEla. She is a widowed young woman from Jagatyal Mandal, Karimnagar District, Telangana State. Karimnagar District is the original native District of the 21st Century Telangana Sultan K. Chandrasekhara Rao. Jagatial is not a place unknown to Mr. K. Chandrasekhara Rao.

First, I must express my sincere gratitude to the TV channel (name of the Channel, I have forgotten by my negligence), which has shown the footage of the miserable plight of this widowed woman, with her daughters. (In a similar condition, a woman with two children in Bapatla, cut herself into pieces by keeping her head under a moving train! Residual A.P. Chief Minister Chandra Babu Naidu has not time to foresee such contingencies because he is busy selling liquor in Tetra packs through Malls!).

(In his last birth (before becoming a politician), Mr. Chandrasekhara Rao is reported to have worked as an agent for sending laborers to Gulf countries, and even said to have cheated some people. This aspect was for their own convenience ignored by Late Shri N.T. Rama Rao, and Shri Chandra Babu Naidu, and Shri KCR was encouraged with good posts from time to time, including a Cabinet slot. I believe that this aspect was pointed out by Mr. Motkupalli Narasimhulu, T-TDP leader. Had this case been entrusted to CBI long back, people of Telangana might have been saved of the travails of being instigated by a loose-mouthed leader.)

Now what is the problem of our 21st Century kucEla, this recently widowed lady? Her husband was a laborer who went to Saudi Arabia for livelihood few months back. Within one month of his joining in the new job, before drawing his first salary, he died in a road accident in Saudi Arabia. His corpse is lying in a mortuary in Saudi Arabia. His dead body is to be brought back to India for his last rites. At home, he has left a debt of Rs. 200,000/-, and two young children, who do not know what has befallen to their dad. His woman is also, owing to her misery, sobbing, having lost her beloved husband.

She has been running from pillar to post begging every employee and politician in Telangana State Government , to come to her rescue by arranging to get the mortal remains of her husband from Saudi Arabia to India. But nobody was even listening. Probably every Government employee and politician in Telangana is busy driving out the Andhra People from Hyderabad, that they have no time to listen to the hardships of a suffering woman.

CM OF TS VISITED HIS OFFICE AT SECRETARIAT ONLY FOR 4 DAYS OUT OF LAST 29 DAYS!

Mr. K. Chandrasekhara Rao, out of last 29 days period, is reported to have attended the Secretariat only for four days. Remaining 25 days what was he doing? He is, wearing a wide-brimmed hat, reported to be taking rest in his Farm House in the outskirts of the City, taking care of his nearly 60 acre GINGER GARDEN. The TV Channel has shown a video of Mr. Rao relaxing in his ginger field. The Channel has also reported that mediamen have been kept at a distance of two kilometers from his farmhouse. Why Mr. KCR is afraid of Media persons approaching near his farmhouse?

STOPPING MEDIA PERSONS AT 2 KM. DISTANCE FROM CM'S FARMHOUSE! NOT SOME 100 METERS

If media persons are stopped 2 kms. from CM's farmhouse, where the common people will be stopped? 10 kilometers distance? Obviously, this widowed woman, carrying her two children on her shoulders, from Jagatiyal might have tried to meet Mr. KCR at his Secretariat Chamber. Since he went there only for 4 days out of 29 days, she might have tried to meet him at his farmhouse. I do not know whether she had tried and whether she was driven away by guards! This 21st Century Kuchela woman too does not have money to bribe the gatekeepers.

Fortunately, some wellwisher might have guided her to the Office of the Human Rights Commission, She might have submitted her representation there. Let us see what will happen.

15 DEAD BODIES OF TELANGANA WORKERS LYING IN GULF

This widowed woman's case, according to the TV channel is not a stray or a sole instance of sufferings of the Telangana people. There are at least 15 dead bodies of Telangana workers lying in the mortuaries of Gulf countries. The bodies were said to be lying there for the last one and half years! Now, can we gauge the agony of the relatives of the dead laborers!

The apathy of Indian Embassies in Gulf countries towards movement of India dead bodies from Gulf to India (said to be around 7,000 in number) is understandable. Indian Embassies in these countries seem to be suffering from shortages. Besides, their priorities might have changed under the new dispensation of the NDA Government.

The same TV channel has highlighted the plight of the child laborers, women laborers, migrant laborers from Orissa, working as bonded laborers in brick kilns of Telangana.

Answer जवाब జవాబు Apparently. Reason: Telangana Government has issued a notification that Shops and Establishments in Telangana can work for 365 days in a year! There will be no need of weekly holidays! This notification is said to have been issued on a representation from some Mall Owners Association. Did the Telangana Government consult the Labor Unions before issuing the Notification? Our 21st Century Nizam will not consult anybody. Then what the Communist leaders of Telangana doing? Did they condemn the action of the Telangana Government, at least when they saw the news of the notification in newspapers? CPI leader, Mr. Narayana, may be busy, munching chicken.

Why the family of Mr. K. Chandrasekhara Rao (+Harish Rao, KTR, Kavita) does not have any time to look into the problems of the poor and the laborers?

534 Central Government and the Judiciary should have their own FULL-FLEDGED Police Departments. केंद्र सरकार और न्याय पालिका को अलग स्वतंत्र पुलीस व्यवस्था होना चाहिए। కేంద్ర ప్రభుత్వానికీ, న్యాయ స్థానాలకు, ప్రత్యేక పోలీసు వ్యవస్థ అవసరం.

While the Central Government takes onto its head, goals, objects and tasks which are not necessary as an apex Administrative Organisation, it skips the essentials without accepting authority and responsibility, in case of its essential duties, on the ground that those duties fall under "States' subjects" of the Constitution, and that it should be the duty of the States to discharge their duties as enshrined in our Constitution.

We shall take up one example of Centre taking up non-essential items: The recent jamborees and hullabaloos that have taken place in the name of Yoga, and the International Yoga Day.

UNO has obliged to India's request to declare an International Yoga Day, because UNO was starving for funds, and it expected India to come to its rescue. A demand for raising India's subscription to UNO might have already been put up by UNO to India, or in the near future, they will put up. Besides, billions of Rupees have been spent by India for organising the half-hour or one hour yoga-show at every place where the GOI could exercise its influence. This is apart from the Chartered flights, expenses on fuel and vehicles for movement of VIP convoys, carpets and tarpaulins, etc.

Now, we shall take up one example of Central Govt. (and probably the Judiciary) neglecting their essential functions.

There is a need to check the dictatorial tendencies of KCR & Co dynasty with his nephew, son in the Cabinet, and his daughter an MP (said to be keen on joining Central Cabinet). Telangana Congress and BJP MLAs, MLCs, and MPs have to do it, but they are afraid of the abusive words of KCR & Co. If T Congress and BJP try to point out any errors of his, KCR & Co. will immediately launch attacks of abuse against T leaders.

KCR is instigating people of Telangana against the leaders of their own Region, as if they were enemies of Telangana. KCR&Co's main strength is their instigating skills. This animosity of T people against people of Residual A.P. is more pronounced and prominent in Warangal , Medak, Karimnagar, NIzamabad, Adilabad Districts, as they do not have any border with RAP. People of Mahaboobnagar, Nalgonda, Khammam Districts have blood and marital relations with people in Residual A.P. Enemity is being created by the A-K-N-W-M District people and, sadly, the people of Mahaboobnagar, Nalgonda, and Khammam are being misled.

Central Government: CBI, is today, not a full-fledged organisation. It does not have a proper law for its own constitution and functioning, except some ad hoc instructions. Suppose, if States refuse to implement the instructions of the Central Government, the Union Home Ministry has to break its own head, with no help forthcoming from their political bosses, unless the bosses themselves considered that they were under threat.

The weakness of the Central Government to enforce Rule of Law, should not be swept under-to the Carpet of the freedom of States and Federalism. Federalism will work, only if States function as per law, and without MALICE, political or otherwise. Fortunately, so far, States have not made major revolts. This may be for various reasons, such as earlier the Coalitions at Centre were dependent on the support from the Regional Sardars, and that was forthcoming amply provided they were allowed to rule their Sultanates with all dictatorial powers.

Only anti-incumbancy upheavals during the five year elections were changing the position. Example: In Tamil Nadu, whether Karuna Nidhi's DMK or Jayalalitaa's AIDMK rule their Sultanates in turns. Because Tamil Nadu was on the Southern-most tip of India, there were not major problems creating a situation for GOI to intervene. Though there were River water disputes between Tamil Nadu and Kerala, Tamil Nadu and Karnataka, which used to reach their 'critical stages', Tamil Nadu was a downstream State for waters, and it could not do anything if Karnataka or Kerala refused to release water. Some directions of High Courts and Supreme Court about release of water to Tamil Nadu could not be enforced against Karnataka or Kerala.

Same is the case with West Bengal. Central Government may land itself into situations where it has no Central Apparatus, to enforce its own orders or the orders of the Supreme Court, on the West Bengal Government.

Of course, we have a problem of the Ruling Party in Centre using its clout against Opposition Parties' ruled States, and create problems for the opposition ruled States. Eg. Problems created for Arvind Kejriwal in Delhi through Delhi's Lieutenant Governor.

To adjudicate inter-State disputes, and the disputes between the Centre-and-the-States, Judiciary should be sufficiently empowered, not only to send notices, hear to arguments, issue decrees, but also to enforce the court orders, against all the parties. In other words, Judiciary should also have its own Police to enforce its decrees, at all levels i.e. Supreme Court, High Court, Trial Courts.


KCR SHOULD BE HAPPY TO GET RELIEVED OF THE BURDEN OF LAW & ORDER IN HYDERABAD, instead why he is unhappy? He seems to be unhappy because he may to explain to Governor, every action of the TRS Government and seek Guv's. consent. Then, there is a danger of his evil intents coming out.
What I write here is not to be construed as a defence of the nefarious actions of Mr. Chandra Babu Naidu and his TDP Ministers.

KCR & Co. has threatened that KCR will undertake a fast in Delhi, to resist implemention of Sec. 8, Andhra Pradesh Bifurcation Act. Why? Doesn't he have any confidence on Governor? Is he afraid that, if he is indulging in corruption, illegal or unlawful activities, Governor will apply brakes to such corrupt, illegal, unlawful activities of TRS? Everybody knows that all is not well in allotment of lands to industrialists in Telangana. Mr. KTR is also accused of participating in land settlements. Telangana ACB has never bothered to look into them. Why singularly take up only one case of Cash for Vote Scam? Besides, there are accusations that Mr. Stephenson paid Rs. 12 million to get nominated as MLC. It is also said that KCR received Rs. 80 lacs, and the TRS intermediaries Rs. 40 lacs. It is alleged that Mr. Stephenson had to incur debts for paying this bribe, and that he initially tried to reimburse himself of his expenses, by selling his vote. It is said that the Gunman of Mr. Stephenson, brought it to the notice of the Telangana Government, when its ACB was said to have moved to bring him as a Prosecution Witness in the Cash for Vote Scam.

Suppose, let us visualise a situation, where Stephenson could get his MLC nomination without spending a single Rupee, probably he might not have fixed such a high price of Rs. 50 million and started with an advance of Rs. 5 million. He might have, at the most asked for Rs. 500,000/-.

MLAs, MLCs and MPs trying to get back their election expenditure through selling their votes for Councils, Rajya Sabha, etc. and if the amount so mobilised was inadequate, they also work as power-brokers to get things done in Government , on behalf of Corporate businesses and industries.

Mr. Chandra Babu Naidu might have committed some criminal offense in the Cash for Vote Scam. But then, there are enough reasons to suspect that TRS Government has also done some dirty work, in inviting Mr. Talasani Srinivasa Yadav, Mr. Tummala Nageswara Rao, Mr. Kadiyam Srihari into Cabinet. Whether there was a quid-pro-quo or not, Telangana ACB ought to have investigated, but it has not done it. Mr. KCR and his Government may be clean in inviting them and giving them Cabinet Posts. But KCR & Co. cannot be judges to decide on their own offenses. That investigation, and establishing the innocence of KCR & Co. is to be done either by a Central Govt. Agency or a Judicial Agency. If Mr. KCR is clean, he should have asked for a CBI investigation covering all the conversions (political) that have taken place in Telangana.

Truth or falsehood of all these allegations can be ascertained only if Central Government or Judiciary order an independent investigation. If necessary, Lie Detector Tests may have to be conducted on KCR (includes his dynasty proxies KTR, Harish Rao and Kavita), Chandra Babu Naidu (including his dynasty proxies Lokesh, Balakrishna), Stephenson, Mattaiah, Revanth Reddy, Talasani Srinivas Yadav, Tummala Nageswara Rao, Kadiyam Srihari, Governor himself (for blindly appointing Stephenson as nominated MLC), concerned bureaucrats in the Telangana Government who recommended Stephenson's name.

Desirability or otherwise of enforcement of Sec. 8 of the Andhra Pradesh Bifurcation Act 2014, is only a tip of the ice-berg. This Section 8 had a limited geographical purpose of ensuring that there is impartiality of Police, in HYDERABAD CITY ONLY. Then, it has a time limit of just ten years, i.e. till such a time the Residual Andhra Pradesh shifts it Capital to some place in RAP. These two limitations should have made KCR & Company very happy, because it relieves them of their burden of administration of Law & Order in Hyderabad, at least for ten years, so that they can concentrate on development of Hyderabad and Telangana. KCR & Co. should have requested for creation and deployment of Central Government Police, and take over the expenditure and responsibility of Law and Order in Hyderabad.

At present, State Police Stations and State Police Officials have a monopoly on all cases and crimes in the State. Unless a bribe is paid nothing really moves. If Police drag on in registering FIRs, the hapless victims have no place to go. Though, theoretically, victims can file a private case in Magistrate Courts seeking a direction to the Police, and sometimes it works, very often it does not work, because people have to pay push-money, chase-money everywhere.

There should be somebody in competition with the State Police to take up the FIRs. If there is a Central Police, and if there are Central Police Stations everywhere, aggrieved persons can lodge their FIRs with either of the two or even with both. This is not waste of resources. Monopolies never really help, whether in the arena of markets or in the area of Policing.

If there are going to be disputes between the State Police and Central Police, Judiciary can adjudicate and pass appropriate orders against both, in such a way that justice is done to the victims.

This is not going to lead to waste of resources, or multiple agencies. India is a highly populated country. There are also no signs of its being actively controlled. Establishing additional Police Organisations will only bridge the continuously neglected shortfalls.

It is said that Union Water Minister Ms. Uma Bharati has promised to deploy Central Industrial Security Force (CISF) to enforce law and order in the administration of gates of Irrigation Projects. She should have done it long back. Let us hope that it will not be an empty promise. If there is a Central Police, and Central Police Stations which specialise in examining law and administering law (not just using fire-arms and lathis), we can expect them to act lawfully.

CONCLUSIONS:

1. Need for Constitutional Amendment to make Law & Order a Concurrent Subject.

2. Need to establish full-fledged Central Police, Central Police Stations to compete with State Police Stations.

3. Authority to Central Police Stations to accept FIRS, investigate, file charge sheets, prosecute, a la the State Police.

4. Additional Police to Judiciary, to enforce Judicial Orders and Decrees.
