1054 (2 of 10 series) Some Musings on retired IAS and IPS Officers entering Politics

Trigger for this: News Reports that Shri J.D. Lakshmi Narayana, IPS Officer, Additional DGP, Maharashtra, and formerly CBI Joint Director who looked after the Corruption Charges against Shri Y.S. Jaganmohan Reddy, YSRCP Party, President, -- has applied for voluntary retirement and that he will shortly be joining either Jana Sena or BJP shortly. To start with my writing in this post, my Clarifications: I neither love or hate Respect Shri Lakshminarayana or anybody else. Nor am I here, to pass value judgements, enhance the character or assassinate the character of anybody. I always try to restrict the scope of my writings only to spread the principles Atheism, Marxism (and its extensions Socialism, Communism, etc.). Occasionally, I may write on my other pet subjects such as Indian Economic Problems, Java and PHP Languages, Carnatic and Hindusthani Music, Sanskrit and Telugu Literature, some approach-studies on Historical Analyses of Mythologies of India etc. etc. What I anticipated was that: Shri Lakshminarayana would join BJP someday or other. It is not because I have any special intuitive powers or clairvoyance, but because, I thought that as Mr. Narendra Modi is a lover of Swami Vivekananda and inasmuch as Shri Lakshmi Narayana is a lover of Swami Vivekananda, they have something to share commonly. It is a different thing that, I had somewhere in my blogs expressed a feeling that neither Shri Modi or Shri Lakshmi Narayana might have read Swami Vivekananda's Complete Works in depth.

There are five more posts, continuation of the above link. I shall try to pick those links and give them here.

First my apologies to my Readers. I could not regularly make my postings here, owing to numerous personal reasons. Consequently, I missed some important events which have taken place during my interregnum. I know that I have very few readers. Hence, I can say with much confidence that as nobody will be eager to read me, I need not be too much apologetic about my erratic working methods.

Question: You seem to be a 'dog' of Shri Y.S. Jaganmohan Reddy?

Ans: It is also necessary to re-clarify that I am not a supporter of Shri Y.S. Jaganmohan Reddy, though I have not written much criticism against him at this blog. I have not criticised Shri Jagan enough because his Disproportionate Assets Case is sub judice. Besides, in the Disproportionate Assets and Quid Pro Quo cases, there is ample evidence to convict Shri Jagan, unless Shri Jagan, through his protege and A2 in his cases Shri Vijaya Sayi Reddy, Rajya Sabha Member succeeds in winning the grace of our Hon. Prime Minister Shri Narendra Modi, and gets a boon from him, so as to weaken the CBI's side of arguments in the Disproportionate Assets Case. Courts will become helpless whenever Prosecuting Agencies and Witnesses renege.

Shri Jaganmohan Reddy may benefit if the Cases are dragged on for some years, at least beyond 2019; in the meantime if some witnesses die, or something else happens to dilute the cases. With overt or covert support of BJP and Jana Sena, he may even become Chief Minister of Residual Andhra Pradesh. If that happens, he can get some of his sins washed.

Are you a 'dog' of the TDP and Shri Nara Chandra Babu Naidu?

Ans: Why should I be? Am I in any sinecure or serfdom job in the Establishment of our Hon. Chief Minister? Do I run any Media House, which will compel me to kneel and prostrate, before the Powers that Be? I am an apolitical individual, with independent views. If I criticise TDP or BJP, or Govt. of A.P., or the Govt. of India, my criticism will not ordinarily be against Shri Naidu or Shri Modi, as individuals, but it is against their Policies and Practices, especially those which hurt the Poor and Lower Middle Class People on the Streets, of our Towns and Cities, and in our Villages. Nothing beyond that.

There are numerous allegations of corruption against Shri Chandra Babu Naidu, even before the Notes for Votes case. Unlike Jaganmohan Reddy who seems to have invested all his funds in easily identifiable assets in India, Shri Chandra Babu seems to have invested wisely abroad (Evidence needed. This is only an indication of a possibility), tracing of which requires co-operation of the respective Governments in those countries. Some 18 applications are reported to have been filed in Courts by Jagan's family members/supporters seeking inquiry against the Corruption of Mr. Naidu, and they are reported to have been stymied by obtaining stay orders. As Shri Jaganmohan Reddy himself was facing CBI Cases, involving huge amounts, the Writs filed by him and his Family members might not have been received well in Courts. A pot cannot call kettle black.

Another problem is, everything revolves around evidence. Courts can do something, only when there is solid evidence. Politicians before undertaking Corrupt Transactions will have to ensure that they do not leave evidences of their Corruption on the path, so that pinning them down becomes easy. This type of error apart from Jaganmohan Reddy, Shri Lalu Prasad Yadav too seems to have committed. One reason for leaving trails of evidence for Investigators, seems to be a sense of over-self-confidence tantamounting nearly to arrogance, believing that "Nobody can do anything to me. I can hoodwink anybody."

Question: How do you view the great Investigation Job done by Shri Lakshmi Narayana?

Ans: Basically, almost all the IAS, IPS, other All India Service Officers, non-IAS-IPS Officers in State Governments (referred to as Group I Officers in Andhra Pradesh), watch for Orders from their Superiors , and keep an Eagle's Eye on what their Bureaucratic and Political Superiors expect from them. Pleasing the Boss was, has been, is, and will be the Work Culture in India. If they fail to dance according to the tunes of their bosses, ordinarily they will be pushed aside into loop-line posts, or entangled into cases of negligence or failure to follow some rare instruction in the Rule Books.

Hence, every Bureaucrat will try not only to perform exactly as per the Expectations of the Bosses, but also try to ensure that adequate publicity is given to their acts of "Compliance and Conformity". It will not be sufficient if a person does his duty diligently. He-she should also arrange for some Publicity to ensure that his Work goes to the Notice of the Bosses.

The Writ petition which led to cases against Mr. Y.S. Jaganmohan Reddy, as far as I can remember, was filed by a Congress M.L.A. from Telangana by name Shri Shankara Rao. Court's Orders on the petition led to CBI Investigations. In the meantime, Shri Jagan had revolted against Top Congress Leadership, and the Top Congress Leadership too might have wanted that Jagan should be, somehow, entangled. The then Chief Minister of United Andhra Pradesh Shri Kiran Kumar Reddy seemed to be neutral. Anyway, Communication Lines from both Central Political Bosses, and Bureaucratic Bosses were very clear that the CBI Investigating Officials should work hard, and should not be lackadaiscical or non-chalant in their approach towards those cases. This might have resulted in Shri V.V. Lakshmi Narayana, exercising exra - diligence in discharging his duties. Else, he might have been changed, and replaced with some other obliging person.

At the same time, the top two Telugu News Papers and TV Channels of United Andhra Pradesh spent extra pages and extra screen hours, eulogising the Work of Shri Lakshmi Narayana. Shri Lakshmi Narayana too may be a Media Savvy Officer. Or his Assistants might have made available all the Information sought by the Top Two Media Houses, who gave top priority to any news which highlighted the Corruption of Shri Y.S. Rajasekhar Reddy and his Son Shri Jaganmohan Reddy. Thus, the CBI JD of those days, seems to have got larger-than-life-size Publicity from the Media. It also suited the Central Rulers of those days.

Question: You seem to be eternally cynical / pessimistic / frustrated.

It is possible. I might have become eternally cynical / pessimistic / frustrated after seeing the happenings in this country post-independence.

Anyway, the above reflections of mine, on the work done by IAS/IPS/Group-I Officers indicate the behavioral trends of bureaucratic and political bosses, and their subordinate bureaucrats and political followers.

I am not belittling the work done by Shri Lakshmi Narayana. His work was praiseworthy. At the same time, it will be apt to point out that, if any other IPS Officer was in his place during that same period, that particular IPS Officer too might have performed with similar efficiency and diligence. Reason: Need to satisfy Superiors, both the Superiors in the Line Management Ladder, and also the Superiors in the Political Arena who decide the Postings and Transfers. Though promotions of IAS and IPS Officers seem to be guaranteed based on Seniority as per the Custom, there is no such guarantee in respect of Postings. For this reason only, in any State in India, there may be ten DGPs, 20 ADGPs, 50 IGs, some 100 DIGs and innumerable number of SPs. But the Actual DGP who calls the Shots at the top, will be only one, and that person, we can call Line Supremo, whereas all other DGPs and most other ADGPs may only be heading what are called 'Staff' Functions in the Terminology of Business Management. In other words, they may be rankwise, and for payment of salaries and perquisites, they may be DGPS and ADGPs, with no enough real Controlling Work. They will have to hybernate and wait for an Opportune moment, till such a time the Deciding Supreme Top Political Bosses change.

Shri Lakshmi Narayana is reported to be holding the Post of ADGP Planning and Development in Maharashtra. He might, or might not have pleased / displeased the Political Rulers of that State. And, he will have to wait for his turn to become one of the DGPs, and then further wait to become Truly Controlling Line DGP (Supreme Police Boss). That wait may sometimes be really frustrating, and full of uncertainties and humiliations.

Prima facie, Shri Lakshmi Narayana seems to be a very diligent, efficient and ambitious Officer. If that is true, waiting indefinitely for a Line Post may be full of uncertainties. He might have had aimed really big, just as Former President Late Abdul Kalam advised children and College Students to aim high.

1006 Shri Venkaiah Naidu, Shri Arun Jaitley, Swami Vivekananda, Great People seem to think alike!

Great People seem to think alike!!! Shri Venkaiah Naidu, India's Information & Broadcasting Minister, Urban Development Minister, Shri Arun Jaitley, India's Finance Minister, and Swami Vivekananda, the Idol of our BJP leaders, all Great Persons, seem to think alike. Context: 1) Ceaseless suicides of Farmers, drowned in indebtedness, harassed by private money lenders. 2) Electoral compulsions of Political Parties in various States of India, to offer Bank Agricultural Loan Waivers, in spite of their own lack of sincerity, and several other hurdles. Farmer suicides are not new in India. They were there since the ancient times. Example: In the 15th Century Medieval India, Telugu States of Telangana and Andhra Pradesh, the Great Telugu Poet Srinatha though exactly did not commit suicide, passed away only because of his inability to endure the tortures indicted by the then Gajapati Rulers in an attempt to extract State Taxes from him, which he could not repay as his crops at Boddupalli Village on the banks of Krishna River were lost owing to funds. Believed to be the Greatest of the Trio (Vivekananda, Jaitley, and Venkaiah Naidu), we shall start with Swami Vivekananda, towards the problems of peasants:--

This quote is from the Complete Works of Swami Vivekananda. Correctness, can be verified by Google-ing. The following paragraph of his letter dated Feb. 21, 1900 to Swami Akhandananda, his brother-disciple, from California, USA gives an indication about his approach to problems of the peasants and workers.

"... The moment they will come to understand their own condition and feel the necessity of help and improvement, know that your work is taking effect and is in the right direction, while the little good that the moneyed classes, out of pity, do to the poor, does not last, and ultimately it does nothing but harm to both parties. The peasants and labouring classes are in a moribund condition, so what is needed is that the moneyed people will only help them to regain their vitality, and nothing more. Then leave the peasants and labourers to look to their own problem, to grapple with and solve it. But then you must take care not to set up class-strife between the poor peasants, the labouring people, and wealthy classes. Make it a point not to abuse the moneyed classes. " — The wise man should achieve his own object. ... "

"...Loan waiver has become fashion now. It should be waived but in extreme situations only. It’s not a final solution. You have to take care of systems. The farmers should be taken care in distress. ..."

yb-a-donkey:Fashion or not, something is better than nothing. At least some needy farmers, though every beneficiary may not be a deserving farmer, will get some amelioration from loan waivers. Loan Waivers are like balm/salve/ointments, where kAya kalpa cikitsa i.e. a deep-rooted surgical-procedure is needed. True, loan waivers are not final solutions. But, our Hon. Prime Minister Shri Narendra Modi himself, during the 2017 season, initiated these waivers, to win the Uttar Pradesh Assembly Elections 2017. Loan Waivers take care of only "Institutional Borrowings" of farmers. But bulk of the borrowings by farmers are from Private Money Lenders who abuse the farmers and abet/instigate them to commit suicides. Besides, bulk of Indian farmers are 'oral tenants' i.e. they do not own lands in their own name, nor do they have written Lease Agreements. Hence, they do not get Institutional Loans for which Waivers are made. Absentee Landlords who lease out their lands to 'oral tenants' hold the Loan Pass Books, Title Deeds, etc.,and they draw the Institutional Loans. They benefit from Farm Loan Waivers. They re-lend the institutional loans they get, to oral tenant farmers at commercial and usurious rates of interest. Some of these Private Money Lendors happen to be Village serpanches, Legislators, M.Ps. and Big Business Persons, though they may not be as rich as Ambanis and Adanis. The Private Money Lenders may sometimes incite and exacerbate the farmers' demands for loan waivers. This is because, while the oral tenant farmers receive the baton-blows and police bullets, the Money Lenders get Institutional Loan Waivers.

1005 Mr. Donald Trump seems to have studied in the College of Swami Vivekananda

Mr. Donald Trump is the President of United States. Swami Vivekananda was an Indian Monk who extensively toured United States from 1893 to 1902 (with a gap), starting with the purpose of attending the World Congress of Religions 1893, Chicago. During the period, he had given lectures in American Cities such as Chicago, Detroit, San Francisco, New York on Religion. He had also established in U.S., monasteries of his cult. He passed away on 4th July 1902, 4th July being the Day of American Independence. Many of his disciples and Indians believe that Vivekananda chose his date of mahA NirvANa as the 4th July-American Independence, to commemorate the inseparable link his life had with the Americas. And Cohn was the former president and chief operating officer of Goldman Sachs before he left to run Trump's National Economic Council.

Ques: How do you compare these utterances of Trump, to the sayings of Swami Vivekananda?

Ans: Swami Vivekananda advised his brother disciple Swami Akhandananda to keep funds in custody of trusty HOUSEHOLDER OF WEALTH. Vivekananda wrote to Swami Akhandananda from London on the 13th November 1895.

"... Whenever you hear of any householder collecting funds in my or our name on the plea of erecting a Math, or some such thing, the first thing you should do is to distrust him, and never set your hand to it. The more so, as householders of poor means take to various tricks to supply their wants. Therefore, if ever a trusty devotee or a householder with a heart, being of affluent circumstances, undertakes such works as the founding of a Math, or if the funds raised be kept in the custody of a trusty householder of wealth — well and good, otherwise never have a hand in it. ... "

Before going further with the news, we shall have some quotes from the book of Shri Hindol SenGupta:-

I am a layman, trying to learn things from this strange world. I may falter. My readers can always correct me.

CONTRADICTION AND WONDER

1. According to his devotees, Swami Vivekananda had photographic memory, extra-orinary super-human brilliance, super-natural grasp an intellect. He could read and comprehend a book, just by seeing it. His biograhies (hagiographies?) quote instances of his returning books to the librarians on the same day, and answering the bewildered librarians who asked him questions about the contents of the books he took. According to his biographies, he has mastered Encyclopaedia Britannica, and answered questions from it instantaneously. Such a genius, how could he score, such a low marks as 46, 47 and 56, in Intermediate and B.A.? Okay, English is a foreign language. Mathematics is a complex subject. How could he score so low in Sanskrit?

2. Everybody knows that probably worldwide, examinations are memory-centred, memory-oriented. Even if we cannot accept this 'global' nature of examination, as far as examinations of India are concerned, most of us view, that they are memory-centered. It is common in Indian Educational Institutions to make students memorise by rote. In my mother-tongue- Telugu language, it is called 'baTTi', 'bhaTTi', may be a reference to a lime-kiln or something. Corporate Colleges, and Tutorial Colleges in India have minted millions, by making Intermediate Students to study through rote for Medical Entrances, Engineering Entrances, I.I.T. Entrances, M.B.A. Entrance Examinations. Everybody knows that Examinations mean ABILITY TO REPEAT, WHAT IS GIVEN IN BOOKS, WITHOUT SEEING THEM. Or else, there would have been examinations, WITH BOOKS (now with cellphones, internet etc.).

There is also a dubbed Tamil to Telugu film by name 'Sarvar Sundaram' in which its Hero Late Nagesh repeats his rote of Androcles and Lion story "Long long ago,so long ago, how long ago, no one can say, there lived a slave called Androcles...", (or similar lines as far as my poor memory goes.

Question: You seem to be a pessimistic cynic and a dirty fellow. You might have failed in YOUR exams. or scored low. You want to throw your blame on Great persons like Swami Vivekananda?

Ans: I do not claim any photographic memory. Nor did I make librarians to wonder. Nor did I master Encyclopaedia Britannica. Unfortunately, I have not studied in any Day College. All my education is either in Evening Colleges or through Distance Education, that too while working in a Bank or after retirement. In India, our Private Sector Corporate Employers, and even some Govt. Organisations look down upon Evening College Graduates, and Distance Education Students. This bias is a different subject. But, my own personal experience with examinations, is "mixed". That means, there are occasions, when II scored an All-India rank, or a gold-medal. Or sometimes, I scored only 43%. For example, I could not cross the 55% barrier in M.A. English, despite trying twice. I may try again, if I live longer.

Question: What will you say about the oratorial powers of Swami Vivekananda, which made the Heads of the Chicago Parliament of Religions 1893, gape with wonder and applause?

The audio file in circulation, as the Speech rendered by Swami Vivekananda, at the Chicago Parliament of Religions 1893 may not be the original recording. Swami Vivekananda, prepared and made a fresh speech to a gramophone Company, when he entered into a contract with an American Speech Promotion Company for Stage Performances, in return for Dollars. I have tried to obtain/trace a text of the original speech given by Swami Vivekananda at the 1893 Chicago Parliament of Religions. I am not successful. It appears that they have not preserved it. My readers can try to get it from the Official successors to the Parliament of Religions. Govt. of India can also try. What a present web site of a Parliament of Religions seem to hold on their website, is the text and audio files they received from the Indian Monasteries of Swami Vivekananda. These papers / files the present website of Parliament of Religions might have collected in 1993 on the occasion of their own Centenary, or the Centenary of Swami Vivekananda.

Question: What might have happened for the original speech text/recording of Swami Vivekananda?

ans: Dozens of persons were sitting on the dais of the Parliament. Dozens of persons spoke. Among them Swami Vivekananda was one . He might have made a great speech. But, the organisers cannot foresee that a great speech was going to be made, and ever-readily switch on the gramophone recorder to record it. At that time, he was not a VIP on the stage. For the same reason, they might not have employed English shorthand writers to get a verbatim text of a speech delivered by a representative from a black and un-independent serf-colony country like India. Besides, on the stage there were many other representatives from India, like Chakravarty, Mazoomdar (Brahmo Samaj), Narasimhachari (Shri Vaishnavism), Virchand Gandhi (Jainism), Lakshmi Narayan (kAyastha representative), Dharmapada (Buddhism) et al. It should, therefore, be inconceivable that the Organisers of 1893 Chicago Parliament of Religions got audio-recorded / English shorthand taken-down by stenographers, only for the first speech of Swami Vivekananda, excluding others from India. It is a different thing that they might have made some gramophone recordings/stenographic recordings of their own American/European Christian Speakers, compulsorily, ever-readily. At that particular moment Swami Vivekananda was not a celebrity, to make organisers to arrange recording, unless Swami Vivekananda himself has pre-arranged at his own expense, using private audio-recorders to record his speech LIVE.



The relations between Rev. Barrows, the Second-top organiser of the 1893 Chicago Congress of Religions, and Swami Vivekananda were very cordial initially. It appears that Rev. Barrows wanted to use Vivekananda (and of course Mazoomdar) as a tool for spreading Christianity in India. Hence, they seem to have encouraged Swami Vivekananda, in the early days of Swamiji's stay in U.S.A., by giving him prominence and publicity. Later, the relations seem to have strained, because Vivekananda tried to earn Dollars by contracting with Speech Promotion Companies, later by making independent speech ventures with the help of American rich-aristocratic women, while at the same time trying to maintain cordial relations with Rev. Barrows.

For this reason only, Vivekananda apparently advised his disciples in India, to welcome Rev. Barrows when he visited India. Unfortunately, this visit of Rev. Barrows resulted in souring of relations between Vivekananda, probably because Rev. Barrows used the visit to spread Christianity and convert Indians. Finally, Rev. Barrows, called Vivekananda a 'bubble'. According to Vivekananda, Christian Missionaries, and Mazoomdar, out of their jealousy tried to tarnish image by spreading false stories. It is difficult to say who is right or wrong.

In those days, telecommunications were poor. There was no airmail. Letters exchanged through Sea Mail take some months to reach. The Indians who sent Swami Vivekananda to United States, particularly the South Indians from Chennai, had great expectations from him. Raja of Khetri, Raja of Ramnad (Tamil Nadu), Alasinga (Chennai) et al. bore his expenses. Hence, they expected "success" letters from him, of the following type. Swami Vivekananda wrote from Chicago to Alasinga, on 2nd Nov. 1893:-

"... From that day I became a celebrity, and the day I read my paper on Hinduism, the hall was packed as it had never been before. I quote to you from one of the papers: "Ladies, ladies, ladies packing every place — filling every corner, they patiently waited and waited while the papers that separated them from Vivekananda were read", etc. You would be astonished if I sent over to you the newspaper cuttings, but you already know that I am a hater of celebrity. Suffice it to say, that whenever I went on the platform, a deafening applause would be raised for me. Nearly all the papers paid high tributes to me, and even the most bigoted had to admit that "This man with his handsome face and magnetic presence and wonderful oratory is the most prominent figure in the Parliament", etc., etc. Sufficient for you to know that never before did an Oriental make such an impression on American society. ..."

The ORATORIAL SUCCESS STORIES of Swami Vivekananda were profusely fed to his disciples, by Swami Vivekananda himself, who did it with gusto, obtaining the help of Speech Promotion Companies, who arranged Media Publicity for him. Aristocratic Elite American Women, who were elated by the praises which Vivekananda showered on them, also helped him in getting accommodation, money, publicity, and new disciples.

In fact, I have great appreciation for the oratorial powers and skills of Swami Vivekananda. Like our RULERs of today, Swamiji did not use TELE-PROMPTERS.

What is the gist/lesson from this?

We ought not to enlarge a person to larger than life size simply because we blindly worship him-her. Or, we should not belittle a person, because we hate him-her.

850 Management Decision-making without reading files, and depending on Oral Explanations from Assistants

This is in continuation of post No. 849, at this blog. Click here to go to previous post 849. In that post, there is a reference to an article by renowned author Shri Aakar Patel's revelation about Shri Narendra Modi's tendency of not reading files, and depending on oral explanations and summarisations by Officers presenting the files. We shall recall that quote below:--

Mr Modi also revealed that he was a “good listener” and was able to absorb what was being said to him well. When I heard him say this I thought it made him vulnerable to the bureaucrats he was trusting because he is dependent and can be fed as much or as little as the officer wants him to know. In the style of working as Mr Modi describes it, a complex matter that occupies dozens and perhaps hundreds of pages in files is reduced to an oral summary. It is possible that because of lack of time or because the issue is overly complex, the oral summary is simplistic.

"... On the basis of this summary, Mr Modi takes a decision and this is then executed through the administration. This style seems to have worked well for Mr Modi because he is thought of as being a good chief minister in his 12 years in Gujarat. These days, however, I have been again thinking about Mr Modi’s style of taking input in this form when taking decisions. That is because the Supreme Court is asking critical questions about the way in which the demonetisation policy was rolled out. The court wants to know if the policy was planned properly, or a decision was taken “just like that” when Mr Modi scrapped Rs 500 and Rs 1,000 notes on November 8. ..."

"...Another important thing he revealed was how he actually worked. Mr Modi said he doesn’t read files. This I found to be unusual in someone who is so decisive because one needs full control over the subject if one is eager to take big decisions. But Mr Modi says he cannot govern through “academics studies (sic)” and instead asks his officers to summarise all issues for him, and brief him orally. They are expected to go through the file and tell him, as he put it, “yeh masla hai kya”. He said he had the capacity to figure out the delicate contours of these issues without actually reading about them. He said this is because “mera itna grasping tha”. ..."

ybrao-a-donkey: TOP TEN ISSUES ASSOCIATED WITH ORAL EXPLANATIONS, PRESENTATIONS, SUBMISSIONS

1. Oral explanations, presentations, submissions, will not be on record. If the decision-maker also issues oral approvals / instructions / sanctions, there may not be problems for the approval-seekers and approval-makers, but the people who act on oral approvals / instructions / sanctions may end up in soup. This can happen both in Private Sector and Private Sector. This can happen not only in India, but can happen all over the world, wherever Management-decisions are taken, executed, monitored, controlled, and audited. In some organisations, there may be a practice of subordinates / peers who execute oral approval / instructions / sanctions communicating to such oral approval makers. The idea behind this post-facto communication may be, the executives who implement oral decisions may intend to save their skins. Even if the oral-instructor-sanctioner may choose to remain silent and abstain from saying categorically yes / no to the reporting executives, there may be an expectation that it will act as a sort of estoppel, with a ray of hope that instructor/approving/sanctioning authority cannot say that the matter has not come to its notice.

2. Wherever the approving / instructing / sanctioning authoritiy issues written approvals / instructions / sanctions, without reading files, on the basis of written explanations / presentations / submissions made by subordinates, in systems and sub-systems where the decision-maker is accountable to his/her bosses, it will not be a good defense for the decision-maker to take shelter of "not reading files under heavy work loads, and depending on oral explanations / presentations / submissions by subordinates".

In India, it may not be Shri Narendra Modi alone, who seems to have this tendency / compulsions of signing files without reading. As far as I can recollect, Mr. Y.S. Rajasekhara Reddy, the deceased Chief Minister of United Andhra Pradesh, and who had a notoriety of earning Rs. one trillion for his son, too admitted that he signed some files without reading contents. It seems to be a common global custom.

Probable origin of this custom in India, after 1947: With the exception of Late Jawaharlal Nehru (first Prime Minister), Lal Bahadur Sastry (Second Prime Minister), Morarjee Desai (Fourth Prime Minister), to some extent Late P.V. Narasimha Rao (PM, 1991-96), other Prime Ministers and Union Cabinet Ministers, were / are likely to have this tendency / compulsion. For example, Mrs. Indira Gandhi, did not cross Senior Cambridge. Those who have the endurance / tolerance / aptitude / diligence to read long texts do not normally stop their education with Senior Cambridge or a single academic degree. Whether they pursue their higher University Education or not, reading texts will become their life-long habit. Indian Laws, and Sections of Acts, Government Notifications, Circulars, Letters tend to be long-winding, and circumlocutory. Comprehending them in a single reading, or with a cursory glance is not going to be easy.

Many Central Ministers, Chief Ministers of States, Ministers in States, either have a landlord background or an trader/industrialist background. In both the backgrounds, there will be no need for them to "read texts", which is supposed to be a dirty work of clerks, Secretaries, Managers, Accountants, Lawyers. They bring the files, and the owners of swathes of land / Corporate glamor businesses / industrial group companies / Multi-Nationals and their Indian Joint-Venture-Subsidiaries, just add their autographs in style, to the files to smudge some grace and gloss to them. These signing ceremonies can be held even in Five Star Hotel Swimming Pools, Clubs, anywhere. We can even make wild guesses about where the files / papers may be signed. For example, in what locale / environment, Mr. Vijay Mallya, the fugitive Indian businessman taking shelter in London, might have signed his KingFisher and United Breweries files / papers? When the papers are kept on the thighs of girls, on a pleasure yacht?

3. WHAT IS THE OBJECT OF BRINGING TRUSTED BUREAUCRATS INTO KEY POSITIONS? It is a common practice not only among Politicians / Senior Bureaucrats GLOBALLY to bring their trusted persons into key positions. In the background, will be a blind belief that trusted persons are not going to breach the trust imposed in them. And this blind trust, will lead to "blind signing" of documents / orders, on the basis of oral explanations. Few years back, when Mr. Ratan Tata brought in Cyrus Mistry to lead Tata Companies, what were Mr. Tata's expectations? And by 2016, why those expectations got evaporated?

4. PARADOXES OF DELEGATING WHERE DELEGATION IS NOT NECESSARY, AND NOT DELEGATING WHERE IT IS ABSOLUTELY NECESSARY. . This is a peculiar, but crucial question/ situation which many top Decision-makers, be they politicians, bureaucrats, CEOs, Chair Persons, Board Persons tend to ignore. We know, whether it is Business Administration / Management, Political Administration / Management, or some other Administration / Management, Centralisation of decision-making, makes the DECISION-MAKER an extremely powerful person in organisations / systems. But at the same time, such excessive centralisations can make the TOP DECISION MAKERS prisoners of their own gold-platinum-diamond cages. Excess Centralisation makes both the TOP DECISION MAKERS and the ORGANISATIONS / SYSTEMS vulnerable, when workloads go beyond endurance levels of single individuals. Consequently, decision-makers, develop a habit of not reading files (anyway it is a dirty task to be done by clerks, lower managers / administrators.), and asking questions like “yeh masla hai kya” and “mera itna grasping tha”.

There are FOUR anecdotes, associated with the fond inspire-er of our beloved Prime Minister Shri Narendra Modi. The inspire-ator was Swami Vivekananda. 1) First anecdote: Swami Vivekananda is credited with eidetic-photographic memory by his staunch admirers and his cult-clan followers. Location Meerut. Year 1890. A librarian doubted Swamiji's capability to read one book per day. Swamiji was said to have answered all questions asked by the librarian and convinced him about his photographic memory.

2. 1891. Ajit Singh, Raja of Khetri, who gave Swami Vivekananda, his name "Vivekananda". Swami Vivekananda showed his photographic memory to the Ruler of Khetri.

3. Haripada Mitra, Sub-Divisional Forest Officer of Belgaum. Swami Vivekananda demonstrated his photographic memory of Pickwick Papers.

4. Year 1901. Vivekananda returned from his second trip of US and Europe. He was staying at Belur Math, resting on a couch. To Saratchandra Chakravarti (Swamiji's disciple), Swamiji demonstrated his photographic memory of reading 10 volumes of Encyclopaedia Britannica, by answering questions which Shri Chakravarti was reported to have asked.

So, is there any wonder if Mr. Narendra Modi has a 56" chest, and if he asks "mErA itnA grasp thA?" (I have so much understanding?)

816 GLOBAL BOASTING/BRAGGING - INDIAN BOASTING/BRAGGING

Here is a beautiful article from IndiaTimes.Com, Sunday Times Print Edition dated 9th October 2016, special supplement. Title of the article: "WE ARE BRAGGARTS", penned by ​Ms. Nona Walia. Though the article, initially refers to Donald Trump's braggings, ultimately it landed on Indians. True, Self-criticism is always better than criticizing others. Mangalam is a sort of open kiln often used for sotting corn / jowar grains / rice to make them popped / popcorn or make roasted bengal gram lentils.) Anyway, thunders, and thunderbolts are mainly phenomena of sky. When a thunder thunders, and its bolt falls on a kiln on the earth, a sort of unexpected calamity / disaster may take place.

Here the analogy which 'ybrao-a-donkey' is trying to make is: Trump's boasts and brags, have not only thundered in American skies, but also landed on Indian Brags.

There may also be a factor of compulsive need of release of 'dopamine' in our brains. This 'dopamine' chemistry, we shall takeup on some other day.

While it is true that Indians brag/boast profusely, we can't say that Euro-Americans, Australians, Canadians, et al, lag behind? aho! bata! ayyo!

The dividing line between 'boasting-bragging' and self-revealing/self-mirroring/self-reporting is very thin. Like 'beauty is skin-deep', the seer's/listeners perceptions of the degree/extent of other person's boast/brags may depend on 'beholder's eye'. It is a question of interpretation. There is a Telugu proverb: 'tana kampu tanaku impu. Para kampu tananu campu'. Approx. English: One's own odor/scent pleases the person. But the odors/scents of others may kill the opposite-man.

Swami Vivekananda wrote to Ms. Albert Sturges from his ship on Dec. 5, 1895:

Swami Vivekananda wrote to Shri Pramada Das Mitra, on May 30, 1897 from Almora.

Here, apparent meaning: I made those gigantic scholars as my disciples. It is not a joke.

Swami Vivekananda wrote to Mr. Pramad das Mishra from Ghazipur on March 3, 1890:

"... What are you saying about difficulties there of keeping clean? Lack of water in the hills or lack of room!! Tirthas (places of pilgrimage) and Sannyasins of the Kali-Yuga — you know what they are. Spend money and the owners of temples will fling away the installed god to make room for you; so no anxiety about a resting-place! ..."

Swami Vivekananda wrote to Alasinga from Chicago, U.S.A. on 2nd Nov. 1893:--

CONTEXT IN VALMIKI RAMAYANA & ENGLISH GIST: Demon Ravana abducted the wife of Shri Rama, and hid her in his Kingdom Lanka. The vAnara Chief (According to the Epic, vAnarAs are monkeys. Converting forest-dwellers into monkeys, may be an aberration), Hanuman traced her. Shri Rama, Sugriva, and their vAnara forces went on an expedition to reach Lanka, crossing the an Ocean, 100 yOjanas wide (approx. 1500 km.). Shri Rama and his forces were camping on the Sea Coast, awaiting for the Sea God to give them way. Shri Rama spent there three days spreading sacred grass (darbha grass) on the sea shore, and lying down on it, with folded hands, in due respect to the Sea God. But , the Sea God did not respond. Then, Shri Rama seems to have got annoyed by the silence of the Sea God. The above verse is one of the verses spoken by Shri Rama to his brother Lakshmana, referring to the arrogance of the Sea God.

"...The arrogant (avalEpam) Sea God is not appearing himself before me. Calmness (praSamam), forbearance (kshama), straightforwardness (Arjavam), softspokenness (priya vAditA) of gentle persons will yield ineffective and inefficient (asAmarthyam) results (phalanti).

779 Musings on the advice of Mr. Subramanian Swamy to BJP Leadership about Indian Ministers wearing suits and looking like WAITERS, and Robert Vadras response to it

Mr. Subramanian Swamy is reported to have tweeted: "...BJP should direct our Ministers to wear traditional and modernised Indian clothes while abroad. In coat and tie they look like waiters. — Subramanian Swamy (@Swamy39) June 24, 2016". A reply for this atrocious tweet has come from an unexpected quarters, Mr. Robert Vadra, the son-in-law of Ms. Sonia Gandhi, Congress President, and the De-facto Ruler of India 2004-2014. Reply: "...So is there no dignity in being a Waiter ?! The attention seeking BJP MP Swamy's comment "Ministers who wear a coat and tie “look like waiters” and must be instructed to wear Indian clothes." Undermining waiters who work hard for a living; making condescending and derogatory remarks about them is deplorable and classist...

Now, it is the turn of Mr. Subramanian Swamy to wield his sword of words:

"People giving me unasked for advice of discipline and restraint don't realise that if I disregard discipline there would be a bloodbath."

I said I am the most disciplined person. If I was indisciplined, there would not be what they called as bloodshed. Bloodshed did not mean blood spilling. Bloodshed means there will be chaos. And I said that because I am disciplined, nothing of that kind happened,

"... I think Mr.Vadra should concentrate on staying out of jail and not comment on political issues: Subramanian Swamy pic.twitter.com/Lq3GWh5nDN. ... — ANI (@ANI_news) June 25, 2016".

According to the FirstPost's web page linked above, Mr. Swamy's tweet apparently intended a reference to Mr. Arun Jaitley's wearing a lounge suit when he met in China, Bank of China's Chairman Tian Guoli. Mr. Swamy's advice is to BJP's Leaders.

Later, Mr. Swamy praised the dress of Mr. Arun Jaitley. It may be some reconciling exercise.

WHY DID IT PROBABLY HURT MR. ROBERT VADRA?

It seems that Mr. Robert Vadra's Mother had worked as a Waitress in Italy in the past.

Besides, Mr. Swamy has made allegations of corruption against Mr. Robert Vadra, saying

"... Vadra made a lot of money, it is called the Vadra school of management, but the dean of that school was (Haryana CM Bhupinder Singh) Hooda. He has to be prosecuted under Prevention of Corruption Act. ..."

The alert caution given by Mr. Swamy to Mr. Vadra "I think Mr.Vadra should concentrate on staying out of jail" is referring to the allegations of his fraudulent land deals in Hariyana and Rajasthan. This caution is somewhat acerbic.

Thus, Mr. Swamy's comments seem to be hurling stones against everybody at random, and sometimes deliberate against selected individuals. Anyway he is very active since the 2014 victory of BJP, like a tiger on a prowl.

Many people love wearing impressive dresses, sometimes to boost the personal image of themselves within themselves (like that when a person looks into a mirror and congratulates himself), and sometimes to impress others. As the practice is universal, it is difficult to regard it as something totally undesirable.



In the early days of his annointment to the Crown of India, Mr. Narendra Modi- PM of India, also showed a penchant to wear suits.

Mr. Subramanian Swamy seems to have nursed a desire to become Finance Minister in the Cabinet of Mr. Narendra Modi, probably in 2014 itself. Of course, in spite of his maverick methods and weirdo ways, afterall, like Mr. Raghuram Rajan, Mr. Swamy is also a Professor, and an Economist of Harvard Recognition. If at all he has nursed such ambition or desire or wish, there is nothing wrong in it, anyway I am not here to pass value judgements. But, somehow, Mr. Narendra Modi preferred Mr. Arun Jaitley as Finance Minister, a Lawyer by Profession.

A comparison of Mr. Arun Jaitley and Mr. Subramanian Swamy may need a 100 pages to write about. Prima facie, it appears that Mr. Arun Jaitley is a successful Supreme Court lawyer, is professionally a pecuniary-conquerer in the context of the 21st Century Values, and financially a business-moolah earner, practical-and-pragmatic professional owing to overexposure to Indian Business, Corporate and Legal Environment, whereas Mr. Subramanian Swamy is a scholarly-professor (I do not want to call him pedantic which is a derogatory adjective) knowledgeable person, with a legal bent of mind arguing his own cases, but apparently he is not a business-man running businesses, acquiring gold, real estate etc. His wealth might have been based either his family-inheritances or his wife-herself-a-Supreme-Court Advocate's acquisitions. What I mean to say is, that Mr. Swamy may not have a money-earning bent of mind , which seems to be a prerequisite for a Finance Minister of Capitalist Environments. At the same time, he is not a Sanyasi or Muni. Mr. Swamy seems to be a bird of DIFFERENT FEATHERS, distinct FROM THE FEATHERS OF Mr. Narendra Modi or Mr. Arun Jaitely. Nevertheless, like Mr. Jaitley, he too seems to have Corporate Links and Corporate Support, though may not be on the same magnitude and scale as Mr. Jaitley.

Question: Why Mr. Modi did not take Mr. Swamy into Cabinet in 2014, and entrusted him some other Ministry, if not Finance. Why did he entrust it to a novice like Ms. Sitaraman? Will he take Mr. Swamy into Cabinet now?

Ans: Vajpayee, our First BJP Prime Minister, took Mr. Swamy into his 1999-2004 Cabinet, and gave him Commerce Ministry. Mr. Narendra Mody too ought to have done a similar thing in 2014. But, Mr. Narendra Modi seems to have some marked preferences for novices like Ms. Sitaraman, Ms. Smriti Irani, when compared to Seniors like Mr. Swamy, Mr. Arun Shourie et al., because Seniors may have "their own views" and their own "self-esteem". They may not show obedience of required magnitude. About Mr. Modi taking Mr. Swami into Cabinet now: Mr. Modi's advisers i.e. Mr. Arun Jaitley, Mr. Ameet Shaw, Mr. Mohan Bhagavat RSS Chief, may have to give green signal. The green signal may come,or may not come.

Like Mr. Raghuram Rajan, Mr. Arvind Subramanian,-- Mr. Subramanian Swamy is also a bourgeoisie economist of the Harvard, IMF and London Schools. As already pointed out in our blogpost No. 776 Click to read 776, these are all only bourgeoisie fibs and fisticuffs. We need not bother about them much. We have to focus more on Socialist Economics, and Socialist Economists (that tribe is too small).

Mr. Narendra Modi is very fond of wearing dresses, head-gear, hats, turbans, suits, coats, kurtas. The criticism which Mr. Narendra Modi received, when he appeared in a very expensive suit gifted to him by his one of his admirers , -- on the occasion of his welcoming U.S. President Barack Obama in Delhi, has made him to shed the suit, get it auctioned, and money donated for charity. But his tryst with great-expensive-dressing continues, notwithstanding his chaiwallah background, in spite of his displayed affinity to the renunciation of Swami Vivekananda. Apart from self-declared renunciations, they have the common factor of love for coats, though Vivekananda was addicted to cigars, while Mr. Narendra Modi is not. Vivekananda was a fan of non-vegetarian food, while Mr. Modi displays his love for vegetarian food.

Now, Prof. Subramanian Swamy has to clarify whether his preaching "...BJP should direct our Ministers to wear traditional and modernised Indian clothes while abroad. In coat and tie they look like waiters. — Subramanian Swamy (@Swamy39) June 24, 2016" will apply to Mr. Narendra Modi also?

In all fairness to Mr. Swamy, whatever be his other strengths and weaknesses, he is prima facie, reasonably meticulous about his wearing INdian style dresses. I am unable to trace even a single photo on internet which shows Mr. Swamy in his Western Suit. However, like most political leaders of India, he too seems to be very particular in appearing as an IMPECCABLY DRESSED PERSON. Though Swami Vivekananda was credited with a repartee of conversation whereby he highlighted the importance of character, when compared to dress--

“Can't you wear proper clothes to look like a gentleman?”

Swami Vivekananda smiled and said, “In your culture, a tailor makes a gentleman; but, in our culture, Character makes gentleman.”

--Swami Vivekananda too, while in United States and Europe spent money and time on impeccable dressing. (Mahatma Gandhi and Tanguturi Prakasam seem to have reversed this trend in India).

We shall now go back to the end-19th Century years of United States and Swami vivEkAnanda. Swamiji wrote to Alasinga from Metclaff, Mass. on 20.8.1893:

From this village I am going to Boston tomorrow. I am going to speak at a big Ladies' Club here, which is helping Ramabai. I must first go and buy some clothing in Boston. If I am to live longer here, my quaint dress will not do. People gather by hundreds in the streets to see me. So what I want is to dress myself in a long black coat, and keep a red robe and turban to wear when I lecture. This is what the ladies advise me to do, and they are the rulers here, and I must have their sympathy. Before you get this letter my money would come down to somewhat about £70 of £60. So try your best to send some money. It is necessary to remain here for some time to have any influence here.

In the same letter quote:

"...Just now I have been to the tailor and ordered some winter clothings, and that would cost at least Rs. 300 and up. And still it would not be good clothes, only decent. Ladies here are very particular about a man's dress, and they are the power in this country...."

By the 1893 price levels, a sum of Rs. 300 and up must have been very high for vivEkAnanda's fancy and alasinga's back (because he had to send the money to vivEkAnanda). Poor alasinga had to bear this burden, because he had to enable vivEkAnanda to have influence with the American big ladies, who advise him to wear what and win their sympathies. alasinga should save vivEkAnanda from looking queer. Can't a monk have courage to face crowds? Ans: An ascetic or monk should not be afraid of looking queer or unnatural. Whatever way the onlookers may see him or mock at him, a true ascetic will not take their actions and reactions into cognizance.

It is worth quoting bhartruhari here, the great poet of the first millennium India gave birth to:

Sanskrit: camd`aaloo kim ayam? dvijaatir athavaa s`uudroo atha? kim taapasaha?
kim vaa tattva viveeka pees`ala matir yogiis`varaha koo api kim?
iti utpanna vikalpa jalpa mukharair aabhaashyamaan`aa janair
na kruddhaupathi naiva tusht`a manasoo yaanti svayam yoginaha .96

English: Those who see the ascetic on the path, will be wondering who this person is! Is he an outcast? Is he a Priest? Is he of a low caste? A person doing penance? A scholarly saint who can distinguish between strains of principles of philosophy? Who ever he is? The passersby will be estimating and commenting about him. But the ascetic himself will not get irritated and in a contented and serine mode he proceeds. (vairAgya Satakam verse No. 96.)

SOMETHING YBRAO-A-DONKEY'S PERSONAL (autobiographical)

Sorry for writing personal stuff. But, the initial purpose of blogs in their early days was to write about personal web-logs, a sort of personal diaries. Gradually, the element of personal experiences vanished from the scene. May be because, blog-writers felt "Who will read your personal fetishes, unless you are a celebrity film-star, Head of a State or Head of a Government or some billionnaire?".

I am writing something personal, whatever it is worth for. In 1976 while working in a Bank, I was preparing for a job-promotion interview. My office colleagues and my immediate superior-bosses advised me to attend the job-interview in a suit. The general impression prevailing then was that impeccable dress is important in job interviews. According to them, it creates a good first impression.

In my life till then (1950/1-1976), I did never wear a suit, or tie or shoes. From 1950 to 1968 I was without any footwear, walking with bare feet even in hot summer or on thorny paths. My family could not afford to buy comforts or luxuries like chappals, not to write of school shoes. About these things, some other day, in some other blog post, I shall write separately.

I was unwilling to buy ties and suits just for the sake of two interviews. Nor there was time to get suits stitched (in those days readymade suits were not so much popular). My uncle borrowed a suit from a colleague of his, and helped me, teaching me to wear a tie and the coat.

I appeared the two job-interviews in suit, with a tie around my neck like vAsuki around Lord Shiva (sorry for an audacious and arrogant simile). In one interview, I failed because my job-knowledge was poor. I could not reply anything satisfactorily. Besides, suit was suffocating me, though there was A/C in the interview room.

In the second interview too, I failed because I had an argument with the Head of the Interviewing board and others, about Socialism and Rural Poverty. At that time, I was immature, emotionally, and not a practical person (even now, presumably I am not a practical person). It was my natural trait to argue on socio-economic issues even with slightest provocation and stimulus. Another observation: The top-boss heading the interview board was wearing a open-shirt of short-sleeves, while I was suffocating in borrowed suit. This made me nervous, and self-introspective, disjoined my chain of thoughts.

So, thus, the suit did not help in both the instances. Impressions created by "suits" and "impeccable dresses" are not substitutes for ESSENTIALS to fulfil any task. Next year, I again succeeded in written tests, and appeared another interview in my shabby dress, but with improved job-knowledge, control of emotions. Succeeded, notwithstanding shabby dress. Subsequently, even after becoming an Officer, I have never bought, borrowed or worn a tie or a suit or shoes.

HOW TRADE UNIONS AND WORKERS' ASSOCIATIONS CAN INFLUENCE BEHAVIORS OF MEMBERS

In our Bank, in 1970's, Officers used to wear ties regularly and routinely. In addition to that, they used to store COATS in Office cupboard, and when they were called by top-bosses on any work, they used to take out the coats from cupboards, wear the coats, and then only enter the Chambers of the top-bosses.

In one particular year, their Association gave a call of Non-Cooperation, and advised its members to temporarily stop wearing ties and suits, during the currency of their agitation.

The members stopped wearing suits and ties permanently, even while entering into the rooms of top-bosses.

CONCLUSION

Whatever we do externally (conversations, dresses, etiquette, feasting, hosting, etc. etc.) to impress others and bring them into a favourable disposition towards us, the end result will depend on circumstances, environment, situations, numerous other deciding factors, relating to both us and them. Mr. Narendra Modi and Mr. Xi Jinping sat and swang in a swing, in a friendly mode. But, DID IT DETER Mr. Xi Jinping from blocking the entry of India into NSG Group, quoting some rule!! It did not deter, because they are ALL trivial, when it comes to BUSINESSLIKE BEHAVIORS of individuals, Corporates and Organisations, and Heads of Nations and Governments. This is a world of Lucre!

So, what is the use of Mr. Subramanian Swamy bringing in the issue of "WAITERS" into picture, and make them a subject of comparison, to BJP Ministers visiting abroad and trying to impress their foreign hosts?

It is hightime that Prof. Subramanian Swamy recognises the dignity of labor of WAITERS and stop making comparisons which insult them.

When an intellectual upgradation of Proletariat (Working Class) takes place-- this is a dream, I hope that Professors will also be given a few hours of physical labor every day, working inter-alia as WAITERS, COOKS, AND DISH-CLEANERS. They can be given a three hour duty of cooking in Community Kitchens, and serving in Community Hostels, while reducing their LECTURING TIME.

759 Dr. Kancha Ilaiah and Swami Vivekananda, some similarities.

Dr. Kancha Ilaiah, Professor of Political Science at Maulana Azad Urdu University, Hyderabad, may please study Indian Economic Problems in depth, before he continues to advise people vigorously that they should eat more and more beef and goat-heads. India is a poor country with 130 million population, bulk of whom are unable to earn two square meals a day. He seems to be suffering from an obsession of hating Brahmins. He cannot equate 21st Century Brahmins with 2000 BC Aryan Brahmins, 1000 BC Aryan Brahmins, 0 AD Aryan Brahmins, 1000 AD Medieval Brahmins. He has to do lot of homework, to appreciate the evolution of socio-economic environment in India.

"...Vegetarianism is anti-nationalism. ..." (at Lucknow, on 15th Apr. 2016. Context: His speech on the subject of Dr BR Ambedkar's political empowerment in a function held at Babasaheb Bhimrao Ambedkar University, Lucknow, to celebrate 125th birth anniversary of Dr BR Ambedkar.).

"For me, my nation starts with eating beef. Unfortunately, we gave up eating beef and our brains are not growing now. There is no enough protein..."

"... Though I am not very tall and strong but my brain is working because I ate a lot of goat brain in my childhood. ..."

"... Vegetarianism will destroy the brain capacity. You cannot compete with vegetarian nationalism with China, Korea, Japan and America who are full scale `beefarians', `porkians', fisharians and even `frogarians'. Whatever is now poison they are eating, there brain is growing. ..."

"The whole steel industry is collapsing from here to England because China is producing steel in such a manner that all our economists are in doldrums, nothing is being understood by Indian economists. This is because, the Chinese brain has gone so sharp, our economists vegetarians brains are not working."

"... At times, the PM sweeps the road. I said when you were a shudra you were doing that. What are you doing now. Ask Arun Jaitely or Arun Shourie to sweep the roads. I am very happy to know that PM is learning English. At least a Shudra is trying. The only problem is vegetarianism doesn't have a quick learning. He should eat good food ..."

1. We have to respect the Right to Freedom of Speech and Expression of Dr. Ilaiah. At the sametime, sometimes, he appears to cross his limits of 'Freedom of Speech' granted by our Constitution. Then, in India, many others (probably including myself) may be crossing these limits, unintentionally or deliberately. Anyway, I appeal to Dr. Ilaiah to tone down his hatred towards 21st Century Brahmins who are different from 2000 BC Aryan Brahmins, 1000 BC Brahmins, 0 AD Brahmins, 1000 AD Brahmins. Just as Dalits, Upper Sudras, Lower Sudras have changed during these 4000 years of Indian History, Brahmins too have changed. Our Education, our learning has to make us better citizens. There is nothing wrong in speaking or writing truth. But while speaking or writing bitter truths, it will be better to occasionally caution the listeners / readers that it will be better they abstain from listening or reading if their sentiments are likely to be hurt. Dr. Ilaiah may not like Sanskrit maxims, but here is one Sanskrit maxim:

priyam brUyAt
satyam brUyAt
na bruyAt satyam apriyam.

Approximate English: Say what will be liked by the listener. Tell truth. But do not tell truth which is likely to hurt the listener.

This maxim seems to have certain limitations. The speaker/writer cannot withhold truth for unlimited periods, simply because it hurts the listener / reader. Someday or other the truth has to come out. Appropriateness of place and time may have to be kept in mind.

Like sugar coated pills, even unpleasant things can be communicated in carefully worded language, and also by pre-warning the listener / reader.

Dr. Ilaiah has to keep in mind that because some injustice has taken place to Dalits in gone-bye Centuries, it does not mean that he can throw rubbish on 21st Century Brahmins. Besides, he cannot prove with the available evidence that Ancient Brahimins alone were responsible for all the injustices that had taken place to Dalits, and Lower Sudras. Whatever injustices took place, they happened at the commands of Rulers, whether they were Kshatriyas (warrior caste by birth), or by Upper Sudras who were Rulers throughout these 4000 years. Very rarely, ancient and medieval Brahmins ruled India, such as Maratha rule, Pushya Mitra Sringa's rule. Most of the times, Brahmins were only Accountants. Upper Sudras were Kings, and Heads of Regions, Heads of Villages.

2. As long as people do not get misled by the utterances of great pundits of all hues (includes not only Dr. Kancha Ilaiah, Shri Katti Padma Rao, -- but also our pravachana kartas in Temples who have fancy titles such as 'ratnAkara (Ocean, treasure of gems)', 'cakravarti (Emperor)', gnAna putra (son of Supreme-awareness) etc., we can laugh, examine each statement separately and decide whether to accept them or not.

If Dr. Ilaiah is obsessed with finding fault with some castes for the ills done to Lower Sudras and Dalits, he should ask the ancient-medieval upper sudras, why they did that. The 21st Century Upper Sudras who happen to be landlords in our villages, business persons and industrialists in our cities, seem to be continuing THOSE OPPRESSIVE ACTIVITIES on dalits and lower SUdrAs even now.

For example, the States of Telangana and Andhra Pradesh are being ruled by just four LANDED CASTES. Naming them will not be appropriate. Dr. Kancha Ilaiah can go and ask the Telangana State Chief Minister K. Chandra Sekhara Rao, and Residual Andhra Pradesh State Chief Minister, Mr. Nara Chandra Babu Naidu, "which are those four landed castes", and why they alone are occupying all the important posts, and ruling these two States. Dr. Ilaiah can also ask them why the personal differences between Mr. KCR and Mr. Naidu, led to an unjust bifurcation of United Andhra Pradesh.

3. About Vegetarianism: Swami Vivekananda too seemed to have had views similar to Dr. Kancha Ilaiah. While Dr. Ilaiaih believes that India had started as a beef eating Nation, this ybrao-a-donkey believes that humans having evolved from vegetarian monkeys, Ancient Indians might have started as vegetarians, and later shifted to different types of non-vegetarian foods under influences from foreign invaders and migrants. I wrote at one of my blogposts here, that ancient Indians might have learnt beef eating from Aryan migrants from North Europe.

4. One letter by Swami Vivekananda to Raja Ajit Singh, Ruler of Khetri, arguing that vegetarians should eat grass is worth quoting here. Probably for this wisdom, Khetri Ruler might have given the name of 'Swami Vivekananda' to our Swamiji who earlier had different names, apart from his parent-given name of Narendranath Datta. As a reward for reading his mind, Raja of Khetri might have provided funds to send Vivekananda to Chicago Parliament of Religions. Swami Vivekananda wrote to Ajit Singh on 22nd May 1893, before going to the World Parliament of Religions in Chicago.

"...If our digestive apparatus is exactly like that of a cow — we ought and must be able to eat and digest grass. In that case poor Indians are fools to die of starvation in famine times while their natural food, grass, is so abundant, and your Highness' servants are fools to serve you while they have only to get up the nearest hillock and get a bellyful of grass instead of undergoing all the trouble of serving others!!! Grand American discovery indeed!!! Only I hope the holy dungs of such human cows may become of great use to the wonderful American author and his Indian disciple. Amen. So much for the cow-human theory. ..."

5. Vivekananda wants us to eat grass, whereas we eat rice and wheat which are nothing but different forms of grass seeds. Are we not surviving healthily with some minor ailments whereas Vivekananda concluded that he should eat nothing but meat and not drink water for combating his illnesses? In spite of eating all types of meat , Swami Vivekananda suffered numerous diseases, searched for 'karakkAya (myrobalan)' as a cure in his last days, and died at an early age of 39?

6. Even from the point of view of Indian Poverty and Indian Economics, it will be cheaper to produce 1 kg. of wheat, when compared to the cost of producing 1 kg. of goat's meat or beef. Our 130 million Indians are unable to get 2 square meals of vegetarian food every day. Where can we get beef and mutton? A pair of idlis cost Rs. 15/- today. How much will a goat-head-curry cost? In University Hostels, it may be cheap.

7. Dr. Ilaiah, like Swami Vivekananda seems to be suffering from an illusion that only non-vegetarians, particularly beef-eaters alone, will be physically strong, & can invent great things, and contribute to production and growth. Numerous factors contribute to growth of Nations. Dr. Ilaiah can, if he wants to help Indians sincerely, conduct research into those numerous factors, instead of harping on the merits of beef eating.

742 (Part 11/10) of Sri Venkateswara, Lord VishNu, Goddess Lakshmi. Now: Alien Religions through reckless conversions can destroy Indian Culture

Question: You say that you oppose conversion of Indians into alien religions. This is nothing but intolerance.

Answer: 1. First of all, there is no definition of what constitutes tolerance and what else constitutes intolerance. These are all subjective terms. In Telugu language translation of Vyasa's Epic Mahabharata, by Telugu Poet Tikkana, there is a Telugu verse, which gives us a rough indication of what we can follow as 'justice' and 'ethics':-

orulE yavi onarincina
naravara tana manambunaku apriyam bagu tAn
orulaku avi sEya kuniki
parAyaNamu dharma pathamula kellan.

English: If something done by a person to us- hurts us, THE GREATEST DUTY, JUSTICE AND ETHICS FOR US WILL BE, NOT DOING THE SAME THING TO OTHERS.

Prove your hypotheses with practical example:

Answer: Rev. Barrows was 2nd in Command of the persons who organised the World Parliament of Religions held at Chicago in 1893, which was attended by Swami Vivekananda and others from India. Rev. Barrows, apparently, wanted to popularise and publicise Christianity as the principal religion of the World, at the Chicago Congress. It might have worked, or it might not have worked, we can't say.

I also get an impression that Rev. Barrows wanted to use Mazoondar of Brahmo Samaj, and Swami Vivekananda, as his tools. But this, apparently did not work.

After completing his principal task of participating in the World Parliament of Religions, Vivekananda ought to have returned to India, and continued his work in this poor country India. Instead, he chose to stay there for some years, make some dollars, giving some lectures. In the process, he started converting American Aristocratic Women into Ramakrishna cult of Hinduism. Actually, Hinduism is neither a formal religion , nor it has formal provisions for conversion of others into Hinduism. This conversion might have caused some bruises to Rev. Barrows.

Rev. Barrows too toured India, on his mission of Converting Indians into Christianity. It is difficult to say how far Rev. Barrows succeeded. But, bitterness resulted between Swami Vivekananda and Rev. Barrows.

ybrao-a-donkey's humble opinion: Even now, it is high time that Organisations such as Ramakrishna Math, Iskon, etc. which have their branches abroad, should openly declare that they will not convert anybody into Hinduism, unless there are very very strong exceptional reasons such as court orders. Simultaneously, they should demand that Alien Religions are not to venture in India for converting Indians into alien religions.

Question: What is its relevance to your previous blog-posts about Aryan Migration from Arctic (Scandinavia, Latvia, Lithuania, Old Prussia etc.), and the adoption of Latvian Gods into India?

Ans: The main problem with large scale conversions by alien religions is, they not only destroy the native culture, but also ALL EVIDENCES OF NATIVE HISTORY. One straight question which European Governments and the American Government have to answer: What was the History of Europe before entry of Christianity into Europe, from Israel? Christianity is a West Asian Religion. Why did the Romans destroy entire pre-christian history of Europe? What was the History of America, before the migration of Europeans into United States? Didn't the Native American Indians have any history of their own at all? Why should the American History start with Columbus or George Washington? Today, we can't get the Ancient or Medieval Histories of America or Europe, without Religious colors.

One happy future of Aryan migration from Nordisca into India from about 5000 BC to 0001 A.D. seems to be, that they had not been controlled from abroad. May be because, there were long gaps of distance. There were no transport facilities. There were no communications. Consequently, the migrant Aryans, though may be unwillingly, merged into Indian Society, borrowed heavily from Indian Culture, and also lent heavily to Indian Culture. The aggregate result of all that exchange is, India today has a composite culture, which some people call "Hinduism" (not Hindu religion), and some others call "sanAtana dharma". Whatever terms are employed, the Culture has had some merits, and some very very painful demerits such as untouchability, oppression of lower castes etc. Whatever be the past of India, today India is a country of MIXED-RACIALITY.

But, the present two alien religions which are converting people into their religions on a massive scale, using money as baits, making false promises, making negative propaganda and spreading falsehoods against Indian culture, have done great damage to Indian Lives during the last 1000 years, and even after India gained independence, they are continuing their activities which are harmful and injurious to India. Congress, and other so self-declared Secular parties have encouraged, and are encouraging the Conversions, in the name of protection to minorities. Some political parties like BJP, Shiva Sena are using these DISHARMONIOUS CONDITIONS for gaining political power to themselves.

It is, therefore, highly essential that the conversion activities of alien religions are to be stopped. Alien Organisations are controlled from abroad both formally and informally.

Example for formal controls from abroad: Who appoints Arch Bishops and , Bishops in India? Can't Indian Dioceses elect their own Arch Bishops and Bishops?

Example of informal controls: Donations from Saudi Arabia, for running Madrasas and building prayer-houses.

International Religious interferences, can infringe into sovereignities of countries. They harm the DEMOCRATIC and REPUBLIC character of countries. Sometimes, guidelines from alien Institutions can violate the internal security of the recipient countries. There will also be confusion in the minds of the followers of alien religions, whether to follow the secular guidelines of the Government of the Native country, or to follow the guidelines of alien Religious Heads? Unity of Command is an important prerequisite for survival of any Republic. Members of the Republic cannot be controlled by outsiders.

Question: Can you say something about the Bhaja Cave picture posted by you above?

Ans: -The picture is reported to belong to the OLDEST TEMPLE in India, in Bhaja Caves, Maharashtra, near Lonavala. It is said to belong to 400 B.C. i.e. about 2500 yrs. old. The picture shows, inter alia (among other things), a woman playing a double-drum percussion instrument, which looks like a tabla. On the right side, we can see a long wind-piped instrument, may be something like a shehnai (called 'nAda svaram or sannAyi' in South India). The Bhaja Caves, according to experts, belong to HinayAna Buddhism, track of Buddhism. In the previous blog posts, we have seen that the same caves contained the chariot of Sun God (sUrya), and the elephant-riding Indra (parjanya), which I have tried to link to Latvia-Lithuania-Old~Prussia-Sudovia-Esthonia, and only partially succeeded.

One question which repeatedly is haunting my mind is: Could the HinayAna Buddhism also have come from Europe, along with Aryans? Was Buddha (or Siddhardha in his early life) also a European? After entry into India, could the HinayAna Buddhism have developed into MahAyAna Buddhism? In my earlier blog posts, I have expressed a view that the culture of Ancient Indians was nearer to Ancient Jains of Tamil Nadu (Not SvEtAmbara modern Jainism). For this reason only, I was tempted to subscribe to the view that Sri Venkateswara's Temple at Tirumala was a Jain Shrine taken over by VishNu worshippers (same Aryans who spread from Lapland to Latvia to Iran/Iraq to Afghanistan to Punjab to Malva to Maharashtra to Karnataka and finally to Tamil Nadu). Though Adolph Hitler tried to possess the ThunderFire or Thunderstone symbol of SVASTIK and the ARYAN word, as Germanic, the Baltics seem to have a better claim to the Svastika. It is true that Svastik is used all over the world, for the last several thousand years. It may be true that we cannot attribute it only to Baltics.

But what made me to wonder is: The presence of Svastik Sign in the foot-prints stone sculptures of Buddha, in Amaravati, Andhra Pradesh. Period approx. 2nd Century BC to 2nd Century AD. Of course, hundreds of thousands of Indians believe that Svastika is a purely Indian sign, which spread all over the world, with Indian Migrations to SE Asia, and Europe. Right now, my mind still is bent on believing that Svastik is Baltic only. We have to study in greater depth, but it will take indefinite period of time, because the pre-Christian Histories of Scandinavia, North Sea countries, Baltic countries, have been destroyed by the Christian Rulers. The Histories of most of these countries, now start with VIKINGS of the 8th Century A.D.

Till now, my mind continued in the belief that Buddha was from Bihar-Nepal. My doubts about that theory sprouted when the Talibans in Afghanistan destroyed the Bamiyan Buddha Caves in Kandahar. The general prevailing impression seems to be, that Buddhism spread into north-west direction from Bihar-Nepal, along the Ganga-Yamuna route to Kandahar, probably by Ashoka's Feudatives. We can also examine a view that Hinayana Buddhism too has come from Europe into Afghanistan, and further spread Eastwards and Southwards in India, and developed into Mahayana Buddhism at Amaravati and Nagarjuna Konda.
