792 (Part 1) Will the 21st Century Ashoka save the people of Residual Andhra Pradesh, from his own Associates?

Here is an allegation of Guntur Lok Sabha member Mr. Galla Jayadev trying to take away a prime house worth about Rs. 90 million for Rs. 39 million. Mr. Jayadev has denied it, stating that e participated in an auction conducted by Andhra Bank, and that he had emerged as the highest bidder while taking care to follow all norms. According to him the entire transaction was above board. He described Ms Padmaja’s accusation as baseless and politically motivated. For our readers who wish to read the relative report, here is a DeccanChronicle.Com link: Click here to read DeccanChronicle.Com dated 23.07.2016. . Sincere thanks to DC for reporting both sides of the story.

Story from the side of Ms. Guntupalli Padmaja, Complainant, and owner of the house taken on lease by Shri Jayadev, our beloved People's Representative to this country's Highest House of Legislature:

The House taken on rent by Shri Jayadev is located at Brindavan Gardens, Guntur. Ms. Padmaja in her interactions with Chief Minister of Andhra Pradesh, Mr. Chandra Babu Naidu informed that she had taken Rs2.30 crores loan from Andhra Bank on her three storeyed house as security in 2013.

She added Galla Jayadev in 2014 elections had taken her house for rent and later continued to use the building as his residence-cum-office. She added she failed to pay EMIs due to her financial condition. She accused Jayadev of pressurising the bank to put the building for auction to recover its loan as the EMI were not paid. She further alleged that Mr Jayadev pressurised the bank officials to set the base auction price at a mere Rs 2.80 crore against the government value of Rs 7.50 crore. She said when she approached the Debt Recovery Tribunal seeking time to clear the loan, the DRT directed Andhra Bank to give time but the bank officials, on orders from Mr Jayadev, proceeded with the auction, facilitating the MP to buy the house for a mere Rs 3.09 crore. Galla Jayadev says he participated in the auction and emerged the highest bidder in due process.

This news item was reported by several websites. But, apparently, this news of the suffering house-owner approaching Mr. Nara Chandra Babu Naidu seeking (ethical) justice, seems to have been ignored by the top two Telugu newspapers and channels of Residual Andhra Pradesh. Even a Telugu Newspaper-and-TV Channel which claims to be "dammunna" (brave, courageous, and daring) seems to have ignored it.

Strangely enough, after few days a counter-allegation appeared in a Leading Telugu Newspaper, released by -said-to-be- reprsentatives of Spinning Mills.

Approximate English: M.P. Jayadev bought the house lawfully.
A flagpost by members of Spinning Mills Association.
Guntur, Sangadigunta. President Dharmateja of Spinning Mills Association, said that M.P., Shri Galla Jayadev purchased the house in which he is staying, lawfully in E-Auction. He, speaking in a Press Meet organised in the Association Office on Saturday, said that a sum of Rs. 3.09 crore was quoted when the house came for auction, and that the Bank entrusted the house to the highest quoting bidder Jayadev. Association Member, Shri Samineni Koteswara Rao, speaking: "Guntupalli Kotgeswara Rao was submerged in debts three years back itself. Including me, many industrialists, doctors, lost cheated in his hands, more than Rs. 20 crore (Rs. 200 million). He has indulged in cheating, by saying that Capital was going to come at Nuzividu, that he was buying lands, created fake agreements and documents."

Another member, Shri Narendra speaking: 'During (2014) election time, when I was approached with a request to convince (Mr. Jayadev) to take that house on rent, I along with another person, convinced Shri Jayadev to take the house on rent. When Sri Srinivasa Rao was asked why he was eager that the house is taken on hire by Shri Jayadev, he (Shri Srinivasa Rao) said that if he (Shri Jayadev) stays in his house, Banks will not press for repayment of loan. Also said that, Shri Jayadev may consider it as a sentiment, and buy the house for a big price. Also said that, in the past Shri Srinivasa Rao's wife filed a kidnap case, and as there was no evidence, police had dissuaded her and sent her back without registering a case. (Those who spoke at the Press Meet) advised that at least now, making allegations against MP should be stopped. They also said that, in fact, many persons have to register cheating cases against Shri Srinivasa Rao.

This type of affairs and incidents, we see not only in Guntur of Andhra Pradesh, not only in many cities of India, but also in Europe, North America, and ANZ.

The approximate 700 billion people on this Earth are accustomed to this type of intra-bourgeoisie skirmishes and squabbles. Behaviors of the land-lords, land-ladies, Banks both Private Sector and Public Sector, Media both Press and Electronic, Political Parties and People's Representatives, everything under this sky are governed, modified and shaped by bourgeoisie cultural and customary practices.

This particular affair-case-incident raises nearly 100 questions ethical-banking and financial - legal-political-social all of which we may not be able to discuss in one blog post. Some of these questions need deeper analyses and discussions, in the interest of this Nation.

People of Residual Andhra Pradesh, who have sold their votes for Rs. 1,500/- or liquor bottles or sarees have to wake up. They will not get this opportunity till 2019.

Today, similar opportunities are open for the voters of our so-called friend-philosopher-guide Nation, the United States of America.

636 PART 1 OF TALE OF TWO CITIES

Guntur City is reeling under water shortage today. Though situated on the banks of the River Krishna, Vijayawada City (ONLY FOOLS will think that there is no water shortage in Vijayawada విజయవాడ నగరంలో నీటి కొరత లేదని కేవలం మూర్ఖులు మాత్రమే అనుకుంటారు.) too suffers from drinking water shortages in its outskirts. In many Apartment Complexes borewells have dried down, and the residents are experiencing shortage of water even for bathing and toilets. The influx of migrants from all the seventeen Districts of Residual Andhra Pradesh, (earlier the migrants used to flock to Hyderabad City) are now flooding Vijayawada and Guntur Cities.

Migrants from North Andhra Pradesh from Srikakulam to Krishna Districts try to settle down in Vijayawada. Migrants from Royala Seema and South Circar Districts try to settle down in Guntur City. Mangalagiri will become another migration point in near future. The cumulative effect of all these settlements is going to be drinking water shortage, and drying up of borewells for toilet waters. Govt. and Municipal Corporations can always taken an excuse, pointing out at this year's low rainfall, drought conditions, and drying up of Srisailam and Nagarjuna Sagar Reservoirs. That excuse is only partly true.

Predicting that water levels of Prakasam Barrage will fall so drastically, that drinking water will not flow with gravitation into Guntur Channel is not difficult. Arranging for pumping of water from Krishna River using Electric Motors should have been planned in advance, apart from getting additional drinking water released from Nagarjuna Sagar. Mr. Chandra Babu Naidu now camps on the Southern Bank of the Krishna River. Yet he did not bother to caution the officials and guide them to fix the motors well in advance. He cannot bother because he is too busy with Japan, China, Singapore, Chambers of Commerce, Bauxite Mining, and what not.

In reality, KRISHNA RIVER can be compared to Colarado River in United States, in the sense that every drop of water in these rivers are used up so fully that there will only be mud and swamps left out. Consequently, as a tail-end Region Krishna-Guntur Area is going to suffer from great thirst. One additional factor which has assumed serious dimension is, now Krishna Guntur Region is going to be dependent on the mercy of KCR & Co. even for drinking water. Krishna River Water Distribution Authority can only pass orders. But the execution is to be done by the Engineers of Telangana and Andhra Pradesh. If the Engineers of Telangana do not co-operate, the Engineers from Andhra side cannot fight quarrel everyday.

The problem gets exacerbated because both KCR and CBN are cunning, secretive and vindictive persons. They howl at one another on one day and embrace one another on some other day. Now that, there is a bon homie between K Chandra Sekhara Rao and CB Naidu, Mr. Chandra Babu Naidu may not seriously press KCR for release of drinking water to downstream villages and towns.

Predicting all these problems last year itself even before Capital of Andhra Pradesh was decided, I suggested in my numerous blog posts that, the new Capital of Residual Andhra Pradesh should be located at Nagarjuna Sagar South Bank, popularly called South Vijayapuri and its upstream Launch Boarding point to Nandi konda. If A.P. Capital is built on this barren land (free, forest waste land with thorny bushes and snake pits, with not much agriculture taking place), A.P. Capital could have drawn its drinking water from Nagarjuna Sagar Reservoir. Central Government would have easily permitted some 30 tmcs water to be drawn from Nagarjuna Sagar Reservoir upstream without depending on the Irrigation Canals or Power Generation Channels.

Today, for the existing population itself, Krishna River water is not adequate even for drinking needs of the two Cities. The Great Claimer of being a Great Builder Chandra Babu has projected that A.P. Capital City will have a population of 15 million (1.5 crore). If he is unable to supply drinking water for a population of about 1.5 million in Vijayavada and 1 million in Guntur, how is he going to arrange for drinking water for 15 million ? Of course he may not continue after 2019 ! Yet, whoever will be at helm of AP Capital, be it Lokesh or Jagan or Pawan Kalyan or Congress or Kiran Kumar's Party, are going to face a Herculean Problem. Wisdom lies in forecasting the forebodings, and initiate corrective action, meeting the risks half-way in advance. It is the dIrghadarSi method of living suggested in Indian Epic Mahabharata.

Even now, it is not too late. Better to shift the Capital of Andhra Pradesh to Upstream of South Vijayapuri and install pumps for drawing drinking water from Nagarjuna SAgar Reservoir for the requirements of AP's Capital. As there is no shortage of waste land in that area southwards upto Donakonda, Eastwards upto Macharla, Govt. can get rid of all the Headaches of Land Pooling for Capital. Straightaway, the Govt. can return all the LPS lands to the respective farmers and just apologise to them, for whatever has happened.

If Mr. Nara Chandra Babu Naidu is secretly indebted to Chinese / Japanese / Singaporean / South Korean / ... Corporates, he can still ask them to compete for building a Capital at Nagarjuna Sagar. Of course, all of them will shy away, because they want to induct the Citizens of Vijayawada - Guntur - Tenali into Gambling Dens and Licensed Prostitution Houses they are going to build, with liberal freehold and lease lands from Govt. of Andhra Pradesh. If they want to go back, they can be allowed to go back. We can then build our own Capital with indigenous resources.

From what Mr. Chandra Babu Naidu tells everyday and what he does regularly, we have to infer that he is hell-bent on and hopeful of getting some dirty money from Singapore. It seems he want to build another Makav in India. It will be better, if people try to gauge his goals.

To continue.

577 Mr. Chandra Babu Naidu should have swept Labor Welfare Centre, Kakumanu vari Thota.

Mr. Nara Chandra Babu Naidu like his Senior Crony Capitalist Chum Hon. Prime MInister Shri Narendra Modi, is a great show master. As a part of the 146th birth anniversary of Freedom Fighter and Martyr Shri Mohandas Karamchand Gandhi , Mr. Naidu swept at Main Centres of Guntur and Vijayawada Cities in the Residual Andhra Pradesh State of India. He should have swept the Labor Welfare Centre's Building and its 12 acre premises at Kakumanuvari Thota, Near Arundelpet Shankar Vilas Centre, Guntur. Cobras would have bitten him. In writing this I have no illwill against Mr. Naidu. Neither am I playing any prank against him. It is the other way round. Mr. Modi and Mr. Naidu are playing with the hearts and minds of people.

Question: Why have you raised the issue of cleaning the Labor Welfare Centre at Kakumanuvari Thota, near Bongarala Bidu, Guntur, now after everything is finalised by Mr. Babu?

Ans: Municipal Workers, to their best of their abilities, clean the Jinnah Tower Centre, Guntur every day. What is the use of sweeping the same thing again and again? GMC Sanitary Staff has poured quintal of Bleaching Powder on the Donka Road (This road connects Guntur City Bus Station with the road which proceeds to Amaravati and Tadikonda , in other words the New Capital Area. Apart from the tokenism of Gandhi's Birthday, Mr. Naidu's visit might have prompted the authorities to close all the belt shops and wineshops on Donka Road (of course for the morning session of the day).

Then, there is another Achilles heel of Donka Road, between 4th and 5th lines of Arundelpet, where the Municipal drainage canal flows in the middle of the Road. The ostensible reason for the flow of the drainage channel in the middle of the road, seems to be a stay brought by an adjacent householder on the Donka Road, whose house might have been about 11 ft. demolished by GMC as a part of road widening. He seems to have raised some genuine grievance about the alignment of the Road between the Donka Road Railway Underbridge and the 5th line Arundelpet.

The alignment drawn by GMC seems to have virtually left out some houses on the South facing side under pressure from some influential persons. There seems to be a need to reopen the alignment and work out a fresh widening line, for which the GMC Officials seem to be reluctant. Whatever be the reason, whoever be at fault, thousands of people using the Donka Road heavy traffic are suffering owing to the flow of drainage canal in the middle of the road between 4th and 5th Lines. Nobody knows the efforts made by the GMC to get the court stay vacated. or some other compromise solution worked out by GMC, to alleviate the sufferings of thousands of people.

As a precautionary measure, the GMC Sanitary Staff seem to have poured one month quota of the bleaching powder consumption, on the 1st and 2nd days of OCTOBER itself. The remaining month, probably they may not drop even a spoon of bleaching powder.

Some people might have expected that Mr. Chandra Babu Naidu would visit the Donka Road area. This ybrao-a-donkey's wishful thinking was that Officials would dare to tell Mr. Naidu that there is a 12 acre site available at Labor Welfare Centre, Kakumanu vari Thota, which can be acquired from the Labor Welfare Department paying them some decent compensation, and allotting a smaller site (the building may need just about 500 sq.yds.) in an industrial area, and permitting them to use the millions of Rupees compensation which will be paid by the Govt. for the intended purpose of Labor Welfare.

The Centre is just a stone's throw away from the Guntur Main Railway Station and 10 minutes walk from it. The 12 acre site is also proximate to New Guntur Railway Station which links Guntur with Tenali and the Chennai-Calcutta Main Railway line. This type of proximity both to New Guntur, Guntur Main and Mangalagiri are very important for saving transport costs. On the 12 acre site, a 14 floor Building can be raised within six months, like the 14 floor LIC Building on Anna Road, Chennai. It would have provided a reasonably decent accommodation for the Secretariat of the Residual A.P. Over a long period of time, millions of Rupees could have been saved on motor transport rents, fuel, owing to proximity to the Rlwy. Station.

Mr. Naidu is hell-bent upon handing over thousands of acres obtained from Capital Area farmers with threats of impending land acquisition, on a gold platter to Singapore Government, which is a mask (mukhOTa ముసుగు) to some Private Sector fellow. Swami Vivekananda used to blame "karma" whenever somebody blamed. Sameway, the People of Andhra Pradesh should blame their "karmas" which will make them Security Guards in the buildings erected by their Singapore Masters.

Apart from Mr. Naidu's itch of love towards Singapore, there is another hitch in locating some important Offices of A.P. State Government at this 12 acre site. Its East road faces the rear side of Bongarala Bidu Mahaprasthanam (grave). Astrologers would have definitely raised an objection. But the grave has been there for the last about 100 years, and is very convenient for the population of Guntur City.

Earlier I did not write about this Labor Welfare Centre Building and its 12 acre site, because it is near my house, and location of a sky scraper at that site might have resulted in a Real Estate Boom in our area. At least some of my readers might have suspected that I have proposed the Labor Welfare Centre because of my selfishness. Actually, there is already a Real Estate Boom in our Area, and prices of house sites have skyrocketed in Arundelpet Area, like other areas of Guntur City.

The Rs. 350 crore (Rs. 3.5 billion) SAID TO HAVE BEEN released by the Govt. of INdia would have been sufficient to raise a 14 story building in the 12 acre Labor Welfare Centre Site, within six months.

If A.P. High Court and Raj Bhavan are established at Tirupati (Governors and Supreme Court Judges, High Court Judges love Tirupati), it would have save millions of Rupees. Establishing A.P. Assembly and Council at Kurnool would have reduced some dis-satisfaction in the minds of Rayala Seema People. Shifting some State Level Offices to Visakhapatnam, RAjahmundry-Kakinada, Tadepalligudem, ONgole would have created some level playing ground for all the District towns/cities. It would have probably assuaged the feelings of some leaders like T.G. Venkatesh, Baireddy Rajasekhara Reddy, Shri Divakar REddy, Shri Raghuveera Reddy, Shri K.E. Krishna Murthy.

This type of 12 acre sites may also be available in other District Headquarter Towns of Residual Andhra Pradesh, where some high-level buildings can be raised every year, with Central help, but WITHOUT KNEELING BEFORE SINGAPORE OR JAPAN.

SINGAPORE LIKE CITY even if it becomes a reality in Residual AP Capital Region, it will not really benefit the Lower Middle Class and the Working Class people of A.P. I shall write about this some other time. We can write a thousand pages about problems which we can invite, by building Singapore like Cities.

"...Some people are raising questions on the Rs 1.65 lakh crore package announced by me. They are asking whether it will come or not. Should a single rupee be given to the present government. Will it reach you?..."

"... Even if I give it, his (Nitish's) arrogance is so much that he may even return it. I am worried that even if I give the Rs 1.65 lakh crore to the state, he will announce that he does not require this money as it has been given by Modi. I cannot trust him ...". (Mr. Narendra Modi addressing people of Bihar, referring to its CM Nitish Kumar).

"...The government in Delhi is not doing any favour to anyone. This is the right of Bihar and its people, which I am trying to provide unlike in the past. I am fulfilling the responsibility entrusted to me, ...This is not Modi's money, it belongs to Bihar and its people..."

ybrao-a-donkey's humble views. You need not agree with me. You have every right to express your views and criticise me. Welcome.

First of all Mr. Narendra Modi should release the Rs. 125,000 crore (Rs. 1.25 tillion or about $200 billion). My intuition says that he will not release, even if BJP wins in Bihar.

One solution
Mr. Modi should release the Rs. 125,000 package to Bihar now itself. After all why should Nitish Kumar & Lalu Prasad Yadav become Sukracharyas, as if Mr. Modi were Emperor Bali throwing away three yards of land sought by God VAmana? The should have the courage and moral conviction to say "Ok. We welcome the Rs. 1.25 trillion, if Mr. Modi releases the funds IMMEDIATELY. After all, Bihar will benefit. As a token of our gratitude to Mr. Modi, we shall withdraw all our candidates in the fray, to enable BJP form a Govt. in Bihar. We shall limit our role to watch and ensure that the new BJP leaders will not create new scams out of the Rs. 1.25 trillion. "

In Telugu language, there is a proverb. "Mabbullo nILLu cUsi munta olaka pOsukOna?" . English gist: Seeing the water in the clouds (in anticipation of rain from clouds), shall I spill the water in my pot?

There seems to be a threat from Mr. Narendra Modi, that the Rs. 1.25 trillion will not be released if BJP does not come to power, when he says: "Should a single rupee be given to the present government. Will it reach you?... "

If Mr. Narendra Modi releases half of what he is promising to Bihar i.e. half of Rs. 1.25 trillion = about Rs. 650 billion, Mr. Chandra Babu Naidu would NOT HAVE RETURNED THE BUCKS. He might have built temples for Mr. Modi. (This gratitude is not guaranteed because, Mr. Chandra Babu Naidu has a history of backbiting his own father-in-law Late N.T. Rama Rao).

465 Do industrialist MPs have time to serve Sports bodies? When will they serve people?

465 kyA udyOgapati samsadOamkO KhEl samshThAOmkO nirvahaN karnE kE samay milEgA?
465 MPlu gA mArina pAriSrAmika vEttalaku, krIDA samsthalanu nirvahincHE samayam unTundA?

In the early days of Indian independence and democracy, a philosophical concept existed that Members of Parliament and Assemblies should concern themselves only with legislative functions i.e. making laws.  Representing people's problems of their Constituencies was secondary to a sense of National belonging and outlook.  In other words, if there are 542 members in Indian Parliament Lower House (Lok Sabha), each member was a 1/542 of the Indian Nation.  He was not a representative of his Constituency or his Region or State, in its narrow geographical sense.

Gradually, things started changing.  MPs and MLAs were pressurised by the voters, members of their castes, linguistic groups, religious groups to represent their view points and concerns, as distinct from National macro concerns.

If a MP or an M.L.A. really wants to serve people in an ideal manner, 24 hours will be inadequate for them.  If they also keep in mind that they have to do justice to the pay and perquisites they get from the public exchequer, then they have to burn their life's candle from both ends.  They will not be able to do justice to their personal businesses / occupations / professions which they were persuing for their livelihood before their election to represent people.   In spite of employing paid Managers to look after such businesses / occupations, their erstwhile livelihoods may suffer.  Fortunately, MPs and MLAs who complete their full five years term in India, get their entitlement to some reasonable pension, so that it will not be necessary for them to starve after completing the term.

In the above arrangement, there is no provision for a third avocation.  But, we find our MPs, MLAs and Ministers quite eager to preside Sports Associations.

Names of politicians and the Sports Associations they control /controlled in the past are given below:

1. Sharad Pawar - Mumbai Cricket Assocsiation - Former Union Minister, and President of NCP Party.
2. Narendra Modi- Gujarat Cricket Association - present P.M. of India.
3. Suresh Kalmadi - Indian Olympic Association - Former Union Minister.
4. Amit Shah - Gujarat Cricket Association - present BJP President.
5. Praful Patel - All India Foot Ball Federation (AIFF) - Union Minister.
6. Ramlal Thakur - Kabaddi and Volley Ball Associations - Former Forest Minister of Himachal Pradesh.
7. Anil Sarma - Himachal Athletic Association - Rural Dev. Minister of Himachal.
8. J.P. Nadda, - Himachal Rifle Association - BJP National Secretary, Rajya Sabha MP.
9. Anurag Thakur - Himachal Cricket, Olympics Ass. - MP from Hamirpur, HP.
10.Galla Jayadev - A.P. Olympic Association. - T.D.P., M.P., Guntur.
11.Gokaraju Gangaraju - Vice President, B.C.C.I. - B.J.P., M.P. Narsapur.

Supreme Court of India, while hearing a petition by Indian Hockey Federation (IHF) and Hockey India, advised that sports bodies in India should be kept away from politicians.

Mr. Rahul Gandhi, Congress Vice President opposed the idea of politicians controlling sport bodies.  (I am not a supporter of Mr. Rahul Gandhi.  Whatever be his other merits and demerits, in this particular respect of politicians controlling sports, he said a good thing.  Fortunately he himself is not President or Secretary of any Sports Association. ).

International Footballer Mr. Mark Seagraves, when he visited India was also distressed to find that Indian sports were dominated by politicians.

CURRENT EVENT
Mr. Galla Jayadev, T.D.P. M.P. from Guntur got himself elected President of Andhra Pradesh Olympic Association.  He is already unable to do justice to his accepted job of Guntur M.P.  He has to run his family business of Amar Raja Batteries.  When will he find time to resurrect Andhra Pradesh Olympic Association?

Mr. Gokaraju Gangaraju, Secretary Andhra Cricket Association, is also B.J.P. M.P. from Narsapur.  This M.P. has to look after his Laila Group of Companies.  He has to administer his MBA & Engineering College --Gokaraju Gangaraju Institute of Technology, Hyderabad.  When will he have time to work full time for the poor of Narsapur?

372 Who is karkOTaka? The society and te economy or the individuals involved?

One Telugu newspaper in its issue dated 8th Oct. 2014 gave the headline:
Awaiting for mother's death.  The karkOTaka santAnam which arranged for funeral waiting for her death in the graveyard.

This is not a criticism of the newspaper which published it.  They have done their duty of reporting what has happened.  But the word 'karkOTka' used to describe the mother's sons and daughters.

I do not want to comment on the accursed mother or her children.  They are all cogs in a big machine called this society, country and its economy.

Our problem lies not much in individuals, but in the set up of this society, country, its organisation, its philosophy and economy.
