Three Capitals for the State of Andhra Pradesh in India
1. The Governor of Andhra Pradesh is reported to have signed a bill for establishing three Capitals for the Residual state of Andhra Pradesh .
2. Three Capitals: 1) Judicial Capital at Kurnool, 2) Legislative Capital at Amaravati, 3) Executive Capital at Visakhapatnam .
3. According to reports, Governor consulted legal luminaries .
4. To promote transparency Governor has a moral duty to disclose what did the legal luminaries write in their reports.
5. Governor has a moral duty to give his ratio decidendi (reason for his decision).
6. Governor also has a moral duty to spell out whether he applied his mind.
7. Governor also has a moral duty to disclose why he ignored the fact of the matter being under sub-judice.
8. Governors are not glorified Clerks of either the Central Government or the respective State Governments . He is a Constitutional Functionary, not a Tom, Dick and Harry.
9. Governors have not only constitutional obligations but also moral obligations , particularly the need to keep in mind the Principles of natural justice .
10. Governors have a moral duty to act bona fide (in good faith) to protect the interests of the State, and above all , without indifference to the concerns of the poorest. While signing the Bill, the Governor ought to have placed before himself in his mind a picture of the grimmest state of Corona Virus Infections in Andhra Pradesh .
