569 Part 2 of Educational Accomplishments of Mr. Narendra Modi, PM of India भाग २, श्री नरेंद्र मोडी महोदय के विद्या विजयों। భాగం 2 శ్రీ నరేంద్ర మోడీ మహాశయుల విద్యా విజయాలు

This is in continuation of our blog post No. 135. यह, हमारे ब्लाग पोस्ट नं. १३५ के अगला भाग ఇది మన బ్లాగ్ పోస్ట్ నం. 135కి కొనసాగింపు. This blog post was made on 13th Feb. 2014 i.e. before 2014 Lok Sabha Elections, and before Mr. Narendra Modi became P.M. of INdia. In the blog post I raised a doubt on the M.A. degree of Shri Narendra Modi. I wrote that I had sent an email to Gujarat University requesting them to place the details of the PG Degree of their Chief Minister (Gujarat CM at that time) Shri Narendra Modi on their website. I also indicated that, unfortunately, there was no action and that there was no reply. There itself, I pointed out that Rollins College took pride to place on their website that Rahul Gandhi was their alumni.

ब्लाग पोस्ट नं. १३५, दिनांक १३.२.२०१४, लोक सभा चुनाव के पहले, श्री नरेंद्र मोडी प्रधान मंत्री बनने के पहले ही लिखा हुआ था। उस ब्लाग पोस्ट में, मै श्री नरेंद्र मोडी महाशय के ऎम. ऎ. डिग्री के विषय में मेरे संदेह को प्रस्ताव किया था। मै यह भी लिखा था कि, मै श्री गुजरात विश्वविद्यालय को, ई मॆयिल् द्वारा, श्री नरेंद्र मोदी के स्नातकोत्तर ऎम. ऎ. राजनीती विद्या विवरों के यूनिवर्सिटी वॆब सैट् पर रखने के लिया प्रार्धना किया था। लेकिन उनहोंने उस ई मॆयिल पर कुछ चर्या भी नहीं लिया। मेरे ई मेयिल को जवाब भी नहीं दिया। उस ब्लाग पोस्ट में ही मै यह भी पायिंट अवुट् किया कि, रोलिन्स कालॆज्, अमॆरिका, अपने वॆब सैट में श्री राहुल गांधी को अपने पूर्व विद्यार्धी कहते हुए, थोडे गर्व से ही, उस विषय को अपने वॆब सैट पर रखे थे।

Whatever is written here, is written with the aim of searching for truth, and of course to promote my twin objectives of promoting atheism and Marxism (Total Socialism). There will be no dearth of integrity and sincerity. Mistakes, of course, will be taking place. You are always welcome to point out.

Million Dollar question now is whether our PM has studied M.A. Politics or not? प्रश्न यह है कि हमारे माननीय प्रधान मंत्री ऎम. ऎ. राजनीति शास्त्र पढा या नहीं ? తేలని ప్రశ్న ఏమిటంటే మన ప్రధానిగారు ఎమ్. ఎ. రాజనీతి శాస్త్రం చదివినట్లా, చదవనట్లా ?

Answer for this question is to be given by Shri Narendra Modi. He alone is the right person and capable person to answer it.

इस प्रश्न को समाधान देने केलिये सर्व समर्ध श्री नरेंद्र मोडी भी है। सही व्यक्ती वे ही है।

ఈ ప్రశ్నకి జవాబివ్వ గలసిన శక్తి కలిగిన వారు శ్రీ నరేంద్ర మోడీ గారే. వారే ఈ విషయంలో, తగిన సమాచారాన్ని ప్రధానమంత్రిగారి వెబ్ సైట్ లో పెట్టిస్తే బాగుంటుంది.

A number of questions will arise in this connection. They pertain not only to Mr. Modi or Rahul Gandhi or Ms. Sonia Gandhi, but they relate to Indian Education System, Indian Political System, Public Administrative Law, Ethics, Psychology, Psychiatry, so on ... We can't cover all those in one blog post.

इस समय पर कई प्रश्न उठते हैं। वे, सिर्फ श्री मोडी दी श्री राहुल या सोनिया के बारे में नहीं होते हैं। भारतीय विद्या व्यवस्था, भारतीय राजकीय व्यवस्था, प्रजा पालन न्याय शास्त्र, नीती शास्त्र, मानसिक शास्त्र, मानसिक वैद्य शास्त्र, आदी आदी ... उन सब चीजों को हम एक ब्लाग में कवर नहीं कर सकते हैं।

It appears that Election Commission, and PMO has rejected an RTI application (Right to INformation Act) , for details of the M.A. Politics Degree of our beloved Prime Minister Shri Narendra Modi. This seems very unreasonable, unless there are very very very strong reasons to conceal PM's Educational Qualifications. It is also strange that when I approached Gujarat University and Delhi University to place the details of the studies of Shri Narendra Modi in their Universities and Colleges (or Distance Education Schools). Strangely, they are silent. Actually, they should have taken pride, in placing the details on their website, and confirming that our PM is their highly esteemed alumni. It is how foreign Universities, and Indian Private Indian Colleges/Universities do their business. Though our Government Universities/Colleges are not businesses as such, this seems to be a harmless method to improve the image(s) of Colleges and Universiies.

Of course, there may be a hitch in this. Like the South Korea's first Woman Prime Minister who was sentenced by a court for two year jail, if our politicians get convicted (convicted/acquitted alternatively in appeals) and go to jail, the Universities / Colleges may suffer a face loss, at least temporarily. Then, they may have to adopt an opportunistic method, which is employed in most Indian States. When a CM loses an election and is replaced by a rival, immediately the outgoing CM's photos in Govt. Offices are removed and thrown into dustbins. The incoming man while ordering such fate to his predecessor, will not bother about that similar fate will await him after five years.

PMindia.gov.in Official Website on 16.3.2015 mentioned in PM's profile as under:--

Born on 17 September 1950 in a small town in Gujarat, he grew up in a loving but poor family ‘without a spare rupee’. The initial hardships of life not only taught the value of hard work but also revealed to him the avoidable sufferings of the common people. It proudly declared that PM completed his M.A. from Gujarat University.

Netizens and Tweeters might have got suspicious, after PMIndia.gov.in (might have temporarily) removed the mention about PM's completing his M.A. For some period PMIndia the website might have omitted, a line relating to PM's M.A. Degree. Netizens and Tweeters gave links to pmindia.gov.in webpage, which they seem to have believed that it will remain static and thinking that removal of the line pertaining to PM's PG degree as permanent. But that particular web page is dynamic, and content may be changing frequently.

It is what seems to have happened.

About the degreedikhaopm hash tag: It is not clear why large number of tweeters who commented against Mr. Narendra Modi's M.A. qualification (treating it as fake without adequate proof), seem to belong to one religion as per their names. This ought not to have happened.

SOLUTION परिष्कार పరిష్కారం



PMIndia.gov.in website speaks greatly of transparency. Here are two quotes from the PMIndia's website:
"...Prime Minister Narendra Modi firmly believes that transparency and accountability are the two cornerstones of any pro-people government. Transparency and accountability not only connect the people closer to the government but also make them equal and integral part of the decision making process.

His strong resolve to transparency backed by the manner in which he put this commitment to practice indicates an era of open, transparent and people- centric government for the people of India.


It will be in the fitness of things, if PM's Office or the Election Commission places a xerox/scan of the Prime Minister's M.A. Politics Degree (or at least a Marks List, with details such as year of study, papers for which he appeared) on their website and make a public announcement so that the matter gets closed permanently.
The biggest unresolved question is whether even a single degree will be necessary for due discharge of a Prime Minister's duties. We have to see both sides of the coin.

PM will have dozens of advisors to counsel him on everything connected with Prime Minister's functions. When a PM has deep and wide knowledge of varioius subjects, he will be able to know whether his-her advisers were giving correct advice, whether they have the required competence or not. To a capable, diligent, energetic, knowledgeable, Prime Minister, -- bribetaking corrupt advisers/Members of committees and panels will hesitate to give false advice. They will be very careful, or else they will have to cut a sorry face before the PM, if PM detects their games.

A PM without such deep and wide insights into various subjects, cannot learn them instantaneously. Like Dhritarashtra, he has to affix his LTIs (using this word figuratively: A person not knowing a subject, if he-she affixes signature on a document, that signature will be as good as or as bad as a thumb impression) on the recommendations made by Advisors, and Committees. Even a genius requires extensive and intensive training, sometimes. For example, a person cannot sit in the cockpit of an Aircraft, and say "I am a genius. I can learn things instantaneously. There is nothing which will be beyond my comrehension. Even the subtlest things are within the reach of my understanding." . Then he-she cannot proceed to meddle with the buttons/keys/levers of an aircraft. His-her own life as well as the lives of passengers will be endangered.

Indians may not mind having even an illitersate PM, AS LONE AS HE-SHE IS HONEST, HARDWORKING AND EMPATHETIC TO POOR. But there seems to be some abhorrence against presenting fake degrees/qualifications (Yet to be proved in case of Mr. Modi). After all, we must keep in mind that obtaining an M.A. Politics degree is not a herculian task. It is a two year course. Every year there will be five papers. In each paper, ten essay type questions are given. Under the choice system, five questions are to be answered. In most Universities, it will be sufficient if a person gets 35 marks in each paper, and 40% on average of the five papers. That means, it will be sufficient if we know 1/3 of 1/2 of the total subject, i.e. 1/6th of the subject. There is no detention System. Hence, there is no hitch. I have a friend who has done three M.As. I have, myself, done in distant mode, two M.A.s after my retirement. In M.A. History I received a gold medal as a University topper. I am not writing this to boast. I wish to highlight, that as far as M.A.s are concerned, there should be no need for politicians to create fake degree certificates or buy degrees.

ABOUT PRESTIGIOUS FOREIGN COLLEGE DEGREES OF CELEBRITIES



U.K. Government seems to be drastically cutting the budgets of CAmbridge and Oxford Universities. Harvard also seem to be under some sort of pressure to make lucre, somehow. Worldwide, Universities seem to have become extremely crazy and hardpressed to earn moolah of their own, without seeking funds support from Governments. Hence, they seem to be hell-bent on maximising number of admissions, diluting requirements such as attendance, assignments, laboratory work, etc. etc. For diluting quantity and quality, subjects like Fashion Design, International Relations, (etc.) seem to come very handy. These degrees seem to be very much ornamental.

So, there will be no wonder, if large number of Indian celebrities flaunt foreign degrees from prestigious Colleges and Universities, who may covertly adopt two divergent policies of study discipline. For ordinary students, they will continue to insist on rigid discipline. For VIP and heavy donor students, official records may be created of fulfilling all the requirements for conferring a degree, without the student even attend the College / University classes or exams. Even if for political or other reasons, if some person/institution makes contacts them for verification/corroboration of the studies and the degree, they will confirm that the person has undergone all the rituals. This is a sort of gharana (ostentatious institutionalised) prostituion, in education arena. Nobody can correct these things. In Telugu language, there is a proverb : "kanceyE cEnu mEsina", the English meaning of which runs approx. "If the fence grazes the field instead of protecting it".

Question: Can't a genius like Calvin (Ref: Calvin and Hobbes Comic) think and act independently of his nannies, parents, and teachers?

Ans: Sometimes, the genius will be correct. Sometimes the advisors will be correct. Sometimes EXPERIENCE will win. Sometimes, NOVICES CAN TAKE ADVENTUROUS PATHS AND UNVEIL UNKNOWN methods and ways. We have to take into account a total picture of the problem and situation.

GIST



Simply because some foreign College/University is confirming, we should not convince ourself that Rahul's degree is genuine, and because Gujarat University / Delhi University are not coming forward, we should not declare that Mr. Modi's degrees are fake. In the ultimate analyses, their aptitude, diligence, efficiency, effectiveness, knowledge, organising, planning, skills, talent, hardwork, will decide their performance. Not degrees. At the most, this analysis will help us to assess how degrees are obtained from foreign Colleges / Universities and Indian Colleges /Universities.

Observations of ybrao-a-donkey: This blog post of mine was made on 22.08.2015, without noticing the above IndiaTVnews report. Anyway, it will not make much difference in what I have written earlier. Reason: PMO may be technically justified in rejecting the RTI application of the Netizens. PMO may be legally right. But doesn't it have any ethical or moral obligations, to dispel the doubts in the minds of large number of its citizens? Besides, Netizens know that our beloved PM is very much publicity conscious, and twitter active (hyper-active???). Won't it, therefore, be in the fitness of things for the PMO to obtain the information sought by the Citizens at least now and make things very transparent, settle the issue FOR EVER? WHY keep things in suspended animation? Why does PMO want to hide behind a technicality, like some sundry petty Government Officials in some remote Taluk Headquarters in a backward State, who may not know the spirit (not only the letter of the law, but also the spirit of the law) of RTI legislation?

Now our learned TV News Channel has advised the anxious citizens to approach the Gujarat University or Delhi University. That probably, they will do, anyhow. Of course, the said Gujarat University, and Delhi University may find some other technical flaws in the RTI applications and reject again. Actually, the TV Channels and Print Media can also take some interest in this issue. Why they are hiding? They make lot of efforts about hundreds of things which are useless to the society, but profitable to them. Can't they make some genuine effort in ascertaining facts from the powers that be, and become the First Channel to publish it (may be genuine degree or some other degree, whatever it is, they should be facts)? Are they afraid that they cannot get the information? What stops them? What do they expect in return for their service?

568 No need to reduce Home loan interest rates गृह ऋणों के ब्याज रेट को कम करने के जरूरत नहीं है। గృహ ఋణాలపై వడ్డీ రేట్లను తగ్గించ వలసిన అవసరం లేదు.


Ms. Arundhati Bhattacharya, Chairperson, SBI, has rightly identified her six top priorities. There is no need to deviate from them, because India Inc. is pressing to cut lending rates. There is also no need to reduce interest rates on home loans, introducing such methods as teaser rates. Indian Public Sector Banks, having financed Home Loans at prices far higher than the intrinsic value of the underlying structures, now face a similar situation which American Banks and Investment Houses faced in 2008, when Sub-Prime Mortgage Loans became a problem in that country. As pointed out by Mr. Raghuram Rajan, RBI Governor, there is a need to cut the prices of Houses. According to news reports though in some cities like Mumbai and Delhi, Realtors have reduced prices, they have also reduced the size of the houses, and even the minimum fixtures. All the housesites in our Cities have gone into the hands of speculators, and builders are forced to purchase sites at very high prices and build flats thereon. Besides, there is the element of payment of bribes, for various purposes right from the conception stage to actual delivery to buyers. Consequently, home prices have gone beyond the paying capacities of even higher income group employees, not to speak of lower middle class, which has stopped thinking about owing a lifetime home. Till such a time, the Central and State Governments take truly effective steps to control house site prices and flat prices, it will be better if Banks exercise restraints in financing Home Loans.

567 Indian Public Sector Bks should not be asked to cut lending rates. भारतीय प्रभुत्व बैंकों को ब्याज रेट्स कम करने के लिये दबाना नहीं चाहिए। భారతీయ ప్రభుత్వ రంగ బ్యాంకులను వడ్డీ రేట్లను తగ్గించమని వత్తిడి చేయటం ప్రమాదకరం.


RBI Governor, Mr. Raghuram Rajan, seems to be a courageous person, when news reports indicate that he is resisting constant continuous nudging + prodding by the Finance Minister & the India Inc. to cut lending rates. Simultaneously, we see him his nudging the Bank chairpersons to cut Bank lending rates, probably to show that he is pressing the Banks, but Banks are not heeding to RBI and the Govt. One gets an impression that he does not want to keep the blame for himself.

As a Finance expert, he may also be aware the present turmoil and tumult which the Indian Banks, particularly the Indian Public Sector Banks are going through. He may also be aware, that Indian Public Sector Banks operate with a very narrow spread between the interest rates paid on deposits and the interest rates charged on their lendings. He may also be conscious of the great difference between the roles expected to be played by Public Sector Banks and the Private Sector Banks. It is true that an RBI Governor is not expected to be a pugilistic punching bag for the Govt. and the Finance Minister. Nor is he expected to be an extremely empathetic agony aunt for the chair persons of Public Sector Banks. It is unfortunate that Finance Minister and Finance Ministry are not paying enough attention to the health of Public Sector Banks, which if they burst can cause irreparable damage to Indian Financial System. Providing funds to sick banks, is just one measure. There are numerous other things which deserve immediate attention from the Government, particularly the Credit Recovery Arrangements.

As the communications between the RBI Governor and the Finance Minister at top level are confidential, it is very difficult to gauge whether RBI is adequately representing the problems faced by PSBs to the Govt. of India. At least there is one reason to believe that he is conveying the pathetic problems of the Indian PSBs, as can be deduced from the willingness of Govt. of India to provide additional Capital to Public Sector Banks. This alone may not be adequate to say that everything is being represented upwards. Besides, the Government of India, may be either through RBI, or even directly under pressure from Institutions such as IMF, World Bank, Bank of England or Federal Reserve Bank (America's Central Bank), BIS (Bank for International Settlements) to increase the Capital(s) of Indian Public Sector Banks quoting some BASLE Convention or something else. Govt. of India seems to wilt relatively easily to international pressures, when compared to its understanding the domestic needs.

Some quotes dated 20th Aug 2015, at SBI Economics and Banking Conference, which are attributed to Mr. Raghuram Rajan, RBI Chief:
"...There is a need for banks to cut their lending rates anticipating the benefits which will be accruing from the central bank's rate cuts. ..."

1. Interest Rates prevailing in Indian Financial Markets where individuals, firms and Corporates lend to one another have mostly remained over 24% and rise even upto 120% p.a. depending upon security perceptions, need of the borrower, repayment program, etc. etc. Considering this hard reality, even a lending rate of 18% p.a. should not be considered as high. It is strange that India Inc. makes a hue and cry when Banks charge rates as low as 12% p.a. and demand large reductions in rates. It is really detestable that they ask for cuts in lending rates.

2. Indian Banks both Private Sector and PUblic Sector, have very poor credit appraisal, delivery, supervision, and recovery mechanisms. It is common for Corporates both industrial and non-industrial to divert borrowed funds for purposes other than the intended purposes. For this reason only we see hoarding of essential commodities, speculation in real estate, gold, silver, stock market speculations, cricket betting, with funds diverted from Bank borrowings. Once, the amounts leave the Corporates to their affiliates and subsidiaries or to the family members of the promoters, there is very little which Banks can do, to bring them back into the main stream of Finance. What the Corporates, both Indian and the MNCs operating in India, seem to want, apparently are cheap funds for short, medium and long term speculation. Else, except for those goods and products which have long production cycle, or stagnating markets, there should be no need to carry huge stocks, and pay interest to Banks. Corporates will not tell, but the interest amounts they pay, are for the moneys they block themselves in their hidden real estate or speculative investments, or in inter-corporate ventures. The best example we can get for this type of behaviors we can see from King Fisher, or the defunct Satyam Computers. In case of Satyam Computers, fortunately Mahindra came to the rescue of the Govt. and bought the I.T. dud. In case of King Fisher nobody knows what is happening and what is going to happen. I am also unable to recollect what happened to the dues of Indian Banks recoverable in case of Dabhol Power Project, Maharashtra.

I feel that it is high time for RBI Governor and the Finance Minister to ENABLE the Public Sector Banks to recover all their dues from the large Commercial and INdustrial borrowers. Court processes are cumbersome and time-consuming. Recalcitrant borrowers will use the time gap of nearly five years taken in courts for issuing decrees, to use the funds for their own purposes, though there is a procedure for attachment before judgements, it seldom works. Besides, attachments before judgements are intended as a sort of emergency method rather than as a recovery or loss minimisation proceedings.

Efforts made by banks with police help to forcibly take possession of secured assets where borrowers were non-coperative, were shunned by the court indicating that Banks cannot take law into their own possession. Even courts are unable to execute their own decrees, because they do not have staff or police of their own, and they depend on advocates appointed as Receivers/Assignees who ask Bank Staff to arrange transport and food for them. It is hightime for the Central Government and the respective State Government to constitute to post additional special Armed staff with crime and law & order powers, at, at least, Sub-Division Headquarters to help Banks in taking possession of securities, and their sale. Besides, RBI can ask Public Sector Banks, to set up a common Armed Security Force for enforcement and sale of security assets, by pooling funds and make Armed teams available to needy Banks when they need such services, and the Maintainer of the Security Force levy charges for providing the Security Enforcement and Recovery Armed Guard Services. Perhaps, it may be necessary to make some amendments to the Indian Penal Code, Civil Procedure Code, Criminal Procedure Code, Evidence Act, to make these things really work. Debt Recovery Tribunals alone cannot serve this monumental and monstrous task.
It is imperative that RBI treats and should treat Public Sector Banks differentially and preferentially from Private Sector Banks. This is simply because Private Banks and Public Sector Banks have different goals, different approaches, and different problems.

RBI should encourage Banks to mobilise their own lendable funds more and more from public and not depend on RBI's REPOS, by paying attractive interest rates to customers. Repos are intended to be emergency help, and not as primary lendable source of funds for Banks. Govt. or RBI or Banks or Industrialists should not have that impression that Banks will borrow from RBI at Repo Rates and add a measly margin for thier services.

If, under pressure from industrialists -> Govt. -> RBI, in case Banks reduce their lending rates and automatically, obviously, deposit interest rates, public will go elsewhere i.e. to unorganised sector or money-laundering institutions. Or they will buy gold or indulge in speculation. Not reducing interest rates on Bank deposits is particularly important, considering that Govt. is levying income tax on meagre interest which Banks pay on Bank deposits and insisting on TDS on Bank Deposits which are already low-yield investments owing to Deposit interest rates not matching with inflation.

566 Shifting CApital from Amaravati will be better than blunt land acquisition or abandoning land acquition


The goals/aims of Mr. Pawan Kalyan in requesting TDP Government not to use Land Acquisition Act against reluctant farmers , are not known. Actually, he should have objected to the Land Pooling Scheme, and the methods used in obtaining the consent(s) of the farmers for LPS, with a lurking threat of use of Land Acquisition if they do not yield to LPS. He should also have opposed to the manner in which LPS farmers were tempted by making them to believe that their 1000 yards will become gold. Mr. Pawan Kalyan may be knowing that the whole World Class Rajadhani Construction is a sell-out to Singapore and Japan.

1. Both Mr. Chandra Babu Naidu and Mr. Pawan Kalyan do not appear to be correct.

Reason for Mr. Pawan Kalyan, not being correct: Nearly 80% of the farmers have already been coerced (forced with the threat of impending land acquisition) to join the Land Pooling Scheme. Everybody knows that farmers have not joined LPS voluntarily, except those who were tempted by greed, when Mr. Chandra Babu Naidu promised them that the 1000 yards per acre land they will get, shall become precious gold. It is like the religious conversions made during the Bahmany, Nizamshahi, Tughlack-Khilji, Mughal, and the British rule. People were either threatened or tempted. Whatever it be, large number of farmers have already surrendered their lands. Not taking over the remaining required land under L.A. Act, will lead to inequal treatment. While those who joined the Scheme get 1000 sqyds per acre, those who do not join the LPS will get entire acre of their land which they will commercially exploit. That means those who reluctant/recalcitrant will get four times more benefits than those who acceded to the Govt's requests.

Allowing the reluctant/recalcitrant farmers will create inequalities worse than the first two options.

1. Bluntly take over the remaining land under L.A. Act, if necessary by applying force.

This is a sort of equality. (I am not supporting this). Forcible taking over may lead to some violence either from farmers or from the State, such as Firings. In the process, Andhra Pradesh will fail to learn lessons from what happened in Nandigav and Singoor in West Bengal. History will repeat. The 10% farmers who remaining (as per Mr. Naidu's estimate) are now going to become hardnuts to crack. This, Messrs. Naidu, Pulla Rao, Narayana & Co. may have to keep in mind, on the basis of a simple logic that these 10% farmers have not yielded to the Government, in spite of repeated threats of land acquisition, and extension of the schemes from time to time.

2. Cancelling the Amaravati Rajadhani Scheme.

Return the LPS land to the farmers. Shift the Capital to some other place where enough Forest/Govt. land is available, while ensuring that land speculation and builder mafia will not shift there. This is the best option, which I support.

Reasons: Mr. Chandra Babu Naidu by repeatedly declaring that he would build a World Class Capital created great undeserving hopes in people to become super-rich in the shortest time they can dream off. He has also welcomed the land-speculation and builder mafia to enter Capital Region and monopolise the ALL THE LAND surrounding the Seed Capital land. Lands upto Nandigama Muktyala (Telangana border) in Krishna District, Krosur Atchampeta in Guntur District have been diverted from agariculture to fallow plots in which we can see only some boundary stones. The buyers of all these lands neither build houses there nor sell them to poor and middle classes to enable them to build their own homes. Nor will the speculating owners/builders reconvert the land into agriculture or at least some small gardens. They will be lying vacant for another five decades, with the exception of those which are immediately-roadside. Consequently, for erecting small scale industries or medium sized industries also, land will not be available.

If Mr. Naidu Narayana Pulla Rao & Co. believe that all the farmers have joined LPS voluntarily, then they will be indulging in self-deception. (आत्म-वंचन ఆత్మ వంచన). It is a different that politicians may not have souls (AtmAs) or worry about "vancanAs (deceptions). People who have such worries will not join politics.

3. VIA MEDIA PROPOSAL

If the Govt. wants takes cancellation of Amaravati Rajadhani Scheme, and if the Govt. does not want to displease Mr. Pawan Kalyan , can adopt the following procedure:

In case of LPS okay farmers, Govt. can take two types of consent letters. From those who want to Govt. handing over their land to private Corporates for Development, they can give their consent. Those LPS okay farmers, who want that Govt. should use their land only for genuine GOVT. PURPOSE without handing over the land to anybody either on lease or on allotment, they can give a restricted consent letter. These lands Govt. will have to develop with State Funds and use for genuine public purposes such as Govt. Hospitals, Govt. Schools, Colleges, Universities, Municipal-Panchayat-Roads-State-and National Highways.

In case of LPS not okay- farmers, Govt. can issue orders stopping registrations. It can permit the farmers to continue to cultivate their lands as long as they wish to. If they want to sell the lands, they should sell their lands to Govt. at rates fixed by the Govt., and if the Govt. does not want to buy, Govt. can allow their sale only to legitimate agriculturists who will actually till the land. Thus the desire of the farmers to save their ancestral lands will be fulfilled. Mr. Pawan Kalyan can also be satisfied. Whenever Govt. purchases these lands from farmers, it should use only for genuine public purposes, and should not lease them or allot them to private parties for any purpose.

TAIL PIECE पुछ्छल तारा తోక చుక్క There are news reports that AP Government has agreed 50% cost of doubling the Guntur Guntakal RAilway line. This seem to be foolish.

Reasons: 1. Central Govt. in a butcherlike fashion, divided the State of Andhra Pradesh, quite unilaterally. It will, therefore, be the duty of the Central Government to bear the entire cost of doubling the Guntur Guntakal line. In Bihar, Bengal, Uttar Pradesh States the respective Governments are not bearing 50% costs.

2. If the Capital of A.P. itself is located on the Guntur-Guntakal line, at a place like Donakonda, Vinukonda, Nandyal, Atmakur (Kurnool Dt.) it might have forced the Central Govt. to take up the doubling the Guntur Guntakal Rail line on its own. Establishing the Capital between two crowded cities of Guntur and Vijayawada which are well-connected with Railways, and by asking for AP Express to start at Vijayawada, Naidu Government has jeopardised the cause of Guntur-Guntakal line.

Correct route of AP Express ought to have been (Bangalore)Hindupur-Guntakal-Dronachalam-Nallamala Ghats-Vinukonda-Narasaraopet-Guntur-Vijayawada-Eluru-Rajahmundry-Visakhapatnam-Vizianagaram-RAigadh, Raipur etc. etc. By following this route, we could have had the AP Express to serve as a spinal card for the Andhra Pradesh State. We could also have avoided the Telangana connection by eliminating Manchiryal and Kajipet, even Secunderabad. The new AP Express would have helped the backward States like Orissa, Chattisgadh, Madhya Pradesh, probably U.P. It would have reduced the load on Delhi-Kajipet-Vijayawada GT line. If trains are started on this route to benefit Tamil Nadu, they will run through Vijayawada, Tenali anyway.

Question: You are always writing about Marxism (or Total Socialism). It is an impossible dream. Make some suggestions for quick development of A.P. and employent creation, within the FRAME-WORK OF CAPITALISM.

When the United Andhra Pradesh State was divided, the Central Government appointed a common Governor for both the States of Residual Andhra Pradesh and Telangana. The objective behind having a common Governor appears to be that he will co-ordinate and solve the nascent problems arising from a forced Caesarian surgery performed both by the top surgeons of the BJP and the Congress Parties, with the co-operation of Regional Parties who enjoyed to remain as mute spectators to the butchery in Lok Sabha.

Unfortunately, the common Governor of Andhra Pradesh and Telangana States, Mr. Narasimhan, disappointed the people of the State of Andhra Pradesh, by remaining a silent spectator to the nefarious activities of the TRS Party leaders, Cabinet and the Telangana State Bureaucrats, under servitude to the KCR & Co. ie. the family of K. Chandrasekhara Rao, his son Shri K. Tarakarama Rao, his nephew Shri Harish Rao, (all the three Ministers in Telangana) and Ms. Kavitha, M.P., and daughter of Shri KCR.

अचानक, आंध्र प्रदेश के राज्य पाल श्री नरसिंहन महोदय, आंध्र प्रदेश के जनता को रक्षण करने में विफल हो गये और लोगों को निराश दिये। टीआरऎस् पार्टी के, तॆलंगाणा राज्य के मुख्यमंत्री, मंत्रिवर्ग, उनके दासीभूत अधिकारी सब के अनुचित कार्यों को आंध्र प्रदेश राज्य पाल मूक और हक्का-बक्का रह गये। इस कारण से तॆलंगाणा के मुख्यमंत्री, मंत्रिवर्ग, उनके दासीभूत अधिकारीयों को और ज्यादा हिम्मत मिल गया, गवर्नर को वे अपने आदमी समझने लगे, और शोचने लगे कि अपने कार्यो को उचित या अनुचित, राज्यपाल साहॆब को पता चलने के बाद भी वे खामोश रहेगा। इसमें गुंजाइश नहीं है कि, राज्यपाल दोनों राज्यों के मध्य तटस्थ ही रहना चाहिए। लेकिन, यह भी जरूरत है कि, जब एक राज्य दूसरे राज्य को तंग कर रहे है, तब वें उस उत्पीडन को कम करने के लिये, बाधित राज्य को उपशणन दिलाने के लिये, और न्याय स्थापन करने के लिये कोशिश करना चाहिए। बाधितों को ' चाहे तो आप अदालत के पास जाइये, ' ऐसे बात वे नहीं कहना चाहिए। अदालत को जाने के विषय बाधितों को मालूम है । लेकिन वह काम हर रोज वें नहीं कर सकते। रोज अदालत आना, न्याय स्थान भी उचित नहीं मानेगा। कोर्ट को जाना , अवश्य होगा जब जरूरत है तब, लेकिन वह लास्ट रिसार्ट, आखरी परिष्कार, पहली परिष्कार नहीं होगा।

Andhra Pradesh is experiencing extreme financial difficulties because all the VAT is remitted in Hyderabad, by Corporates who have their trading branches, dealers and distributors in both the States of Telangana and Andhra Pradesh. This problem is likely to continue for another 5/10 years, till the 23 District floating population of HYderabad City gets reduced to 13 District floating population, till the semi wholesale and retail dealers of RAP start going to their new market Distribution point City, may be Vijayawada, till all the Corporates open their State level Distribution Offices in Vijayawada, Kurnool/Tirupati or Visakhapatnam. Actually the A.P. Bifurcation Act 2014 should have provided for a share in VAT collected at Hyderabad, to Residual A.P. for at least five years. The blind top leaders of Congress and BJP who DROVE THE DIVISION PROCESS IN LOK SABHA did not bother about this requirement. A.P. Governor Mr. Narasimhan should have brought this to the notice of the Central Government and tried his best to get some funds support for AP State from the Centre. The Governor of A.P. does not appear to have DONE anything about this, though he may be drawing his salary and Raj Bhavan expenses from both the States.

PEOPLE of Residual Andhra Pradesh will not like to blame the Governor for omissions and commissions, provided he has done and is doing what MUST BE DONE. If he has done, what must have been done, we welcome our State's Governor to keep details of his efforts on Rajbhavan Website.

Telangana Government has unilaterally relieved many employees in APGENCO, refusing to pay their salaries, and pushing them into a triSanku-Heaven. Governor should have intervened, but he has not interevened, apparently.

There are numerous such instances, where Governor of Andhra Pradesh failed to discharge his duties, conscientiously. One such latest example is, the Chief Secretary of Telangana State insulted a D.I.G. working in an Institution common to both the States. The Telangana State unilaterally changed the name of the common Police Training Police Academy (APPA).

Potti Sriramulu Telugu University, Hyderabad, till alternative final division arrangements are made has a duty to support its branches in Residual Andhra Pradesh. But it is refusing. Governor again seems to prefer remain dumb or deaf.

If Governor has felt that he cannot do justice to both the States (after exhausting all his avenues to do justice), then his option would have been to resign AS GOVERNOR FOR ONE STATE, IE. THE BELEAGURED STATE OF ANDHRA PRADESH. By doing that he would have earned great respect from people, and also retained his self-respect in tact, though he might have been branded as inefficient and inflexible.

How long this should go on! It will be better to become a divorcee or a widow, rather than depending on a husband who is not conscious of his role!

Prosody used in this verse: This verse is in the Telugu prosody called sIsam. A sIsam verse comes with four LONG feet (double length) of its own. It will also be supported by a lighter verse of 4 feet of shorter length called tETa gIti or anther verse called ATa veladi (MEANING: DANCING DAMSEL. Actually the word "veladi" refers to a girl who comes for a price (vela=price). But that meaning is no longer valid. Hence Dancing Damsel).

This particular sIsam (I do not know the meaning of sIsam. Popular meanings such as a glass bottle, lead metal, do not match the meaning for a meter of a verse. Hence this ignorance) has a tETa gIti tail. This sIsam verse has tETA gIti (meaning of tETa gITI: Crystal clear verse) as its supplement.

Approximate English gist. This verse is from the second Chapter (dvitIyA ASvAsam) of 17th Century's Telugu poet cEmakUra venkaTa kavi's work "vijaya vilAsam". The poet received his patronage from a South Indian king by name Achyuta rAya raghunAtha nAyaka. As per the common custom of poetic yore of his days, Cemakura Venkata Kavi was indulging in hyperbolic praise of his patron. The poet is comparing his patron to great charity donors of Indian Mythology: 1. Emperor Bali. 2. Mahabharata king Karna (King of Anga and , close friend of duryOdhana). 3. Emperor Sibi. 4. Moon. According to the poet, all these people pale into insignificance when compared to the generosity of King Achuyata Raya.

Bali risked his kingdom and life, by promising and fulfilling his promise of giving three feet of land to a brAhmana dwarf boy called VAmana (vishNu in his vAmana incarnation). Here poet venkaTa kavi says that Bali gave just what was asked by vAmana and not more. What is the greatness in giving what the seeker asks? More ought to have been counter-offered.

Arka means sun. sUti means son. Arka sUti means Sun's son i.e. King Karna. Karna has great reputation for his charitable dispensation. Arjuna's father Indra went to Karna and asked him for his chest-armour covering and ear rings (with which Karna was believed to have been born with). Karna gave them away, by severing them form his body with a sword, in spite of knowing that, the extreme charity will spell his doom, and in spite of fore-warning by his father Sun God. Poet Venkata Kavi says that Karna's charity was just giving whatever comes to his mind at a particularl time. He does not give to the extent that the seekers' desires are full extinguished.

Emperor Sibi was approached by Chief of Demy Gods- Indra, and the Fire God Agni. Indra was disguised as a falcon. Fire God was disguised as a pigeon. Falcon was chasing the pigeon. Both reach Sibi, in such a manner that Sibi was tempted to offer to save the pigeon. In return for foregoing his food i.e. the pigeon, the falcon asked for the own flesh of Sibi himself. Then a balance was brought, and Sibi went on cutting his flesh and putting in one pan of the balance, while in the second pan, the pigeon stood, to facilitate weighin. Finally Sibi's charity won. The poet is in order to exaggerate the largess of Achyuta Raghunatha Raya, has tried to belittle the munificence of Sibi. The poet says that Sibi offered his flesh, matching only to the weight of the pigoen. Nothing more. He didn't offer all of his flesh.

The fourth foot of the SIsam verse refes to the Moon God. amrita= nectar. karuDu=one who makes, or one whose rays are nectarlike, i.e. moonlight. Moon God does not shower moonlight everyday. He showers only on some days, during some parts of the night. Timings and Quantities are limited, BUT not boundless.

The four line supplementary verse declares Achyuta Raghunatha Raya as peerless and unrivaled.

Mr. Nara Chandra Babu Naidu, in his 15th August 2015 Independence Day Speech, wanted every youth from Residual Andhra Pradesh to become some Satyam Nadendla (Microsoft CEO) or some Sundar Pichai (Google CEO). Well, as Chief Minister, he has every right and justification to advise captive audience and school children imprisoned in the Parade Ground for the Independence Day Celebrations. As common citizens, we too have some rights to advise Mr. Chandra Babu Naidu, whether he listens to them or not.

Mr. Chandra Babu Naidu should be wary with Bosses and Executives of Foreign Corporates who will be meeting him for various purposes which include getting some land allotted at throwaway prices or sell some hardware-software-trash to Government of Andhra Pradesh (In case of Mr. Narendra Modi, the Government of India) . We cannot find fault with the Foreign Corporates, Bosses, Executives, Ambassadors and Consuls because i is their duty, and for that they are paid fat sums.

Mr. Bill Gates might have made Mr. Satyam Nadendla as an important boss in the Microsoft Empire, because after slow down in China, Mr. Gates may be viewing India as the most important market to fish in. If Indian Executives are appointed, it will be easier for the Foreign Corporates to influence the decision-makers of purchases and allotments in India, through the affinity tools of language, religion, caste, region, what not. Bribing politicians through Indian politicians, and Indian subsidiaries will also be easier, because the communication bridges and channels can be opened up.

Residual Andhra Pradesh Government is in a process of setting up its new Capital at Amaravati (Vijayavada-Guntur-Tenali-Mangalagiri Area). In the process it may have to purchase thousands of Desktop PCs as hardware fitted with Windows 10 OS of Microsoft. Everybody knows that Windows OS is priced. It is also vulnerable to Computer viruses. For a poor country like India, and for a poor State like Residual Andhra Pradesh, the natural choice ought to have been Open Source Operating Systems based on Linux, such as Ubuntu, Linux Mint, Fedora, etc. which are free (both costwise and disclosure of source codewise).

Had the Government of India, and the Governments of all the States in India, purchased blank computers with no operating system and installed Open Source and FREE (no need to buy) OS's , on every Computer they would have saved at least Rs. 20,000/-. (Note this includes cost of purchasing not only Windows, but also MS Office, Photoshop, Adobe etc.). Besides, as Open Source Linuxbased OSs are 99.99% free from Computer viruses, the Computers would have lasted long (extended life). All this would have saved billions of Rs., Dollars and Euros.

Here is a link to a very comprehensive report and review of the nefarious ways in which Microsoft is trying to monopolise the Computer Markets for Windows OS. The technique, ostensibly canvassed by it is protecting the computers through a "bootloader lock" in Computer Bios(es), which prevents installation of other Operating Systems. Though externally Microsoft says that OEMs (Original Equipment Manufacturers i.e. Dell, HP, Lenovo, et al.) will be free to either switch off or switch on the lock while designing their machines, there is always a possibility that Microsoft may bring pressure on the Computer Manufacturers to remove the toggles altogether, or keep the locks unopenable.

Theoretically, though Microsoft is promising to sign the certificates of Canonical (Ubuntu) and Fedora OSes, to facilitate their installation along with Windows, there is a possibility that Microsoft may armtwist them (Ubuntu and Fedora) to sell their OSs instead of distributing them freely. Besides, apart from Ubuntu and Fedora, there are hundreds of REALLY FREE (BOTH COSTWISE AND OPEN SOURCEWISE) Linux Open Source Operating Systems such as Debian, Porteau for which Microsoft's security lock will not allow installation.

Are we not living in a Free World? What Microsoft is trying to do is, it is trying not only to BLOCK WINDOWS SOFTWARE BY PRICING IT HIGHLY, but also it is LOCKING THE COMPUTER HARDWARE. If Microsoft wants to improve its market share it should compete with better quality products and lower prices. Not by bringing pressure on Computer manufacturers to lock the hardware to prevent installation of FREE OS's.

It should be the buyer's prerogative to decide which OS is to be installed on his PC, laptop, tablet, mobile. Microsoft cannot impose its OS's on countries, people and persons, through deceptive methods.

As politicians, Mr. Narendra Modi and Mr. Chandra Babu Naidu may not have enough inclinations, skills and time to go into the technicalities. But they should keep their eyes open and foresee the dangers involved in keeping their heads into the mouths of lions.

The tactic which Microsoft is likely to use for monopolising the Indian and Andhra Pradesh Markets, is going to be influencing through Indians, may be its own executives, or Microsoft India Subsidiaries, other Marketing Firms. Shri Bhaskar Pramanik, the top Executive of Microsoft India has recently met Mr. Chandra Babu Naidu. They have also promised some free Wifi in Srikakulam District by utilising unused TV Spectrum. Externally it appears to be a Good Samaritan Service, but unfortunately it is not. It is like throwing away a dime, to knock away some dollars.

It is hightime that Governments of all Indian States, and Government of India shift to Open Source Operating Systems. Even Safetywise, they are more secure when compared to Windows, and less aminable to hacking. Reason: Windows OS boots as Root (administrator of the machine). Consequently, for installation of malicious software downloaded from internet, when employees and Officers visit porno websites, no password will be asked, and installation will take place automatically as the administrator is on the machine. In case of Linux and other Open Source Systems based on Linux, for installation of any software whether genuine or malicious, an Administrator's password (Root password called sudo's password) will be required, and only Responsible Employees/Officers can be entrusted with the Root Password. This is the reason for security in Linux. There are thousands of hackers and malicious software makers for Windows, because that is easier for Windows owing to its vulnerabilities.

Additional disadvantage of Windows is, FAT/NTFS formatted hard disk gets frequently FRAGMENTED and data gets stored at scattered locations called clusters. With afflux of time, Systems slow down and crash, in spite of frequent defragmentation. Scope for this is very less in Linux. Linux OS has brought life to many old PCs and laptops discorded after Windows stopped loading on them. I am myself using two DISCORDED laptops after installing Linux.
