When an Administrator / Manager whether in Government / Public Sector / Private Sector works he-she must give top priority to rule of law /compliance with law, except in such situations, where acting rigidly and un-empathetically is going to cause extreme distress to the poorest in the society. Where in doubt the bureaucrat / manager can seek written clarifications from Superiors, instead of violating the law.
Whether in Government hierarchies, or in Private Corporate hierarchies, the ubiquitous demon which controls every bureaucrat's action is 'Corruption'. Many successful bureaucrats / Corporate Executives who owe their successes to their sycophancy and compromising behaviors with least concern for Ethics or Law or Welfare of the Society, may try to impose on their subordinates, similar sycophantic behaviors. Here, we should not forget one thing. For illegal and irregular actions, some bureaucrats-managers may receive awards and rewards, while some others may be caught and penalised. Those who succeed may boast about their escapades, while those who are caught may rue their misfortunes.
