683 Part 1 of : Government of India and Supreme Court should intervene suo motu in the Capital Land Scams of Residual Andhra Pradesh


There is a proverb in Telugu language. "oka donganu maroka donga tElikagA paTTukunTADu". English: "A thief can be caught by another thief easiy". Hence, there is no wonder that YSRCP Founder and President Mr. Y.S. Jaganmohan Reddy and his pocket Newspaper "Sakshi" and TV Channel "Sakshi", 'cooed' some truths sweetly, and 'cawed' in an exaggerated manner. This land-grab kite was sent into AIR by Jagan to counter the "AyAram gAyaRAm" Campaign of launched by Mr. Chandra Babu Naidu, to desert YSRC Party. But Mr. Chandra Babu Naidu seems to have a sharper and stronger mAnzA (special thread for flying kites, and cutting enemy kites, twined with glass dust, glued together effectively), and he is manipulating his kites mercilessly, like a Machiavelli.

The "Ayaram gAyARAm" Campaign originally Jagan seems to have wanted to switch on by buying some 30 TDP MLAs, probably with the blessings of a Visakha Swamiji. The famous GirISam dialogue of KanyA Sulkam drama of Late Gurajada Appa Rao, "dAmn it, katha aDDam tirigindi !" flashed in the sky. The Telugu dialogue means: "Let it be damned (in disappointment and exasperation). The story has turned upside down or topsy-turvy". (Plans have gone haywire). Jagan's position became like that of Boris Spassky against Bobby Fischer, the Chess Legend. Before Jagan could say "Check", Mr. Naidu "checked" him.

This initially sent Mr. Nara Chandra Babu Naidu, the Chief Minister of Residual Andhra Pradesh into a defensive shell. Later, true to his nature, Mr. Naidu launched a counter-offensive by giving some statistics, and by threatening the Sakshi Media. There are, now, hounds on both sides, barking at one another ferociously.

There is another proverb in Telugu. "nippu lEnidE poga rAdu". English: Smoke will not emerge, unless there is a fire at the spot". The "insider trading" indulged in by the benamis of Mr. Narayana may not be 3,129 acres as reported by SAkshi, but the extent of benami lands purchsaed are to be investigated by an independent Agency like CBI, or a Sitting Judge of Supreme Court. Considering the magnitude of the allegation, the Government of India, should have intervened "suo motu". But they have not done it, nor will they do, unless Mr. Naidu revolts against Mr. Narendra Modi. At present, the hands of Mr. Narendra Modi and Mr. Amit Shaw are full with elections in Five States.

The case is also fit enough for Supreme Court to intervene "suo motu" and order a Sitting Judge Inquiry or appoint a Special Investigation Team. One gets an impression that after staying the National Judicial Appointments Commission, the Supreme Court seems to have mellowed down. It seems to be adopting a slow and steady middle path.

The battles which are going on between Mr. Nara Chandra Babu Naidu and Mr. Y.S. Jagan Mohan Reddy, are just the squirmishes between two bourgeoisie parties. In Telugu language, there is a proverb: "pilli pOru, pilli pOru, kOti tIrcinaTlu". English: "Like a monkey adjudging the wrangling of the two cats (for a piece of bread)". When two cats were fighting for a bread, a monkey came in between them, offered to adjudicate their dispute, brought a balance (weighing scales) to weigh and divide the bread equally. Every time the monkey found that a pan of the scales was heavier, and to cut the bigger piece it started eating a part of it. The monkey continued the process till it could eat the entire bread.

Now, the whole thing, i.e. the scam of billions of Rupees, might have gone to the notice of All India Rulers. We have to see, whether the All India Rulers are going to allow the cats to fight between themselves? No. They may want their own pound of flesh. We have to wait and see.



"What is wrong in purchasing lands?" looks like an innocent Statement, but it is not. But it is not innocent, at least when it is spoken by self-claiming "Efficient" Chief Minister. Reasons:

1. Land is very scarce in India. It is extremely scarce in the State of Residual Andhra Pradesh. People, unable to purchase a 100 sq. yards or 60 sq. yds. piece of a house site in Vijayawada are living on hill-tops by raising huts. Mr. Chandra Babu Naidu claims that he walked every inch of Andhra Pradesh. But, why then, didn't he climb the Gundadala or Tadepalli Hills to understand the gravity of the scarcity of house sites! He can go to any Canal Bund in Vijayawada, Mr. Naidu will see huts amidst garbage and mosquitoes, and dirty waters of the Canals.

2. In 1953 when Andhra State was separated from the Composite Madras State, and Capital was formed at Kurnool, the Speculators went on a land buying spree. But the then Government was said to have halted all Registrations till Speculation was brought under control in Kurnool. On the other hand, we now see, the Residual Andhra Pradesh Government is itself encouraging land speculation.

3. It is the responsibility of any Civilised Government to ensure that income and wealth disparities are eradicated, and at least prevent birth of new equalities. When an acre costing Rs. 1 million becomes Rs. 15 million in just five months, and if a person becomes a nouveau riche (Telugu for this: naDa mantrapu siri नड मंत्रपु सिरि నడ మంత్రపు సిరి) while sleeping in his bed, what should we call this? And then, the Government itself encourages land grabbers to buy land from innocent farmers, without disclosing full information, threatening them, what should we call it? For this type of robberies encouraged by our TDP rulers, if they themselves have not participated in it (sins of Rajasekhara REddy and Jagan should be viewed separately, because the Courts, Enforcement Directorate, CBI are looking into them), should open the eyes of the Telugu People !

The land scams in A.P. Capital Region of Amaravati, have generated huge sums of black unaccounted money, which INdian Income Tax Department may, never be able to trace, before it is too late. Some of the money, might have even been cyphoned of to London, Singapore, Caveman Islands, what not.

The people whose lands have appreciated 15 times, and those who have sold at least one acre of that, are going on a binge of spending. This is the reaon for huge purchases in gold, luxury cars, apartments, bikes, note counting machines, ready made garments. This is the reason for the birth of new Malls in Vijayawada and Guntur. House Rents have gone up in Vijayawada and Guntur (Mr. Naidu himself appealed to House owners of Vijayawada to reduce rents).

Whether he is corrupt or not, Mr. Chandra Babu Naidu has done great dis-service to the People of Residual Andhra Pradesh. This truth will not change, even if Mr. Chandra Babu Naidu succeeds in raising some mansions in Amaravathi, with the help of Foreign Capitalists. This truth will not change even if Mr. Naidu attracts some industries to the State. Guntur- Vijayawada Region has already lost crops worth at least Rs. 3 billion per annum, owing to conversion of fertile fields into barren house sites, besides great damage done to the Environment.

4. If TDP Supremo and his sons, their cronies are innocent, Okay. Let them invite a CBI investigation or a Supreme Court Sitting Judge Inquiry Commission. If there is any effective and REsponsible Central Government and Supreme Court in India, they have to act suo motu.
