664 Both Central and State Govt. Police Stations should be established in all Indian Universities and Big Colleges

The visuals which we see on TV Channels, about the anti-National slogans given on the premises of Jawaharlal Nehru University, New Delhi, on 8th Feb. 2016, in support of Afzal Guru, who was convicted by every Court from Trial level to the Supreme Court, for attack on the INdian Parliament, give a clear indication that alien Anti-National Conspirators are instigating the JNU Students. It is really a matter of shame for INdia, that this incident took place on a day, when the Nation was deeply distressed about the demise of the brave soldier Hanumantappa, struck by an avalanche on the Siachen Glacier. More so, because a few km. away from the JNU Student Union Meeting Place, a State Mourning was taking place for Hanumanthappa.

Mr. Rajnath Singh, Home Minister of India, is right when he said:

"...Protesting is a right, raising anti India slogans is not. ..."

It is strange that Mr. Sitaram Yechury, Mr. Raja, and Mr. Suravaram Sudhakar Reddy are supporting causes which have nothing to do Marxism or Socialism or Leftism, or even True Secularism. If their Student Union Leader Mr. Kanhayakumar has given Anti-National Slogans, under coercion, they should have explained the samething to Mr. Rajnath Singh, tendered an apology to the Government of India, on behalf of the erring Student Leader, and got him released. They should also have counselled the erring Student Leader.

If it is not the Leftist Student Leaders who have raised the anti-National Slogans, the Communist Leaders can ask for a high level Judicial Inquiry and an N.I.A. Investigation into the whole affair, because some L.E.T or ISIS or ISI Agents might have joined the crowd and hyjacked the whole Meeting, because the matter is very serious and danger to National Security and Integrity is involved. Even now, it is not too late. Left Leaders can make inquiries, and find out facts.

In this incident, there is a Lesson for students who have Sympathies towards True Socialism: When large-gatherings take place, alien unscrupulous elements may surreptiously join the crowd, and take control of the whole Meeting.

Lesson 1: Students with carefully checked "identity cards" should alone have been allowed into the Meeting.

Lesson 2: A Leaflet ought to have been distributed to all the participants, containing "Dos" and "Don'ts".

Lesson 3: "A Card of Warning" to the participants, those who violate Indian Penal Code, may undergo a risk of Criminal Prosecution under appropriate Sections.

Some suggestions to stem the ROT which has creeped into Indian Universities and Colleges.

1. Degree level, PG Degree level, and Ph.D. level courses need not be full time. Though at present most Colleges work only for 3 or 4 hrs. a day, remaining time is wasted by many students in unconcerned pursuits. Books are opened only during Exam. Season.

2. There is no need to give Scholarships to any student of any Course, any Section, caste, religion. Instead, all the students whether of Private Colleges or Govt. Colleges, should be given part-time work in a nearby Public Sector Undertaking / Organisation (as far as possible), or where it is not at all possible, at least a Private Sector Company. Hourly wages or piece-rate wages should be paid to them. This brings into the Students, a sense of dignity of labor, sense of pride and responsibility. They will not become parasites on the exchequer. The wages can be adjusted towards Fees, Hostel Charges, Library Charges, Uniforms, Cosmetics, Books, Tablets and Laptops etc. etc., and if any surplus is left can be paid to the Students at the end of the Course.

In this respect, we must keep in mind that India is a poor country. It will be immaterial for us what the Universities and Colleges in Rich Countries do.

3. If the students do not have skills to work at the Public Sector or the Private Sector Company, such skills should be imparted by engaging trainers.

4. The Part-time work given to the students should not only involve "mental labor", but also "physical labor".

MENTAL LABOR On the days Universities/Colleges function, they may get the minimum quota of "mental labor". On the days Universities/Colleges are closed, Mental Labor will have to be induced. The compulsory mental labor will enable the "brain cells" to absorb all the direct sugars consumed by the Students, and entering their blood stream.

PHYSICAL LABOR Works such as Mechanical Lathe work, Erection of Solar Panels, Erection of Wind Mills, Construction of Government Buildings, Flyovers, Roads, not entrusted to Contractors, etc. can be entrusted. The physical labor will enable the "muscle tissues" to absorb all the indirect sugars which starches and faty foods may contain. The students will live a healthy life, free from metabolic diseases like diabetes, high B.P. etc. They will get good sleep at the end of the day. They will not get addicted to alcohol or drugs.

5. Indian Penal Code, Patho-physiology, and Pharmacology should be made compulsory subjects, irrespective of the course.

6. Every University, big College should have a Central Govt. Police Station, and a State Govt. Police Station, with jurisdiction not only on the Institution, but also in the surrounding areas, to keep a watch on alien elements such as LET, ISI , ISIS etc. There should be sufficient number of CC Cameras. Both the Central and State Police should check all the visitors into-and-out of the University. Both should maintain Computerised Records of all the students, their guardians, their visitors. Both the Stations should study the Bank Accounts of all the Students, to examine if they are getting any foreign funds. Both should function simultaneously and independent of one another, and compete with one another. If disputes arise between Central and State Govt. Police Stations, Courts can decide who is right and who is not right. PREVENTION IS BETTER THAN CURE.

Till the things stabilise, all Student Unions irrespective of affailiations to political parties including NSUI, NSU, ABVP etc. etc. should be banned. They may be permitted to operate after students get sufficient self-thinking and enlightenment.

DIVIDE AND RULE

East India Company and the British Monarchy ruled India, by dividing people into Hindus, Muslims, Sikhs, Buddhists, Jains etc. This is what is called "Divide and Rule". The All India Parties Congress and BJP are also doing the samething in Telangana and Residual A.P. Congress and BJP divided the Telugu speaking people to attain their own political ends of setting their foot in Telangana. This is the Divide and Rule of the 21st Century.

Most heinous day in Lok Sabha

People of Residual Andhra Pradesh (RAP) never believed that All India parties BJP and Congress will be impartial, and take the side of justice, in each instance. This truth has already been proved when BJP and Congress got the Andhra Pradesh Bifurcation Bill accepted in Lok Sabha in a most heinous manner, stopping the Lok Sabha TV channel, physically attacking the MPs of RAP. After that, through the proxy of Mr. Venkaiah Naidu, making false and impossible promises of conferring Special Status to RAP, BJP and Congress have got the A.P. Bifurcation Bill passed in Rajaya Sabha. Mr. Narendra Modi, the present Prime Minister was a Prime Ministerial candidate for the 2014 Election, and was in a commanding position in the BJP Central Committee. He cannot feign ignorance.

Mr. Narendra Modi visited RAP in 2014 elections, shed crocodile tears, showered several promises, and showed heaven on the palms of the RAP voters. It will, therefore, be Mr. Modi's duty to fulfil all those promises, making Residual Andhra Pradesh an equal State among the 29 States of India. We need not remind him of this ethical duty, as he is being publicised in the world as a Top World leader, having lifted India from a morass created by the 60 years of Congress rule.

The Congress got reduced to less than 40 seats in Lok Sabha, and lost deposits in all the Assembly and Lok Sabha seats of RAP (except two of Botsa family where he got deposit. Now he shifted to YSRCP). The People of RAP cannot expect any justice or support from them. Besides considering the past injustice done by Congress, people of RAP can never trust the Congress. The trust now rests with BJP, which BJP cannot breach.

Very few people in Residual Andhra Pradesh are left, who are not hurt by the abusive words and enmical methods of KCR & Co. There were reports that he did not spare even the then PM Mr. Manmohan Singh and called him a 'sannAsi' (a useless mendicant). Latest to be abused as 'sannAsi' by the abusive mouth of KCR, is Mr. Devineni Umamaheswara Rao, Irrigation Minister of A.P.

The misfortune and serious omission of the people of Andhra Pradesh is they have elected Mr. Chandra Babu Naidu as CM (2014 Elections), Y.S. Jaganmohyan Reddy as Opposition Leader (YSRCP is No. 2 in the aggregated No. of votes secured, behind by TDP just by 500,000 votes). Just as a lamb trusts the butcher, the People of A.P. are trusting their leaders. Now, the people of RAP are getting mashed and pounded owing to the rotten politics of Mr. Chandra Babu Naidu and Mr. Jaganmohana Reddy. Of course, the people who sow calotropis and datoora seeds cannot expect to reap harvests of mango and orange fruits. The People deserve the Government and leaders they elect.

It may be true that Mr. Chandra Babu Naidu and Mr. Jaganmohan Reddy are utter corrupt. There may be no need for the Centre to heed to or believe everything they represent. But yet for the faults of Mr. Naidu and Mr. Jagan, people of RAP should not be allowed to be ill-trated by KCR & Co., and the Telangana Govt. If Union Government ignores the evil actions of the TRS Government in Telangana, and allows them to continue with their malicious actions, the Central Government will be guilty of contributive negligence in the injustice to the People of A.P. After, the people of Residual A.P. may be people accursed by Congress and BJP, but definitely the people of RAP are not wicked.

As Governor of Andhra Pradesh, entrusted with special responsibilities u/s 8 of the Bifurcation Act, there is little justice, which has been administered by Mr. Narasimhan. Even before the bifurcation of Andhra Pradesh, he used to revolve around the residence of Ms. Sonia Gandhi, and after BJP came into power, he started revolving around the new BJP rulers. In the process, he has been ensuring that he gets all the benefits of the Governor's post. Leaving alone adminstering justice, there are at least no semblances of his examining what is justice and what is not justice. Adage goes that Justice should not only be done, but also appear to have been done. Here, justice is neither done nor made to appear to be, being done. This unconcernedness, he seems to have imbued from his masters, Mr. Narendra Modi the new PM, Mr. Rajnath Singh, the new Home Minister.

It is unnecessary and irrelevant for the people of Residual Andhra Pradesh, to unduly worry about what animosities exist among KCR & Co., Chandra Babu Naidu and Jaganmohan Reddy. Their corruption is more crucial, than their animosities. If Chandra Babu Naidu and Jaganmohan Reddy have indulged in rampant corruption, the Centre will be free to use the services of CBI to investigate and prosecute them, if there are reasonable circumstances and evidence. But Centre cannot entrust this work to Mr. K. Chandrasekhara Rao, who seems to have a personal grudge against Mr. Naidu, apart from an incorrigible and irreparable hatred towards the people of the Residual A.P.

Some large scale corruption might have already taken place in the selection and declaration of the new Capital for Residual A.P. (Centre acquiesced to Chandra Babu Naidu's idiosyncracies.). Corruption might have started in the construction of the new Capital for RAP. But what is the use of appointing Commissions of Enquiry after corruption takes place? Preventive vigilance and secret investigations are more important to check before the pilferage takes place. Water which has already left the dam, cannot be brought back into the reservoir, without disproportionately large expenses, and elaborate procedures. Centre should wake up before it is too late. Even for the welfare of Mr. Chandra Babu Naidu, ministers close to him, Mr. Jaganmohan Reddy, bureaucrats eveready to be stooges of those in power, without bothering into legalities and illegalities of their actions, this preventive vigilance and investigations are necessary. It will be better for Mr. Naidu and Mr. Jaganmohan Reddy to realise that lives filled with honesty and peace will be more fulfilling and intrinsically satisfying than millions and billions of bucks. Their Art of Living Gurus Ravi Sankar and Jhaggi Vasudev ought to have drilled this hard truth into the psyches of Mr. Naidu, his heir Mr. Lokesh, and Mr. Reddy.

It is the duty of the Central Government to liberate the people of Residual Andhra Pradesh from the hells being created by KCR & Co. If the Central Government is unable to identify them or perceive them, it can initiate a Survey to collect facts. Leaders may lie, but facts do not lie. It will be the trait of good administrators to foresee the things to come not only in the short term, but also in medium and long term, meet them half-way ahead, and solve them in advance. It will not be prudent to wait till things to degenerate to irreparable levels.

The Congress and BJP have already jointly created 21c Pakisthan in Telangana and handed it over to KCR & Co. on a golden plater. OK, Ms. Sonia Gandhi and Rahul Gandhi, the then Congress rulers were fools. But, where is the wisdom of the new Emperor of BJP? Does BJP want Residual Andhra Pradesh to become a 21c Bangla Desh? Doesn't BJP have any duty, at least ethical duty, to inquire into what the people of Residual Andhra Pradesh are thinking about them?


Question प्रश्न ప్రశ్న Why do you find fault with the Respectable PM, Home Minister and Governor? Suggest solutions, in a straightforward manner.

There is a dire imperative to introduce President's Rule in both the States of Telangana and Andhra Pradesh. Center should build a new low-cost, simple Capital for Residual A.P. Center should shift all the Offices of RAP , to the new Capital in RAP. The people of RAP, howsoever impoverished they may be, should live like the people of Andhra Pradesh, and not as prisoners, a la the people of Singapore. It is better to live on jowar spill-overs in a field as a free bird, rather than bite cashew bits imprisoned in a golden cage. After all the Offices of the RAP are duly shifted to the new Capital of RAP, the Centre can, restore both the State Governments to their full Federal Powers. Then, the people of Telangana State will be free to entrust their reigns to KCR & Co. or Dattatreya & Kishan Company, or some others. About that the people of RAP will not have any objections.

2. All the projects on the Krishna River, preferably all projects on all Rivers in all States of India, should be taken over by the Government of India both for maintenance and control. Once water is released, the respective State Governments can take care of maintenance of the Canals. Centre cannot shrug its shoulders and say that Irrigation is a State subject! If Centre can take up small things like Yoga and Suryanamaskars in schools, why should it hesitate to control a major resource like Rivers, which has all the required explosive potential for inter State wars. These things, stooge Governors cannot attend to. If required, the Central Govt. should amend the Constitution. If the Central Government neglects to undertake this primary preventive job, then it will have a future undaunting task of inter-State Police battles at Dams.

శేషాంధ్రలో ఏనాటికైనా టీడీపీ స్థానాన్ని తాను ఆక్రమించాలనీ, అది కుదరకపోతే, కనీసం కాంగ్రెస్ స్థానాన్నైనా తాను ఆక్రమించి శేష్ ఆంధ్ర ప్రదేశ్ ను ఏలాలని బిజెపీ ఆశిస్తూ ఉండవచ్చు. కెసీఆర్ & కో, శేష్ ఆంధ్రలో టీడీపీని ఇబ్బందులు పెట్తున్నకొద్దీ, బిజెపీ లోలోపల సంతోషిస్తూ ఉండచ్చు, 2019 నాటికి శేష్ ఆంధ్ర ప్రదేశ్ లో తన స్థానం పదిలం అవుతుందని బిజెపీ నమ్ముతూ ఉండవచ్చు. 

శేష్ ఆంధ్రప్రదేశ్ ప్రజల దౌర్భాగ్యం ఏమిటంటే, వాళ్లు గొర్రెలు కసాయి వాళ్ళను నమ్మిటట్లు, చంద్రబాబు నాయుడినీ (2014 అధికార పార్టీ), వైయస్ జగన్ మోహన్ రెడ్డినీ (2014 నంబర్ 2 స్థానం, టీడీపీ కన్నా కేవలం 5 లక్షల వోట్లే తక్కువ) నమ్ముకుంటున్నారు. 2014 లో వారు కాంగ్రెస్ కు తగిన స్థానాన్నే చూపించారు. ఇపుడు శేష్ ఆంధ్రప్రదేశ్ ప్రజలు చంద్రబాబు, జగన్ ల క్షుద్ర రాజకీయాలకు బలి అవుతున్నారు. ఉమ్మెత్త , జిల్లేడు విత్తనాలనూ చల్లి మామిడి పండ్లు, నారింజ పండ్లు రమ్మంటే ఎలా వస్తాయి ?

శ్రీచంద్రబాబు నాయుడు, శ్రీ జగన్ మోహన్ రెడ్డి లు లంచాలు ఇచ్చే వాళ్ళూ, లంచాలు పుచ్చుకునే వాళ్ళూ కావచ్చు. వాళ్ళు చెప్పే అన్ని విషయాలను కేంద్రం నమ్మాల్సిన అవసరం లేకపోవచ్చు. శేష్ ఆంధ్ర ప్రజలు దగా పడిన తమ్ముళ్ళు, శాపగ్రస్తులు అయితే కావచ్చు కానీ, దుష్టులు కాదు కదా.

శేష్ ఆంధ్ర ప్రదేశ్ గవర్నర్ గా శ్రీ నరసింహన్ శేష్ ఆంధ్ర ప్రదేశ్ ప్రజలకు చేసిన న్యాయం ఏమీ లేదు. ఆయన కారణాలు ఆయనకు ఉండవచ్చు, ఆంధ్ర ప్రదేశ్ విభజనకు ముందునుండే, ఆయన సోనియా గాంధీ ఇంటి చుట్టూ తిరుగుతూ, బిజెపీ అధికారంలోకి వచ్చాక, ఢిల్లీలోని కొత్త పాలకుల చుట్టూ తిరుగుతూ ఆయన తన పదవీ భోగాలను పదిలం చేసుకుంటున్నాడే తప్ప, ఏది న్యాయం అనేది ఆలోచించి నట్లు కనిపించదు. నిమ్మకు నీరెత్తినట్లుగా ఉండటానికి మనం ఉదాహరణలు వెతకాలంటే, మనకి శ్రీ నరేంద్ర మోడీ, శ్రీ రాజనాథ్ సింగ్, శ్రీ నరసింహన్ లు శేషాంధ్ర ప్రజల ఎడల చూపిస్తున్న తూష్ణీంభావాన్నే చూడచ్చు.

శేష్ ఆంధ్రప్రదేశ్ రాజధాని నిర్ణయం విషయంలోనూ, నిర్మాణం విషయంలోనూ పెద్ద ఎత్తున అవినీతి ఇప్పటికే జరిగి ఉండవచ్చు, సమీప భవిష్యత్తు లోనే జరగచ్చు. అవినీతి జరిగాక కమీషన్లను నియమించి గతజల సేతుబంధనం చేసేకన్నా ఇపుడే నిఘా పెంచటం, రహస్య దర్యాప్తులు జరపటం అవసరం. నిందితులకు జైళ్ళు, బెయిళ్ళు అనేవి తరువాత సంగతి. నిధులు చేజారకముందే జాగ్రత్త పడటం అవసరం. ఇది శ్రీ చంద్రబాబునాయుడు, శ్రీ జగన్మోహన్ రెడ్డిలు, వారి అనుచర మంత్రులు, నేతలు, చట్టాలను పట్టించుకోకుండా తొత్తులుగా వ్యవహరించాలనుకునే ప్రభుత్వాధికారుల సంక్షేమానికి కూడ అవసరమే. అనంతమైన సంపదలకన్నా, ఒత్తిళ్ళు లేని శాంతియుతమైన, నిజాయితీ కలిగిన జీవనం మెరుగైనది అనేవిషయాన్ని శ్రీ చంద్రబాబు నాయుడు (ఆయన వారసుడుగా ప్రచారం లో ఉన్న శ్రీ లోకేషుడు), శ్రీ జగన్ మోహన్ రెడ్డి గుర్తించటం అవసరం.

గత సంవత్సర కాలంగా కెసీఆర్ & కో శేష్ ఆంధ్ర ప్రదేశ్ ప్రజలను పెట్తున్న నరకయాతనల నుండి విముక్తి, రాబోయే నాలుగు సంవత్సరాలలో ఆయన పెట్టబోయే అష్టకష్టాలనుండి శేష్ ఆంధ్ర ప్రజలను రక్షించటం కేంద్ర ప్రభుత్వ విధి. అలా చేసే ప్రయత్నం కనుక శేష్ ఆంధ్ర ప్రదేశ్ ప్రజలకు కనిపించక పోతే ఏమి జరుగుతుంది అనే విషయంపై తృణమూల స్థాయిలో (గ్రాస్ రూట్ లెవెల్ లో) కేంద్ర ప్రభుత్వం సర్వే చేయించటం అవసరం. రాబోయే పరిణామాలను ముందుగా ఊహించి వాటికి ఎదురు వెళ్ళి వాటిని పరిష్కరించటం ఉత్తమ పాలకుల లక్షణం. చేతులు కాలాక ఆకులు పట్టుకున్నట్లు, చేతులు కాలేదాకా ఆగటం మంచిది కాదు.

ఇప్పటికే కాంగ్రెస్ , బిజేపీలు కలిపి తెలంగాణలో పాకిస్థాన్ ను సృష్టించి కెసీఆర్ కు బంగారు పళ్ళెం లో అప్పగించాయి. కాంగ్రెస్ సోనియా మాత, రాహుల్ గాంధీ అవివేకులు అనుకున్నా, బిజెపీ వివేకం ఏది ? బిజేపీ శేషాంధ్ర ప్రదేశ్ మరొక బంగ్లాదేశ్ లాగా మారాలని కోరుకుంటుందా ? శేషాంధ్ర ప్రజలు ఏమనుకుంటున్నారో తెలుసుకోవాల్సిన పని బిజేపీకి లేదా ?

1. తెలంగాణలో, శేష్ ఆంధ్ర ప్రదేశ్ లో రాష్ట్రపతి పాలనను ప్రవేశ పెట్టటం. పరిస్థితులు చక్కబడే దాకా దానిని పొడిగించుకుంటూ పోవటం. అతి భారీ స్థాయిలో కాకుండా, శేష్ ఆంధ్ర ప్రదేశ్ కు ఒక సింపుల్ రాజధానిని కేంద్ర ప్రభుత్వం నిర్మించి పెట్టాలి. హైదరాబాదులో ఉన్న శేష్ ఆంధ్ర ప్రదేశ్ కార్యాలయాలన్నిటినీ కేంద్ర ప్రభుత్వమే దగ్గరుండి శేష్ ఆంధ్ర ప్రదేశ్ కి తరలించాలి. ఆంధ్ర ప్రదేశ్ ప్రజలు అది ఎంత పేదరికపు జీవితమైనా ఆంధ్ర ప్రదేశ్ ప్రజలలాగానే జీవించాలి తప్ప సింగపూర్ ప్రజలలాగా బందీలు కాకూడదు. బంగారు పంజరంలో బంధించబడి జీడిపప్పు తినే కన్నా , స్వేఛ్ఛగా గాలిలో ఎగురుతూ జొన్న కంకులు తినటం మేలు. శేష్ ఆంధ్ర ప్రదేశ్ కార్యాలయాలన్నీ మార్చటం పూర్తి అయ్యాక, తెలంగాణ ప్రభుత్వాన్ని ఆప్రజలకు అప్పగించ వచ్చు. వారు కెసీఆర్ & కో నో, దత్తాత్రేయ కిషన్ & కోనో , ఇంకెవరినో ఎవరిని కావాలంటే వారిని వరించుకోవచ్చు. దీనిపై శేషాంధ్ర ప్రజలు అభ్యంతరాలు ఏమీ ఉండవు.

2. కృష్ణానదిపై ఉన్న అన్ని ప్రాజెక్టులు, అన్ని రాష్ట్రాల్లోని వాటినీ కేంద్ర ప్రభుత్వం స్వాధీనం చేసుకుని వాటి నిర్వహణను, నీటివిడుదలను, విద్యుత్ ఉత్పత్తినీ కేంద్ర ప్రభుత్వమే నిర్వహించాలి. విడుదలైన నీటిని కాలువల ద్వారా పంపిణీ చేసుకోటాన్ని (కమాండ్ ఏరియా నిర్వహణ) రాష్ట్రాలకు వదిలేయచ్చు. కృష్ణానదే కాదు, దేశంలోని ముఖ్యమైన నదులపై ఉన్న ప్రాజెక్టులన్నిటినీ కేంద్ర ప్రభుత్వమే నిర్వహించాలి. నీటి పారుదల రాష్ట్రాల పని , రాష్ట్రాల సబ్జెక్టు అని తప్పించుకోకూడదు. అవసరమైతే రాజ్యాంగాన్ని సవరించాలి. ఈపని కేంద్రప్రభుత్వం చేయక పోతే తెలంగాణ, శేష్ ఆంధ్ర ప్రదేశ్ ల మధ్య జరగబోయే కృష్ణా నది నీటి యుధ్ధాలకు కేంద్రం బాధ్యత వహించాల్సి వస్తుంది.
