Telugu People seem to have fallen from "pan" to "fire". Between 2014 and 2019, they were suffering from the "Leelas" of Mr. Chandra Babu Naidu, the then Chief Minister of Andhra Pradesh. From May 2019, they seem to be suffering from the "Leelas" of today's Chief Minister Mr. Y.S. Jaganmohan Reddy.

Whom we can expect as third force?

Badvel Assembly Bye-election has proved that even in the absence of TDP, and even with the support of Pavan Kalyan's Jana Sena, BJP could not make much impact. BJP is a Hindu-Religious-Sentiment Party. Large number of people in Andhra Pradesh left Hinduism and embraced Christianity and Islam, without disclosing it openly, as they will lose benefits of Constitutional Concessions such as Reservations. Now, there is some synergy between Christian Missionaries and the Y.S. Jaganmohan Reddy Administration. Directly crediting to Bank Accounts, of moneys of Welfare Schemes, make the Voters Slaves of Ruling Party. There is a threat of withdrawal of Welfare benefits, if the Local Administrative Team of Village Secretaries, Sachivalaya Assistants, Village Volunteers, and Sarpanches/Village YSRP Leaders find that any Voter is not likely to vote for the Ruling Party. Mr. Katti Mahesh, a Talented Telugu Actor, a candid and frank Telugu Film Critic, and a Qualified Journalist, is going through a tough phase in his life, because of his courage and convictions. It is not easy to hop from one TV Studio to another TV Studio in Hyderabad, and facing dozens of rebuking questions from Telugu Viewers, for some hours, by and large, with a smiling face is not an easy task. It requires lot of Self-Confidence, which Mr. Mahesh seems to amply possess. But as a well-wisher of Mr. Katti Mahesh, not that he does not know, he seems to be a more knowledgeable, and resourceful person than me, I have a word of caution. There is a Proverb "PramAdO dhImatA api" which means even a wise person can accidentally slip and injure himself. If it is some minor physical injury such as 'a sprain on an ankle', it may be alright. But, in case of words it is not so. Once words slip from the mouth/tongue -now probably- Computer keyboard/Mouse, it will be difficult to back. And, there will be people to chase and hound. Hence I appeal to him, as far as possible, to prepare written statements, show them to his Lawyers and Senior Journalists, get their advice, and then only speak out / tweet. Ex Tempore speaking in ordinary times may not cause much harm, but in testing times, where every TV Viewer and Netizen is too eager to catch a person for his-her faults, the Ex Tempore must be very careful. Else he-she will land themselves in avoidable hardships and hazards.

Question: You seem to be a cynic or a pessimist. Mr. Mahesh is throwing aspersions on everybody in TV Channels. Why do you try to defend him?

Something may be wrong with my eyes or in my thinking. But I must say that Mr. Katti Mahesh appears more reliable to me , when compared to Mr. Pavan Kalyan, and his hundreds of thousands of (some of them gullible or blind, probably) followers, who are chasing Mr. Mahesh.

Mr. Mahesh appears to be like the lonely Abhimanyu, who entered Padma VyUha (Lotus Formation) with great valor, when sent by his Elder Uncle King YudhishThira. Those who are familiar with Kurukshetra war and the Mahabharata Epic, know that Abhimanyu met his tragic end in the Lotus Formation, as he was surrounded by Duryodhana-Dussasana-Karna-Drona Company, disarmed, and killed mercilessly.

Question: Do you think that Katti Mahesh might have been sent into this Lotus Formation by YSRCP Party or Mr. Y.S. Jaganmohan Reddy?

1017 Public Sector Road Transport Corporations in India can sell Advance Bulk Coupon Books of Tickets to increase their Occupancy Ratio

We have seen how Private Airlines in INdia, like KingFisher (More are to follow in getting broken), have not only junked themselves, but have also caused rot in the Indian Public Sector Carriers Air India and Indian Airlines. Similar junking is going to take place in Telecom Sector, and Public Sector BSNL too is going to fall prey to the poaching by Private Sector wallahs like AirTel and Reliance (both blame one another). When it comes to Public Sector State Road Transport Corporations, we have seen how a Private Travel by name Kesineni Travels, and another named Divakar Travels (These are only two. There are numerous other Private Sector Travel Fellows) have through their unhealthy cut-throat-competitive practices have caused incalculable losses to Andhra Pradesh State Road Transport Corporation. This type of State of Affairs of Private Travels making Public Sector Road Transport Corporations is not limited only to Andhra Pradesh and Telangana, and not only to States in India. It is a Universal Practice. It should be for the people of the respective countries and States to oppose such unhealthy practices and save their Roadway Corporations, Railways, Airlines from further bankruptcies and frenzies of Privatisations by the respective Governments.

Our Readers may know that the United Andhra Pradesh State Road Transport Corporation, Hyderabad, used to be for sometime the largest in the World, in terms of Fleet of Buses. The number of Bus Stations it owned and operated at its expense sans any additional charge to passengers, with good facilities to passengers, though may not be upto European or North American Standards, also used to be very large in the world, probably the largest number.

A.P.S.R.T.C has reduced its basic minimum ticket price from Rs. 7 to Rs.5/-

The reduction in price, the Corporation has attributed to the problem of getting small change. Well, we need not find fault with RTC for their decision. They have their own set of field level operational problems. It will also help the APSRTC to improve its Occupancy Ratios, and overcome competition from Autos, Private Buses and Minibuses,

APSRTC and other State RTCs should introduce sale of bulk advance coupon ticket books with counterfoils

While travelling in APSRTC Buses, I have come across many times, passengers giving Rs. 500/- or Rs. 2,000/- notes to Conductors, for buying tickets. The Passengers too have their own set of problems. In India, in Andhra Pradesh digital transactions have not yet picked up. Besides, for low value transactions like purchase of short distance bus tickets, digital transactions are neither convenient nor economical. One suggestion which I can give, is sale of advance ticket coupon books containing 30 / 60 / 100 tickets.

In India, usually, salaries and wages are paid on monthly basis, except in case of agricultural laborers. Whether monthly wages are paid, or daily/weekly wages are paid, people commute to their work places daily. That means every month they will be buying (after deducting 4 Sundays, and some holidays), 25 days x 2 (to and fro) = 50 tickets every month. Many such commuters may not hesitate to purchase bulk ticket books of 30, 50, 60, 100 numbers.

I have given above a simple model of ticket books which can be sold with counterfoils. These tickets may be sold with some discount of say from 3 to 10% as an incentive.

How advance ticket book method will be better than the Cat Cards which APSRTC is issuing at present

Ans: Cat CArds have not solved the problem of the card holders buying their journey tickets in buses. Cat Cards only dealt with the Incentive Problem. Cat card holders also have to give sufficient cash and change to conductors towards fare.

Advance Tickets must be printed on quality security paper with water marks, bar codes, embossed marks etc. etc. to prevent counterfeiting.

How they can be used: Before or immediately boarding the bus, the passenger should write on the ticket in his bulk ticket book, the place where he boarded the bus. Where the passenger is illiterate, he-she can take help from co-passengers. He-she should keep the ticket ready for handing over to conductor, instead of cash.

When a conductor approaches a passenger for ticket, the passenger will give the ticketand retain the counterfoil in the book with him/herself. Conductor will with his ball pen initial on the counterfoil. The Counterfoil book will serve as proof for the passenger. (This procedure of conductor's initialling can be discontinued, if there are no disputes about delivery of tickets.

In case any Traffic Inspectors / Ticket checking flying squads board the bus and carryout a surprise check on passengers, the passengers can show their counterfoil books.

Till bulk advance ticket book sales system becomes popular, existing system of Cash sales of that day's tickets in buses may be continued.

Conductors at the end of the day, submit all the advance tickets collected from passengers, as equivalent of cash, to the Depot Cash Office. They can check the genuineness of tickets on random basis, using some bar code machines, Ultra Violet Ray Machines, and other specially made machines for the purpose. Adhar Numbers on the tickets can also help in tracing out the Passenger's name and address, where needed.

If any counterfeit tickets are encountered, conductors can be given precautions for nabbing the culprits. Where counterfeiting is found to be rampant, conductors can also be given hand-instruments to carry out random checks of tickets, in case of doubts.

The tickets need not be route-specific. But they can be Depot Specific, Region Specific, Zone Specific. In long distance routes, people do not normally travel daily or frequently. Hence advance ticket books will not be popular in long distance routes. The books will be useful only for short distance routes, that means the ticket book issue, and the ticket book usage will often be in the same Depot Area or in the same Region or Zone. That means, verification of genuineness of tickets will be easy at local area levels. If necessary, APSRTC can have a Computer Network (its own dedicated network, or a network linked through Internet), for verifying the genuineness of the Advance Ticket Books, by typing ticket number or book number.

Validity period of the Advance Ticket Books

Normal validity can be: Left over period of current calender year + Forthcoming one calender year. Example: A ticket sold on 1st Dec. 2017 will be valid upto 31st Dec. 2018. A ticket sold on 2nd Jan 2017 will also be valid upto 31st Dec. 2018.

Ans: Late Devi Prasad Roy Chowdhury, very effectively depicted the Triumph of Labor. Labor does not mean only breaking of stones. It can include thousands of activities undertaken by humans, in their ceaseless attempts to fill their bellies. Nobody can measure the value of the sweat of the Laborers, though monetary wages may be paid to them for their toil, influenced by some vague Economic Theories like Demand and Supply theory of Wages, Opportunity Cost theory of Wages, Marginal Productivity Theory of Wages, etc. While this is so when wages are paid, what will be the position if wages are NOT paid for eight months? According to the news reports the drivers, cleaners, mechanics etc. working in the Kesineni Travels have not been paid their wages for the last eight months. They say that they were surviving with the daily allowance being paid when they were going on outdoor duty. Now, that the Travels is closed, that source of subsistence is not available.

First, you justify your analogy of the DPR Chowdhury's sculpture 'Triumph of Labor' and the 'Travels Laborers'.

Ans: The toil of vehicle drivers not only has a historical heritage, but also a mythological heritage.
The adjacent picture shows the plight of Mahabharata Warrior Karna, trying to lift his wheel struck in mud, while facing the arrows of Arjuna. Drivers and cleaner of vehicles, the tires of which are struck in mud, or which are punctured, or there is some sudden failure of engine or there is some broken axle / rear springs (in Telugu language, these are called kamAnu kaTTAs), when they were cruising through in drenching rains or in blistering Sun @48 degrees C., face innumerable hardships. We have to do some sort of 'para kAya pravEsam' [A Telugu / Sanskrit / Hindi phrase for a sort of empathy. para=others. kAya=body. pravESam=enter, entry. Gist: We have to enter into the body(ies) of other persons to know their feelings and experience their hardships (sometimes joys also)]. Till the wheels are pulled out of the mud, or the punctured tyre is replaced, or the broken axle / kamAn kaTTa is replaced, their slogging will be LIMITLESS. Though not identical to, the exertions of the drivers, cleaners and mechanics, can be compared to the sweat of the Laborers in the DP Roy Chowdhury's sculpture 'Triumph of Labor'. When the vehicle starts cruising again, their pains will get gradually reduced, and at the end of the day, they return home with their 'triumphs' in memories.

But the above is the story of PAID WORKERS. What will be the misery of the workers who are denied their wages for their slogging of eight months?

SOME IMMEDIATE SOLUTION

It appears that in Andhra Pradesh, or in India, the Labor Dept. Govt. Officials, or Govt. Officials of any other Departments do not seem to have powers to conduct an immediate search of the Business Premises of the Employers who default on wages / who close their businesses. (There may be some forgotten Sections of Law, never implemented by the Government Officials).
If required, the Government of Andhra Pradesh immediately issue an Ordinance signed by the Governor, empowering Govt. Officials to search and seize cash / movables / vehicles in the closed business premises of the Employer. The Ordinance should also have provision for confiscating the Employer's Personal Properties. Workers' Wages cannot wait for the Liquidation of Companies under Indian Companies Act by High Courts, and for appointment of Official Receivers / Assignees / Liquidators. Pledgees / Hyphothecatees / mortgagees should be forced to sell the assets in their charge / under their possession, and pay the Workers Wages immediately.

All the things seized should be immediately sold in Open Public Auction by giving just three days notice to the Employer. Proceeds of the Auction should be paid to the Workers immediately.

Under no circumstances, laborers should be made to wait for the outcome of Court suits and judgements.

LONG TERM, PREVENTIVE SOLUTION

For this also, we have to amend labor laws. At the beginning of the month, an Employer should calculate the wages he will be liable to pay the Workers for the ensuing month, and should deposit the money so calculated in an Escrow Account with a Bank opened for the purpose. The Bank should not allow the amounts in that account to be withdrawn for any other purpose. At the end of the month, the Employer can issue cheques / issue Account Transfer instructions for payment of wages, by credit to the personal accounts of the employees. If this procedure is followed, why will wages accumulate for eight months?

For knowing this, why does Mr. Chandra Babu Naidu, Chief Minister of Andhra Pradesh require a KAIZEN APP? HOW IS IT THAT: A Great self-declared EXPERIENCED GREAT-Administrator like Mr. Nara Chandra Babu Naidu, did not know about the default committed in payment of wages by his own Member of Parliament. Mr. Naidu is not legendary Dhritarashtra, nor Mr. Nani is Dhritarashtra's son Duryodhana. What were the Transport Minister, Transport Secretaries, Labor Secretaries, CMO, IAS/IPS Officers doing? At least they ought to have gathered information about defaults in payment of wages, and reported to their boss!!!

Like demonetization, dozens of factors have to be taken into consideration, while drawing a scheme which is to benefit truly suffering farmers. Mr. Narendra Modi, in his hurry to win the Uttara Pradesh and Uttara Khand elections 2017 forgot to do his homework.

Chief Minister of A.P. deserves gratitude of the people for starting the pumping of Pattisam Godavari waters and channelising them to the Polavaram Right Canal. Let us hope that he will divert only flood waters, and will not hurt the Godavari Delta farmers in the downstream of Dhavaleswaram Barrage.

I apologise for the interregnum in our blog posts, as I could not spare time owing to some family compulsions, and livelihood compulsions. I have used this interregnum to introspect on the justification of what I am writing, with a view to estimate whether I am doing something good / bad / nothing to the society. I felt that my writings contain an admixture of all these. Someday, I hope to clearly identify bad writings and remove them or modify them as necessary.

KRISHNA river waters are already under fierce disputes with up-stream States. It is subject to various awards like Bachavat Tribunal, and Court judgements. It is still sub judice. It will, therefore, not be prudent to mix up Godavari and Krishna Waters, and complicate the disputes. Upper States will use the opportunity to reduce the share of Residual Andhra Pradesh in Krishna Waters. A.P. Government has promised to divert the Godavari Waters only when there are floods, and to prevent the Godavari flood waters from going waste into Bay of Bengal. If that is the case, Godavari and Krishna Waters should not be mixed up and allow the disputes to get complicated. Separate emergency pipelines and aquiducts should be built to directly link the Polavaram Right Canal with the Prakasam Barrage Eastern Main Canal and Western Main Canals. An aquiduct /pipeline should be built on Krishna River across Prakasam Barrage / Kanakadurga Varadhi bridge to transport water over the Krishna River and move them to the South.

In this manner, Godavari water can be used in South only when there are emergency drought situations and flood situations. They should not be taken for granted and become a part of Inter State River Water Disputes.

565 Does the Governor of Residual Andhra Pradesh talk to the Governor of Telangana? क्या शेषांध्र प्रदेश राज्य के राज्यपाल, तॆलगाण राज्यपाल से बात किया या नहींं ? శేషాంధ్ర ప్రదేశ్ గవర్నర్ గారు, తెలంగాణ గవర్నర్ తో మాట్లాడారా లేదా ?

When the United Andhra Pradesh State was divided, the Central Government appointed a common Governor for both the States of Residual Andhra Pradesh and Telangana. The objective behind having a common Governor appears to be that he will co-ordinate and solve the nascent problems arising from a forced Caesarian surgery performed both by the top surgeons of the BJP and the Congress Parties, with the co-operation of Regional Parties who enjoyed to remain as mute spectators to the butchery in Lok Sabha.

Unfortunately, the common Governor of Andhra Pradesh and Telangana States, Mr. Narasimhan, disappointed the people of the State of Andhra Pradesh, by remaining a silent spectator to the nefarious activities of the TRS Party leaders, Cabinet and the Telangana State Bureaucrats, under servitude to the KCR & Co. ie. the family of K. Chandrasekhara Rao, his son Shri K. Tarakarama Rao, his nephew Shri Harish Rao, (all the three Ministers in Telangana) and Ms. Kavitha, M.P., and daughter of Shri KCR.

अचानक, आंध्र प्रदेश के राज्य पाल श्री नरसिंहन महोदय, आंध्र प्रदेश के जनता को रक्षण करने में विफल हो गये और लोगों को निराश दिये। टीआरऎस् पार्टी के, तॆलंगाणा राज्य के मुख्यमंत्री, मंत्रिवर्ग, उनके दासीभूत अधिकारी सब के अनुचित कार्यों को आंध्र प्रदेश राज्य पाल मूक और हक्का-बक्का रह गये। इस कारण से तॆलंगाणा के मुख्यमंत्री, मंत्रिवर्ग, उनके दासीभूत अधिकारीयों को और ज्यादा हिम्मत मिल गया, गवर्नर को वे अपने आदमी समझने लगे, और शोचने लगे कि अपने कार्यो को उचित या अनुचित, राज्यपाल साहॆब को पता चलने के बाद भी वे खामोश रहेगा। इसमें गुंजाइश नहीं है कि, राज्यपाल दोनों राज्यों के मध्य तटस्थ ही रहना चाहिए। लेकिन, यह भी जरूरत है कि, जब एक राज्य दूसरे राज्य को तंग कर रहे है, तब वें उस उत्पीडन को कम करने के लिये, बाधित राज्य को उपशणन दिलाने के लिये, और न्याय स्थापन करने के लिये कोशिश करना चाहिए। बाधितों को ' चाहे तो आप अदालत के पास जाइये, ' ऐसे बात वे नहीं कहना चाहिए। अदालत को जाने के विषय बाधितों को मालूम है । लेकिन वह काम हर रोज वें नहीं कर सकते। रोज अदालत आना, न्याय स्थान भी उचित नहीं मानेगा। कोर्ट को जाना , अवश्य होगा जब जरूरत है तब, लेकिन वह लास्ट रिसार्ट, आखरी परिष्कार, पहली परिष्कार नहीं होगा।

Andhra Pradesh is experiencing extreme financial difficulties because all the VAT is remitted in Hyderabad, by Corporates who have their trading branches, dealers and distributors in both the States of Telangana and Andhra Pradesh. This problem is likely to continue for another 5/10 years, till the 23 District floating population of HYderabad City gets reduced to 13 District floating population, till the semi wholesale and retail dealers of RAP start going to their new market Distribution point City, may be Vijayawada, till all the Corporates open their State level Distribution Offices in Vijayawada, Kurnool/Tirupati or Visakhapatnam. Actually the A.P. Bifurcation Act 2014 should have provided for a share in VAT collected at Hyderabad, to Residual A.P. for at least five years. The blind top leaders of Congress and BJP who DROVE THE DIVISION PROCESS IN LOK SABHA did not bother about this requirement. A.P. Governor Mr. Narasimhan should have brought this to the notice of the Central Government and tried his best to get some funds support for AP State from the Centre. The Governor of A.P. does not appear to have DONE anything about this, though he may be drawing his salary and Raj Bhavan expenses from both the States.

PEOPLE of Residual Andhra Pradesh will not like to blame the Governor for omissions and commissions, provided he has done and is doing what MUST BE DONE. If he has done, what must have been done, we welcome our State's Governor to keep details of his efforts on Rajbhavan Website.

Telangana Government has unilaterally relieved many employees in APGENCO, refusing to pay their salaries, and pushing them into a triSanku-Heaven. Governor should have intervened, but he has not interevened, apparently.

There are numerous such instances, where Governor of Andhra Pradesh failed to discharge his duties, conscientiously. One such latest example is, the Chief Secretary of Telangana State insulted a D.I.G. working in an Institution common to both the States. The Telangana State unilaterally changed the name of the common Police Training Police Academy (APPA).

Potti Sriramulu Telugu University, Hyderabad, till alternative final division arrangements are made has a duty to support its branches in Residual Andhra Pradesh. But it is refusing. Governor again seems to prefer remain dumb or deaf.

If Governor has felt that he cannot do justice to both the States (after exhausting all his avenues to do justice), then his option would have been to resign AS GOVERNOR FOR ONE STATE, IE. THE BELEAGURED STATE OF ANDHRA PRADESH. By doing that he would have earned great respect from people, and also retained his self-respect in tact, though he might have been branded as inefficient and inflexible.

How long this should go on! It will be better to become a divorcee or a widow, rather than depending on a husband who is not conscious of his role!

Who will be next Nadendla Bhaskara Rao or Chandra Babu Naidu, to stab KCR? History tends to repeat, unless leaders and people correct themselves. నాయకులు, ప్రజలు తమని తాము సరిదిద్దుకోకపోతే, చరిత్ర పునరావృత్తమవుతూ ఉంటుంది. Two stabbings which Chief Ministers of Andhra Pradesh saw. ఉమ్మడి రాష్ట్రం, రెండు వెన్ను పోట్లను చవిచూచింది.:--

1. One stabbing by Shri Nadendla Bhaskara Rao. మొదటి వెన్నుపోటు శ్రీనాదెండ్ల భాస్కర రావు చేత చేయబడింది. This was done to Late N.T. Rama Rao the 1983 C.M., by Shri Nadendla Bhaskara Rao, with the help of the Governor, Shri Ramlal. ఇది అప్పటి గవర్నర్ శ్రీ రామ్ లాల్ గారి సహాయంతో, శ్రీ నాదెండ్ల భాస్కరరావు చేసింది. భాధితుడు స్వర్గీయ ఎన్ టీ ఆర్. Shri Chandra Babu Naidu was the younger son-in-law of NTR, and was in the bandwagon of NTR, running the circus in his tent. Nadendla Bhaskara Rao and Ramlal were made to appear as villains, and Late Indira Gandhi had to correct it.

2. The second stabbing, within a decade, was by Mr. Chandra Babu Naidu himself. He politically stabbed his father-in-law NTR, by luring MLAs (with or without money and ministerial positions), and succeeded in displacing him. This time, there was no Indira Gandhi to save NTR. NTR was left in the lurch, and finally he succcumbed either to his misery and broken heart. Mr. Chandra Babu Naidu appeared like a villain, yet, people elected him twice in spite of the stabbing stains.

3. In 2004, Mr. Y.S. Rajasekhara Reddy succeeded Mr. Chandra Babu Naidu, by making and fulfilling a nearly impossible promise of free power to agricultural wells. Ms. Sonia Gandhi's 2004 promise of giving a Telangana might have helped Congress in 2004. In 2009, Mr. Rajasekhar Reddy not only successfully swam the elections, but also helped the Congress and UPA's success to reach the throne of Delhi.

4. Political stabbing is the culture both in Telangana and Andhra Pradesh. Like eclipses, solstices, equinoxes, p_stabs also repeat in periodical cycles, a la the booms and troughs in Stock Exchanges. Had he been alive, Mr. Rajasekhara Reddy too might have suffered a p_stab, but instead a helicopter-mishap took him away to some non-existing heaven/hell.

5. But the cycle of p_stabs cannot remain dormant for ever. Though Mr. KCR seems to have been seated firmly in his Chief Ministerial throne, with his son KTR, nephew Harish Rao, daughter Kavita weaving chamarams (a fan made of the fur of an Indian animal called 'chamara' used in king's courts, to wave, blow wind and sway air at kings in luxury when electric fans were not in vogue) by his side. But the p_stabs can't wait. The safer and dictatorial a ruler may appear, yet he may be equally vulnerable.

We have to wait and see, who the political villain in Telangana is going to be.

RESIDUAL ANDHRA PRADESH

Though India's Attorney-General is reported to have opined that Governor of Andhra Pradesh can police the Hyderabad City (the Common Capital of Telangana and RAP), under Section 8 of A.P. Bifurcation Act, with the help of his advisors, it is likely that Governor may do some 'action' scenes, a la in Bollywood and Tollywood films. This is because he has no inclination, or time to do full justice to Residual Andhra Pradesh. Though he can call the DGPs of both the States and advise them on what they may or what they may not do in Hyderabad, it is very likely that none of them will listen to it.

This is because DGPs of the two States will want to be disobedient to the Head of the State, but because it goes against the the Principle of Unity of Command, in Management Science. To elucidate, DGP of Telangana will not like to take conflicting orders from Governor, and the Chief Minister of Telangana. They will prefer to comply only with the orders of KCR-KTR-Harish-Kavita, and not the orders of Guv.

What the Guv can do then? He has already said that Lord Venkateswara (God of TTD, Tirumala) will resolve the disputes between the two States. One question which arises is, if God Venkateswara is going to resolve the problems, Lord can be made the Governor. Why pay salary to a lower individual?

KCR & Co. will not listen to anybody, the Governor, the Attorney General, the Home Ministry, or even the PM. He has already said that even Brahma cannot save Mr. Naidu. Besides, Mr. KCR has already prayed Lord Lakshmi Narasimha at Yadagirigutta.

Suppose, if Mr. KCR's Govt. decides to arrests Mr. Chandra Babu Naidu, and the DGP of Telangana goes to comply with his CM's orders, Governor will not probably ask the DGP, Telangana to restrain himself. Even if he tells, DGP, Telangana may not listen. On the other hand, Mr. Chandra Babu Naidu may instruct DPG, Andhra Pradesh to arrange an AP Police cordon around him.

Probably Residual Andhra Pradesh may need another Panner Selvam (the Acting Chief Minister of Tamil Nadu, when Ms. Jayalalithaa was arrested and in jail), to act as C.M. of A.P., till such a time Mr. Chandra Babu Naidu gets a bail. Will this Panner Selvam's role be donned by Mr. Lokesh, or by Mr. Balakrishna through his proxy Lokesh, or by Mr. Enamala Ramakrishnudu?

PM Narendra Modi is said to be reluctant to intervene in Andhra CM N Chandrababu Naidu's favour although Telugu Desam Party is a member of NDA and has two ministers in the Modi government. ..."

DIVIDE AND RULE

East India Company and the British Monarchy ruled India, by dividing people into Hindus, Muslims, Sikhs, Buddhists, Jains etc. This is what is called "Divide and Rule". The All India Parties Congress and BJP are also doing the samething in Telangana and Residual A.P. Congress and BJP divided the Telugu speaking people to attain their own political ends of setting their foot in Telangana. This is the Divide and Rule of the 21st Century.

Most heinous day in Lok Sabha

People of Residual Andhra Pradesh (RAP) never believed that All India parties BJP and Congress will be impartial, and take the side of justice, in each instance. This truth has already been proved when BJP and Congress got the Andhra Pradesh Bifurcation Bill accepted in Lok Sabha in a most heinous manner, stopping the Lok Sabha TV channel, physically attacking the MPs of RAP. After that, through the proxy of Mr. Venkaiah Naidu, making false and impossible promises of conferring Special Status to RAP, BJP and Congress have got the A.P. Bifurcation Bill passed in Rajaya Sabha. Mr. Narendra Modi, the present Prime Minister was a Prime Ministerial candidate for the 2014 Election, and was in a commanding position in the BJP Central Committee. He cannot feign ignorance.

Mr. Narendra Modi visited RAP in 2014 elections, shed crocodile tears, showered several promises, and showed heaven on the palms of the RAP voters. It will, therefore, be Mr. Modi's duty to fulfil all those promises, making Residual Andhra Pradesh an equal State among the 29 States of India. We need not remind him of this ethical duty, as he is being publicised in the world as a Top World leader, having lifted India from a morass created by the 60 years of Congress rule.

The Congress got reduced to less than 40 seats in Lok Sabha, and lost deposits in all the Assembly and Lok Sabha seats of RAP (except two of Botsa family where he got deposit. Now he shifted to YSRCP). The People of RAP cannot expect any justice or support from them. Besides considering the past injustice done by Congress, people of RAP can never trust the Congress. The trust now rests with BJP, which BJP cannot breach.

Very few people in Residual Andhra Pradesh are left, who are not hurt by the abusive words and enmical methods of KCR & Co. There were reports that he did not spare even the then PM Mr. Manmohan Singh and called him a 'sannAsi' (a useless mendicant). Latest to be abused as 'sannAsi' by the abusive mouth of KCR, is Mr. Devineni Umamaheswara Rao, Irrigation Minister of A.P.

The misfortune and serious omission of the people of Andhra Pradesh is they have elected Mr. Chandra Babu Naidu as CM (2014 Elections), Y.S. Jaganmohyan Reddy as Opposition Leader (YSRCP is No. 2 in the aggregated No. of votes secured, behind by TDP just by 500,000 votes). Just as a lamb trusts the butcher, the People of A.P. are trusting their leaders. Now, the people of RAP are getting mashed and pounded owing to the rotten politics of Mr. Chandra Babu Naidu and Mr. Jaganmohana Reddy. Of course, the people who sow calotropis and datoora seeds cannot expect to reap harvests of mango and orange fruits. The People deserve the Government and leaders they elect.

It may be true that Mr. Chandra Babu Naidu and Mr. Jaganmohan Reddy are utter corrupt. There may be no need for the Centre to heed to or believe everything they represent. But yet for the faults of Mr. Naidu and Mr. Jagan, people of RAP should not be allowed to be ill-trated by KCR & Co., and the Telangana Govt. If Union Government ignores the evil actions of the TRS Government in Telangana, and allows them to continue with their malicious actions, the Central Government will be guilty of contributive negligence in the injustice to the People of A.P. After, the people of Residual A.P. may be people accursed by Congress and BJP, but definitely the people of RAP are not wicked.

As Governor of Andhra Pradesh, entrusted with special responsibilities u/s 8 of the Bifurcation Act, there is little justice, which has been administered by Mr. Narasimhan. Even before the bifurcation of Andhra Pradesh, he used to revolve around the residence of Ms. Sonia Gandhi, and after BJP came into power, he started revolving around the new BJP rulers. In the process, he has been ensuring that he gets all the benefits of the Governor's post. Leaving alone adminstering justice, there are at least no semblances of his examining what is justice and what is not justice. Adage goes that Justice should not only be done, but also appear to have been done. Here, justice is neither done nor made to appear to be, being done. This unconcernedness, he seems to have imbued from his masters, Mr. Narendra Modi the new PM, Mr. Rajnath Singh, the new Home Minister.

It is unnecessary and irrelevant for the people of Residual Andhra Pradesh, to unduly worry about what animosities exist among KCR & Co., Chandra Babu Naidu and Jaganmohan Reddy. Their corruption is more crucial, than their animosities. If Chandra Babu Naidu and Jaganmohan Reddy have indulged in rampant corruption, the Centre will be free to use the services of CBI to investigate and prosecute them, if there are reasonable circumstances and evidence. But Centre cannot entrust this work to Mr. K. Chandrasekhara Rao, who seems to have a personal grudge against Mr. Naidu, apart from an incorrigible and irreparable hatred towards the people of the Residual A.P.

Some large scale corruption might have already taken place in the selection and declaration of the new Capital for Residual A.P. (Centre acquiesced to Chandra Babu Naidu's idiosyncracies.). Corruption might have started in the construction of the new Capital for RAP. But what is the use of appointing Commissions of Enquiry after corruption takes place? Preventive vigilance and secret investigations are more important to check before the pilferage takes place. Water which has already left the dam, cannot be brought back into the reservoir, without disproportionately large expenses, and elaborate procedures. Centre should wake up before it is too late. Even for the welfare of Mr. Chandra Babu Naidu, ministers close to him, Mr. Jaganmohan Reddy, bureaucrats eveready to be stooges of those in power, without bothering into legalities and illegalities of their actions, this preventive vigilance and investigations are necessary. It will be better for Mr. Naidu and Mr. Jaganmohan Reddy to realise that lives filled with honesty and peace will be more fulfilling and intrinsically satisfying than millions and billions of bucks. Their Art of Living Gurus Ravi Sankar and Jhaggi Vasudev ought to have drilled this hard truth into the psyches of Mr. Naidu, his heir Mr. Lokesh, and Mr. Reddy.

It is the duty of the Central Government to liberate the people of Residual Andhra Pradesh from the hells being created by KCR & Co. If the Central Government is unable to identify them or perceive them, it can initiate a Survey to collect facts. Leaders may lie, but facts do not lie. It will be the trait of good administrators to foresee the things to come not only in the short term, but also in medium and long term, meet them half-way ahead, and solve them in advance. It will not be prudent to wait till things to degenerate to irreparable levels.

The Congress and BJP have already jointly created 21c Pakisthan in Telangana and handed it over to KCR & Co. on a golden plater. OK, Ms. Sonia Gandhi and Rahul Gandhi, the then Congress rulers were fools. But, where is the wisdom of the new Emperor of BJP? Does BJP want Residual Andhra Pradesh to become a 21c Bangla Desh? Doesn't BJP have any duty, at least ethical duty, to inquire into what the people of Residual Andhra Pradesh are thinking about them?


Question प्रश्न ప్రశ్న Why do you find fault with the Respectable PM, Home Minister and Governor? Suggest solutions, in a straightforward manner.

There is a dire imperative to introduce President's Rule in both the States of Telangana and Andhra Pradesh. Center should build a new low-cost, simple Capital for Residual A.P. Center should shift all the Offices of RAP , to the new Capital in RAP. The people of RAP, howsoever impoverished they may be, should live like the people of Andhra Pradesh, and not as prisoners, a la the people of Singapore. It is better to live on jowar spill-overs in a field as a free bird, rather than bite cashew bits imprisoned in a golden cage. After all the Offices of the RAP are duly shifted to the new Capital of RAP, the Centre can, restore both the State Governments to their full Federal Powers. Then, the people of Telangana State will be free to entrust their reigns to KCR & Co. or Dattatreya & Kishan Company, or some others. About that the people of RAP will not have any objections.

2. All the projects on the Krishna River, preferably all projects on all Rivers in all States of India, should be taken over by the Government of India both for maintenance and control. Once water is released, the respective State Governments can take care of maintenance of the Canals. Centre cannot shrug its shoulders and say that Irrigation is a State subject! If Centre can take up small things like Yoga and Suryanamaskars in schools, why should it hesitate to control a major resource like Rivers, which has all the required explosive potential for inter State wars. These things, stooge Governors cannot attend to. If required, the Central Govt. should amend the Constitution. If the Central Government neglects to undertake this primary preventive job, then it will have a future undaunting task of inter-State Police battles at Dams.

Mr. Chandra Babu Naidu, Chief Minister of Andhra Pradesh State, India, met Mr. Bill Gates at  W.E.O. Davos meet 2015, and said that Mr. Bill Gates was his friend, and a narrated his first encounter with him of some years back.  Ok.  Welcome.

चंंद्र बाबू नायुडु , आंध्र प्रदेश के मुख्य मंत्रीजी , मैक्रोसाफ्ट उद्योगपती , दुनिया के नंबर १ अमीरी आदमी, बिल गेट्स, को दावोस डब्ल्बयू . ई. सी. सभा में मिला, और पत्रकारों से बोला  -- बिल गेट्स मेरा दोस्त है, और महानू बाबू साहॆब ने बिल गेट्स से अपने प्रथम समागम के कहानी सूनाया।  ओके, स्वागत है।

There is a custom in some villages of their residents calling one another with relationship names like brothers, brother-in-laws, sisters, sister-in-laws, mothers, mother-in-laws, aunts, uncles, what not.

कुछ गावोँ में एक पारंपरिक संप्रदाय है-- उनके निवासी एक दूसरों को संबंधित रिस्तों से बोलकर बात करना।  भाइ, बहन, दीदी, साला, काका, जैसे।

Two persons of the same village, who are in the habit of calling one another 'brother-in-law' (may have been actual marital related brothers-in-law, or may not have been), went to a brinjal garden owned by one of the  two.   Seeing the tempting brinjals hanging to the plants, one man said that the brinjals were very good.  The other person owning the garden sensed that the appreciation was intended to ask for some brinjals to carry home.   Immediately, the owner of the garden quipped:  'You can be a brother-in-law anywhere, but not in a brinjal garden.'   The implication is, you cannot have the brinjals gratis (free, gift), and that they should be paid for.

Now, how this proverb can be applied to Mr. Chandra Babu Naidu and Mr. Bill Gates?

Mr. Bill Gates is apparently not only the richest person in the world, but also has also made some facade of being a great Charitable person, claiming to donate some billions to this cause or that cause, and also asking other industrialists to contribute a percentage of their wealth to Charity.  He was also reported to have offered a grant of US$ 100 million to Andhra Pradesh for some noble purpose.  I do not know whether the funds were actually received and properly applied for that noble purpose or not.

Now, we shall examine the question:  Who needs whom?  किसको कौन होना  ?  किस को किस से काम है?  ఎవరికి ఎవరు కావాలి?  ఎవరికి ఎవరితో పని ఉంది?

Very simple.   Andhra Pradesh Government has launched a massive programme of E Governance.  It has hundreds of thousands of computer systems in its Secretariat, Assembly, Offices, Schools, Hospitals, numerous institutions, most of which use Windows Operating System.   I believe that all of them use genuine (not pirated)  Windows O.S., paying millions of bucks indirectly to microsoft, as a part of the price of the computers to the computer-makers and the Original Equipment Manufacturers.   Many of these systems may be using Windows XP version, which Microsoft discontinued to support.

Now, Mr. Chandra Babu Naidu should ask his pal Mr. Gates for free updates to Windows 10, to all the Computer Systems installed in the Andhra Pradesh Government Departments, Institutions.

I am sure, Mr. Bill Gates will not agree.  Reason:  Anywhere a brother-in-law, but not in a brinjal garden.

Mr. Chandra Babu Naidu, if he has any courage of convictions, should go for Open Source Operating Systems based on Unix and Linux, such as Ubuntu, Linux Mint, Fedora, etc. etc. , most of which are free and are available including SOURCE CODE.  That means the linux based OS's can be customised and tailor made by the software experts employed by the Government to suit the needs of the poor of Andhra Pradesh.

Besides, Unix based systems are very secure, both from the point of view of viruses, and stealing of passwords-data-funds.   Everybody politician and bureaucrat steering Andhra Pradesh may not know the vulnerabilities of Windows OS and the sufferings of the using Government Departments and Organisations, owing to the prevailing gross ignorance about the merits and availability of Linux among our bureaucrats and politicians.

No need of begging Mr. Bill Gates.  Mr. Bill Gate's friendliness to Mr. Chandra Babu is a part of the marketing strategies of Bill Gates and Microsoft.  There is no true comradery.

मेरे विनम्र विचार में दक्षिण विजयपुरी (नागार्जुनसागर), माचर्ला, दॊनकॊंडा त्रिभुज आंध्रप्रदेश राजधानी के लिये समुचित होगा। In my humble opinion, Dakshina Vijayapuri (Nagarjuna Sagar South ank)-Macharla-Donakonda- triangle will be an ideal location for A.P. State Capital. మత్చింతనా జనిత వినమ్రాభిప్రాయం ఏమిటంటే, దక్షిణ విజయపురి మాచర్ల దొనకొండ త్రిభుజం ఆంధ్రప్రదేశ్ రాజధానిగా ఆదర్శప్రాయం గా ఉంటుంది.

Instead of from irrigation canal, we can draw drinking water from any point on the river bank between Nagarjuna Sagar Dam and upstream Boat Launch Station for going to Nagarjuna konda, 8km up-from-dam. దక్షిణ విజయపురి నుండి మాచర్ల వరకు, దొనకొండ వరకు బోలెడు కంప తప్ప పెద్ద చెట్లు లేని, వ్యవసాయానికి పనికిరాని బోలెడంత ప్రభుత్వ అటవీ వేస్ట్ లాండు ఉన్నది. ఈభూమిని మనం తీసుకుంటే కేంద్ర అటవీ శాఖ వాళ్ళుకూడ ఆనందించాలి. From South Vijayapuri to Macharla, from S. Vijayapuri to Donakonda, there is lot of Govt. denuded forest wasteland on which there are no large trees, except thorny bushes and snake pits, and which is not arable. If we take this land, even the Union Environmental and Forest Ministry should be happy. विजयपुरी से माचर्ला तक (पूरब), विजयपुरी से दॊनकॊंडा तक (दक्षिण दिशा), काफी मात्रा में मरुभूमी (ऊसर भूमी) है। इस में कांटेदार झाडियों शिवा , बडे पेड नहीँ हैँ। कृषी योग्य नहीँ है। इस जमीन को हम लिये तो, आक्षेप करने वाला कोई नहीँ रहते।

२. अंतर्जातीय हवाई अड्डा निर्माण करके, नागार्जुन कॊंडा को बुध्धिस्ट टूरिस्ट सॆंटर के रूप में विकास कर सकते. We can build an International Airport and develop Nagarjuna Konda into a great Buddhist Tourist Center. మనం ఒక అంతర్జాతీయ విమానాశ్రయాన్ని నిర్మించుకుని, నాగార్జున కొండ అమరావతి నదీ తీర ప్రాంతాలను గొప్ప బుధ్ధిస్టు యాత్రా కేంద్రాలుగా మలచు కోవచ్చు.

మాచర్ల తెలంగాణ కు మరీ దగ్గరగా ఉంటుందని శివరామ కృష్ణన్ కమీటీ అభ్యంతరం పెట్టటం అర్ధంలేనిది. తెలంగాణ దగ్గరలో ఉంటే ఏమవుతుంది? माचर्ल तॆलंगाणा को नजदीक रहने को शिवरामकृष्णन कमीटी आपत्ती मानना समुचित नहीं है। उस में कुछ नुक्सान नहीं होता। There is no justification for Sivaramarishnan Committee to overrule Macharla, on the ground that it is nearer to Telangana. Mr. Narendra Modi knew that Ms. Sushma Swaraj, the then BJP leader in Lok Sabha called her self Chinnamma (younger aunt) of Telangana, conceding that Ms. Sonia Gandhi was the peddamma (elder aunt) of Telangana. Now, that she has received her External Affairs Ministry, Ms. Sushma Swaraj will not be interested at least in Telangana, not to speak of Andhra Pradesh in which she was never interested.

Assuming that Congress was dirty, and BJP was Mr. Clean in pursuing Telangana, things ought to have changed after BJP conquered the throne at the Center.

But Mr. K. Chandra Sekhar Rao (KCR) is continuing his tirade against the common people of Residual Andhra Pradesh, by creating hurdles to common people. The best example for Mr. KCR's cruel behavior can be seen in his defining that those who were living in Hyderabad before 1956 alone were the citizens of Telangana, and that others were not! This is against the very concept of one-ness of India.

Everyday Mr. KCR, his son KTR and nephew Harish Rao, abuse Andhra Pradesh in some way or other, creating hatred between the common innocent people of the two areas.

Mr. Narendra Modi, our beloved Prime Minister is going to spend his time abroad, flying and flying.

Governor Mr. Narasimhan does not correct KCR & Co. Home Minister Mr. Rajanath Singh does not correct KCR & Co. Secretary of MHA, Mr. Anil Goswamy does not want even to listen. He, and the Urban Affairs Minister Mr. Venkaiah Naidu say that both the CMs have to discuss and settle between themselves. President of India visited Hyderabad. We can easily guess he had enjoyed his visit to Hyderbad, overlooking what was, has been, and is happening between both the Governments.






Delhiwala BJP and Congress took great interest in dissecting Andhra Pradesh before election. Now, they want to sleep peacefully, when people of the two regions clash. Why? Do the Delhiwala BJP and Congress desire to wait till a Muzaffarnagar type of thing happens in Hyderabad?






KCR & Co is in a hurry. They do not know history of Telangana, Rayala Seema, Coastal Andhra, or even India.

Acharya Ranga was one of the pioneers of movements of agriculturists in India. In 1921, he organised All India Kisan Mahasabha (Farmers' Conference and Movement) at Palasa, Kasibugga, in Srikakulam Dt., along with Swami Sahajananda Saraswati, a great farmers' leaderand freedom fighter from Bihar.

आचार्य रंगा, भारत के, किसान मूवमॆंट स्थापकों में एक थे। उनहोंने १९२१में श्रीकाकुलं जिले, पलासा काशीबुग्गा में प्रथम किसान महासभा को प्रबंध किये थे। उस में प्रमुख स्वतंत्रता सेनानि और किसान आंदोलन निर्माता स्वामी सहजानंद सरस्वतीजी भी भाग लिये थे।

One merit of Acharya Ranga which informally came to my notice during my enquiries is that he did not encourage casteism. He was once called for a meeting organised by VIPs of leading landed caste of Coastal Andhra, with the idea that he would promise something for the benefit of their caste. To their utter dismay, he refused to participate in that meeting, having come to know that it was only for the benefit of his caste.

मेरे परिशीलन में, एक अनधिकारिक बात मुझे मालूम पडा कि: श्री आचर्य रंगाजी को जाती पागलपन नहीं था। उनहोंने जातिवाद को कभी भी बढावा नहीं दिया। ऎक बार उनको, तटवर्त आंध्रा अग्र जाती महाजन, ऎक समारोह में भाषण देने के लिये बूलाये थे। उन लोग रंगाजी के सामाजिक वर्ग के ही थे। उन महाजन के आशय था कि, रंगाजी अपने जाती को लाभ उठाने वाले कुछ वचन देते। लेकिन रंगाजी को, यह जब पता चला, उनहोंने सभा को छोडकर चले गये थे।

This doesn't mean that Acharya Ranga was God-like. Like other MPs of his days, he too was said to have hired out a part of the Govt. bungalow allotted to him, and made some money.

దీనర్ధం ఆచార్య రంగా గారు దేవుడని కాదు. తన కాలపు మిగతా ఎంపీల వలెనే ఆయన కూడాను, ఎంపీగా తనకు ప్రభుత్వం కేటాయించిన భవనంలో కొంత భాగాన్ని కిరాయికి ఇచ్చుకొని, కొద్దిగా డబ్బు సేకరించుకున్నారట.

Great people do great things, and occasionally indulge in minor lapses.

If KCR & Co change their mindsets, they will be doing great help to the people of Telangana. Else they will be bringing the same fate which Hitler brought to Germany, Jinnah brought to Pakisthan. and Nizam brought to Hyderabad.
