704 Part 1/10: India can probably change with Atheism and True Socialism, and not with Swami Vivekananda Models. In Capitalism, India can never become vibrant.


Writing impartial articles, blogs, criticisms, disquisitions- is not easy. It is, a "కత్తి మీద సాము katti mIda sAmu(a Telugu proverb, approx. English meaning: A fight from standing on the sharp edge of a sword.)". There is a danger of our criticism, howsoever, well-intentioned it may be, and in spite of much care, turning into malicious gossip विद्वेषपूर्ण लांछन. The dividing line between calumnising-scandalising and principles-practices based criticism, is very thing. I , therefore, appeal to my Readers, to keep in their minds, this risk which I am taking, while writing this particular blog post, and request them to kindly bear with me, even if they find something which is unpalatable. Welcome, even to harsh criticism. However, I appeal to my readers with delicate heads and hearts, not to proceed with reading this.

The speech is very clear. It is very very organised, naturally because it is prepared by an I.A.S. Topper. It is a good pep talk. It can create great impressions on innocent youth-listeners. There were lot of claps of applause. There were also laughs of applause. But, when subjected to analyses, many items covered in the speech do not stand test of reason.

The speech can be, vertically, classified into two columns. 1) Those which preach (Do this, Do this type). 2) Persons, events, incidents, given as examples. Discussing every item in the speech, using the whetting stone of "Reason", will need more than a 1,000 pages, and my life will not be sufficient. Besides, even if I write a thousand pages, Readers will not bother. This is because, today's readers and speakers may not have inclination, time, energies to read a thousand pages, unless a thousand bucks are paid to them as incentives, which I do not have. I leave it to Readers to explore deeply into those items, search for facts.

Whenever, an occasion arises, I shall cover some of the items spoken in the above oration, with supporting proof(s). In the meantime, I pray my readers to deeply study the speech which is very very impressive. When I give a different view point in these blog posts, then they can compare to what is spoken in the oration, and of course, bang me.

Trigger 2: Series of Arguments between Mr. Chandra Babu Naidu, Chief Minister of Residual Andhra Pradesh, supported by Mr. Yenamala Ramakrishnudu, Finance Minister, backed by the Speaker himself on one side -- , and the Opposition Leader Mr. Y.S. Jaganmohan Reddy. The controversial topic was an allegation made by Mr. YS Jagan, about "management of 'vyavasthalu (systems & organisations)' ", said to have been by Mr. Chandra Babu Naidu. This view of mine is being written by me, on the basis of what has been seen by me on TV Channels on that day and next day. Hundreds of thousands of Telugu people might have seen these arguments on TVs, from their homes.

The problem with Mr. Y. Jaganmohan Reddy, is he is throwing stones from a glass house. He himself is facing allegations of amassing nearly Rs. 1,00,000 crore (trillion Rupees), using quid pro quo of his father Y.S. Rajasekhara Reddy's position as Chief Minister of United Andhra Pradesh. The matter is sub-judice. CBI, ED, Courts are in the process of exploring and establishing truth(s). Now, this Y.S. Jagan Mohan Reddy's errors and guilts are not in our arena.

The problem of disproportionate assets of Mr. Chandra Babu Naidu, has not received adequate attention. Mr. Naidu is reported to have started as a farmer owning just two acres of land. In 1987, he is reported to have declared an annual income of Rs. 36,000/- (works out to approx. Rs. 3,000/- per month). A general impression among the people is Shri Naidu has accumulated assets worth about Rs. 3,000 crore (30 billion approx.$500m). Mr. Chandra Babu Naidu, every year, declares his own assets, assets of his family members. His family members inheriting huge assets from the Estate of Late N.T. Rama Rao, first Non-Congress Chief of Minister of United Andhra Pradesh, and a big movie star "NaTa Ratna (Gem of Actors)" , is understandable.

The rise of a 2 acre farmer, and a Rs.36,000 p.a. income person, to a very affluent person, prima facie is bound to give rise to doubts, about the means used for the UPLIFTMENT of Andhra Pradesh Chief Minister. Sufficient Government investigation either by Government of Andhra Pradesh or the Government of India, about the disproportionate assets of Mr. Naidu has not taken place. This investigation ought to have taken place when Mr. Rajasekhar Reddy was in power from 2004 to 2010. The reason for the Government of India not bothering about it is also not known.

Somehow, the people of United Andhra Pradesh, or the people of Residual Andhra Pradesh were not interested in the history of asset build-up of Shri Chandra Babu Naidu. In respect of the asset-build-up of Late Mr. Rajasekhara Reddy and his son Mr. Y.S. Jagan Mohan Reddy, some people view that revolt of Mr. Jaganmohan Reddy against Congress High Command, after the demise of his father to succeed to the Kingdom of Andhra Pradesh being Prince Heir Apparent, has prompted top Leaders to motivate a local Congress Leader in Hyderabad, to file a case in Hyderabad seeking CBI inquiry. Following that petition, as per Court orders, CBI inquiry was taken up against Mr. Jaganmohan Reddy. Two Telugu news papers, which during his lifetime Mr. Rajasekhar Reddy despised, took extra-ordinary interest in persuing and publicising the CBI Investigation details. At this juncture, we had Shri V.V. Lakshmi Narayana, Joint Director, CBI, Hyderabad took special interest in the case and brought investigation against Mr. Jagan to some concrete shape.

During the period, as a common citizen, I sincerely felt, if it were not for Shri Lakshmi Narayanaji of CBI, Hyderabad, the investigation would not have moved forward to a reasonably enforceable case, supported by bundles of documents. Hats off to him.

Question: What is the link between the Trigger 2 above, and Shri Lakshmi Narayana?

Ans: Though in 2003 some Congress leaders approached courts for investigation of asset-build-up of Mr. Chandra Babu Naidu, it failed owing to some technical reasons.

Peculiar problem is, whoever was approaching authorities/courts seeking investigations into the Disproportionate Assets of Mr. Naidu, have some reason or other, to have antagonism against him. This weakened the cases.

For example, Ms. Lakshmi Parvati w/o Late N.T. Rama Rao, approached in 2004, the ACB, Andhra Pradesh, and ACB Court, complaining against Shri Naidu. Everybody knows that Ms. Lakshmi Parvati and Mr. Naidu were at loggerheads for various reasons. In 2005, Mr. Chandra Babu Naidu approached AP High Court, through a Writ Petition, for a stay of proceedings in respect of the case filed by Ms. Lakshmi Parvati. A Single Judge seems to have issued an interim Stay, stopping the proceedings. Against "Single Judge" decision, she has appealed in the same HC, which seems to have dismissed her appeal, and directed the Single Judge to continue for a final decision.

Now, that the investigations by CBI at the instance of Court, have picked up Mr. Jaganmohan Reddy's asset-build-up, his mother, naturally ought to get agitated and aggrieved. His mother Smt. Vijayamma, approached Andhra Pradesh High Court, seeking investigation against the asset-build-up of Shri Naidu.

High Court to decide within 15 days !! about the representation made by 12 persons, which includes Mr. Chandra Babu Naidu, Mr. Ramoji Rao, Reliance Company et al.

A three-judge bench of justices Dalveer Bhandari, T S Thakur and Dipak Mishra, while declining to stay or grant status quo, requested the High Court to dispose off within 15 days the application, if any, moved by Naidu and others for modification/vacating the November 14 interim order of the high court.

"... We are not inclined to interfere with the High Court order. The petitioners are granted liberty to move the High Court for modification or vacating the interim order", the apex court had said.

...The counsel for Naidu had submitted to the apex court that the direction by the High Court was in "violation" of the apex court`s earlier rulings that no such order can be passed without giving an opportunity to the other side. ...




Here, Shri Lakshmi Narayana of CBI enters into picture.

Link: Hindu.Com dated 26th Nov. 2011 shows that Shri Lakshmi Narayana Joint Director, CBI, A.P. collected voluminous documents submitted by Ms. Vijayamma, from A.P. High Court, for investigation.

"...CBI Joint Director V.V. Lakshmi Narayana collected from the A.P. High Court on Friday the voluminous documents submitted by Y.S. Vijayamma, MLA, in connection with the petition she filed seeking a probe against former Chief Minister N. Chandrababu Naidu and his associates for various irregularities allegedly committed by them. ...

Ms. Vijayamma, in her petition, had alleged that Mr. Naidu had committed offences under the Prevention of Corruption Act, Prevention of Money Laundering Act, A.P. Land Grabbing Act and the Benami Transactions (Prohibition) Act.

In a brief chat with reporters, Mr. Lakshmi Narayana said that a preliminary inquiry would be registered and the investigation completed in three months in accordance with the court order.

The High Court, while admitting the petition on November 14, had directed the CBI, the Enforcement Directorate and the Securities and Exchange Board of India (SEBI) to investigate into the allegations and submit a report within three months in a sealed cover. The Supreme Court declined to stay High Court's interim order directing the CBI to investigate. While dismissing three SLPs filed by TDP leader C.M. Ramesh and MP, N. Nageswara Rao, the apex court, however, gave them liberty to file applications for vacating the interim order in the High Court. ..."

"...In a major relief to Telugu Desam Party president N Chandrababu Naidu, the Andhra Pradesh high court in its interim orders on Tuesday stayed the preliminary probe by the Central Bureau of Investigations into his alleged disproportionate assets.

A division bench comprising of Justice G Rohini and Justice Asutosh Mohunta stayed the preliminary inquiry by the CBI as well as the Enforcement Directorate into Naidu's assets and his many other associates, including media baron Ramoji Rao, member of Parliament Nama Nageshwara Rao, industrialists C M Ramesh and B Y Choudhary.

...The orders were passed on the vacation petitions filed by Naidu, Ramoji Rao and Nama Nageshwara Rao challenging the orders of the high court passed on November 14 on a petition filed by YSR Congress president and MLA Vijayalakshmi, widow of former chief minister Y S Rajashekhar Reddy.

Naidu and others have sought the stay on the ground that the petition of Vijayalakshmi was politically motivated and it had no public interest involved. Naidu also pointed out that several petitions in the past on the similar grounds were dismissed by the court and even the government headed by YS Rajasekhar Reddy, husband of the petitioner, had not found any thing against him.

...The matter took a new turn when Reliance Industries also impleaded in the case and Chief Justice Madan Lokur rescued himself from the case on the ground that he had shares in Reliance. ...

...Later on, one more judge V Eswaraiah recused himself following Vijayalakshmi's counsel Sushil Kumar raising doubts about the judge's credibility. He alleged that the family members of Justice Eshwaraih had links with the Telugu Desam Party. ...

...The case was then referred to a bench comprising of Justice G Rohini and Justice Asutosh Mohunta. Again Vijayalakshmi's counsel raised doubts about Justice Rohini, saying the judge had heard three different cases where the verdicts were given in favour of Naidu. ...

...Vijayalakshmi has also filed a petition in the Supreme Court seeking the case against Naidu be transferred to the Supreme Court or the high court of some other state. ..."

"...The Supreme Court today dismissed a plea for a CBI probe into the alleged disproportionate assets owned by Andhra Pradesh former Chief Minister N Chandrababu Naidu.

A bench of justices T S Thakur and Ibrhahim Kalifulla while refusing to interfere with the Andhra Pradesh High Court order, however, granted liberty to petitioner Y S Vijayamma, wife of state's late Chief Minister Y S Rajashekar Reddy, to approach the "competent court or authority" with her plea.

While acknowledging that the petitioner had the political rivalry with Naidu, presently the Leader of Opposition in the state's assembly, the apex court, however, made it clear that it was not going into the merits of her allegations.

The state high court had earlier dismissed Vijayamma's plea saying it was politically motivated as several similar petitions had been filed earlier against Naidu.

The high court earlier, in an interim order, had directed a CBI probe against Naidu, who subsequently approached the Supreme Court arguing it was an ex-parte order passed without hearing him.

The apex court on November 23 last year, while declining to interfere with the high court order, however, had asked him to approach the high court to challenge the interim order.

The high court subsequently had set aside its order for the CBI probe against Naidu, upon which Vijayamma had filed the present SLP.

In the A.P. Assembly March 2016 proceedings of discussion on No-Confidence Motion, every effort was made by the Ruling Party to coerce / compel Mr. Jaganmohan Reddy to admit that he made an adverse comment against Judiciary, when he said that "vyavasthalu (systems and organisations)" were managed in getting Court Stays against inquiries against Shri Chandra Babu Naidu. Of course, Mr. Jagan might have been advised by his lawyers, he has stubbornly refused to admit that he made any adverse remarks against Judiciary.

Though Mr. Jaganmohan Reddy has ostensibly not admitted that he had made any adverse comments against Judiciary on that day, there are hidden meanings.

What is interesting here? !!!

27th Nov. 2011, Zeenews report shows: Supreme Court directed High Court to decide on the petition of Shri Naidu (& 11 others) within 15 days.

26th Nov. 2011, Hindu report shows: Shri Lakshmi Narayana collected docs. from High Court, for investigation.

13th Dec. 2011, Rediff.com report shows: A.P. High Court stayed the C.B.I. Investigation.

23rd July. 2012 Economictimes.Indiatimes. shows: Supreme Court dismissed the appeal of Ms. Vijayamma. Supreme Court has also said "...that it was not going into the merits of her allegations ..."

Now, it is clear that Supreme Court has not, and is not going into the allegations against Shri Naidu. The same Supreme Court in Nov. 2011, gave just 15 days to the High Court to decide on the Writ of Shri Naidu (and 11 persons).

23rd Nov. 2011 to 13th Dec. 2011, the HC decided in just 20 days ! Within this period of these 20 days, on 25th Nov. 2011 Shri Lakshmi Narayana, CBI, JD, Hyd. collected the VOLUMINOUS DOCUMENTS submitted by Ms. Vijayamma and presumably proceeded with his investigations. It is not clear , how far he progressed, whether A.P. High Court received his preliminary report, within 15 days. Also not clear : Whether A.P. High Court did not wait for the report of the JD., CBI.

With this High efficiency of our High Court, within 20 days, they carried out the instruction of the Supreme Court, and disposed off the whole matter of a person of 2 acres becoming a very rich person !

Without going into the merits of allegations made by Ms. Vijayamma, OF COURSE MAY BE OWING TO POLITICAL RIVALRIES, with Supreme efficiency, our Supreme Court disposed off the whole matter of a person of 2 acres becoming a very rich person.
