438 Will it be sufficient if hair sprouts in the ears of maternal uncle? क्या मामा के कानों में बाल अंकुरित हुआ तो काफी है ? మేనమామ చెవిలో వెంట్రుకలు మొలిస్తే సరిపోతుందా?

These words were reported to have been said by Mr. P. Madhu, CPM State Secretary, at the 25th Congress of the C.P.I. (Communist Party of Indai), headed by Mr. Suravaram Sudhakar Reddy, as reported in Andhra Jyothi Telugu daily print edition dated 5th March 2015, page 10 left bottom.

In our mother tongue Telugu, we have a Telugu saying: mEna mAma cevilO venTrukalu molistE adrishTam.  It is different that this may be a superstition.  The English approximate meaning of this proverb:  If hair sprouts in maternal uncle's ears, nephews (or nieces) will be lucky.  They will get a fortune.


This proverb has been effectively used in silver jubilee Telugu film Mutyala Muggu, in a dialogue by Rao Gopala Rao.

వెనకటికి విష్ణుమూర్తి ప్రత్యక్షమై ఏం వరం కావాలొ కోరుకోరా భక్తా అంటే మా మేన మామ చెవిలో వెంట్రుకలు మొలిపించు తత్తిమాది నే చూసుకుంటాను.  English:  Lord VishNu appeared before a hard-penancing devotee, and asked him to choose a gift.  The devotee asked VishNu:  PL. sprout hair in the ears of my maternal uncle.


Here the message is, when God appeared before the devotee and asked him to choose a boon, he could have directly sought what he wanted.  Instead, he thought that he would get a fortune, if hair sprouts in the ears of maternal uncle.  God VishNu fulfilled the devotee's wish, and there was hair in the devotee's uncle's ears.  Yet the fortune did not come.  Then the devotee again approached God with his problem.

How this is relevant to Mr. Madhu's promise and why do you compare him to the foolish devotee?

Problems of the people can be truly solved if there is Equalism, removal of private property, Marxist Democracy, Removal of Income and Wealth equalities etc. etc. in India.  It should be the ultimate goal of any Communist Party in India.

Now, our Madhu wants only a special status for the Residual State of Andhra Pradesh.  If A.P. gets special status, what will the poor people of Andhra Pradesh or India will get ?  Probably nothing.  Business persons and industrialists will get some concessions.  Probably a little employment opportunities will be open.  These are all nothing but hair in maternal uncle's ears.

And for the sake of this hair in uncle's ears, Mr. Madhu is prepared to support the bourgeoisie rule of Mr. Chandra Babu Naidu, as if he is a paragon of virtue.


CPI, CPM and left parties have great goals and objectives before them.  They should not stoop down to the levels of Regional Parties.  Arousing and satisfying regional sentiments will only give some temporary popularity and some thousands of votes (even that is doubtful, considering the experience of Mr. Narayana and CPI in Telangana in 2014 General elections.)

437 Did Mr. Raghuram Rajan surrender on his own, or was he made to kneel? क्या रघुराम राजन अपने स्वेछ्छा से आत्म समर्पण किया? ౪౩౭ రఘురాం రాజన్ గారు స్వఛ్ఛందంగానే లొంగి పోయారా?




Mr. Raghuram Rajan is the 2015 Governor of the Reserve Bank of India.  Mr. Duvvuri Subba Rao was the previous Governor.   The previous Governor was very particular about RBI's role in controlling inflation, and kept close to himself the task of the monetary policy.  The previous Congress Government wanted RBI to cut the Repo Rates (Rates at which RBI lends to Banks), and thereby force Banks to reduce their rates of lending to industrialists and large businesses.  But , with due credit to Mr. Subba Rao, we must concede that he resisted the pressures of the Congress Government to cut down lending rates.


After the annointment of Mr. Narendra Modi as Prime Minister, and Mr. Arun Jaitley as Finance Minister, the Governmental pressure on RBI , to cut down lending rates seems to have multiplied.  The new RBI Governor apparently has  held on his own for some time.


Seeing the fate of many State Governors, bureaucrats, DRDO Head, Censor Board Members, he seems to have mellowed down.  The result seems to be: RBI has entered into a Monetary Policy Agreement with the Government of India.

RBI has already reduced the Repo rates twice; each time 0.25 percentage points.  Now, it is time for arm-twisting the Banks to reduce their lending rates.

Of course, they will follow suit.

1. The percentage of interest cost, in the total cost of production of businesses, Govt., RBI, Banks do not seem to bother about.  Corporates pay millions of bucks to cricketers, film stars to promote the sale of their goods.  They spend huge amounts on T.V. advertising.  The business lords fly on chartered or owned private aircraft.  Corporates pay their club and entertainment bills.  They maintain luxurious guest houses in Metros.  BMW, Benj, Audi, etc. great cars costing millions.  Their toilets may be covered with gold plates.  Entire bodies of their wives (dharma patnis), and concubines (adharma patnis) may be covered with diamonds.  Can't they bear 0.25 percentage points of interest?


2. What percentage of bank funds, the big business persons and industrialists, they use for real manufacture?  What percentage they divert to speculative activities like IPL Cricket, real estate speculation, stock exchange speculation, commodity speculation.  Banks do not have the required staff resources, skills, time, inclination, to check the end use of funds.  If the business persons and industrialists stop their inter-corporate gambling and speculation, need for Bank funds will go down, and interest rates will not become a problem.

 Mr. Chandra Babu Naidu knows where to hit the Communists, when and with what!  कम्यूनिस्ट पार्टीयों को कहाँ, कब, कैसा, किस से मारना, श्री चंद्रबाबु नायुडू को पता है।  వామపక్షాలను ఎక్కడ ఎప్పుడు ఎలా దేనితో కొట్టాలో శ్రీచంద్రబాబు నాయుడు గారికి బాగా తెలుసు.


Shri Chandra Babu Naidu is reported to have said.  सूत्रों और मीडिया के अनुसार, आंध्र प्रदेश मुख्य मंत्री श्री चंद्र बाबु नायुडु ने पत्रकारों से कहा --

“The Left party wants 10 acres for a party office but expects us to construct capital in 1,000 acres; isn’t this absurd? ...”

वह वाम पक्ष अपने पार्टी कार्यालय को दस एकर जमीन चाहता है, परन्तु वही पार्टी राज्य के राजधानी को हम हजार एकर में निर्माण करना  चाहता है।  क्या यह बेतूका और असंगत नहीँ ?

ఈ వామపక్ష పార్టీ తమ కార్యాలయానికి ౧౦ ఎకరాల భూమిని అడుగుతున్నది.  కానీ మేము రాష్ట్ర రాజధానిని కేవలం ౧౦౦౦ ఎకరాలలోనే నిర్మించాలని కోరుతున్నది.  ఇది అసంగతం మరియు వివేకశూన్యంగా లేదా?


Indian Communists have a weakness, a temptation for lands and buildings for party offices, with modern furniture.  (Swami Vivekananda, albeit a monk, too had this temptation for lands, buildings, and furniture).  Consequent corollary to this temptation, Communists fell a prey to support Bourgeoisie parties, simply because the Governments were allotting a few acres of land for party offices, libraries, meeting halls, libraries, research centres, memorials, etc. etc.


भारतीय कम्यूनिस्टों को पहले से एक निर्बलता और शौक है कि वे अपने पार्टी कार्यालयों के लिये हर राज्य के राजधानि में, और हर जिले के मुख्य शहर में, विस्तृत जमीन सरकारों से पूछ कर लेते हैं।  बाहर से सरकारों को सपोर्टु देने से, यह फाइदा उठना, एक आदत हो गया।  राज्य सर्कारों से सभी राजकीय पार्टी, पत्राधिपतीयों जमीन लेते हैं।  लेकिन वाम पक्षों को उस लैन में खडे रहना प्रकाशमान नहीं होते।  वाम पक्षों को सन्योसियों से ज्यादा विरक्ती और वैराग्य होना चाहिये.  बडे भवन, मीटिंग हाल्स, आधुनिक फर्नीचर, ग्रंधालय, दिवंगत नेताओं के लिये बडे स्मारक चिह्न, आदी के लिये राज्य सरकारों के सामने भीक मांगने से वाम पक्ष अपने नैतिक स्थिती को नीचे अपन ही गिरवाये।

Now we can see, how Chandra Babu Naidu used the request of the Communists for their party office in new Residual Andhra Pradesh Capital City for 10 acres land, to hit them at the crucial spot.

434 Central Budget 2015-16 केंद्रीय बजट २०१५-१६ కేంద్ర బడ్జేట్ ౨౦౧౫-౧౬


Sorry that there is an interregnum in postings here.  यहाँ पोस्टिंग्स करने में कुछ रुकावट आया।  उस के लिये खेद।  क्षमा के लिये प्रार्धना।   ఇక్కడ పోస్టింగులు చేయటంలో కొంత విరామం వచ్చింది.  అసౌకర్యానికి విచారం.  క్షమకై ప్రార్ధన.

A  friend has said that we have not discussed anything about the Budget of India 2015-16.  एक मित्र ने कहा कि, हम केंद्रीय बजट के बारे में कुछ चर्चा नहीं किया है।  మనం కేంద్ర బడ్జెట్ గురించి కొంచెం కూడ చర్చించ లేదని ఒక మిత్రుడు అన్నారు.

Better late, than never.  We shall do now.  
कभी न होने से तो देर में होना भला होगा।  हम अभी करेंगे।
అసలు చేయక పోటం కన్నా ఆలస్యంగా నైనా చేయటం మేలు కదా.  ఇపుడు చేద్దాము.

There is one perceivable difference between the budge of Chidambaram and Arun Jaitley.  
चिदंबरं और अरुन जैट्ली के बजटों में एक बुध्धिग्राह्य सुगम अंतर है।  చిదంబరం మరియు అరున్ జైట్లీ ల బడ్జెట్ల మధ్య ఒక సులభగ్రాహ్యమైన అంతరం స్పష్టంగానే ఉంది.

Both the budgets are big bourgeoisie budgets, undoubtedly.  निस्संदेह, बोत बजेटे बडा पूंजीपती बजेट्स।  ఇద్దరి బడ్జెట్లూ బడా పెట్టుబడిదారీ బూర్జువా బడ్జెట్లే.

Chidambaram's, Pranab Mukherjees, Manmohan Singh's budgets used to cover themselves with the fig leaves of doing something to the middle class and senior citizens.  
चिदंबरं, प्रणब मुखर्जी, मन्मोहन सिंग के बजेटस को, मिडिल क्लास और सीनियर सिटिजनों को कुछ न कुछ करने के अंजीर पत्ते से कवर करते थे।  చిదంబర్, ప్రణబ్ ముఖర్జీ,  మన్మోహన్ ల బడ్జెట్లకు మధ్య తరగతి వాళ్ళకో, సీనియర్ సిటిజెన్స్ కో కొన్ని చిన్న చిన్న ఉపకారాలను చేస్తున్నామన్న ఒక సిగ్గుబిళ్ళను తగిలించే వాళ్ళు.

Arun Jaitley has dispensed with that requirement of a fig leaf.   He has openly championed a crony capitalist budget.   
अरुण जैट्ली साहॆब उस गुलर पत्ते के जरूरत को ही तोड दिया।  वह साफ साफ, बिना किसी लाग्-लपेट, एक पूंजीदारी घनिष्ठ मित्र बजॆट् पॆश किया।  అరుణ్ జైట్లీ గారు ఆ సిగ్గుబిళ్ళను కూడ చించేశారు.  ఒక బడా బూర్జువా పెట్టుబడిదారీ బడ్జెట్ ను, ఇంక నాలుగేళ్ళ దాకా మనల్నెవరూ అడిగేవాళ్ళు లేరు అనే ధీమాతో జనం మీదికి తోలేశారు.

Question: What you are writing is rotten with Communist jargon.   Explain how it benefits only big industrialists.  आप जो लिख रहे है, वह पूरा कम्यूनिस्ट जारगन् से भरा हुआ दिख रहा है।  यह बजेट कैसा सिर्फ बडा उद्योगपतियों को भला करता है, आप विवरण दीजिये।  మీరు వ్రాస్తున్నదంతా కమ్యూనిస్ట్ జార్గన్ తో నిండి ఉన్నది.  ఈ బడ్జెట్ బడా పారిశ్రామిక వేత్తలకు మాత్రమే మేలు చేస్తుంది అనేదానికి వివరణ ఇవ్వండి.

Ans:  Your response is understandable.  आप के स्पंदना अनुकंपनीय है।  మీ స్పందన, సంవేదనార్హమే.

Whenever the Central Government taxes industries and businesses, big business and industrial houses immediately shift that burden to the common people by raising prices.  Whenever the Finance Minister gives them some concessions, the big business and industrial houses do not pass on at least a part of those concessions to the end-users by reducing prices, or at least abstaining from further increases of prices at least in short run.  Small and medium businesses may not be able to do that transfer of burden.   Hence, when the Central Government raises Service Tax, or impose some Svachch Bharat cess, or some other tax, whether on the business and industrial houses, or on the common man direct, the ultimate burden falls only on the small man.


जब भी केंद्रीय सरकार उद्योगों और व्यापारों पर करों और शुल्कों को बढाता है, तत्काल ही बडे व्यापार और उद्योग घऱाने दामों को बढा कर, आम आदमियों पर चढाते हैं। 
जब भी केंद्रीय सरकार  बडे उद्योगों को या व्यापारों को कुछ रियायतें देता है, तो बडे बिजिनेस् हौसॆस और औद्योगिक घरानों उन रियायतों को आम लोगों को आदा भी नहीं साँपिते।  इस तरह वजन आम आदमीयों को बदलाने काम छोटे व्यापार और उद्योग संस्थाएँ नहीं कर सकते।  इस बड्जॆट् में केंद्रीय सरकार सेवा कर बढाया, और स्वछ्छ भारत नाम पर शुल्क लगाया।  इन सब के वजन किस पर दबाया जाता है ?  आम आदमी !!!
