In Andhrajyothy.com dated 26.9.16, print edition, first page headlines, Andhra Jyothy Telugu daily has given a brief outcome of the TV discussion which has taken place between Mr. Jaipal Reddy, Former Senior Union Minister, and Mr. Undavalli Arun Kumar, Former Congress M.P. from Rajahmundry. The above news items are very brief. But the TV interview is very lively and worth seeing.
1. తెలంగాణ బిల్లు ఆమోదం పొందలేదు.. రాజ్యాంగబద్ధంగా హెడ్కౌంట్ జరపలేదు. (Telangana Bill did not receive acceptance of Lok Sabha. Headcount was not conducted as per Constitution).
2. లెక్కించినట్లు స్పీకర్ నటించారు.. ఆరోజు బిల్లు ఆమోదానికి తగిన బలం లేదు. (Speaker pretended/acted as if headcount was done. There was not enough strength in the House, for acceptance of the Bill on that day.)
సింపుల్ మెజారిటీ కూడా లేదు.. 236 మంది హెడ్కౌంట్ కుట్ర కాక మరేమిటి? (There was not even a simple majority. The head count of 236 was what, if not conspiracy?)
బిల్లుకు కమల్, సుష్మ సిద్ధంగా లేరు.. వారిని ఒప్పించి చెప్పే నేర్పు జైపాల్కుంది. (Kamal(Kamalnath) and Sushma (Ms. Sushma Swaraj) were not ready. Shri Jaipal has the skill/talent to convince them).
జైపాల్ కూడా ఇలా వ్యవహరిస్తారా.. తప్పు పునరావృతం కాకూడదనే నా పుస్తకం (Should Shri Jaipal Reddy also conduct / transact in this manner? )
జైపాల్ రెడ్డి గారూ.. మనసు గాయపరిచి ఉంటే క్షమించండి: ఉండవల్లి (Shri Jaipal Reddy ji, If I have hurt you, pl. pardon me.)
ఆంధ్రప్రదేశ్ పునర్వ్యవస్థీకరణ బిల్లు లోక్సభలో రాజ్యాంగబద్ధంగా ఆమోదం పొందలేదు.(AP Reorganisation Bill did not receive acceptance of Lok Sabha, as per Constitutional Provisions).
రాజ్యాంగంలోని 367-3 నిబంధన ప్రకారం కూడా హెడ్ కౌంట్ జరపలేదు. (Head count also was not conducted as per Art. 367-3.)
జైపాల్ రెడ్డి సూచన మేరకు అప్పటి స్పీకర్ మీరా కుమార్ లోక్సభలో ‘30... 70’ అంటూ లెక్కించినట్లు నటించారు. (As per the advice of Shri Jaipal Reddy, the then Speaker Ms. Mira Kumar, had acted/pretended the counting '30...70').
ఆ తర్వాత ఆ కౌంటింగ్ను కూడా వదిలేశారు. (After that, she has left even the counting).
బిల్లు ఆమోదం పొందిందని నిర్ధరించినా.. ఆమోదం పొందలేదని తేల్చినా మళ్లీ ఉమ్మడి రాష్ట్రం ఏమీ రాదు. అటువంటి ఆలోచన కూడా నాకు లేదు. (I know that, we cannot get back our United State, even if it is confirmed that the bill did not receive the acceptance of Lok Sabha. I have no such thinking/idea.)
అయితే, రాష్ట్ర విభజన సందర్భంగా జరిగిన తప్పులు భవిష్యత్తులో పునరావృతం కాకూడదg. అన్న ఉద్దేశంతోనే నేను వాటిని అక్షరబద్ధం చేశాను. (However, with an intent that the errors/mistakes/irregularities which have taken place during the State's Bifurcation should not recur, I have reproduced them in writing).

Supreme Court, could have, if it wanted to, prevented this unjust cruel bifurcation of United Andhra Pradesh, had it acted in time. Even at the cost of incurring the wrath of Supreme Court for contempt of court, I must say that, Supreme Court declined to intervene, in response to writ petitions filed by aggrieved persons from Residual Andhra Pradesh, For every petition, Supreme Court / High Courts were telling 'too early', 'come later' etc. Now, when the High Courts / Supreme Courts deal with the petitions, they will say "Now, it is fait accompli. Everything is over. We can't turn back the clock etc. etc.". This is the misfortune of people living in Residual Andhra Pradesh. Of course, they are also Indians. They are not aliens.
It is a tradition in India, that the neighbors do not bother about what happens for their fellow-neighbors.
When Alexander invaded India, and trampled on Paurus, one King Ambhi helped Alexander, instead of Paurus. Kings of all other neighborhood kingdoms did not bother. When Greek soldiers were marching tromping on ripe fields, farmers in the neighboring fields went on doing their own chores, unconcerned about what was befelling to their fellow farmers.
In the same way, people of other States did not bother, when Andhra Pradesh Bifurcation Bill was passed (pretended to have been passed) in Lok Sabha, through dubious means, on 18th Feb. 2014, closing its doors, switching off TV cameras, people of other States might have thought that they did not have any concern with it. What they ought to be beware about is: this type of closing Lok Sabha doors, switching off cameras, etc. by joint conspiracies of the Ruling Party (Congress) and the Main Opposition Party (BJP), may recur again. Only thing is, roles may change. Ruling Party may become Opposition Party, and the Opposition Party may become a Ruling Party.
Next turn may come for some other State's bifurcation. Or for some other purpose such as introducing reservation for some caste, or removing reservation for some other caste.
With due respect to Ms. Meera Kumar, I must say that she has not followed minimum principles of democratic governance. Whatever the rules may say, a Speaker has to adhere to a minimum sense of decency, dignity, and propriety. After all, bifurcation of a State is not as simple as cutting an apple or a bread into slices. This is particularly true, when one party is vehemently in favor of it, and another party is against it. It is not that amicable solutions were not available. The truth is, neither the Ruling Party nor the Opposition Party (BJP) were not willing to work out an amicable solution. Because, both of them wanted to curry favour with KCR & Co., and conquer Telangana, claiming themselves as their benefactors. Speaker of Lok Sabha was just a tool.
Since both the Congress and BJP both were supporting the Bifurcation, the Bill could have been passed by following more democratic practices. Considering the seriousness involved in Andhra Pradesh Bifurcation, even voting "Division" is not sufficient, because members cannot express their true intent openly. Secret Ballot alone could have obtained the true majority intent of all the Lok Sabha Members. Leaving aside the crucial question of "oppression of minority" by majority in a house (Lok SabhaMembers belonging to Residual Andhra Pradesh were driven out of the House on that day), at least the FREE CONSENT OF THE REMAINING MEMBERS PRESENT ought to have been obtained in a democratic manner. If the House was not in order that day, Secret Ballot ought to have been conducted next day. Why didn't Ms. Meera Kumar chose a Secret Ballot?
Why did Ms. Meera Kumar prefer a violent method of closing Lok Sabha doors? If Lok Sabha Cameras did not function (Lok Sabha cameras could have shown transparently the proceedings of the House, as to whether they were being conducted in a fair and just manner), why Ms. Meera Kumar could not wait for their setting up right by the Technicians? Lok Sabha might have employed Service Engineers and Technicians for spot repairs. Why didn't she wait?
The people of Residual Andhra Pradesh, the People's Representatives of Residual Andhra Pradesh were also not against Bifurcation, provided it is done in a fair and just manner. KCR & Company has numerous ulterior motives. Actually, they wanted to drive out all the people of Residual Andhra Pradesh from the City of Hyderabad, and buy all the Real Estates of Hyderabad at throw away prices, or occupy the homes vacated by Residual Andhra People who were living in Hyderabad, because it was the State Capital. It is something similar to what has happened in Pakistan in 1947, when Hindus migrated to India (that was a bizarre experience.). KCR does not seem to be doing it now, because the property prices rise has somewhat slowed down, because now Hyderabad will have floating populaation only from 10 Districts. It will take sometime for Hyderabad to recapture recoup its real estate demand and prices. Of course, that will happen, but it will be at a lower scale. Now Hyderabad, will be like Bhopal or Lucknow or Patna. Of course, it will DO GOOD to both the residents of Hyderabad and the people of Telangana. (Yet, I always have a personal feeling that Telangana should be split into two smaller States North Telangana and South Telangana).
Both Congress and BJP National Leaders pampered KCR, with selfish motives. Congress thought that KCR would merge his TRS with their Party after the bifurcation. He gave them a hand. BJP thought that they could make a dent in Telangana. Ms. Sushma Swaraj called herself 'Chinnamma' (younger maternal aunt) of Telangana, with Ms. Sonia Gandhi being the 'peddamma' (elder maternal aunt), of Telangana. Thus Telanana State had the blessings of both the 'peddamma' and 'chinnamma'. And the people of Residual Andhra Pradesh were orphans. ayyO !!!
Mr. Nara Chandra Babu Naidu, the present Chief Minister of Andhra Pradesh, was jubilant, because he was dreaming of the Rs. 5,00,000/- crore (5000 billion Rupees, or about $80 billion) which the Central Government would be giving him for constructing a New Capital for Andhra Pradesh. (It is a different thing, that his dreams have gone haywire, because Mr. Narendra Modi has got full majority in Lok Sabha, and Mr. Nara Chandra Babu Naidu has become a persona non grata in the eyes of BJP).
Mr. Y.S. Jaganmohan Reddy too had his own dreams, after his bitter nightmarish experience at Mahaboobabad Railway Station (also called mAnu kOTa, a castle of Wood), in Warangal District. Notwithstanding strong cases of Quid pro Quo cases against him which are sub-judice, he is instigating people for a Special Status.
We should not forget the role of Mr. Venkaiah Naidu in this sordid drama. In Rajya Sabha, he asked for 10 years Special Status to Andhra Pradesh. Today he says that Special Status is an 'ajAgaLa stanam' (the beard of a goat, which is sometimes erroneously taken as breasts of a goat. Just as a goat's beard cannot yield milk, Special Status also cannot yield benefits. This was true, even at the time of passing of the AP Bifurcation Bill in Lok Sabha. But then, why did Mr. Manmohan Singh promise it? Why did Mr. Venkaiah Naidu support it, asking for 10 years? For this fiasco, and volta face, if Mr. Venkaiah Naidu, has any sense of self-respect, he ought to have resigned and apologised to the people of the Residual Andhra Pradesh. He will not do. People of Residual Andhra Pradesh do not ask him. Instead, they felicitate him.
I wish to reiterate my personal view that the present Residual Andhra Pradesh needs to be divided into three smaller States: 1. North Andhra 2. South Andhra 3. Rayala Sima (if possible + Bellary + North Arcot + Gadwal-Alampur-Wanparty). Else, they will remain backward.

Deccan Chronicle.com has published a news item that English Oxford Dictionary has included an Indian word 'Aiyoh', in its lexicon. The word is a sort of interjection, to indicate despair.
Many people may not know, the word has a Telugu language origin- 'ayyO'. It may be a result of combination of 'ayya + Oh!'. Ayya in Telugu language means = father. This father can be a biological father, or the God himself, who is also regarded as 'Father' globally, in almost all the religions. Thus its intended meaning of despair will be "Oh my God!". The word 'ayyO' might have had a cowherd / shepherd origin. Usually, cowherd / shepherd boys are entrusted to guard their cattle / sheep in fields, hills and dales. When the boys felt lonely or when they find something threatening to themselves or to the cattle/sheep, they call their father loudly 'ayyO' , meaning O father ! Come immediately and rescue us.
There is also a good Telugu film song called 'ayyayyo cEtilo Dabbulu pOyenE ', in the Telugu film kula gOtrAlu. English: Alas! The money in the hands is lost. (In that Telugu film, actor Late Ramana Reddy lost all his money in gambling with playing cards. He was expressing his despair).

About four/five years back, I was searching on the Net for a 'free web-host' sub-domain, who will permit me to use my php scripts. At that time, I have developed a huge data with 25,000 Multiple Choice Questions for Competitive Examinations, with onling answering, and online comparison of marks and results.
At that time, I found such facility was available at a site by name Zymic.Com. While I was registering with them, I was asked to choose a sub-domain name, with NOT LESS THAN FOUR LETTERS. They have reserved all the sub-domains of less than four words for themselves. Hence, Minimum four letters were apparently made compulsory. I have tried several four-letter names of all languages, decent, mediocre, ugly, whatever occurred to my mind. Every request, their software turned down saying 'already booked / Not available'. Finally, in despair, I typed 'ayyo'. It got accepted. It was how, my first sub-domain http://ayyo.zxq.net was born. It was available for some years, free on the net, kind courtesy Zymic.Com. But, one fine morning, I found it disappeared. Probably, the Free-host might have removed it, because of low activity. ayyO !!! = Alas.
Then, I searched for another freehost. I continued the old name "ayyO'. My readers can visit this Multiple Choice Questions page in 1000 Subjects, at Click to go to http://ayyo.x10.mx. Kind courtesy Xhosting.Com. At this sub-domain you can see my Mahabharata Vyasa multi-search, Telugu Verses Search, Thesaurus Search etc., apart from the 25,000 Multiple Choice Questions in 1000 Subjects, using a PHP script. Some of the GK questions need to be updated. Unfortunately, my priorities have changed. But, I hope, someday, I shall update, and add new questions there.
I have, after much search on net, with the help of numerous benefactors who have given suggestions/advice on net, developed a PHP script for development of User-modifiable dictionaries. In the next posts, I shall make available the phpscript for use of all our readers. The php script can be used both online and offline. For offline use, we need an apache2 server with local host. MySQL or SQLite3 or PostGreSql or XML will not be necessary. If my readers wish to have their own online dictionaries, they may need sub-domains / their own websites which permit php scripts.
