ఆంగ్లంలో ఒక సామెత ఉంది. పీపుల్ గెట్ దీ గవర్నమెంట్ దే డిజర్వ్. తెలుగు- జనం తమ అర్హతకు అనుగుణంగా తమ పాలకులను పొందుతారు. ఈ సూక్తి ప్రాథమికంగా నిజమే. అయినా ఒక మినహాయింపు నా గాడిద బుద్ధికి తోస్తున్నది. పై సూత్రం ప్రకారం, తెలివైన ప్రజలకు తెలివైన ప్రభుత్వాలు లభిస్తాయి. ఉత్తములైన ప్రజలకు ఉత్తమమైన ప్రభుత్వాలు లభిస్తాయి. ఇపుడు మినహాయింపు చూద్దాం- తెలివి తక్కువ ప్రజలకు తెలివి మీరిన పాలకులు లభించవచ్చు. తెలివి మీరిన ప్రజలకు , తెలివి తక్కువ పాలకులు లభించవచ్చు. మూఢులు మూర్ఖులు గద్దె నెక్క వచ్చు. పరోక్ష ఎన్నికలలో పరిస్థితి ఇంకా ఘోర ఘోర ఘోరాతి ఘోరంగా ఉంటుంది. మొదటి ఉదాహరణ సరిగా జరుగుతుందనటానికి- తెలివి, నిజాయితి గల ప్రజలు తెలివి, నిజాయితి గల శాసన సభ్యులను, ఎంవీ లను ఎన్నుకున్నారనుకుందాం. అపుడు ఆ తెలివి గల, నిజాయితి గల శాసన సభ్యులు, ఎంపీల చేత ఎన్నుకోబడే ముఖ్యమంత్రులు, ప్రధాన మంత్రులు కూడ తెలివి, నిజాయితి గలవాళ్ళు గానే ఉంటారు.
