887 Public Accounts Committee of Indian Parliament should publish the questions it has asked the Governor of RBI, Mr. Urjit Patel


The inquiry and questioning which Public Accounts Committee of Indian Parliament is making, should not end up as a damp squib. On 20th January 2017, the Governor of Reserve Bank of India Mr. Urjit Patel, assisted by his team of Dy. Governors, appeared before the Public Accounts Committee, and answered their questions. Every common Indian, with the exception of millionnaires and billionnaires experienced hardships in their daily life, owing to the economic surgical strike made by Government on the 1.3 billion strong Indian Nation, in the form of demonetization of 86.4% of currency in circulation.

More than 100 people lost their lives, standing in ATM and Bank queues. Patients in hospitals could not pay their bills. Mr. Sadananda Gouda, Union Minister, himself experienced this, as a hospital did not allow him to take the dead-body of his relative, by making payment in old notes, though hospitals were expected to accept them. Parents could not pay the school fees of their children. Farmers could not pay the wages of the laborers working in their fields. Laborers, fruit and vegetable vendors, food vendors on carts, barbers etc. lost their livelihood, for nearly 50 days, because people did not have cash to pay.

Several people could not perform the wedding ceremonies of their daughters and sons, because they were not allowed to withdraw their own money from their own Bank accounts. This type of arbitrary tyrannical treatment made by Reserve Bank of India on Bank customers, was never experienced in the Economic History of India. Mr. Narendra Modi, the Hon. Prime Minister of India, avoided to be present in Lok Sabha and Rajya Sabha, and shy of answering the questions which may be asked by Opposition.

Some people approached courts for redressal of public grievances. Unfortunately, courts too failed to come to their rescue, except making some observations.

Initially, according to News Reports, the Public Accounts Committee made a noise that it would call the Prime Minister to appear before it. Somehow, it did not dare to do so. Only the RBI Governor and some Ministry of Finance Officials appeared before it. The Public Accounts Committee should have released to Media, a printed list of questions they have asked the RBI Governor, and the Officials of the Ministry of Finance, so that people could have had a first hand of knowledge that there is somebody to ask the Powers-that-be, on what, why, how they have resorted to such a misadventure as the 86.4% Demonetization, without adequate prior preparations. The PAC should also publish verbatim, all the answers given by the RBI Governor. Publishing these questions and answers, would have brought transparency to the working of the PAC, Lok Sabha and Rajya Sabha.

PAC should at least publish, whether any of the following questions were asked and answers obtained from the RBI Governor, when he said that Demonetization was planned in early 2016 itself, and that regular weekly meetings were taking place with the Government.

If demonetization was really preplanned well in advance, as replied by the RBI Governor, then we must be shocked to see how shabbily it was implemented. Something which is planned well, and planned in advance, should foresee contingencies, must have a Disaster Recovery Plan, ought to pre-estimate whether it will have any adverse impact on the poorest sections.

QUESTIONS


1. Whether these meetings attended by RBI Governor, ever took notice of the aggregate stocks of Rs. 100 notes in the Currency Chests of RBI and its Agent Banks, and the Rs. 100 notes held with the public? If so, date:
2. Whether RBI Governor, or the Chair-person of SBI, has ever expressed an apprehension that there would be chaos, because Banks do not have adequate stocks of Rs. 100 notes, that ATMs are not calibrated to handle Rs. 2,000 notes, and the new Rs. 500 notes. If so date:
3. Whether the Officials of the Finance Ministry / PMO / Finance Minister have replied to the apprehensions of the RBI Governor, or the Chairperson SBI. What was the reply given from the Government side? If so date:

858 So little a contribution from a Member of Parliament, from an Enlightened Constituency like Guntur!


Admirers and adorers of our Members of Parliament may frown, when I say "So little, when compared to so much remuneration and so many perquisites". But yet, facts and truths can be stranger than fiction. In the early days of Independent India between 1947 and 1960, Parliament Members might have received petty amounts as their remuneration and perquisites. But in 2016, things are different. Formal ostensible Salaries & Allowances payable to Indian MPs are determined by THE SALARY, ALLOWANCES AND PENSION OF MEMBERS OF PARLIAMENT ACT, 1954 AND RULES MADE THEREUNDER. These salaries and allowances, prima facie, may appear to be a pittance when compared to salaries and allowances drawn by Top and Upper-Middle Private Sector CEOs, CFOs, COOs, and other executives. Three things, we have to keep in mind: 1. Though salaries may appear low, perquisites and facilities provided to MPs are Princely and Regal. 2. Most of them are tax-free. 3. The work done by the MPs to benefit the Nation, or their State, or their Constituencies, or at least to the persons of their caste/religion / their occupational class, pales into insignificance when compared to the amounts spent by Government on their maintenance.

A few questions asked in Parliament, and posting them on Face Book alone cannot justify their performances. An enlightened Clerk or an Accountant can do all these things.


A Parliament Member may have a thousand attenders, clerks, assistants, coteries, employees, hangers-around, servants, workers, to look after his work. Yet, MPs or other human hoi polloi have only two hands, two hands, two legs, one spine, one brain, one mind, one intellect, one parietal cortex in the single brain. That means, whether MPs or other ordinary homosapiens can control/discharge/handle only a few functions at a time. Unlike in eating, there cannot be voracious grabs in performing duties/functions. Right from Prime Minister, Finance Minister, to the Local Municipal Chair persons, strangely want to manage Sports bodies/Organisations in India. Suggestion: It will be better to have separate web sites / facebook pages, for a role as PEOPLE'S REPRESENTATIVE, and for Amar Raja Batteries etc. Businesses + promoting son as film star etc. This may be necessary because maintenance of FaceBook pages also requires employment of resources. Using allowances/perquisites received as MP may have to be separately accounted for, from the personal, family, Corporate P.R. (Public Relations). Of course, there may be some MPs who may be spending their monies on public causes, while a large number of MPs use public resources for private purposes. Every person cannot become a MokshagunDam Visvesvaraiah, the Great Engineer from Karnataka, who used to maintain separate inks and pens, for official purposes, and private purposes.



Both in world politics and Indian politics, like/as in Java language, we have "inheritance". In the FaceBook page of Shri Jayadev, Readers can also find photos of his son Shri Galla Ashok Babu, who is being promoted as a film star (one rung in the ladder, with ultimate last rung to political chairs), by his father Shri Jayadev and uncle Shri Mahesh Babu, a Film Star in good demand in Tollywood (Telugu filmland). Well, as long as we like to live in Capitalism, these things do happen, and we can really find fault with. There are only two choices, probably. Either accept Capitalism in toto with all its merits and warts, or opt for Complete True Socialism, which has not so far been correctly or fully tested.

Even in dictatorial dynastic hypocratic Communist Countries like Cuba and North Korea these things happen. In 2016 USA, Ms. Hillary Clinton tried to use this type of launch pads, but SHE COULD NOT SUCCEED, not because American People are 'merit and sincerity loving, or otherwise', but because they found that 'employment of locals', 'PREVENTING THE INDIANS AND MEXICANS FROM ENTERING USA' as more important than vague promises. ‎

It is not clear how Mr. Nara ChandraBabu Naidu, Chief Minister of Andhra Pradesh settled/solved the complaint received by him from a woman by name Ms. Guntupalli Padmaja, who alleged that Mr. Galla Jayadev tried to acquire her house, a prime property in Guntur, by influencing the Officials of Andhra Bank to sell it in an auction. CHIEF MINISTER HAS TO SPEAK OUT TRANSPARENTLY


Our Chief Minister speaks to Media about so many things, everyday. It is not clear whether Mr. Naidu has already counselled both the parties appropriately, or whether he has spoken to the MP anything relevant to the problem. This is specially important because A.P. Capital Region, Temporary Secretariat Velagapudi also falls in the area of Guntur Parliamentary Constituency. The State Headquarters of Telugu Desam Party is also in Guntur. If Mr. Chandra Babu Naidu has advised both the parties to settle the matter in Civil Courts, the same-thing, he can make clear publicly. The MP, Chief Minister, TDP President, TDP All India General Secretary, Polit Bureau, ought not depend on only FORGETFULNESS of public memory. Just as Caesar's wife must be above suspicion, our Lok Sabha members should also be above suspicion. OUR LOK SABHA MPs REPRESENT 1/542 OF OUR NATION, AND NATIONAL ASPIRATIONS. They cannot be ordinary guys with ordinary wants. After all, Shri Jayadev is one of the richest MPs in Andhra Pradesh, and in India. Then, why should he have such a too small a desire to buy a paltry (by his level and standards) house of about Rs. 80 million, through technically-legal, but not ethically-so-clean methods?

APOLOGIES TO SHRI GALLA JAYADEV. THIS IS NOT INTENDED AGAINST HIM PERSONALLY.


My apologies to Shri Galla Jayadev. He is not the only Member of Parliament, whose contributions tend to be lower than remunerations paid and free/concessional perquisites provided. MPs under performing is a common feature in Indian Democracy. Historically also, since 1927, when Chittaranjan Das- Motilal Nehru led Swarajya Party and others decided to participate in Indian Elections, the under-performance of People's Representatives, is continuing. But at that time, remunerations and perquisites were of low value. There was a view that MPs were serving gratis (free, a sort of charity, philonthropic service). But now, the Remuneration and Perquisites are raising in tune with inflation and demands of MPs.

This under-performance of Members of Parliament has been ubiquitous, irrespective of parties they represent. I can't say about Late S.V.L. Narasimham. But, the underperformance was there, during the days of Late Kotta Raghu Ramaiah (Former Union Minister), Late NG Ranga ( a pioneer of farmers' movement in India, freedom fighter), S.M. Lal John Basha, Shri Y.V. Rao, Shri Rayapati Sambasiva Rao ( a tobacco, cotton industrialist & trader).

REASON FOR PAYMENT OF MODEST HONORARIUM(A) INSTEAD OF HIGH SALARIES ON PAR WITH BUSINESS EXECUTIVES



Unlike other public servants in India such as IAS, IPS, IRS, IFS, Forest Service Officers, other Gazetted and Non-Gazetted Officers in Central and State Governments who are regarded as full-time slaves (in spite of some cadres having specified working hours), and forbidden from pursuing part-time occupations and avocations, businesses, Members of Legislative Assemblies (MLAs) and Members of Parliament have been permitted to continue their occupations and businesses, and maintain themselves without depending on, and expecting Government Salaries. In other words, MLAs, MPs, and Ministers have been regarded as part-timers, serving the Nation, even if not gratis, at least at concessional rates.

Question: Then, how do you justify, huge amounts paid as allowances, towards perquisites, showing them as reimbursments?



The additional amounts paid / given as freebies to MLAs and MPs, are regarded as OUT-OF-POCKET EXPENSES. These expenses, are intended to be duly incurred, in discharge of the sacred duties which MLAs and MPs perform, while serving the Nation. For example, MLAs and MPs are paid allowances for maintaining their offices in Delhi, State Capitals, and in their respective Constituencies. Stenographers, Clerks-Assistants, Managers, Computer-Operators, Telephone Operators, attenders, receptionists, are expected to be appointed and maintained by MLAs, and MPs, so as they to be available to public at all times. Besides, they have to conduct surveys in the Constituencies, collect data, process them, identify problems, take up with appropriate Public Authorities for redressal of grievances. It is not happening, in respect of many MLAs and MPs.

Question: MLAs and MPs belong to LEGISLATIVE WING OF OUR CONSTITUTION. They have to discharge only Legislative Functions. They do not consider themselves as Executives, or Judges. In India, we have a system of Strict Separation of Powers. MLAs and MPs should not intrude into Executive and Judicial Duties.



Ans: True. But people's voters' expectations have changed. Besides, at the time of canvassing in elections, candidates are not clearly telling people/voters about the restrictive role, they have been assigned to play by the Indian Constitution. Besides, if the candidates tell the truth, that they are supposed to perform only the LEGISLATIVE PART, then, voters will dump them into dust bin.

Question: You seem to be exaggerating the issue disproportionately? Why all this fuss?

Ans: In 2014 May, some people might have thought that Congress would never resurrect itself. Mr. Narendra Modi has also emphasized about his accomplishing 'Congress-mukt bharat' (India Liberated from Congress). At that time, it appeared to be progressing. But after the 2016 Demonetization fiasco, Mr. Rahul Gandhi seems to be resurrecting himself, and trying to bring himself up by 2019 as next PM. If that happens, it may be a National Disaster for India. Unfortunately, many Regional leaders like Mulayam Singh Yadav, Mayavati, Mamata Banerjee, Aravind Kejriwal (et al) , though they may have Prime Ministerial ambitions, cannot fill the gap. We (not yb-donkey. It is Indian voters for Lok Sabha) have to search for new set of National Leaders by 2019. Both Indian voters and the Indian Lok Sabha candidates need intellectual upgradation. Voters have to raise themselves intellectually, if they are to select right type of candidates for Lok Sabha. For that, voters have to examine numerous questions.

Example: Whether we need our MPs as full-timers or part-timers? A full-time MP should not, as long as he-she is MP , engage himself in businesses directly or indirectly. Suppose, if we choose a full-timer, what should be his credentials?

In case of full-time MPs, as their wages-perquisites are paid on full-time basis, voters get a right to monitor the performance of MPs- about how they are spending their time. Are the MPs spending their time working as brokers for industrialists, to get their (industrialists, business-persons, Corporates) work done in New Delhi? If MPs purchase lands, properties, are they trying to get projects from Centre and State which will benefit them financially. Are they manipulating insider information about new projects coming in the area, to promote their own personal /corporate business interests? People cannot have MPs as brokers, - or brokers as MPs.

Another crucial question also may arise. While there can be a full time MP/MLA with full-time wages, can there be a full-time worker of a political party? If so who will pay his wage? It cannot be termed honorarium.

855 BJP Lok Sabha Members have a greater duty to the people of this Nation, and the people of their Constituencies, than to BJP Leadership who may be their benefactors


About 75% of BJP Members of Lok Sabha appear to be Crorepatis, who might have spent some millions of Rupees for getting themselves elected to Lok Sabha. It will, therefore, be natural for them, to be afraid of facing a fresh bout of Mid Term Elections to Lok Sabha. Same was the case with the Members of Lok Sabha, of the previous Houses, whether they belong to BJP, Congress, Regional Parties, CPI, and to some extent even CPIM. Not that Mid Term Elections to Lok Sabha are in the offing, around. Such ideas are only hypothetical fantasies and hallucinations of dissatisfied. Yet, this SHYNESS ON THE PART OF MPS OF ANY PARTY, TO FACE MID TERM ELECTIONS, is a relevant question, because because of that shyness, MPs become SHY TO ASK INCONVENIENT QUESTIONS TO THEIR LEADERS, WHOM THEY ELECTED WITH GREAT EXPECTATIONS.

A LITTLE COURAGE, IS BETTER THAN, NO COURAGE

Shri Amit Shah is reported to have instructed the aggrieved BJP MPs:

"... This is not a Manmohan Singh government... this is a Narendra Modi government and once he takes a decision, there’s no going back on it. ..."

"... The MPs were instructed that instead of complaining, they should convince their voters about the merits of demonetisation. ..."


It can be observed that BJP Members of Parliament, from Uttar Pradesh State started showing some candidness in airing the grievances of the people who were suffering owing to the cash crisis ignited by BJP. Though 50 days from 8th Dec. 2016, and 31st Dec. 2016 are expected to be the last days for the sufferings of people, solution may not be so easy or so certain, owing to numerous instances of corruption which are taking place in movement and distribution of new currency notes. While people in the long ATM queues and Bank queues are clamoring just for a piece of Rs. 2,000 currency note, dons like Mr. Sekhar Reddy and Gali Janarda Reddy are able to get millions of Rupees through backdoors of Reserve Bank of India, and, Banks.

There is also a news report in Andhrajyothy.com, about Mr. Amit Shah, BJP President, chiding BJP MPs for their feedback about the dissatisfaction of people, with demonetization.

BJP LOK SABHA MPS HAVE TO CONSIDER THAT "IT IS THEY WHO ELECT THEIR LEADERS AND ADVISE THEM WHAT TO DO , AND WHAT NOT TO DO. NOT VICE VERSA.



A tendency can be seen among most of the MPs of all Parties, to which BJP MPs are not exceptions, to regard themselves that they are inferior servants to their Leaders. At the same-time, the same MPs seem to posture themselves as the bosses and overlords of common people of India, who voted them to power. The MPs have their briefs from the people of their Constituencies, and not their Party Leaders.

AUDACITY AND CONDESCENSION

Recently, news reports have come, indicating that BJP Leadership wants to run prasikshaN (प्रषिक्षण कार्यक्रम) training programs for their party MPs. Here, a pertinent question should be, Who should train whom? MPs have to train the leaders, not vice versa. MPs of all parties, not only BJP, have to shed their servitudes to their leaders, and make clear to their leaders, that they were appointed by them i.e. the MPs, at the instance of the People of India. The MPs should make clear, that INSTRUCTIONS SHOULD ORIGINATE AT BOTTOM, AND MOVE UPWARDS TO THE APEX. If leaders fail, in fulfilling the ambitions of MPs, then MPs should not hesitate to replace them with more dynamic leaders, of course, following the traditions of morality, uprightness, values etc. of the Party, and the Parliament.

HIGH TIME WE HAVE A RIGHT OF RECALL OF MPs and MLAs., at least MID TERM AFTER 2 1/2 YEARS



Unfortunately, for Indian voters, there is no provision for RIGHT OF RECALL. Though we cannot expect that everyday, voters of a constituency should think of recalling their representatives (MLAs and MPs), at least after 2 1/2 years, there should be a referendum, and feedback exercise on the performance of MPs, MLAs elected by people.

Alternatively, we can also think of having a FOUR year Elections, like the United States of America.

853 Speaker of Lower House of Indian Parliamnt ought to have asked PM of India, and the Vice President of Congress to make their written statements on Demonetization




Our beloved Prime Minister, Shri Narendra Modi, seems to have successfully avoided explaining his side of "the defence" of his action of demonetization of Rs. 500 and Rs. 1000 currency notes, before the India's Highest Temple of Democracy, LOK SABHA. Even if, Opposition Parties, (hypothetically) were to relent, and do relent on their demand that Shri Modi should apologise for his speech of casting aspersions on the Opposition, there is a possibility that he might not have condescended to explain his position to the Parliament. Now, unnecessarily, the Opposition Parties have to share a blame that they have obstructed the smooth functioning of Parliament. In fact, there are ways other than rushing to well of Speaker, raising slogans at the top of their voices, dancing, performing gymnastics, breaking mics, to Hon. Members to forcefully express their dissent, resentment, disappointments. Example: They can tie black hand-curchiefs / black scarfs around their mouths and sit silently in their seats. In fact, isn't SILENCE THE BEST FORM OF EXPRESSION / MUSIC ?

BIASED / INEPT MANNER IN WHICH LOK SABHA SPEAKER MS. SUMITRA MAHAJAN CONDUCTED 2016 WINTER SESSION OF LOK SABHA



Earlier in 'krita yuga' of Indian democracy, in India, we had a custom of Lok Sabha Speakers resigning to their Political Parties, to indicate their earnestness in conducting the proceedings of the House in a dignified, unbiased manner. Speakers in those days, might have considered themselves, to have reached the pinnacle of their accomplishments, though "President of India" and "Prime Minister of India" are two positions which seemed to enjoy greater public exposure, public glamour, and global prestige. Even in terms of protocol, unfortunately, Speakership of Lok Sabha, has a lower status. Legitimately, Lok Sabha Speakership ought to have an equal status with the President of India, and ABOVE THE PRIME MINISTER OF INDIA, and on par with the CHIEF JUSTICE OF INDIA, and the PRESIDENT.

2016 SPEAKERS OF LOK SABHA & RAJYA SABHA



They do not resign to their Political Parties. They do have Presidential and Prime Ministerial ambitions. They neither act impartially, nor at least beam rays of acting impartially. Most of their bias is pretty open. Consequntly, whenever Houses go berserk and become unmanageable, they express their unhappiness, which does not and cannot evoke sympathy from the House or Media or the Citizens. In the process, the Speakers themselves become laughing stocks, apart from the Ruling Party, and the Opposition. This does not augur well for the future of Indian Democracy. We have just completed about 70 years of our democracy. We have several Centuries to go and several Light Years of stellar distances to traverse into the cosmos, in our tryst with our destiny.

MRS. SUMITRA MAHAJAN, LOK SABHA SPEAKER, OUGHT TO HAVE ASKED THE PRIME MINISTER TO READ OUT HIS STATEMENT OF EXPLANATION ON DEMONETIZATION, IGNORING ALL DISTURBANCES AND SLOGANS



Speaker of Lok Sabha ought to have asked the Prime Minister to read out a written statement of whatever he wanted to say in Parliament about Demonetization. If that was not possible for any reason, owing to disruptions, the Speaker could have asked the Prime Minister to place his statement on Speaker's Table, or if that too is not possible, she should have come down to PM's seat to collect his statement, or if that too is not possible, she could have asked an Official of the Lok Sabha in her well to collect the statement from PM, or if that is also not possible, she could have asked the Marshalls to collect the Statement from PM, and thereafter, she should have got about 1000 xerox copies of it made with Lok Sabha Speaker's staff, arranged for distribution to all the Members, and then declare it as having been read. Where there is a will, there will be a way.

Making statement in Lok Sabha is different, from making speeches before a Coldplay Rock Concert. In spite of slogan shouting, and squirmishes, speaking before the Great House of Lok Sabha will certainly be more honorable than ritualistically congratulating and praising Hugh Evans, Shiv Khemka, Gauri Easwaran, Poonam Mahajan, and making a reference to a previous personal presence in the same Festival of New York.

Then the Revered PM shifted to Hindi and "garibi" (poverty in India).

yb-a-donkey's views: In what way the likes of Hugh Evans, Shiv Khemka, Gauri Easwaran, Poonam Mahajan, will be interested in "garibi" ? Probably, our Respectable PM might not have been able to call our distressed formers in Kurnool Market Yard, Andhra Pradesh, "Thank you GUYS". He could not have told the hungry and worried farmers "Else, I am pretty sure your audience would be asking you for their money back. And that too in 100 rupee notes". Our Hon. Prime Minister, ought to have had a Video Conference with farmers in Kurnool Market Yard or some Khammam Market Yard in Telangana State. Thousands of videos / news reports are available on the internet which depict the miserable condition of people, particularly farmers and agricultural laborers. Mr. Modi could have conducted with any of the awfully suffering farmers with the help of local TV News Channels and Reports, apart from local BJP Party Units. I am not writing this with cynicism. I am writing this with a firm belief, that Mr. Modi speaking direct to the suffering farmers, might have assuaged some of their hurt feelings, apart from leading to receipt of suggestions for solving the grave currency crisis. Of course, it may not be as glossy or as prestigious or as comfortable as addressing Hugh Evans, Shiv Khemka.

LOK SABHA SPEAKER OUGHT TO HAVE ASKED THE MP, AND THE VICE PRESIDENT OF CONGRESS PARTY TO READ OUT HIS STATEMENT OF ALLEGATION OF CORRUPTION AGAINST MR. NARENDRA MODI



Whether with evidence or without evidence, whatever it is worth, Mr. Rahul Gandhi ought to have been asked to read out a statement of his version of corruption against Mr. Modi. If that was not possible for any reason, owing to disruptions, the Speaker could have asked Rahul Gandhi to place his statement on Speaker's Table, or if that too is not possible, she should have come down to Rahul Gandhi's seat to collect his statement, or if that too is not possible, she could have asked an Official of the Lok Sabha in her well to collect the statement from Rahul Gandhi, or if that is also not possible, she could have asked the Marshalls to collect the Statement from Mr. Rahul Gandhi, and thereafter, she should have got about 1000 xerox copies of it, arranged for distribution to all the Members, and then declare it as having been read. Where there is a will, there will be a way.

If Mr. Rahul Gandhi speaks out with vague allegations, then the MPs present there, and the Nation would have evaluated it, and made any meaningful deductions if such deductions are possible.

SPEAKER COULD HAVE INVITED (OR AT LEAST ASKED FINANCE MINISTER TO INVITE) SOME INDEPENDENT BANKING/FINANCIAL EXPERTS TO GIVE some constructive, practical SUGGESTIONS FOR TIDING OVER THE CURRENCY CRISIS



If Lok Sabha speaker could not invite experts to speak in Lok Sabha, the President of India ought to have advised the Lok Sabha Speaker to ponder over such realistic ideas.

811 People of Other States of India, and probably people of other countries, can learn lessons from FORCED BIFURCATION OF ANDHRA PRADESH

In Andhrajyothy.com dated 26.9.16, print edition, first page headlines, Andhra Jyothy Telugu daily has given a brief outcome of the TV discussion which has taken place between Mr. Jaipal Reddy, Former Senior Union Minister, and Mr. Undavalli Arun Kumar, Former Congress M.P. from Rajahmundry. The above news items are very brief. But the TV interview is very lively and worth seeing.

1. తెలంగాణ బిల్లు ఆమోదం పొందలేదు.. రాజ్యాంగబద్ధంగా హెడ్‌కౌంట్‌ జరపలేదు. (Telangana Bill did not receive acceptance of Lok Sabha. Headcount was not conducted as per Constitution).

2. లెక్కించినట్లు స్పీకర్‌ నటించారు.. ఆరోజు బిల్లు ఆమోదానికి తగిన బలం లేదు. (Speaker pretended/acted as if headcount was done. There was not enough strength in the House, for acceptance of the Bill on that day.)

సింపుల్‌ మెజారిటీ కూడా లేదు.. 236 మంది హెడ్‌కౌంట్‌ కుట్ర కాక మరేమిటి? (There was not even a simple majority. The head count of 236 was what, if not conspiracy?)

బిల్లుకు కమల్‌, సుష్మ సిద్ధంగా లేరు.. వారిని ఒప్పించి చెప్పే నేర్పు జైపాల్‌కుంది. (Kamal(Kamalnath) and Sushma (Ms. Sushma Swaraj) were not ready. Shri Jaipal has the skill/talent to convince them).

జైపాల్‌ కూడా ఇలా వ్యవహరిస్తారా.. తప్పు పునరావృతం కాకూడదనే నా పుస్తకం (Should Shri Jaipal Reddy also conduct / transact in this manner? )

జైపాల్‌ రెడ్డి గారూ.. మనసు గాయపరిచి ఉంటే క్షమించండి: ఉండవల్లి (Shri Jaipal Reddy ji, If I have hurt you, pl. pardon me.)
ఆంధ్రప్రదేశ్‌ పునర్వ్యవస్థీకరణ బిల్లు లోక్‌సభలో రాజ్యాంగబద్ధంగా ఆమోదం పొందలేదు.(AP Reorganisation Bill did not receive acceptance of Lok Sabha, as per Constitutional Provisions).
రాజ్యాంగంలోని 367-3 నిబంధన ప్రకారం కూడా హెడ్‌ కౌంట్‌ జరపలేదు. (Head count also was not conducted as per Art. 367-3.)
జైపాల్‌ రెడ్డి సూచన మేరకు అప్పటి స్పీకర్‌ మీరా కుమార్‌ లోక్‌సభలో ‘30... 70’ అంటూ లెక్కించినట్లు నటించారు. (As per the advice of Shri Jaipal Reddy, the then Speaker Ms. Mira Kumar, had acted/pretended the counting '30...70').
ఆ తర్వాత ఆ కౌంటింగ్‌ను కూడా వదిలేశారు. (After that, she has left even the counting).

బిల్లు ఆమోదం పొందిందని నిర్ధరించినా.. ఆమోదం పొందలేదని తేల్చినా మళ్లీ ఉమ్మడి రాష్ట్రం ఏమీ రాదు. అటువంటి ఆలోచన కూడా నాకు లేదు. (I know that, we cannot get back our United State, even if it is confirmed that the bill did not receive the acceptance of Lok Sabha. I have no such thinking/idea.)

అయితే, రాష్ట్ర విభజన సందర్భంగా జరిగిన తప్పులు భవిష్యత్తులో పునరావృతం కాకూడదg. అన్న ఉద్దేశంతోనే నేను వాటిని అక్షరబద్ధం చేశాను. (However, with an intent that the errors/mistakes/irregularities which have taken place during the State's Bifurcation should not recur, I have reproduced them in writing).

Supreme Court, could have, if it wanted to, prevented this unjust cruel bifurcation of United Andhra Pradesh, had it acted in time. Even at the cost of incurring the wrath of Supreme Court for contempt of court, I must say that, Supreme Court declined to intervene, in response to writ petitions filed by aggrieved persons from Residual Andhra Pradesh, For every petition, Supreme Court / High Courts were telling 'too early', 'come later' etc. Now, when the High Courts / Supreme Courts deal with the petitions, they will say "Now, it is fait accompli. Everything is over. We can't turn back the clock etc. etc.". This is the misfortune of people living in Residual Andhra Pradesh. Of course, they are also Indians. They are not aliens.

It is a tradition in India, that the neighbors do not bother about what happens for their fellow-neighbors.

When Alexander invaded India, and trampled on Paurus, one King Ambhi helped Alexander, instead of Paurus. Kings of all other neighborhood kingdoms did not bother. When Greek soldiers were marching tromping on ripe fields, farmers in the neighboring fields went on doing their own chores, unconcerned about what was befelling to their fellow farmers.

In the same way, people of other States did not bother, when Andhra Pradesh Bifurcation Bill was passed (pretended to have been passed) in Lok Sabha, through dubious means, on 18th Feb. 2014, closing its doors, switching off TV cameras, people of other States might have thought that they did not have any concern with it. What they ought to be beware about is: this type of closing Lok Sabha doors, switching off cameras, etc. by joint conspiracies of the Ruling Party (Congress) and the Main Opposition Party (BJP), may recur again. Only thing is, roles may change. Ruling Party may become Opposition Party, and the Opposition Party may become a Ruling Party.

Next turn may come for some other State's bifurcation. Or for some other purpose such as introducing reservation for some caste, or removing reservation for some other caste.

With due respect to Ms. Meera Kumar, I must say that she has not followed minimum principles of democratic governance. Whatever the rules may say, a Speaker has to adhere to a minimum sense of decency, dignity, and propriety. After all, bifurcation of a State is not as simple as cutting an apple or a bread into slices. This is particularly true, when one party is vehemently in favor of it, and another party is against it. It is not that amicable solutions were not available. The truth is, neither the Ruling Party nor the Opposition Party (BJP) were not willing to work out an amicable solution. Because, both of them wanted to curry favour with KCR & Co., and conquer Telangana, claiming themselves as their benefactors. Speaker of Lok Sabha was just a tool.

Since both the Congress and BJP both were supporting the Bifurcation, the Bill could have been passed by following more democratic practices. Considering the seriousness involved in Andhra Pradesh Bifurcation, even voting "Division" is not sufficient, because members cannot express their true intent openly. Secret Ballot alone could have obtained the true majority intent of all the Lok Sabha Members. Leaving aside the crucial question of "oppression of minority" by majority in a house (Lok SabhaMembers belonging to Residual Andhra Pradesh were driven out of the House on that day), at least the FREE CONSENT OF THE REMAINING MEMBERS PRESENT ought to have been obtained in a democratic manner. If the House was not in order that day, Secret Ballot ought to have been conducted next day. Why didn't Ms. Meera Kumar chose a Secret Ballot?

Why did Ms. Meera Kumar prefer a violent method of closing Lok Sabha doors? If Lok Sabha Cameras did not function (Lok Sabha cameras could have shown transparently the proceedings of the House, as to whether they were being conducted in a fair and just manner), why Ms. Meera Kumar could not wait for their setting up right by the Technicians? Lok Sabha might have employed Service Engineers and Technicians for spot repairs. Why didn't she wait?

The people of Residual Andhra Pradesh, the People's Representatives of Residual Andhra Pradesh were also not against Bifurcation, provided it is done in a fair and just manner. KCR & Company has numerous ulterior motives. Actually, they wanted to drive out all the people of Residual Andhra Pradesh from the City of Hyderabad, and buy all the Real Estates of Hyderabad at throw away prices, or occupy the homes vacated by Residual Andhra People who were living in Hyderabad, because it was the State Capital. It is something similar to what has happened in Pakistan in 1947, when Hindus migrated to India (that was a bizarre experience.). KCR does not seem to be doing it now, because the property prices rise has somewhat slowed down, because now Hyderabad will have floating populaation only from 10 Districts. It will take sometime for Hyderabad to recapture recoup its real estate demand and prices. Of course, that will happen, but it will be at a lower scale. Now Hyderabad, will be like Bhopal or Lucknow or Patna. Of course, it will DO GOOD to both the residents of Hyderabad and the people of Telangana. (Yet, I always have a personal feeling that Telangana should be split into two smaller States North Telangana and South Telangana).

Both Congress and BJP National Leaders pampered KCR, with selfish motives. Congress thought that KCR would merge his TRS with their Party after the bifurcation. He gave them a hand. BJP thought that they could make a dent in Telangana. Ms. Sushma Swaraj called herself 'Chinnamma' (younger maternal aunt) of Telangana, with Ms. Sonia Gandhi being the 'peddamma' (elder maternal aunt), of Telangana. Thus Telanana State had the blessings of both the 'peddamma' and 'chinnamma'. And the people of Residual Andhra Pradesh were orphans. ayyO !!!

Mr. Nara Chandra Babu Naidu, the present Chief Minister of Andhra Pradesh, was jubilant, because he was dreaming of the Rs. 5,00,000/- crore (5000 billion Rupees, or about $80 billion) which the Central Government would be giving him for constructing a New Capital for Andhra Pradesh. (It is a different thing, that his dreams have gone haywire, because Mr. Narendra Modi has got full majority in Lok Sabha, and Mr. Nara Chandra Babu Naidu has become a persona non grata in the eyes of BJP).

Mr. Y.S. Jaganmohan Reddy too had his own dreams, after his bitter nightmarish experience at Mahaboobabad Railway Station (also called mAnu kOTa, a castle of Wood), in Warangal District. Notwithstanding strong cases of Quid pro Quo cases against him which are sub-judice, he is instigating people for a Special Status.

We should not forget the role of Mr. Venkaiah Naidu in this sordid drama. In Rajya Sabha, he asked for 10 years Special Status to Andhra Pradesh. Today he says that Special Status is an 'ajAgaLa stanam' (the beard of a goat, which is sometimes erroneously taken as breasts of a goat. Just as a goat's beard cannot yield milk, Special Status also cannot yield benefits. This was true, even at the time of passing of the AP Bifurcation Bill in Lok Sabha. But then, why did Mr. Manmohan Singh promise it? Why did Mr. Venkaiah Naidu support it, asking for 10 years? For this fiasco, and volta face, if Mr. Venkaiah Naidu, has any sense of self-respect, he ought to have resigned and apologised to the people of the Residual Andhra Pradesh. He will not do. People of Residual Andhra Pradesh do not ask him. Instead, they felicitate him.

I wish to reiterate my personal view that the present Residual Andhra Pradesh needs to be divided into three smaller States: 1. North Andhra 2. South Andhra 3. Rayala Sima (if possible + Bellary + North Arcot + Gadwal-Alampur-Wanparty). Else, they will remain backward.

Deccan Chronicle.com has published a news item that English Oxford Dictionary has included an Indian word 'Aiyoh', in its lexicon. The word is a sort of interjection, to indicate despair.

Many people may not know, the word has a Telugu language origin- 'ayyO'. It may be a result of combination of 'ayya + Oh!'. Ayya in Telugu language means = father. This father can be a biological father, or the God himself, who is also regarded as 'Father' globally, in almost all the religions. Thus its intended meaning of despair will be "Oh my God!". The word 'ayyO' might have had a cowherd / shepherd origin. Usually, cowherd / shepherd boys are entrusted to guard their cattle / sheep in fields, hills and dales. When the boys felt lonely or when they find something threatening to themselves or to the cattle/sheep, they call their father loudly 'ayyO' , meaning O father ! Come immediately and rescue us.

There is also a good Telugu film song called 'ayyayyo cEtilo Dabbulu pOyenE ', in the Telugu film kula gOtrAlu. English: Alas! The money in the hands is lost. (In that Telugu film, actor Late Ramana Reddy lost all his money in gambling with playing cards. He was expressing his despair).

About four/five years back, I was searching on the Net for a 'free web-host' sub-domain, who will permit me to use my php scripts. At that time, I have developed a huge data with 25,000 Multiple Choice Questions for Competitive Examinations, with onling answering, and online comparison of marks and results.

At that time, I found such facility was available at a site by name Zymic.Com. While I was registering with them, I was asked to choose a sub-domain name, with NOT LESS THAN FOUR LETTERS. They have reserved all the sub-domains of less than four words for themselves. Hence, Minimum four letters were apparently made compulsory. I have tried several four-letter names of all languages, decent, mediocre, ugly, whatever occurred to my mind. Every request, their software turned down saying 'already booked / Not available'. Finally, in despair, I typed 'ayyo'. It got accepted. It was how, my first sub-domain http://ayyo.zxq.net was born. It was available for some years, free on the net, kind courtesy Zymic.Com. But, one fine morning, I found it disappeared. Probably, the Free-host might have removed it, because of low activity. ayyO !!! = Alas.

Then, I searched for another freehost. I continued the old name "ayyO'. My readers can visit this Multiple Choice Questions page in 1000 Subjects, at Click to go to http://ayyo.x10.mx. Kind courtesy Xhosting.Com. At this sub-domain you can see my Mahabharata Vyasa multi-search, Telugu Verses Search, Thesaurus Search etc., apart from the 25,000 Multiple Choice Questions in 1000 Subjects, using a PHP script. Some of the GK questions need to be updated. Unfortunately, my priorities have changed. But, I hope, someday, I shall update, and add new questions there.

I have, after much search on net, with the help of numerous benefactors who have given suggestions/advice on net, developed a PHP script for development of User-modifiable dictionaries. In the next posts, I shall make available the phpscript for use of all our readers. The php script can be used both online and offline. For offline use, we need an apache2 server with local host. MySQL or SQLite3 or PostGreSql or XML will not be necessary. If my readers wish to have their own online dictionaries, they may need sub-domains / their own websites which permit php scripts.

672 No need for Ms. Smriti Irani to behead herself श्रीमती स्मृति इरानी महाशयी को, अपने शिर को कटवा कर अलग कराने के जैसे कठोर कदम लेना और उस शिर को मायावती महाशयी की पादों के सामने रखने की अवसर ही नहीं आयेगा మహాత్మా స్మృతి ఇరానీ గారికి తన శిరస్సును ఖండించుకుని, దురాత్మా మాయావతి గారి పాదాల వద్ద పెట్టాల్సినంత తీవ్రమైన చర్య తీసుకోవలసిన అవసరం కలగక పోవచ్చు లేండి.


Ms. Smriti Irani need not go to such levels as beheading herself and placing her head at the feet of Ms. Mayawati (Former CM of UP., and B.S.P. Boss). Such dialogues can impress some of our M.Ps who are business magnates, but intellectual illiterates. They may augur well on TV Screens (I had the fortune of viewing Ms. Smriti Irani's Speech dated 24.2.2016 in Lok Sabha, on a TV Screen). The speech shows her histrionic talent, her artistic capabilities, voice modulations, superbly. But such skills and talents can only convince gullible innocent persons who do not have wherewithal to check facts or history or socio-economic realities. Jyothiraditya Sindhia, Congress Leader, who initiated the discussion, also may not really know anything about Late Rohit Vemula, or the socio-economic realities of India. Consequently, Indians will be at the mercy of Indian M.Ps.

श्रीमती स्मृति इरानी महाशयी को, अपने शिर को कटवा कर अलग कराने के जैसे कठोर कदम लेना और उस शिर को मायावती महाशयी की पादों के सामने रखने की अवसर ही नहीं आयेगा। उस तरह के आलाप सल्लाप व्यापार धुरंधर धनाढ्य मगर मेथो निर्बल कुछ माननीय संसद सदस्यों को मंत्र मुग्ध करने में सफल होते होगा, परन्तु, आलोचना शील पौरों पर प्रभावशील नहीं होते। इरानीजी की अभिनय प्रतिभा अत्यंत अभिनंदनीय है। दिनांक २४.२.२०१६, लोक सभा में, इरानीजी से दी गई अद्भुत प्रसंग के टीवी छानॆलों पर देखने की सौभाग्य मुझे भी मिली। उनकी कळा कौशल, आवाज के उतार-चढाव, ठहराव और बहाली, भाषण के वेग नियंत्रण, ये सभी नैपुण्य, कुछ जन्म सिध्ध मिले होगा, कुछ कई सालों के प्रशिक्षण, स्वशिक्षण, साधना, टीवी अभिनेत्री के अनुभव, कई अन्य कारणों से उनकी मिली हुई, के प्रदर्शनों से हम सम्मोहित होने के आवश्यकता नहीं है। अगर भारत जनता , उन अभिनय नैपुण्यों से प्रभावित और सम्मोहित होने के लिये संसिध्ध है, तो कोई भी इस जनता को सुधार नहीं कर सकते हैं। समाज के इतिहास, सांघिक आर्धिक सत्यों को जानने के लिये, जनता और श्रध्धावान बनना और श्रमशील होना पडता है।

మహాత్మా స్మృతి ఇరానీ గారికి తన శిరస్సును ఖండించుకుని, దురాత్మా మాయావతి గారి పాదాల వద్ద పెట్టాల్సినంత తీవ్రమైన చర్య తీసుకోవలసిన అవసరం కలగక పోవచ్చు లేండి. ౨౪.౨.౨౦౧౬ వ తేదీన, లోక్ సభలో శ్రీమతి స్మృతి ఇరానీ గారి హావభావ భరిత ప్రసంగాన్ని , టీవీ ఛానెళ్ళ పై చూసే సౌభాగ్యం ఈ వైబీరావు గాడిద కు కూడ కలిగింది. చూస్తున్నప్పుడు కలిగిన అభిప్రాయం ఏమిటంటే, ఆమె మహా వక్త అయినా, కాకపోయినా, గొప్ప అభినేత్రి. షుమారు ౨౦ సంవత్సరాల టీవి నటి అనుభవం ఉండటం వల్ల, ఆంగ్లం, హిందీ డైలాగులను స్టేజీ పై డెలివరీ చేయటంలో ఆమె గొప్ప పట్టు సాధించింది. తన ప్రసంగం యొక్క వేగాన్ని నియంత్రించుకోటం, అవసరమైనపుడు గొంతును తారానికి తీసుకెళ్ళటం, అవసరం లేనపుడు మంద్రానికి దించటం, ఆగి సభ్యుల ముఖాల వంక చూడటం, ఈనైపుణ్యాలు అన్నీ ఆమెకు కొన్ని జన్మ సిధ్ధంగా వచ్చి ఉండవచ్చు. మరికొన్ని టీవీ ఛానెళ్ళలో శిక్షణ, అనుభవం ద్వారా సంక్రమించి ఉండవచ్చు. కానీ మొత్తం మీద ఆమె ప్రసంగం, కనీసం కొందరైనా లోక్ సభ సభ్యులమీద, టీవీ ఛానెళ్ళను చూస్తున్న కొందరైనా ఆమ్ జనతా పైన కూడ ప్రభావాన్ని చూపటంలో విజయవంతం అయిందనే చెప్పాలి. అయితే మన లోక్ సభ సభ్యులలో పలువురు (పార్టీలకు అతీతంగా) గొప్ప వ్యాపార దురంధరులు, ధనిక చక్రవర్తులు, తత్ఫలితంగా (పలుసందర్భాలలో మనకి లక్ష్మీ సరస్వతులకి మధ్య ఉండే ఈ వైరుధ్యం కనిపిస్తూ ఉంటుంది. ఆమె ఉన్నచోట ఈమె ఉండదు. ఈమె ఉన్నచోట ఆమె ఉండదు. దీని గురించే మనం వేయి పేజీలు వ్రాసుకోవచ్చు. ), వారిలో కొందరైనా (తమలో ఎవరు మేధో నిర్బలులో , ఎవరు కాదో బయట వాళ్ళ ప్రమేయం లేకుండా ఎమ్ పీ లే తేల్చుకోవాలి) మేథో నిర్బలులు, ప్రభావితులు అయ్యాక ఇంకా దుర్బలులు అయ్యే అవకాశం ఉండచ్చు. వారిపై, శ్రీమతి ఇరానీ గారి ప్రసంగం గొప్ప ప్రభావాన్ని చూపచ్చు. లోక్ సభ స్పీకర్ గారు మటుకు తన ముసి ముసి నవ్వులతో, శ్రీమతి ఇరానీ ప్రసంగానికి తన అభినందనలను తెలిపారనే పర్సెప్షన్ నాకు కలిగింది. అది కరెక్టు కాకపోవచ్చు, అనేది వేరే విషయం.

There is a need to discuss in length some of the issues raised by Ms. Irani. Else, there is a risk of at least some innocent common people believing that whatever she said are absolutely true. Many of them are only partial truths. For that, more than a hundred blog posts may be needed. Whenever we get some spare time, we can discuss some of those.

Ms. Smriti Irani has combined several different (sometimes relevant and sometimes irrelevant) issues in her speech. It is a political speech. It has nothing real, to do with Bharat Mata (Mother India).

WHY did Sage Valmiki in his Valmiki Ramayana depict tATaka, SUrpa nakha, and the women guarding Sita in Ashoka Garden as black ugly women with big pangs, big bodies, horns, red eyes, etc.

The so called daemons (rAkshasas, asurAs) were nothing but natives of India. Why did all the three Aryan Epics - Ramayana, Mahabharata, Mahabhagavata, run down Native Indian Women? Were they really ugly? Why Mandodari alone was not depicted as ugly? Was Ravana Aryan or non-Aryan? If Ravana was non-Aryan how could he be described as a "Brahmin" ?

మీరట్ చరిత్ర

ఇక్కడ సింధూ నాగరికత శిథిలాలు కూడ బయట పడ్డాయి. ఇక్కడ అశోకుడు నాటించిన స్థంభ శాసనం యొక్క ముక్క లండన్ మూజియంలో ఉంది. మీరట్ నగరం ఘజ్నీ, ఘోరీ, తైమూరు అందరి చేత కూడా దాడి చేయబడి , తైమూర్ చేతిలో లక్షమంది రాజపుత్రులు తమ తలలను భారత మాతకు సమర్పించిన దివ్య వీర స్థలం. 1857 సిపాయిల తిరుగుబాటు ప్రారంభమయిన పుణ్యభూమి మీరట్. ఆవుకొవ్వు, పందికొవ్వుతో చేసిన తూటాలను నోటితో కొరికటానికి నిరాకరించినందుకు 85 మంది సిపాయిలు 10 ఏళ్ళ కఠిన కారాగారానికి గురియైన ధీర స్థానం. శ్రావణకుమారుడిని దశరధుడు శబ్దభేది విద్యతో పొరపాటున జంతువుగా భ్రమించి బాణమేసి చంపిన ప్రదేశంట.

మీరట్ అభివృధ్ధి



మీరట్ నుండి ఢిల్లీకి రోజుకి 27 జతల రైళ్ళు నడుస్తున్నాయి. ఆంధ్ర ప్రదేశ్ లో సికిందరాబాదుకి గానీ, విజయవాడకి గానీ, విశాఖకి గానీ, ఇలాంటి 27 జతల రైళ్ళు ఉన్నాయా?

మీరట్ జనాభా 14 లక్షలు వేగం గా పెరుగుతున్నది కాని, ఉపాధి కల్పనలో భారత్ లో కిందినుండి పదో స్థానంట. మాల్స్, ఫ్లైవోవర్స్ , అపార్టుమెంటులు వీటినే అభివృధ్ధిగా భావించే వక్ర మేథస్సు కల దేశం కదా ఇది. వీటికి మీరట్ లో కొదువ లేదు. మీరట్ కత్తులకు, కత్తెరలకు ప్రసిధ్ధి. ఈపరిశ్రమ ఇపుడు వెనుకడుగు వేసి ఉండాలి.

మీరట్ లో నేటి సంస్కృతి

అది అలా ఉండగా, గజరాజ్ సింగ్ అనే కాంగ్రెస్ ఎం.ఎల్.ఎ. గారు నగ్మా గారి ముఖాన్ని దగ్గరకు లాక్కొని ముద్దు పెట్టుకున్నాడుట. ఎం.ఎల్.ఎ. గారికి ఎక్కడ కోపం వస్తుందో, తమ విజయావకాశాలను దెబ్బ తీస్తాడేమోనని కాంగ్రెస్ భయపడిందో ఏమిటో ఆ గజేంద్రుడిపై చర్య తీసుకోలేదు. గజేంద్రుడిని విమర్శించటానికి సాహసించిన ప్రమోద్ కాత్యాన్ అనే కాంగ్రెస్ నాయకుడిని పార్టీనుండి బహష్కరించారట.

ఒక సభలో ఆమెను తడమటానికి (గ్రోపింగు) ప్రయత్నించిన ఒక ఆగంతకుడిని ఆమె చెంప పగుల కొట్టిందిట. మరల ఇలా జరిగితే నేను మీరట్ కు రాను అన్నదిట. తన భద్రతకోసం ప్రత్యేక బౌన్సర్లను నియమించుకున్నదట.

విచిత్రమేమిటంటే, ఇవన్నీ అబధ్ధాలే. ఇది ఒక రాజకీయకుట్ర అని ఆమె అంటున్నది.
