We know that India has borrowed its system of Parliamentary form of Government from Britain. सब को पता है कि, भारत अपने संसदीय संविधान को , ब्रिटन से नकल किया। భారత్ , తన పార్లమెంటరీ (మరియు అసెంబ్లీ) విధానాన్ని బ్రిటన్ నుండి అప్పు తెచ్చుకున్న విషయం తెలిసినదే.

As a result, in India, at Central level the Prime Minister, and at the level of States, Chief Ministers have become virtual, effective dictators. Reason : Appointing and ousting Ministers is regarded in India, as PM's/CMs' prerogative. उसका पर्यवसान, भारत में यह बन गया कि, केंद्र में प्रधान मंत्रि, राज्यों में मुख्य मंत्री नियंता बन गये। कारण यह है कि, मंत्रियों के नियामक करना, और उसको निकाल कर कुँए में डालना प्रधान मंत्री / मुख्य मंत्रीयों के विशेषाधिकार भारत माना जा रहा है। దాని పర్యవసానంగా, భారత్ లో, ప్రధాన మంత్రి, భారతీయ రాష్ట్రాలలో ముఖ్యమంత్రులు నియంతలుగా తయారు అయ్యారు. కారణమేమిటంటే, భారత్ లో మంత్రులను నియమించటం, పీకిపారేయటం, ప్రధానమంత్రుల, ముఖ్యమంత్రుల విశేషాధికారంగా భావించబడటమే.

Though President / Governors administer oath(s) to the Ministers, he-she is regarded as a rubber-stamp in the hands of P.M., though President of India, unlike the British Queen, is elected by a larger electorate consisting both of Parliament and the State Assemblies. British Queen's assension to throne is hereditary. In true sense, she is not a representative of democracy. Over Centuries of British history, there were conflicts between monarchs and the Parliaments & Prime Ministers. For establishing the de facto supremacy of the Parliament & PM and his Cabinet, over the British monarchs, British Queens and Kings had to become decorative Heads of State. There should be no need for Indian Presidents to be compliant and submissive to the Prime Minister & his-her Cabinet, as much as the British Monarchs. As Governors of States are just appointees and not elected by any Constituency, they cannot have this advantage.

राष्ट्रपती / राज्यपालों, प्रधान मंत्री / मुख्य मंत्रियों को पदवी स्वीकार शपथ देते है, तो भी, राष्ट्रपती / राज्यपालों को भारतीय राज्यांग प्रवीण सिर्फ प्र.मं./मुख्य मंत्रियों के हाथों में एक रब्बर स्टांप मानते हैं। राष्ट्रपती को चुनने के निर्वाचन क्षेत्र, प्रधान मंत्री को चुनने के निर्वाचन क्षेत्र से बडा होते भी, राष्ट्रपती के प्राधान्यता प्रधान मंत्री से कम होना उचित नहीं है। क्योंकि, ब्रिटन के राणी और भारत के राष्ट्रपती के मध्य बहुत अंतर है। ब्रिटन के महा राणी चुनी नहीं जाती है। उनकी महाराणित्व वंश पारंपर्य है। वह प्रजातंत्र की प्रतिनिधी नहीं है। उसकी नियंतृत्व स्वभाव को कम रहने के लिये, ब्रिटीष प्रधान मंत्री के (और उसके हाथ में रहनेवाले मंत्रि मंडली के) सिफारसों को अमल करने में महाराणी अनुकूल रहना, निर्बंध किये। वहाँ महाराणी और पार्लमॆंट / प्रधान मंत्री , शताब्दों पर्यंत मध्य संघर्ष हुआ। ब्रिटन में प्रधान मंत्री के नियंतृत्व को रोकने के लिये कुछ रास्ते ही नहीं है। अभी भारत में भी ऐसा हो रहा है।

However, in respect of Governors, the situation is somewhat different. Governors are not elected by people. They are like Clerks. They are appointed by a rubber stamp called President of India, on the advice of Union Cabinet. అయితే గవర్నర్ల విషయంలో పరిస్థితి కొంత భిన్నం. గవర్నర్లు ఎన్నుకోబడే వాళ్ళు కారు. వారు గుమాస్తాల్లాగా కేంద్ర మంత్రి వర్గ సలహా పై, రాష్ట్రపతి అనే రబ్బర్ స్టాంపుచే , నియమించబడే వాళ్ళు.

Question, सवाल, ప్రశ్న: Why all this hammering? Come to the context and the point. इतना हथोडी मारना क्यों ? संदर्भ और विषयांश पर आइये। ఇంత సుత్తి కొట్టటం ఎందుకు , అసలు విషయానికి రండి.

Answer, जवाब, జవాబు :Sorry. Context: Mr. Chandra Babu Naidu, Chief Minister of Andhra Pradesh, has evaluated the performance of the M.L.A.s in Andhra Pradesh, and gave them some ranks. Actually, it should be the otherway round. M.L.As elect the CM (unanimity which we commonly see in the elctions of Indian Prime Ministers, State Chief Ministers, is bogus.). M.L.A. vote in No Confidence Motions (No Confidence Motions in India, rarely reach voting Stage). C.M. is only a representative of all the M.L.A.s in the Assembly, at least theoretically. Hence, it should be M.L.A.s who should evaluate the performance of the Chief Minister they elected earlier, and decide whether to continue him or not, or decide on whether a new leader is to be elected and Governor and Speaker Assembly informed accordingly.

In Telugu language (my mother tongue), ther is a proverb. "kukka tOkanu ADistundA, lEka tOka kukkan ADistunda?". Approx. English purport: Whether a dog wags its tail? Or a tail wags the dog? Everybody knows that it is the dog which has got to wag its tail, and not vice versa. But the M.L.A.s of Residual Andhra Pradesh do not know. They allow themselves to be evaluated by Mr. Chandra Babu Naidu, as if they were students and Mr. Chandra Babu Naidu is their teacher.

In the context of taking decisions on the construction of Capital of the new State of Residual Andhra Pradesh, whether nocent or innocent, will there be a possibility of Mr. Chandra Babu Naidu going to jail?

For the offenses committed during Mr. Rajasekhara Reddy's regime, several Ministers and Officials went to jail.  రాజశేఖర రెడ్డి కాలంలో జరిగిన నేరాలకు ఎందరో మంత్రులు అధికారులు జైలుకు వెళ్ళారు.  ఇంకా ప్రాసిక్యూషన్ ను ఎదుర్కుంటున్నారు.  स्वर्गीय राजशेखर रॆड्डी के शासन के दौरान, कई मंत्री, उन्नताधिकारी लोग जेल गये या प्रासिक्यूषन सामना कर रहे हैं।

This may be owing to direct liability or vicarious liability.  ఇది ప్రత్యక్ష బాధ్యత లేక ప్రమేయం వల్ల కావచ్చు.  లేక పరోక్ష బాధ్యత వల్ల కావచ్చు.  यह प्रत्यक्ष दायित्व या परोक्ष दायित्व से हो सकते।

For the time being we shall presume that Mr. Chandra Babu Naidu is totally innocent and that he does not have any selfish interests in the land acquisition and construction of Capital for A.P.  We shall also assume that he is 100% eager and anxious to build a grand great Capital for his State of Andra Pradesh.

ప్రస్తుతానికి శ్రీచంద్రబాబు నాయుడు గారికి ఏ స్వార్ధమూ లేదని, నూరు శాతం నిజాయితీ పరుడని అనుకుందాము.  తన రాష్ట్రానికి గొప్ప ప్రపంచ స్థాయి రాజధానిని నిర్మించాలనే గొప్ప ఆకాంక్ష మరియు ఆదుర్దాతోనే ఉన్నారనుకుందాము.

प्र्स्तुत केलिये हम यह मानेंगे, कि श्री चंद्रबाबु नायुडू निरोदोष निस्वार्ध योगी है।  अपने राज्य को बहुत वैभवीभूत विश्व श्रेणी राजधानी नगर निरमाण के लिये आतुरित, और उत्कट तपस्वी मानेंगे।

But can we take it for granted that his ministers, members of the Committees handling the Capital choice and construction issues, Bureaucrats managing the selection of lands, acquisition, construction etc. are equally honest and that they do not have any lands in Tulluru-Amaravati-Vaikunthapuram area or Kanchikacharla area?  Suppose they indulge in all types of Quid pro quo activities, and make thousands of crores, who will have to face the music, apart from the poor farmers and the people of Andhra Pradesh in general?


మనం అదే తరహా నిజాయితీని ఆయన మంత్రి బృందం దగ్గరనుండి, రాజధాని స్థల ఎంపిక, నిర్మాణ ఏర్పాట్ల కమీటీ సభ్యులనుండి ఆశించ వచ్చా ?  వాటిని నిర్వహించే ప్రభుత్వ అధికారులనుండి, ప్రైవేటు కంపెనీల సియీవో లనుండి ఆశించ వచ్చా ?  వాళ్ళ కేమీ బదులుకి బదుళ్ళు ఉండవా ?  వాళ్ళు ఎవరైనా అవినీతికి , ఆర్ధిక నేరాలకు పాల్పడితే, బాధలు ఎవరు అనుభవించాలి ? రైతులా ?  ప్రజలా ?  ఆ మంత్రులు, అధికారులా, చంద్రబాబా , ఆయన బంధువులా ?

क्या हम उम्मीद कर सकते हैं, कि मुख्य मंत्री के मंत्री वर्ग सभ्य, राजधानी स्थल निर्णय कमीटी सदस्य, भवन और सडक निर्माण कमिटी सदस्य, भी उतने इमानदारी से काम करते?  उन को कुछ क्विद प्रो को धंधे नहीं रहेगा ? उनको तुळ्ळूर अमरावती वैकुंठपुरम और कंचिकचर्ला इलाके में कुछ बेनामी जमीन नहीं रहेगा ? उन मंत्री और अधिकारि कुछ आर्धिक अपराध में लग जाते  कौन जिम्मेदारी होते।  क्षेत्रजीवी किसान ?  आम लोग ?  उन मंत्री, अधिकारी गण ? चद्र बाबू ?  उनके बंधु गण ?

Who will go to jail ?  ఎవరు జైలుకి వెళ్తారు? कौन जेल जायेगा ?

There is one big difference Mr. Narendra Modi and Mr. Chandra Babu Naidu.  శ్రీ నరేంద్ర మోడీ మరియు శ్రీ చంద్రబాబు నాయుడు గారికి మధ్య ఒక ప్రధాన భేదం ఉంది.  श्री नरेंद् मोदी और श्री चंद्र बाबु नायुडु के मध्य एक प्रधान अंतर है.

Mr. Narendra Modi (is said to have) at least ostensibly, though may not really, has a net work of snooping or some kind of reconnaissance for keeping a close watch on Ministers and Officials.  Mr. Naidu does not seem to have any such thing.

శ్రీనరేంద్ర మోడీ గారికి, మంత్రులను, అధికారులను గమనించటానికి ఒక నిఘా వ్యవస్థ ఉన్నట్లుగా వార్తలు వచ్చాయి.  శ్రీ నాయుడు గారికి  అలాటి నిఘా వ్యవస్థలు ఏవీ ఉన్నట్లు కనపడవు.

मान्य श्री नरेंद्र मोदी महोदय को, मंत्री और अधिकारी लोगों पर निघा ऱखने के लिये एक नॆट वर्क है, ऐसे सुचना मीडिया में आये।  लेकिन श्री नायुडू को वैसे रिकनाय् सेन्स इतजाम कुछ भी नहीं है।


How to avoid all this mud and rubbish?  ఈ బురద, రొచ్చు నుండి తప్పించుకోటం ఎలా ?  यह कीचड से अपने को, आंध्र प्रदेश और भारत के जन सामान्य को बचाने के लिये श्री नायुडू क्या करना?

Establish Capital only in Govt. lands.  రాజధానిని కేవలం ప్రభుత్వ భూములలోనే నిర్మించాలి.  राजधानी को सिर्फ सर्कारी जमीनों पर ही निर्माण करना।

Avoid P.P.P. or B.O.T. మొత్తం ప్రభుత్వ రంగంలోనే నిర్మించుకోవాలి.  పీపీపీలు, బీవోటీ లకు చోటు ఇవ్వకూడదు.  पूरे निर्माण सिर्फ प्रभुत्व रंग में ही करना।  पीपीपी या बीवोटी को जगह नहीं देना।

Should not acquire land from anybody.  Should not grant lands to anybody.  ఎవరి దగ్గరా భూమిని లాక్కోకూడదు, ఎవరికీ భూమిని కేటాయించ కూడదు.  किसी से जमीन नहीं लेना, किसी को जमीन नहीं देना।

No private constructions should be allowed in and around Capital at least upto a radius of 33 km.  రాజధానిలో మరియు రాజధాని చుట్టూ కనీసం 33 కిలోమీటర్ల వరకు ప్రైవేటు నిర్మాణాలను అనుమతించకూడదు.  राजधानि मे और राजधानी से ३३ किलो मीटर् परिवृत्त तक, प्रैवेट निर्माण को अनुमती नहीं देना।

There are 13 Districts to develop.  Why develop things around Capital and create mega cities which become dens of mafia dons?  అభివృధ్ధి చేయటానికి 13 జిల్లాలు ఉన్నాయి.  రాజధాని చుట్టూ అభివృధ్ధి చేసి నేరగాళ్ళ ముఠాలకు మాఫియాలకు ఆలవాలమైన మెగా సిటీలు గా మార్చటం ఎందుకు ?

In this context, the areas such as Nagarjuna Sagar Vijayapuri, Donakonda Erragonda palem, Nandikotkuru Atmakuru (etc) proposed by me have plenty of Govt. lands.    If we build even sheds, we can have a good Capital with self-respect and low cost.  Such Capital will be like a Rishi Ashram.

ఈసందర్భంగా నేను ప్రతిపాదించిన నాగార్జునసాగర్ విజయపురి, దొనకొండ ఎర్రగొండపాలెం, నందికొట్కూరు ఆత్మకూరు, వంటి ఏరియాలలో పుష్కలంగా ప్రభుత్వ భూములు ఉన్నాయి.  అక్కడ షెడ్లు నిర్మించుకున్నా స్వల్ప ఖర్చుతో,  రాజధాని మంచి ఋష్యాశ్రమం లాగా తయారవుతుంది.

इस अवसर पर, मुझ से प्रतिपादित नागार्जुन सागर विजयपुरी, दॊनकोंडा ऎर्रगोंडा पालॆम, नंदिकॊट्कूरु आत्मकूरु, आदी कई जगहों मे समृध्ध परिमाण में सर्कीरी जमीन है।  अगर हम वहाँ षॆड्स मिर्माण कियो तो, आत्म गौरव सहित और अल्प व्यय में ऋषी आश्रम सन्निभ एक सुंदर राजधानी को बना सकते हैं।
