778 Indian Constructions are not slums! Telugu women cannot stop giving food to their drunken husbands and sons!

Our constructions are no better than slums. We are aiming at constructing a world-class capital for which we need expertise in construction. There are no companies that have experience in this area. There may be firms such as L&T, Shapoorji Pallonji. You [media] only write reports that their quality of construction is not up to the mark.

Traffic Restrictions imposed by the Police on the occasion of Mr. Naidu's hosting an Iftar Party in Guntur, has greatly inconvenienced the People of Andhra Pradesh, the People of Guntur City. When will the hardships and travails of people end?

Well, our highly respected Chief Minister of Residual Andhra Pradesh, Mr. Nara Chandra Babu Naidu, has great opinions. Here is one such golden quote:

"...Our constructions are no better than slums. We are aiming at constructing a world-class capital for which we need expertise in construction. There are no companies that have experience in this area. There may be firms such as L&T, Shapoorji Pallonji. You [media] only write reports that their quality of construction is not up to the mark ..."

India is a country of proven technical capabilities. For example, ISRO, Sriharikota, has recently sent into space 20 satellites in one go. India has the record of building Konkan Railway, which is a technical marvel. The Waltair-Kirandul Railway Line also definitely matches with Projects executed by Foreign Companies all over the World. The Railway line from Jammu to Kashmir (substantial part completed) with numerous tunnels along and across insurmountable hills proves the technical prowess of India. Larsen & Toubro, and Shapoorji Pallonji too have good performance records, apart from many other Indian Companies such as HIndustan Construction Ltd., which has executed the Construction of Godavari Rail-Road Bridge. Similar, is the case with VidyaSagar Setu in Kolkata.

The construction-quality of work done by L&T and Shapoorji Pellonji, at Velagapudi for the Temporary Secretariat Buildings of Andhra Pradesh might have suffered somewhat marginally, owing to very short time given to them for executing their work, and the continuous pressure mounted by the Chief Minister and his Cabinet Colleauges to finish the work in an unrealistically short time. Besides, nature of designs and plans, the quality of the soil on which structures are raised, the impact of monsoons, the impact of summer heat, scarcity of water, quality of local cement, quality of local sand, quality-quantity-skills of the masonry workers, Rod-bending workers available in the State (They also, normally do good work, under trying and difficult conditions), etc. myriad factors will decide on the outcome. Anyway, I am not paid here by anybody, to defend the work done by L&T, and Shapoorji Pallonji. That can be left to the experts.
What is irritating then?

What is irritating then? Mr. Naidu has passed sweeping comments, as if Singapore Companies were paragons of virtue, and Indian Companies are daemons and devils. Indian Companies may have their own limitations and shortcomings, which are not irreparable or incorrigible. They can be guided by giving pacca specifications of the work, inspection of their work by honest Government Officials, etc. etc.

If Indian Constructions are like slums, those who are dissatisfied can always abandon India to the dirty Indians like us, and go to London or Singapore and live. Haven't Vijay Mallya, some Tatas, some Jindals, some Mittals and numerous others, gone and settled abroad?

At present , our bureaucrats and politicians are going on foreign jaunts quite often on some pretext or other. Mr. Rahul Gandhi is on a vacation abroad. Mr. Y.S. Jaganmohan Reddy is on a vacation in London. Mr. Chandra Babu Naidu has went on a vacation to Switzerland in May 2016.

On every visit, bureaucrats, business persons and politicians, can make some advance arrangements for future settlement abroad, by purchasing properties, making some investments, meeting neighbours and important persons in the places where they intend to settle, etc. etc.

I only pray our bureaucrats, business persons, and politicians, not to make generalised comments about "our constructions being slums" and some "Singapore fellow is an Angel" etc. etc.

Let us realise that WE ARE WE (WE INDIANS ARE INDIANS), and THEY ARE THEY (FOREIGNERS ARE FOREIGNERS). They may have some merits, which they might have derived by adopting numerous techniques such as creating tax havens, permitting smuggling activities etc., etc., subtly. So what? Should we also stoop down?

TAIL PIECE

After the bifurcation of United Andhra Pradesh, the Residual Andhra Pradesh has only 13 Districts, a reduced area. Automatically, there will be smaller revenues.

In proportion to the reduction in our revenues, budgets, we should reduce the GRANDEURs and OSTENTATIONS of our Governors, Chief Ministers, Ministers, Speakers of Legislatures, Secretaries, Collectors etc. etc. But, that is not happening.

The hardships of Police Staff in Residual Andhra Pradesh might have worsened. Long working hours. On paper, they may be getting their weekly offs and compensatory holidays. In reality, they may not be getting. Even IAS and IPS Officers may be suffering owing to excessive prodding from Hyderabad and Amaravati.

The number of vehicles, SPs-ASPs-DSPs-CIs-SIs-ASIs-Constables allocated for M.L.A.s, M.P.s, Ministers, Speaker, CM, etc. etc. seem to be outstripping the number of personnel engaged in Criminal Investigations, Prevention of ghastly Crimes, etc.

An Expert Committee may have to be appointed to examine about the security fears and perceptions of our bureaucrats, and People's Representatives. We should recognise that life of a constable or an engineer or a VRO at grassroot-field level is as much valuable as the life of CM / Speaker / Minister / MLA / MP. Most of the Grass-Root Government Staff are working in fields without any protection. Then, why unduly disproportionately large protection only for VIPs?

Is it because many of our bureaucrats / business persons and industrialists / politicians are indulging in some criminal and nefarious activities surreptitiously? Are some other criminals chasing them, hounding them, threatening them? Why our VIPs are feeling so much insecure?

The threat of Maoists may be given as one reason, by our rulers.

ANOTHER POSSIBLE REASON

98% of people of Residual Andhra Pradesh (and Telangana State) are Non-vegetarians, according to news reports. Both Andhra Pradesh and Telangana are also very large consumers of liquors, It is a common scene in many homes, that drunken husbands beat and kill wives, drunken sons murder parents, wives and paramours kill husbands, husbands and wives kill paramours etc.

Because of excess consumption of "tAmasika AhAram and rAjasika AhAram" (food which promotes sloth, anger) and "tAmasika vihAram and rAjasika vihAram" (movement of persons in an environment of sloth, anger, lust), people may be becoming violent unpredictably, as they do not have control over their bodies, senses, and minds. In such an event, when they see a criminal bureaucrat / business person / industrialist / politicians / people's representatives, a few people in the crowds may be pouncing on the venomous vituperative thugs.

This may be the reason for the insecurity-perception of our TOPPERS! Hence, they will be asking for more and more security! More and more new bullet-proof vehicles! More and more bullet proof vests! Plain clothed persons behind, on sides, and in front.

Highly venerable Shri Chandra Babu Naidu is very liberal in giving free advice:

Don't drink. PLant saplings !

But my Government will give targets to the Excise Officials to sell more and more liquor, and chase them for performance.

"... tAgostee nIvu niladIyAlammA! tAgi inTiki vastE bhOjanam peTTaddu. appuDE dAri kostADu. ..."
Approx. English: "... You have to ask him straight, if he (husband) comes drunk. If (he) comes drunk, do not give him meal. Then only he will come into the right track. ...".

ybrao-a-donkey's humble comments. You have every right to differ with me. I respect your right. Mr. Chandra Babu Naidu may not know ground realities, or he may not be much interested in ground realities.

What is the ground reality? Either out of love/affection or out of physical fear of being beaten in the presence of neighbors (neighbors may not intervene), suffering wives and mothers rarely retaliate against their drunken husbands and sons. Where is the question of refusing meals for a drunken family member?

It is common in Andhra Pradesh and Telangana. Wives and Mothers take several years suffering in a helpless condition, the violence from husbands and sons. When the situation culminates, they will, in a no alternative scenario, kill the sleeping husbands and sons with pestles used for making chutneys or with katti pITalu (knives fitted to wooden bases for cutting vegetables, meat and fish). Of course, police will then come to arrest the wives and mothers.

To continue.

769 (Part 1/10) of Review of Mr. Nara Chandra Babu Naidu's interview to DeccanChronicle.Com.

This blog has no affiliations. It neither loves or hates Messsrs. Donald Trump or Bernie Sanders or Vladimir Putin or Narendra Modi or (Ms.) Sonia Gandhi or Mr. Chandra Babu Naidu or Mr. Y.S. Jaganmohan Reddy. Writing impartial blogs is harder than fencing. Sometimes, we may inadvertantly give appearances of being biased. Then, we have a maxim: Practice makes a man perfect. Even if that goal of perfect impartiality is unattainable, (besides, there is no definition of what is partial and what is impartial), some amount of excellence is, and will be possible. Here is a Review of one interview given by Mr. Nara Chandra Babu Naidu, Chief Minister of Residual Andhra Pradesh State, India, to DeccanChronicle.Com. Click to go to DC and study the entire interview in its originality . Print Edition Reference: 4th June 2016, page 11 Top half.

Though whatever I am writing below has some 'Regional Scent of Andhra Pradesh', they are relevant even to other States of India, and even to other countries. Reason: Poor people of the entire World are caught in the entanglement of the tentacles of Smithsonian Capitalism. Today every country in the World is begging for foreign investments. Every country in the World have got installed Crony Capitalist Governments. Presidents and Prime Ministers, Governors and Chief Ministers are only dummies. The real rulers are the Business and Industrial Tycoons. Even the so-called self-publicising Communist countries like China, Vietnam, Cuba are not exceptions to this slavery(ies). Mr. Chandra Babu Naidu and Mr. K. Chandrasekhar Rao, Ms. Jayalalitaa, Ms. Mamata Banerjee, Mr. Narendra Modi, Mr. Arun Jaitley, Mr. Donald Trump, Ms. Hillary Clinton, Mr. Vladimir Putin, et al. are only small cogs in the international monstracity called Multi National Capitalism. The real rulers will always pull the strings from behind the screens. Hence, in a way Mr. Narendra Modi and Mr. Nara Chandra Babu Naidu deserve sympathies for their helplessness.

Here is a review of some of the answers given by Mr. Chandra Babu Naidu in the above linked interview:-

With works on the AP capital still in the initial stage, can you showcase Amaravati as your government’s achievement in the 2019 elections? How long will it take to build the capital?

A: We started from a minus stage. Before bifurcation of the state, did the idea of Amaravati exist? The state was divided and we needed a new capital. There was a lot of discussion about where the capital should come up. The Sivaramakrishna Committee had made a fuss. Then I decided that the capital should come up between Vijayawada and Guntur. We named it Amaravati.

Three hospitals and three universities have come forward to set up their units here. When infrastructure comes, it will take off one by one. Once the momentum picks up, the capital will take shape. I want to build one of the best capitals in the world. I can construct the administrative capital by the 2019 elections

yb's feeling: Who wants World Class Capital? Realtors and Industrialists may be pressing for such World Class Capital, so that they can flock on it like flies and mosquitoes on cadavers It is not correct to say that Sivaramakrishna Committee had made a fuss. It is a Committee of Experts. As all the members of the Committee are from outside the State, they can be free of bias. If they have not favoured new Amaravati as Capital for A.P., it may be because the Region is already overpopulated. People of Vijayawada are already living in asbestos/tin sheds on mountain slopes, because they cannot afford to buy a 80 sq.yds. piece of land to build a cottage. There is also a danger of River Krishna becoming a drainage channel for all the filth which the New Capital City generates. Committee might have felt that it will not be prudent to convert fertile lands to concrete forests. Then there is a threat of Kondaviti vAgu floods.

Whether Sivaramakrishna Committee had foreseen it or not, there were clear indications that there will be extremely abnormal real-estate speculation, and land-hoarding, amounting to billions of Rupees. By choosing Amaravati as Capital of Andhra Pradesh, Mr. Chandra Babu Naidu fell into the trap of Realtors and land-hoarders. M.L.A.s (of all parties), and his own Ministers have not objected to it because they were also eager to buy some land in the Capital Region, in their own name or in the names of their employees, friends and relatives. The Government used the carrot and stick approach to induce the farmers to contribute their lands to the land-pooling. That means, even the farmers of the area have been forced to become real-estate speculators, awaiting for allotment of plots to them in exchange for the land they surrendered, and counting their eggs when they sell the plots for some astronomical values.

ABOUT 3 HOSPITALS & 3 UNIVERSITIES COMING FORWARD

As per the News Reports, the Govt. is going to sell them the lands @ Rs. 80 lacs (8 million per acre), as against the ruling market price of Rs. 5 crore per acre. If the info is correct, A.P. Government will be doing a foolish thing, because the Universities and Hospitals, though are expected to function like Charitable Trusts with no Profit Motive, all over India (or even globally), it is an established fact, that Private Universities and Hospitals work with a clear profit motive. On paper, to the Government which allots land at cheap prices, they give all types of undertakings, to charge poor students and poor patients with velvet gloves, but they never keep their promises. They extract charges and fees at market rates from everybody.

If they are going to function on business lines, all the Private Universities and Hospitals should pay the Market price for land. They should never be given any concessions of any sort. Mr. Naidu can always say that Indian States are competing with one another to attract all these Universities and Hospitals. If A.P. does not give concessions, Telangana State will give. But this argument will not, really, be valid. Business Entities take their location decisions on perceived Medium and Long Term Profitability, which is a variable of numerous factors, not only the factor of land. This is the reason why Volksvagon is making cars in India, instead of in Congo. No Private University or Private Hospital will establish a Commercial Establishment in Mizoram, even if land is given freely. Why? They want to be nearer to their markets. Mizoram is at the tail end of the country. For this reason only, Governments have a duty to establish Public Sector Institutions and Units in remote areas.

What about the criticism that you have ignored local talent and instead opted for Singapore for the capital’s plan, design and construction?

A: You want me to build huts? Singapore has huge expertise and with prefab technology, buildings can be constructed within months. Scientific construction is important. China is also building quickly with prefab. Singapore is well-plann-ed and the most livable city.

yb's feelings: 1. Building 'own' huts is better than, handing over lands to foreign Corporates, and taking warrandahs or bath rooms out of their skyscrapers, in exchange. They will stipulate terms, and you will sign on dotted lines. Or you will stipulate terms, they sign on dotted lines, but never care to honor. If you insist, they will go for international arbitration. Or they will sue in a foreign court quoting some xyz Section. Indian Business HOuses, and some State Governments, PUblic Sector Undertakings, might have learnt some lessons from signing on dotted lines in agreements designed by foreign lawyers. Or they will bring pressure from some Tom-Dick-Harry President/Prime Minister of Europe, America, Canada, ANZ. Giving land to foreigners on lease or sale will be worse than throwing milk-kheer in a sacrificial fire, or feeding a kitten/puppy to a shark/lion. It will never come back.

2. Singapore may have some expertise. But does that mean that India is barren? India is launching satellites for Advanced countries like France. India is making Space Shuttles and Reusable Space Vehicles. Were Tajmahal and Tanjavoor Temple built with expertise from Singapore? Did we sculpt our Ajanta and Ellora caves with technology from Singapore? Did Singapore build Nagarjuna Sagar and Sri Sailam? Are all these constructions unscientific? Is only Singapore construction scientific? If China is building with prefab, India will also build with prefab, or even with more advanced technologies than prefab. If Singapore is well-planned and the most livable city, like Mr. Vijay Mallya, Mr. Naidu can also go to some Singapore or Switzerland and live there. (Mr. Naidu visited Switzerland in recent summer).

In our blogpost No.767 Click to go to 767 , we have seen how a tribal woman climbed the inner wall of a well to fetch a pot of drinking water.

.

This type of villages we have aplenty in Andhra Pradesh. A few days back, in Anantapur District, a serpant bit a woman her cottage. The woman, not knowing that it was a deadly poisonous snake which bit her, breast-fed her child. Both the mother and the child died. Thinking that ankle's silver chain scratched to her legs, she went to attend her routine domestic chores. After a littlewhile, she felt a pain in heart, and she told her husband. He got ready to take her to the Gooty Govt. Hospital. Thinking that it will take sometime to come back, Chandrakala, breast-fed her son Vamsi. After examining her in hospital, Doctors told her that she was bitten by a snake. While treatment was being given to her, her situation worsened. Relatives having come to know that she breast-fed her son, took Vamsi also to Gooty Govt. Hospital. As the condition of the child also worsened. they shifted the child to Anantapur. While receiving treatment in Anantapur, Vamsi died, and in Gooty, Chandrakala died. In a most unexpected manner, when two full lives were lost, unable to digest the grief, family members were reduced into tears.

Mr. Chandra Babu Naidu can always say that he has taken some Insurance Policy to provide some accident protection to sufferers. Or he may say that he gave ... lacs as compensation to the relatives. But one basic question remains: Mr. Chandrababu Naidu says that he sleeps on a hard surface. Okay, cudos for his simplicity. But, why does he need a Custom-designed bus costing Rs. 55 million? Click to go to The Hindu, purchase of bus. How could he spend one billion Rupees on renovating his office? (inclusive of all costs and expenses) Click to go to TimesofIndia.indiatimes.com . Yet, the accomodation is only RENTED.

I shall try to review the remaining questions and answers of the interview of Mr. Naidu, if I live longer, and priorities do not cascade.

Subject to corrections and deletions. A lot more is to be added. To continue.

695 Singapore is right in its own way. Residual Andhra Pradesh should prefer FREEDOM.

Mr. Nara Chandra Babu Naidu, the Chief Minister of Residual Andhra Pradesh, is restless, and on a begging spree. First, he started with the Head of the State of Singapore. The Singapore Govt. promised to arrange for the Master Plan of Andhra Pradesh State Capital, FREE OF CHARGE, and whether they have really charged for it or not, they were paid approx. Rs. 120 million for making it. Then they were expected to build operate and transfer the Amaravati Capital City. It seems that Singapore Govt. and their associates have gone back, because they were not sure about the economic viability of the Amaravati Project.

Mr. Chandra Babu Naidu has been going on harping the tune of "I shall get for Andhra Pradesh a World Class Capital".

On 23rd July 2015, Residual Andhra Pradesh Govt. Officials said that Ultra Modern Amaravathi will get iconic Twin Towers, with 70-80 floors each.

On 17th Oct. 2015, the Dy. Head of Mission, British High Commission, Hyderabad and head of UK Trade and Investment (UKTI), Abhilash Puzhakara, said,
"...UK is ahead of many countries and can help Indian cities, especially in Andhra Pradesh to make them smart cities using latest technology. We will be happy to transfer our technology and partner with India in various sectors of mutual interest, especially to be part of the growth of Andhra Pradesh and development of its capital Amaravati...."

Somehow, this offer of UK did not get its due attention from Mr. Chandra Babu Naidu, because he appears to have been completely infatuated by Singapore, at that time.

On 24th Oct. 2015, on the occasion of the Foundation Stone Laying Ceremony of the Capital City, in the presence of Mr. Narendra Modi, the Prime Minister of India, Mr. S. Iswaran, representing the Singapore PM, said that Singapore minister S. Iswaran said they are preparing to submit a bid for the project.

Six months have elapsed, since then. Singapore seems to have lost interest in building Capital City for Residual Andhra Pradesh.

Mr. Chandra Babu Naidu might not have anticipated that Singapore would go back. May be to supplement the Capital available to the Singapore Govt. and its associate, and to make the Tender process (Swiss Challenge or by whatever name it is called) appear transparent, and to show that due process has been followed, Mr. Chandra Babu Naidu seems to have contacted countries like Japan, South Korea, China for help. Probably, reasons for their getting cooled down from the initial enthusiasm, may be the same as the reasons found by Singapore.

Now, in March 2016, Mr. Chandra Babu Naidu went to England, with a begging bowl, and an obedient, ever-ready to serve you face.

We should be grateful to the DeccanChronicle.com for publishing the news item titled "UK may partner AP capital" , "Singapore sceptical of promised returns, Britain gives CM new hope", in the DC dated 12th March 2016. This is found only in print Edition. I am unable to give any link to its Electronic Edition. Some important quotes from this report:-

A.P. Chief Minister, Mr. Chandra Babu Naidu, has assured Singapore that once the Capital City was constructed, the cost of land in Amaravati would increase dramatically to about Rs. 20,000/- per sq.ft.

However, the Singapore Govt. told the CM that its calculations showed that the cost of land in Amaravati would only be able to reach a maximum of Rs. 9,000/- per sq.ft., and that such poor returns could not match their investments.

The CM sas said that if Singapore did not get Rs. 20,000 per sq.ft., then the State Govt. would pay the remainder amount i.e. Rs. 11,000/- per sq.ft.

Sources close to the CM said that despite the assurance, Singapore was not convinced and that CM was now having his own doubts about the deal.

"...(A Senior Official) He said that the British High Commission in India had drafted a tender to choose the consultant for planning investment strategies to draw in international firms to the AP Capital Region. ..."

ybrao-a-donkey's humble comments. You have every right to differ with me. This promise to make the AP State Government to make good the shortfall of Rs. 11,000 per sq.ft. to the Singapore Contractor, is really atrocious. Mr. Naidu is elected for just five years. He is making a promise which will bind all the future Chief Ministers for the next 25 years.

About Real Estate prices, nobody can predict correctly. There can be so many imponderables.

Singapore might have based its calculations, with the help of standing forecasting methods, world, Asian and Indian Historic data, standard methods followed by Mathematical Quantitative Techniques, aided by Computer algorithms, projecting different scenarios and different rates of rents and prices. The best mathematical calculations, can and will work in astronomy, stellar Physics, space dynamics etc. But they may go haywire in respect of real estate prices, commodity prices, share and bond prices etc. etc. which are dictated and influenced by hunches of investors, rather than reasoning.

IN spite of stiff competition prevailing among global investors for good investment opportunities, and Contractors for Projects, in the context of the Current Global Recession, non-Singapore Consultants, and Experts may also employ similar Quantitative Methods and Techniques, to forecast the Rate of Return on Investment. That means like the Japanese, Chinese, South Korean investors and Contractors, UK Contractors also may not come forward for the Amaravathi Work, unless there is behind some benami Indian Industrialist, investing his stashed moneylaundered funds.

There can also be other reasons for Singapore predicting low returns, which may not be reflected appropriately in Project calculations: 1. Nearly 25% of the pooled land has to be given back to farmers. 2. Roads, parks, other public spaces take away another 25%. 3. Govt. may want to reserve some plots to its cronies such as Media, NGOs, political parties, Consulates, etc. etc. These complimentaries may take away another 15%. After deducting this 60%, 40% land or less will remain.

Less land means, a higher price will have to be fixed. For this reason, Singapore is expecting minimum Rs. 20,000/- per sq.ft.

Other factors: 1. Bribes to be paid at every level of the Govt. Machinery. This will increase the project costs phenomenally.

2. Govt. under pressure from various Groups such as farmers, industrialists and business persons, bureaucrats, may change the layouts and alignments. Even rules may be changed.

3. Remote location of Amaravati Seed Capital from the National Highway from Vijayawada, Guntur and Mangalagiri. Location of the A.P. Capital on the Guntur Vijayawada Road itself, or on the Vijayawada-Gannavaram Road, or on the Vijayawada-Kanchikacharla Road, might have reduced project costs, construction time, and raised the Real Estate Prices to the satisfaction of International Corporates.

4. Amaravati is Capital for 13 Districts. Out of these 13 Districts, Srikakulam, Visakha, East Godavari, Vijayanagaram are in North Andhra Pradesh. Visakhapatnam is developing as a focal and Smart City there. Visakha is a competitor to Amaravati. Sri City in Chittoor Dt., near Chennai is also attracting its own investments. Both Visakha, and Sri City have lower land costs when compared to Amaravati. Besides, they have the readymade infrastructure of Airports etc.

5. Amaravati may be earthquake prone, flood-prone, when compared to Visakha and Shri City.

If these factors are also taken into account, Singapore's conservatism in estimating Rental / Sale Price predictions for Real Estate of Amaravati seems to be understandable. But Mr. Chandra Babu Naidu may not be ready to understand it.

If Mr. Chandra Babu Naidu goes back, his own Ministerial colleagues, MLAs, former MLAs, MPs etc. will get annoyed, because many of them have purchased lands in Capital Region in benami names. This may be the reason for Mr. Chandra Babu Naidu's unwillingness to order a probe by a Sitting Judge or by CBI. He will prefer to threaten Mr. Jagan mohan Reddy to prove his allegations or that the Govt. will initiate action against him.

Now, there are reports that HUDCO has agreed to sanction a loan of Rs. 7,350 crore to A.P. Government, for Capital.

A.P. Government, seems to be finally settling for domestic sources.

SUGGESTION given earlier, again repeating

Not too late. The entire Capital project can be cancelled. The entire land, with the exception of 45 acres on which construction is going on for the Temporary Secretariat, can be given back to the original farmers who pooled their lands, with due apologies and a small bonus ex gracia. They will also be happy, because their lands were POOLED forcibly, threatening ACQUISITON. The returned farm lands are very fertile. They will go back to their multi-crops.

Nagarjuna University may be shifted to the New Building which is being constructed at Velagapudi, on the 45 acres land. AP's Temporary Secretariat, can be located in Nagarjuna University. High Court can be given to Tirupati. Assembly and Council can be shifted to Rajahmundry. Visakhapatnam can be given the Railway Zone. Kurnool and Anantapur can become Headquarters to some important State Level Directorates.

Gradually, three or four cities can be developed by building infrastructure needed for Capital Cities, in Rayala Seema, North Andhra, and South Andhra.

Cancellation of the Capital Project, will teach a lesson to all the Speculators who purchased lands in Capital Area with black money or by diverting bank loans. Next time, they will think twice before embarking upon such ghastly adventures.

Of course, Mr. Chandra Babu Naidu will not get credit, and a permanent place in the history of Andhra Pradesh, as the Architect of nayA-Singapore in Amaravati. But he will save a fertile area from becominga slum, and Krishna River from becoming a dirty cesspool. Drinking Water shortages at Prakasham Barrage can be prevented. Even if Amarvati develops as a Great City of Great skyscrapers, people will not be really happy, because the State Capital will be in the grips of foreigners. What truly independent people should love, is FREEDOM and not Cities full of restrictions.

642 Why doesn't Mr. Chandra Babu Naidu leave even poor school children?

Mr. Chandra Babu Naidu is not leaving even poor children of Government Schools. His Government is reported to have instructed the Headmasters and Teachers to collect Rs. 10 from each pupil, as contribution for construction of the New Capital of the State of Residual Andhra Pradesh.

Anyway, the Government of Andhra Pradesh is going to hand over in a gold plate, the 35,000 acres of land for construction of the Capital City of Andhra Pradesh, to the Singapore firm they are contracting with. We are all expected to work as Clerks, Security Guards, Hotel Cleaners, Pub Bar Tenders, Casino Wheel Operators, Prostitute touts, in the new Capital which is going to built by the Singapore Party, and hiring to those Hotels, Pubs, Bars, Casinos, Prostitute Houses whoever is willing to cough out the big bucks.

Of course, some guys may get some good gui-s to work with. For the remaining persons, slavery is going to the norm.

Question: Does slavery not exist in the Residual Andhra Pradesh of 2015?

Ans: Slavery already exists. But that does not mean, new methods of slavery, and new monsters and masters can be added to flog us through carrots and sticks. Ever since the days of Acharya Nagarjuna, people of Andhra Pradesh, though were impoverished farmers or weavers or rural artisans, enjoyed serenity. Even the Bahamany Sultans, and the Nizam rulers could not except in some parts of Telangana, could not disrupt this serenity. Of course, it is true, that we have another poisonous system of slavery in the form of castes.

Then, the British Rulers and the Christian Missionaries started disrupting our painful serenities through imposition of Market Economic Methods, and alien Gods. Still, somehow, we are pulling on.

Now, if the Govt. is going to add new methods and monstrous masters of slavery administration, in the form of Singapore Builders, global hirers of the buildings, should we welcome them with open arms?

To continue.

629 Will the Singapore Contractors and the Andhra Pradesh Government collide to cause loss to the people of Andhra Pradesh?

Global Multi National Corporates are like Shylocks. They will demand their pounds of flesh. Mr. Nara Chandra Babu Naidu, the Chief Minister of Andhra Pradesh is not Shakespeare's Antonio who innocently fell in the trap of Shylock in Merchant of Venice. Antonio was an innocent, noble and open hearted person. But Shri Chandra Babu Naidu is not. We should not forget how he pounced upon his own father-in-law and the then Chief Minister of Andhra Pradesh, like a leopard, to capture power. Normally, this type of things used to happen during Moghul period, in the succession struggles of Jahangir Brothers, Shah Jahan brothers and Aurangzeb Brothers.

CPM Party, CRDA Unit Secretary Shri Ch. Babu Rao made some pertinent Statements in this respect.
Andhra Pradesh State Govt. should issue a white paper on what Singapore companies had sought and what the state had offered them for construction of the state capital Amaravati on the banks of Krishna River.

"...Worst fears of the people have come true with the Singapore companies making it clear that unless the state gives them power of attorney for 3,000 acres of land it can’t go ahead with construction of the capital and that its investment would be limited to just `300 crore. ..."

"...It was also outrageous for the Singapore companies to say that the plots to farmers, who have given their lands under land pooling scheme, should be outside the seed capital,...”

"...It will be in fitness of things if the state government invited national and international bids and entrusted the construction work to them. “It is now the duty of the chief minister to bring pressure on the Centre to allot more funds for the construction of the capital,”

"...Whether the conditions set by the Singapore companies are a part of a game plan of Singapore and AP government - to force people to settle for most of their demands."

“...It is quite possible that Naidu, would at first say the demands were outrageous and then after ‘holding talks with them’ would say he had made them to give some concession to the state government which may not be much but would give him some kind of an authority to go ahead with inviting the Singapore companies to begin work without much flak...”

457 Does Mr. Narendra Modi want to become India's Lee Kuan Yew? Does Mr. Chandra Babu Naidu want to become Lee Kuan Yew of Residual Andhra Pradesh?

Singapore is just a city State.  It is the Capital.  It is the Nation.  Its population is just 54 lakhs (2013).  Its area is just 716 sqkm i.e. less than 30km long and 30km wide.  Its GDP is something like $63 billion.  Singapore has the highest trade to GDP ratio i.e. 400% in the world.

Singapore is a major Foreign Direct Investment (FDI) outflow financier in the world.  It has also world's one of the  very large FDI inflows.  When we correlate these two factors, what meaning we can deduce?

Ans: Singapore has become a conduit for FDI inflows and outflows.  Probably, it may be entertaining unaccounted corrupt moolah from the whole world , in the form of FDI.

Singapore has land and water scarcity.  It does not have scope for much of agriculture, unlike India.

The founder President of Singapore Mr. Lee Kuan Yew, passed away recently.  Some people believe that he was a benevolent dictator.

Reports indicate that our Vice President Ansari will be leading a delegation, to attend the funeral of Late Lee Kuan Yew.

Mr. Narendra Modi may be dreaming to become a Lee Kuan Yew for India.  Mr. Chandra Babu Naidu may be dreaming to become a Lee Kuan Yew for Residual Andhra Pradesh.  It may be seen that both the leaders have dictatorial tendencies and traits.

The money which has flooded, is flooding, will flood Singapore, is definitely unaccounted ill-gotten money.  What part of it is siphoned from India, and what part is from other Nations, needs a deeper study.  But, we can reasonably guess, that Indian ill-gotten money must have been significantly large in magnitude.

The funniest thing is, we ask the tax haven countries (including Switzerland) to disclose the names of the Indians who have stashed their money with their banks.  Mr. Narendra Modi has pledged to bring back all the money stashed abroad, and credit to accounts of all the Indians within six months of his annointment to power.  We are begging the same countries for foreign investments, both foreign direct investments and foreign portfolio investments.

Singapore's poverty levels do not lag behind India's poverty levels.  Only difference is their poverty is hidden massive sky-scrappers.  The poor of the Singapore may live in flats, sit on chairs, look at large TV screens, whereas we Indians live in muddy huts, squat on floors, sleep on mats (चटाइयाँ) or native jute thread woven  cots (21st century: plastic threads) (चारपाइयाँ),  there seems to be great disparity in levels of mental tensions and depressions.  The difference is the same as the variance between the mental levels of a belted dog under with chain in its master's grip, and the street dog.  The street dog is insecure from food paucity point of view, it may even envy its counterpart in a bungalow.  The belted counterpart in the bungalow may envy the street dog because the street dog can go wherever it wants, and bide away its time, never with no need to lick its master's and their children's feet.
