854 There can be more efficient ways of accomplishing tasks, without violating established customs, practices, values, and above all without causing HEARTBURN.


I have no love or hate relationship with Shri Narendra Modi, our beloved Prime Minister. For a Nation, whether it is Prime Minister, or a hoi poloi, individuals are not important. But TRADITIONS AND VALUES which will have lasting good / bad effects on Nation / Country / Administration, are VERY important. This importance doubles when the TRADITIONS & VALUES are NOT FOLLOWED. Such violations are not taken with indifference by Public. Instead, they become demotivators to millions of employees and officers, at various levels, top to bottom of Hierarchies. We should think more than once before setting bad precedents, and following bad precedents when followed by others / role models. Now, India's beloved Prime Minister 2016, seems to be following the precedents and practices of Late Ms. Indira Gandhi, Prime Minister of India 1966-1977, and 1980-1984. Both Mrs. Indira Gandhi doing something, or not doing something seem to become examples for him. He has recently quoted the example of Ms. IGandhi choosing not to demonetize for the sake of her party, and his choosing demonetization for the sake of Nation. Okay, it is one thing, not the subject of this particular blog post.

THE BAD CONGRESS RULE HAS SET EXAMPLES OF PRECEDING SENIORS TO APPOINT XYZs AS PREFERRED PERSONS



When Congress superseded Seniors and appointed persons of their choice at various levels, such supercede-ings received widespread criticism and flak. Some BJP leaders used such supercede-ings as sticks to beat Congress, with. But, now BJP is committing the same errors and abnormalities which the Congress and UPA regimes committed.

BJP DID THE RIGHT THING BY RESPECTING SENIORITY OF JUSTICE KHEHAR IN APPOINTING CJI OF INDIA



Once a person reaches to the stage of being the Senior-most Justice of the Supreme Court, he is deemed to have proved his capabilities, so as to be the Chief Justice of India. Mrs. Indira Gandhi did not realise this truth, when she superseded Senior Judges like Justice Sinha, and appointed Justice Ray as CJI. Fortunately, Mr. Narendra Modi, did not repeat this type of error, by superseding Justice Khehar, in spite of known widespread public opinion that Mr. Modi is not happy with the Judiciary and its Collagium.

MR. MODI OUGHT TO HAVE CONTINUED THE SAME WISDOM WHILE APPOINTING INDIAN ARMY CHIEF



In 1983, Ms. IGandhi superseded Lt. Gen. S K Sinha,1983 and promoted Genl. A S Vaidya. Lt. Genl. S.K. Sinha had to quit in protest.

Now, history is repeating under BJP Rule. why should they do the same mistakes which Ms. IGandhi committed.

Genl. Bipin Rawat Supersedes, Eastern Command chief Lt Gen Praveen Bakshi (armoured corps), and Southern Army Command chief Lt. Gen. PM Hariz (mechanised infantry).

This is certain, to cause much heart-burn to the superseded Lt. Generals, whether they resign or not. Reason: By reaching the level of Lt. Gen. , the superseded Lt. Generals have proven their capabilities. Else, they would have remained at the bottom rungs.

By and large, Indian Army has remained apolitical, secular, and duty-minded, and dedicated to the Nation.

Lt. Gen. Bipin Rawat, may have some special additional skills / utilities when compared to the superseded Lt. Generals in his being more focused to the Western + Northern Borders, LOC, counter-insurgency operations, counter- terrorism operations, etc., and the Govt. may want to make use of them.

HOW TO MINIMISE HEARTBURNS WHILE GIVING DUE RECOGNITION TO SENIORITY AND ALSO SKILLS



By respecting Seniority, Lt. Gen. Bakshy ought to have been as per the tradition, appointed as Army Chief with the rank of a General. Lt. Gen. Rawat with his existing Lt. Gen. rank and in addition his job as Vice Chief of Army, ought to have been appointed as Officer-on-Special Duty (OSD), in the Office of Army Chief, with additional duty of helping Gen. Bakshy in counter-insurgency operations. As a Vice Chief, Lt Gen Rawat has already been assisting the existing Army Chief. Lt. Gen. Rawat, would not have minded or would not have had any hesitation to serve his 1977 Commissiond Senior colleague Lt. Gen. Bakshy.



If Lt. Gen. Rawat, were to RETIRE IN FUTURE ONLY AS LT. He can also be extended relevant monetary/pension benefits, as appropriate, in such a way that a feeling of loss, is not felt within the mind of the retiring soldier. Lt. Gen. Rawat will have a satisfaction that his special skills have been used by the Government. "Using one's own Special Skills, and getting treated with ADDITIONAL DIGNITY" is more important for a dedicated soldier, than being given an out-of-turn promotion.

A CIRCUMLOCUTING METHOD WILL RESULT IN UGLIER HEART BURNS



THE above method which I suggest, is not going to be similar to the practice which is in vogue, in some States, of creating posts of Additional Director Generals of Police, Director Generals of Police, IGs of Police, DIGs of Police. That practice results in artificial upgradation of posts, serving as shelters for the artificially promoted ADGPs, and DGPs. This practice can be considered as ugly, because upgradations and promotions are given, to justify upliftment of a Junior, ignoring all others. In this system, in spite of giving paper promotions, a person remains in his post only, without any real change, while the heart-burn of being ignored will continue.

Retrospectively, our readers can estimate, whether Mr. Dinesh Reddy proved himself to be superior in any thing to other DGPs Senior to him or junior to him. My readers can also evaluate whether Mr. Kiran Kumar Reddy , Chief Minister of United Andhra Pradesh 2013-14, was superior in capabilities / skills, when compared to his Senior Chief Ministers, or his Junior Chief Ministers. We can also estimate the costs of / vagaries of subjective , vicissitudinal decisions made by the political bosses, Ms. Sonia Gandhi, and her protege, Mr. Kiran Kumar Reddy.

OUT-OF-TURN PROMOTIONS WILL LEAD TO SYCOPHANCY and POLITICISATION



It will be appropriate for the Government to recognise out-of-turn promotions can politicise army, and lead to sycophantic behaviors. Syco-phancies may be common in political posts such as Ministers, Speakers, Governors. Even in political arenas, sycophancies do not deserve encouragement, but then, we already have them well-entrenched in India.

CENTRALISATION OF POWERS CAN ALSO BE CAUSE FOR HEART BURNS



Except in emergencies such as war, where quick-unified decision-making may be a need of the moment, ordinarily, there should be no place for excess-centralisation. DECENTRALISATION should be the norm. The accompaniment of DECENTRALISATION can be JOINT-DECISION-MAKING. The Institution of Union Cabinet is one such example of joint-decision-making, where the Prime Minister will only be the FIRST AMONG EQUALS. Right from the days of Jawaharlal Nehru, unfortunately this FIRST AMONG EQUALS concept has become a Cinderella. We see alround sycophancy in the Cabinets, both of the Centre, and the States.

849 Hats off to the courage and forthrightness of Shri Ramachandra Guha in his views about Demonetization of Indian Rupee


Last time we touched about Shri Ramachandra Guha, renowned Indian Historian, was while dealing with about dangers to Freedom of Expression, in our blog-post No. 815, on 4th Oct. 2016. Click to go post No. 815 at this blog. In these two months, much water has flown in all the Indian Rivers. On the 8th Nov. 2016, our beloved Prime Minister Shri Narendra Modi, has hit 90% of his subjects, with a surgical strike called "Demonetization of High Denomination Rs. 1000/- and Rs. 500 currency Notes", and he seems to want to rub our wounds with Iodised Salt for another 20 days, to make total 50 days, so that from the 51st day, we start getting new skins on our bruises. So far, so good, okay, welcome.

"..Angry people have gone berserk, broken glasses, chairs and furniture at banks, in the district,in recent days, but now an angry person tore a Rs. 2,000 currency note into pieces , after he was unable to get change despite repeated attempts for smaller currency.

The incident took place at Vinukonda on Saturday.

The man, however, refused to reveal his identity.

According to reports, the man came to a hotel from Vinukonda Bus Stand, to have lunch. He offered a Rs. 2,000 note to the hotel cashier to buy a meals token, but the hotel staff said that they were not in a position to give change.

He went to other hotels and shops to get change and have food, but in vain. Angry over this, he started shouting against the Government, tore th Rs. 2,000 currency note,in extreme anger, threw the pieces on to the road, and left the place.

Some onlookers came forward to offer him food, but he rejected their offer.

The incident shocked the public and they demanded immediate release of small currency notes including Rs. 500 and Rs. 1,000 notes to resolve the difficult situation.


yb-donkey's view:: To get that single piece of Rs. 2,000 note, I have been standing in ATM queues for the last 10 days. But by the time I reach near the ATM machine, the machine becomes empty, and all the people behind me, leave the place, blaming their misfortunes. At least, this man who tore the Rs. 2,000/-, got the note, which itself is something scarce. Even for that Rs. 2,000 note, though it is difficult to exchange, thousands of people are longing.

As a temporary refuge, because there was no alternative, I tried, for DEBIT CARD SCRATCHING ON A POS MACHINE, at a Departmental Stores run by Aditya Birla Group, which is in the same Street as the ATMs are. I purchased a bag of rice and some groceries there. Thereafter also, I made two or three more visits to buy food and sanitary items. I found that prices in Corporate Private Departmental Stores tend to be about 10% higher than the prices of small kirana shops in the street corners, whatever be the reason. In the particular street where I stood in ATM queues, while there are about 10 Bank ATMs, and about 50 ATMs in that Commercial locality, there are only 3/4 malls which have pos machines, including the one of Aditya Birla Group, and another of Reliance Group.

While in ATM queues, after failing to get the Rs.2,000 buck, I have tried to talk to people about some experimental purchases, using pos machines to buy groceries, but they were frank enough to express dissatisfaction about prices in Corporate Stores. They were not willing to visit the Corporate stores, as they are apprehensive of high prices. Suppose, if they follow the advice of our Information and Broadcasting Minister Shri Venkaiah Naidu, and our Chief Minister Mr. Nara Chandra Babu Naidu, there will be kilometer long queues before the Corporate Stores also. POS machines will not work because of congestion.

ROLE OF PRIVATE BANKS



I am not aware of the FORMULA OR PARAMETERS used by Reserve Bank of India to distribute the Rs. 2,000 and Rs. 500 new notes. 1) Allotment Formula for distribution among different States. 2) Allotment formula for distribution among different banks, and also apportionment formula between Private Banks and Public Sector Banks. RBI will do great justice to the People of India, if it reveals the formulas / parameters / guidelines it used for distributing new notes among States and Banks.

While ordinary hoi polloi(s) standing in Bank ATM queues all the night, find it difficult to get a single piece of Rs. 2,000, it is shocking that some persons like Gali Janardan Reddy (Mining Emperor of Bellary who is reported to have spent Rs.5.5 billion on his daughter's marriage) and Sand Mafia dons like Shri Sekhar Reddy (reported to be close to Late Jayalalithaa, Shri Pannir Selvam, and Ms. Sasikala) could get nearly 1 billion bucks of Rs. 2,000 notes. When Mr. Nara Chandra Babu Naidu, Chief Minister of Andhra Pradesh, arranged airlifting Rs. 2,000 notes for Andhra Pradesh, for its 13 Districts, some Districts got only Rs. 80 crore (Rs. 800 million), for all the Banks and Bank Branches in the District. That means Janardan Reddy and Sekar Reddy were able to knock away amounts higher than intended for population of entire Districts.

As Mr. Ram Babu, Trade Union Leader of Bank Employees has pointed out in some TV Channel discussions, the MASSIVE diversion of currency notes seems to have taken place either at RBI itself, or at top levels in Private Banks. It is difficult to think that Government of India or RBI will investigate into large scale diversions.

SUFFERINGS OF FOREIGN TOURISTS, AT TOURIST CENTERS


There are shocking news reports about the hardships of foreign tourists who have entered India just before demonetization, or after demonetization without knowing about the currncy crisis. Some of the foreign tourists seem to be starving, because they do not have low denomination INdian currency.

At some places, hotel owners seem to be feeding the foreign tourists, like good samaritans, pitying their condition, in an unknown country.

The article of Shri Ramachandra Guha, published in 'telegraphindia.com' two days back, reflects his great courage, and conviction. It contains many things which I myself wanted to write, but I could not write as I was bogged down in ATM queues, and also in doing some freelance translation work to earn for my internet-connection, electricity expenses, laptop repair expenses. Hence, instead of reinventing the Wheel, or re-building Rome, I am giving a link to TelegraphIndia.Com. which contains Shri Ramachandra Guha's article.

We shall take some quotes from the article of Shri Ramachandra Guha, which we can recall and review thoroughly when time permits:

"...Consider first, the consequences of Namo's Demo for the institution that Modi himself described as "the temple of democracy" shortly after being elected prime minister, namely the Indian Parliament. It has been claimed that had Parliament been taken into confidence beforehand, black marketeers would have been forewarned. For demonetization to have an impact it had to be sudden and unanticipated. Fair enough, but why didn't the prime minister take the opportunity to explain and defend the withdrawal of Rs 500 and Rs 1000 notes in Parliament soon after it was announced? Since this was a move that directly affects every Indian, surely that was the least the prime minister owed the only institution that directly represents every Indian. ..."

Some Opposition MP's complained that even as the prime minister was refusing to speak in Parliament, he found time to address the crowd in a rock concert in Mumbai. I myself think that his true contempt for Parliament was manifest far more in the 'poll' he conducted using the Narendra Modi App. Getting a high 'approval rating' from his followers for demonetization may have satisfied the prime minister's vanity. Yet it further undermined the role and credibility of Parliament. By refusing to engage with elected MPs, while seeking to build a direct link with his admirers, the prime minister wilfully defiled an institution that he had himself once compared to a shrine.


yb-a-donkey: This type of courage and conviction of great degree, which Mr. Ramachandra Guha has shown, other two writers who specialise in writing about Shri Narendra Modi, -- 1) Shri Neelanjan Mukhopadhyaya (biographer of Shri Narendra Modi), and 2) Shri Akar Patel (seems to have a good access to Shri Narendra Modi to observe his methods/modes of working, when he was CM of Gujarat), could not show. Of course, they may have their own reasons for it.

But, a piece written by Shri Aakar Patel, in Deccan Chronicle.com dated 11th Dec.2016, (print edition page, adjacent to Editorial page), Click to go to DC, read the article by Aakar Patel, titled: Test of PM’s working style . This article is very reveal-atory (revealing). This article is also very important from the 'Governance of Nation' point of view, especially because we are yet to experience the remaining 30 months of the 60months tenure of Shri Modi. This subject matter of "National Governance with the oral help of bureaucrats, without reading files", to write about, even 1000 pages will not be sufficient. If properly written, this Management Book will be larger than Mr. Peter F Drucker's Treatise "Management Tasks, Responsibilities". It is not clear whether the CopyRight for this 553 page book by Peter Drucker has expired or not; anyway a free ebook is available for download on internet. Those who are interested to download the pdf, and study it, can do it by googling.

Mr Modi also revealed that he was a “good listener” and was able to absorb what was being said to him well. When I heard him say this I thought it made him vulnerable to the bureaucrats he was trusting because he is dependent and can be fed as much or as little as the officer wants him to know. In the style of working as Mr Modi describes it, a complex matter that occupies dozens and perhaps hundreds of pages in files is reduced to an oral summary. It is possible that because of lack of time or because the issue is overly complex, the oral summary is simplistic.

"... On the basis of this summary, Mr Modi takes a decision and this is then executed through the administration. This style seems to have worked well for Mr Modi because he is thought of as being a good chief minister in his 12 years in Gujarat. These days, however, I have been again thinking about Mr Modi’s style of taking input in this form when taking decisions. That is because the Supreme Court is asking critical questions about the way in which the demonetisation policy was rolled out. The court wants to know if the policy was planned properly, or a decision was taken “just like that” when Mr Modi scrapped Rs 500 and Rs 1,000 notes on November 8. ..."

"...Another important thing he revealed was how he actually worked. Mr Modi said he doesn’t read files. This I found to be unusual in someone who is so decisive because one needs full control over the subject if one is eager to take big decisions. But Mr Modi says he cannot govern through “academics studies (sic)” and instead asks his officers to summarise all issues for him, and brief him orally. They are expected to go through the file and tell him, as he put it, “yeh masla hai kya”. He said he had the capacity to figure out the delicate contours of these issues without actually reading about them. He said this is because “mera itna grasping tha”. ..."

TODAY'S SANSKRIT VERSE

English: We have to praise preceptors direct and in their presence.
We have to praise friends and relatives, in the presence of third persons.
We have to praise servants and subordinates, as soon as they complete the task, they have been entrusted to accomplish / perform.
We should never praise our own sons.

Pl. do not construe that I am in agreement with the views expressed in the above Sanskrit verse. We can easily write a hundred pages, discussing the pros and cons of the above four lines. For example, first line : Praising preceptor. The Mahabharata archerer Arjuna knew the value of praising Guru Dronacharya, and by doing it, he received preferred treatment from his Guru. Had Karna too praised Dronacharya, he might have received some (mythological) astras (arrows enchanted with sacredmantras).

About NOT PRAISING ONE'S OWN SONS

Even this seems to yield counter-productive results. I request my readers to read the biographic narration of Great Sanskrit Poet Bharavi, the creator of the Sanskrit book "kirAtArjunIyam". Bharavi was peeved that his father had never praised him, got so much irritated with him, that Bharavi wanted to kill his father by hitting him on his head with a big stone. For the purpose, he hid himself on the attic, while his father was dining on the floor.

We may have to adopt a contingency approach, in deciding to praise anybody for their attainments, and in choosing the degree and magnitude of the praise. Too little praise, may work as a de-motivator. Excess praise may end up as flattery.

Basic principle about 'praising' and 'showering appreciation', I learnt while I was studying my PG Diploma in Personnel Management, during 1981-82, in an Evening College at Guntur, was:--

Appreciation and praise which the employees and Managers deserve can be expressed openly, can also be communicated to the employee privately, or both. On the other hand, an employee should never be chided or reprimanded publicly, except, in very very extra-ordinary circumstances, where forbearance on the part of the superiors, may be misinterpreted as MANAGEMENT SUPPORT TO THE DELINQUENT EMPLOYEE. In such situations also, it will be better, if the Superiors use only judicious counselling methods, reserving sterner action for future. Opportunities may be given to the subordinates to correct themselves. Besides, it may be difficult to take back abusive and harsh words, once spoken. Hence, some cautiousness will help.

Question: Why a Contingency approach?


Whether to bark or bite, or to bark and bite, or to decide the order of bark, bite, bark and bite, bite and bark, these permutations and combinations, the Managements will have to decide using adequate discretion and diligence, and no hard and fast rigid tenets can, never, be applied.

Question: What are your personal behaviors, and personal experiences?



I am unable to recollect having praised or abused my sons, either in their presence, or in their absence. Though occasionally, I used to extend my support to them by my laughing-nod, and a shake-hand, when I signed in their school progress cards, as a token of appreciation, primarily I have left them to learn human behaviors from the environment.

I Standard to III Standard


About my experiences in Schools in which I studied: Upto III Std., my studies was in a chaos, with numerous brakes and interregnums. rukAvat ke liyE khEd nahi thA (There were no regrets for the stoppages). There was no question of praising the only teacher (Guru, preceptor) who taught me Telugu and Primary Mathematics, at his home-run school. All the three years were spent studying only one Standard or, whatever it is called, with only one text book by name 'Kotta Andhra VAcakamu' (New Telugu Reader), published by a Private firm named Venkatrama & Co, which had its offices at Eluru and Vijayavada. There was no Mathes Text book. The Reader had 64 pages, centre-stitch, about the size of 1/5 A4 or 1/8 foolscap, after cutting the edges. His younger sons and I acquired the technique of making snuff from tobacco, lime, clarified butter, by heating-roasting the ingredients on a charcoal stove and grinding them into a fine powder. We used to massage teacher's feet with castor oil. I am unable to recollect whether my grandfather paid him any money to him in cash or in kind, for teaching me those three years. He was a pious man, no alcohol, no smoking, except inhaling the snuff. Though he belonged to 'Priest Community', I did not see him ever chanting any mantras. May be because, he had his own set of personal health and financial problems. There was no occasion for us-disciples to praise him. Nor, was there any occasion for him to praise his younger sons for making the snuff or for massaging his feet, or me who too actively participated.

VI Std. to VIII Std.



IV and V Std., I skipped, after studying one month each.
The one month of IV Standard was at a Management School in Guntur, during a Dassera season.
The one month of V Standard was at Bapatla, at a Municipal Primary School.

VI Standard to VIII Standard, I studied at Municipal High School, Bapatla. The teacher-student relations were not formal as such, but at the same time, there were no personal interactions (to the best of my knowledge or as far as my personal experience goes). Sections used to be large with about 50 students per class. Getting admission into the school itself was tough. I had to prepare for an Entrance exam., using a guide called 'vijaya sAdhani', and 'Murthy's Guide'. My admission hall ticket No for the entrance test into VI Std., was 139. I started learning English alphabet in VI Standard only. There were some questions like Who is CM of (United) Andhra Pradesh, Who is Governor of AP, Who is President of India, etc., etc. in the Entrance Test. Almost all the teachers at that school, at that time, were very good. We were never restricted or taught to learn by rote. There were free / low cost extra-curricular activities like gardening on the sands of the school, some singing of drama verses, some outdoor games like khokho, running, with token prizes. Each class used to have some student squads in the name of National leaders like Gandhiji, Nehruji, Netaji, Patel, Tilak, et al. Yet, there was no question of, or no occasions of our praising them, / their praising us.

IX Standard to XII Standard



IX Std. to XII Std., I studied at Hindu College Multipurpose School, Guntur. This is a Private Management School, receiving Aid from the Government. I joined the school at IX Class. It had 10 Sections from A to J, consisting of about 50 students in each Section, total 500 students in IX Class itself. In view of the large size of the school, and the classes, tacher-student relations were more formal. Here also, teachers were exceptionally good at that time, by and large. There was nothing unpleasant about the school. In my personal view, the School of those days was far better than the Corporate Schools of today. There were no occasions for the students to praise the Gurus, or the Gurus to praise the students, as far as my perception and memory goes.. Once I missed my classes for a full month, as my parents took me to Uncles' marriages, outstation. It affected my receptivity and understanding of the subjects. For that, my English teacher chided me in the presence of other students. I am unable to recollect, how I reacted.

"An interaction for a few minutes over a cup of tea is enough to assess whether an investor who is coming to the Telangana State to set up industries is genuine or fake. That is basically what Chief Minister K. Chandrasekhar Rao conveyed to investors during an event in Zaheerabad recently. Rao said 'An investor, landing in Shamshabad airport would be received by a protocol officer, who would bring him directly to the Chief Minister's Office. "I will interact with him for 10-15 minutes over a cup of tea. This small exercise is being done by me, to find whether the investor is genuine or fake. These days fake fellows are also approaching Government with an eye on land and other incentives. To avoid this, I planned this interview exercise,' he remarked which evoked laughter at the venue."

In the days of yore, General Electric Company used to be one of the top Corporations in the world.  For some period, Mr. Amold Weinstock, a Manager of great calibre used to be its boss.  In the obituary, the authors recall their lunch with Mr. Drucker  (Management Philosopher) and Mr. Amold Weinstock (GEC).  I shall quote last para, from it:


       "...I can’t resist one anecdote of my own. I took Peter to lunch with Arnold Weinstock, then still Britain’s most famed manager. The conversation was mainly historical, but when we were in the lift, Peter came right to the point. “When he leaves the company, sell the shares!” When later Weinstock did leave, the once-great General Electric Company lost virtually all its value. As a prophet, too, Peter Drucker had no peer..."

Here we can see the sagacity (intellectual acumen सूक्ष्म बुध्धी సూక్ష్మ బుధ్ధి) of Late Drucker very clearly.   During a lunch, he could detect, correctly predict, that GEC would lose its value once Weinstock left.  And it happened.

even such long time as that a lunch requires.  For him a chai pe charcha (a tea time talk of say 10 minutes) will be sufficient.

In the context of taking decisions on the construction of Capital of the new State of Residual Andhra Pradesh, whether nocent or innocent, will there be a possibility of Mr. Chandra Babu Naidu going to jail? 

శేషాంధ్ర ప్రదేశ్ నూతన రాష్ట్ర రాజధాని నిర్మాణానికి భూ సేకరణ, భవనాల, రోడ్ల మొ|| నిర్మాణాల నిర్ణయాలు తీసుకునే విషయంలో, మాయకుడైనా, అమాయకుడైనా, రాష్ట్ర ముఖ్యమంత్రి శ్రీ చంద్రబాబు నాయుడు భవిష్యత్ లో జైలుకి వెళ్ళే అవకాశం ఉందా  ? 

शेषांध्र प्रदेश के नूतन राजधानि निर्मण के लिये भू सेकरण या समीकरण, या भवनवली, महा सडक आदी निर्माण के बारे में निर्णय लेने से भविष्य में आंध्र प्रदेश के मुख्य मंत्री श्री चंद्रबाबु नायुडू जेल जाने का संकेत है या नहीँ  ?

In Management Science, we have a principle, by name Vicarious Liability.  నిర్వహణా శాస్త్రంలో ఒక సూత్రం ఉంది.  దాని పేరు వైకేరియస్ లయబిలిటీ లేక పరోక్ష బాధ్యత.  प्रबंध विज्ञान में एक सिध्धांत है.  वैकेरियस् लयबिलिटी या प्रतिस्थानिक दायित्व / प्रतिस्थानिक देयता.

In simple terms: Master has to face liability or  take responsibility for actions of his servant.  సులభంగా చెప్పాలంటే, నౌకర్లు చేసే తప్పులకు యజమానులు, మేనేజర్లు బాధ్యత వహించటం.  सरळ विवरण करना तो, नौकर्स, अनुचरों के गलतियों को मालिकों, मिर्वाहकों बाध्यता, देयता और जिम्मेदारी लेना।

For the offenses committed during Mr. Rajasekhara Reddy's regime, several Ministers and Officials went to jail.  రాజశేఖర రెడ్డి కాలంలో జరిగిన నేరాలకు ఎందరో మంత్రులు అధికారులు జైలుకు వెళ్ళారు.  ఇంకా ప్రాసిక్యూషన్ ను ఎదుర్కుంటున్నారు.  स्वर्गीय राजशेखर रॆड्डी के शासन के दौरान, कई मंत्री, उन्नताधिकारी लोग जेल गये या प्रासिक्यूषन सामना कर रहे हैं।

This may be owing to direct liability or vicarious liability.  ఇది ప్రత్యక్ష బాధ్యత లేక ప్రమేయం వల్ల కావచ్చు.  లేక పరోక్ష బాధ్యత వల్ల కావచ్చు.  यह प्रत्यक्ष दायित्व या परोक्ष दायित्व से हो सकते।

This is sub judice.  Hence we cannot touch in depth.  ఇది న్యాయ స్థానాల పరిశీలనలో ఉంది.  దీనిపై మనం లోతుగా వ్యాఖ్యానించలేం.    यह न्यायस्थानों के परिशीलन में है।  इस पर हम अभी गहरा या दीर्घ टिप्पणी नहीं कर सकते ।

Back to Chandra Babu Naidu and new Capital construction for A.P.

For the time being we shall presume that Mr. Chandra Babu Naidu is totally innocent and that he does not have any selfish interests in the land acquisition and construction of Capital for A.P.  We shall also assume that he is 100% eager and anxious to build a grand great Capital for his State of Andra Pradesh.

ప్రస్తుతానికి శ్రీచంద్రబాబు నాయుడు గారికి ఏ స్వార్ధమూ లేదని, నూరు శాతం నిజాయితీ పరుడని అనుకుందాము.  తన రాష్ట్రానికి గొప్ప ప్రపంచ స్థాయి రాజధానిని నిర్మించాలనే గొప్ప ఆకాంక్ష మరియు ఆదుర్దాతోనే ఉన్నారనుకుందాము.

प्र्स्तुत केलिये हम यह मानेंगे, कि श्री चंद्रबाबु नायुडू निरोदोष निस्वार्ध योगी है।  अपने राज्य को बहुत वैभवीभूत विश्व श्रेणी राजधानी नगर निरमाण के लिये आतुरित, और उत्कट तपस्वी मानेंगे।

But can we take it for granted that his ministers, members of the Committees handling the Capital choice and construction issues, Bureaucrats managing the selection of lands, acquisition, construction etc. are equally honest and that they do not have any lands in Tulluru-Amaravati-Vaikunthapuram area or Kanchikacharla area?  Suppose they indulge in all types of Quid pro quo activities, and make thousands of crores, who will have to face the music, apart from the poor farmers and the people of Andhra Pradesh in general?


మనం అదే తరహా నిజాయితీని ఆయన మంత్రి బృందం దగ్గరనుండి, రాజధాని స్థల ఎంపిక, నిర్మాణ ఏర్పాట్ల కమీటీ సభ్యులనుండి ఆశించ వచ్చా ?  వాటిని నిర్వహించే ప్రభుత్వ అధికారులనుండి, ప్రైవేటు కంపెనీల సియీవో లనుండి ఆశించ వచ్చా ?  వాళ్ళ కేమీ బదులుకి బదుళ్ళు ఉండవా ?  వాళ్ళు ఎవరైనా అవినీతికి , ఆర్ధిక నేరాలకు పాల్పడితే, బాధలు ఎవరు అనుభవించాలి ? రైతులా ?  ప్రజలా ?  ఆ మంత్రులు, అధికారులా, చంద్రబాబా , ఆయన బంధువులా ?

क्या हम उम्मीद कर सकते हैं, कि मुख्य मंत्री के मंत्री वर्ग सभ्य, राजधानी स्थल निर्णय कमीटी सदस्य, भवन और सडक निर्माण कमिटी सदस्य, भी उतने इमानदारी से काम करते?  उन को कुछ क्विद प्रो को धंधे नहीं रहेगा ? उनको तुळ्ळूर अमरावती वैकुंठपुरम और कंचिकचर्ला इलाके में कुछ बेनामी जमीन नहीं रहेगा ? उन मंत्री और अधिकारि कुछ आर्धिक अपराध में लग जाते  कौन जिम्मेदारी होते।  क्षेत्रजीवी किसान ?  आम लोग ?  उन मंत्री, अधिकारी गण ? चद्र बाबू ?  उनके बंधु गण ?

Who will go to jail ?  ఎవరు జైలుకి వెళ్తారు? कौन जेल जायेगा ?

There is one big difference Mr. Narendra Modi and Mr. Chandra Babu Naidu.  శ్రీ నరేంద్ర మోడీ మరియు శ్రీ చంద్రబాబు నాయుడు గారికి మధ్య ఒక ప్రధాన భేదం ఉంది.  श्री नरेंद् मोदी और श्री चंद्र बाबु नायुडु के मध्य एक प्रधान अंतर है.

Mr. Narendra Modi (is said to have) at least ostensibly, though may not really, has a net work of snooping or some kind of reconnaissance for keeping a close watch on Ministers and Officials.  Mr. Naidu does not seem to have any such thing.

శ్రీనరేంద్ర మోడీ గారికి, మంత్రులను, అధికారులను గమనించటానికి ఒక నిఘా వ్యవస్థ ఉన్నట్లుగా వార్తలు వచ్చాయి.  శ్రీ నాయుడు గారికి  అలాటి నిఘా వ్యవస్థలు ఏవీ ఉన్నట్లు కనపడవు.

मान्य श्री नरेंद्र मोदी महोदय को, मंत्री और अधिकारी लोगों पर निघा ऱखने के लिये एक नॆट वर्क है, ऐसे सुचना मीडिया में आये।  लेकिन श्री नायुडू को वैसे रिकनाय् सेन्स इतजाम कुछ भी नहीं है।


How to avoid all this mud and rubbish?  ఈ బురద, రొచ్చు నుండి తప్పించుకోటం ఎలా ?  यह कीचड से अपने को, आंध्र प्रदेश और भारत के जन सामान्य को बचाने के लिये श्री नायुडू क्या करना?

Establish Capital only in Govt. lands.  రాజధానిని కేవలం ప్రభుత్వ భూములలోనే నిర్మించాలి.  राजधानी को सिर्फ सर्कारी जमीनों पर ही निर्माण करना।

Avoid P.P.P. or B.O.T. మొత్తం ప్రభుత్వ రంగంలోనే నిర్మించుకోవాలి.  పీపీపీలు, బీవోటీ లకు చోటు ఇవ్వకూడదు.  पूरे निर्माण सिर्फ प्रभुत्व रंग में ही करना।  पीपीपी या बीवोटी को जगह नहीं देना।

Should not acquire land from anybody.  Should not grant lands to anybody.  ఎవరి దగ్గరా భూమిని లాక్కోకూడదు, ఎవరికీ భూమిని కేటాయించ కూడదు.  किसी से जमीन नहीं लेना, किसी को जमीन नहीं देना।

No private constructions should be allowed in and around Capital at least upto a radius of 33 km.  రాజధానిలో మరియు రాజధాని చుట్టూ కనీసం 33 కిలోమీటర్ల వరకు ప్రైవేటు నిర్మాణాలను అనుమతించకూడదు.  राजधानि मे और राजधानी से ३३ किलो मीटर् परिवृत्त तक, प्रैवेट निर्माण को अनुमती नहीं देना।

There are 13 Districts to develop.  Why develop things around Capital and create mega cities which become dens of mafia dons?  అభివృధ్ధి చేయటానికి 13 జిల్లాలు ఉన్నాయి.  రాజధాని చుట్టూ అభివృధ్ధి చేసి నేరగాళ్ళ ముఠాలకు మాఫియాలకు ఆలవాలమైన మెగా సిటీలు గా మార్చటం ఎందుకు ?

In this context, the areas such as Nagarjuna Sagar Vijayapuri, Donakonda Erragonda palem, Nandikotkuru Atmakuru (etc) proposed by me have plenty of Govt. lands.    If we build even sheds, we can have a good Capital with self-respect and low cost.  Such Capital will be like a Rishi Ashram.

ఈసందర్భంగా నేను ప్రతిపాదించిన నాగార్జునసాగర్ విజయపురి, దొనకొండ ఎర్రగొండపాలెం, నందికొట్కూరు ఆత్మకూరు, వంటి ఏరియాలలో పుష్కలంగా ప్రభుత్వ భూములు ఉన్నాయి.  అక్కడ షెడ్లు నిర్మించుకున్నా స్వల్ప ఖర్చుతో,  రాజధాని మంచి ఋష్యాశ్రమం లాగా తయారవుతుంది.

इस अवसर पर, मुझ से प्रतिपादित नागार्जुन सागर विजयपुरी, दॊनकोंडा ऎर्रगोंडा पालॆम, नंदिकॊट्कूरु आत्मकूरु, आदी कई जगहों मे समृध्ध परिमाण में सर्कीरी जमीन है।  अगर हम वहाँ षॆड्स मिर्माण कियो तो, आत्म गौरव सहित और अल्प व्यय में ऋषी आश्रम सन्निभ एक सुंदर राजधानी को बना सकते हैं।

Context: Mr. Sadananda Gowda is our Railway Minister.  He is reported in Media to have conducted a surprise inspection of the Sabarmati Railway Station in Gujarat on 30th Sept. 2014.  He is said to be unhappy with the filthy and unhygienic condition of the lavatories at the Station.  He is reported to have suspended the Sabarmati Railway Station Master.  Mr. Gowda is said to have observed that wherever he went, he first checked the condition of general toilets to ensure if railway staff followed cleanliness. When asked about the railway ministry's 'Clean India Campaign', Gowda is reported to have declared that cleanliness is the priority of his ministry and it has a detailed plan to implement it.

I have asked all officials to ensure that they spend two to three hours at railway stations for the cleanliness campaign. Our Prime Minister has announced the Swacch Bharat Abhiyan for a clean India," ... "I have requested all 13 lakh employees, by sending them messages to participate in the drive. I hope October 2 will be a golden day in the history of Indian Railways. I myself will participate in the drive with my officers,"  ... "Within three years, 13,000 bio-toilets will be set up so that human defecation will not fall on railway tracks,"

Suspending an employee where an employee is to be done when an employee commits a major omission or commission.   This should not be resorted to, too frequently.  It should be undertaken after giving an opportunity to the employee to explain his side of things, to correct himself by giving him reasonable time and resources

ఒక ఉద్యోగిని లేక వర్కర్ ని సస్పెండ్ చేయటం అనే పని అతడు ఏదైనా తీవ్రమైన ఒమిషన్ (చేయాల్సిన పనిచేయకపోటం) లేక కమిషన్ (చేయకూడని పనిని చేయటం) కు పాల్పడినపుడు జరగాలి.  అంతే తప్ప చీటికి మాటికి జరగకూడదు.  పనివాడికి తన తరఫునుండి చెప్పుకునేదేమైనా ఉన్నదేమో వినాలి.  తనతప్పును తాను సరిదిద్దుకోటానికి న్యాయమైన సమయాన్ని మరియు వనరులను ఇవ్వాలి.

एक कर्मचारी को सस्पॆंड करने का काम जब वह तीव्र ऒमिषन (करने का काम नहीं करना) या कमिषन (निषिध्ध काम करना) किये तो होना।  वह बार बार नहीं होना।   कर्मचारी को अपने समस्याओं को विवरण करने के अवकाश अवश्य देना है।  उस को अपने को सही करने के मौका देना चाहिए।  उसको काम करने के लिये साधन संपत्ति दिया हुआ है या नहीं दिया हुआ है, देखना पडेगा।

What should be the No. 1 Key Performance Area (KPA) of a Station Master?  It must be safety of trains and passengers.  Second: Maintenance of timings of trains.  Third: Maximising ticket sales.  I do not wish to say that getting toilets cleaned should not get any importance.   But, definitely it cannot claim or command No 1 rank in priorities.

367 Wasting resources accelerates bankruptcies of countries

367 వనరులను వృధా చేయటం దేశాలు, సంస్థలు దివాలా తీయటానికి దారి తీస్తుంది.

३६७ संसाधनों को बरबाद करने के आदत जातियों और संस्थाओं के दिवाला को रास्ता बनायेगा, और दिवाला यान को तेज बनायेगा।

Resources, any type, human resources, natural resources, financial resources, technical resources, are all valuable. 

వనరులు, ఏ రకానికి చెందినవైనవి అయినా, మానవ వనరులు, ప్రకృతి వనరులు, ఆర్ధిక వనరులు, సాంకేతిక వనరులు, అన్నీ కూడా విలువైనవే. 

संसाधन, कुछ तरह भी होने दीजिये, मानव संसाधन, प्राकृतिक संसाधन, आर्धिक संसाधन, सांकेतिक संसाधन, सभी संसाधन अमूल्य होते है।

Any country which wastes them is destined towards its own peril and bankruptcy.

ఏ దేశమైనా, సంస్థలైనా, వనరులను దుర్వినియోగం చేస్తే అవి అనతి కాలంలోనే దివాలా పాలవుతాయి.  వాటిని ఆశ్రయించుకుని బ్రతికే వాళ్ళు రోడ్ల పాలవుతారు.

किसी भी देश हो, किसी भी संस्था हो,  संसाधननों को दुर्विनियोग करने के लत में गिरे तो, उन देशों या संस्थाओं स्वल्प काल में ही, दिवाला के अखात में गिर जायेगे।   उन देशों के वासी, या उन संस्थओं के कामगार, सडकों पर सोना पडेगा।

We can give thousands of examples as proof.  మనం వేలాది ఉదాహరణలను ఋజువులుగా ఇవ్వ వచ్చు.  हम हजारों उदाहरण प्रमाण केलिये दे सकते।

Prime Ministers, Presidents, Vice Presidents, Central Ministers using defence aircraft for internal civil journeys such as attending inaugural functions, electioneering, summer vacations, sojourns.  It is immaterial whether they pay some nominal rent for their use.  Such use can and will cause undue strain wear and tear to the aircraft.  And the wornout aircraft may not be able to serve the country in war situations.

ప్రధాన మంత్రులు, రాష్ట్రపతులు, ఉప రాష్ట్రపతులు, కేంద్ర మంత్రులు రక్షణ శాఖ విమానాలను అంతర్గత పౌరయానాలకు వాడటం.  ప్రారంభోత్సవాలు, ఎన్నికల ప్రచారం, వేసవి విడుదులు, పెళ్ళిళ్ళు పేరంటాలకు, సెమినార్లకు హాజరవటానికి  వినియోగించటం.  వాళ్లు ఆ విమానాలకు అద్దెలు చెల్లిస్తున్నారా లేదా అనేది అప్రస్తుతం.  అనవసర వాడకంలో తుక్కయిన ఆ విమానాలు నిజంగా యుధ్ధంలో పనిచేయాల్సి వచ్చినపుడు అక్కరకు రావు.

प्रधान मंत्री, राष्ट्रपती, उप राष्ट्रपती, केंद्र मंत्री, आदी वीऐपी लोग रक्षण विमानों को आंतरिक पौर उडानों के लिये उपयोग करना खेदजनक विषय है।  उद्घाटन समारोह, चुनाव प्रचारार्भटों, ग्रीष्मकालीन प्रवास, विवाह समारोह, आदी समस्त कार्यों के लिये उपयोग कर रहे हं।  उन महोदय, उन वायुयानों के लिये कुछ किराया जमा कर्ते या नहीं करते, वह अप्रस्तुत और अनावश्यक है।  अनावश्यक विनियोग में घिसा हुआ उन वायुयान, युध्ध समयों में काम मे नहीं आ सकते।

Excess advertising మీడియాలో అతి ప్రచార కాండ मीडिया में अति प्रचार

Smart phone Companies, luxury car makers, Ecommerce Companies, Government of India Ministries and Undertakings, etc. are releasing full page advertisements in newspapers spending millions, with photos of their brand ambassador film stars and sports persons.   Using full page ads, where a quarter page ad. would have been suffice is nothing but waste of resources.  India spends millions of bucks on importing newsprint.  Even otherwise, indigenous bamboo forests are denuded for producing paper.

స్మార్ట్ ఫోన్ కంపెనీలు, లగ్జరీ కార్ల తయారీ దారులు, ఈ కామర్స్ కంపెనీలు, భారత ప్రభుత్వ మంత్రిత్వశాఖలు, కేంద్ర ప్రభుత్వ సంస్థలు, పత్రికలలో కోట్లాది రూపాయలు తగలేసి పూర్తి పేజీ ప్రకటనలను విడుదల చేస్తున్నాయి.   టీవీల్లో ప్రకటనలను జారీ చేస్తున్నాయి.  వీటిపై  క్రికెటర్లు, సినీనటీనటమణులు, బ్రాండు అంబాసెడర్ల ఫొటోలు అదనం.  ఇది వనరుల దుర్వినియోగం తప్ప వేరొకటి కాదు.  భారత్ న్యూస్ ప్రింటును దిగుమతి చేసుకోటానికి కోట్లాది రూపాయలను తగలేస్తున్నది.  అంతే కాక, దేశంలోని వెదురు  అడవులనన్నిటినీ కాగితం తయారీకోసం తగలేస్తున్నది.

स्मार्ट फोन् कंपेनीस्, लग्जरी कार कंपेनीस्, ई कामर्सं कंपॆनीस्, भारत सरक्रारी मंत्रित्व शाखाऎं, अखबारों में करोड रुपये जलाकर विज्ञापन छपा रहे हैँ।  क्रिकॆटर्स, फिल्म स्टार्स, आदी ब्रांड अंबासॆडरो के बडे बडे फोटोस छपा रहे हैं।  यह सब संसाधनों के दुर्विनियोग शिव कुछ अन्य चीज नहीं है।  भारत अखबारी कागज आयात करने के लियो करोडों डालर जला रहे है।
