925 Daunting task before Leftist Parties in India, especially CPI and CPIM, with no matching genuine effort on their part


This photo, courtesy hmtvlive.com shows Shri Tammineni Veerabhadram, General Secretary, Telangana State, of the CPIM (Communist Party of India Marxist), on his walking campaign in Mahabubnagar District of Telangana State. I greatly appreciate the physical strains he is taking ostensibly to strengthen his party in Telangana State, and also to criticise the despotic rule of Shri K. Chandrasekhara Rao, Chief Minister of Telangana, his son, his nephew, his daughter, and his follower. So far so good. Because of strenuous efforts of Shri Veerabhadram, his party may win one or two seats in the 2019 Election to Telangana Assembly, or INdia's Parliament. Okay, but will that be sufficient? In India, at the National level, there is a vacuum. People are highly dissatisfied with both the top National Parties and their associates i.e. BJP, NDA, Congress, UPA, Shiv Sena, and Regional Parties which support them. This is a beautiful opportunity for Left Parties to fill the vacuum, by 2019. There is two years time. By that time, if people are dissatisfied with BJP, Congress, and the Regional Parties, Left Parties should be able to fill the gap. But they are not ready. There are numerous issues which affect the functioning of Leftist Parties in India, and impair the capabilities of the Left Parties to come to power at Center.

Communist Parties in India seem to have as leaders, only persons belonging to castes which are 'landed' and wealthy. Of course, those leaders may be exceptions from their castes, in the sense that they might have made sacrifices for their party, and they may be serving 24/7/365 their parties 'gratis' (without receiving / expecting any remuneration). But justice should not only be done, but also appear to have been done. CPI and CPIM, and other Leftist Parties have to give a thought to the aspect of JUSTICE APPEARING AS BEING DONE.

One method of JUSTICE to make APPEARING TO BE DONE, IN CHOOSING PARTY LEADERS


When elections are conducted in 'meetings' where proposers and seconders have to stand and put forward their candidate openly, very few members dare to propose and second candidates who do not belong to the group organising the meetings, funding the meetings, and conducting the elections. The very idea of organising meetings, funding the meetings and rallies of the party, is to get elected as a key Office bearer.

THERE SHOULD BE NO NEED OF NOMINATIONS TO GET ELECTED


Every registered eligible voter may be considered as a candidate automatically. His membership number can be taken as his identify, and as his election symbol. Every ballot paper can contain all the membership numbers, and names of the voters of Constituency, and voters may be requested to tick the number of the candidate, whom they want to elect.

As nominations are dispensed with, it is to be presumed, that primarily every voter has given his consent to be a candidate and get elected.

SECRET BALLOT MUST BE MADE COMPULSORY, so that voters can vote frankly and fearlessly.

After getting elected, if any voter wants not to take up the post, if there are significant genuine reasons for such refusal, fresh elections may be conducted for that post.

ERRONEOUS BELIEF THAT CASTEISM IS RAMPANT ONLY IN INDIA



It is a misconception to believe that casteism prevails only in India. It is Universal. In India, Casteism is much talked about, and the word 'caste' is unnecessarily and exceedingly used by the Government Departments, Corporations, and Govt. Companies. Inquiring about caste, where somebody seeks special benefits on the ground of his belonging to a particular socially backward caste, is understandable. In such cases, inquiring about caste should come up, when the context arises.

WHY REFERENCE TO CASTE IN Police First Information Reports, and Statements obtained from Witnesses?


This custom might have started during the British Rule or even earlier. Today, almost all Police Stations in India, while obtaining First Information Reports, and Statements from Witnesses, invariably refer at the beginning itself to the caste of the complainant/witnesses. Police can inquire about caste of complainants / accused / witnesses when need arises during investigation. Asking caste, should not be a starting point for obtaining statements from witnesses. Caste may become important, when a question of customs-traditions, applicable law arises, but that should be an item of secondary trigger, not primary trigger.

Are Telugu channels in India, mostly owned by persons belonging to same caste?


My father is about 90 years old. As he needs my assistance in watching TV, I spend about 3 hours every evening with him, for operating remote, while skipping through ubiquitous advertisements. Fortunately, SVBC Channel of TTD (Tirumala Tirupati Devasthanam) is one channel which in its nAda nIrAjanam program (A program of approaching the God, hailing him through 'sound and music' [i.e. Indian Classical Music and Dance, both of Carnatic (South Indian) and Hindusthani (North Indian) genre], does not cause 'khEd' with intervening advertisements. Advertisements are broadcast at the end of program, and not in the middle. My father spends lot of time on Telugu News Channels. I mostly depend on Deccan Chronicle, English Newspaper, print edition, to quench my thirst for news.

While operating the remote to help my father through Telugu News channels, Sakshi TV channel, and 10 TV Channel drew my attention. Sakshi TV Channel is exceptional because it is owned by Y.S. Jaganmohan Reddy, and the YSRCP Party. Naturally it is anti Andhra Pradesh Government. 10TV channel, it drew my attention, because it appeared to me that they were giving special preference to Shri Tammineni Veerabhadram, his walking Campaign, and his speeches. As far as advertisements are concerned 10TV is not different from other news channels. That doubt has been clarified and resolved today, by googling.

661 Part 1/100 of a long term Blue-Print for Introduction of Total Socialism into Democracies. भाग १ / १०० प्रजातंत्रों में संपूर्ण समाजवाद , समतावाद, या साम्यवाद को प्रेरणीकृत प्रवेश कराने के लिये एक दीर्घकालिक नक्शा । భాగం ౧, ప్రజాస్వామ్యంలోకి సంపూర్ణ సమతా వాదం, సమాజ వాదం, సామ్యవాదాన్ని ప్రవేశ పెట్టటానికి ఒక దీర్ఘకాలిక ప్రణాలికా పత్రము.



When you are writing about Total Socialism (Total Equalism), you are also making impossible promises. Then why do you criticise Mr. Narendra Modi , or Mr. Chandra Babu Naidu?

Answer:

1. Total Socialism or Total Equalism will be a success, only if bulk of the 1.3 billion Indians get a paradigm shift in their intellectual thinking. Working Class has to educate themselves. They have to get rid of their habits like alcoholism.

2. Changing and upgrading the intellectual thinking of 130 crore people will take at least 130 years, assuming that a crore population is upgraded every year. But, we must remember that people will not live 130 years. Replacement of populations will take place. For example, Mahatma Gandhi brought some changes in the thinking of Indians, when he led Freedom Movement of India. Thousands of people (satyAgrahis) bore blows of police lathis, quite voluntarily. Thousands of people spun yarn on spinning wheels and wore handspun Cloth (Khadi). This continued for two or three generations and lasted about 60 years. Today, there is no Gandhi-ism, though occasionally some interest is shown by some souls, and some pretentions are made.

3. The same Replacement of Populations theory, applies even to Communist Movement. In the days of Freedom Movement, as well as even in the early Post-independent years, Communists were a live force in Indian Society. Communist and Trade Union workers of those days used to be very much attached and committed to their ideologies, so much that for some of them it became a religion of a sort. All those generations died, or attained decrepit old age.

4. In other words, we may have to concede that, not only should intellectual upgradations take place in the Working Classes, but also they should be carried forward from one generation to another generation, like mutation of genetic characteristics. Continuous reinforcement is an imperative need. For this reason only, at least 130 years, or probably even 1000 years may be required for intellectual self-upgradations.

You may be wondering why I am saying "self-upgradations" instead of simple "upgradations" or "motivated upgradations". Reason: A self-upgradation which takes place in an individual after much contemplation and meditation lasts long, whereas imposed upgradations (they are nothing but disguised brain-washings) will either disappear in no time, or may only continue as "name-sake" fantasies, lacking sincerity and courage of conviction.

5. The Socialismw advocated by Pioneers in India like Late Jayaprakash Narayan, Lohia, Madhu Limaye, et al (There were several Socialist Parties of India, with different hues in 1950s and 1960s) were the Plebeian Socialisms, i.e. they aimed at gradualism. These were nothing but, a sort of imitations, of the Fabian Socialism and the Fabian Society of England of 1st half of the 20th Century. Gradualism has not, and will not work. Gradualism is like counting crows on a tree during dawn or dusk. Nehru's experiments with Mixed Economy was either because of his fancy towards the Fabian Socialism / Fabian Society or, a strategic maneoeuvre (व्यूहात्मक युक्ति వ్యూహాత్మకమైన యుక్తి) to consolidate his rule, against the more active Socialists like Lohia, Limaye, Jayaprakash Narayan, J.B. Kripalani, of S.P., S.S.P., P.S.P., fame.

The problem with or the Fabian Socialism / Gradualist Socialism is byy the time we count crows on one branch of a tree, new crows join, and some existing crows leave. When reforms are made in one Sector, decay sets in another Sector. Even if two steps forward and one step backward type of progress, will make a net progress of one step. But that is not the case with the Fabian Socialism as part of Democracy.

6. India's experimentation with "Mixed Economy" failed, because once there is a replacement of Old Generation of Leaders , with new Generation of Leaders, there is a drastic change in their beliefs and values. From 1950 to 1991, we had series of "Nationalisations". From 1991, till date, we are experiencing "Privatisations".

There is an impression that Fabian Socialism or the Gradualist Socialism has produced Liberalist Billionnaires. Our Liberalist Billionnaires like Messrs. Bill Gates, Mark Zuckerberg are just posers, probably to extract more business from bourgeoisie rulers. You cannot expect compassions and sympathies from man-eaters and blood-suckers.

Late Rohith Vemula, a student of University of Hyderabad, who is reported to have committed suicide, and his Mother Radhika-- their lives were sagas of hardships, for no fault of theirs. First we should express our gratitude to Shri Sudipto Mondal and the Hindusthan Times.Com, who took great interest in obtaining a detailed interview from Sheik Riyaz, who was a classmate of Rohit in his B.Sc. days. The interview is very informative about how a dalit child of a migrant worker, was exploited as child labor, by an Educated and Rich Lady, in the name of adopting and bringing up the baby. This interview shows and proves clearly the Karl Marx's saying that "All Human Relationships are financial, monetary and pecuniary". Affection, compassion, love, empathy, etc. etc. are all imaginary.

We should also be thankful to the Andhrajyothy.com, the No. 2 Telugu Daily of Telugu Language, for publishing a Telugu version of the Hindusthan Times Interview.

Hindi and Telugu versions of this blog post, I shall try to add here, as early as possible. Kindly bear with me, for my failures and shortcomings.

I am not touching the events /incidents which took place at University of Hyderabad, as Police Enquiry is in progress, Judicial Enquiry by a Retd. High Court Judge has been ordered, and some court cases are going on. We can get a reasonable perspective only after all these steps come to their logical conclusions, and Courts / Police / Government prosecute the guilty.

From the above photo, one observation, I am unable to resist from making. The Police of Hyderabad acted very cruelly in carrying out a secret funeral for Late Rohit, who deserved a decent, respectable burial / cremation at his native place. Even if handing over the body to his Mother and Brother might have resulted in some Law & Order problems, they should have at least sent Rohith's body to his native place near Gurajala, in Guntur District.

Though I have worked for a limited period at Gurajala, I have visited several villages surrounding Gurajala. At that time, I took substantial interest in studying the lives of Vadderas (I believe that historically Vadderas are ODhras, from Orissa, who migrated to Andhra Pradesh during the rule of Gajapatis in 15th C. circa.), dalits and weavers of the area, their financial conditions and social backwardness. I have also studied the conditions prevailing in nearby Adigoppula area, which were ripe enough for Maoists to work there. Though there were irrigation facilities in the area from Nagarjuna Sagar Dam, through a Storage Reservoir at a village called Venusompuram, the lives of the people except of those who owned irrigated land near Canal were really miserable.

At that time, I have come across several people having the surname "Vemula" and was wondering how so many people could have that surname. Though I was already an atheist at that time, out of curiosity as a History student, I visited a temple of a Goddess in a village by name CharlaguDipadu. The name of the Goddess and the Temple looked like that type of an Oriyan Goddess. But owing to work pressure, I could not study the phenomenon in depth. Typically as natural for India, in that village, I came across twice, snake charmers with their baskets, visiting homes for collecting alms. About Palnadu villages, I shall write in detail, if I get some time.

Back to the miserable lives of Radhika (Rohith's mother), and Rohith and his siblings.

As per the disclosures by Riyaz, Rohith's classmate, it is very clear that Ms. Anjani who adopted the dalit child Radhika, as she saw in the child her lost daughter, later used the child as a "child labor", in exchange for giving food and shelter, and a bit of education.

Here, we can recall the story of 1960's Telugu film "Velugu NIDalu" directed by Late Adurti Subba Rao. Protagonists were Late Akkineni Nageswara Rao and Jaggaiah. Heroines were Savitri and Jamuna. In this film, S.V. Ranga Rao's wife Suryakantham didn't have children initially. She adopted the child Savitri and treated her with extra love. Later, Suryakantham begot her own biological child. The next day her behavior changed. Child Savitri became a slave. S.V. Ranga Rao was a Ravu Bahadur and a Press owner. S.V. Ranga Rao's clerk Relangi took the weeping girl Savitri to his home and brought her up. Savitri became an M.B.B.S. doctor. So goes the story.

The relevance of this film story is, women behave differently with their own child, and the children of others. At least, as far as India is concerned, this is a Universal Behavior.

So, now, in case of Rohith's mother Radhika, and his (virtual) foster-grand-mother Ms. Anjani, the relationship changed from that of a Foster-mother and a Foster-daughter to a Master and a Servant. The economics of cost of maintaining the servant, and the work obtained from her in exchange for the costs, have started operating.

Another very very important behavior from the point of view of Total Equalism and Total Socialism (a modified Democratic Marxism) about which I am a maniac is: In inter-personal relations between a Master and a Servant, even if they belong to the same caste/religion or different castes/religions will not be affected by any special love. No concessions will be given to servants by masters, simply because the servant belongs to the caste/religion.

Education of the Master (in this case, Ms. Anjani is said to be an M.A. , M.Ed. and a Govt. school teacher) also will not bring reasonable gentleness into Master-Servant Relationships.

Go to any City in India. Go to any wealthy house, irrespective of the owner being, whether a politician or a bureaucrat or professional or professor or business person or actor or cricketer or whatever they are! You will find child laborers, and middle aged servants brought from their Native Place, lending the poor parents money as advance. It is immaterial whether the owners are highly educated or illiterates or semi-literates. You see straight into the eyes of the owners and the servants. Truth will come out! It is nothing but Master-Servant Relationship! No caste. No religion. No Region. No variance in ill treatment which is administered to the 21st Century Indian Oliver Twists.

Telugu : మీరు భారత్ లో ఏ నగరానికైనా వెళ్ళండి. ఏ లక్ష్మీ గృహానికైనా వెళ్ళండి. యజమాని రాజకీయనేతనా, ప్రభుత్వాధికారా, డాక్టర్లు ఇంజనీర్లు వంటి ప్రొఫెషనల్సా, జడ్జీలా, లాయర్లా, వణిక్ ప్రముఖులా, నట శిరోమణులా, క్రికెటర్లా ఇంకోటా ఇంకోటా అనేది అప్రస్తుతం. అక్కడ మీకు కనిపించేది, వణుకుతున్న చేతులతో మీకు కాఫీలో డ్రింకులో మోసుకు వచ్చే చిట్టి చేతుల బాల కార్మికులే. లేదా మధ్య వయస్కులైన వితంతు స్త్రీలే. వీళ్ళందరినీ ఎక్కడి నుండి కొట్టుకొస్తారు, ఈ నాగరికులు. వాళ్ళ స్వస్థలాల సమీపంలోని గ్రామాలనుండి. వాళ్ళ తల్లిదండ్రులకో , బంధువులకో డబ్బు అప్పుగా ఇచ్చి, పిల్లల చాకిరీకి ఇవ్వాల్సిన జీతాన్ని వడ్డీ క్రింద చెల్లెసుకునే తంతే. యజమానులు ఎంతో ఉన్నత విద్యావంతులా, నిరక్షర కుక్షులా, అర్ధాక్షరాస్యులా అనేది అనవసరం. మీరు సూటిగా యజమానుల కళ్ళల్లోకి, నౌకర్ల కళ్ళల్లోకి చూడండి. సత్యం బయటపడుతుంది. దీనికి కులం లేదు. మతం లేదు. ప్రాంతం లేదు. ౨౧వ శతాబ్దపు భారతీయ ఆలివర్ ట్విస్టులకు ఇచ్చే ట్రీట్ మెంట్లలో మార్పు ఉండదు.

How to remove this Master-Servant Relationships ? Ans: Only through Total Socialism and , Total Equalism. Nothing else.

562 I greatly respect Yanis Varoufakis, the Former Finance Minister of Greece. ग्रीस के भूत पूर्व आर्धिक मंत्रि यानिस वारौफाकिस् को मैं बहुत आदर करता हूँ। గ్రీసు మాజీ ఆర్ధిక మంత్రి శ్రీ యానిస్ వారౌఫాకిస్ నేను ఎంతో గౌరవిస్తాను.


Whether right or wrong, I have great respect for the former Finance Minister of Greece. This is because, what he said about Marxism and Total Socialism, applies more to India, than to Greece. We shall take the quote:

542 How will you solve the problem of farmer suicides? किसानों के आत्म हननों को रोकने के लिये आप कैसै परिष्कार सुझाते हैं ? రైతు ఆత్మహత్యల సమస్యకు మీరేమి పరిష్కారాలను చెప్పగలరు ?


Quest: Six tenant farmers attempted suicide, and among them two persons died few days back, in a village in Guntur District, Andhra Pradesh, as the Government snatched away their livelihood, for auctioning them to maximise income. Telangana State is not lagging behind, in farmer suicides. One farmer by name Anjanaiah committed suicide in Godal Village, Balmur Mandal, Mahabubnagar District, Telangana. How will you solve this problem?

Ans जवाब జవాబు: Within the framework of Capitalism and Feudalism पूंजीवाद और भूस्वाम्यवाद परिथि में పెట్టుబడిదారీ మరియు భూస్వామ్యవాద పరిథిలో

Not possible to solve this problem. यह साध्य नहीं है। ఇది సాధ్యం కాదు.

Reason: Agriculture in India today, is highly monetised, and highly risky. Farmer has to buy all his inputs by paying money. Seed-quality, wageries of monsoons, pests, decide his fate. A week's dry spell is sufficient, to spell doom for him-her. Or a day's down-pour is adequate, to ruin him-her. Till 1947, farmers were not buying their inputs. Their farm animals, dairy animals, small animals (sheep, goats, etc.), biomass of trees in compounds, used to meet the needs of their manures. They used to produce their own seeds. For tilling their lands, they were not hiring tractors. They were either using bio-pesticides or no pesticides. As population was very less, their landholdings were large. Even after payment of 1/4, 1/3 of produce as taxes to State, they used to have surplus for consumption. All their daily needs used to be met by their farm, dairy and farm animals, small animals, domesticated fowls, vegetables grown in the home, etc.

Farmers were not incurring huge expenditures on children's school fees, electricity bills, cable TV bills, petrol for bikes, hospital expenses, cinemas, wineshops, domestic gadgets, cell phones. Today, everything is to be paid in Cash. Irrespective of crop failures, they have to generate cash for all these payments.

Consequently, borrowings both from institutional lenders, and non-institutional lenders, have become inevitable, at very high rates of interests. They borrow at rates as high as 60% to 120% p.a. from village money lenders. Our large industrialists make a hue and cry when Banks raise interest by 0.25% points. Our industrialists never borrow at rates of 60%, 120% p.a. It is a very profitable business for landlords in villages, who have good land records and land titles, to borrow from Banks and re-lend to small, marginal and tenant farmers, at usurious interest rates.

When the small, marginal and tenant farmers, fail to repay the loans, landlords and private money lenders abuse and insult not only the farmers, but also their family members. This ill-treatment, becomes unbearable, when there are series of crop failures and marketing problems, continously.

Of course, the Andhra Pradesh Government has announced an ex gracia of Rs. 500,000/- to the kith and kin of the deceased farmers. But this is post mortem, intended to subside media criticism and public outcry.



Question, प्रश्न, ప్రశ్న: Your knowledge seems to be bookish, and does not appear to be based on field-level facts.

Ans: I have worked as a Bank Field Officer both in Palnadu area (both dry and wet), as well as the Capital Region area (dry farming) of Guntur District and both dry and wet areas in Mahabubnagar District. I had also the fortune of working near Godal village, Balmur Mandal farmer suicide place, quoted above. Whatever I have written here, is based on hard realities learnt by me through close interaction with the farmers. Of course, it was about three decades back. But, the agricultural situation in India can only worsen year by year, as the population has doubled to 1.3 billion, and the lands got further fragmented.

Another unfortunate development during these three decades is: owners of lands have migrated to Cities for gainful businesses and occupations, like Government employment, trading, setting up industries, even for idle residence in the guise of children's education. In the process, they have become ABSENTEE LANDLORDS with passbooks and title deeds in their namess. Actual cultivation is done by oral tenants who do not have any written proof of their status. The Revenue Officials in the villages and the Mandals also do not change the names of the actual cultivators in the land records for three reasons: 1. The Revenue Officials cannot get proof of absentee landlordism. 2. They get annual bribes from the absentee landlords for continuing the land records in their name. 3. The village elders pressurise the Revenue officials to continue status quo ante. In the circumstances, tenant farmers become orphans in village unprotected by anybody, though they pay large amounts as rents for the land. The tenants cannot get Bank loans, as their names do not appear anywhere. The absentee landlords or the lazy landlords take the bank loans, showing the land records. When Govt. provides input subsidies, flood relief, drought relief compensations, agricultural debt relief, everything is pocketed by the land record holder, who has all the where-with-all to satisfy the bureaucrats administering the Govt. benefits.

Institutional lendings are misused by land-title holders and large farmers. Informal usurious lenders are none other than the absentee landlords and lazy landlords, who have a nexus with Banks and Govt. Officials.

Small and marginal farmers, as the quantum of lands in their own names will be very less (too small for sustenance), take more acres on oral lease. Thus small and marginal farmers often play a dual role of owner-farmer and tenant-farmer.

Summary: Existing feudalistic, Capitalistic system is not conducive to the welfare of small and marginal farmers, tenant farmers, and agricultural laborers in villages. Landholders do not reside in villages.


Question, प्रश्न, ప్రశ్న: How to solve the problems of small, marginal tenant farmers and agricultural laborers in a Total Socialist / Marxist set up, which you are keen on spreading?

Ans: All activities of production of goods and services both agricultural and non-agricultural sectors will be only in Government Sectors. There will be no private lands, businesses, industries, service institutions. Everything will be only in public sector. All risks in every activity are borne by the Government.


Question, प्रश्न, ప్రశ్న: You mean to say that there will be State Capitalism! State Capitalism failed in Communist countries and Socialist countries in the past!

There were no truly Total Socialist or Marxist countries in the past (also present). All those were dictatorships. Dictators will be interested only in their own luxuries and comforts. They have nothing to do with the welfare of the people, except when there were temporary crises and upheavals. For success of Total Socialism or Marxism, democracy of proletariat is an essential prerequisite. The proletariat should be sufficiently enlightened. The proletariat should be free from alcoholism, religion, and superstitions. Homogenization and paradigm uplift of proletariat needs to be developed at least for 20 years through enlightened teams of proletarians.

Radical changes such as removal of private property, abolition of currency notes, minimisation of number of private vehicles, abolition of private shares, abolition of banking system, have to precede or to be simultaneous with introduction of Total Socialism or Democracy of Proletariat. All this has to take place through ballots and elections only. There can be no place for violence. Every member of the proletariat should develop his awareness levels, and help other members to develop their awareness levels. Educational Institutions, Media, could have tremendously helped in this task, but they cannot do it, simply because they are owned by Capitalists and they have a stake in continuing the present exploitative set up. Why will they raise the awareness levels of the proletariat?

Question: Do you support the Andhra Pradesh Government's opposing the Palamur Project launched by the Telangana State?

AnsIn Total Socialism: This problem will not be there, as entire agriculture whether irrigated or unirrigated will be in Government Sector. Where to irrigate and where not to irrigate will be the headache of the Govt. There will be no private farmers.

Ans: In Capitalist Set up: Palamur Project need not be objected to, as long as the equitable distribution of water is managed by the Central Government, and not left to the hateful KCR & Co.

Central Government should have a clear policy on to how many kilometers distance from the River bank, water can be carried to. It should not under any circumstances allow the water to be carried to long distances, without first satiating the water needs of all the dry areas adjacent to the rivers. It will be immaterial whether they will be in Telangana or Andhra. For example without completely irrigating Wanaparti, Gadwal and Achampet areas, water cannot be taken to Ranga Reddy, Medak, Nizamabad, and Adilabad. In the same manner, without satisfying all the needs of Anantapur, Kurnool, Prakasam, Guntur adjacent to Krishna River Banks, water cannot be allowed to be taken to Cuddapah and Chittoor. Similarly without completely wetting Khammam and West Godavari Dt. dry areas, East Godavari dry areas, Visakhapatnam dry areas, Godavari water cannot be transported to Vijayavada, and then to Chittoor. Mr. Chandra Babu Naidu (his predecessor Rajasekhara Reddy) and Mr. Devineni Umamaheswara Rao (A.P. Irrigation Minister), KCR & Co. seem to have this selfish-motives, to take the River Waters to their own constituencies, while leaving all the fields near the River Banks to get scorched. River Banks should get priority. Earlier this was not possible because rivers were flowing in low vallies, and Telangana lands, Rayala Seema lands were in high-elevation plateaus. Now that, we have modern methods like Lift Irrigation, Tunnel Digging, we cannot continue the old method of releasing all the water only to Deltas. Conversely, the Delta farmers too have to discontinue their practices of wasting water. They have an erroneously belief that more water means more output which is not always correct. Even in Delta areas, the farmers who have their fields near to Canal bunds, do not show any mercy to farmers having their fields at tail ends. Consequently, tail end farming has become worse than dry land farming. A dryland farmer clearly knows that he must depend only on Rain God, and perform marriages to frogs. A tail-end farmer's life is haunted by uncertainities. We can write 1000 pages on this topic.
