1056 Tirumala Tirupati Devasthanams Executive Officer seems to have acted inaptly and imprudently in depositing Temple Funds with Private Banks

Here is a Times of India News Report which indicates that Tirumala Tirupati Devasthanams (TTD), Tirumala, deposited Rs. 1,000 crore (RS. 10 billion or approx. $200 million) with a Private Bank by name IndusInd Bank, tempted by an additional interest of 0.33% p.a. offered by them when compared to Public Sector Banks like Andhra Bank and Vijaya Bank. This act of TTD and its E.O. appears to be an imprudent step. The Report has also mentioned that the TTD's Executive Officer, Shri Anilkumar Singhal has justified his action. Here are quotes from what Shri Anilkumar Singhal was reported to have said:

TTD executive officer, Anil Kumar Singhal, condemned the allegations. Singhal, addressing a media conference here, on Monday, said that the TTD is following guidelines given by state and Union governments in depositing temple money in banks.

Singhal said that the TTD had called for sealed bid quotations for depositing its money in nationalised public sector, as well as private banks, according to the directions of the investment committee. Officials who opened sealed cover quotations sent by banks on March 24, 2018 had asked the banks to revise quotations with best possible interest rates by March 27, he said.

“We have deposited Rs 4,000 crore acquired through interest in various banks, in which Rs 3,000 crore were deposited in public sector banks and Rs 1,000 crore in IndusInd bank, which accepted to give 7.66% interest per annum,” said Singhal.

The TTD has deposits of Rs 10,589 crore in various banks as of now, and every transaction is done transparently following guidelines, he said.

"That the TTD is following guidelines given by state and Union governments in depositing temple money in banks." cannot be a reasonable explanation, which can be given by I.A.S. Officers. Reason: I.A.S. Officers are supposed to be Cream of the Intelligent brains in India. They are supposed to guide even their Superior Bureaucrats and Politicians, when they go wrong (pramAdO dhImatA api-- English: Even brave and wise persons can accidentally go wrong). And these suggestions of Prudence are to be given by IAS-IPS-IFS-IRS Officers, irrespective of the consequences they may face, in case bosses get annoyed. The IAS-IPS-IFS-IRS Officers are not glorified Clerks. At the same-time, they cannot disobey their bosses continuously. That means, they have to bring facts, possibilities, and consequences to the notice of bosses, and in spite of the subordinates' suggestions if the bosses persist with their wrong Orders, the Subordinates may have to comply with as long as the Orders are reasonable, not against Natural Justice, not against Laws, and not Unconstitutional.

Question: Why depositing Public (Government, quasi-Government, Fiduciary and Trusts etc.) Funds with Private Banks can be dangerous?

Ans: When Banks burst/broke (this has not happened in recent years in India, but still it is possible. Nothing is impossible), the Deposit Insurance Protection available to Depositors is Rs. one lakh (Rupees one hundred thousand only_. This 100,000 Rs. is total amount indemnified for all deposits of the customer with all Banks put together. That means, if two Banks become bankrupt, the Depositor cannot get protection of Rs. 200000/-. His total cover will be limited to Rs. 100,000/-. This protection will be available only when the Bank involved pays the Insurance Premium regularly to the Deposit Insurance Credit Guarantee Corporation. This DICGC seems to have become somewhat inert, as some banks seems to have stopped paying premium and taking cover. This Rs. 100,000/- limit is applicable both to Private Banks and Public Sector Banks.

However, in respect of Public Sector Banks, there seems to be a 'maDi guDDa (Engl: Sacred cloth used in some Indian Homes for Worship purposes, and is not touched or allowed to be touched except during worship.), or 'siggu biLLa' (a peepal-leaf-shaped silver ornament worn by babies, particularly female babies, as a sort of cover for their private parts to hide from the glare of visitors).

What is this sacred cloth or modesty plate? Ans: A hope of some believers, and a promise by Finance Minister in Parliament, that Public Sector Banks in India will not be allowed to go burst. That means, if Public Sector Banks face difficulties, either RBI or the Govt. of India is likely to come to their rescue. Though a Finance Minister's Assurance is not written Law, for the time being it will be like a log of wood for a Depositor floating in a Sea of Hardships.

Will Govt. or RBI come to the rescue of Private Banks, Foreign Banks in India if they fail?

Ans: There does not appear to be any legal obligation either for the Government or for the RBI. Private Banks and Branches of Foreign Banks operating in India, come under the category of Scheduled Banks. As per the Banking Regulation Act, they maintain some Deposits in Current Accounts with RBI, called 'CRR'. RBI may allow the Banks to withdraw these moneys intended for CRR. Similarly, Scheduled Banks have to maintain some Term Deposits/Approved Securities / Government Bonds with Approved Institutions, total of these being called 'SLR' "Statutory Liquidity Ratio". When Banks face difficulties, RBI may allow loans against the SLR Securities / or allow Repurchase-Resale (popularly called Reverse REPO and , REPO). Under ordinary circumstances, these may be sufficient for Banks to tide over funds crunches / crises. Suppose the Liabilities (Deposits from customers are also liabilities) of Banks become an unwieldy and too-much-of-a-burden, will RBI support, beyond what are permitted under-against CRR and SLR. This has not been adequately tested. We have to wait and have a taste of it.

Question:Will High Courts and Supreme Court direct respective State Governments or the Union Government to come to the rescue of Depositors?

Ans: Though inspecting and supervising all Scheduled Banks in India (all-- private banks, Public Sector Banks, Foreign Banks operating in India, some Co-operative Banks), is the right and the responsibility of RBI, to ensure their health, it is not clear how far RBI can be made accountable or liable or responsible for lapses of its Officials. This has not been sufficiently tested in Courts.

Though Sahara is not a Bank, SEBI and Supreme Court seem to be doing an impeccable job in protecting the Indian Public. Similarly, in case of Agri Gold Scam, Andhra Pradesh Government is selling some assets and making some payments to depositors under directions of AP High Court. A similar instance is yet to arise in respect of Private Banks in India.

Question: In various State Level Bankers' Meetings, the Hon. Chief Minister of Andhra Pradesh threatens Public Sector Banks that AP Government will direct its Departments/Corporations to withdraw their deposits from Banks which do not lend as per the Government's Expectations. Though, strictly, TTD is not a Government Organ, did the Chief Minister exert his Policies on TTD, so as to make its Executive Officer to divert some funds to the Private Bank i.e. IndusInd Bank.

Ans: It appears to be so. But Mr. Naidu appears to be busy with his travails on Special Status and Special Packages, Utilisation Certificates issues with the Centre, and the Parliament. He may not have that much of time. But, somebody from CMO (Chief Miniser's Office at Amaravati) might have used his sly hand.

980 Some Musings on Gautama Buddha's Birth Day,

Today (10th May 2017) is the birth anniversary (Buddha Jayanti) of Gautama Buddha, the Founder of Buddhism. Birth year: 623 BC. It is celebrated on Vaisakha Pournima which is the full moon day, of the Lunar month of Visakha. The Lunar month of Visakha got its name from the practice of calling as name of the Lunar month, by the name of the star on which Moon will be in conjunction with (=appears visually nearer to) the star Alpha Librae, in the Constellation Libra (Indian Equivalent: Tula, or a weighing scale/balance). Indian name of the star Alpha Librae is 'Visakha'. Pournami = pUrNa='full', i.e. the Full Moon Day. This Visakha Paurnami is not only regarded as the day on which Gautama Buddha was born, but also, as the day on which he received his enlightenment. The day is also regarded as the day on which he attained his parinirvANa (passed away). In addition, the day also is the birth anniversary of Buddha's Mother Yashodhara. Trigger for me to write this particular blog post:- India recently celebrated the 125th Birth Anniversary of Late Babasaheb Ambedkar, the Architect of Indian Constitution. Our Readers may be aware that he embraced Buddhism during the later part of his life. Babasaheb Ambedkar was a Great Leader of the Pre-Independence Era, whose contemporaries and compatriots were Mahatma Gandhi, Jawaharlal Nehru, Sardar Patel, Netaji Subas Chandra Bose et al.

Of late, a tendency has developed among the politicians of India, for political gains, to ritualistically garland the statue of Ambedkar on his Birth and Death Anniversaries, bathe it with milk, deliver lofty speeches on the occasion etc. etc.

In the States of Maharashtra, Telangana, and Andhra Pradesh, an additional practice developed to invite Buddhist Monks to carry out Buddhist Prayers, preaches and speeches. Historically, Buddhism has been on a wane in India since the 8th Century CE. Today, Buddhism exists in India, its Birth-land, by and large, only for name sake, though the Tibetan Buddhist Refugee Leader Dalai Lama has been trying his best to revive the lost religion.

Amaravati (also known as dhAnya kaTakam, dharaNikoTa), the Capital of the State of Residual Andhra Pradesh, used to be a seat of Mahayana Buddhism, of the period 2nd Century BC to 2nd Century CE. During the said period, Andhra Pradesh was full of Buddhist Viharas (Hostels for Buddhist Monks), Chaityas and SthUpAs (Buddhist Memorials built on the Relics of Gautama Buddha). While Andhra SAtavAhana Kings of those days patronized Vedic Religion, their Queens patronized Buddhism and Jainism. Even today, we can see everywhere in Residual Andhra Pradesh, the ruins of Buddhist SthUpAs, chaityas, vihAras. Jaggaiahpeta, Bhattiprolu, Gummadidurru, are a few place names where such ruins can be seen. Andhra Pradesh is a big Treasure Trove of Buddhist, Jain, Kakatiya, Vijayanagara, Chalukya, ChOLa sculptures of such a magnitude and intensity that, wherever we dig either to build a house or dig a well, some sculpture or other will get unearthed beneathe the mounds of dilapidated villages.

21st Century

Chief Minister of Andhra Pradesh, Mr. Nara Chandra Babu Naidu, has shown some inclination to develop Amaravati and Nagarjuna Konda (also known as Sri Parvata) as International Buddhist Tourist Centres. He has used the 125th Birth Anniversary Function of Baba Saheb Ambedkar, to highlight the importance of Buddhism in the History of Andhra Pradesh, etc. etc.

In this part of India, during the rule of Bahamany Sultans (invaders/migrants from Iran), during the rule of Nizam Shahis (Turks --from Mohd. Ghori to Ibrahmi Lodi , and Moghuls --Babar to the last Moghul Emperor Bahadur Shah Jaffer), hundreds of Telugu people were already converted to Islam through abductions, violence and inducements. During the British Rule, hundreds of thousands of Telugu people were converted to Christianity through inducements, malicious propaganda=). Now, the people of this area, is already a mix of people practising these three Religions. As if these three religions are not enough, do we still need, revival of the defunct religion Buddhism here?

Though Hindus suffer from an age old malice of casteism, which they are striving to eradicate by continuous efforts, we should not forget CONVERSIONS OF PEOPLE INTO ALIEN RELIGIONS is not a solution for the malices of the Native Culture. Conversions will only aggravate the complexities of the problem.

PERCEIVED MERITS OF BUDDHISM OVER OTHER RELIGIONS, ARE ONLY ILLUSORY AND IMAGINARY

Missionaries of all religions, to which Buddhist Missionaries possibly are not exceptions, exaggerate the merits of their own religion, and try to impress upon and exert their influence on the minds of the listeners, so as to make them convert into their religion. They forget to notice or realise that those other religions whose merits they have not sung, also contain similar, or sometimes even better tenets, following which would / might have made them better individuals , without converting their religions.

Example: Desire is the cause for all miseries

The second of the four Noble Truths of Buddhism says:

"... Suffering arises from attachment to desires. ..."

Also called 'samudaya' or 'tanha' according to Buddhism. Attachments arise from desires. Cravings make the desires and attachment to desires.

Approx. Engl.: When a person thinks of worldly pleasures, attachment is born. From the attachment is born the desire and lust. From the desire and lust are born the anger. (SW 62).

From anger, is born temptation and obsession. From the obsession is born, the loss of memory and consciousness. (Translator's comment: Not loss of consciousness of body, it is the consciousness of soul. ).
When consciousness of soul is lost, a person loses his discriminating wisdom and intellect. A person without intellect becomes imbecile and condemned. (SW 63).

So, it is clear, Buddhism has tried to reiterate and reformulate what Bhagavad Gita taught at least 1500 years ahead of Buddha.

Is going to Forest and undertaking rigorous penance necessary to understand a simple basic truth? [=DESIRE IS CAUSE OF MISERY]

An illiterate person belonging to Working Class (Proletariat), who toils 24/7/365 amidst dust/sweat, and who slogs to earn 2 square meals a day for his belly and the bellies of his wife and children, may not have the time and the endurance to appreciate and understand this truth. But a person of Buddha's calibre, does he need six years of so called 'Great Penance' to appreciate and understand this truth?

DISTINCTION BETWEEN THE TUNNEL VIEW OF 'SINGLE PROPHET RELIGIONS' and the 'COSMIC VIEW OF INDIAN CULTURE'

Indian Culture encompasses several concepts, sometimes, diametrically divergent concepts, because it is 'PLURALIST' i.e. permits multiple views and perspectives. Arguments and pleadings take place between/among these divergent views. Hence, Hinduism cannot be viewed as a Religion (=with wider meaning 'way of life', narrow meaning of 'going to 'X' Prayerhouse and praying to 'Y' God. Those restrictive views can be found in 'SINGLE PROPHET RELIGIONS' like Islam, Christianity etc. Indian Culture is like a 'Composite Admixture' like Anona Squimoza, or a bunch of grapes, or a cluster of bananas. Hence, coexistence of rival theories either in embrace or in conflict, has become a historical truth. There were conflicts between the Indian Culture which included Sacrifice of animals to placate Gods, and the Buddhism which castigated animal sacrifices.

POLYTHEISM

Polytheism is also a part of this integration of Multiple Cultures with Multiple Gods and Goddesses. The real questions are only 'Whether there is God(s)/Goddess(es) at all?' 'What are acceptable definitions of God(s)/Goddess(es)'?. 'Multiple Gods/goddesses' is not an issue at all. Ans: If there can be thousand rivers on this Earth, there can also be Thousand Gods and Goddesses. In other words, once we concede that God(ddess) exists, the question of 'single or multiple' loses its value.

ANIMAL SACRIFICES

A part of Indian Culture improved itself, by stopping 'animal sacrifices' substituting them with offerings of flowers and fruits, and went even to the extent of absorbing Buddhism into its fold, by including Gautama Buddha as the 9th incarnation, of the 10 incarnations of Lord VishNu, popularly known as daSa avatArs. Probably, idol worship might have had either Buddhist or Jain origin. That too was absorbed by Indian Culture. Wearing ochre robes also might have been borrowed from Buddhism.

One word of caution in reasoning

If we consider that ghastly slaying of animals in abattoirs or in homes is not wrong, then offering the meat of the animals to the God(ddesses) cannot be considered ignoble. Basically, both perform 'violence', and 'cruelty to animals'.

I, quite often, view the 'kalyANOtsavam' program of the deity Shri Venkateswara of TTD (Tirumala Tirupati Devasthanams, Tirupati, Andhra Pradesh, India), on SVBC TV CHANNEL. The program starts at about 12 noon, and ends at about 12.55 pm. It is a great Audio-Visual delight, keeping aside whether there are superstitions or not. 'Audio-Visual Joys' are to be kept aside from truth-seeking explorations and searches. These joys are comparable to looking at serene scenery of a rainbow or a glacier or at Aurora (Northern Lights). We need not link to religion, and be cynical to everything enchanting.

Back to kalyANotsavam (wedding ceremony of Lord Venkateswara): One important element of the wedding ceremony is 'lAja hOmam' (sacrifice of popped corn/rice/jowar). 'Fire' is regarded as God named 'Agni'. He has two wives 'svAhA' and 'svahA'. The chants made by priests during the offerings use the word 'svAha', to give importance to both the sexes of the Element Fire. Offerings to Supreme God are sent through the Fire God. Wedding ceremonies of ordinary citizens in some cultures of India, invariably perform these hOmams (sending offerings to Supreme God(ddesses through Fire God) for about one hour.

Whenever, I see fire ceremonies in weddings, I recall the messy Horse sacrifices of the Vedic Period, Ramayana Period, Mahabharata period, where the Priests used to pour the fleshes of numerous animals and birds into the sacrificial. Now, the magnitude has been substantially reduced. Now, only a few apUpams (a sweet tasty delectable preparation made from flour, clarified butter and jaggery. This can be prepared in homes also. In Telugu language this is called 'appam' 'appacci'.) and popped grains (Sanskrit: lAja. Telugu: pElAlu). Now, the hOmams (fire ceremonies) have become more 'viewable' with 'no disgust', though there is still some wastage of precious food stuffs by dropping them into raging fires.

The common unavoidable ingredient both in the ancient vEdic sacrifices and the present wedding ceremonies of Temples as per vaikhAnasa Agama / pancharAtra Agama (Scriptures of Worship Methods) is profuse induction of 'clarified butter'. One question torments me: Can a poor country like India afford to waste clarified butter in this manner, particularly when India is compelled to import dairy products also.

This is a 1000 page subject. As this blog post has become lengthy, I shall come up with another blog post on Buddha's 6 years penance and his subsequent 35 years post-enlightenment life style.

909 Does the NOn-Existent God need 19kg. gold ornaments worth Rs. 50 million, at PUBLIC EXPENSE?

First of all, there is no proof of existence of God. Let us concede that he-she-it exists (approx. Telugu language equiv: 'unDenu pO'), is he-she-it a gentle soul, or a "metal-carrier" or "precious-stone carrier"? For the benefit of my readers, let us recapitulate that Lord Venkateswara is considered as an incarnation / manifestation of Lord VishNu for the Evil Age (Sanskrit language equiv: kali yuga). Preachers describe VishNu as 'alankAra Priya' (Approx. Engli: Lover of Adornments, Decorations, and Ornaments), while the third God of INdian Trinity Lord Shiva is considered as 'abhishEka priya' (approx. Engli: Lover of sacred bathings). The First God of the Trinity Lord Brahma, called 'caturmukha - brahma' (Approx. Engli: The Spirit-God of Four Heads, the Creator) has been spared by Priests, both from heavy ornamentation-s and profuse bathing-s. Indian High Class Society Ladies love gold and diamond ornaments, notwithstanding their weight, whereas Indian Women as a common-genre do not wear gold, except in their 'mangaLa sUtrams' (approx. Engli: golden-Sacred Threads worn in their necks as a sign of their having already been married, and being sacred women). There are millions of Indian poor women, who cannot afford to buy gold for their sacred threads, and who wear just a turmeric-applied cotton threads, to which is tied a small piece of turmeric (telugu language: pasupu tADu), to serve as their mangaLa sUtrams. In other words, gold is not compulsory even for sacred threads. High Society Ladies' Craze for gold and diamonds, is just an ugly appetite and fetish.

Who is dES bhakta (patriot)? Who is dES bharta (Husband of the country, may not be rAshTrapati)? Who is dEs drOhi? (Traitor of the country who may be charged with sedition)? Ms. Smriti Irani spent a lot of time trying to make a mountain out of a mole-hill, in Lok Sabha showing her histrionics to the MPs of her own Party to their great delight, to the MPs of other Parties to their great irritation, to millions of INdians watching TV Screens who were AWESTRUCK . Our beloved Prime Minister has also sent a Twitter message "satyamEva jayatE" in appreciation of her efforts. Okay, the Delhi Police and the Patiala Courts may decide that Kanhaiah Kumar is a dEs drOhi, because he failed to alert himself that his Students' Union Meeting was being hyjacked by the Agents of the ISI and the Pak motivated-Terrorists. We shall also concede that Mr. Modi, Ms. Irani, Mr. Rajmohan Singh, Mr. Venkaiah Naidu, have all saved this wretched country, and the JNU. We shall also concede that Mr. Rahul Gandhi and Mr. Sitaram Yechury are all also traitors of this Nation.

SOMETHING PERSONAL OF YBRAO-A-DONKEY

My father is 90 years approx. He knows neither English nor Hindi, in which Ms. Irani spoke, on both the days. But he was greatly delighted to see and hear her speaking in Parliament, with all her postures. After listening to the speech, on the first day he asked me in a tone of great appreciation, about how I felt. Shortsightedly, I immediately reacted saying in may natural cynical manner that she was just showing her histrionic talent. My father was deeply disappointed. I realised my error. With very aged persons, we should not tell unpleasant things. There is a Sanskrit saying: "satyam brUyAt, priyam brUyat, na brUyAt satyam apriyam". I forgot this. The second day after Ms. Irani's speech, he had again asked me for my opinion, forgetting his disappointment of the previous day, when I didn't agree with him. On the second day, I agreed with him and made him feel happy. This is one way of correcting ourselves.

Now, here is a news which says that Mr. Vijay Mallya, the Alcohol Emperor of India, has not only sold out his "Spiritual Empire (Empire of Spirits?)"*** to some Foreign Giant by name DIAGEO for several billions of Rupees, and now settled for a princely SEPARATION FEE of Rs. 5.12 billion ! While he has already shifted to U.K. with his family sometime back, now he says:

"...HAVING RECENTLY TURNED 60, I HAVE DECIDED TO SPEND MORE TIME IN ENGLAND, CLOSER TO MY CHILDREN ..."

What the Public and Private Sector Banks of India will do with the NPAs (Non Performing Assets) of the Mallya's Companies, and the Companies for which Mr. Mallya personally stood as guarantor? In Telugu language there is a proverb: "తూర్పు తిరిగి దణ్ణం పెట్టాలి. English: Should turn to the East, and salute to the Sun God."

If Mr. Vijaya Mallya is to be classified, under which class, the NDA Government will classify him? dEs bhakta (patriot) and a savior of a Nation called India? dEs bharta (Husband and bearer of the Nation)? dEs drOhi? (anti-National)? dEsOddhAraka (Uplifter of the Nation)? India can introduce some new award categories, above Bharat Ratna. Actually, Awards given by Govt. of India, may not have any value to Mr. Mallya. The British Government, French Government will shower on him the Top-Awards of their countries.

Let us set aside, why Mr. Mallya could not pay his debts to Indian Public Sector Banks, may be a "Willful Defaulter" or a "Circumstantial Defaulter", may be a personal failure or may be a systemic failure (failure of the Indian Economic System or Indian Banking System or the Indian Judicial System or the Indian Administrative System, whatever Systemic Failure it may be. To that extent, it is an internal matter of India, which will be decided by the concerned Banks. RBI, SEBI, CBI if entrusted with, Enforcement Directorate, Top-to-bottom Courts over a period of 40 years till Mr. Mallya reaches his 100 years, where Great Great Great Great Lawyers like Nariman, Ram Jeth Malany, et al , et al will argue recovering their fee of some millions per hour, till the Magistrates and Judges feel sleepy in all the Sessions. Then there will be some Letters seeking Mr. Mallya's Extradition to India.
