Justice Ranganathan was hearing a plea by Vakati Penchaliah, a 62-year-old worker in a roadside hotel, who was allegedly beaten up by cops in a tussle regarding liquor in August 2013. The petitioner, who sustained injuries, told the court that the police had not registered an FIR even though he registered a complaint and brought the issue to the notice of higher authorities. The Judge then told the AG:

“We both will attain the age of that poor worker in the next six years. Imagine when we walk on the road, somebody beats up and the police won’t even take our complaint. First, think of the penury of the man who is under pressure to work even at this age. Why is our system turning insensitive towards the plight of the common man? We have reached a stage that even justifies the inaction of the police.”

That poser should be deemed to be addressed to the entire country because that is what is happening all over the country with more and more officials turning increasingly insensitive to the plight of the poor and the old, possibly because the latter have no godfathers; that seems to be true all the more when one considers how the rich and the well-connected are treated by the very same officials; they are treated like princes.
తెలుగుసారం: ఈప్రశ్న మనం దేశం మొత్తానికీ వేయాలి. ఎందుకంటే అధికారులు నానాటికీ పేదల, వృధ్ధుల దుస్థితి ఎడల మొద్దుబారి పోటం దేశవ్యాప్తంగా జరుగుతున్నది. బహుశా పేదలకు గాడ్ ఫాదర్స్ లేనందు వల్ల ఇది జరుగుతూ ఉండ వచ్చు. ఇదే అధికారులు ధనవంతులు, మరియు మంచి కనెక్షన్లు ఉన్నవారిని రాజకుమారుల లాగా మర్యాదలు చేయటం మనం చూస్తున్నాము.

The AG may be justified in narrating several unruly incidents in the area triggered mainly by unrestricted sale of liquor, but the answer to such incidents should be ban on sale of liquor, at least on unauthorised sale of liquor, not in bashing up poor consumers of liquor, particularly those who have no redress.
తెలుగు సారం: అక్కడ జరిగిన విచ్చలవిడి బాదుడు సంఘటనలను సమర్ధించుకోటానికి, అడ్వొకేట్ జనరల్ గారు విశృంఖలంగా జరుగుతున్న మద్యం విక్రయాల నేపథ్యంలో వివరించటం జరిగిఉండ వచ్చు. దీనికి జవాబు పేద మద్య వినియోగ దారులను, ముఖ్యంగా న్యాయం పొందటానికి శక్తి యుక్తులు లేని వారిని బాదటం కాదు. సరియైన జవాబు అపరిమితంగా జరుగుతున్న మద్యం అమ్మకాలను, ముఖ్యంగా అనథికారిక అమ్మకాలను నిషేథించటమే.

The Judge has done well to give one week to the police to inform the court of the action taken in the matter, but he has meanwhile endeared himself to the masses by showing such rare empathy for the poor and the aged, and may even have shown a way for Judges in the rest of the country how they can relieve the plight of the poor.
న్యాయమూర్తి పోలీసులకు తాము ఏమి చర్యలు తీసుకున్నారో కోర్టుకు వివరించటానికి ఒక వారం సమయం ఇవ్వటం ద్వారా మంచి పనే చేశారు. అదేసమయంలో ఆయన పేదల యెడల, వృధ్ధుల యెడల అసాధారణమైన సహ అనుభూతి చూపటం ద్వారా జనావళికి దగ్గరయ్యారు. పేదల దుస్థితిని మెరుగు పరచటానికి దేశంలోని మిగిలిన న్యాయమూర్తులకు మార్గ దర్శకులయ్యారు.

క్రింది స్థాయి పోలీసుల, హోం గార్డుల దుర్భర పని స్థితి గతులపై కూడ అంటే క్రింది స్థాయి పోలీసులు పేదల ఎడల కర్కశంగా వ్యవహరించటం వారు స్వఛ్ఛందంగా చేస్తున్నారా, లేక ఇతరుల వత్తిడులపై చేస్తున్నారా? అనే విషయం పై కూడ దర్యాప్తుకు ఆదేశిస్తే బాగుండేది. కనీసం ఈ పర్టిక్యులర్ కేసులో నయినా ఈ దర్యాప్తుకు ఆజ్ఞాపిస్తే బాగుండేది.

అడ్వోకేట్ జనరళ్ళు, పబ్లిక్ ప్రాసిక్యూటర్లు, గవర్నమెంటు ప్లీడర్లు, చాలా సార్లు పోలీసులు, ప్రభుత్వ ఉన్నతాధికారులు చెప్పమన్నదే చెప్తున్నారు తప్ప తాము సత్యాన్వేషణలో కోర్టులకు సహాయకులం అనే విషయాన్ని పట్టించుకోటం లేదు. అడ్వోకేట్ జనరళ్ళు, పబ్లిక్ ప్రాసిక్యూటర్లు, గవర్నమెంటు ప్లీడర్లు ప్రభుత్వం దగ్గర ఫీజులు, జీతాలు పుచ్చుకుంటున్నా ప్రాథమికంగా వారు కోర్టుకు బాధ్యులుగా ఉండాలే తప్ప పోలీసులు, ప్రభుత్వ ఉన్నతాధికారులకు దాసులుగా ఉండకూడదు.

కావాలనుకుంటే ప్రభుత్వానికి అనుకూలమైన న్యాయ సలహాలను, కుయుక్తులను, దుష్టవాదనలను చెప్పటానికి ప్రభుత్వం ప్రత్యేకంగా అర్ధ---న్యాయవాదులను నియమించుకోవచ్చు. అడ్వోకేట్ జనరళ్ళు, పబ్లిక్ ప్రాసిక్యూటర్లు, గవర్నమెంటు ప్లీడర్లను ఆపనులకు వాడుకోటాన్ని కోర్టులు అనుమతించరాదు.
