1068 Part 1/of 10 series HAZARDS OF WEARING CROWN - SECURITY WORRIES OF HEADS OF STATE &, HEADS OF GOVT.

In Industrial and Labor Health lingo, we have a phrase called "Occupational Hazards". This refers to hazards faced by workers employed in Hazardous Industries such as Cement, Asbestos, where by virtue of their Occupation, they will be exposed to Occupational Diseases such as Respiratory Disorders, Cancers, Allergies, Radiation, etc. etc. While these Occupational Hazards are more "physical" in nature, and can be tackled by installing Modern and Improved Plant and Equipment, the Occupational Hazards in some Professions such as Politics, Banking, Business Education, Computer Software, often encompass Unsolvable Complicated Issues.

OCCUPATIONAL HAZARDS IN POLITICS

The much-ado which is made about the Security Threats of Heads of State, and Heads of Government, gives an impression that only Top Political Leaders' lives are threatened, and grassroot political workers are all safe. It is not correct. The grassroot political workers are mauled both by Police, and the Rival Party Workers.

RISKS TO LIVES OF GRASSROOT LEVEL WORKERS OF POLITICAL WORKERS

Killing of grassroot workers seems to be more rampant in States where Political Parties have strong cadre base, with "brainwashed workers". During the brainwashing the Workers may be made both blind and deaf to the harsh realities of life. Kerala and Bengal are two States which seem to have this type of workers. We shall have a look at what BJP President Mr. Amit Shah has said in Bengal. News kind courtesy: Deccanchronicle.com. "...The noise from here should reach the ears of the Mamata Banerjee government in Kolkata. I just prayed to Maa Tara at Tarapith to bless power to BJP workers to uproot the Mamata Banerjee government from power here. If this government thinks that it would continue to stay in power by resorting to violence then I challenge that our workers' sacrifice will bring a revolution here ensuring that your rule will not continue anymore. ..."

*** There is a proverb in Telugu: "renDu cEtulu kalistE gAni cappaTlu rAvu". [Approx. Engl: Unless two hands (or two palms) come together, we cannot get claps]. This also applies to political clashes.

In Anantapur, Andhra Pradesh, what Mr. Kanna Lakshmi Narayana, President, BJP has said, is also worth noting: News Link: Click here to go to http://www.thehansindia.com/posts/index/Andhra-Pradesh/2018-06-29/Tension-in-Anantapur-as-TDP-BJP-workers-clash/393417
"...Reacting to the tense situation created by the TDP, Kanna Lakshminarayana in a press meet accused Chief Minister N Chandrababu Naidu of hatching a conspiracy to eliminate him. ..."

"...He alleged that the TDP workers came to attack him, who were prevented by his party workers from entering his guest house. He reminded that BJP national president Amit Shaw was also attacked by TDP workers at Tirupati in the recent past and appealed to Central human rights body to visit the state and study the political atrocities being perpetuated on rival party leaders. ..."

The BJP Andhra Pradesh on 12th June 2018 made an allegation that TDP has tried to eliminate Party's All India President Mr. Amit Shah, when some miscreants pelted stones on his car in Tirupati.

Now, he is making an allegation that Mr. Naidu, Chief Minister of Andhra Pradesh is hatching a conspiracy to eliminate him (Mr. Lakshmi Narayana himself).

Mr. Amit Shah wants his Party to win all the seats in Bengal, benefitting from his Party's Workers' sacrifices.

Within few months of becoming a President of BJP's State Unit, Mr. Lakshmi Narayana has started clamoring that his life is in threat.

Andhra Pradesh Chief Minister, Mr. Nara Chandra Babu Naidu, and AP's Opposition Leader Mr. Y.S. Jaganmohan Reddy, Star-turned Politician Mr. Pavan Kalyan are also very much conscious about their security and threats to their lives.

According to : "http://english.tupaki.com/politicalnews/article/Pawan-Kalyan-Blames-Chandrababu-Naidu-For-Lack-Of-Security/71457"
"... Pawan Kalyan accused TDP of sending goons to attack him after power cut in the Kalyana Mandap where he stayed in Palasa. He claimed to have stepped into politics to face any situation. 'If any such attempt was made, I won't hesitate to thrash them by tearing their clothes,' he warned. ..."

Security Frills and thrills of Mr. K. Chandra Sekhara Rao, Chief Minister of Telangana State

https://www.thenewsminute.com/article/vips-and-security-india-ap-cm-naidus-bullet-and-rocket-proof-office-only-latest-long-list-- says:--
'...And it’s not only Naidu, his Telangana counterpart K Chandrasekhar Rao last year spent Rs 5 crore from the public exchequer on a high-security Mercedes Benz bus, for touring Telangana’s districts. According to reports, the bus is reportedly bullet-proof and mine-proof, and is wifi-enabled to allow the CM to conduct government business on the move. ...

'...Criticised about the expenditure, KCR’s government reportedly defended the decision saying that the CM wanted to use a mode of transport used by the common man, and that the bus was strictly meant as a mobile work area and did not even sport a bed inside. ...'

Rs. 5 crore= Rs. 50 million. About $ 1 million.

Here is a TimesofIndia News Report about Threat to Life of Prime Minister of India: Click here to go to: https://timesofindia.indiatimes.com/india/new-guidelines-for-pms-security-ministers-officers-wont-be-allowed-to-come-close/articleshow/64747030.cms

"...No one, not even ministers and officers, should be allowed to come too close to the prime minister unless cleared by his special security, the Home Ministry + communication said, citing an "unknown threat" to Modi.

...The SPG is believed to have advised Modi, who is the main campaigner for the ruling BJP, to cut down on road shows, which invite a bigger threat, in the run-up to the 2019 Lok Sabha polls, and instead address public rallies, which are easier to manage, an official said.

...The close protection team (CPT) of the prime minister's security has been briefed about the new set of rules and the threat assessment and instructed to frisk even a minister or an officer, if necessary. ...

ybrao-a-donkey's personal view not intended to be imposed on others

Verifying the identity of Central Ministers and Secretaries who go into PM'sChambers, by comparison of their finger-prints, photos etc. with specimens available with the Security Personnel, may be a reasonable precaution, because Terrorists may try to enter into PM's Chambers disguised as Central Ministers, and Bureaucrats. We have capable Plastic Surgeons in India, who can create faces. There are Makeup Artists who can Make-up any person as any other person. Hence, fingerprint verification or iris verification or facial verification need not be found fault with.

There are reports in Telugu News Channels that, a Vodaphone agent has downloaded finger prints of AdharCards from websites of Telangana Registration Department, and used them to create artificial finger prints using polymers and a machine purchased from ECommerce Online Websites just spending about Rs. 8,000 approx. With that he could use the Aadhar finger prints, and activate thousands of Vodaphone sim cards. Fortunately, according to his confessions, he has not used them for delivering sim cards to terrorists. He is reported to have destroyed thousands of them. All that, he is said to have done to meet the targets of the Mobile Principal Vodaphone.

Back to PM's security

Once, the true identity of Central Ministers and Bureaucrats entering PM's Chamber is verified, and proven, it will be unreasonable to frisk them. It will be an insult to them. Though it is true that Mrs. Indira Gandhi's own guard shot her, we cannot infer that this will recur everytime. One has to trust one's own people. Otherwise lives of both Prime Ministers, and his own Ministerial Team, Central Bureaucrats--Secretaries, Advisers to PM, Ministers etc. will become miserable.

I hope that Prime Minister, Home Minister, and others concerned with VIP Security will reexamine this issue. Summary: While a careful meticulous Verification of Identity is a must, once the genuineness of teh person is proven, there should not be extreme steps like Frisking. The suspicion that there can be Brutuses in Central Ministers and Top Central Bureaucrats, will do no good to Indian Democracy.
