At present, Residual Andhra Pradesh is facing severe resource constraint, because of the extravagant and lavish spending habits of Mr. Chandra Babu Naidu and his followers. In futile spending-- both in production as well as distribution, Telugu film industry does not lag behind Andhra Pradesh Government or the Bollywood, in extravagance and lavishness.

Anyway, film industry has fallen into the hands of goondas, mafias, corrupt politicians and bureaucrats, blackmarketeers, bootleggers, red sanders smugglers, what not who have taken incarnations as producers, distributors and theater owners. It has also become a custom to book all the theatres in the town for a single film, and make super profits in the first week itself, and then organise vijayOtsavams (victory celebrations). The methods adopted by several producers, directors, heros, distributors, theatre owners, to grab money from the idiotic lunatic insane mania-stricken Telugu people, are monstrous and obnoxious. Telugu or in fact even Bollywood and Hollywood film industries have gone out of control of anybody. They have reached an irreparable State.
BOTH GOVT. AND FILM INDUSTRY ARE MORALLY BANKRUPT
IN a way both the Govt., and the Telugu film industry are morally bankrupt. There is no use of blaming any single individual for this.
Let the Govt. fish in these troubled waters. To help the Govt. here is an idea. AUCTION THEATRE LICENCES FOR NEW FILM EXHIBITION
Step 1: THEATRE LICENCES: Govt. can conduct yearly auctions to mobilise license fees from exhibitors, with three types of auctions townwise, for the calendar year. a) Exhibitors of new films. b) Exhibitors of second release films c) Exhibitors of old films. An exhibitor/theatre owner who abstains from the auctions should not be permitted to exhibit any films. Govt. can expect at least Rs. 500 crore from these auctions.
Step 2: Govt. can divide a calendar year into, about 52 slots, or 60 slots inclusive of festival days, assuming that every week one film can be released and if no other new films are released during the week, the single film which is released can recover its production costs + normal profits in that week itself.
AUCTION RELEASE LICENCES FOR EACH WEEKLY AND FESTIVAL SLOT, EVERY CALENDAR YEAR
Step 3: RELEASE LICENCES: Govt. can conduct yearly auctions for each of the 52/60 slots inviting the producers/directors/distributors/heros whosoever wants to release his-her film to participate. Automatically, Govt. will get very large bids for festival releases such as Dussehra, Dipavali, Sankranti, school and College summer holidays, etc. Those who succeed in the auctions should release their film exactly in the stipulated slotted week. The successful bidders should release only through the exhibitors/theatres who have a new film release right. They i.e. Release LIcence holding producers/distributors and the New PIcture Exhibition LIcence holding theater ownes, can bargain/negotiate between themselves about prices, profit sharing, rents etc. etc. They have already become experts in black-marketing of tickets during the first week of the release, just as politicians specialise in polling-booth-capturing. This, they can be permitted to do officially.
HOW ABOUT SMALL PRODUCERS?
EVEN in the present free-for-all-crowd-fighting system small producers are suffering. At least, let the Government and (indirectly people) benefit from AUCTIONING, in the form of some additional revenue. Film Production, acting, exhibition are businesses. Where is the question of small or big? Even a small hero will raise his rate to some crores, once a film becomes a hit in the market. A small director, once he produces a hit film, will not hesitate to raise his fees. This is the bitter truth of Market Economy System of Capitalism.
Things will be entirely different in a Totally Socialist System.
