1026 It is not reasonable to compare the Economic Performance(s) of India and Singapore


It is not reasonable to compare the Economic Performance(s) of India and Singapore, not to speak of the 'medicare performances'. Context: Some dialogues in the Tamil Film 'Mersal' criticising Demonetisation, GST (Economic Reforms introduced in India during 2016 and 2017), and comparing Medicare in Singapore, and the Medicare in India. I also feel that Commercial Films produced for Entertainment purposes cannot properly analyse the Economic Issues which India (or for that matter any other country in the world) is trying to solve. There are myriad reasons for this. Commercial Films in INdia try to arouse emotions in masses, and make some quick bucks. Dialogues of five or ten minutes cannot delineate complex economic issues, or even medico-socio-economic issues. Clarification: I am not a supporter of BJP or the Bourgeoisie Opposition Parties. But, still I feel that it will be better for Tamil Nadu BJP Leaders, not to take the Criticism in the film too much into their hearts. Reason: There is already a clamor that Right of Freedom of Expression is being throttled. Consequently, BJP will unnecessarily get a bad-name.

Question: Why comparison of India's GST Rates in Singapore and India, Medicare Facilities in Singapore and India, will be incongruous?

a country such as Singapore levies only 7% Goods and Services Tax (GST) and can afford to provide free healthcare services. However, India is unable to provide the same while levying a 28% GST.Singapore is a City State (Just one City, comprising a Nation. Population, just 5.6 million. It is easy to administer a small country, with small population, which is not divergent --different religions, castes, languages, climates, work cultures, ethical beliefs. India is an Expansive and Over-populated Giant, bursting at its seams. Population 1,300 million.
Singapore does not live just on GST. It has numerous other fund flows. Singapore is a Tax-haven country thriving on tax evaded, money laundered funds, consisting of kick backs, under-invoiced Exports, Over-invoiced Imports etc. funds remitted by Financial Criminals. Countries engaged in similar activities such as Switzerland, Britain-with its Tax Haven Islands such as Island of Man, France, USA, Makavu, Hong Kong, Taiwan etc. etc. have a similar Welfare Exhibitionism. India has not so far fallen into the trap of establishing International Tax Havens, and shelters for Economic Criminals.
Singapore is not burdened with much defence expenditure.India has nearly 5000 km. long sensitive-troublesome borders with China, Pakisthan. Though relations with other neighbors are good, still that does not mean that we should leave our borders with those countries unguarded. All this requires huge expenditure on Defence, Acquisition of Fighter Aircraft, Fighter Ships, Fencing, maintaining big armies, purchase of guns, tanks, drones, robots, radars, what not?


We must never forget that "All that glitters is not gold". Singapore's Prosperity and Welfare-Shows are to be viewed with a pinch of salt.

If our film producers, directors, Heroes, and Heroines want to be truly socially responsible, they have a lot to do in their own Film Industry. Today, billions of Rupees of Financial Resources are being wasted by Indian Film Industry, by producing "trash" which cannot be called films in any manner. When there are thousands of great scenery locations in India, why the Producers and Directors are taking their Troops to Brazil, Makav, Europe, USA, Thailand, Singapore etc., and arranging Chill-down Parties with drugs? They can produce beautiful films in India, with very low budgets.

At the outset, the producers and directors of Mersal should have prepared an effective screenplay consisting of dialogues with arguments from both sides on demonetisation and GST. Just as, every coin has two sides, every Reform will have its two sides. Availing the Right of Freedom of Expression is to be done with required care, diligence, and effectiveness. It may not be as simple as garlanding flexies of Heroes, or throwing cattle dung/stones on the flexies of Rival Heroes.

Once, they make a film equipped with properly discussed and evaluated dialogues (political, economic, socio-economic matters), they should not ordinarily go back if somebody raises objections. As far as possible, further discussions can be initiated, by providing explanations, and inviting more questions.

887 Public Accounts Committee of Indian Parliament should publish the questions it has asked the Governor of RBI, Mr. Urjit Patel


The inquiry and questioning which Public Accounts Committee of Indian Parliament is making, should not end up as a damp squib. On 20th January 2017, the Governor of Reserve Bank of India Mr. Urjit Patel, assisted by his team of Dy. Governors, appeared before the Public Accounts Committee, and answered their questions. Every common Indian, with the exception of millionnaires and billionnaires experienced hardships in their daily life, owing to the economic surgical strike made by Government on the 1.3 billion strong Indian Nation, in the form of demonetization of 86.4% of currency in circulation.

More than 100 people lost their lives, standing in ATM and Bank queues. Patients in hospitals could not pay their bills. Mr. Sadananda Gouda, Union Minister, himself experienced this, as a hospital did not allow him to take the dead-body of his relative, by making payment in old notes, though hospitals were expected to accept them. Parents could not pay the school fees of their children. Farmers could not pay the wages of the laborers working in their fields. Laborers, fruit and vegetable vendors, food vendors on carts, barbers etc. lost their livelihood, for nearly 50 days, because people did not have cash to pay.

Several people could not perform the wedding ceremonies of their daughters and sons, because they were not allowed to withdraw their own money from their own Bank accounts. This type of arbitrary tyrannical treatment made by Reserve Bank of India on Bank customers, was never experienced in the Economic History of India. Mr. Narendra Modi, the Hon. Prime Minister of India, avoided to be present in Lok Sabha and Rajya Sabha, and shy of answering the questions which may be asked by Opposition.

Some people approached courts for redressal of public grievances. Unfortunately, courts too failed to come to their rescue, except making some observations.

Initially, according to News Reports, the Public Accounts Committee made a noise that it would call the Prime Minister to appear before it. Somehow, it did not dare to do so. Only the RBI Governor and some Ministry of Finance Officials appeared before it. The Public Accounts Committee should have released to Media, a printed list of questions they have asked the RBI Governor, and the Officials of the Ministry of Finance, so that people could have had a first hand of knowledge that there is somebody to ask the Powers-that-be, on what, why, how they have resorted to such a misadventure as the 86.4% Demonetization, without adequate prior preparations. The PAC should also publish verbatim, all the answers given by the RBI Governor. Publishing these questions and answers, would have brought transparency to the working of the PAC, Lok Sabha and Rajya Sabha.

PAC should at least publish, whether any of the following questions were asked and answers obtained from the RBI Governor, when he said that Demonetization was planned in early 2016 itself, and that regular weekly meetings were taking place with the Government.

If demonetization was really preplanned well in advance, as replied by the RBI Governor, then we must be shocked to see how shabbily it was implemented. Something which is planned well, and planned in advance, should foresee contingencies, must have a Disaster Recovery Plan, ought to pre-estimate whether it will have any adverse impact on the poorest sections.

QUESTIONS


1. Whether these meetings attended by RBI Governor, ever took notice of the aggregate stocks of Rs. 100 notes in the Currency Chests of RBI and its Agent Banks, and the Rs. 100 notes held with the public? If so, date:
2. Whether RBI Governor, or the Chair-person of SBI, has ever expressed an apprehension that there would be chaos, because Banks do not have adequate stocks of Rs. 100 notes, that ATMs are not calibrated to handle Rs. 2,000 notes, and the new Rs. 500 notes. If so date:
3. Whether the Officials of the Finance Ministry / PMO / Finance Minister have replied to the apprehensions of the RBI Governor, or the Chairperson SBI. What was the reply given from the Government side? If so date:

860 No need to break one's own head, or break others' heads for two hours everyday!


How can we distinguish between Mr. Narendra Modi, the Prime Minister of India, and Shri Nara Chandra Babu Naidu, Chief Minister of Residual Andhra Pradesh? Both claim that they are great hard workers. Both claim that they are incorrupt. Both dress immaculately. Both claim that they are great innovators. We can find, probably three differences:- 1. Mr. Modi claims that he has a 56" chest. Mr. Naidu does not make any such claims. 2. Mr. Modi does not blacken his hair. Mr. Naidu darkens his hair, but leaves his trimmed beard gray. 3. Mr. Modi rarely dos a volta facie. Mr. Chandra Babu Naidu does not mind doing a volta facie.

Shri Amit Shah, BJP All India President, has already confirmed that Mr. Modi will never take back his decision.

Mr. Chandra Babu Naidu, wrote to Prime Minister, advising him to demonetize,-- on 12th October 2016. Mr. Narendra Modi fulfilled the wish of Mr. Chandra Babu Naidu on 8th Nov. 2016.

There is no need break one's own head. Nor, there is a need to break others' heads everyday, conducting Review meetings, as if Bankers have no work, except attending Review Meetings.

Bankers are not fools. The problem with our beloved Prime Minister and Chief Ministers, is, they think otherwise i.e. Bankers are fools. Bankers bow and kneel to everything to PM and CMs say because the Bankers do not want to be ridiculed in Open Meetings. It is the failure of PM and CMs to utilise the creative capabilities of Bankers in a non-tyrannical non-despotic manner, by encouraging participative management.

ONE TEMPORARY, TENTATIVE, PROVISIONAL LOCAL SOLUTION for currency crisis



Mr. Chandra Babu Naidu is already exceedingly unhappy with Banks , particularly Public Sector Banks in Andhra Pradesh. They did not, in his view, co-operate with him in debt relief promised by him to AP farmers. They did not, in his view, take up tenant-financing on a very large scale. Now, they are not confiscating pos machines with merchants, and redistributing them to others, instantaneously.

Andhra Pradesh can make an SOS application to RBI through GOI, for establishing its own Bank, with say Rs. 1 billion as State Government's Capital. AP Government can everyday issue Usance Promissory Notes payable to bearer on the first of every month. They should have a validity of one month (or say max. three months). They should be valid only in the District of issue.

Alternatively, A.P. Govt's new Bank can issue post-dated cheques payable on first of every month. Once they are endorsed BLANK on the reverse by the payees (employees, pensioners, contractors, suppliers, etc.), they become payable to bearers. That means, they can be circulated just by delivery. They will become as good as currency notes. Only hitch will be: People should have trust on the State Government and its Bank. These also should be marked valid for one month (or three months) only. Circulation jurisdiction should also be made limited to one or two districts. Sub-Treasuries can also be authorised to issue this type of cheques payable at the new Bank.

Demand Promissory Notes payable to bearer become currency notes. They can be issued only RBI. Andhra Pradesh Government can also get this power / authority temporarily, by using good offices of Mr. Naidu with Mr. Narendra Modi, for getting an ordinance issued by President of India, later supported by a bill in both Houses of Parliament. As this is difficult, "Usance Promissory Notes payable to bearer" is a solution.

The Government of Andhra Pradesh can issue these notes to its employees, pensioners, suppliers, contractors. They can in turn get them exchanged with workers, employees, vendors, suppliers, as if the Usance Promissory Notes are valid for one month/three months, within Andhra Pradesh.

On due dates, Andhra Pradesh Government through its Sub-Treasuries /or through AP Government's newly established Bank, can honor the Promissory Notes by crediting presentor's accounts. They can also be paid in Local Clearing, when presented by Other Banks.

The newly established Andhra Pradesh Government Bank can extend loans to liberally to Tenant Farmers, DWACRA Societies, Self-Help Groups, Co-operative Societies and Co-operative Banks, wine shops and bars who are unable to buy/ lift liquor quotas from A.P. Beverages Corporation. The A.P. Govt. can also write off loans whenever it wants depending on elections. The new AP Govt. Bank can issue thousands and millions of POS machines to farmers liberally.

In this manner, Residual Andhra Pradesh Government can save itself from the headaches which Bankers are causing to it by their inefficiency.

859 If Banks tighten up, not only defaulting Corporate Borrowers are to close down, sometimes even Banks have to close down, or declare themselves sick!

Our Prime Minister seems to have lost track of Indian Nation's, Indian Economy's priorities. He seems to concentrate more on his own undisclosed personal priorities. Shri Mohan Guruswamy has rightly used and quoted the story of monkey throwing stone on a fly+nose, to ward of a fly perking on the nose:

Prima facie, by giving the title "When a business makes a loss, it doesn’t always mean the money was stolen. It often means that it has spent more money than it has earned", referring to the losses made by Mr. Mallya and his KingFisher Airlines, Mr. Mohan Guruswamy appears to give an impression, as though he has sympathies towards Mr. Vijay Mallya.

But these sympathies are not for any extraneous or superficial reasons. This sympathy may be stemming from-because, all the Political Parties in India, co-MPs, Bureaucrats, Bank executives, Tax Officials, Corporate co-tycoons, Film Stars, Sports Persons, Models, Dancers, Lawyers, may be some Judges, who else not, have used Mr. Mallya to satisfy their own desires by milking him and his Companies.

"... He lavished money on the Janata Dal’s of Ramakrishna Hegde and Deve Gowda, the BJP of Atal Behari Vajpayee and LK Advani much before Kingfisher. The BJP itself, that is the party and its MLA’s, took over Rs.100 crores from him for his two Rajya Sabha elections, and the Deve Gowda rump of the Janata Dal probably more. The Congress never allotted him votes, surplus or otherwise, but it does not mean that the Congress and other parties did not benefit from Mallya. And then lets not forget MJ Akbar. ..."

858 So little a contribution from a Member of Parliament, from an Enlightened Constituency like Guntur!


Admirers and adorers of our Members of Parliament may frown, when I say "So little, when compared to so much remuneration and so many perquisites". But yet, facts and truths can be stranger than fiction. In the early days of Independent India between 1947 and 1960, Parliament Members might have received petty amounts as their remuneration and perquisites. But in 2016, things are different. Formal ostensible Salaries & Allowances payable to Indian MPs are determined by THE SALARY, ALLOWANCES AND PENSION OF MEMBERS OF PARLIAMENT ACT, 1954 AND RULES MADE THEREUNDER. These salaries and allowances, prima facie, may appear to be a pittance when compared to salaries and allowances drawn by Top and Upper-Middle Private Sector CEOs, CFOs, COOs, and other executives. Three things, we have to keep in mind: 1. Though salaries may appear low, perquisites and facilities provided to MPs are Princely and Regal. 2. Most of them are tax-free. 3. The work done by the MPs to benefit the Nation, or their State, or their Constituencies, or at least to the persons of their caste/religion / their occupational class, pales into insignificance when compared to the amounts spent by Government on their maintenance.

A few questions asked in Parliament, and posting them on Face Book alone cannot justify their performances. An enlightened Clerk or an Accountant can do all these things.


A Parliament Member may have a thousand attenders, clerks, assistants, coteries, employees, hangers-around, servants, workers, to look after his work. Yet, MPs or other human hoi polloi have only two hands, two hands, two legs, one spine, one brain, one mind, one intellect, one parietal cortex in the single brain. That means, whether MPs or other ordinary homosapiens can control/discharge/handle only a few functions at a time. Unlike in eating, there cannot be voracious grabs in performing duties/functions. Right from Prime Minister, Finance Minister, to the Local Municipal Chair persons, strangely want to manage Sports bodies/Organisations in India. Suggestion: It will be better to have separate web sites / facebook pages, for a role as PEOPLE'S REPRESENTATIVE, and for Amar Raja Batteries etc. Businesses + promoting son as film star etc. This may be necessary because maintenance of FaceBook pages also requires employment of resources. Using allowances/perquisites received as MP may have to be separately accounted for, from the personal, family, Corporate P.R. (Public Relations). Of course, there may be some MPs who may be spending their monies on public causes, while a large number of MPs use public resources for private purposes. Every person cannot become a MokshagunDam Visvesvaraiah, the Great Engineer from Karnataka, who used to maintain separate inks and pens, for official purposes, and private purposes.



Both in world politics and Indian politics, like/as in Java language, we have "inheritance". In the FaceBook page of Shri Jayadev, Readers can also find photos of his son Shri Galla Ashok Babu, who is being promoted as a film star (one rung in the ladder, with ultimate last rung to political chairs), by his father Shri Jayadev and uncle Shri Mahesh Babu, a Film Star in good demand in Tollywood (Telugu filmland). Well, as long as we like to live in Capitalism, these things do happen, and we can really find fault with. There are only two choices, probably. Either accept Capitalism in toto with all its merits and warts, or opt for Complete True Socialism, which has not so far been correctly or fully tested.

Even in dictatorial dynastic hypocratic Communist Countries like Cuba and North Korea these things happen. In 2016 USA, Ms. Hillary Clinton tried to use this type of launch pads, but SHE COULD NOT SUCCEED, not because American People are 'merit and sincerity loving, or otherwise', but because they found that 'employment of locals', 'PREVENTING THE INDIANS AND MEXICANS FROM ENTERING USA' as more important than vague promises. ‎

It is not clear how Mr. Nara ChandraBabu Naidu, Chief Minister of Andhra Pradesh settled/solved the complaint received by him from a woman by name Ms. Guntupalli Padmaja, who alleged that Mr. Galla Jayadev tried to acquire her house, a prime property in Guntur, by influencing the Officials of Andhra Bank to sell it in an auction. CHIEF MINISTER HAS TO SPEAK OUT TRANSPARENTLY


Our Chief Minister speaks to Media about so many things, everyday. It is not clear whether Mr. Naidu has already counselled both the parties appropriately, or whether he has spoken to the MP anything relevant to the problem. This is specially important because A.P. Capital Region, Temporary Secretariat Velagapudi also falls in the area of Guntur Parliamentary Constituency. The State Headquarters of Telugu Desam Party is also in Guntur. If Mr. Chandra Babu Naidu has advised both the parties to settle the matter in Civil Courts, the same-thing, he can make clear publicly. The MP, Chief Minister, TDP President, TDP All India General Secretary, Polit Bureau, ought not depend on only FORGETFULNESS of public memory. Just as Caesar's wife must be above suspicion, our Lok Sabha members should also be above suspicion. OUR LOK SABHA MPs REPRESENT 1/542 OF OUR NATION, AND NATIONAL ASPIRATIONS. They cannot be ordinary guys with ordinary wants. After all, Shri Jayadev is one of the richest MPs in Andhra Pradesh, and in India. Then, why should he have such a too small a desire to buy a paltry (by his level and standards) house of about Rs. 80 million, through technically-legal, but not ethically-so-clean methods?

APOLOGIES TO SHRI GALLA JAYADEV. THIS IS NOT INTENDED AGAINST HIM PERSONALLY.


My apologies to Shri Galla Jayadev. He is not the only Member of Parliament, whose contributions tend to be lower than remunerations paid and free/concessional perquisites provided. MPs under performing is a common feature in Indian Democracy. Historically also, since 1927, when Chittaranjan Das- Motilal Nehru led Swarajya Party and others decided to participate in Indian Elections, the under-performance of People's Representatives, is continuing. But at that time, remunerations and perquisites were of low value. There was a view that MPs were serving gratis (free, a sort of charity, philonthropic service). But now, the Remuneration and Perquisites are raising in tune with inflation and demands of MPs.

This under-performance of Members of Parliament has been ubiquitous, irrespective of parties they represent. I can't say about Late S.V.L. Narasimham. But, the underperformance was there, during the days of Late Kotta Raghu Ramaiah (Former Union Minister), Late NG Ranga ( a pioneer of farmers' movement in India, freedom fighter), S.M. Lal John Basha, Shri Y.V. Rao, Shri Rayapati Sambasiva Rao ( a tobacco, cotton industrialist & trader).

REASON FOR PAYMENT OF MODEST HONORARIUM(A) INSTEAD OF HIGH SALARIES ON PAR WITH BUSINESS EXECUTIVES



Unlike other public servants in India such as IAS, IPS, IRS, IFS, Forest Service Officers, other Gazetted and Non-Gazetted Officers in Central and State Governments who are regarded as full-time slaves (in spite of some cadres having specified working hours), and forbidden from pursuing part-time occupations and avocations, businesses, Members of Legislative Assemblies (MLAs) and Members of Parliament have been permitted to continue their occupations and businesses, and maintain themselves without depending on, and expecting Government Salaries. In other words, MLAs, MPs, and Ministers have been regarded as part-timers, serving the Nation, even if not gratis, at least at concessional rates.

Question: Then, how do you justify, huge amounts paid as allowances, towards perquisites, showing them as reimbursments?



The additional amounts paid / given as freebies to MLAs and MPs, are regarded as OUT-OF-POCKET EXPENSES. These expenses, are intended to be duly incurred, in discharge of the sacred duties which MLAs and MPs perform, while serving the Nation. For example, MLAs and MPs are paid allowances for maintaining their offices in Delhi, State Capitals, and in their respective Constituencies. Stenographers, Clerks-Assistants, Managers, Computer-Operators, Telephone Operators, attenders, receptionists, are expected to be appointed and maintained by MLAs, and MPs, so as they to be available to public at all times. Besides, they have to conduct surveys in the Constituencies, collect data, process them, identify problems, take up with appropriate Public Authorities for redressal of grievances. It is not happening, in respect of many MLAs and MPs.

Question: MLAs and MPs belong to LEGISLATIVE WING OF OUR CONSTITUTION. They have to discharge only Legislative Functions. They do not consider themselves as Executives, or Judges. In India, we have a system of Strict Separation of Powers. MLAs and MPs should not intrude into Executive and Judicial Duties.



Ans: True. But people's voters' expectations have changed. Besides, at the time of canvassing in elections, candidates are not clearly telling people/voters about the restrictive role, they have been assigned to play by the Indian Constitution. Besides, if the candidates tell the truth, that they are supposed to perform only the LEGISLATIVE PART, then, voters will dump them into dust bin.

Question: You seem to be exaggerating the issue disproportionately? Why all this fuss?

Ans: In 2014 May, some people might have thought that Congress would never resurrect itself. Mr. Narendra Modi has also emphasized about his accomplishing 'Congress-mukt bharat' (India Liberated from Congress). At that time, it appeared to be progressing. But after the 2016 Demonetization fiasco, Mr. Rahul Gandhi seems to be resurrecting himself, and trying to bring himself up by 2019 as next PM. If that happens, it may be a National Disaster for India. Unfortunately, many Regional leaders like Mulayam Singh Yadav, Mayavati, Mamata Banerjee, Aravind Kejriwal (et al) , though they may have Prime Ministerial ambitions, cannot fill the gap. We (not yb-donkey. It is Indian voters for Lok Sabha) have to search for new set of National Leaders by 2019. Both Indian voters and the Indian Lok Sabha candidates need intellectual upgradation. Voters have to raise themselves intellectually, if they are to select right type of candidates for Lok Sabha. For that, voters have to examine numerous questions.

Example: Whether we need our MPs as full-timers or part-timers? A full-time MP should not, as long as he-she is MP , engage himself in businesses directly or indirectly. Suppose, if we choose a full-timer, what should be his credentials?

In case of full-time MPs, as their wages-perquisites are paid on full-time basis, voters get a right to monitor the performance of MPs- about how they are spending their time. Are the MPs spending their time working as brokers for industrialists, to get their (industrialists, business-persons, Corporates) work done in New Delhi? If MPs purchase lands, properties, are they trying to get projects from Centre and State which will benefit them financially. Are they manipulating insider information about new projects coming in the area, to promote their own personal /corporate business interests? People cannot have MPs as brokers, - or brokers as MPs.

Another crucial question also may arise. While there can be a full time MP/MLA with full-time wages, can there be a full-time worker of a political party? If so who will pay his wage? It cannot be termed honorarium.

857 Fiscal and Monetary Policies cannot/need not be regarded as beyond the purview of Supreme Court of India


With due high respect to the Supreme Court of India, yb-donkey is emotionally compelled/tempted to say that fiscal / monetary policies a Government follows cannot / need not be beyond the purview of the Supreme Court. Context: Suprme Court's reluctance to look into Demonetization 2016 (popularly known as NOTE BAN), on the ground of such policies being within the exclusive domain of the Executive. For the benefit of those, who are not conversant and familiar with the terms "fiscal" and "monetary", here are the general broader meanings of the terms.

FISCAL POLICY: Deals with A Government's income and Expenditure. Example: budget, tax revenues, internal borrowings, external borrowings, plan expenditure, non-plan-expenditure, deficit financing etc. Primarily, a domain of Ministry of Finance.

MONETARY POLICY: Deals with Money Supply in the Economy. Internal Currency Management. Pricing of moneys (interest rates). etc. Primarily, a domain of Reserve Bank of India, though technically RBI itself is an instrument of the Government.


TOP TEN REASONS. WHY SUPREME COURT NEED NOT HESITATE TO SHY AWAY FROM INTERVENING AND ADJUDICATING THE DEMONETIZATION 2016 (NOTE BAN).



IF NOT GOVT. LAW, CAUSE OF EQUITY SEEKS JUDICIAL INTERVENTION



Ordinarily, Supreme Court need not look into Fiscal Policies of the Government, or the Monetary Policies of the Reserve Bank of India (indirectly by GoI). But from 8th Nov. 2016, a sort of FINANCIAL EMERGENCY arose in India. Citizens of India, initially thought that it would last a few days, and the train would be back on track. But, the derailment continues even after 40 days, deep through Dec. 2016. In his Nov. 8, 2016 speech, Mr. Narendra Modi, the Prime Minister of India while declaring that the Rs. 500 and Rs. 1000 notes will become trash, has not said that currency shortages are going to continue for 50 days, though time is given to holders of notes to deposit their trash with Banks upto 31st Dec. 2016. He is now giving assurances that everything will be normal after 50 days. But, many experts seem to have a different opinion.

BREACH OF NATURAL JUSTICE



Natural Justice , and EQUITY are indisputably paramount and superior, when compared to Parliamentary Laws, Delegated Laws (Notifications issued by Executive, using a sort of delegated general authority provided in Parliamentary Laws, to take care of contingencies and exigencies, as everything cannot be exhaustively inducted and packaged into a Statutory Law at the time of Enactment), and even Case Laws (Supreme Court judgements accepted by lower courts as role-models). On 8th Nov. 2016, with the WAVE of a Prime Minister's hand, 86% of the currency held by the people to purchase their necessities, and to undertake their daily small businesses, has been reduced into a heap of trash, leaving people astounded, making them beggars in their own country. Foreign Tourists have been rendered into stranger beggars in an unknown-land, with old trash pieces in their hands, wondering about how to buy a meal for the day, and surviving on help from good samaritans.

HIGHEST COURT MAY HAVE TO INTERVENE WHERE EXECUTIVE BECOMES PARANOID AND FICKLE


Though it may be apt for Governments / Executive to make on-course changes in guidelines depending upon contingencies, facts show that Government and its Executives have been announcing changes everyday just as film heroines change dresses several times in a song. Sometimes, these changes seem too fickle. I shall give my own practical experience.

PERSONAL EXPERIENCE


Even before Nov. 8 demontization, very few ATMs were giving Rs. 100 denomination notes. I used to search for ATMs with Rs. 100 notes. There also, the machines are set to give Rs. 100x5= Rs.500, and the remaining balance in Rs. 500/1000 denomination. To overcome this problem, if I needed Rs. 5000/- I used to draw Rs. 1,000 five times, to get Rs.2,500 in 500 denomination, and Rs. 2,500 in Rs. 100 denomination. Thus, I accumulated Rs.12,000 in 500/1000 denomination notes as on Nov. 8. I happen to be an addict and slave of PROCRASTINATION. As the Govt. gave time for deposit of old notes into bank accounts upto 31ST Dec., I went on postponing the deposit, while I was seeing others deposit their old notes.

ANALOGY OF ZEBRA CALVES


One night, I had a bad dream, may be as a sequel of Government's daily announcement of changes in guidelines. In the dream, Govt. was forbiding deposit of old notes into one's own accounts. Next day, I rushed to bank, and disposed off the Rs. 12,000/- like a vratam (sacred duty), with help of fellow-queue-gens who were more knowledgeable about ATM Deposit machines. Had I not performed that vratam then and there----, today, I may be facing an awkward situation: 1) Deposit Rs. 5,000, Rs. 5,000 and Rs. 2,000 in three lots. 2) Or go to Bank Manager, provide explanation in the presence of two officials "why I had not deposited earlier", pray them and deposit Rs. 12,000/- in one lot. What is the lesson of this predicament? The story of Zebra and its calf. I read somewhere. Cows lick and kiss their calves, soon after their births. Zebras, instead, kick their calves, and make them to run for safety. This was said to be to teach the zebra calf to be on alert right from the first day of birth. In the same manner, citizens are being taught to be on alert, to save themselves from their Nation, and its Nationalist Patriotic Rulers.

STORY OF SEVEN PRINCES, AND SEVEN FISH


In Telugu language, there is a fable told to children, called STORY OF SEVEN FISH.
There used to be a king. He had seven sons. The seven sons went, hunted, and brought seven fish. They dried them. One fish did not dry. The owner-prince of that particular fish, went to it and questioned: "Oh fish! Oh fish! Why did not you get dry?"

Fish: "A haystack obstructed my access from sunlight."

Prince: (The Prince went to the haystack, and asked it): "Oh haystack! Oh haystack! Why did you obstruct sunlight to the fish?"

Haystack:- "Cow did not graze me".

(Now the Prince went to the cow and asked it). "Oh cow! Oh cow! Why didn't you graze the hay?"

Cow: "The cowherd didn't take me to grazing".

(Now, the Prince went to the cowherd and asked him): "Ow Cowherd! Oh Cowherd! Why didn't you make the cow to graze?"

Cowherd: "Mother did not feed me my breakfast! "

(Now, the Prince went to Mother and asked her): "Oh Mother ! Oh Mother ! Why didn't you provide breakfast to the cowherd?"

Mother: "The child wept. Hence I could not attend to the cowherd's needs."

(Now, the Prince went to the child and asked it): "Oh child! Oh child! Why did you weep?"

Child: "Ant bit me".

(Now, the Prince went to the ant, and asked it): "Oh ant ! Oh ant! Why did you bite the child?"

Ant: "If the child keeps its finger, in my golden ant-hole, won't I bite him? What should I do, if not biting it? "

The Bank Officials question the late depositor: "Why didn't you deposit old notes earlier?"

Late depositor: "Long queues obstructed me going into the ATM room. Police guards and long queues at Bank gates, obstructed me from entering Banking Halls."

Now the Bank Officials have to go to long queues and ask the queue-gens: "Why did you obstruct the late depositor from going in /coming in?". But with their workload, the Bank Staff are getting heart attacks. They are unable to perform their daily or alternate day sexual intercourse with their wives, as Bank-staff are spending 24/7 in Banks, and are getting too fatigued to perform sex.


SUPREME COURT HAS ALREADY INTERVENED NUMEROUS TIMES INTO NUMEROUS FLIMSY THINGS WHICH HAVE NO NATIONAL IMPORTANCE



Anybody can prepare a Table of Contents for the pending/settled Supreme Court cases. The table will reveal, all types of cases both important, and unimportant have been entertained by Supreme Court. I am afraid, that it will not be reasonable to say those sets of Supreme Court Judges, and the present set of Supreme Court Judges are different. Can't citizens expect some continuity? Strictness or liberality, whatever they are, can't we citizens expect some consistency? The same is the case with locus standi in respect of public interest litigations (PIL). It is difficult for citizens or even legal experts to forecast whether a particular PIL will get admitted or disposed off as flimsy/lacking locus standing with the applicant getting fined Rs. 10,000/-.

When compared to many other cases decided by Supreme Court, examining the reasonableness of some notifications under demonetization and note ban, is not going to be intrusion and overstepping into Executive Arena.

856 It is easy to push downhill a boulder from a hill-top, but it is extremely difficult to lift it back to top


Most of Telugu People, appear to have forgotten about Late Paravastu Chinnayya Suri, the author of bAla vyAkaraNam (a treatise on Telugu language grammar), and nIti candrika (A treatise on ethics, which has great relevance not only to school children, but also adults, middle aged persons, and even persons in decrepit old-age), inter alia his other Great Works.

We shall have a quote from nIti chandrika (Moonlight of Ethics), Part 2 Mitra bhEdam (Creating differences among friends):

అనినఁ గరటకుఁ డిట్లనియె "దమనకా! మనము ప్రధానులము గాము. మన కీ విచారముతో నేమి ప్రయోజనము?"

Context: "karaTaka" and "damanaka" were two foxes, in the court of the King a lion by name "PingaLaka". "SanjIvaka" was a bullock, abandoned by a travelling merchant, as it was unable to pull one of his carts containing his merchandise. Later, the bullock survived on the forest grass, became very strong. A friendship developed between the bullock and the Lion. This is not to the liking of the courtier foxes Karataka and Damanaka. Hence, they plan to create dissensions and animosity between the King Lion and his friend Bullock. The conversation above is a conversation between the two foxes which were conspiring to create dissensions between Sanjivaka and Damanaka.

Approx. Transl by ybrao-a-donkey: (When Damanaka said), Karataka questions:
"Damanaka! We are not Prime Ministers, or important persons. What is the use to us, of all this thinking?"

Then Damanaka said: "How much time will it take for us to become Premiers? By virtue of good and virtuous deeds of last birth, a person becomes a Talented Person. A Talented Person becomes "Respectable by Kings". Merit and Talent glow with felicitation and respect from Royalty. Consequently, he becomes capable of running administration and managing regal affairs. By that empowerment, he becomes a Premier (Prime Minister). Howsoever meritorious and talented a person may be, like a gem hidden in a box, cannot shine, in the absence of exposure to the external world. If a person is endowed with good behaviors, he becomes adorable to the whole world. Else, (s)he will become abominable and despicable. Honors and dishonors (in the world or in courts of kings), will depend and be determined by behaviors and conduct. It is difficult to become famous as a 'virtuous and worthy person'. Else (otherwise) is easy. (Meaning: Getting bad name is easy). It is not difficult to push down a great-boulder downhill from hill-top, unlike uplifting it to the apex. (Meaning: Uplifting a boulder to top is difficult, whereas pushing it down is easy). "


>Question: Paravastu Chinnaya Suri lived between 1809-1861. He is irrelevant today. Why do you bring out his name, his book 'mitra bhEdam and nIti chandrika" now? What those foxes, ox, lion have got to do with our 21st Century India now?



Ans: Chinnaya Suri's mitrabhEdam, though belongs to 19th Century, is based an ancient Sanskrit Tratise of approx. 4th Century A.D. "pancha tantram" by VishNu Sharma. VishNu Sarma taught his Ethics, to Princes of those Centuries, to wean them away from their foolish pursuits, and get them ready to take up their Royal Duties. Whether 4th Century, 19th Century, or this 21st Century, basic principles of ethics do not change. For example let us take the sentence "mahA grAvambunu, grAvAgramu nekkincuTan bOl krindiki drOcuTa dushkaramu kAdu." , which means "It is not difficult to push down a great-boulder downhill from hill-top, unlike uplifting it to the apex".
Here, the huge boulder is "Indian Currency System". It is in a sort of "equilibrium", howsoever precarious it may be on its natural hill top. Mr. Narendra Modi, in his eagerness to prove his dominance over an already dissipated Indian opposition, pushed it down the hill. Now, people are starving. Elderly people are dying in Bank queues, ATM queues. Farmers, agricultural laborers, small traders, everybody is suffering.

Approx. english: Warangal Urban Crime, Narasapuram rural, Dec. 17: "Prime Minister Sir! I adore you. Your demonetizing Rs. 500, 1000 had hit my business. I am unable to recover myself. I am ending my life (closing my eyes)". This is the last letter of a tiny merchant. He wrote these four letters in his diary, ... took poison, and ended his life. Police found his dead body in a Lodge in Hanamakonda, Warangal District, on Wednesday. He was identified as Podisetty Narasimha Murthy (28). This case, which has been registered as suspicious suicide, it is considered as the first suicide, on account of demonetization, in Telugu States.


Now, how to uplift the boulder back to the hill top? How to resurrect the Indian Economy to its original state?

May be a petty observation, yet, an observation, by yb-donkey: As already pointed out mitra-bhEdam (creating differences between/among friends, though is a compendium of ethical maxims, most of them seem to be more useful to kings and princes (21st Century meaning: politicians and their coteries and courtiers, Company CEOs (e.g. Mr. Cyrus Mistry), Army Lt. Gens., Navy Vice Admirals, Air Vice Marshals, I.A.S., I.P.S. bureaucrats etc.), rather than common people. The maxims were just part of lectures ostensibly made by animals and birds, and they were/are not intended for practice. However, the alertness shown by different animals and birds, are very useful even for today's Capitalist Society. In the modern Capitalism, in-alert people may sometimes lose lives or limbs, but more often they may lose their Capital and become bankrupt. Politicians and bureaucrats may lose elections and their chairs. E.g. Shri L.K. Advani, BJP's BhIshma.

End of the Mitra-bhEdam story: At the end of mitra-bhEdam, the foxes damanaka and karaTaka succeeded in creating differences between the king Lion PingaLaka, and the Bullock Premier sanjIvaka. They got pingaLaka to eliminate sanjIvaka. Then the fox damanaka successfully consoled the Lion and occupied the chair of the Premier. Thereafter, the Lion and the Foxes live happily, cuddling one another. So what is the lesson? Cunning courtiers and gullible Kings win, and poor victims will be bullocks like sanjIvaka.

855 BJP Lok Sabha Members have a greater duty to the people of this Nation, and the people of their Constituencies, than to BJP Leadership who may be their benefactors


About 75% of BJP Members of Lok Sabha appear to be Crorepatis, who might have spent some millions of Rupees for getting themselves elected to Lok Sabha. It will, therefore, be natural for them, to be afraid of facing a fresh bout of Mid Term Elections to Lok Sabha. Same was the case with the Members of Lok Sabha, of the previous Houses, whether they belong to BJP, Congress, Regional Parties, CPI, and to some extent even CPIM. Not that Mid Term Elections to Lok Sabha are in the offing, around. Such ideas are only hypothetical fantasies and hallucinations of dissatisfied. Yet, this SHYNESS ON THE PART OF MPS OF ANY PARTY, TO FACE MID TERM ELECTIONS, is a relevant question, because because of that shyness, MPs become SHY TO ASK INCONVENIENT QUESTIONS TO THEIR LEADERS, WHOM THEY ELECTED WITH GREAT EXPECTATIONS.

A LITTLE COURAGE, IS BETTER THAN, NO COURAGE

It can be observed that BJP Members of Parliament, from Uttar Pradesh State started showing some candidness in airing the grievances of the people who were suffering owing to the cash crisis ignited by BJP. Though 50 days from 8th Dec. 2016, and 31st Dec. 2016 are expected to be the last days for the sufferings of people, solution may not be so easy or so certain, owing to numerous instances of corruption which are taking place in movement and distribution of new currency notes. While people in the long ATM queues and Bank queues are clamoring just for a piece of Rs. 2,000 currency note, dons like Mr. Sekhar Reddy and Gali Janarda Reddy are able to get millions of Rupees through backdoors of Reserve Bank of India, and, Banks.

There is also a news report in Andhrajyothy.com, about Mr. Amit Shah, BJP President, chiding BJP MPs for their feedback about the dissatisfaction of people, with demonetization.

BJP LOK SABHA MPS HAVE TO CONSIDER THAT "IT IS THEY WHO ELECT THEIR LEADERS AND ADVISE THEM WHAT TO DO , AND WHAT NOT TO DO. NOT VICE VERSA.



A tendency can be seen among most of the MPs of all Parties, to which BJP MPs are not exceptions, to regard themselves that they are inferior servants to their Leaders. At the same-time, the same MPs seem to posture themselves as the bosses and overlords of common people of India, who voted them to power. The MPs have their briefs from the people of their Constituencies, and not their Party Leaders.

AUDACITY AND CONDESCENSION

Recently, news reports have come, indicating that BJP Leadership wants to run prasikshaN (प्रषिक्षण कार्यक्रम) training programs for their party MPs. Here, a pertinent question should be, Who should train whom? MPs have to train the leaders, not vice versa. MPs of all parties, not only BJP, have to shed their servitudes to their leaders, and make clear to their leaders, that they were appointed by them i.e. the MPs, at the instance of the People of India. The MPs should make clear, that INSTRUCTIONS SHOULD ORIGINATE AT BOTTOM, AND MOVE UPWARDS TO THE APEX. If leaders fail, in fulfilling the ambitions of MPs, then MPs should not hesitate to replace them with more dynamic leaders, of course, following the traditions of morality, uprightness, values etc. of the Party, and the Parliament.

HIGH TIME WE HAVE A RIGHT OF RECALL OF MPs and MLAs., at least MID TERM AFTER 2 1/2 YEARS



Unfortunately, for Indian voters, there is no provision for RIGHT OF RECALL. Though we cannot expect that everyday, voters of a constituency should think of recalling their representatives (MLAs and MPs), at least after 2 1/2 years, there should be a referendum, and feedback exercise on the performance of MPs, MLAs elected by people.

Alternatively, we can also think of having a FOUR year Elections, like the United States of America.

853 Speaker of Lower House of Indian Parliamnt ought to have asked PM of India, and the Vice President of Congress to make their written statements on Demonetization




Our beloved Prime Minister, Shri Narendra Modi, seems to have successfully avoided explaining his side of "the defence" of his action of demonetization of Rs. 500 and Rs. 1000 currency notes, before the India's Highest Temple of Democracy, LOK SABHA. Even if, Opposition Parties, (hypothetically) were to relent, and do relent on their demand that Shri Modi should apologise for his speech of casting aspersions on the Opposition, there is a possibility that he might not have condescended to explain his position to the Parliament. Now, unnecessarily, the Opposition Parties have to share a blame that they have obstructed the smooth functioning of Parliament. In fact, there are ways other than rushing to well of Speaker, raising slogans at the top of their voices, dancing, performing gymnastics, breaking mics, to Hon. Members to forcefully express their dissent, resentment, disappointments. Example: They can tie black hand-curchiefs / black scarfs around their mouths and sit silently in their seats. In fact, isn't SILENCE THE BEST FORM OF EXPRESSION / MUSIC ?

BIASED / INEPT MANNER IN WHICH LOK SABHA SPEAKER MS. SUMITRA MAHAJAN CONDUCTED 2016 WINTER SESSION OF LOK SABHA



Earlier in 'krita yuga' of Indian democracy, in India, we had a custom of Lok Sabha Speakers resigning to their Political Parties, to indicate their earnestness in conducting the proceedings of the House in a dignified, unbiased manner. Speakers in those days, might have considered themselves, to have reached the pinnacle of their accomplishments, though "President of India" and "Prime Minister of India" are two positions which seemed to enjoy greater public exposure, public glamour, and global prestige. Even in terms of protocol, unfortunately, Speakership of Lok Sabha, has a lower status. Legitimately, Lok Sabha Speakership ought to have an equal status with the President of India, and ABOVE THE PRIME MINISTER OF INDIA, and on par with the CHIEF JUSTICE OF INDIA, and the PRESIDENT.

2016 SPEAKERS OF LOK SABHA & RAJYA SABHA



They do not resign to their Political Parties. They do have Presidential and Prime Ministerial ambitions. They neither act impartially, nor at least beam rays of acting impartially. Most of their bias is pretty open. Consequntly, whenever Houses go berserk and become unmanageable, they express their unhappiness, which does not and cannot evoke sympathy from the House or Media or the Citizens. In the process, the Speakers themselves become laughing stocks, apart from the Ruling Party, and the Opposition. This does not augur well for the future of Indian Democracy. We have just completed about 70 years of our democracy. We have several Centuries to go and several Light Years of stellar distances to traverse into the cosmos, in our tryst with our destiny.

MRS. SUMITRA MAHAJAN, LOK SABHA SPEAKER, OUGHT TO HAVE ASKED THE PRIME MINISTER TO READ OUT HIS STATEMENT OF EXPLANATION ON DEMONETIZATION, IGNORING ALL DISTURBANCES AND SLOGANS



Speaker of Lok Sabha ought to have asked the Prime Minister to read out a written statement of whatever he wanted to say in Parliament about Demonetization. If that was not possible for any reason, owing to disruptions, the Speaker could have asked the Prime Minister to place his statement on Speaker's Table, or if that too is not possible, she should have come down to PM's seat to collect his statement, or if that too is not possible, she could have asked an Official of the Lok Sabha in her well to collect the statement from PM, or if that is also not possible, she could have asked the Marshalls to collect the Statement from PM, and thereafter, she should have got about 1000 xerox copies of it made with Lok Sabha Speaker's staff, arranged for distribution to all the Members, and then declare it as having been read. Where there is a will, there will be a way.

Making statement in Lok Sabha is different, from making speeches before a Coldplay Rock Concert. In spite of slogan shouting, and squirmishes, speaking before the Great House of Lok Sabha will certainly be more honorable than ritualistically congratulating and praising Hugh Evans, Shiv Khemka, Gauri Easwaran, Poonam Mahajan, and making a reference to a previous personal presence in the same Festival of New York.

Probably, our Respectable PM might not have been able to call our distressed formers in Kurnool Market Yard, Andhra Pradesh, "Thank you GUYS". He could not have told the hungry and worried farmers "Else, I am pretty sure your audience would be asking you for their money back. And that too in 100 rupee notes". Our Hon. Prime Minister, ought to have had a Video Conference with farmers in Kurnool Market Yard or some Khammam Market Yard in Telangana State. Thousands of videos / news reports are available on the internet which depict the miserable condition of people, particularly farmers and agricultural laborers. Mr. Modi could have conducted with any of the awfully suffering farmers with the help of local TV News Channels and Reports, apart from local BJP Party Units. I am not writing this with cynicism. I am writing this with a firm belief, that Mr. Modi speaking direct to the suffering farmers, might have assuaged some of their hurt feelings, apart from leading to receipt of suggestions for solving the grave currency crisis. Of course, it may not be as glossy or as prestigious or as comfortable as addressing Hugh Evans, Shiv Khemka.

Whether with evidence or without evidence, whatever it is worth, Mr. Rahul Gandhi ought to have been asked to read out a statement of his version of corruption against Mr. Modi. If that was not possible for any reason, owing to disruptions, the Speaker could have asked Rahul Gandhi to place his statement on Speaker's Table, or if that too is not possible, she should have come down to Rahul Gandhi's seat to collect his statement, or if that too is not possible, she could have asked an Official of the Lok Sabha in her well to collect the statement from Rahul Gandhi, or if that is also not possible, she could have asked the Marshalls to collect the Statement from Mr. Rahul Gandhi, and thereafter, she should have got about 1000 xerox copies of it, arranged for distribution to all the Members, and then declare it as having been read. Where there is a will, there will be a way.

If Mr. Rahul Gandhi speaks out with vague allegations, then the MPs present there, and the Nation would have evaluated it, and made any meaningful deductions if such deductions are possible.

SPEAKER COULD HAVE INVITED (OR AT LEAST ASKED FINANCE MINISTER TO INVITE) SOME INDEPENDENT BANKING/FINANCIAL EXPERTS TO GIVE some constructive, practical SUGGESTIONS FOR TIDING OVER THE CURRENCY CRISIS



If Lok Sabha speaker could not invite experts to speak in Lok Sabha, the President of India ought to have advised the Lok Sabha Speaker to ponder over such realistic ideas.

851 Result oriented suggestion for temporary solution to ameliorate DEMONETIZATION ATM QUEUES: Bank Branches should be permitted to issue PAY ORDERS PAYABLE TO BEARER VALID FOR 30 DAYS


We know that people are dying in ATM queues. Millions of innocent citizens are getting fatigued and sweating, in ATM queues, and Bank-Entrance queues in futile attempts to get just a pink piece of Rs. 2,000 currency note. Pregnant women are delivering babies in Bank queues. Foreign tourists who have been stuck up are starving, Agricultural laborers are starving because farmers do not have cash Rs. 100 denomination money to pay. We have seen the case of a Citizen in Vinukonda, tearing off a Rs. 2,000/- note because no hotel was giving a meal token and nobody was willing to give him change. In every Indian's mind, lingers / might have lingered a thought at least once: Why should the Government trouble me by barring me to draw my own hard-earned money from my Bank account? Does the Government of India have a right to infringe my fundamental right?

I have seen dozens of T.V. Channel discussions in which politicians, trade union leaders, financial experts, bureaucrats, participated. Most of them ended up in heated arguments, political one-up-man-ships, word juggleries, passing on the bucks, doing propaganda for their party lines, etc. etc. I am unable to recollect any of them giving any constructive suggestions.

DECISION COULD HAVE BEEN TAKEN BACK, SAVING AT LEAST A TRILLION RUPEES



In the early days of demonetization, I have suggested TAKING BACK, OF THE DEMONETIZATION ORDER. At that time, it was sensible because, bulk of the old Rs. 500, Rs. 1,000 notes were still with the public. Unfortunately, the apathetic egoistic Govt. took it as a matter of prestige issue and remained adament. Had the Govt. taken back its decision, it would have saved several billions of Rupees of costs of printing new notes, logistic costs (packing and transport costs), counting costs, distribution costs, communication costs. A trillion Rupees could have been saved.

CURRENCY NOTES COULD HAVE BEEN GOT PRINTED ABROAD, AND IMPORTED



After most people surrendered their old notes to the Banks, it emerged that the whole process is a wild goose chase. A certainty has unveiled itself that for several months, currency supplies are going to be slugglish, as we do not have the PRINTING CAPACITY to print huge volumes of currency notes. At this stage, I suggested that we should place orders with reputed international currency printing presses situated abroad, and get notes printed with the help of Central Banks of the respective countries. Unfortunately, Government of India took a different route, and started giving publicity for Cashless Economy, Mobile-Apps, Wallets, POS swiping etc. etc. I am not against these solutions. ONLY problem is, we cannot dig a well, when the house caught fire, and has become a towering inferno, suffocating people. Efforts for Cashless economy can continue. But that is a medium term solution.

TEMPORARY SOLUTION. SUGGESTION BEING GIVEN NOW: PUBLIC SECTOR BANK BRANCHES CAN BE PERMITTED TO ISSUE DEMAND PAY ORDERS, PAYABLE TO BEARER



1. Only Public Sector Bank Branches should be permitted.

2. Demand Pay Orders payable to bearer,are nearly equal to currency notes. Issuing these may violate RBI Act. RBI Currency notes are Demand Promissory Notes payable to bearer. Demand Pay Orders are not promissory notes. They will be akin to Bank drafts and Bank Cheques. Anyway, to guard against legal complications, Government of India can get an ordinance signed by President of India, pending a legislation by Parliament within 2 months. Added at 10.45 p.m.: The idea seeking an ordinance is NOT TO AVOID PARLIAMENT. The problem, is the urgency, considering the sufferings of the people.

3. The step can be only a temporary measure, for use till RBI replenishes full stocks of new currency notes which may take around six months, at the current printing capacities and logistic speeds.

4. The Pay Orders can have a maximum validity period of one month. Otherwise, they will go into unlimited periods of circulation like currency notes.

5. Bank Branches can issue these pay orders by debit to their customers' accounts. Even ATM machines, draft printing machines can be calibrated to print Bank Pay Orders.

6. To guard against fake Bank Pay Orders, Bank Branches, if they want, can add their bar codes, special stickers etc.

7. The Pay Orders should be valid for circulation within the DISTRICT only. This reduces possibility of fake pay orders circulating all over India.

8. As the Pay Orders are issued by debit to customer accounts, repaid by credit to PRESENTORS' ACCOUNTS, there will not be any problem associated with currency notes.

9. Only Rs. 100 and Rs. 500 denomination Pay Orders are to be issued.

10. No commission is to be charged for issuing or for repayment. Added at 10.46 p.m.: Alternatively, Banks may be permitted to charge Rs. 1 per instrument. That means, if a Bank issues 10 payable-to-bearer pay orders, whether Rs.100 or Rs. 500 denomination, it will get a commission of Rs. 10/-.

11. Milk Booths, Veg. vendors, grocery stores, private hospitals, hotels anybody can accept these pay orders, treating them as cash. The Pay Orders can be freely circulated for exchange of goods and services everywhere in the bazar, because they are supported by local banks in the District. On the 29th day, when the last man presents the Pay Order in clearing to the Issuing Bank, the amount will get credited to his account. Added at 10.45 p.m.: Unless huge number of pay orders are presented into a single account, say > Rs. 250,000/- source of the Pay Orders need not be inquired.

Our readers may recall that Shri Advani was pushed upward (the word kicked upward will be unparliamentary, and hence is not being used), by an appointment to the MARG DARSAK MANDAL OF BJP Party (the Ruling Party in India 2014May-2016). For the benefit of readers who do not know Hindi, and the meaning of Marg Darsak Mandal: Marg = Path. Marg Darsak = One who shows the path / way (probable equivalent friend, philosopher and guide), manDal = Council. Marg Darsak Mandal = Guiding Council.

Senior Bhartiya Janata Party leader Lal Krishna Advani was reportedly visibly upset in the Lok Sabha today over the continuing disruption in the House for the last three weeks. Reports said that Advani expressed his angst against the way proceedings in the Lok Sabha have been conducted during the ongoing Winter session of Parliament to the Parliamentary Affairs Minister Ananth Kumar.

PTI reported that a “visibly agitated” Advani was heard telling Kumar ahead of the lunch break that neither the speaker nor the Parliamentary Affairs Minister is running the House. Advani said this amidst sloganeering by the Congress and the TMC.

"... I am going to tell the Speaker that she is not running the House … I am going to say it publicly. Both sides are a party to this..", the report quoted Advani as saying while Kumar was seen pacifying the senior BJP Lok Sabha member.

TOP TEN QUESTIONS WHICH SHRI L.K. ADVANIJI MAY CARE TO ANSWER, IN THE INTEREST OF THE FUTURE WELFARE OF BJP PARTY, AND THE INDIAN DEMOCRACY



1. Shri L.K. Advaniji is the Member of the Marg Darsak Mandal (Guiding Council) of BJP Party. Now, can he clarify whether any one of these great leaders Prime Minister / Finance Minister / BJP All India President / Home Minister [who is said to be a great pacifier of Shri Advaniji], at any time between 9th May 2016 and 9th December 2016, CONSULTED HIM about demonetisation? Shri A.B. Vajpayee, Bharat Ratna cannot reply to this question because he is too sick, physically. The other two members Shri Murali Manohar Joshi, Shri Yashvant Sinha can also reply to this question. But, I believe that as a part of their own strategies, they will not come forward to reply to this question.

2. The website bjp.org Click to go to BJP.org website also mentions that Shri Shyam Prasad Mukherjee, Shri Deen Dayal Upadhyaya, Shri A.B. Vajpayee, and Shri L.K. Advani are its guiding lights. Out of these, first two, are not with us. Shri Vajpayee though present physically amidst us, is unable to speak, because of illness. Now, the only guiding light who can speak out is Shri L.K. Advani. Now, can Shri Advaniji tell, as a guiding light, whether he was consulted by any of the top party leaders, about such an important step as DEMONETIZATION, before / after November 8, 2016?

3. If he (Shri Advaniji) was not consulted, can he say, whether he volunteered to advise any of the top BJP Leaders, about the pros and cons of demonetization, precautions to be taken while implementing such a drastic reform?

4. Shri Advaniji is welcome to clarify whether he is WITHIN or OUTSIDE THE SECRET CIRCLE OF THE PARTY, for planning and implementing the Demonetization Programme ?

5. Shri Advaniji, if he was consulted before/after demonetization, should now reveal, what advice he gave them? Did he alert them about THE POSSIBILITY OF LOW STOCKS OF RS. 100 DENOMINATION CURRENCY NOTES? Did he ever suggest to them to import currency notes from abroad, for tiding over currency crisis?

6. Shri Advaniji, will please clarify, other than expressing his anguish to Shri Ananta Kumar on 7th Dec. 2016 (reported above), whether he has sought the permission of the Lok Sabha Speaker, to express his opinion about the sufferings of 1.2 billion people all over India, in the context of demonetisation?

7. Shri Advaniji, should categorically say, whether he talked / not talked about the grim currency position in the country, with Shri Murali Manohar Joshi, or with Shri Yaswant Sinha, who are other members of the Guiding Council?

8. Shri Advaniji, may please clarify, whether he has spoken-- privately on one-to-one basis or in groups, to any BJP Members of Parliament, particularly the Members of the Lower House, about the current State of Demonetized India? What did they say? Shri Advaniji can re-open his blog and report what has happened. He can also mention in his blog, whether people of his Lok Sabha Constituency (Gandhi Nagar, Ahmedabad?) have approached him as People's Representative, with their difficulties of getting cash for their day-to-day work? If so, what did he tell them? Did he visit his Constituency, to elicit people's problems at grass root level? Did he attend any RSS sAkha to know the feelings of RSS Workers in his Constituency?

9. Shri Advaniji, may please publish his speech at BJP Parliamentary Party, made at any time between 1st Nov. 2016 and 9th Dec. 2016.

10. Shri Advaniji, has a duty to the Nation, to explain HIS reason FOR NOT COUNSELLING BJP, as a GUIDING LIGHT.

yb-donkey: This remark, Shri Advani is reported to have made to Ms. Smriti Irani, Textiles Minister. But, alas, Ms. Irani has already, along with sarvashri Jaitley, Venkaiah Naidu, Rajnath Singh, Sumitra Mahajan, shifted her loyalties to the duo of Messrs. Modi and Shah. Shri Advani, now, is only a persona-non-grata both in his Party and in Lok Sabha. Instead of sulking in exasperation, Shri Advani, ought to have asked in writing the Speaker of Lok Sabha, to permit him to make a written statement in Lok Sabha, and when permitted, he should have read out his statement, and distributed xerox copies to the Members , with the permission of the chair. After coming out, he could have distributed some copies to Media. In addition, if he has any bridge of communications, he should have approached the RSS bosses, with his written statement or else whatever he had to say. The problem is, Shri Advani is also a politician, of the ordinary type, Except in age, it is difficult to find much differences / distinctions among Shri Narendra Modi / Rahul Gandhi / L.K. Advani and Shri A.B. Vajpayee.

846 Some questions which Mr. Urjit Patel may have to answer, now that there is no need for secrecy about demonetisation


Now, 30 days of demonetization of currency notes of denomination of Rs. 500 and Rs. 1,000 have elapsed. Need for secrecy, we can say, has elapsed with the afflux of time. There is no sight of amelioration of the currency problems of Indians, even after these 30 days, because RBI could replenish only approx. Rs. 400,000 crore (Rs. 4 trillion) THAT TOO MOSTLY HIGH DENOMINATION RS. 2,000 , of the total Rs. 15.44 trillion worth currency surrendered by public to Bank. The money deposited by public with banks from Nov. 9, 2016 to date, mostly represents their transaction money for various activities such as 1. purchase of essential commodities 2. carrying out agricultural operations 3. carrying on small business activities 4. working capital of small scale industries 5. day-to-day transaction money of wholesale traders. The Rs. 15.44 trillion is not going to stay with Banks, as is being predicted by experts. Reason: Most of it, represents transaction money. People were forced to surrender to Banks, under legal coercion and duress of losing their moneys. Now, that Mr. Urjit Patel says that the decision to demonetize is a well-thought-out detail-deliberated exercise not done in haste, it will be appropriate and reasonable for him to answer some simple questions. We the people of India, its hoi polloi believe that the Government of India and RBI are very sincere and are not lying. We only seek some communication gaps to be filled-up so that there a consensus ad idem can result, leading to greater harmony.

Some of the money deposited by others into Jan Dhan Accounts, may also not be black money. It might have been a consequence of a panicky reaction because an environment was created by speeches of Great men, that all the Rs. 500 and Rs. 1,000 denominations will become "waste paper" and garbage. This panicky reaction can also be seen in some innocent or timid people throwing their Rs. 500 and Rs. 1000 notes into Ganges River. Of course, some black money might have gone into Jandhan / Regular Bank accounts of others, which Income Tax Authorities can always fish out with nets, and penalise such black-money holders.

Mr. Urjit Patel, the Governor Reserve Bank of India, is reported to have said,

"...The decision has not been taken in haste but after detailed deliberations. There had to be a high level of secrecy surrounding this decision and the fact is that such a large country was indeed taken by surprise when the decision was announced. ..."

RBI and the government are aware of problems that people are facing every day common persons in this context are at top of our radar and more dispensations are put in place to ensure that period of disruption is the minimal while we recalibrate note supply of the denominations that were not withdrawn in terms of the legal tender character.


TOP TEN QUESTIONS WHICH MR. URJIT PATEL CAN EASILY ANSWER AND HELP PUBLIC TO SUPPORT THE GOVERNMENT(S)



1. State Bank of India Mandal / Taluk level branches, and branches of other Public Sector Banks at big Centres maintain currency chests of the Reserve Bank of India, on its behalf. These Currency Chests are supposed to contain notes of denominations of Rs. 1,000, Rs. 500, Rs. 100, Rs. 50, Rs. 20, 10, Rs. 5, Rs. 2, small coins. The Currency Chest Branches at short intervals report the denomination-wise Cash abstracts of the Currency Chest to their Central Offices and Reserve Bank of India. Between Sept. 24 (date on which Mr. Urjit Patel has taken over as Governor) and Nov. 9 (Date of announcement of Demonetization), has Mr. Urjit Patel checked denomination-wise currency position All India position, State-wise position?

2. If Rs. 500 and Rs. 1000 denominations represent 86% of notes in circulation which were going to be trashed, how did Mr. Urjit Patel come to an opinion that "Public are going to have some difficulties", instead of foreseeing that ECONOMY IS GOING TO COME TO A STANDSTILL?

He is not an ordinary Commerce Graduate of some common-place Indian University like Osmania University. He is an alumni of London School of Economics, an M.Phil of Oxford University, and a Doctorate-holder of Yale University. He also worked as an expert at International Monetary Fund. He is not new to RBI. He worked as Dy. Governor of RBI. Then how could he foresee only some "INCONVENIENCE TO PUBLIC" instead of "ECONOMY COMING TO A STAND-STILL"?

3. Whether the Chairperson of State Bank of India, which runs the currency chests of RBI, has been consulted about the availability of stocks of Rs. 100 notes, between Sept. 24 and Nov. 9? If so what is her reply? Did she foresee any difficulties? Or did she express her willingness to go ahead, without FORESEEING any ISSUES OF CLOSURE OF BANK ATMs and BANK CASH COUNTERS FOR ONE MONTH, with NO CASH BOARDS?

Or, whether the Chair Person of State Bank of India+ (its subsidiaries) is outside the CIRCLE OF SECRECY OF IMPENDING DEMONETIZATION? Has she been informed only on Nov. 7 or 8, 2016 or sometime near those dates?


4. Whether any of the top four (Prime Minister/ Finance Minister / Secretary, Finance Ministry / Governor, RBI) has, formally / informally, between Sept. 24 & Nov. 8, 2016, sought the opinion of the Chair Person of ICICI Bank, India's largest Private Sector Bank- Ms. Chanda Kochcher, about forthcoming demonetization, and whether ICICI foresees any problems??

This question is irrelevant in one way because, in India Private Banks do not have social responsibilities, and even if they have, they do not discharge, but they pretend to discharge.

This question also becomes relevant because, both the Prime Minister and the Finance Minister, treat the Chair Person ICICI Bank, on par with the Chair Person of State Bank of India, making them to sit on left and right sides. Considering the pivotal role played by State Bank of India (+its subsidiaries) with support from other Public Sector Banks in serving the poor of this country, SBI Chair Person, and Chair Persons of Public Sector Banks, should have been given special and privileged treatment, by meeting them separately. Making one Chair person of a Private Bank to sit on one side, and the Chair Person of the largest Bank in India to sit on other side, what message the Prime Minister, Finance Minister, Finance Secretary and RBI Governor convey?

If there are any affairs relating to the Public Sector Banks to be discussed, they ought not to be discussed in Combined Meetings of both Private Sector and Public Sector Banks.

IS/WAS the Chairperson ICICI Bank within or outside the Circle of Secrecy of Demonetization? This question is also important from another angle. On 22.3.2013, RBI gave clean chit to three Private Banks-- ICICI Bank, Axis Bank, and HDFC Bank, that there were only transactional errors, and that there was no money laundering. 4. Whether these three Private Banks i.e. ICICI Bank, Axis Bank, HDFC Bank, committed any transaction errors between 24th Sept.2016 and 9th Nov. 2016?

5. Whether members of Central Board of Reserve Bank of India, have before approving the step of demonetization, perused the STOCK LEVELS OF RS. 100 DENOMINATION CURRENCY NOTES WITH CURRENCY CHEST BRANCHES OF BANKS, IN DIFFERENT STATES? WHETHER ANY STATE-WISE SUMMARY OF STOCKS OF RS. 100 CURRENCY NOTES WAS PREPARED? . Whether any member of Central Board expressed any dissatisfaction about stock levels of Rs. 100 denomination?

6. Whether converting India into Cash-less Economy has come up for discussion in the Central Board Meeting of RBI between 24th Sept. 2016 and 9th Nov. 2016?

7. Whether the issues of DIGITAL INDIA, POS Machines, Mobile Wallets, Rupay Cards, Visa and Master Cards, as principal tools of transactions as substitute for Currency has come for discussion in Central Board of RBI, between 24th Sept. 2016 and 9th Nov. 2016?

8. Whether RBI has on its own, or on advice from Government of India, examined between 24th Sept. 2016 and 8th Dec. 2016, a suggestion of import of currency notes to tide over currency crisis? When people die in queues, suffer heart attacks, and pregnant women deliver babies in Banks, weddings get stopped because Banks refuse to give money, people are unable to pay their hospital bills because they refuse old notes (eg. experience of Shri Sadananda Gowda, Union Minister in Karnataka), whether RBI still considers that there is no currency crisis and that there is no need to import currency notes?

9. Whether it has come to the notice of RBI that people are dying in Bank queues, that pregnant women are giving birth to babies in Bank queues, that at some places police are beating citizens in Bank queues harshly and rudely? Whether RBI knows that some Banks have placed on their notice boards that speaking rudely and harshly to Bank Employees is a crime punishable under Indian Penal Code? Why RBI could not issue a directive to Banks, to place another similar notice board which indicates that it will be a crime for Bank Staff to speak rudely and harshly to Citizens? There is a proverb in Telugu language. "Rendu cEtulu kalistE kAni cappaTlu koTTalEmu" (Unless both hands come together, claps cannot be made. This also applies to rude behaviors. Bank customers are not beggars. They have come to Bank to exchange their old currency notes because of an action initiated by the Government and RBI.

10. What value does RBI give to the concept of SANCTITY of a currency note being a DEMAND PROMISSORY NOTE PAYABLE TO BEARER, though the word "on demand" has subsequently been removed? The word "on demand" might have been removed some years back, because the powers-that-be of those days were afraid that they could not meet demand, when a real demand is made by public? The currency note is nearly an UNCONDITIONAL PROMISE TO PAY, though not ABSOLUTELY UNCONDITIONAL PROMISE. If the currency notes are going to be conditional, will it not be prudent for RBI to print the conditions on the REVERSE OF THE NOTES IN SMALL PRINT a la Insurance Policies, AirFreight Receipts? It may be a different thing that nobody may read them. The SMALL PRINT can also INCLUDE A CONDITION ABOUT THE LINK BETWEEN THE NOTE'S VALIDITY AND PAYMENT OF INCOME AND OTHER TAXES.

RBI can examine the introduction of HIGHER DENOMINATION CURRENCY PROMISSORY NOTES PAYABLE TO ORDER, WITH A NOT-NEGOTIABLE CROSSING, or an ACCOUNT-PAYEE CROSSING. The notes can have provision on REVERSE for endorsements of transferers and transferees, when they change hands.
