997 Some musings on the occasion of the Death Anniversary of Late Jawaharlal Nehru, First Prime Minister of India


"Much excess" and "Much scant" are two extreme global and human traits. But Indians seem to excel the global standards, at least in respect of these extremities. We rarely adopt a Middle Path, preached by Gautama Buddha, who tried to give us a different direction. Yesterday, 27th May 2017, was the Death Anniversary of Late Jawaharlal Nehru, the First Prime Minister of Independent India. The State of the Art chic post 2014 May India Administration is to belittle Jawaharlal Nehru and highlight Late Sardar Vallabh bhai Patel, the First Dy. Prime Minister of Independent India. Both of them were associates of Mahatma Gandhi, who, it is generally believed as the one who brought Freedom to India, through his non-violent Satyagraha methods, consisting of Non-Cooperation and Civil Disobedience. History of India's Freedom Movement was penned by several writers, with some varying emphasis-es and stresses on different Leaders.

As expected, Mr. Narendra Modi, the incumbent Prime Minister of India (from May 2014) has not given much importance to the Death Anniversary of Late Jawaharlal Nehru. As far as I can trace on Internet, this is the only News Item, about our Prime Minister telling something about Late Nehru, on 26th and 27th May 2017. I might have been mistaken. Beyond that, he has not visited the Shantivan, the Memorial for Nehru, while the President Mr. Pranab Mukherjee, Vice President Hamid Ansari, Former Prime Minister Mr. Manmohan Singh, Congress President Ms. Sonia Gandhi visited Shantivan, to pay a ritualistic floral tributes to Late Nehru.

I do not wish to find fault with our Hon. Prime Minister. He is a very very busy person. He must, and might, have had his own priorities. At Shri Modi's Twitter handle, the Readers were more outspoken. It may not be wrong to quote a few Comments of Readers, about Shri Modi's Tributes. I am omitting names.:
"...He doesn't deserve any tribute sir.. ..."

The main problem with understanding / interpreting history (If generalisation is not correct, I shall write 'understanding / interpreting Indian history'), is when a person comes to power, all his merits both human merits, and super human merits, come into fore. The favor-seekers and position-seekers surrounding the person MAGNIFY HIM-HER INTO A LARGER-THAN LIFE-SIZE DEMY GOD, OR GOD-HEAD. The moment he passes away, there will be lot of hagiographies.

But if the person, instead of passing away, loses his-her throne in such a way that there are no chances of his-her getting resurrected back to his-her past glory, the same flatterers start belittling the super-God. All his known and unknown DEMERITS AND DRAWBACKS are highlighted. Purpose: To win recognition and appreciation from the New God, and get hold to some position of power.

Like all of us, the mortals, Jawaharlal Nehru too had his own merits, strengths, and demerits and shortcomings. We cannot get all perfect-individuals. There is nothing like perfect white or perfect black. We are all admixtures of some shade of grey, consisting both of strengths and weaknesses.

Even before Independence, Jawaharal Nehru reached the top of the country, and was the Prime Minister, in pre-Independence Cabinets. Eulogising him by flatterers started even prior to independence.

We cannot say that during his 19 years Administration, Jawaharlal Nehru had not done anything significant for this country. It is also unreasonable to hold him as the culprit responsible for all the problems being faced by this country, owing to myriad reasons.

995 Social boycott is not a solution for the problem of Triple Talaq


Arguments have ended in the Supreme Court of India, over the validity of the Triple Talaq System in India. Supreme Court may deliver its judgement at any time, at its discretion. Discussing the triple talaq in this blog post will not in any way be a comment on the matter which is sub judice, Hence, we shall try to have a look into some issues and solutions connected to the Triple Talaq case. During the hearing of the case, the All INdia Muslim Personal Law Board has submitted affidavits which contain, inter alia, the following two views:--

The AIMPLB said qazis and imams will inform the wife that she can exclude the husband’s right to give instant triple talaq.

The affidavit said social boycott will help decrease the incidents of divorce.

Who will oversee that the qazis and imams inform the wife that she can exclude the husband's right to give instant triple talaq? Does AIMPLB have any statutory authority to issue instructions to the qazis and imams? Does AIMPLB have any powers to punish qazis and imams who fail to inform the prospective wives about their rights? Ans: Apparently not.
Does the AIMPLB have any right / statutory authority / legal powers to impose and enforce social boycott on those who indulge in triple talaq? Ans: Apparently not.

According to the information available on the Wikipedia.org, AIMPLB is only a private, non-governmental organisation. It is not clear, under which statute it has been registered, as an entity. Here are some quotes from Wikipedia, about the status of AIMPLB:

Question: Is India, not a Secular country


Ans., a personal view of yb-a-donkey: India is definitely a secular country. From the purest definition of the word 'secular', we have to infer that State shall not have anything to do with relgions of its Citizens. It also implies that there should be only one law for all social matters. May be a Uniform Civil Code, or any other law, by whatever name it may be called. By enacting the Muslim Personal Law (Shariat) Application Act of 1937 the British Rulers seem to have tried to DIVIDE AND RULE THE COUNTRY. While it is true that non-Hindus cannot be forced to follow Hindu Customs, there is nothing wrong in insisting that all the Citizens follow a Secular law applicable to everybody equally. After the bifurcation of India in 1947, by creating Pakistan, India ought to have, at the first available opportunity, annuled the Muslim Personal Law (Shariat) Application Act of 1937. Reason: Such laws are not conducive to a secular country.

By helping in the formation of the AIMPLB in 1973, Mrs. Indira Gandhi, seems to have, for her Vote Bank Politics, botched up and created further cleavages in a secular State. She should have, undauntedly, resolutely, firmly, replaced all Religious personal laws with a Secular Code. The Secular Code, ought to have been got designed with the help of a Board consisting of Secular Lawyers, Sitting and Retired Judges, Bureaucrats, and other Secular Intellectuals.

Heinous practices followed in India, in the name of social boycotts


Social boycotts in India, in vogue for the last several Centuries, have caused incalculable damage to the social fabric of India and tortured poorer and weaker Sections of the Society in extremely grievous ways. This monstracity is irrespective of the religions and castes. Even today, there are some Indian villages where dalits are not being allowed by Upper Caste persons, to draw drinking water from common wells.

Allowing social boycotts tantamounts to perpetration of cruelty on Weaker Sections. Reason: Influential Persons in the Society will take / have taken the custom into their hands, and Rule of the Law will be a casualty.

The sufferings of Muslim Women, owing to denial of Human Rights, Natural Justice and Equity by Clerics, Kazis, Maulvis, Imams, Mullahs


The sufferings are too many. They cannot be solved just by social boycott of a few people. Serious Diseases need serious treatments. Balms and Ointments cannot cure them. Secular codes, Secular Administrations, Secular Enforcements, Secular Supervisions, Secular adjudications alone can ameliorate the ailments such as triple talaqs.

Someday, we may have to abolish or discontinue or dismantle the system of Marriage itself. True Total Socialism alone can help in that final goal.

994 (Part 1) of Valmiki Ramayan may not be a myth, but it contains some myths which are not difficult to identify.

Our learned friend, who has in the past, sent us some good links about Aryan Migration Theory etc., which we have discussed partly, has now sent us a link on Ramayana. Title of the Article is: Three year long botanical study confirms Ramayan is not a myth (Apparently Intended Inference: Ramayan is history). The authors of the Article, according to the linked web page are Shri M. AmritaLingam and Shri P. Sudhakar, who are reported to be working as Botanists with the CPR Environmental Education Centre, Chennai. I respect their views and their Researching spirit.

Since the last decade, Government of India, is under pressure in Courts, to clearly submit its view whether Ramayana was history, or Ramayana was a mythological belief. Archaeological Society of India, often representing the Government of India, for example in the Rama Setu case, initially submitted an affidavit that Ramayana was a mythological belief and that there is not adequate historical evidence. Later on the ASI went back, from its own statements. Basic reason for this volta face, appears to be that there is not enough archaeological evidence with foundations of excavations, stone inscriptions, copper inscriptions, etc. etc.

Whenever BJP comes into power, it tries to rewrite history, to prove that India is the Greatest Nation in the World, Everything wise originated in India, When the entire world is neck deep amidst ignorance and was naked, India taught the world to wear clothes etc. etc. Officials of ICHR (Indian Council of Historical Research), NCERT (National Council of Educational Research and Training) etc. are either reshuffled, advised to to modify histories to reflect Indian Glories. New Excavations are made. New Books are written. Well, everybody loves their own country. There is also nothing wrong in believing that their Nation, Religions and Culture are the Greatest in the World, etc. etc.

There are about 149 comments on the above linked linked article. I have not read all of them. Someday, I hope, I shall be able to read them.

The Researchers of the above article, might have taken great pains to compare the botanical plants described in Valmiki Ramayana, with the botanical plants, existing today in India. I greatly appreciate them. They might have found that the flora, fauna birds inclusive, exist even today. Hence, they have come to a conclusion that Ramayana was not a myth, and that Ramayana was history.

To my mind of half-knowledge, it appears that though India is a vast geographical land of great divergence, climatically it is a Monsoon Region with Tropical Forests + Evergreen Forests. Hence, its botanical plants, by and large will be similar though not same, with the exception of places like Kashmir, Himachal Pradesh, parts of Arunachal Pradesh etc. Yet, we can find great varieties in plants and animals of different areas. There is not much to dispute about either similarities or variances.

Sage Valmiki, the Great Poet of Valmiki Ramayana, seems to have been born in the Valmiki Nagar District in North Bihar, or its neighborhoods in Nepal, North Bihar. Later he seems to have migrated and shifted his Hermitage to Eastern UP, somewhere in the Allahabad - Mirzapur - Sasaram route. If we go by Uttara Ramayana narrations, Sage Valmiki gave shelter to the pregnant Sita abandoned in Dandakaranya forest by Lakshmana, on orders from Shri Rama. From this, we may infer that Valmiki was a contemporary of Shri Rama, he might have been an Official biographer of Shri Rama, he might have received support in various ways from Shri Rama. Valmiki's disciples, including Shri Rama's sons Lava and Kusa sang the saga of Shri Rama in Shri Rama's court. Though there is no historical evidence for all these things, these things are not IMPOSSIBLE. They need not be fantasies or fiction or just beliefs, because they are humanly possible. There are no superhuman elements. There is a really great Telugu Geva color film of approx. 1963 year, by name "Lava Kusa", in which Late Shri N.T. Rama Rao acted as Shri Rama, Anjali Devi acted as Sita, Nagaiah acted as Sage Valmiki, Master Subrahmanyam acted as Kusa, and Master Nagaraju acted as Lava. For those who are not thorough with Uttara Ramayana (Ramayana post coronation of Shri Rama) can get a reasonable understanding of the story, though it is not exactly as portrayed in Valmiki's narration. Historicity of Valmiki Ramayana


Right now I am neutral about the historicity of events in Valmiki Ramayana.

The above linked article (under review here) wishes that Indians have to take Ramayana as history because Sage Valmiki described the flora and fauna realistically and accurately.

I personally believe that the basic story of Ramayana might have taken place. But Valmiki Ramayana in circulation today, contains a number of myths, though basic story may not be a myth. If the historical content of the Ramayana is to be raised, it will be necessary to identify and set aside (we have no right to modify) THE IMPOSSIBLE EVENTS, which are fantasies. Then it becomes easier, to acknowledge Valmiki Ramayana at least as part-history.

Keeping the need to raise the historical content of Valmiki Ramayana, and set aside the mythical parts, I have written a set of 195 articles/blog posts with evidence from Valmiki Ramayana. Ravana abducted Sita in Pushpaka aircraft. Ancient Indians knew Aircraft making. Ravana abducted Sita in a cart pulled by donkeys with gold horns. For proof of Valmki Ramayana's verse, pl. see my above linked Ramayanayb blog.
Rama's ancestor 'Sagara' had excavated the Ocean. Ocean=sAgar. King Sagara might have dug a big tank called sAgara. It is humanly impossible to excavate an Ocean
Shri Rama was a Great Builder. He built the Rama Setu bridge, linking India and Sri Lanka. Lanka itself might have been in Eastern UP / Chattisgadh / Jharkhand. Shri Rama was not a Great Builder. Else why should he need Tribal King Guha's boat to cross the River Ganga. Prince Rama helped Dasaratha in ruling Ayodhya for about 17 years after Rama's marriage. If he was a Great Builder, he would have built bridges on Rivers Ganga, Sarayu, Gomati, Yamuna. For crossing River Yamuna, Lakshmana made a country basket-boat with bamboos, creepers, leaves (called puTTi or pinnIs in Telugu). They could have used a bridge. Can our Researchers show at least a single bridge built by Rama across any River in India? If Rama Setu can survive thousands of years, why didn't other structures built by Shri Rama survive?


These botanists referred in the above linked Research are very great. I appeal to them to research on the following FRUITS, used by 15-16th Century Telugu poet, DhoorjaTi, in his book Sri Kalahasti Mahatmyam. These are the fruits which the devotee TinnaDu (also known as Kannappa, Kannappa Nayanar in South India), offered to Lord Shiva.

Name of the newspaper, in which it appeared: Spectator.co.uk. The narrator in the Author's interview, Tatiana, clearly depicted the horrendous atrocities that took place during the Stalin's Rule. Tatiana herself was born in the prison. Her twin brother, who was also born in jail died in jail, owing to "Lack of clothes, lack of food, lack of medicine". An allocation of 140 gms. of bread, for the whole family-- consisting of one mother and two children. Her father was serving two ten year terms of sentences. At the end of the second term he was expecting a release. But he was again sentenced to a third ten year term. Hearing about it, her father died out of depression. When Tatiana was six, she and her mother were released. After growing up, Tatiana worked in State Bank of USSR, for 36 years, and retired. She was proud of her service in Bank. Probably, scared, she never shared her past history with anybody.

Gulags need not result from Rule of Proletariat (Workers' Rule). Unfortunately Workers' Rule, was not experimented in USSR or China, or the East Europe. In the name of 'Dictatorship of Proletariat', they have perpetrated, (and are perpetrating) heinous dictatorships and totalitarian regimes. In Dictatorships and Totalitarian Reigns there will be no Rule of Law. There will be no place for Natural Justice and Equity. Coteries rule the roost. Sycophancy is recognised as Efficiency and Effectiveness. Dictators entertain sycophants because, they cannot survive and feel comfortable amidst knowledge, virtue and wisdom. As soon as the effects of past evil acts/sins (called 'pApa karma') get exhausted, the suffering souls get cleansed, and will have to face a rebirth. In the same manner, a person's enjoyments in heavens are not intended to be eternal and everlasting. They will only be transient to the extent that as soon as the effects of their virtuous acts (called 'puNya karmAs') get exhausted, they have to move to hell (if not already undergone through), or else will have to be reborn on Earth.

This example is given just to indicate that nothing is condemnable for ever. Re-experimentation is possible, while trying to prevent repetition of past mistakes. 992 It is not easy to get meals or tiffin in dalit homes. Not to speak of the sumptuous and succulent dishes on banana leaves!!!


We frequently see on TV screens, and in print media, videos and photos showing our leaders like Mr. Rahul Gandhi, Mr. Yeddiyurappa, Mr. Amit Shah, dining in dalit homes, all over India. The banana leaves / leaf plates on which these sumptuous succulent dishes are served, often repeatedly asked and cajoled by host gents and ladies, gives an impression that dalit homes are rich. From this blogger's real life personal experience after working as a Bank Manager, in Mahaboobnagar District of Telangana State, it is difficult to convince a dalit householder to share food with additional persons, as they do not have enough food to spare, not to speak of providing sumptuous and succulent breakfasts, lunches and dinners to visitors. Not that the dalit householders are miserly or stingy. It is the miserable state of deprivation of their homes which makes them to hesitate to offer food to outsider guests. Exceptions, we can see only in case of marriage functions, post-funeral 10th day rituals where feeding villagers/relatives become UNAVOIDABLE RITUAL for religious reasons.

This type of breakfasts, lunches, teas-snacks, dinners are arranged in dalit homes by any Upper Caste or Upper SUdra landlord caste Party leaders (not only BJP, all political parties in India have this practice), at their own costs. Then also the dalits may not come forward to host breakfasts, lunches, teas, dinners at their homes, out of shyness, or out of repeated disappointments with political leaders. Then the landlord village leaders promise the dalit householders benefits such as homes under Government Schemes, buffaloes, sheep, autos, bullock carts, etc. etc. to motivate them.

The dalits may be real-life kuchElAs [kuchEla= a character in Mahabhagavata, who is a class-mate of Lord Shri Krishna. He approached his childhood friend Lord Shri Krishna, under pressure from his (Kuchela's) wife, to find a solution for his poverty], but Mr. Amit Shah is not a real life Sri Krishna. Amit Shah does not know who that dalit host is. For everything, he needs a prompting from the village landlord, Upper Caste/Upper SUdra BJP leader. The moment he gods back to Delhi or Ahmedabad, he is bound to forget everything, because this roll-play will have to be repeated thousands of times. And nobody, enters the details of the dalit homes into a mysql database for periodical reference.

During my work as Bank Manager in an area adjoining the Nalgonda District (Western border of Nalgonda District), following are my experiences.

1. When a politician / Government Officials of State and Central Governments / Police and Forest Staff visit Telangana villages, usually advance information goes to villages through village henchmen (called in Telugu: pettandars, pairavikArs). Whether advance information is given or not, the moment somebody(bodies) breakfast-lunch-snacks-tea-dinner worthy enter(s) a village, the Village sarpanch, Village Revenue Officer, local party leader, panchayat karobar, employees of the concerned Departments, whoever considers that it is necessary for himself-herself, will arrange to cut a poultry-cock for chicken, and/or a sheep or a goat (depending on the number of persons). If necessary he will also arrange for liquor bottles, some sweets/mixture/cool drinks etc. These things are arranged in either the Sarpanch's house, or any other landlord's house. Not at dalit homes. Only in case of election jumlas (show-tricks) dalit homes are visited.

Depending on the location of the village, i.e. whether the village is on the High Way at a crucial junction, or in a remote nook and corner, the pressure and the number of visits will vary. Sarpanches in Highway villages have to host more parties. But whatever be the case, the hosts will never bear the costs from their personal pockets. They pass on the costs to the villagers in various ways. The villagers also understand that, and they share the burden.

During my 2 1/2 years stay in the Mahaboobnagar District villages, I or my four staff members (all of them belong to Scheduled Castes)-- we have never dined at sarpanch-homes, patel-patvAri homes, vro-vdo homes, landlord homes, as we knew that the burden will be passed on to the other villagers. Besides, we were afraid of becoming puppets of our lunch-givers. We had about 16 villages to serve. Whenever, we had to visit villages for recoveries, inspections, etc. we used to start very early at 6 a.m., and return by 11 a.m., so that there would be no need to eat anywhere, except take tea in wayside teastalls (if at all they existed).

I have never revealed my caste to anybody. To the extent possible, I have never asked the caste of any person, except where it was necessary to fill Govt. forms, for extending subsidy, margin benefits, as stipulated in the relative schemes. The Sarpanches, landlords, former patel-patvaris (village revenue officials) have a tendency to insist that they alone should receive courtesies such as seats, teas in Banks, while BCs, SCs, and STs stand behind them. This system we have removed, which has hurt the ego-s of the sarpanches, former patel-patvaris, landlords. Besides, after coming to know that all my four staff members belonged to SCs, the village-rulers lost interest in us.

Mr. Donald Trump's true colors have come out. It has been not only been proved that Mr. Trump is not different from his predecessor American Presidents, but also that he is not different from the Heads of the States and the Heads of the Governments of numerous other European, North American, ANZ, South East Asian countries which sell aircraft, arms, weapons, and myriad other merchandise. The basic philosophy of today's politics and trade is same. As long as arms, aircraft, complex, dificult-to-use yet obsolete weapons can be palmed off at super-high prices to to crazy Nations which have piled up huge foreign exchange reserves, through a quirk of luck bounties such as oil reserves- our Preacher Heads of States and Heads of Governments will not hesitate to perform any type of dances, including Sword Dance. Why doesn't Mr. Donald Trump visit Somalia or Ethiopia? Because, they do not have the bucks to purchase arms, aircraft, weapons.

Why did Mr. Donald Trump make Saudi Arabia, the first country for his foreign visit, instead of U.K. or France, who are their chums?


Mr. Donald Trump and his Advisers know too well that Saudi Arabia is one of the countries which ignite and enflame religious fanaticism and Islamic Terrorism, world wide. They also know that Saudi will not spare even the brother Islamic countries, if they follow Shia or Sufi philosophies of Islam. In spite of this knowledge, Mr. Trump and his advisers chose KSA as their first country for foreign visits.

Will U.S. slow down Shale Oil production?


With the advent of Shale Oil Exports from United States, at least some citizens of the World expected that Saudi's massive Foreign Exchange Reserves built on Oil Wells will slow down, and that Saudi Arabia will stop overtly or covertly financing Sunni Islamic Terrorism. Now, one gets an impression that United States wants to slow down on Shale Oil, and strengthen the hands of Saudi Arabia, in terms of Oil Export Earnings. And those Oil Export Earnings, U.S. seems to pocket by selling arms, aircraft and weapons. What a cunning idea? Mr. Trump seems to be playing with venomous snakes and inextinguishable fires. The Citizens of United States, in their hatred of non-white intellectual immigrants, seem to have elected, if not a perfect idiot, at least a sometimes sane and sometimes insane person as their President.

Mr. Trump may be having a strong internal urge, to experiment and test all the American Arms and Weapons by launching them on some country or other. However, there seems to be one change in approach. He seems to have abandoned the idea of directly using the weapons by US itself. Because, that will be wastage of precious economic resources. After all, billions of dollars might have been spent on developing them. If he sells them to Saudi Arabia, and propel it to use on other Nations, the work of experimenting and testing will become 'free of costs' or 'nearly free of expenses'. As new arms and weapons will have to be developed and manufactured, it will also generate employment to the American Natives.

Between the May 2014 and the May 2017, i.e. during the rule of BJP-NDA-Modi-ArunJaitley's Rule, a wealth of about $800 billion, approx. 989 Friction between Ruling Party Legislators and the Administration & Law Enforcement Functionaries may be a Universal Problem, but it seems to be escalating in Andhra Pradesh!


Friction between Ruling Party Legislators and the Functionaries of Administration and Law Enforcement, may be a Universal phenomenon, but it appears to be escalating in the State of Andhra Pradesh, India. The duties of Legislators in their most basic form, as envisaged in Constitutions, and practices in different countries, seem to be limited to framing of laws, introducing bills in Parliaments and Assemblies, raising some questions of nature pertaining to the Nation, Province, or the particular Constituency of the Legislator. They are not expected to undertake Executive functions, or intrude into administrative / law enforcement functions. But, then there may be instances of very very exceptional nature, such as intervening when extreme injustice is being done to the poorest and the weakest of the society, particularly the most downtrodden in the Constituency of the Legislator.

One latest such example: Fifteen Ruling Party MLAs and MLCs in West Godavari District, have decided to surrender the 'Gunmen' protection given to them for their personal security by the Government. This decision to surrender Gunmen was made in the presence of the In-charge Minister for West Godavari Mr. Prattipati Pulla Rao, and the Labor Minister, Mr. Pithani Satyanarayana, belonging to the West Godavari District.

Starting point: A dispute arose between dalits belonging to Telugu Desam Party and the YSRC Party, in West Godavari District. The village is in Iragavaram Police Station Limits. Iragavaram Police Sub Inspector is investigating the case. The Telugu Desam Party supporters approached the Legislator of the Tanuku Constituency Mr. Arimilli Radhakrishna for help.

Shri Radhakrishna, MLA reportedly asked the Iragavaram Sub Inspector, Srinivasa Rao, to meet Him at His Residence At Relangi village In Iragavaram mandal. The Sub Inspector Srinivasa Rao, along with his Station writer Prateep Kumar went to the Relangi village, as advised by the legislator. It is alleged that Shri Radhakrishna detained the Iragavaram Sub Inspector and his station writer at Telugu Desam party office in Velpuru of Tanuku rural mandal. They were released after intervention by Senior Police Functionaries. On complaint from the SI and the Writer, the Police have registered a case against the MLA and eight others for wrongful confinement under Sections 341, 342 and 353 of Indian Penal Code.

According to the Tanuku MLA, the Police have booked cases only against dalits supporting Telugu Desam Party, and failed to book cases against the Rival dalits. Some allegations reportedly made by the Tanuku MLA:

Superintendent of Police is running a parallel government in the district.
He is encouraging the police to book cases against TD workers.
I did not confine anybody.
Why the police confined and booked cases against Dalit women and arrested them in midnight?
West Godavari Police Officers’ Association has no powers due to lack of elections for the past five years.
I have not committed any mistake.
I shall not bow my head to anybody. If party elders, Chief Minister N. Chandrababu Naidu and N. Lokesh believe in the police action, I shall resign.
Police could not do any action against the cricket betting mafia and other mafias in the district.


What will the Chief Minister do?


His past actions in similar instances will show, the likely outcome in the present Tanuku case. That means he may not do anything. Or probably, he may ask the Tanuku MLA to apologise, and ask the Police Officials to close the matter. Then, wait for the next example of Friction!!!

Police Officials seem to act with great attention and sincerity when they themselves are ill-treated by People's Representatives. When others are ill-treated by People's Representatives, why they fail to ignore?

These things may appear to be too flimsy and frivolous, when viewed from a National or a global angle. But these issues apparently exist in almost all the 29 States of India, and probably abroad. Global examples, I shall give later on.

Question: Why an MLA? What an ordinary citizen, should do if Administrative Officials and Police Officials fail to take any action, or fail to act impartially?


Ans: In case of criminal issues, aggrieved persons can file 'private cases' in the Magistrate Courts of appropriate jurisdiction. The Magistrates will instruct the Police to register cases.
Writ of Mandamus can be filed in High Courts of appropriate Jurisdiction under Article 226 of Constitution. Writ of Mandamus. For those who do not know about the Writ of Mandamus, here is its meaning:
Mandamus is a Latin word, which means "We Command". Mandamus is an order from the Supreme Court or High Court to a lower court or tribunal or public authority to perform a public or statutory duty. This writ of command is issued by the Supreme Court or High court when any government, court, corporation or any public authority has to do a public duty but fails to do so.

Question: Going to courts is a cumbersome, expensive, time-consuming affair. Everybody cannot run around courts. Suggest some other solution:



Ans: Police Officials have their own set of problems. Overpopulation, under-staffing, lack of vehicles, Corruption etc.

Prima facie, investigation of crimes is a subject of State Governments in India. It tantamounts conferring monopoly to the State Police over investigation of crimes. This monopoly invariably breeds bias, lethargy, and corruption. There must be a competitor. We have in Banking Sector, Insurance Sector, Medical Sector lots of competition, even amidst public sector bodies. Then why not in criminal investigations? Central Government can establish Central Crime Police in every State, to compete with the State Police. Though CBI handles some cases at present, it is not a full-pledged Police Organ. In case of corruption in Central Government bodies, it investigates. In respect of other crimes, either State Governments have to request for a CBI investigation, or the Central Government / Courts have to advise CBI to take up. CBI is located in one or two Cities in Indian States.

Central crime Police Stations should be established at every place, depending on the number of crimes. People should be free either to approach the State Police or the Central Crime Police. Wherever they lodge their complaint with one Organ, they can change to the second organ, only after expressing dissatisfaction with the first organ. However, there should be no compulsion for the second organ before proceeding with the investigation, to obtain the consent of the first organ. After all, why the Citizen is shifting? Because the first Organ is not co-operating. If consent from the first organ is insisted upon, it will lead to corruption. There is nothing wrong in two Agencies simultaneously conducting investigations, depending on circumstances and situations.

Question: If both the State and Central Crime Police refuse to register an FIR?


Then, the option of approaching a Magistrate Court, is already available. That means three options are available. If Magistrate too fails to deliver justice, there is always the fourth option of the Writ of Mandamus under Article 226 with High Court, and when High Courts too fail, one can go to Supreme Court under Article 32.

Ms. Brinda Karat is Polit Bureau Member of Communist Party of India (Marxist), India. She has a reputation of being a Senior and sincere CPM Worker. It's all so good. But, what I wish to highlight is, that she cannot speak like Mr. Arvind Kejriwal, Chief Minister of Delhi, and President of the Aam Aadmi Party, who is now facing a defamation case for some crores from Mr. Arun Jaitley, Hon. Finance Minister, and is in a quandary on how to pay the hefty fee of his counsel Shri Ram Jet Malany, amounting to Rs. 3.4 crore (Rs. 34 million) from the Delhi Exchequer. In India, these days are very hard days, for the Opposition Leaders. In Telugu language spoken by 100 million people across the world, there is a proverb: "urumu urimi mangalam mIda paDi naTlu' (Approx. English: The thunder thundered, and fell on the kiln for making popped grains (similar to popcorn). This proverb is used when some misfortune befalls on a person or a thing, who/which is not much connected with the falling object. Context: Right now, the concentration of our Hon. Prime Minister, our Hon. Finance Minister, and the BJP President, is focused on hardnut-to-crack challengers like Arvind Kejriwal, and Ms. Mamata Banerjee. Our BJP trio seems to expect that Ms. Mamata Banerjee will take care of controlling the resurrection of CPIM in West Bengal. Ms. Brinda Karat is reported to have commented as under, while speaking at the "Meet the Press" Program organised by Telangana Working Journalists Federation, Hyderabad on 20th May 2017.

English: If the king wills (and orders), can there be scarcity of blows? Implication is that: kings may not bestow gifts, but he can shower baton blows.

CPIM cannot be like Congress and some other Regional Parties which are bent upon building Muslim and dalit vote banks. Beef, and some other meats which are being sold now in shops, and served in hotels, lack quality (quality neglected by everybody with eyes on profits), and such foods become 'rAjasa, tAmasa' Aharams. (Foods which make people arrogant, easily irritable, blood thirsty). When these foods get coupled with liquors, persons lose their self-control, and they will not hesitate to indulge in rapes, murders, tortures etc. CPIM can, NOT ON RELIGIOUS GROUNDS, but on SCARCITY OF RESOURCES grounds, try to convince people of all castes and religions to exercise some self-control in consuming beef.
"...There has been nothing to boast about in Modi’s three-year rule. It’s a rule of deceit. Modi promised 2 crore jobs but failed. All he managed was 2.3 lakh jobs. Due to problems in IT sector, we may lose 6 to 10 lakh jobs in next 4/5 years. ..." People will know that whatever our Hon. Prime Minister and our BJP President promise are Election jumlas. But, people may not vote only in response to promises. Cash and Liquor, of course religious bigotry and fanatism, seem to be stronger than promises. Making unfulfillable promises, knowing them to be unfulfillable, is a trait of all political parties in India. Still, I wish that CPIM promises to people more hard-to-fulfill things like Removal of Private Property, Removal of Currency, State Capitalism, Treating every citizen as a Government Employee etc.
"...Centre has failed to handle the Kashmir issue and asserted that it needed a political solution. ..." POlitical solutions may not work in Kashmir, because the militancy and terrorism in Kashmir, is propelled by money and men from not only Pakistan, but many other Gulf and Middle East countries. Military Action on POK is an important solution, even if it may be disastrous both to India and Pakistan.


Topic No.2. With no intent to hurt the sentiments of devotees and scholars


After studying the 'kalyANotsavam' program on SVBC TV channel, for about one year, from 12 noon to 1 pm, I am writing this. I appeal for forgiveness from devotees and scholars , if I am going to hurt their sentiments, by writing the following:

Submitting 'madhuparkams' during the wedding ceremony


SVBC channel, though broadcasts the ceremony live, 'commentary part', they seem to be playing recorded audio files. Two or three different commentators might have given these commentaries, as I hear, two or three different versions, on TV.

One commentator explains 'madhuparkams' are 'clothes/cloths (vastrams)'. Another commentator (example the commentary on 21.5.2017 wedding commentary) said that it is a preparation made of milk, honey, clarified butter etc.

Madhu means honey, and we can include preparations made of honey.
There is a general impression among the people of Andhra Pradesh, that 'madhuparkams' mean 'clothes/cloths'. During the ancient ages, madhuparkams seem to include even beef, as can be seen from the following quote:
Book: Sanskrit Drama Uttara Rama charitra, by Bhavabhuti mahAkavi, approx. 8th Century AD. Tritiya vishkambham. (3rd Intermission). Context: Disciples of Valmiki, by names Bhandayana and Saudamini were conversing with one another about the missing calf 'kalyANi kapili' and Sage vasishTha. These verses have been reproduced at our blog post No.124 Click here to go to post No. 124. I am quoting below the Uttara ramacharitram verses, for ready reference:

సౌధాతకి: తేన పారపతితేన ఇవ సా పరాకీ కల్యాణీ కపిలా మడ మడాయితా.

ఆయన వచ్చాడో లేదో, అప్పుడే ఆ అనాథ కల్యాణీ కపిల మడ మడాయించ బడింది.

నోట్స్: కల్యాణీ కపిల ఆవుదూడ పేరు. కల్యాణీ అంటే మంగళకరమైనది. కపిల అంటే నల్లనిది. అనాథ అనటంలో అయ్యో పాపం అనే అర్థం ద్యోతకం అవుతున్నది. మడమడాయించటం అంటే నమిలేయటం. చక్కటి ప్రయోగం. తెలుగుకి దగ్గరగా ఉన్నది. No sooner did he come, the orphan (poor) Kapila (black calf) Kalyaan`ii (auspicious name of the calf) was munched. (Meanings: parakikaa = orphan. Parapatiteena iva = the moment he came. Mad`a mad`aayita = was munched.).

భాండాయనుడు: Bhandayana (Senior disciple)
సమాంసో మధుపర్కం ఇతి అమ్నాయం samAmsO madhuparkam, iti AmnAyam
బహుమన్యమానా శ్రోత్రియా bahumanyamAnA SrOtriyA
యాభ్యాగతాయ వత్సతరీ మహోక్షంవా మహా అజం వా yAbhyAgatAya vatsatarI mahOksham vA mahA ajam vA
పచంతి గృహ మేథినా vachanti griha mEthinA
ఇతి ధర్మ సూత్ర కార సమామ్నతి. iti dharma sUtrakAra samAmnati.

అర్ధాలు: బహుమన్యమాన-- పలువురిచే మిక్కిలిగా గౌరవించబడే. ఆమ్నాయం-- వేదాలు. సమాంసో మధుపర్కం-- మాంసంతో కూడినది మధుపర్కం. శ్రోత్రియ -- పండితుడైన బ్రాహ్మణుడు. మూడు రకాల సంస్కారాలను పొందినవాడు. బ్రహ్మచర్యం, యజ్ఞోపవీతం, జ్ఞానోపదేశం మొ|| పొందినవాడు. అభ్యాగతుడు -- ముందు చెప్పకుండా వచ్చే అతిథి. ఒకరాత్రికన్నా ఎక్కువ ఉండడు. ఏక రాత్రం ఏవ పరగృహే నివసన్, అజ్ఞాతో బ్రాహ్మణః అతిథీ జ్ఞాతస్ తే అభ్యాగతః.

మిక్కిలి గౌరవనీయులు, శ్రోత్రియులైన బ్రాహ్మణులు, అతిథి అభ్యాగతులు విచ్చేసినపుడు ఒక ఆవు దూడనో, గొప్ప వృషభాన్నో, లేక గొప్ప మేకనో గృహస్థులు వండుతూ ఉంటారు. ఇలాగా ధర్మసూత్రకారులు నిర్ణయించారు.

Meanings: Bahumanyamaana = standardised, recognised by many people. Aamnaayam = Vedas. That which is accompanied by flesh as "Madhuparkam" - this, the Vedas and the Codemakers (such as Bodhayana and Apasthambha) have standardised. Srootriya = A well-learned Brahmin who has been anointed with all the purificatory ceremonies (sanskaaras: prescribed religious ceremonies and vows such as celibacy, sacred thread etc. Brahmano, gneeyaha, sanskarai)). Abhyagata = guest who arrives without notice and stays not more than one night. (Eeka raatram eeva paragrihee nivasan, agnaatoo brahmanaha atidhi gnaatastee abhyaagataha). Vatsatari = calf. Mahooksham = big bull. Maha ajam = big goat. Grihamethina nirrapanti = house holders feed. Gist: Householders feed venerable scholars and guests with calfs or big bull or big goat. Thus the code-makers prescribed.

Though it may be a custom during the days of Valmiki, or Bhavabhuti, to serve revered priests, sages with preparations made of beef, we need not do it now in 21st Century.

I pray to the TTD Scholars , commentators to study the whole issue of 'madhu parkams' afresh.

I suggest that the the word 'madhuparkams' may be totally avoided during the commentaries. I suggest that we may use the words and phrases like 'vastram' samarpayAmi. 'madhu samarpayAmi'. 'kshIram samarpayami'. 'dadhi samarpayAmi'.

I am unable to trace the word 'parkam' in Sanskrit dictionaries. The TTD scholars can retry. The word 'parkam' seems to mean '(animal) skin'. In ancient times, animal skins might have been used as garments (and also as paper rolls). Probably, we might have got the word 'parchment' to mean thick paper, from this word 'parkam', though 'parchment' may have several other etymological roots. Thus parkams can mean clothes. Madhu can mean honey preparations. Madhuparkams can mean both honey preparations + textiles/fabrics. (dvandva samAsam). Anyway better to avoid the phrase 'madhuparkams'.

Sacred chants recited at the time of wearing 'sacred threads' to SridEvi and bhUdEvi


Some priests seem to be reciting three times each 'mAngalyam tantunAnEnA loka rakshaNa hEtavE, kanThe Badhnami...." and 'mAngalyam tantunAnEnA jIva rakshaNa hEtavE, kanThe Badhnami....' for SrIdEvi and bhUdEvi respectively. It used to be very clear about the ceremony. This practice seems to have been discontinued by some priests. (Eg. 21.5.2017, 12.30 pm approx.). If so, scholars have to examine the relative merits of the two methods.

LAST BUT NOT THE LEAST


The premises/compound where the kalyANotsavam (wedding ceremony) is being conducted, does not seems to have AT PROMINENT PLACES FIRE FIGHTING EQUIPMENT. This ceremony may be in vogue since several Centuries, and no fire mishap might not have occurred so far. Audience/Spectators seem to be sitting in a crowded and congested manner. But there seems to be no alternative. But, we can do one thing. The grill gates behind the spectators seem to be closed, and probably locked. If that is true, if a fire mishap or a rumor of anything dangerous nature spreads, there will be stampedes, resulting in loss of lives. I hope the new EO will look into this, and arrange for some FIRE DRILLS, installation of FIRE FIGHTING EQUIPMENT WITH CO2 CYLINDERS, KEEP THE REAR GATES OPEN,TRAINING TO COMMENTATORS ON HOW TO GUIDE SPECTATORS IN THE EVENT OF MISHAPS/RUMORS OF MISHAPS.
