I have no love or hate relationship with Shri Narendra Modi, our beloved Prime Minister. For a Nation, whether it is Prime Minister, or a hoi poloi, individuals are not important. But TRADITIONS AND VALUES which will have lasting good / bad effects on Nation / Country / Administration, are VERY important. This importance doubles when the TRADITIONS & VALUES are NOT FOLLOWED. Such violations are not taken with indifference by Public. Instead, they become demotivators to millions of employees and officers, at various levels, top to bottom of Hierarchies. We should think more than once before setting bad precedents, and following bad precedents when followed by others / role models. Now, India's beloved Prime Minister 2016, seems to be following the precedents and practices of Late Ms. Indira Gandhi, Prime Minister of India 1966-1977, and 1980-1984. Both Mrs. Indira Gandhi doing something, or not doing something seem to become examples for him. He has recently quoted the example of Ms. IGandhi choosing not to demonetize for the sake of her party, and his choosing demonetization for the sake of Nation. Okay, it is one thing, not the subject of this particular blog post.
THE BAD CONGRESS RULE HAS SET EXAMPLES OF PRECEDING SENIORS TO APPOINT XYZs AS PREFERRED PERSONS
When Congress superseded Seniors and appointed persons of their choice at various levels, such supercede-ings received widespread criticism and flak. Some BJP leaders used such supercede-ings as sticks to beat Congress, with. But, now BJP is committing the same errors and abnormalities which the Congress and UPA regimes committed.
BJP DID THE RIGHT THING BY RESPECTING SENIORITY OF JUSTICE KHEHAR IN APPOINTING CJI OF INDIA
Once a person reaches to the stage of being the Senior-most Justice of the Supreme Court, he is deemed to have proved his capabilities, so as to be the Chief Justice of India. Mrs. Indira Gandhi did not realise this truth, when she superseded Senior Judges like Justice Sinha, and appointed Justice Ray as CJI. Fortunately, Mr. Narendra Modi, did not repeat this type of error, by superseding Justice Khehar, in spite of known widespread public opinion that Mr. Modi is not happy with the Judiciary and its Collagium.
MR. MODI OUGHT TO HAVE CONTINUED THE SAME WISDOM WHILE APPOINTING INDIAN ARMY CHIEF
In 1983, Ms. IGandhi superseded Lt. Gen. S K Sinha,1983 and promoted Genl. A S Vaidya. Lt. Genl. S.K. Sinha had to quit in protest.
Now, history is repeating under BJP Rule. why should they do the same mistakes which Ms. IGandhi committed.
Genl. Bipin Rawat Supersedes, Eastern Command chief Lt Gen Praveen Bakshi (armoured corps), and Southern Army Command chief Lt. Gen. PM Hariz (mechanised infantry).
This is certain, to cause much heart-burn to the superseded Lt. Generals, whether they resign or not. Reason: By reaching the level of Lt. Gen. , the superseded Lt. Generals have proven their capabilities. Else, they would have remained at the bottom rungs.
By and large, Indian Army has remained apolitical, secular, and duty-minded, and dedicated to the Nation.
Lt. Gen. Bipin Rawat, may have some special additional skills / utilities when compared to the superseded Lt. Generals in his being more focused to the Western + Northern Borders, LOC, counter-insurgency operations, counter- terrorism operations, etc., and the Govt. may want to make use of them.
HOW TO MINIMISE HEARTBURNS WHILE GIVING DUE RECOGNITION TO SENIORITY AND ALSO SKILLS
By respecting Seniority, Lt. Gen. Bakshy ought to have been as per the tradition, appointed as Army Chief with the rank of a General. Lt. Gen. Rawat with his existing Lt. Gen. rank and in addition his job as Vice Chief of Army, ought to have been appointed as Officer-on-Special Duty (OSD), in the Office of Army Chief, with additional duty of helping Gen. Bakshy in counter-insurgency operations. As a Vice Chief, Lt Gen Rawat has already been assisting the existing Army Chief. Lt. Gen. Rawat, would not have minded or would not have had any hesitation to serve his 1977 Commissiond Senior colleague Lt. Gen. Bakshy.

He can also be extended relevant monetary/pension benefits, as appropriate, in such a way that a feeling of loss, is not felt within the mind of the retiring soldier. Lt. Gen. Rawat will have a satisfaction that his special skills have been used by the Government. "Using one's own Special Skills, and getting treated with ADDITIONAL DIGNITY" is more important for a dedicated soldier, than being given an out-of-turn promotion.
A CIRCUMLOCUTING METHOD WILL RESULT IN UGLIER HEART BURNS
THE above method which I suggest, is not going to be similar to the practice which is in vogue, in some States, of creating posts of Additional Director Generals of Police, Director Generals of Police, IGs of Police, DIGs of Police. That practice results in artificial upgradation of posts, serving as shelters for the artificially promoted ADGPs, and DGPs. This practice can be considered as ugly, because upgradations and promotions are given, to justify upliftment of a Junior, ignoring all others. In this system, in spite of giving paper promotions, a person remains in his post only, without any real change, while the heart-burn of being ignored will continue.

We can also estimate the costs of / vagaries of subjective , vicissitudinal decisions made by the political bosses, Ms. Sonia Gandhi, and her protege, Mr. Kiran Kumar Reddy.
OUT-OF-TURN PROMOTIONS WILL LEAD TO SYCOPHANCY and POLITICISATION
It will be appropriate for the Government to recognise out-of-turn promotions can politicise army, and lead to sycophantic behaviors. Syco-phancies may be common in political posts such as Ministers, Speakers, Governors. Even in political arenas, sycophancies do not deserve encouragement, but then, we already have them well-entrenched in India.
CENTRALISATION OF POWERS CAN ALSO BE CAUSE FOR HEART BURNS
Except in emergencies such as war, where quick-unified decision-making may be a need of the moment, ordinarily, there should be no place for excess-centralisation. DECENTRALISATION should be the norm. The accompaniment of DECENTRALISATION can be JOINT-DECISION-MAKING. The Institution of Union Cabinet is one such example of joint-decision-making, where the Prime Minister will only be the FIRST AMONG EQUALS. Right from the days of Jawaharlal Nehru, unfortunately this FIRST AMONG EQUALS concept has become a Cinderella. We see alround sycophancy in the Cabinets, both of the Centre, and the States.
