When an Administrator / Manager whether in Government / Public Sector / Private Sector works he-she must give top priority to rule of law /compliance with law, except in such situations, where acting rigidly and un-empathetically is going to cause extreme distress to the poorest in the society. Where in doubt the bureaucrat / manager can seek written clarifications from Superiors, instead of violating the law.

Whether in Government hierarchies, or in Private Corporate hierarchies, the ubiquitous demon which controls every bureaucrat's action is 'Corruption'. Many successful bureaucrats / Corporate Executives who owe their successes to their sycophancy and compromising behaviors with least concern for Ethics or Law or Welfare of the Society, may try to impose on their subordinates, similar sycophantic behaviors. Here, we should not forget one thing. For illegal and irregular actions, some bureaucrats-managers may receive awards and rewards, while some others may be caught and penalised. What is the meaning of this?  He is not going to sleep till a helicopter and a jet plane are tied down at his feet like two buffaloes for his dairy.

దీని అర్ధం ఏమిటి.  తన వాకిట్లోను, దొడ్లోనూ, తన పాదాల దగ్గరా, తన డెయిరీలో రెండు పాడిగేదెల్లాగా, ఒక విమానాన్ని, ఒక హెలీకాప్టర్ ను కట్టేసే దాకా ఆయన నిద్రపోడన్నమాట.

इस का मतलब क्या होगा।   अपने आँगन में भैंस के तरह, ऎक हॆलीकाप्टर और एक जॆट प्लेन, चंद्र बाबु नायुडूजी के पाँव के पास , रस्सी से बांद हुआ रहना।  तब तक वह नहीं सोयॆगा।

Helicopters and Jet planes are like white elephants, which poor countries cannot afford.  Earlier one Chief Minister Mr. Y.S. Rajasekhar Reddy lost his life colliding with Nallamala Hills, riding one of these elephants.

హెలీకాప్టర్లు, జెట్ విమానాలు తెల్ల ఏనుగుల లాటివి.  వీటిని పేద దేశాలు భరించలేవు.  ఇలాటి తెల్ల ఏనుగును ఒకదానిని ఎక్కే, మన ముఖ్యమంత్రిగా రొకరు శ్రీ వై.యస్. రాజశేఖర రెడ్డిగారు, నల్లమల కొండలకు ఢీ కొట్టుకొని ప్రాణాలను కోల్పోయారు.

हॆलीकाप्टर्से और जॆट प्लेन्स सफेद हाथी के तरह रहते हैँ।  इन को गरीब देश वहन नहीं कर सकते।   पहले हमारे एक मुख्यमंत्री श्री वै.ऎस्. राजशेखर रॆड्डी ऐसे सफेद हाथी को सवारी करते करते करते , नल्लमला पर्वतों को टक्कर मार कर, अपने जान खो गया.

If Residual Andhra Pradesh is divided into three small States viz. North Andhra, South Andhra and West Andhra (rAyala SIma), there will be no need of helicopters and jet planes.   In these days of Jana Satabdi trains, Rajadhani Expresses, and Express Highways, Chief Ministers can easily cover their States by road or rail.

శేషాంధ్ర ప్రదేశ్ ను మూడు చిన్న రాష్ట్రాలుగా అంటే ఉత్తరాంధ్ర, మధ్యాంధ్ర, పశ్చిమాంధ్ (రాయలసీమ) గా విడకొట్తే, ఇంక హెలికాప్టర్లు, జెట్ విమానాల అవసరం ఉండదు.  జన శతాబ్ది ఎక్స్ ప్రెస్ లు, రాజధానీ ఎక్సేప్రెస్ లు, ఎక్స్ ప్రెస్ హైవేలు ఉండే నేటి కాలంలో, ముఖ్యమంత్రులు వారి రాష్ట్రాలను రోడ్డు మార్గం మరియు రైలు మార్గంలో తేలికగా చుట్టి రావచ్చు.

शेषांध्र प्रदेश को तीन छोटे राज्य, माने उत्तरांध्र, दक्षिण आंध्र, पश्चिम आंध्र ( रायलसीमा ) बनाये तो, आगे हॆलीकाप्टर्स और जॆट प्लेन्से के जरूरत नहीं पडेगा।  जन शताब्दी ऎक्सप्रॆस, राजधानी ऎक्सप्रॆस, आदी तेज गाडियाँ, और ऎक्सप्रॆस हैवेस् रहने के आधुनिक काल में मुख्य मंत्रीयों अपने राज्यों को बहुत आसान से चक्कर मार सकते।

In Telugu language, we have a proverb.  "Minga metuku lEdu, mIsAlaku sampenga nUne".  Approximate meaning of this: There is not a single bite of rice to munch, but the person wants to apply lavender oil to his moustache.  The funniest thing is, Mr. Chandra Babu Naidu is prodding people to donate for construction of the New Capital City for Andhra Pradesh.

తెలుగు (తెగులు) భాషలో ఒక సుందరమైన లోకోక్తి ఉన్నది.  మింగ మెతుకు లేదు మీసాలకు సంపెంగ నూనె.  విచిత్రమేమిటంటే, చంద్రబాబు నాయుడు గారు, రాజధాని నిర్మాణానికి చందాలివ్వమని బలిసిన పేదాంధ్ర ప్రజలను అడుగుతున్నారు.
