The State of Residual Andhra Pradesh is passing through a critical phase. The people of Andhra Pradesh when they replaced the TDP Government 2014 -2019 with YSRCP Party Government 2019-2024 , they did not know that they were going to fall from Frying-pan to Oven. Miserable some of them , they will have to wait till 2024 .

It is not clear whether TDP Party introspected in right spirit into its 2014 -2019 rule. They are making much noise. Normally, in Marxist context, most politicians do not introspect because they have bourgeoisie-Capitalist mind set.

In Telugu language, we have a proverb: "kukka tOka vankara". A dog's tail will never be straight . Most political parties in India have dog-tails.

AP's Area is .163 msqkm. UK's area: .241 msqkm. France: .547 msqkm. Italy: .294 msqkm.
AP has second longest Coast-line 974km. abetting Bay of bngl in India , next after Gujarat State .

ANDHRA PRADESH LOCAL BODY ELECTIONS ~ Much bad blood seems to have flowed between State Election Commissioner and the Andhra Pradesh Government ***


23rd dec. 2020: AP High Court has directed Andhra Pradesh Government to extend co-operation to the SEC in conducting the Local Body elections in Andhra Pradesh , which were postponed in March 2020 by SEC, citing Corona virus as reason . Andhra Pradesh Government is likely to approach Supreme Court for Revision. In ybrao-a-donkey's personal view , the SEC made an error in postponing elections in March 2020 citing Corona as reason . The SEC at first seemed you have wanted to play to the tunes of the Andhra Pradesh Government . He seems to have charged his mind and became neutral only after High Court reminded him of his powers and duties. MLAs who wanted to become Ministers in the next Reshuffle of Cabinet, and the existing Ministers who wanted to retain their position in the Cabinet, everybody seems to have wrked to force unanimous elections in favour of YSRCP, by compelling non-Ruling-Party contestants to withdraw. This led to large scale violence. Best example of the violence: Macharla car attack. Following that incident, the SEC directed the Andhra Pradesh Government to transfer the concerned Police Officials and the District Collector.

What is there to celebrate about one's own birth ? Out of a million persons who are born 999,999 persons grow, live and die without accomplishing anything really meaningful . In the eyes of Capitalism , the word "Accomplishing" may only mean accumulating Wealth and Power . When wealth and power are accumulated , people gather around to celebrate birth days of powers that be . Surrounding Stooges release advertisements in Print and Electronic channels praying long life for the leader . On the surface, it may appear as though they are spending from their pockets or from their own hard-earned money . It will be too naive to think so . Either the Celebrity will be reimbursing the Stooges. Or the persons will be shown ways and means of recouping their losses through Government contracts or illegal sand reaches or some lucrative nominated posts and sinecures . When old Dictators lose their power, the Stooges will move to the new Dictators .

The Andhra Pradesh Government seems to be in continuous ceaseless Court battles with Andhra Pradesh High Court . There are nearly 70 cases in various stages involving Andhra Pradesh State Government . Now that , the Chief Justice of Andhra Pradesh High Court, Justice Maheswari has been transferred , and the Andhra Pradesh Government's apparently problem Justice Rakesh Kumar is retiring, let us hope that Andhra Pradesh Government will become more comfortable .

But the Andhra Pradesh Government did not implement SEC's instructions. Then the right step for the SEC, ought to have been to postpone Elections, citing Law and Order Problems. But he did not chose the straightforward reason of law and order problems . Now, the Andhra Pradesh Government is quoting the same reason of Corona for postponing Elections.
The real problem is Governments do not want to co-operate with Election Commissioners, and make available its machinery to the Election Commissioners, in spite of or in the absence of Court Orders, Election Commissioners can do nothing , because Election Commissioners do not have their own Machineries . This problem can arise even at All India level , if the understandings between Central Election Commissioners and the Ruling Party fails.

In such circumstances, if SEC was acting sincerely, he ought to have resigned gracefully, FORESEEING non-operation from the State Government . That would have preserved his self-respect. Now, the State Government will dillydally till such a time the SEC retires (Feb. 2021 etc.

Suicides of farmers is a common daily feature in Andhra Pradesh
rsnz: floods, droughts, pests, depressed markets , pressures from moneylenders . The interest they recover from borrowers, make Shylock of Merchant of Venice feel shy. If the borrowers fail to pay Principal or interest , the online lenders send malicious messages to the contacts of the borrowers . According to the news reports one online moneylender made 300 calls in a single day to the borrower to harass him .



★Hyderabad City on Trajectory of Development :

Hyderabad City on Trajectory of Development ~ Andhra Pradesh is suffering : ***






rsnz/: Availability of cheap technical employees, Cheap lands, Cheap Manual Labor.
rsltz/: Migrations , Transport Bottlenecks, Pollution, Drug maphias.

As Hyderabad had become a Pivot of Development , unemployed persons from all over the Coastal Andhra and RayalaSeema migrated to Hyderabad for livelihood.




★JUSTICE RAKESH KUMAR, A COURAGEOUS JUDGE :

br /> Supreme Court appears to have let him down by staying his Proceedings.
With due respect to Supreme Court , I wish to express my following view : It is true that Article 356 deals with Constitutional Breakdown, and imposition of Presidential Rule in States, primarily is a function of President and his Council of Ministers. But that seems to be a macro-level matter. The Constitutional Breakdowns which are taking place in States are micro level matters, which require NO imposition of Presidential Rule.

What is happneing in Andhra Pradesh is a micro level series of incidents which are not "rare and stray", but seem deliberate and repetitive . Superficialy it may appear that Justice Rakesh Kumar used too drastic a phrase "Constitutional Breakdown", the examining of which may even be judicial review . An alternative soothing word which might have been used is "Administrative Breakdown". But that is too mild to describe what is happening in Andhra Pradesh . In this brief comment it may be difficult to discuss it.

What I wish to say at this stage is Justice Rakesh Kumar is going to retired on 31st Dec. 2020, i.e. within just 7 days. By staying Justice Rakesh Kumar's Proceedings, Supreme Court made his morale to collapse. He might have done substantial home work, by burning midnight oil. He might have made up his mind to deliver his judgement before 31st December 2020 . Or etc.


★LOSS OF OPPORTUNITIES :

LOSS OF OPPORTUNITIES ~ Andhra Pradesh lost a Great Opportunity **<

br /> Successive Governments in Andhra Pradesh promised to introduce prohibition . But it nvr occurred .
In an effort to control Corona Virus Central Government announced nationwide Lockdown on 25th March 2020 . Andhra Pradesh Government too enforced it . Statewide , bars and wine shops tokrst. Alcohol consumption in Andhra Pradesh went down sharply . Sobor people and housewives in Andhra Pradesh heaved sighs of relief. Collapsed families started rising again .

Happy days did not last long

On 4th May 2020 , Union Government partially relaxed the lockdown, permitting State Governments to to decide on their own about opening of bars and wine shops . Andhra Pradesh Government which was too eager to sell liquors at exorbitant monopoly prices, immediately restarted selling alcohol . Wine shops have been opened . Now the People of Andhra Pradesh are back to their Hells. Sufferers: Family members. Most Andhra Pradesh families who have addicts of alcohol in their homes vote for bourgeoisie Capitalist parties.


★PUBLIC SECTOR BANKERS IN AP :

PUBLIC SECTOR BANKERS IN AP ~ SEEM TO BE DISTRESSED ***


Bankers in Andhra Pradesh seems to be under great pressure from District Level and Mandal Level Government Officials , to lend to beneficiaries sponsored by them . Chief Minister also seems to be goading State Level Bank Executives to follow his directions and the State Level Bank bosses nod their heads ad go back to their Offices and forget about it . Heads are nodded because they cannot afford to be in loggerheads with Government and its Officials .
I have read in a news paper that a District Level Government Official ordered his subordinates to stop water supply to a local Bank , because the local Bank Officials were not following their Orders . The State Government Officials seem to have forgotten that Bank Officials are not their subordinates .



★Regional Hatred in Telangana :

Regional Hatred in Telangana ~ Hatred of Andhras did not really help poor there ***



This has led to an erroneous brief among the traditional Residents of Hyderabad City and Rural Telangana that people of Coastal Andhra and RayalaSeema were knocking away their jobs . Land owners had started believing that their lands were being snatched away by people of Coastal Andhra and RayalaSeema , purchasing them cheaply and erecting skyscrapers on them .

What the people of Telangana forgot to understated was that States in India are not Independent countries with Anti-Immigration Laws. Every Indian is free to migrate anywhere , buy small pieces of property anywhere for their personal use subject to some limits . People of Telangana also migrate to other States and other countries . Migrating to other States is a Constitutional right which cannot be taken away even by Supreme Court or by Indian Parliament . In my personal view , whether recognised by Supreme Court and Parliament or not, is a part of basic structure of Indian Constitution .



★Resignation Political Ruckus in Andhra Pradesh :

Resignation Political Ruckus in Andhra Pradesh ~ Oneupmanship does not help : ***



occsn/: Completion of 365 days of the decision of the Government of Andhra Pradesh to divide the State of Andhra Pradesh into three pieces and shift to -Executive Capital at Visakhapatnam ; Judicial Capital -High Court to Kurnool; and continue Legislative Capital at the present Capital Amaravati.

iez/: The Ruling Party of Andhra Pradesh , YSRCP has not at the time of 2019 Assembly Elections did not tell people of Andhra Pradesh that it would split the State Capital, or that it would shift Executive Capital to Visakhapatnam . Most of its key leaders canvassed in their Election speeches that they are not going to shift Capital from Amaravati , and won their elections . In Andhra Pradesh Assembly also Mr. Jaganmohan Reddy supported the idea of Amaravati as Capital of Andhra Pradesh .

dmz/: Now, there is a demand from the main Opposition Party TDP that the Government should go for a Referendum. TDP seems to be sure that the Government is going to lose the Referendum. The Ruling Party retorted that Mr. Chandra Babu Naidu should resign and contest to Assembly again .




★STRESS OF UNDER-DEVELOPMENT :

STRESS OF UNDER-DEVELOPMENT ~ AP is suffering  ***



The Residual state of Andhra Pradesh was formed in 2014 by forcibly separating it from the United State of Andhra Pradesh by the All India Political Parties INC and BJP to promote their own political interests . Consequently , the Residual Andhra Pradesh State was left an orphan without Capital, without Financial Resources for Subsistence. This situation arose because successive Governments which ruled United Andhra Pradesh, and the Central Government have spent all the funds on Hyderabad City , neglecting residual Telangana Districts , Rayala Seema Districts and Coastal Andhra . Besides rich landlords and Industrialists from RayalaSeema and Coastal Andhra have flocked to Hyderabad with their agricultural surpluses. This led to keeping all eggs in one basket .




★TRIFURCATION OF RESIDUAL ANDHRA PRADESH :

TRIFURCATION OF RESIDUAL ANDHRA PRADESH ~ will reduce Regional Hatred ***


Before the forced bifurcation of United Andhra Pradesh in 2014 , I suggested that it will be better for Telugu speaking people you have seven small states . 1) North Telangana 2) South Telangana 3) RayalaSeema 4) North Andhra 5) South Andhra .
rsnz/: Telugu people by their very nature are fissiparous. Telugu people can not live together . Politicians do not allow them to live together . Whenever politicians find themselves without jobs , they will start movements and instigate Regional hatred.

People of every Region having expectations of fast Development of their Region, is quite natural and there is nothing wrong in it . But politicians taking advantage of people's sentiments and fomenting unrest can lead to disastrous communal harmony.
