The Chief Minister of Residual Andhra Pradesh, Shri Nara Chandra Babu Naidu is so magnanimous with public money of the People of Andhra Pradesh, collected in the form of taxes from drunkards (Excise & Abkari), land speculators (Registration Fees), that he wants to reward Nobel Prize Winners from Andhra Pradesh, with a billion Indian Rupees (approx. $15 million). Mr. Chandra Babu Naidu has done only one good thing after his assuming office in 2014. It is installing giant motors at Pattisam Life Irrigation Project on Godavari River, and connecting them to Polavaram Canals, for transport of water to Krishna River in Vijayawada. It is a great achievement. About allegations of corruption in the Project, time will tell in due course, whether there has been any corruption.

TELUGU STREETS ARE FLOATING ON LIQUOR

Residual Andhra Pradesh State is throat deep in debt. In Telugu language, there is a proverb, 'minga metuku lEdu, mIsAlaku sampenga nUnE. (Approx. English: There is no food to eat, but we want lavender scent for moustaches.

There is another Telugu proverb: 'majjiga ku gati lEdu kAnI, perugu ku cITI vrASADuTa.'. Approx. English: We are unable to get buttermilk. But (husband) wrote a slip to get curd (yogurt). (The slip is intended to get curd on credit basis from a shop).

Apart from offering a billion bucks for the Telugu winners of the Global Norwegian Nobel prize, Mr. Naidu, has also laid foundation stone for a Science Museum at Tirupati, costing Rs. 15 billion!

There is an old Telugu film song, which I shall add here shortly. In that song a tourist visit to Chennai City is described. One line refers 'caccina kAlEjI' (=dead College, which refers to a Museum), and a 'batikina kAlEjI (which refers to Living College, i.e. Zoo ) which the Tourists can see in Chennai.

So, our revered Chandra Babu Naidu gAru is constructing a "World Standard" (whatever it may mean as per his nomenclature), CACCINA COLLEGE throwing some 15 billion Rupees.

Question: Can you suggest an alternative?

It may be wiser to spend the 16 billion Rupees on a Solar-Power- Research Laboratory cum Solar Power Production Corporation. Some amount can also be spent on production of Sea-wave Power and Sea-water Purification Power Projects, by taking help from Kalpakkam Nuclear Project, Tamil Nadu, who have some expertise in the area of purification of Sea Water, and producing power from Sea Waves. Residual Andhra Pradesh is very very rich both in Sun-light-and-heat, and the Sea-Coast-Line with strong waves. Both the Solar and Sea Water Purification Projects are worth trying. Purified Sea water can be pumped to inland areas with motors. Thus, we can get the triple benefits of 1. drinking water 2. irrigation water 3. power from Sea.

While Mr. Chandra Babu Naidu laid foundation stone for a Science Museum costing Rs. 15 billion, and announced a reward of Rs. 1 billion for the winner of Nobel Prize, Andhra Pradesh Health Minister Dr. Kamineni Srinivas said that the Govt. of A.P. wrote to the Central Government for funds to start Dialysis Centres, in Uddanam (Srikakulam District), an area affected by Kidney diseases, as a household ailment. That means, the Kidney-disease sufferers of Uddanam will have to wait for receipt of Central Help by the State Government like "cakOra pakshis". For the Telugu idiom "chakOra pakshis", approx. English equivalent = ChakravAkam birds = a kind of bird called ruddy goose, or Brahmany duck. According to beliefs in Telugu land, these Chakravakam birds wait with "beaks open towards the sky", to receive the rain drops, when the first rains come. And this waiting will become indefinite owing to vagaries of monsoons. Dr. Kamineni Srinivas might not have given even this assurance, had Mr.Pavan Kalyan made an issue of the neglect dished out to the Uddanam kidney disease sufferers.

Who could be this Indian Billionaire? Obviously, the person might have been a business tycoon or an industrialist. It can even be Indian politicians (and their sons), cricketers, film stars.

If a person spent Rs 500,000 on tip alone, how much would he have spent at Casino, Restaurant, Hotel Suites, transport, shopping etc. etc.  To my small lunatic mind, it appears as Rs. 50 million.





If we have to analyse, this analysis can have two branches of possibilities:

1. The Indian billionaire who gave Pounds 5,000 tip, is an Indian passport holder, Resident of India.  Is on a foreign trip either for business or on vacation.  Our Indian business persons say that they are unable to do business in India, because of high taxes, high interest rates.  They want Govt. to give cheap land, cheap power, tax holidays, low interest rates.  They bring PM and FM to their meetings and try to brainwash him for extracting these concessions, lest they should make a propaganda abroad that India is not a country good for investments.  The Govt. should try to identify the business person, and counsel him-her if they are spending their legitimate income and wealth (this is most unlikely).  GOI may be employing its Intelligence Bureau Agents to undertake surveillance on terrorists, and criminals.  Economic offenders can sometimes do greater harm to a country than terrorists.  Hence the GOI cannot remain blind spectator to its citizens becoming gaudy spenders abroad.  They can't throw away bills as bucks, even if they are hard-earned.


2. The Indian billionaire might have been an NRI or a PIO (Person of Indian origin).  He might have earned his income and wealth abroad, through either genuine means or dubious means.  Whatever be their methods of earning, they make an indirect representation that they belong to India.  As long as they do things ethically supportable, probably country will not suffer from their actions.  Suppose, their evil deeds come later, and some Western court of law imprisons them for some years, should the 1.3 billion Indians take pride for their actions?  Persons representing India, even simply as citizens, have a duty to protect the honor of the country by their ethically exemplary behaviors.

Jan Suraksha does not lie, in hard hitting on the heads of people with a baseball bat, in the form of hidden taxes (not giving publicity about levy of a near 15% service tax in a welfare  scheme is nothing but hidden hitting).

Our great Mr. Narendra Modi says that he has launched three social security insurance schemes for India's poor. If we look at the scheme closely, we find that the schemes hammer people in two ways:

a) State hammers Service tax even before the beneficiaries of the insurance get any benefit from the Security Scheme.

b) There seems to be a plan to divert the funds collected (Will run into billions, or at least hundreds millions) to Share Markets. Thus bonanza will be for the share markets! Not for the poor! Suppose after some years, the markets collapse, like the Saradha scam in Bengal, Sahara scam, Harshad Mehta's scam, Ketan Parekh's scam, who will save the poor?

c) Suppose the funds of the Jan Suraksha three schemes are diverted to Indian share markets, the money falls into the hands of the Indian businessmen throwing away Pounds 5,000 as tips, what will be the fate of the billion Indians?


d) Inflation is going to spiral. How the Government is going to protect the poor subscribers to the policies, from the perils of erosion of value of money?
